Catholic Pontiff, Pope Francis, on Thursday, announced that henceforth, bishops would be accountable for sexual abuses or cover ups in their jurisdictions.

The pronouncement, which signalled a change in Catholic Church law makes reporting of sexual cases obligatory for clerics and allows anyone to complain directly to the Vatican if necessary.

The papal decree, which covers abuse of children and adults, also obliges every Catholic diocese in the world to set up simple and accessible reporting systems and encourages local churches to involve lay experts in investigations.

The decree, whose preparation was reported first by Reuters in April, is the second such papal provision since a summit on abuse by senior Church bishops at the Vatican in February.

It sets time limits for local investigations and the Vatican’s response to them and allows for retroactive reporting.

It also says bishops with conflicts of interest should recuse themselves from investigations and that they can also be held accountable for abuse of power in sexual relations with adults.

Represented by the National Coordinator, National Tuberculosis and Leprosy Control Programme (NTBLCP), Dr. Adebola Lawanson, he said “Nigeria is ranked sixth among the countries in the world with high burden of tuberculosis, and highest in Africa for Multi Drug Resistant TB and TB/HIV.

“This partnership will assist us to be able to translate the 72nd United Nations High Level meeting expectations on TB that was held last year September, into real action to put an end to tuberculosis in Nigeria.

“We will use the support to finance interventions, besides the domestic intervention by the federal government and other partners.”

The USAID Mission Director, Dr. Stephen Haykin, said that: “The incidence of untreated cases of tuberculosis in the world is still very high. Many of those cases find themselves in Nigeria.

Through recent UN High Level meeting attended by President Buhari and the Minister of Health, Nigeria joined other countries in making a commitment to accelerate the fight against tuberculosis by increasing investments in efforts to identify those who are not on treatment and to get them into treatment.

For the Officer in Charge of the WHO in Nigeria, Mr. Clement Peter, “This is a big milestone for Nigeria to be able to end TB as a public health problem.

“This also signifies how partnership is strong for the government and the people of Nigeria to ensure that we work together – the government, donors, technical partners, private sector, and the role of every individual in the communities.

“WHO is one of the technical partners working closely with the government of Nigeria. We have been on this journey to ensure that the necessary strategies to end TB are in place with government.

“We also provide technical support for the National Implementation Plan on TB, and ensure that the necessary standards are met to ensure that we end TB in Nigeria.”

  • Ramadan: fruit sellers blame middlemen for high cost

Some fruit traders in Abuja have attributed the hike in prices of perishable food items during the Ramadan period to the role of middlemen and transportation.

They said this in separate interviews with the News Agency of Nigeria (NAN) at the Maitama Farmer’s Market on Thursday in Abuja.

Some of the respondents blamed the high cost of the items on the activities of who they described as “errand boys’’ that posed as third party between the farmers and sellers thereby imposing extra charges.

Mr Ibrahim Musa, a fruit seller in the market, said the price of fruits have risen during the Ramadan period.

According to him, the price of some items doubled compared to previous months before the Ramadan fasting period.

Musa explained that the prices of fruits such as watermelon, pineapple and pawpaw have increased.

“We used to buy 100 pieces of watermelon from farmers at the rate of N25,000 to N30,000 and now the price increased to between N50,000 and N55,000, depending on how you bargain.

“We buy 12 pieces of pineapple at the rate of between N8,000 and N8,500, but now the price has increased from N10,000 to N10,500.

“Pawpaw which we used to buy at the rate of N3,000 to N3,500, is now sold at N10,000 per dozen, but the prices of mango, onion and other food items remained the same,” he said.

He said that customers have complained about the increase in cost of fruits especially at the period of Ramadan.

“Most of our customers wanted to know the actual reasons for the hike in the prices of fruits, asking if there is shortage of fruits in the farm or the cost of transportation.

“But, we realised that the farm produce are available and one of the challenges we are facing is that some of the errand boys who have no business in the market always come once the goods are brought from the farm and hijack it.

“They demand for their commission from the farmers and the buyers.

“So, one of our problems are the errand boys not the farmers and you know we are businessmen whatever we pay in the process, we add it up in the price of the items because nobody will like to lose in business,” he said.

Musa further explained that the business used to boom during special occasions, festivities and fasting periods.

“From morning to the closing hour, we use to make sales of between N350,000 and N400,000, depending on the variety of fruits in one’s shop,” he said.

On his part, Mr Yakubu Adamu expressed concern over the inability of some customers to appreciate their predicament considering the cost of transportation and activities of the middlemen in the market.

Adamu said the prices of pawpaw, plantain, pineapple and apple increased due to the activities of those boys and the cost of transportation.

“So, for me, that doesn’t have the varieties of fruits like my counterparts, I always find it difficult to convince my customers about the hike in the prices of fruits.

“Our sales depend largely on how customers patronise our shop. But at the end of market day I can realise between N60,000 and N100,000,” he added.

Malam Surajo Magaji also attributed the increase in prices of fruits to the cost of transporting goods from the farm.

Magaji said the hike in prices resulted in low patronage by their customers.

“Customers are patronising our shops but in a very low manner compared to previous years, though this is the first week of fasting, but we are hopeful the market will boom in the coming weeks,” he said.

  • Sokoto: APC seeks tribunal to quash order on forensic exams of election materials

Sokoto state All Progressives Congress (APC) Gubernatorial Candidate in the Match 9, 2019 governorship election, Alhaji Ahmed Aliyu Sokoto and the party , have filed an application before the Governorship Election Petitions Tribunal, sitting in Sokoto, seeking to quash some parts of the order it had earlier granted to Governor Aminu Waziri Tambuwal and the PDP, to inspect electoral materials, especially the use of forensic experts.

The Tribunal had earlier granted an order directing the Independent National Electoral Commission (INEC), to allowTambuwal and PDP, to inspect the electoral materials used for the March 9, 2019, Governorship election and the March 23, 2019, rerun poll.

In the order, INEC was directed to allow Counsels to Tambuwal and PDP, to undertake the inspection, and especially use forensic experts in doing so.

However, Counsels of Ahmed Aliyu and APC, led by Chief Jacob Ochidi , had at today’s sitting of the Tribunal filed a motion praying the Court to quash some parts of the order, especially the use of forensic experts.

Accordingly, Ochidi had prayed the Court to adjourn the hearing of the application, saying, ” we will not be able to proceed with the hearing of the application as we were only served with the 3rd Respondent’s counter affidavit and written address late yesterday.

“As Petitioners/Applicants, we intend to file a counter affidavit and written address on the 3rd respondent’s counter affidavit and written address and constitutionally, we have three days to do so, from the date of the service of the counter affidavit of the 3rd Respondent.

The Counsels to 1st, 2nd, and 3rd Respondents, D. G. Dung, Jibril Osa Uwadiae and Bunyamba Lawan, respectively, said they have no objection and they have aligned themselves with the submissions of Ochidi .

Expatiating further, Barrister Abdulhamid Zubair, said they want parts of the order granted to Tambuwal and PDP quashed, ” because it is sundry and too wide beyond the powers of the tribunal.

” The Tribunal has no powers to grant such an order, especially allowing the use of forensic experts.

” The Tribunal has exceeded its powers and we want the Court to grant us the order, hence quash that part of the order”.

  • North Korea fires unidentified projectile — South’s military

North Korea fired an unidentified projectile on Thursday, the South’s military chiefs said, less than a week after its leader Kim Jong Un oversaw the test-firing of multiple rockets and a missile.

The projectile was fired at about 4:30 p.m. (0730 GMT) from the Northwest location of Sino-ri, towards the east, the South’s Office of the Joint Chiefs of Staff said in a statement.
It did not immediately release further details.

Last week North Korea launched a number of rockets and at least one short-range missile from its East coast into the ocean, sharply rising tension on the Korean peninsula at a time of stalemate in talks between Pyongyang and Washington.

On Wednesday North Korea lashed out at the U.S. and South Korea, saying last week’s strike drill was “regular and self-defensive” and rejecting the notion that it was an act of provocation.

South Korea responded to last week’s action by the North by calling for an end to acts that escalate military tension.

The area where Thursday’s projectile was launched is believed to be the site of a medium-range Rodong missile base on North Korea’s West coast, a Washington-based think tank, the Centre for Stratetic International Studies, says.

Saturday’s launch of a short-range missile from another East coast area was the North’s first test of a ballistic missile since it launched an intercontinental ballistic missile in November 2017.

At that time, North Korean leader Kim Jong Un declared its nuclear force was complete and extended an olive branch to the South and the U.S., holding two summit meetings with U.S. President Donald Trump and three with the South Korean leader.

  • Every senator will count under my watch – Lawan

Senate Leader, Ahmed Lawan, says, every senator will count under his watch as President of the Senate in the ninth assembly.

Lawan, who represents the All Progressives Congress (APC) in the Yobe North Senatorial District, gave the assurance when he appeared on News Agency of Nigeria (NAN) Forum in Abuja.

“We believe that we should be able to work together regardless of our political platforms. Every senator will count because every senator represents a senatorial district.

“My interactions with most of the senators-elect across all the parties have shown that we have people of experience, people of character and commitment elected into the ninth senate.

“And I want to harness the potentials, the experience of everyone. Therefore, we will need to have some serious understandings between us regardless of our political parties.

“We need to achieve that unity and remain committed and focused in ensuring that we deliver what is expected of us as legislature,’’ he said.

The lawmaker also said that the relationship between the upper and the lower houses in the National Assembly would be strengthened to deliver the needed service for the country’s development.

“Because we run a bicameral arrangement, the Senate and the House must work together.

“We all know that no law becomes law before it leaves the National Assembly, without the concurrence of the two chambers, before it reaches the executive arm of government or the president for assent.

“So we need to work together,’’ he remarked.

Lawan, who acknowledged that opposition parties in the ninth assembly had a sizeable number, said to get the work done, cooperation among all parties would also be needed.

“So we believe that we have to be together in the senate. Let me say that the APC has the majority but the PDP has over 40 senators-elect as opposition and YPP has one.

“This is to tell you that any serious commitment to ensuring that there is significant inclusion and contributions by the legislature, especially the senate, to governance from the 9th assembly will require the cooperation and partnerships among the various parties represented,’’ he said.

According to him, I also believe that we have to have a decent and good cordial working relationship between the two arms of government.

“I have seen what sour or bad relationship or broken or disconnected relationship can really do and what it does is to damage or dislocate governance.

“I have also witnessed how a cordial relationship, a relationship based on mutual respect, on partnership, on cooperation between the two arms of government, particularly how it makes governance, how it makes service delivery by government to the citizens easier, better and faster.

“So, we have consciously chosen that we will work with the executive arm of government in a very cordial fashion because we believe it is the best way to go.

“We want Nigerians to benefit from their decision to elect us,’’ he said.

He said since elected leaders were expected to represent the interest of the electorate, both the legislature and executive must work together “to ensure that we deliver on those necessities that citizens require in Nigeria.’’

“I believe that the ninth senate, with this kind of foresight, will be a darling of Nigerians because all Nigerians want to see is for government to work for them.

“And we are prepared to work with the executive arm of government to work for Nigerians,’’ he added.
