    Ningi faults withdrawal of police orderly, insists presidential security directive be enforced evenly

    A mild drama unfolded in the Senate on Wednesday as Senator Abdul Ningi (Bauchi Central) protested the withdrawal of his only police orderly, insisting that the directive ordering the removal of police escorts from VIPs must be applied across the board and not targeted at lawmakers.

    Raising a point of order during plenary, Ningi described the action as discriminatory, alleging that ministers, business executives, children of top officials, and even entertainers still move around with heavy police escorts despite the nationwide directive issued by the President and the Inspector-General of Police (IGP).

    He argued that withdrawing his single orderly while others retain full security cover violates the principles of fairness and equity.

    “Mr President, I saw two convoys of ministers with plenty of security personnel,” he said. “I have seen Chinese business concerns with their compliments of orderlies. I have seen sons and daughters of political office holders with full security cover. I have even seen singers with orderlies.

    “But a Senator of the Federal Republic of Nigeria, who has been here for a very long time, had only one orderly, and he has been withdrawn.

    “Let it be done across the board. Let me not see governors, ministers, and business concerns being covered while Senators are made scapegoats. This is unheard of in any democracy.”

    Ningi urged the Senate President to direct the Committee on Police Affairs to investigate why the presidential directive on withdrawal of policemen from VIPs was allegedly being flouted.

    “You cannot put the National Assembly as a scapegoat while others enjoy the privilege of security cover,” he said.

    Deputy Senate President Jibrin Barau, who presided over the session, assured the lawmaker that the Senate leadership had already taken up the matter and expected feedback from the authorities.

    Barau disclosed that the issue was discussed at the Senate leadership meeting on Tuesday and that steps had been initiated to address the selective withdrawal of police orderlies.

    “We are on top of the situation,” he said. “The Chairman of the Police Affairs Committee will investigate why the presidential directive is being flouted by some categories of persons, singers, businessmen, and others, who still have policemen attached to them.”

    Barau emphasised that President Bola Tinubu’s directive was issued in good faith to strengthen internal security by freeing police personnel from VIP duties.

    He added that the Senate leadership agreed that Ningi’s police orderly should be restored, in line with international parliamentary practice.

    “We have a listening President,” Barau said. “By the grace of God, he will attend to this matter. The Senate stands with the President in his effort to tackle security challenges. But your protection is important, and the leadership has taken it seriously.”

    He thanked Ningi for raising the concern and assured senators that the matter “has been addressed.”

    Senator Victor Umeh and Abdul Ningi on Wednesday lauded President Bola Ahmed Tinubu for earmarking the sum of $3billion for the revitalisation of the Eastern rail line project and supporting the Super Falcons to win their semi-final match in the ongoing Women’s African Cup of Nations encounter, respectively.

    The $3billion for the revitalisation of the Eastern rail line is contained in the $21billion 2025 – 2026 external borrowing plan of the federal government approved by the Senate on Tuesday.

    Umeh and Ningi spoke during plenary through a point of order.

    Umeh said, “I recall that 36 Senators from the South East moved a motion concerning the urgent need to reconstruct the Eastern rail line. The day the budget was to be passed, during the close of session, I raised the same issue that the eastern rail line was not accommodated in the 2025 budget.

    “You magnanimously approved that I should raise it when we reverted to plenary, that even though it was for the budget to be passed, which will not allow for any debate, they would like me to raise the same issue.

    “I did during the plenary by magnanimity, and you promised that there was merit in that agitation or in that observation. You promised that you would take it up with Mr. President, along with the leadership, so that this eastern rail line will be addressed once and for all.

    “I was just so happy, Mr. President, that when the request for $21 billion loan was submitted to the Senate, the eastern rail line was now accommodated and the sum of $3billion was provided for the reconstruction of the eastern rail line, and yesterday, the Senate, during the session, approved the request. It now paves the way for that eastern rail line to be reconstructed.

    “I feel so happy about this because I’ve always conversed here that anything we should do in Nigeria, we should carry all parts of Nigeria along. This eastern rail line, which now has the prospect of being reconstructed, will be a very good development, particularly in line with the sentiments of the people of the southeast zone.

    “So on this note, I want to thank Mr. President, who has promised that he will do this.

    “During his visit to the southeast on January 4th, our stakeholders raised the same issue with him, and he promised that he would address it.

    “So in keeping with this promise, this cry of the people of this zone, and indeed all the users of the eastern rail corridor, starting from Port Harcourt to Maiduguri, including Bauchi, everywhere, they are now happy that this is going to be done.

    “So on this note, I thank Mr. President, and also thank you, Mr. Senate President, for joining me in leading this struggle on behalf of the people using this corridor.”

    In his response, Senate President Godswill Akpabio said:  Senator Umeh, you appreciated the efforts of Mr. President, and I thank you for thanking him. I’m particularly happy that this is coming from you, because sometimes when I look at television, I see some incoming members of the ADC (African Democratic Congress), and I know that I saw you attending the meeting once or twice.

    “So if ADC is already appreciating the work of President Bola Ahmed Tinubu, it shows that Nigeria has come of age where good works have no political boundaries.

    “So, on behalf of the entire Senate, I appreciate you. I appreciate your members of the ADC who are appreciating the President. I’m very excited about the President, and of course, we in the APC we’re equally happy with the President and what he’s doing. So I’ll convey your message of thanks to him.”

    Also citing order 42 on personal explanation, Senator Abdul Ningi commended President Bola Ahmed Tinubu’s administration for supporting the Nigerian female team to win against their South African counterparts in the semifinal of the Women’s African Cup of Nations yesterday.

    Ningi said, “Mr. President, I discussed with you this morning about the superlative performance of Nigeria in yesterday’s semi-final match against the Bayana Bayana of South Africa.

    “Mr. President, after doom and gloom over the deaths of three prominent Nigerians, beginning with the late General Muhammadu Buhari, the late Dantata, and the late Oba Adetona, this performance of these brilliant girls from Nigeria has spiced our lives, have sweetened our lives.

    “They have brought almost all Nigerians on the same pedestal. Therefore, it is my duty as the Chairman of Sports to most profoundly thank the government of the day, the president of the country, for equipping the girls and giving them the wherewithal in terms of funding to be able to perform this feat.

    “It is important at this juncture to ask for the prayers of Nigeria as these girls are gunning for the 10th title in Africa. They are the most indomitable team, and therefore, they have not had mates so far. We have tried since 2019 to recapture the African Championship, but we have failed in this fight for the last nine years.

    “I think Saturday would be an opportunity for the girls to capture this 10th title in Africa, which is very unprecedented.

    “Mr. President, I will use this opportunity to call for prayers for these girls because they have exhibited an uncommon attitude. They have exhibited an uncommon discipline, especially at this time. Nigeria needs that trophy to be able to bring us together as a country that we’re all proud of.”

    Akpabio, in his response, said, “Let me join you, Senator Ningi, to congratulate our girls for the best, very stimulating performance that led to their qualifying for the finals of the African Women’s Championship in football.

    “Indeed, it was one of the very rare moments that I watched football. I was very excited because you know how it is with international competitions. People don’t want to give Nigeria a chance.

    “So when that golden goal came from outside the 18, and there was a lot of confusion, the goal just went on its own, guided by the angels. I was very excited. Indeed, both the Nigerian team and the South African team were confused.

    “And this is happening under you as Chairman of Sports. You were determined, and you told me that you were, for many years, in charge of the Hockey Federation of Nigeria, and that your passion for sports would change the dynamics of sports in Nigeria. So this is already happening. So I must congratulate you. Thank you so much and congratulations to Nigerians.”

    Gov Yahaya mourns Emir of Ningi

    Gov. Inuwa Yahaya of Gombe State on Sunday condoled with the Government and people of Bauchi State over the demise of the Emir of Ningi, Alhaji Yunusa Danyaya.

    The News Agency of Nigeria (NAN) recalls that Danyaya, 88, died  in the early hours of Sunday in Kano.

    Yahaya, in a condolence message issued by his Media aide, Ismaila Musili,  said the demise of the first class traditional ruler was a great loss not only to the Ningi emirate but the country as a whole.

    The governor described late Danyaya as an iconic ruler and a man of peace.

    According to him, the emir was known for preaching and promoting unity among his subjects, people of Bauchi State and Nigerians throughout his 46 years of reign.

    The governor, who doubles as the Chairman of the Northern States Governors’ Forum (NGF), consoled the bereaved royal family.

    He urged the family to take solace and uphold the legacies of honour, dignity and selfless service left by the late emir.

    Yahaya, on behalf of the Government and people of Gombe State, extended his heartfelt condolences to his Bauchi State counterpart, Sen. Bala Mohammed.

    He also condoled with the Chairman, Bauchi State Council of Emirs and Chiefs and Emir of Bauchi, Alhaji Rilwanu Adamu, members of Ningi Emirate Council over the great loss.

    He prayed to Almighty Allah to grant the deceased ruler Aljannat Firdaus and comfort his family.

    President Bola Ahmed Tinubu and Bauchi State Governor Mohammed Bala have mourned the Emir of Ningi, Alhaji Yunusa Muhammad Danyaya.

    They sent condolences to the people of Ningi Emirate and the Bauchi State government on the demise of the Emir.

    The first-class monarch passed away yesterday.

    He was 88.

    A statement yesterday in Abuja by his Special Adviser on Media and Publicity, Ajuri Ngelale, reads: “President Bola Tinubu commiserates with the people of Ningi Emirate and the Bauchi State government over the passing of the Emir of Ningi, Alhaji Yunusa Muhammad Danyaya.

    “The first-class monarch passed away in the early hours of Sunday.

    “President Tinubu describes the deceased as an illustrious leader who deployed the power and resources of his throne in the service of his community.

    “The President prays for the repose of the soul of the departed traditional ruler and condoles with his family and all those grieving the loss.”

    Also, The Nation reports that the monarch died in the early hours of yesterday at Expert Alliance Hospital in Kano.

    His death came two days after returning from a medical trip to Mecca on Thursday, August 22.

    Born in 1936, Dr. Dan Yaya was installed as Emir of Ningi in 1978.

    Governor Mohammed condoled with the late Emir’s family and the Emirate Council on the traditional ruler’s passing.

    A statement by his Special Adviser on Media and Publicity, Mukhtar Gidado, reads: “It is with deep sorrow and heavy hearts that the Bauchi State government announces the passing of His Royal Highness, the Emir of Ningi, Alhaji (Dr.) Yunusa Muhammadu Danyaya, OON, a highly respected first-class Emir in Bauchi State. His death has left an irreplaceable void in the hearts of the people of Ningi Emirate, Bauchi State, and Nigeria.

    “Alhaji Yunusa Muhammadu Danyaya was a man of peace, wisdom, and immense dedication to the welfare of his people.

    “Throughout his reign, he exemplified the highest values of leadership, fostering unity, progress, and development across Ningi Emirate. His legacy as a guardian of tradition, culture, and Islamic values will continue to inspire future generations.”

    In a statement issued by his special adviser on media and publicity, Ajuri Ngelale, President Tinubu described the deceased as an illustrious leader who utilized his position and resources to serve his community, leaving a lasting legacy.

    The president prayed for the repose of the departed traditional ruler’s soul and extended his condolences to his family and all those affected by the loss.

    The senator representing Bauchi Central, Abdul Ningi, yesterday resumed plenary after he was recalled from a three-month suspension by the Senate.

    Ningi, who was suspended for three months on March 12, returned to the Red Chamber after spending 75 out of the 90-day suspension the Senate slammed against him.

    The Upper Chamber had suspended Ningi for claiming that it passed two 2024 Appropriation Bills and that the budget was padded to the tune of N3.7 trillion.

    The Senate had denied passing two Appropriation Bills for this year, explaining that the N3.7 trillion Ningi referred to was meant for statuary transfers to institutions and agencies of government on direct line charge.

    It thereafter suspended the Bauchi Central senator for refusing to apologise for the misinformation, which his colleagues claimed dented the image of the National Assembly.

    Also, last Tuesday, the Senate considered and adopted a motion sponsored by Senate Minority Leader Abba Moro, on behalf of minority caucus, recalled Ningi from the three-month suspension.

    Apparently elated to be recalled, Ningi was among the first set of senators to arrive the National Assembly for plenary yesterday, despite the now suspended strike by organised labour.

    Ningi who was suspended for three months on March 12, 2024 returned to the chambers after spending 75 out of 90 day duration of the suspension slammed on him.

    The Senate had suspended Ningi for claiming that the Senate passed two 2024 Appropriation Bills and that the budget was padded to the tune of N3.7trillion.

    However the Senate had denied passing two Appropriation Bills for 2024 even as it explained that the N3.7trillion referred to by Ningi was meant for statuary transfers to institutions and agencies of government on direct line charge.

    It thereafter suspended the Bauchi Central Senator for refusing to apologise for the misinformation which they claimed dented the image of the National Assembly.

    The Senate had on Tuesday last week considered and adopted a motion sponsored by the Minority Leader, Senator Abba Moro, on  behalf of minority caucus,  recalled Senator Ningi from  the three month suspension.

    Apparently elated to be recalled, Senator Ningi was among the first set of Senators to arrive the National Assembly for plenary on Tuesday despite the now suspended strike action by organised Labour

    Senator Ningi along with some Senators like Suleiman Kawu (NNPP – Kano South), Aminu Waziri Tambuwal (PDP – Sokoto South), etc, came into the National Assembly through the Villa Gate, and arrived the chamber at about 10:40am, ahead of the 11am fixed for plenary but the session effectively commenced  at about 12:10pm.

    As a result of his suspension, Senator Ningi lost his Chairmanship  position of the Senate Committee on National Identity and Population, which was reallocated to Senator Musa Mustapha (APC – Yobe East), two days after the suspension.

    Ningi had also resigned his chairmanship of the Northern Senators’ Forum.

    The senator also alleged that the 2024 budget was padded with N3.7 trillion.

    The Senate had rejected the allegations, saying the amount was meant for statutory transfers to Federal Government institutions on first line charge.

    But Ningi, through his counsel, Mr. Femi Falana (SAN), wrote to Senate President Godswill Akpabio, giving him seven days to recall him or face legal action.

    In his reaction to the ultimatum, Akpabio said the suspension of Ningi was not a unilateral action but the collective decision of the Senate.

    But the suspension was lifted yesterday following the consideration and adoption of a motion, titled: “Motion for the unconditional recall of Senator Abdul Ahmed Ningi, sponsored by the Minority Leader, Abba Moro, (PDP, Benue South).Senators approved the prayer of the motion when it was put to voice vote by the Senate President during plenary.

    Akpabio in his reaction to the ultimatum said the suspension of Ningi was not a unilateral action by him but the collective decision of the Senate.

    However, the suspension was lifted on Tuesday following the consideration and adoption of a motion titled: “Motion for the unconditional recall of Senator Abdul Ahmed Ningi, sponsored by the Minority Leader, Abba Moro (PDP – Benue South).

    Moro said that the minority leadership of the Senate has taken full responsibility for Ningi’s action and apologised to the Senate on his behalf.

    Moro in his lead debate said to the Senate: “Notes that on Tuesday 12th March 2024, this very revered loth Senate in plenary suspended the former Chairman of the Northern Senators’ Forum, Senator Abdul Ahmed Ningi of Bauchi Central Senatorial District for three months following a media interview he granted the British Broadcasting Corporation (BBC) Hausa Service on March 9, 2024, in which he alleged that about 3.7 trillion Naira representing over 10% of the 2024 budget was illegally inserted into the 2024 National Budget.

    “Notes further that Senator Abdul Ahmed Ningi was asked to address his allegation of budget padding against the National Assembly, following a motion of urgent national importance moved by Senator Solomon Olamilekan Adeola, the chairman of Senate Committee on Appropriations.

    “And failing to address the allegation, the Senate resolved to suspend Senator Abdul Ahmed Ning for three months for violating legislative rules, misconduct, and unethical behaviour for the interview he granted on BBC Media on the 2024 Appropriation Act, legislation which process he was part of.

    “Aware that the said Senator Abdul Ahmed Ninigi, being under suspension, has spent over two months outside the precincts of the National Assembly Complex and needs to return to continue with his legislative activities as the Senator representing Bauchi Central Senatorial District;

    “Flowing from the above the Senate Minority Leadership takes full responsibility for the actions of our colleague Senator Abdul Ahmed Ningi and apologizes on his behalf.”

    He urged the Senate to reconsider the additional resolution of the Senate of the Votes and Proceedings of Wednesday 13th March, 2024, to recall Senator Abdul Ahmad Ning to the Senate as senator representing Bauchi Central Senatorial District.

    Senators approved the prayer of the motion when it was put to voice vote by Senate President Godswill Akpabio during plenary.

    The Senate is currently weighing options on whether to recall Senator Abdul Ningi from suspension or allow him to serve out the punishment, it was learnt on Monday, April 29.

    The National Assembly will on Tuesday, April 29, resume plenary after over one one-month break.

    The Senate on March 12, 2024, shortly before it embarked on Easter and Sallah recess suspended Senator Ningi for three months for claiming during a BBC Hausa Service interview that the National Assembly passed two 2024 budgets.

    He also alleged that the 2024 budget was padded to the tune of N3.7 trillion.

    The Senate had rejected the allegations saying the amount was meant for statutory transfers to Federal Government institutions on first-line charge.

    Ningi had through his counsel, Femi Falana SAN, wrote to the Senate president and gave him a seven-day ultimatum to recall him or face legal action.

    Akpabio in his reaction to the ultimatum said the suspension of Ningi was not a unilateral action by him but the collective decision of the Senate.

    The suspension of Ningi and efforts being made to recall him would feature prominently upon resumption of the Senate, it was learnt.

    However, the chairman Senate Committee on Media and Public Affairs, Senator Yemi Adaramodu (APC- Ekiti South) said any decision to recall or not recall Ningi would be taken by the entire Senate if the issue comes up during plenary.

    Adaramodu made this assertion in Abuja while responding to questions from reporters.

    He said: “The second question on Ningi, yes, there was an infraction occasioned by the actions of our respected colleague, Senator Abdul Ningi which made the Senate in an open public session where he was given the opportunity to defend himself and for senators to talk on it, debated on it, then at the end of the day it was found that an infraction had really occurred.

    “One hundred and nine senators except Senator Ningi now decided that Senator Ningi would be given a light disciplinary declaration which gave him a three-month suspension from parliamentary activities.

    So it is only the 108 senators who took that action that can call Senator Ningi back.

    Yes, like I said, we have been on plenary break for about four weeks. So when we resume tomorrow, as the case may be, he’s our colleague, we made a plea, then the senators will now look at it and then we take it on the merit of it.

    “When we were not in the chamber, there have been so many insinuations, there has been a report that a letter had been written by the counsel to Senator Ningi compelling the Senate President to recall Senator Ningi within seven days.

    “Then when I was asked a question I said, it’s not a matter of Senator Ningi versus Senator Akpabio. It’s Senator Ningi versus the rest of the senators. So, it is not Senator Akpabio, though our president, who took the action unilaterally and solely to suspend Senator Ningi.

    “So it could not behove him to be the one who will now answer questions on the actions of all the senators, that all the senators will ask questions on their own behalf by the time we resume the plenary.

    “We will resume plenary tomorrow, so if the matter comes up, either directly or indirectly, either voluntarily or involuntarily, then we will sit down together in the chamber and look at it on its own merit and consider an action to be taken. That’s what is happening about Senator Ningi’s matter for now.”

    On a purported court judgement that a lawmaker can only be suspended for 14 days, Adaramodu said: I’m not a law court. That’s one. The issue of Senator Omo-Agege and this one are distinctly very different.

    “Secondly, for every organization, either elected organization, appointed organization, or statutory organization, the Civil Service is a statutory organization, the judiciary is a statutory organization and they have bodies that can discipline members.

    “The NJC (National Judicial Council) will sit down if there are complaints about any of the members in the judiciary. They sit down and then they give pronouncements. They are not hampered.

    In the Civil Service, that is the Civil Service Commission, Civil Servants are employed statutorily and nobody can tamper with their tenure too.

    “But there is the Civil Service Commission and they have their own disciplinary arm that when one errs, definitely, disciplinary actions can be taken.

    “Now, can we find an organization where there won’t be any discipline? Are we saying that the arm of government that we call the legislature is so deregulated in authority, in action, in operation, in the instrumentality of organizational discipline, that when a member now does anything that can imperil either the corporate integrity or individual integrity of that organization they cannot be disciplined? No.

    He said whether suspension is 14 days or two days, “discipline is discipline. That’s one aspect.”

    He added: “The second aspect is this. As a legislator, you are elected to perform various roles.

    We have said it here, the only role that disciplinary action can curtail you from performing is sitting down with your colleagues in the chamber.

    “Now, what we are saying is this. Anything that will make him sit down with other legislators, if he’s going to be made to sit down with other legislators in oversight, then it’s barred. If it’s going to be made to sit down with the colleagues in the chamber, that disciplined member will be barred. But if you advocate for your consistency by going there, have meetings with them, talk to them, attend meetings with them, you are not barred.

    “But what we are saying is that can you run an organization without discipline? If there is going to be discipline, then what is going to be the quality of the discipline vis-a-vis the enormity of the offence that you have committed.”
