  • Bayern kicks off Bundesliga with a draw against Hertha

    Bayern Munich were frustrated in their opening Bundesliga match of the campaign as Hertha Berlin held them to a 2-2 draw.

    Lewandowski’s 24th-minute goal put Niko Kovac’s side, who are set to sign Barcelona’s Philippe Coutinho on loan, ahead on Friday but Hertha turned the game on its head in the space of two minutes.

    Dodi Lukebakio’s fortunate strike restored parity in the 36th minute before Marko Grujic capitalised on sloppy Bayern defending.

    Grujic turned from Hertha’s hero to villain just prior to the hour, however, when his needless foul on Lewandowski was spotted by VAR but, although Bayern’s striker tucked in the resulting penalty, the hosts could not carve out a winner.

    Kovac and his men have been heavy scrutiny last season but his side ended 2018-19 in sensational form, going unbeaten in their final 14 Bundesliga matches as they snatched the league title ahead of Borussia Dortmund with two points and then won the DFB-Pokal.

    But, having recently lost to Dortmund in the DFL-Supercup, Bayern know that even the goals of Lewandowski and imminent arrival of Coutinho may not be enough to hold off Lucien Favre’s side for a second season running.

    Bayern will travel to Schalke on August 24 in what is David Wagner’s first home game in charge of his new club, while Hertha host Wolfsburg in their next match.

  • Retired military, police officers carpet Buhari over killings

    Several retired military and police officers have expressed deep concern over the recurring killings of innocent citizens by security personnel, and the recent cases of  fatal  attacks on uniformed men by fellow  security operatives.

    They want an immediate end to the trend before it gets out of control.

    The situation has attracted the attention of the United Nations (UN) which has decided to dispatch its Special Rapporteur on extrajudicial, summary or arbitrary executions to Nigeria immediately.

    Agnes Callamard is due in Abuja on Monday.

    She will be here for two weeks to examine “the scope of the challenges confronted with regard to arbitrary deprivations of life and measures taken by the government on such issues as the implementation of counter-terrorism policies and the conflicts between communities.”

    A former Minister of Science and Technology, Maj-Gen. Sam Momah (rtd), fears that anarchy may set in in the country unless there is synergy among the security forces.

    “Anarchy is surely going to step in with poverty continuing to increase and our borders being so porous,” he told The Nation correspondent on the phone.

    “There seems to be no synergy among the security forces, which means anarchy could set in. So something has to be done urgently about this before it gets out of hand. It is urgent.

    “I believe that the President, being a former military man, should see to it and reverse the trend before it gets out of hand.”

    Momah does not think the personnel charged with the responsibility of coordinating security intelligence of the country are doing enough.

    His words: “Well this goes to show that they are working at cross purposes and that is why we are not secured because the security forces are threading into each other.

    “I think that the security architecture will need to be re-engineered and they need to be more proactive.

    “This means that the security has to be re-engineered because what they are doing now is against the trend in the armed forces.

    “We wait until the stress comes to us before we react instead pre pre-empting the stress. I think the President must do something urgently about this because we are degenerating to a Sudan and Somalia kind of situation.

    Situation very embarrassing -Tsav

    A former Lagos State Commissioner of Police, Alhaji Abubarkar Tsav, described the situation as very embarrassing.

    “We are getting towards a state of anarchy,” he said.

    “We are in a country where almost everyone is armed. Unfortunately, the security forces have no law guiding the use of firearms.

    “What is most embarrassing is the recent killing of policemen by soldiers in Taraba.

    “During our time, if you were armed, unless you were given instruction to shoot, you would not do that.

    “And if you used one ammunition, you would have to write a statement explaining why you did so.

    “Now people use ammunition and nobody challenges them. It is not good at all.

    “If you go to a scene of violence, you should aim at the legs of the ring leaders of the trouble.

    “Once the commander says stop, you return to your former position.

    “Now there is no accountability and people do things anyhow they like and nobody cautions them. This is why things are getting worse more and more.”

    Proffering solution to the menace, Tsav advised the National Assembly to come up with a law binding the security forces together and enhancing cooperation among them on the use of firearms.

    “There should be proper supervision as to when arms should be used and when they should not be used. When you start shooting and killing without accounting for the people you are killing, it will result in anarchy, and that is actually where we are heading to.

    “I blame the federal government for the rivalry among security operatives. Now, every security outfit wants to show the government that it is performing better than the other.

    “It is the feeling of superiority and rivalry that is giving rise to this problem. “

    Ayuba: We need to educate our security personnel

    The festering challenge also drew the ire of Commodore Abimbola Ayuba (rtd) who declared: “Extrajudicial killings by definition are not sanctioned by law.

    “There is a dilemma here: security officers who may be killed in line of duty are given rules of engagement to deal with several scenarios pertaining to their respective duties.

    “So, the complexities of today’s security environment portend new and emerging threats which need to be dealt with.

    “Kidnappers, terrorists, hostage taking and downright hate-inspired killings paint the landscape.

    “Most significant is the need for the services to be proactive in recognizing soldiers, paramilitary men who have Post Traumatic Stress Disorders (PTSD) prior to deployment, while in combat and post combat. “The “Rambo Effect” needs to be eliminated or minimized first, then the criminal elements in the forces could then be fished out and made to face the law.

    “Nigeria is a signatory to several international treaties and conventions whereby it is seen as a single entity in the global comity of nations.

    “So, the actions of state actors and their non-state contemporaries will make Nigeria vicariously responsible for violations within her borders.

    “Thus, there is need for better education, training and on Law of Armed Conflict, that Geneva Convention and other extant regional legislations which bind the nation.

    “Most of all, programmes to sharpen emotional intelligence of security personnel and ethics coaching need to be emphasised.”

    FG should overhaul security system -Okeyomi

    A security expert, Hon Dipo Okeyomi said: “The Federal Government needs to overhaul the security system. There is no synergy among the security agencies.

    “Each of them is claiming superiority over the rest when they are all working towards the same goal.

    “That is catastrophic and that is evident in what is happening everywhere in the country. Soldiers are supposed to be in the barracks and only needed to be called out when there is war.

    “But because there is lack of manpower in the police force, the soldiers now have to come out and assist.

    “Despite the challenge of manpower in the police, you still find so many policemen attached to politicians.

    “Politicians should have their own private security that are well trained as it is done in Europe and America.

    “If the Federal Government refuses to do something about this ugly trend, we would all suffer for it. The National Security Adviser should call all the security agency heads and finding a solution to the challenges.”

    In a tone that revealed the depth of his disappointment at the security situation in the country, Col. David J. Binitie (rtd), in a brief remark said: “It is unfortunate, because it seems that standards have been jettisoned by all.”

    There won’t be anarchy, say Esho, Famurewa

    However, the fears of possible anarchy arising from the killings are not shared by Lagos and Osun states coordinators of the Retired Members of Nigerian Armed Forces, Comrade Joseph Esho, and Comrade Sam Famurewa respectively.

    Esho blamed the current situation on the political class, saying: “It is the level of bastardization of the system by the politicians.

    “It is a pity that this is the same military that was once the envy of the world. It is sad because this is the same military that we used to be proud of, and which we passed through.

    “It is the level of how the system has been corrupted. It is not a matter of anarchy but the truth is that the system is decaying on a daily basis.

    “To correct this is to dig into the system, fish out the bag eggs and purge the entire security forces. Then there should be a synergy in information gathering and intelligence gathering even operational procedures.

    Famurewa said: “No, it cannot lead to a situation of anarchy.

    “To lead to anarchy is exactly going to be a mission impossible!

    “The error or mistake in the system will be corrected. The way forward is for the media to mellow down and not to fuel the issue at stake.”

    UN expert on extrajudicial executions to visit

    The UN Special Rapporteur on extrajudicial, summary or arbitrary executions, Agnes Callamard, is scheduled to arrive Nigeria on Monday, August 19 to investigate issues concerning her mandate.

    “I look forward to understanding the scope of the challenges confronted with regard to arbitrary deprivations of life and measures taken by the Government on such issues as the implementation of counter terrorism policies and the conflicts between communities in Nigeria,” Callamard said.

    “I will also investigate violations of the right to life of women, minorities, indigenous people, members of the LGBTI community, internally displaced persons and human rights defenders.”

    Callamard will also consider alleged abuses committed by state security agencies and non-state actors, particularly in the North East and South of the country, as well as actions taken by the State to hold perpetrators accountable for their crimes.

    She will also assess measures adopted by the State to address and prevent killings in clashes between herders and farmers in the central part of the country, with a special focus on the impact of climate change on rural communities.

    The Special Rapporteur will also examine issues relating to safeguards over the use of the death penalty, mainly the situation of inmates on death row and the laws applied by Sharia courts.

    Callamard will meet officials at federal and state level, as well as the national human rights institution and representatives of UN agencies, non-governmental organisations and civil society. She will also visit areas outside the capital, Abuja.

    At the end of her visit, the Special Rapporteur will hold a press conference on 2 September 2019 to share her preliminary findings with the media.

    The UN expert’s final report on the visit will be presented to the UN Human Rights Council in Geneva in June 2020.

    A high powered panel is currently investigating last week’s killing of three police officers by solders at a check point in Taraba State.

    Some policemen have also been recently arrested and sent on trial for alleged extrajudicial killings.

    Amnesty International has accused military personnel of extrajudicial killings especially in the Northeast where the terror sect, Boko Haram, is waging a war against the country.

  • Athletic Bilbao shatter Barca’s ten-year opening record

    Aritz Aduriz netted a sumptuous late strike, which helped Athletic Bilbao past reigning champions Barcelona in the opening match of La Liga on Friday night.

    Aduriz came off the bench to steal the show with a wonderful acrobatic effort from inside the penalty area which left Marc-Andre ter Stegen stranded.

    The buildup to the match was dominated by the news that Messi was unfit to play and the imminent loan move of Philippe Coutinho to Bayern Munich.

    The opening 30 minutes belonged to the hosts with Marc-Andre ter Stegen was called twice into action to keep out quality efforts by Inaki Williams before the quarter hour.

    Barca’s best first-half chance was gifted to them when Athletic’s Unai Lopez played a back pass right to the feet of Luis Suarez only for the Uruguayan to smash his shot off the post with only the keeper to beat.

    Suarez picked up a knock on the play and made way for Rafinha on 37 minutes and the Brazilian rattled the crossbar minutes later before the half time call.

    Despite dominating possession Ernesto Valverde’s side only managed one shot on goal in the entire match, Barca will hope that this loss would not affect their quest in defending their La Liga title.

    The result marks the first time Barcelona lost in an opening La Liga fixture since a 1-0 loss to Numancia in August 2008, ending a run of 10-straight wins on matchday one in the league.

    Next up for Barcelona is a home match against Real Betis, defending champions will hope Messi can return to action.

  • Life ban: I’ll clear my name – Siasia

    Samson Siasia has vowed to clear his name after world governing body FIFA banned him yesterday from football following an allegation of match-fixing brought against him.

    FIFA released a statement on Friday that the adjudicatory chamber of their independent Ethics Committee found that Siasia was “guilty of having accepted that he would receive bribes in relation to the manipulation of matches in violation of the FIFA Code of Ethics.”

    However, Siasia who was in charge of Nigeria from 2010-11 and in 2016 was also in charge of the country’s U-20 and U-23 sides expressed shock and anger at his ban adding that he never received any letter from FIFA.

    “I don’t know anything about this. I did nothing wrong and I have not received any letter from FIFA. How can you ban someone who was never given a chance to defend himself. I will fight and clear name,” Siasia stated.

    Just last month, the aged mother of the 51-year-old Siasia who played 51 times as a striker for the Nigerian national team was kidnapped in his country home in Bayelsa and was yet to be released by her abductors.

    The case is the latest to emerge from FIFA’s long-running investigation into the activities of Singaporean Wilson Raj Perumal, who FIFA has called a “known match fixer” and who has admitted such activity in several interviews.

    FIFA said that Siasia was banned for life “from all football-related activities(administrative, sports or any other) at both national and international level.”

    Siasia has also been fined CHF 50,000 ($51,051.66).

    However, FIFA’s Ethics Committee was yet to publicly state the games that Siasia is said to have fixed with the notorious Singaporean Wilson Raj Perumal, whose dirty involvement with African football is well-known – South Africa and Zimbabwe being notorious cases.

  • EVERTON VS WATFORD: Silva undecided over Iwobi

    Marco Silva must decide whether to include new signing Alex Iwobi in his Everton squad to face Watford today.

    The winger was a deadline-day signing from Arsenal for a fee believed to be around £35million but was not included in the 18 for last weekend’s goalless draw with Crystal Palace.

    Silva said of Iwobi: “It’s a matter of us (needing) to put him in his best physical condition possible. Of course we’re trying to do it as fast as possible. It was a difficult week for him, which is normal. It was difficult the week before for JP Gbamin also. Just one week working with the team, but it is what it is.

    “He’s working really hard and well, like all the others, and it is up to me to decide whether or not he is on the squad list for today.”

    The likes of Iwobi and former Juventus youngster Kean have been brought in to that end, and Silva said: “Of course if you keep a clean sheet you are closer to win a football match, now we have to do the opposite in the other box: to be more clinical, to convert the chances we keep creating.”

    While Everton landed several of their major summer targets, they did not manage to sign another centre-back following the departures of Kurt Zouma and Phil Jagielka while they could not prise Wilfried Zaha away from Crystal Palace.

    Silva said: “It’s a different squad, I never said it’s stronger and better. If it will be strong or not, we have to prove during this season. We signed good and important players but we lost really important players also. It is our goal and ambition to do better things this season.”

    The expectation from fans will certainly be that the Toffees can force their way back into the top seven, and perhaps even higher, with home form crucial.

    Jean-Philippe Gbamin and Moise Kean were given debuts as substitutes, and the former could make his first start this weekend. Andre Gomes is a doubt after limping off with an ankle injury at Selhurst Park and Morgan Schneiderlin serves a one-match ban following his red card.

    Last weekend’s clean sheet was Everton’s ninth in their last 12 Premier League games and Silva is hoping they can make improvements at the other end as they look to better last season’s eighth-place finish.

    They won their final four home games of last season and Silva is looking for a strong start against his former club on Saturday.

  • Germany sets to deport fresh set of Nigerian migrants

    Barring any last-minute change in plans, a fresh batch of Nigerian migrants in Germany will be repatriated back to the country on Monday.

    The deportees, whose number could not be ascertained at press time, The Nation learnt, will depart Frankfurt Airport at 8 am and arrive the Murtala Mohammed International Airport between 2pm and 3pm.

    The deportation, if eventually carried out, will be the third in a space of two months by the German government. Two batches of Nigerians were deported from the European country last month.

    The Co-ordination Activist for Network Refugees 4Refugees, a political platform for refugees/migrant self-organisation based in Stuttgart, Germany, Rex Osa, disclosed this in a chat with our correspondent.

    Osa said:  “The flight will be from Frankfurt on Monday. For those who have been given the information, the plane will take off by 8 am and arrive Nigeria between 2pm and 3pm.

    “Those who will be deported will be picked randomly from their different accommodation centres from 3am till 5am at different regions and conveyed to a central place and finally to Frankfurt Airport.

    “When their asylum application is already expired, they are obligated to leave the country.

    “For those who don’t leave voluntarily, they will be given a what is I can translate in English to mean toleration status. This status is not a resident title; it is to show that the person is still there because the deportation is hindered because of one reason or the other.

    “These people are picked up early in the morning without expecting the police.

    “Some would be picked up from work also. When the police arrives in their rooms, they would be allowed to pack things not more than say 64 kilos.  The police will be standing to make sure the person does not escape.”

    The activist urged the Federal Government to come to the aid of the victims as many of them are coming with myriad of challenges.

    “Among these people are many sick people. Nigeria should be expecting a lot of people who have psychological problems, and people with spinal cord problems leading to paralysis,” he said.

  • How ex-Gov Yari looted Zamfara, by ICPC

    The Independent Corrupt Practices and othe related offences Commission (ICPC) has disclosed findings from its preliminary investigation of allegations of money laundering and diversion of public funds against the immediate governor of Zamfara State, Abdulazeez Abubakar Yari.

    The ICPC, in documents filed before the Federal High Court, Abuja gave details from the report of its interim investigation of Yari’s asset declaration before the Code of Conduct Bureau (CCB and accounts linked to him in two banks.

    The agency, while accusing Yari of not being truthful in his assets declaration, claimed that the ex-governor diverted Zamfara State’s funds, using some companies in which he allegedly has interest – Kayatawa Nigeria Limited and B. T. Oil and Gas Nigeria Limited.

    The ICPC also claimed that it found that Yari, who was the then Chairman of the Nigerian Governors’ Forum transferred funds from the group to one of his firms.

    It alleged that on June 18, 2015, the 3rd respondent i.e B.T. Oil and Gas Nigeria Limited received a transfer of the sum of N150, 000, 000.00 from the Nigeria Governors’ Forum through the 1st respondent when (he) the 1st respondent was the Chairman of the Nigeria Governors’ Forum

    Yesterday, Justice Taiwo Taiwo of the Federal High Court, Abuja granted an ex-parte motion by the ICPC, in which it sought to temporarily freeze the accounts allegedly linked to Yari and both companies in the two banks, pending the conclusion of investigation.

    ICPC’s lawyer, Osuobeni Akponimisingha, had argued that motion, marked: FHC/ABJ/CS/916/2019 on Wednesday following which Justice Taiwo fixed ruling for August 16, 2019. The motion has Yari, Kayatawa and B.T. Oil and Gas as respondents.

    Justice Taiwa, in the ruling yesterday, granted the nine reliefs sought by the ICPC. He ordered the agency to make the order public by publishing it in a national daily within 14 days, and for any part affected by the order to respond within seven days by justifying their ownership of the affected funds and convincing why the money in the accounts and other affected assets should not be permanently forfeited to the Federal Government.

    The reliefs granted by the court, and as prayed by the ICPC are the following, among others:

    *An order of interim forfeiture of the sum of N12, 912, 848.68 being proceeds of some unlawful activity allegedly stashed in Zenith Bank Plc with account number: 1001381684 in the name of Abdulazeez Abubakar Yari.

    *An order of interim forfeiture of the sum of $56, 056.75 being proceeds of some unlawful activity allegedly stashed in Polaris Bank with account number: 21 10000928 in the name of Abdulazeez Abubakar Yari

    *An order of interim forfeiture of the sum of N11, 159, 674.17 being proceeds of some unlawful activity allegedly stashed in Zenith Bank Plc with account number: 1010757436 in the name of Kayatawa Nigeria Limited.

    *An order of interim forfeiture of the sum of $301, 319 being proceeds of some unlawful activity allegedly stashed in Zenith Bank Plc with account number: 5360050304 in the name of Kayatawa Nigeria Limited.

    *An order of interim forfeiture of the sum of N217, 388.04 being proceeds of some unlawful activity allegedly stashed in Zenith Bank Plc with account number: 1012556798 in the name of B.T. Oil and Gas Nigeria Limited.

    Justice Taiwo has however fixed ruling for Monday in an ex-parte motion filed and argued yesterday by Yari’s lawyer, Mahmoud Magaji (SAN), seeking, among others, to void the seizure of his properties by the Economic and Financial Crimes Commission (INEC)

    The ICPC, stated that its motivation for seeking the orders was because of the “victim of the alleged crime is the Zamfara State Government and by extension the Federal Government of Nigeria and innocent taxpayers which include judges of courts across Nigeria.

    “The moveable properties being described are alleged to have been acquired through some unlawful activities, which proceeds if not illicitly taken from the coffers of the Zamfara State Government and by extension the Federal Government of Nigeria, same would have been used to meet the infrastructural needs of citizens of Zamfara State and Nigeria at large.

    “The respondents may likely dissipate the alleged suspicious moveable properties should the court not intervene at this moment to preserve the res (the subject of the dispute). The respondents did not acquire the alleged funds legitimately.

    “The alleged moveable properties may likely be used by the respondents to fund activities that may make the country unstable and ungovernable by the present administration which may also spill over to successive administrations in the future. ”

    In another court document, the ICPC gave details of what informed its decision to investigate the ex-governor and what its preliminary findings are.

    Magaji, while arguing the motion yesterday, contended that the EFCC was in error by sealing his client’s properties without abiding by the provision of the law.

    The lawyer said that the motion was to ensure that each government agencies operates within the confines of the law, and urged the court ”to invoke his power to direct the EFCC to go and remove the red inscription pasted in the house. We urge your Lordship to direct parties to maintain status quo pending the determination of the suit.”

    Justice Taiwo Taiwo, after listening to Yari’s lawyer, adjourned till August 19 for ruling.

  • Fayemi’s aide bags UN award

    Governor Kayode Fayemi’s Special Adviser on Development Partnership, Mrs. Margaret Taiwo Fagboyo, has been conferred with a leadership award by the United Nations.

    The award, Distinguished Leader and Role Model Award, was bestowed on her for her exemplary support for the development and empowerment of youths.

    Prior to her appointment as aide by Fayemi, Mrs Fagboyo was the Programme Manager, South-West for the Department for International Development (DFID).

    The UN award was by Centre for Leadership and Good Governance International in conjunction with NGM Group. It was part of activities marking the United Nations’ 2019 International Youth Day.

    Delivering a keynote address at the event, Mrs. Fagboyo declared to the distinguished gathering that “human capital, particularly the youth, not oil, will determine Nigeria’s future”.

    Speaking further on the topic, “Transforming Education”, she said population growth will make Africa’s youth to be 10 times the size of the young population of the European Union by 2050 which could be a demographic dividend if the right action is taken on time.

    She challenged youths to be agents of change and ensure that they use today’s opportunity to develop leadership capacity for tomorrow’s opportunities.

    The award has been hailed as a well-deserved recognition for her contributions to youth development and other human capital development activities

    She was recently appointed as the Special Adviser to the Executive Governor of Ekiti State on Development Partnership after a glorious career at the Department for International Development (DFID).

  • NUC okays doctoral degrees for OUI

    The National Universities Commission (NUC) has approved doctoral degree programmes for the Oduduwa University, Ipetumodu (OUI), Osun State.

    Speaking during the fourth memorial lecture for the late Ooni of Ife, Oba Okunade Sijuwade, the Chancellor of the institution, Dr Ramon  Adedoyin,said: “Last year,  the school  played host to officials of the National Universities Commission (NUC) who were at the university for the resource inspection of post-graduate programmes leading to master’s and doctoral degrees in Mass Communication, Biochemistry, Microbiology and Computer Science.

    The seven-man team was made up of senior NUC officials and academics drawn from different universities.

    Speaking at the memorial lecture, titled: ‘Traditional Institution in Conflict Management,’ which was delivered by Dr Nurudeen  Arogundade, Adedoyin eulogised the virtues of the late Ooni and attributed the success so far recorded in the institution to him.

    ”Just yesterday, we heard the good news, though the letter might have been written about a week ago, that the Federal Government, through the National Universities Commission, NUC, has approved that the university could start offering doctorate programmes in courses like public administration, computer science and so on. The news came yesterday and today we are doing this ceremony.”

    According to him, the development was a result of the prayer of the late monarch for him while he was alive that as long as he continued to serve the people of Ile-Ife, God will continue to bless him.

    He described Sijuwade as his father, a mentor and his benefactor who he would forever remember.

  • Experts blame infectious diseases on disruption of ecosystem

    Medical experts have attributed the re-occurrence of Emerging Infectious diseases (EIDs) to the inability of the government to control the disruption of the eco system through human activities.

    According to them, inadequate funding of health care research and environmental impact studies together with government’s inability to regulate the way people destroy the environment have led to the increasing cases of outbreaks caused by dangerous pathogens.

    The experts stated this during the 5th African Conference on Emerging Infectious Diseases and Biosecurity in Abuja organized by Global Emerging Pathogens Treatment Consortium (GET).

    The Principal Investigator, GET, Prof Akin Abayomi, noted that Nigeria and Africa in general have been destroying the ecosystem through the destruction of forests, causing  animals to move out  into  human communities.

    He said the interaction between animals and humans is increasing due to population expansion and destruction of the ecosystem, thereby forcing animals out of forests.

    He said the consequence of this is the increasing frequency and range of EIDs: ebola, lassa, yellow fever, monkey pox, cholera, bird flu and meningitis, adding that shrinking natural resources is creating human competition for water leading to demographic conflict.

    The don stressed the need for government to spend more on health care delivery research and the creation of awareness, lamenting that there is a lag between what the government should be spending and what is being spent.

    The Chief Operating Officer, GET, Dr Dotun Babadoye, lamented that the impact of changing climate and increasing security challenges in Africa are impacting on the emerging infectious diseases and biosecurity threat on the continent.

    The Director General of the Nigeria Centre for Disease Control, Professor Chile Ihekweazu, pointed out that with the nation’s exponential growth rate of 2.8 per cent, including the internal and external migration coupled with poverty and lack of education are all responsible for the spread of infectious diseases.
