  • Fed Govt gives Cross River Bakassi Deep Seaport’s OBC

    THE Federal Government has issued Outline Business Case (OBC) certificate for the Bakassi Deep Seaport Project being undertaken by the Cross River State Government.

    The certificate was presented on Monday by Minister for Transportation Rotimi Amaechi to  Governor Ben Ayade in Abuja.

    Amaechi said with the OBC, the state would move on to the next step of action.

    He said: “What they (Cross River) have got right now is the OBC. We will take the next move to verify all the necessary instruments that we need and then proceed back to the Infrastructure Concession and Regulatory Commission for the FBC before we go to the cabinet for approval.

    “But the most important thing is that we are speeding it up so as to enable those states who want to invest in seaports and others to go ahead and do so.”

    On whether the Federal Government was partnering Cross River State in the deep seaport, Amaechi said, “We will get to that. We will sit down with the Cross River State Government and their major partners and see how much NPA would want to invest. We will contact NPA and see what it can do.”

    Ayade said the certificate would enable the state move faster with the implementation of the seaport.

    ”The certificate is an Outline Business Case. It shows that there is a full densification commitment of the Federal Government through the Federal Ministry of Transportation to say yes we have come to recognise and accept that Cross River State Government should go ahead with the Full Business Case towards the construction of a deep seaport.

    “And the emphasis on the deep seaport is agro-industrial, not exclusively, but to show that the core target is to do an agro-industrial transformation of Nigeria. It will be the major leading port in that respect but will have other industrial parks,” he said

    He said the issuance of the OBC by the Federal Government through its Infrastructure Concession and Regulatory Commission was the fastest ever recorded in Nigeria.

    On when actual construction would commence at the seaport, Ayade said, “Work started there more than six months ago when we got the EIA approval which allowed us the legal right to get access to the ocean.

    “But right now with this OBC certificate, we are going to be dealing directly with the concessionaires towards arriving at the specific location, data and commencement of actual work plans. But that can only come with the FBC.”

  • Rivers acquires Shell’s 45 per cent stake in OML 11

    FORTY-FIVE per cent of Shell Petroleum Development Company’s (SPDC’s) interest in Oil Mining Lease (OML) 11 in Ejama and other communities in Ogoni have been acquired by the Rivers State government.

    Governor Nyesom Ezenwo Wike announced the acquisition yesterday in a broadcast titled: “We will continue to advance the state’s interest, security and prosperity of all.”

    The governor promised that the state would ensure that the field comes on stream before the end of next year.

    He said: “I am delighted to inform you that the Rivers State government has fully acquired Shell Petroleum Development Company of Nigeria’s (SPDC’s) 45 per cent interest in Oil Mining Lease (OML) 11 situated in Ejama Ebubu Community in Eleme Local Government Area and the adjoining Ogoni and other communities of Rivers State.”

    He said the acquisition followed a High Court order, declaring the state as the purchaser of “the right, title and interest” of Shell Petroleum Development Company of Nigeria Land/Immovable Property.

    The order was subsequent upon Suit No. filed by one Chief Agbara Isaac Osaro and five others against SPDC, Shell International Petroleum Company Limited Shell International Exploration and Production BV and Government of Rivers State.

    Displaying certified true copy of the order, Wike said: “I directed the Rivers State Ministry of Finance Incorporate to make a bid of USD 150,000,000 ($150 milliom) supported by bank guarantee and cash payment to the Deputy Sheriff in the sum of N1 billion, the later payable to the Judgement Creditors, while the former is escrowed.”

    He noted that the acquisition followed last Wednesday’s order by the High Court of Rivers state declaring the state as purchaser of Shell assets sold.

    “I have further directed the relevant government agencies to take immediate steps to liaise with any financially capable companies to partner with the Rivers State government to ensure that the said oil field come on stream within 15 months from today (Monday).”

    He said the decision was taken with “all sense of responsibility believing that addressing the pains and poverty of our people with resultant security and welfare of the main purpose of governance and nothing less.”

    He described the move as profound economic investment with profound and enduring positive implications on peace, security, development and prosperity for the oil-bearing communities in the OML 11, the entire state and Nigerian in general.

    He said the state was desirous of restarting oil production so that the Federal Government can start reaping from its 55per cent stake in the field, while the state could also be receiving its 13percent derivation funds.

    “In line with our commitment to accelerate development, industrial harmony and security, the Rivers State government will graciously concede some portion of the its four per cent equity interest to all the oil producing communities within OML 11 to enhance mutual ownership participation and sharing in the benefits of these resources,” the governor said.

    He traced the problem of the OML 11 to a major oil spill from SPDC’s Trans Niger High Pressure Crude oil Pipeline at Ejama community, which approximately 255 hectares of arable agricultural land, fishing swamps and rivers devastated.

    Noting that SPDC admitted the spill was from its pipeline in 1970, he lamented that the Anglo-Dutch oil giant failed to de-pollute the area, leading to several lawsuits, which the company lost, including a fresh cases the commenced in 2011, spanning through four different courts.

    He said: “The enforcement cases had been to Owerri, Abuja, Lagos, etc in six different law suits…

    “The judgments of the High Court, the Court of Appeal and Supreme Court were registered in the United Kingdom for enforcement against SPDC parent companies domiciled outside Nigeria’s shores.”

    As the community commenced enforcement of the judgment, Wike said the state government moved to acquire the assets in order to avert another round of deprivation and pauperisation of the people by external buyers.

    “That the present government of Rivers State entrusted in my care through the will of God and those of the peoples of the Rivers State have concluded that it will be in the overall interest of the state, the other federating states and the Federal Government that we as a government, should make a bid for the purchase of the said interest of SPDC now placed on auction by extant Order of the Courts of Law.”

    “That rather than standby and watch other persons or group purchase SPDC 45 per cent interest in that OML 11 and further exacerbate the poverty of the people of the State, a responsible and responsive State Government should weigh in and bid for the purchase of SPDC interest already set down for auction.”

    He went: “That for the past 25 years, the rich oil potentials of OML 11 have remained untapped following the hanging of the world-renown Ogoni poet and environmental activist, Mr. Ken SaroWiwa and the Ogoni 9 as well as the unfortunate mob lynching and death of four prominent Ogoni citizens, one of whom was the Secretary of Government of the Rivers State and another, a Commissioner under the tenure of Lt. Col. Dauda Musa Komo as Governor of Rivers State.

    “That it has become unlikely that for peace and security, the people of Ogoni in the Rivers State will welcome SPDC on their land forming part of OML 11.

    “That the Rivers State government has continued to lose 13 per cent derivation fund from the said 55% stake of the Federal Government in that field for nearly 30 years now, which revenue would have transformed the State and its peoples for the better.”

    Outlining the circumstances that led to the dispute between the communities and SPDC, the governor said it was due to a major oil spill from SPDC Trans Niger High Pressure Crude Oil Pipeline at Ejama community, which ravaged over 255 hectares of arable land, fishing swamps and rivers.

  • Osun Assembly grills 9 exco nominees

    The Osun State House of Assembly on Monday screened the first batch of nine out of 35 commissioners and special adviser nominees to work with Governor Gboyega Oyetola.

    Those screened by the state Assembly included Oladoyin Olayinka Folorunso, Ibitoye Felix Adeniran, Adebisi Obawale Simeon, Oladepo Solagbade Atanda, Ajisefini Abiodun, Egbemode Funke Adenike, Ogunfolaju Christiana Olusola, Agunbiade Nathaniel and Omowaye Oluremi.

    They were grilled by the lawmakers after they had summarised their Curriculum Vitae before the Assembly.

    Due to the public holiday declared by the Federal Government for Tuesday (today), the screening exercise will continue on Wednesday with Adewole Adedayo, Akande Oluwafemi, Adeleke Adebayo, Olamiju Olasiji, Yinusa Olalekan, Isamotu Rafiu,  Olasunkanmi Tadese Raheem, Adeosun Rasaq and Oladimeji Olanubi Segun on the list.

    Those scheduled for screening on Thursday are Bakare Akande, Jamiu Olawumi Olaniyan Hussein, Badmus Rahmon Lekan, Bola Oyebamiji, Olumide Babatunde Olawale, Lawal Yemi Azeez, Akeju Taiwo and Giwa Lateefat.

    On Friday, which will be the last day for the, nominees to be screened are Kareem Akande, Oyegbile Rufus, Olaboopo Olubukola, Kolajo Aderemi, Babalola Idiat  Lawal Tajudeen, Muminu Adekunle and Olaonipekun Henry.

    Before the commencement of the screening exercise, the Speaker, Rt. Hon. Timothy Owoeye, assured indigenes and residents of the state that the Assembly would do a thorough and strict job on the screening of the commissioner/special adviser nominees.

    The Speaker stated that the Assembly had resolved that the screening exercise was not going to be a “tea party,” adding that members were in high spirit and ready to give their all for the betterment of the State of Osun.

    During the plenary, Owoeye said that the House was not unaware that the nominees would have gone through different levels of security checks, saying aside from such checks, the House would not shy away from its constitutional responsibility.

    He also stated that the state is blessed with Governor Oyetola, who was committed to the principle of separation of powers, as the governor had at different for a, stated that he would stopped at nothing to make Osun a state of positive reference amongst all the states in Nigeria.

    According to him: “It is on record that Governor Oyetola has sent a list of 35 persons to be screened as commissioners/special advisers. My colleagues and I at the Assembly have resolved not to betray the confidence reposed in us by the public.

    “We are not unmindful of other screenings that might have taken place before now, but the State House of Assembly is constitutionally saddled with the final screening.

    “We assure our people of Osun that we will do our job without favour, nothing but the interest of our state.”

  • Jigawa gov swears in 11 commissioners, others

    Jigawa State Governor Muhammad Badaru Abubakar on Monday swore in 81 aides.

    The governor last week released the list of 53 special assistants, two senior special assistants, 15 special advisers and 11 commissioners.

    Speaking after the swearing- in, Abubakar advised the appointees to support his administration in providing good governance.

    He said the re-election of the All Progressives Congress (APC) in the state was a testimony that the people had confidence in his administration.

    The newly-appointed commissioners include: Abba Zakari (Ministry of Health), Musa Adamu Aliyu (Ministry of Justice) and Ibrahim Baba Chaichai (Ministry of Women Affairs).

    Others are Muhammad Alhassan (Ministry of Information, Youth, Sport and Culture), Kabiru Hassan Sugungun (Ministry of Local Government), Babangida Umar Gantsa (Ministry of Finance),

    Lawan Yunusa Danzomo (Ministry of Education), Yelwa Da’u Tijjani (Ministry of Women Affairs), Salisu Zakari (Ministry of Commerce and Industries), Ibrahim Garba Hannun Giwa (Ministry of Water Resources) and Aminu Usman (Ministry of Works and Housing).

  • Buhari greets ex-minister Yerima at 80

    President Muhammadu Buhari has described the former Minister of Education, Science and Technology, Amb. Ibrahim Yerima Abdullahi, as “one of our greatest, selfless, dedicated and patriotic public officials I have known.”

    The President stated this in a tribute he wrote on the elder statesman, who is celebrating his 80th birthday.

    According to him, Amb.  Yerima, who is also the Sarkin Bai of Gombe, “is an outstanding gentleman who is fired by the passion to serve his country selflessly.”

    President Buhari, in a statement by the Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, noted that “in a society battling greed, selfless and dedicated public officials like Yerima are rare because they put good name before personal advantages.”

    He praised the Sarkin Bai as “a man of shining virtues who belongs to the golden age of our public service”, saying: “I am proud of his unblemished record in public life.”

    “As an All Progressives Congress (APC) elder who contributed immensely to the successes of the party in elections, Yerima is a quality party leader whose achievements as well as his integrity we will continue to cherish”, the President said.

    He prayed God to bless him with good health and longer life to serve Nigeria and his people even more.

  • Relief for victims of fire incident

    VICTIMS of a fire incident that occurred on April 6 at Shonola Street Ogba have received donations from the Chairman of Ojodu Local Council Development Area (LCDA) of Lagos State, Mr Julius Oloro.

    Several shops were razed with goods worth millions of naira lost to the inferno.

    The cheques were presented to the victims at the council secretariat.

    The council boss said the paramount duty of any government, irrespective of the tier, is to ensure the safety of life and property of her citizens.

    He said the cheque is a remedial action to ensure that the people’s means of livelihood are restored.

    Oloro urged the beneficiaries to put the palliative fund to good use and prayed that such incidents will not recur.

    The council boss promised to follow up on the council’s official letter to the Lagos State Government on the matter of compensation to victims of the fire incidents.

     

  • Landlords protest in Lagos

    PROPERTY owners and residents from Igbogbo/Bayeku in Ikorodu, Lagos State whose buildings were demolished in December 2017 by the administration of former governor Akinwunmi Ambode, on Monday protested at Alausa, Ikeja seat of government, demanding for compensation.

    Pa Jacob Arogundade and Taiwo Folarin led the protesters.

    Arogundade said of the 700 properties destroyed, including churches and mosques, only 96 people were paid compensation in 2018 by the Ambode administration while other property owners were yet to be compensated.

    He said, “The last administration only paid compensation for about 10 per cent of the houses and shops demolished and left the remaining 90 per cent suffering for about two years now.

    “We are appealing to our listening governor, Babajide Sanwo-Olu to look into the issue of payment to us the poor and forgotten people of Igbogbo community whose properties were demolished by the last administration in the state in a haste”.

    He said homes and families have been separated, education of children adversely affected and many now living in churches, mosques, schools and uncompleted buildings for almost two years now.

    “The most pathetic of all are the aged ones, we mean people that are 80 years and above who rely on rents from those demolished shops and rooms for their living, a source which has been taken away from them without notice,” Arogundade said.

    According to a letter addressed to the governor, the group said they had been promised compensation immediately the new administration came on board and they fulfilled their own side by voting massively for the new governor, but that it is surprising that more than 100 days after assuming office nothing has been done.

    “Your Excellency, we have all seen the list of compensation with our names publicly displayed in room 22 of the Ministry of Lands and also in the accounts office room 35 ready for payment but waiting for your approval”.

    They appealed to the governor “in the name of Almighty God to have mercy on us and approve payment so that we the people of Igbogbo and other Lagosians will continue to pray for you and your government…”, they stated.

    Responding on behalf of the speaker of the state House of Assembly, Hon. Tobun Abiodun commended them for the peaceful protest but appealed to them to be calm and patient as the matter would be looked into at plenary by the House.

  • Osinbajo, Ortom meet over Benue, Ebonyi land crisis

    Vice-President Yemi Osinbajo on Monday met behind closed doors, Benue State Governor Samuel Ortom and Ebonyi State Deputy Governor Kelechi Igwe over land crisis between the two states.

    The meeting was attended by the acting Director-General of the National Boundary Commission, Adaji Adamu.

    Addressing State House correspondents at the end of the meeting, Ortom said: “We came at the instance of the vice-president to discuss the lingering problem between Benue and Ebonyi states, in particular between Agila in Benue and Ngbo in Ebonyi.

    “We are also here with the acting DG, National Boundary Commission and we have taken far reaching decisions to ensure we demarcate the boundary between these two states so that we can hold our people responsible.

    “As it is now, it’s difficult to identify the criminals who are creating tension and creating more of these problems.

    “So I believe that very soon, the boundary commission will come out with a programme to enable Benue and Ebonyi team up and provide the necessary logistics and security to ensure that the boundary is demarcated.

    “Well, it’s a border crisis because we are talking about two states. We should know the limits of each state. It’s a border problem more like a communal problem.”

    On TIV/Jukun crisis, he said: “Well, I know that there is a spillover. This is largely TIV and Jukum in Taraba State.  I have Jukun in Benue State. We are not fighting. There were issues in the past and I decided to set up a judicial commission of enquiry, which is still sitting to look at the remote and immediate causes of this strife so that we can find a solution to it.

    “This other one is more of a problem in Taraba, but because there are TIV people in Benue and we are talking about TIV people, so each time people are displaced, some run back to Benue, so that’s the spirit of it.

    “But I think Taraba State governor is doing well. Recently they met and agreed that there should be ceasefire. Although I saw in the press that there were some issues with that peace agreement, you know each time there are efforts to try to solve problems, criminals will come in and I think that the steps the governor took by inviting two sides, both the TIV and the Jukum to sit together and find means of how they can resolve this matter, is the best approach.

    “I believe that once that problem is sorted out in Taraba State, we will not have anything in Benue State.”

  • School owner abducted in Delta

    SOME armed men have kidnapped the proprietor of a private school, Kogbodi International School, Ughelli in Ughelli North Local Government Area in Delta State.

    The Nation gathered that the school proprietor, Mr. Patrick Kogbodi was abducted at about 7.30 am on his way to church.

    It was learnt that the school owner was kidnapped in the vicinity of his home along Taiga Street, off Ughelli/Warri Expressway.

    It was learnt that the kidnappers numbering five shot sporadically to scare off bystanders, driving off with the proprietor to an unknown destination.

    There has been an upsurge in violent crime in the state, a recent one being the kidnap of a SeniorAdvocate of Nigeria (SAN), Mr Chike Onyemenam in Otulu community, near Asaba, the state capital.

    Also, hoodlums numbering 20, laid siege at the Uvwiamuge axis of the Ughelli/Agbarho section of the East-West road in Ughelli North Local Government Area of Delta State, kidnapping  no fewer than eight persons.

    The Nation gathered that Mr Chike Onyemenam was released a week later after the payment of N7.5 million ransom from the initial N15 million demanded by the kidnappers.

    A source said the kidnappers have not communicated their demands to the family of the victim.

    Delta Commissioner of Police, Mr Adeleke Adeyinka confirmed the kidnap.
