    Delta Bureau, NIMC partner on ward-to-ward NIN awareness

    The Delta State Bureau of Orientation and Communications has pledged to collaborate with the National Identity Management Commission (NIMC) on ward-to-ward awareness and sensitisation for National Identification Number (NIN) registration across the state.

    Director General of the Bureau, Dr Fred Oghenesibve, gave the assurance in Asaba during an advocacy visit by the Delta State Coordinator of NIMC.

    Praising President Bola Ahmed Tinubu for directing NIMC to intensify NIN registration nationwide, Oghenesibve described the exercise as critical to effective governance, security, and development.

    “Responsible leadership is defined by clear and achievable policies. What works in advanced countries—proper citizen data capture—is now being implemented in Nigeria,” he said.

    He noted that NIN registration benefits both the federal and state governments, stressing that it had become a key planning tool and an emerging universal identifier, including for tax and population data.

    According to him, Governor Sheriff Oborevwori will also leverage accurate data to strengthen planning and service delivery in Delta State.

    Dr Oghenesibve reaffirmed the Bureau’s commitment to working with NIMC to drive grassroots participation and urged residents to take advantage of the ongoing registration exercise.

    The Bureau DG hinted that Governor Oborevworri was deeply concerned about the welfare of Deltans, and that he actually really wants to know the actual figure of people in the state to ensure the spread of development and social welfare services as in D-Cares programme.

    ”Back home here in Delta, His Excellency, Governor Sheriff Oborevwori is very concerned about the welfare of Deltans, and he actually wants to know the actual figure of people in the state so that the spread of development and social welfare services as we have it in D-Cares programme and other social welfare programmes. Then these figures will enable him to effectively plan, and say these are the numbers of persons we have in the state,” Oghenesibve said.

    He made a passionate appeal to the management of NIMC to look at the possibility of developing NIN card in such a way that it will have sufficient space for  background information to be captured in the card, not just for the numerical purposes but for security and other purposes.

    He expressed the hope that with the initiatives and reforms being implemented by the administration of President Bola Tinubu, the country would soon become the pride of all Nigerians.

    Earlier, the Delta State Coordinator of the NIMC, Mrs Grace Robinson, said the advocacy visit was to inform the Delta State Bureau of Orientation and Communications about the forthcoming NIN registration slated to commence on January 19, 2026 and that the exercise would be for initial period of six weeks, after which it may be extended.

    She emphasised that the registration was for those from zero years to infinity who have not registered previously.

    Mrs Robinson hinted that President Bola Tinubu had given the commission mandate to go from ward to ward to register those yet to be captured  for NIN.

    She stated, ”The purpose of this visit is to collaborate with you on the President’s mandate that we should go from ward to ward to register people for NIN. This time, we are going into villages, riverine areas,  everywhere to register people for NIN—those who have not registered before.”

    The state Coordinator of NIMC said so far, over one hundred and seventy seven million (177,000,000) Nigerians had been registered for NIN.

    The National Identity Management Commission (NIMC) has captured no fewer than 127 million Nigerians in its National Identity Numbers, (NIN) database as at last December.

    NIMC’s spokesman, Dr. Kayode Adegoke, gave the figure in response to enquiries on updated NIN enrolment for the country.

    Adegoke said details of the NIN enrolment across the country would be uploaded soon on the commission’s website.

    The spokesman urged Nigerians to leverage the various digital platforms provided by the NIMC to register for their NIN or make corrections in their data.

    From the commission’s website, our correspondent gathered that as of October 31, last year, NIN registration across the country stood at 123.9 million, with Lagos State topping the chart with 13.1 million.

    “The highest cumulative enrolment figure of over 13 million was recorded in Lagos State. Regional figures indicated an almost equal distribution across the North and the South,” the commission said.

    The top 10 states are: Lagos, 13.1 million; Kano, 11.5 million; Kaduna, 7.3 million; Ogun, 5.1 million; Oyo, 4.7 million; and Katsina, 4.2 million.

    Others are: FCT Abuja, 4.06 million; Rivers, 3.6 million; Delta, 3.2 million; and Bauchi, 3.2 million.

    The states at the bottom are: Kwara, 2.09 million; Imo, 2.09 million; Yobe, 2.08 million; Enugu, 2 million; and Kogi, 1.9 million.

    The NIMC figures also indicated that a total of 54,206,154 females were captured in the national database across the country as of October last year, while 69,700,164 males were recorded.

    The National Identity Management Commission (NIMC) currently stands at over 123.9 million unique records. The highest cumulative enrolment figure of over 13 million was recorded in Lagos State. Regional figures indicated an almost equal distribution across the North and South.

    Allegations of extortion have continued to drag the initiative backwards as some unscrupulous front end partners of NIMC continued to collect N5,000 for enrolling people for the National Identity Numbers (NINs).

    While NIMC has insisted that registration for NIN is free, Nigerians continued to be brazenly extorted raising concerns as to who is telling lies.

    Even officials at the various local government councils where Nigerians could enroll are allegedly charged N5000.

    A widow, Mrs B Adeniran, lamented that she has not been able to retrieve her lost subscriber identity module (SIM) card because of the NIN requirement. “When I visited Igbogila, the headquarters of Ipaja/Ayobo Local Development Council Area (LCDA), I was charged N5000. I didn’t have that type of cash but because I needed it to get my telephone numbers back because they are linked to my bank accounts, I had to beg my children to help me out. I paid an unreciepted N500 before I was enrolled,” she lamented.

    A mother of four, Iya Elija, a resident of Ijagba community in Ado Odo Ota Local Government Area of Ogun State, shared similar frustration in getting NIN. “I don’t have NIN and that is why I don’t have any bank account with the fintechs. They are asking me for N5000. I don’t have that type of money,” she said. An industrious housewife who supports her husband’s earnings by doing cleaning jobs around, she said instead of her clients paying directly into her account, she uses the bank accounts of Point of Sale (PoS) agents around her to collect her money. “The charges are usually not friendly each time I go and collect my salary through them,” she added.

    The experiences of Adeniran and Iya Elijah are fairly representative of what people, especially in the rural areas go through with NIN enrolment. 

    For gender distribution of the enrolment, according to NIMC data, a total of 69,700,164 representing 56.25 per cent of males were captured while 54,206,154 representing 43.75 per cent of female were enrolled during the period under review and were given their unique NINs.

    According to figures from the Commission, enrolment figures last reported was for October 31, 2025.

    Aside Lagos that led the other states posting 3,118,103 enrolment figures, NIMC also identified nine others as the top leading states in terms of registration. The others are Kano with 11,585,366, Kaduna with 7,326,730, Ogun- 5,126,323 and Oyo with 4,720,812.

    Others are Katsina with 4,219,535; FCT Abuja- 4,063,297; Rivers -3,672,851; Delta- 3,372,654; and Bauchi -3,228,900.

    NIMC also identified another set of states it described as Bottom 10 States for NIN Enrolment as at October 31 2025. The states are Kwara with 2,098,908; Imo- 2,098,133; Yobe- 2,091,201; Enugu- 2,016,733; and Kogi- 1,950,314.

    Others are Taraba- 1,863,322; Cross River- 1,426,932; Ekiti- 1,169,710; Ebonyi- 1,038,675; and Bayelsa- 803,874.

    The Nigeria Immigration Service (NIS) and the National Identity Management Commission (NIMC) have vowed to deliver efficient and innovative national identity and border management systems that would enhance the country’s security.

    The two agencies made the commitment in Abuja at a meeting between the Comptroller General of the Nigeria Immigration Service (NIS), Kemi Nana Nandap, and the Director General/CEO of NIMC, Engr Abisoye Coker-Odusote, at the headquarters of NIMC.

    Nandap, who was accompanied by members of her management team to NIMC headquarters, said the visit underscored the commitment of NIS to deepen collaboration with NIMC for the purpose of driving national security through identity management and enhancing service delivery to Nigerians.

    A statement signed by the Technical Adviser on Media to the NIMC boss, Ayodele Babalola, quoted Mrs Nandap as saying that the synergy between both agencies remains crucial to ensuring a secure and well-managed identity ecosystem for the country.

    “The Comptroller General emphasized the importance of continuous partnership between NIS and NIMC, particularly in strengthening border security, identity verification systems, and supporting national development goals,” Babalola said.

    “While Engr. Abisoye Coker-Odusote welcomed the delegation and reaffirmed the Commission’s readiness to expand its collaboration with the Nigeria Immigration Service. She highlighted the need for sustained partnership to enhance data integrity, streamline operational procedures, and fortify Nigeria’s borders through robust identity infrastructure,” Babalola further explained.

    “Both agencies expressed their shared commitment to working more closely in driving policies and initiatives that support security, efficiency, and innovation in the nation’s identity and border management systems”, he said.

    The National Identity Management Commission (NIMC) is playing a crucial role in building Nigeria’s digital public infrastructure, DPI

    The commission has partnered different government agencies to enhance identity management, payment systems, and data exchange over time to actualize this goal

    The DPI framework utilises data from NIMC and the Nigerian Interbank Settlement System (NIBSS) to facilitate secure access to public services

    President Bola Tinubu has also reaffirmed his commitment to this initiative, emphasizing its importance in driving national development and ensuring access to essential services

    According to the president, the government is building digital public infrastructure, DPI to ascertain the basic needs of people across the country

    He has acknowledged that without DPI, his focus in the areas of food security, poverty alleviation, economic growth, job creation and access to capital, inclusivity, the rule of law, and the fight against corruption which forms the eight point agenda will not be realized

    “That is why we are committed to supporting NIMC to ensure the harmonization of our identity to enable our people have access to basic social amenities that we are providing for the people” said the president who spoke at a recent event in Abuja

    He underscored the importance of data identity protection urging the commission not to relent in its task of harmonizing the nation’s database

    The president, represented by the Secretary to Government of the Federation, SGF Senator George Akume spoke late last year at NIMC’s 6th National day of Identity Conference in Abuja where the commission also reaffirmed its commitment to providing secure identity services and protecting the citizens’ data, given its mandate as Nigeria’s foundational identity provider. 

    In pursuit of this goal, the commission has implemented enhanced measures to safeguard the information stored in its National Identity Database.

    These actions align with the commitment outlined by the Director General, DG Abisoye Coker Odusote, upon assuming office in August 2023

    The DG herself has, on different occasions, underscored the need for the commission to collaborate with relevant security agencies to uphold the utmost data security standards and regulatory compliance. 

    “As part of these new security protocols, all Licensed Verification Agents, Front End Partners (FEPs), and Diaspora FEPs will undergo rigorous security vetting to ensure adherence to global best practices in identity management. Any FEPs in violation will face sanctions by established regulations and the nation’s laws. ” 

    Furthermore, NIMC affirms that law enforcement authorities have been authorized to crack down on and apprehend individuals involved in online schemes targeting citizens’ data from other sources. 

    This follows numerous reports regarding fraudulent online platforms compelling Nigerians to submit their personal information for National Identification Number, NIN modification, or enrollment services.

    Also of importance to NIMC’s task in accomplishing its role is birth registration, which fosters development to which NIMC and the National Population Commission, NPC are collaborating to actualize

    In Engr. Coker’s view, the NPC must be commended for accelerating and digitalizing birth registration, assuring that her office will continue to be a veritable partner in spearheading the country’s social and educational re-engineering

    While speaking during one of the partnership meetings, the NIMC boss said, “Birth registration is not only important for the individual; it is also crucial for the development of the nation.” Digital birth and NIN registration will scale up access to government education, health care, and other social benefits not only to the child but to all Nigerians”

    She also maintained that birth registration is a fundamental right and a key component of the nation’s developmental plans.

    Coker solicited the support of civil society and international partners for the success of the initiative and added that NIMC would continue to provide seamless NIN registration for Nigerians, most especially children below the age of 16 years. 

    The importance of welfare of workers can not be over emphasized in achieving an organization’s mandate.

    It is in this regard that NIMC under the leadership of Eng. Coker has cleared all outstanding payments owed to the Front End Partners, FEPs for all enrolment that successfully hit the database and generated the National Identification Numbers, NINs

    The FEPs were contracted in 2021 by the Erstwhile administration through the former Minister of Communications and Digital Economy to scale up enrollment for the National Identification Number (NIN). However, the FEPs were only paid for one year of enrollment activities.

    As part of the process of paying the outstanding money, all the FEPs were subjected to a revalidation exercise to ensure they met internationally acceptable standards, adhered to compliance, and followed best ethical practices

    After the revaluation exercise, NIMC, with the support of the Identity for Development, ID4D, and the World Bank, began the process for the payment of the outstanding NIN enrolment money owed to the FEPs

    The outstanding money was not part of the World Bank-funded NIN Enrolment project.

    The NIN Enrolment between 2021 and 2024 by the FEPs was a stop-gap measure approved by the erstwhile Minister of Communications and Digital Economy to scale up NIN enrolment pending the commencement of the World Bank/ID4D project.

    NIMC, through the ID4D and the World Bank, subsequently paid all the outstanding money after the thorough evaluation.

    “ I extend our deepest appreciation to the entire leadership of the National Identity Management Commission (NIMC) for your unwavering commitment to enhancing the welfare and operational efficiency of enrollment partners, particularly the proactive efforts in addressing and offsetting the backlog of payments for 2022 to date” said the managing director of one of the partners

    The MD of Slogani, Vincent Emiowele further commended the commission saying ‘”NIMC Management, most especially the DG/CEO, should be commended for the payment of all the outstanding money owed to the FEPs; it is timely and highly appreciated ‘

    The DG also expressed her gratitude to the FEPs and the Commission’s stakeholders for their support and dedication in populating the National Identity Database NIDB

    NIMC’s importance and critical role in populating the NIDB can not be over emphasized, which is the reason why the National Assembly, NASS has also deemed it fit to strengthen its role

    To this end, NASS has commenced a legislative exercise to repeal the 2007 NIMC Establishment Act to enact a new bill to strengthen the regulatory function of the commission.

    The new bill is aimed at ensuring the efficacy and inclusivity of the Identity Management System.

    According to the head, Corporate Communications Unit of NIMC, Kayode Adegoke, the amendments seek to fortify the foundational framework of the commission and its operations by expanding the scope of registrable persons.

    “This updated and comprehensive bill embodies several proposed amendments designed to improve the effectiveness and inclusivity of the Nigeria ID system.

    “The benefit to the country is a more comprehensive and inclusive identification system, which enhances national security, facilitates efficient service and promotes financial inclusion,” Adegoke said 

    “The bill also aims to streamline the sharing of personal data, incorporating robust data protection measures to safeguard the privacy and confidentiality of individuals’ data and foster trust among citizens in the handling of their information. He.added

    Other benefits of the bill is to enhance NIMC’s administrative enforcement powers to ensure timely and accurate compliance with ID registration requirements.

    “The NIMC repeal and enactment bill, when passed into law, will lead to a more streamlined registration process, reducing bureaucratic hurdles and enhancing the reliability of the Nigeria ID System.”

    Tinubu directs NIMC boss to train 3,780 staff members

    President Bola Tinubu has directed the Director General/CEO of the National Identity Management Commission (NIMC) Engr Abisoye Coker-Odusote, to embark on nationwide capacity building for its 3,780 workers.

    The training programmes, which cut across all cadres of staff members, are being implemented in the 36 States of the Federation and the Federal Capital Territory, FCT, Abuja.

     The training is described as key to the President’s eight points agenda to use digital identity as foundation for delivery of welfare services and rapid development for the country. 

    According to a statement by NIMC’s Head of Corporate Communications, Dr Kayode Adegoke, the training becomes imperative for effective service delivery and in line with the President vision to equip staff of Ministries, Departments and Agencies (MDAs) with the necessary skills to deliver on the programmes of the administration. 

    “Historically, in a first-of-its-kind initiative in the annals of the National Identity Management Commission (NIMC), all 3,780 staff members have embarked on capacity building across all departments and units of the Commission in line with the directive of President Bola Ahmed Tinubu, on staff capacity building across Ministries, Departments, and Agencies (MDAs). 

    “It is on record that since the inception of NIMC, staff training and capacity building have been at their lowest ebb. However, the arrival of Engr. (Dr.) Abisoye Coker-Odusote, as the DG/CEO of NIMC, has changed the trajectory of events,” the statement noted. 

    The statement further noted that across the country, in states and local government areas, all NIMC staff, irrespective of cadre, have undergone or are still undergoing capacity building to deliver on the Renewed Hope Agenda of President Tinubu’s administration.

    It said the staff are elated at the new era of enhanced capacity building, and commended the Director General/CEO,  Engr. (Dr.) Coker-Odusote for her sterling, transformational, and visionary leadership in the Commission. 

    The statement added:” Since assuming office, Engr. Coker-Odusote has not only transformed NIMC but has also initiated several welfare initiatives that have boosted staff morale.

     “These include the distribution of over 2,500 enrollment devices to aid data capturing, securing Federal Government approval and implementation for a 25%–35% salary increment for staff of the Commission, payment of extra transport allowance and providing free buses to cushion transport challenges for staff in the Headquarters, among many other staff welfare-oriented initiatives.

    “Staff from the States and local government offices deeply appreciated Engr. (Dr.) Abisoye Coker-Odusote, for driving inclusive staff capacity building, promoting staff welfare, providing work tools and resources, providing modern furniture, boosting staff morale with unprecedented welfare packages, and building a workforce that delivers on the Renewed Hope Agenda of President Bola Ahmed Tinubu. “

    INEC chair tasks NIMC on unified citizenship database for Nigeria

    The Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, has urged the National Identity Management Commission (NIMC) to develop a comprehensive database of all Nigerians that will serve as a single source of truth for citizenship identification.

    Yakubu explained that once such a system is in place, the national register of voters could be drawn directly from the citizenship register, as practiced in many countries, to enhance the credibility and efficiency of elections.

    He made the remarks when the Director General of NIMC, Dr. Bisoye Coker-Odusote, led her management team on a visit to INEC headquarters.

    The INEC boss also disclosed that NIMC is leveraging the ongoing nationwide voter registration exercise to update its database by offering Nigerians the opportunity to obtain their National Identity Number (NIN).

    He said, “Under the leadership of the current Director General, we have engaged at different times with the intention of solidifying our partnership in the area of identity management. As is well known, the Independent National Electoral Commission (INEC) holds the database of citizens for the purpose of elections while NIMC has the record of citizens generally. Together, our two agencies hold the largest biometric databases of citizens in Nigeria.

    “Since the ultimate goal is to enroll every citizen with NIMC, we look forward to the day when your database will serve as the single source of truth for citizenship identification in Nigeria. 

    “When the time comes, the national register of voters may simply draw from the citizenship register as is the case in many jurisdictions around the world. This may also enable citizens to vote in future elections from their places of choice anywhere in the country rather than the places they register as voters as is the case at present. To achieve this long-term goal, we will continue to deepen our collaboration with NIMC.

    “It is in furtherance of this collaboration that NIMC is deploying its officials to some of our registration centres during the ongoing nationwide Continuous Voter Registration (CVR). The idea is to provide more Nigerians who are yet to enroll for the National Identification Number (NIN) the opportunity to do so. 

    “Working with NIMC, we carried out a pilot during the recent CVR in Anambra State from 8th to 20th July 2025. We are now set to scale it up nationwide. Citizens will therefore have the opportunity to register as voters while simultaneously registering for the NIN.

    “In due course, NIMC will provide details of the locations of our CVR centres where it will deploy its officials and also provide the modalities for the NIN registration.

    “We welcome this partnership with NIMC which is in keeping with our commitment to synergise with every national institution to strengthen electoral activities in Nigeria”.

    In her remarks, Dr. Coker-Odusote said the Commission’s mandate to integrate and harmonise identity data across ministries, departments, and agencies (MDAs), adding that NIMC currently has 14 statutory agencies represented on its board, including INEC, which has been a longstanding partner.

    She said “in line with the Renewed Hope agenda of Mr. President, who is committed to ensuring credible elections based on reliable identity systems, we are here to further strengthen this collaboration. Our goal is to build a trusted system that serves Nigerians, ensures inclusivity, and supports credible elections.”

    She explained that one of the key steps in this renewed collaboration is NIMC’s involvement in INEC’s ongoing Continuous Voter Registration (CVR) exercise, stressing that NIMC officials will be deployed to INEC registration centres to provide Nigerians at the grassroots with the opportunity to enrol for the National Identification Number (NIN) while registering as voters.

    NIMC, SERVICOM launch service charter for seamless, inclusive NIN enrolment

    The National Identity Management Commission (NIMC), in collaboration with SERVICOM, on Tuesday inaugurated a 38-page Service Charter to drive inclusive and efficient National Identity Numbers (NIN) enrolment for all Nigerians.

    The documents aimed to ensure seamless, effective and efficient service delivery to Nigerians on NIN enrolment irrespective of their locations across the country.

    The Director General of NIMC, Abisoye Coker-Odusote, said the documents would ensure the speedy consolidation of the gains already recorded within the two years of the President Bola Tinubu administration, which achieved a 49 percent increase in the number of NIN enrolments within two years.

    Engr Coker-Odusote said NIMC had, within two years, introduced landmark innovations which precipitated over 120 million enrolments in the National database of Nigeria as at the first quarter of this year, while digital integration of the NIN ecosystem has taken place with other agencies and institutions of government.

    Represented at the launch in Abuja by Mr Elias Okafor, Director, Inspectorate and Enforcement Department in NIMC, Engr Coker-Odusote said NIMC expanded its real-time digital integration to over 40 partner agencies, including the Nigeria Immigration Service (NIS), pension administrators, banks and telecoms operators, among others.

    She added that over 6,000 functional enrolment centres are now operating across Nigeria, including communities with difficult terrains, to reduce average enrolment hours, ensure inclusivity, and provide efficient and effective service to citizens.

    Engr Coker-Odusote said with NIMC achievements so far, the Commission still recognised the significance of the Service charter to drive commitment for service to become faster, more citizen-friendly, and more consistent across all locations.

    “The National Identity Management Commission (NIMC) carries a critical mandate: to establish, operate, and maintain a credible, secure, and inclusive national identity management system for Nigeria. This work underpins our national planning, security, financial inclusion, and socio-economic development”, Engr Coker-Odusote said.

    Speaking on the documents, Engr Coker-Odusote said:”The charter is anchored on four key principles. Efficiency with a target to reduce average waiting times for enrolment and card issuance by at least 30% within the next 12 months.

    “Transparency through the publication of quarterly performance scorecards detailing enrolment figures, processing timelines, and service centre performance.

    “Professionalism by ensuring all staff undergo mandatory annual customer service and ethics training. Accountability by operating a toll-free hotline, a Service Feedback Portal, and in-centre kiosks to resolve complaints within 10 working days. These are measurable targets against which we invite you, the Nigerian public, to hold us accountable.”

    In his remarks, the National Coordinator of SERVICOM, Mr Anthony Oshin, represented by Mrs Ngozi Akinbodewa, Head of Operations of SERVICOM, called for strict compliance with the implementation of the contents of the document.

    He said the Service charter for NIMC should be treated in ways and manners that address citizens’ legitimate expectations to receive quality service and satisfactory experience. He also said NIMC should abide by the timelines to address requests made by Nigerians for changes and corrections they want to make to their NIN.

    The National Identity Management Commission (NIMC) has upgraded its diaspora National Identity Number (NIN) enrolment platform for effective service delivery.

    In a statement by its Head of Corporate Communications, Dr. Kayode Adegoke, the commission said the upgrade would facilitate seamless and robust services to Nigerians abroad.

    Adegoke, who described the facility as more secure, added: “NIMC Diaspora Front-End Partners (FEPs) have been on-boarded on the upgraded system with intensive training to equip the FEPs with the prerequisite knowledge on the application and effective management of the new system.

    “While all the Diaspora FEPs are required to obtain and activate their NIN enrolment licenses on the upgraded platform within the next 48 hours, diaspora applicants can access enrolment services from the compliant FEPs.

    “The commission apologises for any inconvenience the platform upgrade process might have caused and has set up a dedicated service team to resolve all issues related to diaspora enrolment.

    “Diaspora applicants experiencing issues with NIN enrolment should please reach the commission via nimccustomercare@nimc.gov.ng for timely resolution.

    “Meanwhile, NIN enrolment is ongoing across all the centres in Nigeria. Applicants can locate the nearest enrolment centres on the NIMC website – www.nimc.gov.ng – and proceed for enrolment. Nigerians at home or in the Diaspora can also modify their NIN data through the https://selfservicemodification.nimc.gov.ng portal.

    “NIN Holders are equally enjoined to download the NIMC NINAuth App on either iOS or Google Play Store to instantly verify their NINs, approve who sees their information, take total control of their data and enjoy seamless verification and authentication services.”
