    NIMC launches NIN authentication for seamless identity verification

    The federal government has approved the launch of the National Identity Management Commission (NIMC)’s NIN Authentication for secure and seamless identity verification and authentication.

    Similarly, President Bola Ahmed Tinubu has directed the use of NIN Authentication for verification and authentication across Ministries, Departments and Agencies (MDAs).

    The Commission said the development was in line with its mandate of regulating a reliable National Digital Identity for citizens and legal residents to affirm their identity

    According to NIMC, the launch of the “NIN Authentication (NINAuth),” a cutting-edge suite of services that include web, API and mobile verification designed to enhance data security, protect privacy, and simplify access to government services, is part of President Tinubu, Renewed Hope Agenda on strengthening the National Identity Management System.

    The Head of Corporate Communications of NIMC, Dr Kayode Adegoke said the NIMC NINAuth application is the official service for integration with the Commission’s backend infrastructure.

    “It introduces a robust layer of protection, empowering individuals with greater control over their personal information”, Dr Adegoke said in a statement issued in Abuja on Tuesday.

    He said: “By requiring explicit consent before data is shared for Know Your Customer (KYC) processes or other verifications, the platform fosters trust, transparency, and user autonomy in digital identity management.

    “With NINAuth, individuals can securely verify their identity and access key government services, including: Sim registration and replacement, Immigration applications and passport processing ⁠”

    Others are ⁠tax filings and financial transactions, Government Intervention Programs in various MDAs and Driver’s license renewals and other regulatory processes.

    “This innovation reaffirms NIMC’s commitment to advancing secure and efficient digital identity management, ensuring a more accessible, transparent, and secure identity verification system in Nigeria”, Dr Adegoke said.

    He said Nigerians are required to download the NINAuth App on Google Play Store and Apple iOS App Store to use the NIN Authentication Service.

    “The implementation guide and process flow of the NIMC NIN Authentication are available at https://ninauth.nimc.gov.ng“, he added.

    The National Identity Management Commission (NIMC) has reviewed prices of its products and services. It said the review was done after a decade of maintaining the same pricing structure.

    A statement signed by NIMC Head of Corporate Communications, Dr Kayode Adegoke explained that the Commission “conducted a comprehensive review to ensure alignment with current operational costs and industry standards.”

    He said: “The revised pricing structure aims to maintain the quality and integrity of NIMC’s services while ensuring affordability and accessibility for Nigerians. The new prices will take effect immediately.

    “NIMC warns all Front-End Partners (FEPs) to adhere strictly to the new pricing structure.

    Any FEP found charging more than the approved rates will face sanctions, including license revocation.

    “NIMC is committed to protecting the interests of Nigerians and ensuring that our services are delivered at fair and transparent prices.

    “The new pricing structure will be published on NIMC’s website -www.nimc.gov.ng (where it will be accessible to all Nigerians and relevant stakeholders.”

    Adegoke expressed NIMC commitment to providing secure and reliable identity services to Nigerians.

    The National Identity Management Commission has warned Nigerians against sharing their National Identity Numbers (NIN) with unauthorised persons, groups or organisations.

    The Commission’s warning came as scores of offenders were arrested by security agencies in some states.

    NIMC said it was aware of the activities of unauthorised individuals or organisations purportedly asking for the submission of NIN especially Anambra residents in exchange for money.

    The Commission said such requests contravene the NIMC Act No 23, 2007, Data Protection Act 2023, and Cyber Crime Act 2023.

    A statement from NIMC Head of Corporate Communications, Dr. Kayode Adegoke, said those involved in the illegal act are being apprehended by security agencies.

    “Upon receiving the information on the activities of the unscrupulous individuals, NIMC, in conjunction with the Department of State Services (DSS) and the Nigeria Police Force (NPF), swiftly arrested the culprits behind the illegal collection of the NIN,” Dr. Adegoke said.

    He added that they are currently being interrogated and would be made to face the full wrath of the law.

    He advised Anambra State residents and Nigerians to avoid submitting their NINs to unauthorised individuals, organisations, or platforms, as the Federal Government and NIMC have not authorised this.

    “Anyone caught will be sanctioned appropriately. At no time should NIN holders give out their NINs for monetary compensation. This is against the laws of the Federation. Anyone caught will be dealt with appropriately,” Dr. Adegoke further said.

    He maintained that the NIN can only be used by the holders to access government or private sector services, and it must be verified. Adegoke said the Commission has taken necessary measures to curb the activities of these unscrupulous individuals.

    The National Identity Management Commission (NIMC) has issued a stern warning to Nigerians, cautioning them against disclosing their National Identification Numbers (NIN) to unauthorised individuals, groups, or organisations.

    This alert follows the arrest of several individuals by security agencies across different states for involvement in NIN-related fraud.

    In a statement issued by Dr. Kayode Adegoke, NIMC’s Head of Corporate Communications, the Commission expressed concern over reports that some unscrupulous persons in Anambra State have been soliciting NINs from residents in exchange for money.

    NIMC described the activity as illegal, noting that it violates the NIMC Act No. 23 of 2007, the Data Protection Act 2023, and the Cybercrime Act 2023. 

    The Commission confirmed that security operatives are actively apprehending those behind the unlawful scheme.

    NIMC urged the public to remain vigilant and report any suspicious requests involving their NIN to appropriate authorities.

    The National Identity Management Commission(NIMC) has warned against indiscriminate printing of the National Identity Numbers  (NIN). 

    NIMC, however, said in a statement by its Head of Corporate Communications, Kayode Adegoke, that it   has” finalised plans to launch   Improved General Multi-Purpose Card (GMPC), which is multifunctional and serves as a physical means of identification and payment.”

    The commission added in the statement  that  it had noticed some unscrupulous  individuals and  business centres  printing ‘NIN’ cards at ‘’exorbitant fees.’’

      Stating that it   authorised no  one or organisation to print any card in place of  the GMPC, NIMC warned that  unauthorised issuance of its cards amounts to a breach of NIMC Act  23 of  2007.

    The statement reads: “The general public and organisations are advised to stop printing any NIN cards against the authorised NIMC GMPC. The so-called NIN card is not authorised by NIMC, and on no account should anyone present it as a means of identification.

    “The security agencies have been notified of this nefarious activity and have been mandated to apprehend those involved.

    ‘’Anyone caught will be made to face the full wrath of the law.

    “The commission reiterates that the NIN slip is the only legal document authorised as a means of identification, and it must be verified upon presentation to access services. “

    NIN: NIMC to launch diaspora contactless enrolment software 

    The National Identity Management Commission (NIMC) would soon roll out its diaspora contactless enrolment software to enable Nigerians in Diaspora experience seamless enrolment for National Identity Number (NIN). 

    So far over 118 million Nigerians have been captured in the National Identity database of the country with 15,000 NIN enrolment centres nationwide, our Correspondent gathered in Abuja at the weekend. 

    Also it was gathered that for now there are about 200 NIN enrolment centres in 50 countries outside Nigeria to provide NIN services for Nigerians in diaspora. 

    The Director General and Chief Executive Officer of the National Identity Management Commission, NIMC, Engr Abisoye Coker-Odusote dropped the hints while Speaking with our Correspondent in Abuja. 

    Engr Coker-Odusote who spoke exclusively with our Correspondent, said NIMC within the past 18 months has achieved certain milestones to scale up financial inclusion, promote employment opportunities for Nigerians, enhance transparency and accountability in delivery of government services and boost the country’s Gross Domestic Product, GDP.

    Engr Coker-Odusote who spoke through the NIMC Head of Corporate Communications, Dr Kayode Adegoke, said NIMC has engaged in broad collaborations with Federal Ministry of Agriculture and the Nigerian Education Loan Fund, NELFUND, amongst others institutions to ensure that government services reached the targeted beneficiaries seamlessly. 

    Besides, Engr Coker-Odusote said the Commission has also implemented a 25% and 35% increase in staff salaries as approved by President Bola Ahmed Tinubu, noting that staff welfare remains a top priority to the present leadership. 

    Engr Coker-Odusote said:” The Commission has simplified the process of NIN Modifications through the deployment of the Self-service portal, thereby allowing the NIN Holders to modify their data from the comfort of their homes/offices

    ” The Government to People Card (G2P) has been initiated and been put into use by the Ministry of Agriculture and NELFUND. This card promote transparency and accountability. It eliminate impersonation or any form of identity theft. And this is critical to the provision of dividends of democracy to the people under the present administration. 

    ” Plans are also underway to launch the Improved NIMC General Multi-Purpose Card (eID). The card could be used for different types of financial transactions both online and offline. It would serve Nigerians both in urban and rural areas. The unserved population in rural areas would enjoy the benefits of the card.”

    According to the NIMC boss, government agencies and the private sector have adopted the NIN for verification and authentication for various services, stressing that adoption rate by the private sector stands at 85 percent while it peaked at 55 at public sector. 

    She said the Commission also plans to launch the NIN “Pre-Enrolment Portal”, a secure and user-friendly platform designed to simplify the National Identification Number (NIN) enrolment process to decongest the offices.

    She listed the key features and benefits of the Pre-enrolment Portal as convenience as it enables users to pre-enter and schedule appointments from anywhere for physical data capture at enrolment centres.

    Others are time-saving, enhanced security as it ensures confidentiality and secure handling of personal data as well as seamless Integration which connects with NIMC’s central database for efficient enrolment processing.

    Engr Coker-Odusote said the commission has kick-started the upgrade of the National PKI under her purview, NIMC is in the process of launching the NIN AUTHENTICATION Platform, NINAuth. 

    “The NIN Auth introduces a robust layer of protection, empowering individuals with greater control over their personal information. The consent-based platform fosters trust, transparency, and user autonomy in digital identity management by requiring explicit consent before data is shared for Know Your Customer (KYC) processes or other verifications,” Engr Coker-Odusote asserted. 

    She added that with NIN Auth, individuals can securely verify their identity and access key government services, including, Immigration applications and passport processing, tax filings and financial transactions, driver’s license renewals and other regulatory processes.

    Financial inclusion: NIMC, NIBSS, others roll out digital cards with multiple wallets

    The National Identity Management Commission (NIMC), the Nigeria Interbank Settlement Systems (NIBSS), AfriGO and other stakeholders are set to roll out digital cards with multiple wallets to drive financial inclusion and improve Nigeria’s Gross Domestic Product (GDP).

    The digital cards with multiple wallets would allow Nigerians to have access to government services in all Ministries, Departments and Agencies (MDAs) of government, while it would also provide platforms for students to access government loans. 

    Already, Nigerian farmers captured under the Federal Ministry of Agriculture and Food Security, (FMAFS) have embraced the digital cards for government services in areas of provision of agric loans, seedlings and other inputs that would improve food production and security. 

    According to the Director General/Chief Executive Officer of NIMC, Abisoye Coker-Odusote, the biometric NIMC-enabled cards have multiple features to address the socio-economic needs of Nigerians in line with the 8 point Agenda of President Bola Tinubu.

    Coker-Odusote, who addressed newsmen at the headquarters of NIMC in Abuja on plans regarding the launch of the cards, was flanked by the Managing Director/CEO of NIBSS, Mr Premier Oiwoh,  the Managing Director/CEO of AfriGO, Mrs Ebehije Momoh and the Managing Director of Data Mining Company, Mr Femi Akande. 

    She said the stakeholders were brought together to explain the different benefits associated with the digital cards to Nigerians and the general impact it would have on the economy as President Tinubu hoped to drive his welfare programmes using digital identity verification as a major platform.

    The NIMC boss said the multiple purpose cards would be available to citizens, home and abroad and legitimate residents who could use the cards for various transactions, especially payments of water and electricity bills, transportation services, and shopping, among others. 

    The cards, she explained, could be used off line and online to provide services for unbanked citizens in rural areas and bring on board those whose businesses required government support for survival, noting that with such opportunities, Nigerians would need no god father to access government services and support. 

    Coker-Odusote said the digital cards which come with various security features cannot be forged as the biometric information of owners are embedded in them, emphasising that they were made to address current needs of government to ensure that there are no ghost beneficiaries of government palliatives, loans and other benefits. 

    She assured that the cards would turn around the economy by improving revenue generation and the country’s GDP as states governments and the private sectors would be part and parcel of it.

    Speaking on behalf of other stakeholders, the CEO of AfriGO, Mrs Ebehije Momoh said the launch of the cards would change the narratives for the country’s economy as it would ensure that the flow of money remained within the economy. 

    Mrs Momoh said: “The digital card is a domestic solution to drive financial inclusion and provide cost effectiveness and transparency within the systems. It would ensure data sovereignty and autonomy, and we all know that data is significant to improve our economy. 

    “This card will help reduce cost, especially dollar given to banks. Domestic payments are important to support welfare and social interventions services of government, so it will help drive cashless policy and ensure that our monies remain within the economy. 

    “We have about 26 banks already issuing the cards and it is hoped that more would come on board. Nigeria is the first country to come up with this innovation, and surely it would enhance micro-medium enterprises across the country.”

    The Federal Ministry of Agriculture and Food Security (FMAFR) and the National Identity Management Commission (NIMC) have introduced digital identity cards with multiple wallets for farmers and other Nigerians to boost food security and increase the Gross Domestic Product (GDP) of the country. 

    According to government authorities, the development was in tandem with the National Identity Number (NIN) enabled farmer registry and the Government to People (G2P) card initiative.

    “This project is designed to address the Federal Ministry’s immediate challenges of identity and authentication, required to deliver government services efficiently and accurately,” the government said on Thursday in a statement. 

    The statement was jointly signed by the Director of Information at the Federal Ministry of Agriculture, Dr Joel Oruche, and the Head of Corporate Communications for NIMC, Dr Kayode Adegoke. 

    They said the initiatives aligned “with the government’s commitment to improving transparency, efficiency and ensuring inclusivity under the President’s Renewed Hope Agenda, of which food security is a primary objective”. 

    “It aims to eradicate the challenges faced by FMAFS in efficiently delivering well-intended government programmes to the targeted citizens,” they added.

    Speaking on the benefits, the government said: “By adopting this card, FMAFS can uniquely identify all farmers, provide multiple agricultural services through the card in a manner that eliminates risks and fraud, and also provide end-to-end visibility within the agricultural value chain, thus enabling scalability.

    “Agricultural services to be provided through the card include farmer financing, input distribution, farmland mapping linked to identity, extension services monitoring & evaluation, and agency banking, as well as multiple types of third party services.”

    The statement reads: “To this end, FMAFS, guided by Mr President’s circular on the use of the National Identification Number (NIN) by all MDAs in the provision of government services to beneficiaries, has partnered with NIMC to leverage the National Identity Management System to power the Ministry’s farmer registry by linking the NIN and attendant biometric identity data of each farmer to their farmland, as well as all necessary supporting data relating to that farmer, including the size of the holding and type of crops or livestock. 

    “Connecting this NIN-backed registry to the G2P card will thereby allow for the provision of targeted and ring-fenced aid to the farmers and other recipients of government benefits under the FMAFS programmes. 

    “The G2P card ecosystem is an initiative that allows for the issuance of NIN-enabled cards by Federal Ministries, Departments and Agencies (MDAs), and enables the use of the card’s frontend by these MDAs for their respective programmes.

    “The key feature of the ecosystem is a biometrics card with multiple wallets that can provide verifiable identification and also process transactions without internet connectivity, allowing the Ministry to support beneficiaries in the most remote locations. 

    “The card is unique to each citizen, and every Nigerian and legal resident is eligible to obtain it, whether banked or unbanked. The G2P card will be owned by and personalised by each MDA that adopts its usage.

    “Within this framework, NIMC will provide the foundational identity ecosystem to FMAFS, who, as the owner of both the farmer registry and G2P card scheme, will provide government services via the issued G2P cards, tailored to the needs of the farmers supported by the Ministry at the national and sub-national levels.

    “The G2P card has a large capacity in-card chip that stores beneficiary identity, know your customer (KYC), picture, and fingerprints. In addition, it has two applets and several wallets dedicated to multiple types of programmes, which provide needed flexibility and channels for multiple interventions to be implemented against the same unique identity. 

    “This flexibility is required to address infrastructure challenges limiting identity verification and digital evidence of beneficiary access when implementing government programmes. 

    “The G2P biometric cards are processed through a bespoke but interoperable biometrics Point of Sale (POS) acceptance device, which requires biometrics to access and operate. 

    “This technological approach allows the Ministry to better deliver services and programmes in any location, regardless of infrastructure challenges. The card will operate as a digital wallet/prepaid card, and it is tailored for government transactions such as subsidies, loans, welfare disbursement, pensions, and other activities carried out by FMAFS. 

    “NIMC’s role is to provide the ecosystem with foundational biometric identity in the NIN to ensure that the card and its attendant benefits are securely and accurately linked to the beneficiary and the beneficiary only. FMAFS retains its statutory rights and ownership of the data generated. 

    “With the G2P ecosystem, any programme implemented by the Ministry can now be administered independently and showcased through digitally enabled dashboards displaying key data on how each programme has been efficiently implemented or otherwise.”

    NIMC grants correctional service licence to register inmates for NIN 

    The National Identity Management Commission (NIMC) has granted licence for the Nigerian Correctional Service, (NCoS) to register inmates in the over 252 custodial centres across the country for National Identity Numbers, (NIN).

    The approval followed the request made by the Acting Controller General of the NCoS, Sylvester Nwakuche, who paid a visit to the Director General/Chief Executive Officer of NIMC, Engr Abisoye Coker-Odusote in her office. 

    The Acting Controller-General said the licence to carry out registration of inmates for NIN would eliminate exclusion of inmates from the country’s National Development plans, ensure their safety and security and facilitate their smooth recapture in times of jailbreaks.

    The NCoS boss said the visit to the headquarters of NIMC was in search of collaboration that would enable the Service carry out its mandate seamlessly following on going reforms of the Correctional Service system.

    According to Nwakuche, there are lots of socio-economic developments within the Correctional Service systems which had led to a number of inmates obtaining University degrees, Masters Degrees and Doctor of Philosophy (PhD) in various fields.

    He said such inmates should not be excluded from the national development plans of the country as they should be integrated into the society to become useful for their families and the country.

    Nwakuche said inside the Correctional centres are those awaiting trials whose innocence and otherwise has to be decided by the Courts, but argued that in times of National planning, census and other critical national development issues, they should not be disallowed from participating. 

    The DG/CEO of NIMC , Engr Coker-Odusote who granted the licence said NIN has become critical and essential to the country’s national development plans, stressing that NIMC has gone far with the private sector, especially the banks and the Central Bank of Nigeria (CBN) as all banks accounts are now linked with the NIN. 

    Coker-Odusote said the Eight points Agenda of President Bola Tinubu are also anchored on the Country’s digital identity or National identity Number, stressing that for instance NIN was tied to students loans to eradicate duplicity and prevent ghost beneficiaries. 

    Coker-Odusote expressed delight in the partnership with the NCoS, saying that the Commission had already entered into partnership with the Nigeria Immigration Service, NIS and other agencies in order to facilitate the smooth delivery of their constitutional mandates. 

    She commended the Minister of Interior, Dr Olubunmi Tunji-Ojo for his dynamic leadership and role in ensuring the delivery of dividends of democracy to Nigeria through various reforms.

    NIMC pays outstanding debts to partners

    The National Identity Management Commission (NIMC) said it has cleared all its debt to its Front End Partners (FEPs) for all enrolment that successfully hit the database and generated National Identification Numbers (NINs).

    It would be recalled that the FEPs were contracted in 2021 by the erstwhile administration through the former Minister of Communications and Digital Economy, Ibrahim Pantami, to scale up enrollment for the NIN. However, the FEPs were only paid for one year of enrollment activities.

    But when Engr Abisoye Coker-Odusote as the NIMC DG/CEO, she promised to clear the outstanding owed to the FEPs. 

     As part of the process of paying the outstanding money, all the FEPs were subjected to a revalidation exercise to ensure they met internationally acceptable standards, adhered to compliance, and followed best ethical practices.

    After the revaluation exercise, NIMC, with the support of the Identity for Development (ID4D) and the World Bank, began the process for the payment of the outstanding NIN enrolment money.

     The outstanding money was not part of the World Bank-funded NIN Enrolment project.  

    The NIN Enrolment between 2021 and 2024 by the FEPs was a stop-gap measure approved by the erstwhile Minister of Communications, Innovation and Digital Economy to scale up NIN enrolment pending the commencement of the World Bank/ID4D project.

    NIMC through the ID4D and the World Bank, subsequently, paid all the outstanding money after the thorough evaluation.

    “I extend our deepest appreciation to the entire leadership of the NIMC for your unwavering commitment to enhancing the welfare and operational efficiency of enrollment partners, particularly the proactive efforts in addressing and offsetting the backlog of payments for 2022 to date. This decisive action not only fosters trust and accountability but also strengthens the collaboration between NIMC and its partners,” Phillip M Adekunle, MD/CEO, Knowledge Square Ltd.

     “The payment of the outstanding enrollment money by NIMC is well appreciated and commendable,” MD,  Real Positive Friends. 

    Pastor Vincent Emiowele, MD Slogani, also said: “NIMC management, most especially the DG/CEO, should be commended for the payment of all the outstanding money owed to the FEPs; it is timely and highly appreciated.”

    Engr. Coker-Odusote expressed her gratitude to the FEPs and the Commission’s stakeholders for their support and dedication in populating the National Identity Database (NIDB). 

    She reiterated her commitment to ensuring that the Commission continues to provide the necessary support to build a credible, reliable, and world-class identity database.  

    The World Bank and ID4D’s valuable support to NIMC is well appreciated,  she said.
