    Brutality: IGP faults Amnesty Int’l report  

    The Inspector General of Police (IGP), Ibrahim Idris has described a recent Amnesty International report alleging torture in Police Special Anti-Robbery Squad (SARS) detention cells as bias and unfortunate.

    Similarly, the IGP claimed that the police management was not given room to air their side of the story before Amnesty rushed rushed to foreign media.

    A new report by the International agency alleged that the elite Nigerian police squad (SARS) set up to combat violent crime tortures detainees to extract lucrative bribes and confessions.

    According to the report, the Special Anti-Robbery Squad demands bribes, steals and extorts money from criminal suspects and their families and is “fomenting a toxic climate of fear and corruption.

    Reacting to the report in Abuja on Wednesday, IGP Idris‎ said the Amnesty International has taken a bias position against the Nigerian Police Force, adding that the report did not reflect the position of the Police.

    ‎While alleging that the Force was not given a chance to respond to the allegations in the report before it was made public, the IGP explained that recently, Amnesty International and other Civil Society Groups requested to inspect SARS detention facilities and other police detention centres across the country and were allowed to do so only for them to say the cells were prearranged and kept clean because they were coming.

    However, IGP Idris warned police commanders and other senior officers to ensure their officers and men operate within international best practices as the Police will not tolerate any action that would bring embarrassment to the Force.

    Dismissed Police Officer raises alarm over alleged injustice

    A 33-year old Corporal, Godwin Otu, dismissed in the line of duty has called on Federal Government and civil society organisations to urgently intervene on his matter.

    The officer accused the Nigerian Police Force of injustice despite being sent on an official assignment over a case of kidnapping.

    Otu, who had spent about nine years in the force, is currently detained in the facility of the Special Anti-Robbery Squad (SARS), Abuja.

    The dismissed officer during an interaction with The Nation in Abuja‎, said he was asked to lead three men team on an official duty following a reported case of kidnapping on 24th November, 2014.

    He explained that two ladies, Nwanfo Okechukwu and one other were kidnapped by an unknown group, allegedly led by late Police Corporal, Manasa Akenye but one of the ladies was released to pay a N150, 000 ransom.

    Otu noted that getting to scene of the incident, the kidnappers opened fire at their patrol team dispatched by the Divisional Police Officer, (DPO), Enugu Central Police station, Chief Superintendent of Police (CSP), Ike Mba, which led to exchange of fire.

    According to him, one of the masterminds of the kidnap, who was shot, incidentally happened to be a policeman, having confessed upon his arrest.

    His words: “On the 24th November, 2014, I was at the station when two ladies came to the office and complain that they kidnapped two of them but one of them was released and one was still being held hostage, they demanded money, they paid N150, 000. They freed one of them remaining one

    “After making the complaint at the counter, the DPO CSP Ike Mba ordered me and two other police officers to follow me to the scene. He gave me a vehicle and a rifle. On getting to that scene, ‎the kidnappers sighted us and opened fire and I responded. Unfortunately, one of them was shot, so the gang were tried to pick him but the man was restless. They only picked the victim’s rifle and left, they were like four with the driver making five.

    “So, my colleagues and I picked the kidnapper to the station where we met our DPO‎ at Central Police Station in Enugu State, but he is retired now. He interrogated the victim. That was when the victim said he is a policeman serving in State Provost, Enugu state Command, his name is Manasa Akenye, he was a PC then. He asked us to search him, we searched him.

    “We recovered the kidnapped girl’s phone from him and his personal phone that he was using to communicate with family of the girl, who was asked to bring the ransom. The DPO now asked the IPO to take Akenye to the Sparkling Hospital Enugu. They took him there, on getting to the hospital, they met the doctor who started the treatment and the man’s statement was recorded. He later died.”

    He said upon investigations, superior officers in the force concluded there was no case as the accused officers have performed their duty effectively.

    Yet, the case was later revisited upon continuous pressure from family of the deceased officer.

    He revealed that on July, 2015, next of kin to the late police officer claimed that an officer, PC Ada Ochechi, who was part of the team called to accuse him of murder.

    Narrating his ordeal further, he explained that they were put on trial at the Force Headquarters, Abuja under the supervision of the Inspector General of Police (IGP), Monitoring Unit, adding that the two kidnapped ladies were invited by his family to testify, but denied the access to testify at the police hearing by the Investigating Police Officer (IPO) ASP Sunday Idowu.

    “When they brought us here (Force Headquarter), they said they should try us at the HQ. The IPO said he would tell the trial police officer on what to do. After, they tried us and they recommended me for dismissal, the two other officers were released because they were constable and they did not carry any rifle.

    “The people that we rescued and the girl that came to the station to complain came here but the ASP Idowu asked them to go back that when they are needed, they will be called. When we went for the trial again the next day, they asked for the testifiers, we said we brought them but they were asked to go back.

    “So the officer in charge of the trial said he did not have anything to say again since we could not provide the ladies. We pleaded with him; we only succeeded by calling the girl that came to the station to complain about the case. She narrated everything that happened, after all those things, the man that read the judgment said the way they kidnapped the girl was so mild,” adding that “how can they kidnapped the girl in a broad-day light? How can they open fire without any bullet shot on the vehicle? On his final judgment, he recommended me for dismissal.”

    “They detained three of us but they later released, PC Ada Ochechi and PC Joshua Omeje while I’m still here in detention.”

    Otu wondered why he should still remain in detention, even after the trial. He alleged it is on record at the Enugu station several criminal offences the deceased officer, whose father happened to be a police officer committed.

    ‎“The kidnapper that was killed even has criminal record in the command, he has pending trial. On the 23rd June, they said they had send my dismissal signal to my command, now they have directed them to take me back to my command so that they can charge me to court, since then getting to a month now, they have been keeping me here getting to three months now”

    During the investigation, The Nation met with the IPO, Idowu Sunday but directed this correspondent to the Force spokesperson. He refused to make comment.

    After 48 hours of consistent effort to meet the Force spokesperson, Deputy Commissioner of Police, Don Awunah, explained the accused might have presented a one sided story.

    He said the Police have a special process when an issue of such occurs.

    “The police have three different set of trials depending on the offence committed just like court martial. Since he has been dismissed, the case will be with the ministry of justice. They will look into it and further present to the attorney general of the federation who will then make final recommendation. So, that is how it works. There is nothing we can do here. It pains us more when one of us faces this kind of situation,” he added.

    Personnel of Nigerian Police Force, Uzoakoli Division, Abia State Command has successfully nipped in the bud, the activities of hoodlums who have been terrorising Uzoakoli and its environs.

    Reports have it that while a member of the gang identified as Golden was killed in a cross fire between the police and the hoodlums, while Ekeoma Onuoha was arrested and in police custody.

    It was gathered that the police have launched manhunt on another member of the gang identified as James Kalu.

    The Nation gathered that the dislodging of the gang by the police brought joy amonst residents of the community who said that their joy knows no bounds and thanked the police for a job well done.

    Confirming the incident, Police Command Public Relations Officer, PPRO, DSP Ezekiel Onyeke Udeviotu said the incident happened at about 9pm on Wednesday.

    Udeviotu said that the DPO of Uzoakoli Division after receiving information that the gang who specialised in motorcycle and car snatching were within the area mobilized his men with the support of some members of the local vigilante to confront the hoodlums and in a cross fire,one of them was shot.

    According to him, the hoodlums after sighting the police and the vigilante members opened fire on them and the police responded,killing one while the other member gang escaped.

    The PPRO further disclosed that the police operatives also recovered a motorcycle they were operating on and a Jojeff Pump action riffle, adding that the matter has been transferred to the state CID for further investigation on the matter.

    Man stabs girlfriend to death in Kwara

    Jilted lover boy Monday allegedly stabbed his girlfriend to death in Ilorin, Kwara state capital over the refusal of the lady to agree to his marriage proposal.

    The young man is said to be officer with one of the franchise leading mobile telecommunication operators.

    The man was also said to have allegedly stabbed his girl friend’s mother who had waded into the matter.

    But older woman, it was gathered escaped the attack with serious injuries.

    Sources said she was rushed to the University of Ilorin Teaching Hospital (UITH) where she has since been receiving treatment at the Emergency unit of the hospital.

    It was gathered that the hitherto two lovebirds had been involved in a serious argument over the issue of marriage with the girl insisting that she could not marry the young man because he allegedly was dating several other women at the same time.

    It was gathered that they went out on Sunday night and returned to the girl’s house at Tanke area of Ilorin where the mother had also come on a visit to her daughter.

    Early Monday morning, the argument resurfaced with the girl still maintaining her position.

    The young man was said to have allegedly threatened to kill the lady if she refused his proposal.

    It was at the height of the argument that the lady’s mother reportedly came out of her room with the intention of settling the dispute.

    The young man was said to have dashed to the kitchen where he allegedly brought tout a knife with which he attacked the two women. While he succeeded in killing his lover, the mother escaped with serious injuries before neighbours were alerted to the scene by the series of cries for help.

    However, another version of the incident claimed that  the  young man, who is currently on the run, had first reported for duty at his office located along the University of Ilorin Road before he told his colleagues he wanted to go and pick something at home.

    A source who saw the deceased said that the woman was stabbed several times at the neck and around the back of the armpit. She was said to have been in her early thirties.

    One of the sources who saw the corpse when it was freshly brought to the hospital said “she was very pretty.”

    Spokesman of the Kwara state police Command, Mr. Ajayi Okasanmi confirmed the incident.

    He added that the command was already on the trail of the suspect.

    The Lagos State Governor, Mr Akinwunmi Ambode on Wednesday compensated two police officers with commendation letters and N250, 000 cash each, for the recovery of N5 million which fell-off a bullion van around Alausa, Ikeja.

    A statement by Mr Adebayo Taofiq, Lagos State Taskforce Public Affairs Officer, said the two policemen were attached to the Lagos State Environmental Sanitation and Special Offences Unit ( Taskforce ).

    ”These two police officers, Insp. Abiona Hezekiah and Sgt. Ogunbiyi Agbabu recently recovered N5 million that fell-off a bullion van around Alausa, Ikeja.

    ”The money was discovered, after due investigation, to belong to Skye Bank Plc.”.

    The governor, who was represented by the Commissioner of Police (CP), Mr Fatai Owoseni, made the presentation of the commendation letters and cash to the duo.

    The statement said that the CP commended the duo for their high sense of patriotism, honesty and integrity in the line of duty.

    “This heroic act and professional conduct, is in line with the ‘Change Mantra’ of the present administration which will ensure a renewed confidence in the Nigerian Police Force by the populace.

    ”I want to appreciate these officers for their honesty and commitment while discharging their duties at the Lagos State Taskforce,” it quoted the governor as saying.

    The statement said that the officers thanked the governor and promised to remain steadfast in the discharge of their duties at the Lagos State Taskforce.

    Queen’s College: Police detains Oshifala

    The teacher in the middle of the sexual harassment saga at Queen’s College, Yaba, Mr Olaseni Oshifala, has been detained by the police.

    A member of staff of the school said the embattled biology teacher accused of sexually molesting a yet-to-be-identified JSS2 pupil, reported at the police station on Monday but was not allowed to go home.

    That was not the first time he had been to the police over the case.

    He had previously visited the police to complain about the “false accusations” against him.

    He said he was being targeted by people jealous of his success in the school.

    Meanwhile, a protest planned by the Association of Senior Civil Servants of Nigeria (ASCSN), the union to which teachers of the college belong for Wednesday, was called off.

    Chairman of the Queen’s College chapter of the union, Comrade Abiodun Oladejo, said the protest was suspended to avoid it being hijacked by unwanted elements.

    “We called it off to avoid violence and misunderstanding of our position on the issue,” he said.

    A source also mentioned that while the members of the panel set up by the Minister of State for Education, Prof Anthony Onwuka, was yet to arrive at the college, many more others, including representatives of UNICEF, Lagos State government, visited the college yesterday to investigate the allegations.

    The source also said the commissioner of police, Fatai Owoseni, met with some members of staff.

    “We are expecting the ministerial panelists.  So many organizations are coming around to investigate the case – UNICEF, Lagos State House of Assembly, Lagos State Ministry of Youth and Sports, etc.  About 10 members of staff met with the Commissioner of Police today,” the source said.

    This action is following a call by the Queen’s College Old Girls’ Association (QCOGA) for a criminal investigation of the case.

    The United Nations (UN) is to honour four Nigerians who lost their lives while serving as peacekeepers in Liberia and Senegal. The honour is part of activities to celebrate the ‘International Day of United Nations Peacekeepers’ on Friday, May 29, marking the seventh successive year in which the Organization will honour more than 100 ‘blue helmets’. Similarly, the 126 peacekeepers – military, police and civilian – who lost their lives in 2014 while serving with the UN as a result of hostile acts, accidents and diseases, will posthumously receive the Dag Hammarskjöld Medal. The International Day was established by the General Assembly in 2002, in tribute to all men and women serving in peacekeeping operations for their high level of professionalism, dedication and courage, and to honour the memory of those who have lost their lives in the cause of peace. The Assembly designated 29 May as the Day being the date in 1948 when the United Nations Truce Supervision Organization (UNTSO), the world body’s first peacekeeping mission, began operations in Palestine. This year’s Peacekeepers Day falls during the significant 70th anniversary of the United Nations, “offering a chance to honour the Blue Helmets’ invaluable contribution to the proud history of the Organization and to reaffirm our commitment to make them even more effective in the years ahead. Thus, the theme for this year is ‘UN at 70:  Peacekeeping:  Past, Present, and Future’.” In a message to mark the Day, Secretary-General Ban Ki-moon said: “United Nations peacekeeping has given life to the UN Charter’s aim “to unite our strength to maintain international peace and security”. Through years of struggle and sacrifice, the iconic Blue Helmet has earned its place as a symbol of hope to millions of people living in war-ravaged lands.” “At the same time, demands far outpace resources. We need better funding, training and equipment. Our troops and police must carry out ever more complex mandates while being held to the highest standards of conduct. We need developed countries to resume their historically influential role as contributors of troops. And we need stronger political support from the Member States that are responsible for authorizing, financing and contributing troops and police to the missions,” the Secretary-General further said in his message. Hervé Ladsous, Under-Secretary-General for Peacekeeping Operations, said:  “We pay tribute to those courageous men and women who have lost their lives while serving on our Peacekeeping Missions. I express my heartfelt condolences to the families of those who have paid the ultimate price. “Today, we are witnessing our largest deployment in the history of UN Peacekeeping. This is a testament of the international community’s faith in Peacekeeping as a fundamental tool in helping to peace and security”. The 2015 commemorative ceremonies will be held at a time when the demand for United Nations peacekeepers is at an all-time high. There are now more than 125,000 UN peacekeepers, including 91,000 military personnel, 13,000 police officers as well as 17,000 international civilian and national staff serving in 16 operations on four continents. Nigeria is the ninth largest contributor of military and police personnel to UN peacekeeping.  It currently deploys 2,975 military and police personnel to the UN peacekeeping operations in Cote d’Ivoire, the Democratic Republic of the Congo, Haiti, Lebanon, Liberia, Mali, South Sudan, Sudan and Western Sahara. The Nigerians are Lance Corporal Silas Danyawu and Lance Corporal John Julius from the United Nations-African Union Mission in Darfur (UNAMID) and Corporal  Adama  Ike  and  Sergeant  Rabiatu Musa who both served with the United Nations Mission in Liberia (UNMIL). The commemorative activities in honour of the fallen heroes will be held at the UN’s Headquarters in New York, and at peacekeeping operations and offices around the world.

    FOUR of the 11-man gang that killed three policemen and two civilians in the March 12 Lekki, Lagos bank robbery have been arrested by the Special Anti-Robbery Squad (SARS).

    Duke Odogbo, 38; Lawrence Kingsley, 31; Ebi Tosan, 20, and Ekelemo Kuete, 30, were paraded in Ikeja yesterday by Police Commissioner Kayode Aderanti with the exhibits recovered from them. Among the exhibits are a Honda Accord 2008 Model (Evil Spirit), one white blackberry Z10 phone, one white Apple I5, one military cap and 130 expended ammunitions.

    The casualties were Inspector Bethel Agbola, Sergeant Odehohwo George, Corporal Imosisiu Ikechukwu, Mr Sowemimo Kabiru and Sarah Ibikunle, 15, fish seller around the area.

    Odogbo who hails from Warri North in Delta State, said: “We are 11 in number. We came with two boats but one had problem, so we used only one. We came with seven rifles. The extra three rifles that brought our total rifles to 10 belonged to the three policemen killed by my gang. They were not posted to the bank. My members saw them on road patrol. They interfered and they shot them dead and took their three rifles.

    “I was the first to fire a warning shot when we entered the bank, a branch of First City Monument Bank (FCMB) located on Admiralty Way. We collected N15million from the bank’s vault. We sprayed out the money from ATM machine.

    They gave me N500,000 as my own share. I was arrested in my house in Warri.”

    Aderanti said after the movie-like action, he convened a meeting of all commanders of combat units including Deputy Commissioner of Police (DCP) Operatives, Department of Investigation, Rapid Response Squad (RRS), SARS, Special Investigation Bureau (SIB), Marine and Police Mobile Force (PMF), mandating them that the perpetrators must be fished out.

    Aderanti said based on intelligence, six Decoy SARS teams were dispatched to Delta, Ogun, Ondo states and Ikorodu, Lagos under his supervision.

    These efforts, he said, paid off on March 20 when Odogbo, the gang’s leader was picked up in Warri, Delta State. Kuete, who drove one of the speed boats, was picked up in Majidun, Ikorodu; Kingsley and Tosan were later arrested.

    The suspects, he said, had confessed, adding that efforts were being intensified to arrest their fleeing accomplices.
