    Abia NIPOST sensitises on World Post Day

    The Nigeria Postal Services (NIPOST) Umuahia chapter has celebrated this years’ World Post Day with one thing mind: to tell everyone that NIPOST is still in existence and in business.

    Speaking while leading the workers of NIPOST in Umuahia, the Area Postal Manager (APM), Mr Pascal Ijara said that the day is set aside by the United Nations all over the world to celebrate post offices and their services.

    Ijara said that the UN established the Universal Postal Union (UPU) to also remember when postal administration worldwide was co-opted into the UN since 1874, therefore this year makes it 142 years since the celebration started.

    He said that the Umuahia chapter of the NIPOST decided to have a road march to let the people know that they have not been shut down like other organisations that were created with them many years ago.

    The APM said, “We decided to have a different World Post Day celebration from what we normally used to do by moving around the state capital to let the people know that post offices are still working hard to deliver mails and parcels to the door steps of people and promptly too.

    “We went to the state command of the Federal Road Safety Corps (FRSC) and the commandant asked us if NIPOST is still in existence, what we did have opened the eyes of many people who never knew that we are still operating”.

    “Many people have this funny feeling that with the demise of NITEL that NIPOST had also gone the same way because we were created the same day, however being born the same day does not mean that we are going to die the same day, we are still very much alive”.

    “People also have the feeling that with the advent of GSM phones and Internet that NIPOST has died a natural death, but I want to let people know that our services are quite different from the modern communication technology, which is the reason behind our still being in business”.

    Ijara said that most people still prefer using NIPOST to receive their parcels from all over the world as it one of the most trusted way of sending things to their loved ones, adding that other services includes new money order and stamp duty.

    Earlier in his address the Director-General of Universal Postal Union, Bishar Abdirahman Hussein said that since the establishment of the union that their customers have always been their main focus all over the world.

    Hussein said that for the past 142 years that UPU came into being, “We have been able to create a seamless network for communication across borders, allowing the Post to deliver the world and modern communication and consumer demands have pushed the Post to deliver right to customers doorsteps.”

    He said, “Our customers trust us and we are also the only trusted partner to provide locally and globally essential services to the public even as delivering at door steps is no longer enough, as people want service when and where they need it, which requires more flexible and personalised services.”

    Nigeria Postal Service has identified strategic and improved delivery logistics as one of the parameters for delivering on value promise and a major boost of National Income.

    Postmaster General [PMG] of the Federation and Chief Executive Officer [CEO] Nigeria Postal Service, Barrister BisiAdegbuyi, in his presentation at the Universal Postal Union World CEOs Forum in Paris 2016 which held recently, said NIPOST has identified the need to re-strategize on delivery logistics in Nigeria in order to compete favourably as It is obtained in the international postal standards.

    It is no longer news that Nigeria is Africa’s biggest commerce market which is valued at approximately $13 billion and growing by at least 25% annually, Mr Adegbuyi said.

    The PMG stated that strategic positioning of NIPOST in the fast evolving e-commerce competitive landscape has become inevitable if it must maintain its strong position in postal services in the world.The PMGfurther stated that Nigeria is poised to be a leader in this e-commerce arena and a strong contributor to the nation’s economy.

    In a situation where borders between retailing and logistics are becoming blurred due to a combination of reasons such as technology, lifestyle changes and attitudes which have altered people’s perception about parcel delivery, it is imperative to improve service delivery and retain its lead customers.

    He reiterated that NIPOST has identified a customer-determined delivery speed, on-demand time slots and flexible delivery locations as a differentiation strategy which is being looked into to serve not only its clients but also target the small and medium sized potential businesses in Nigeria.

    The Forum of CEOs which held between September 6th and 8th 2016 in Paris hasin attendance, the decision makers in the postal industries across the world to take a close look at leading postal growth in an environment of disruptive innovation.

    Other issues that were discussedand examined at the Forum included, Postal Financial services in the Digital Era, Role of Big Data in Postal transformation and business strategic positioning of postal services in the fast evolving e-commerce, comparative landscape and providing adequate platforms and solutions to seize cross border business opportunities, among others.

    The Director General of the Universal Postal Union aptly captured the central discourse of the CEO conference as he said, “The deliberations are focusing on the new paradigm that e-commerce brings to the postal sector. In particular, the digital economy, postal financial services and big data are under the spotlight.”

    Minister of Communications Adebayo Shittu yesterday explained how the Postmaster-General of the Nigeria Postal Service (NIPOST), Bisi Adegbuyi, was chosen.

    Shittu denied allegation that a former Oyo State Commissioner for Finance, Mr Adedeji Zachh Adelabu, was prevented from becoming NIPOST Postmaster-General.

    The minister spoke with reporters at the weekend in Ibadan.

    He said: “NIPOST is under the supervisory authority of Ministry of Communications in which  I am the minister. We sought approval of Mr President to recruit a post master-general with business background, who could take NIPOST to the highest level. We felt we may not get the needed materials in relying on only the NIPOST staff. So, we advertised the position in three newspapers. Forty-nine people applied. They were shortlisted to 21.

    “Adelabu is my good brother. At no point did he react to our advertisement. He never applied for the job of the postmaster-general. He was never shortlisted; he never took part in the written test nor in the interviews. So, how could he have been a candidate? Although I was told he was promoted to becoming one, the funny thing was he never discussed the issue with me. The person, who was sponsoring him, eventually brought another person, who was finally approved by Mr President. It is only Mr President that has the power to appoint. Even the minister owes his office at the instance of the President. So, for anybody to think that I overturned the wish of Mr President, it is stupidity of the highest level, cheap blackmail.

    “Some people are saying I didn’t approve Adelabu because he is a Christian; the man now there is a Christian. They also said I didn’t approve him because he wanted to contest for governor. I am not aware he is contesting for governor and I know that he will never compete with me and am not intimidated by anybody. It was also said that it was because he was in another camp in our party. I don’t have any enemy in Oyo State; if people consider me as their enemy, then it is welcome. “

    The federal government yesterday unfolded a policy guideline for the new Post-Master General and Chief Executive Officer (CEO)  of the Nigeria Postal Service (NIPOST), Bisi Adegbuyi, saying that he was expected to reposition NIPOST to generate not less than one trillion naira for the country every year.

    The Minister of Communications, Adebayo Shittu, who inaugurated the new management team of NIPOST at its Head Office in Abuja, said that a comprehensive restructuring of the operations of the NIPOST should be carried out to enable it meet the target set by the government.

    “The full implementation of the Stamp Duties Act is overdue. Records indicate that NIPOST earned N4.87 billion in 2013 with a little scratch of the Stamp Duties rates.  I am confident that with efficient management of this revenue source, we can add over a trillion naira to government’s purse in a year,” the minister said.

    “We have, in the last seven months, told the world the new direction we intend to chart, towards re-awakening NIPOST (which I call the sleeping giant), and re-position it not just to become one of the elite parastatals of government but a world-class business conglomerate of all time. There is no iota of doubt that this agency has immense potential to contribute substantially not only towards our revenue generation but the overall revival and perpetual sustainability of the Nigerian economy.

    “We know that a reformed and commercialised NIPOST can play a key role in helping our government of change to achieve its cardinal objectives. These include service delivery, both government to citizens services and citizen to citizens services, through the adoption of cutting edge technology as well as financial inclusion services to alleviate poverty, create wealth and substantially generate employment for our teeming youth nationwide.”

    He said that besides the issue of stiff competition with over 200 courier companies, NIPOST is challenged by  an inefficient management structure,  low level investment, especially in ICT, vast but obsolete infrastructure and facilities, poorly motivated workforce, particularly the junior staff, unredeemed pension payments, occasional loss and violation of mail items,  intense competition from alternative courier service providers, unenviable public image as well as  a dysfunctional internal system.

    He, therefore, charged the new management to change the story of NIPOST for the better within the shortest possible period, saying that the ministry of communications would provide the necessary support and encouragement for the new team to succeed in its assignment.

    Specifically, the minister said that the new team should start the job by turning around its postal services, EMS and Courier Services, e-commerce, transport, logistics and parcel services.

    Others areas, he said, include financial inclusion services,  NIPOST Real Estate and Property development services, NIPOST retails and government services, National Addressing Policy and Stamp Duties.

    “This is in addition to creating an enabling and competitive environment where independent regulation will thrive and allow broadening of the scope and depth of services, including productive financial services as agent banking, savings mobilisation, payment and funds transfer system for the entire country through the vast and expanded postal network in well over 2, 500 locations across the country,” said the minister.

  • Buhari appoints Adegbuyi new Post- Master General

    President Muhammadu Buhari, has approved the appointment of Bisi Adegbuyi as Post-Master General/Chief Executive Officer of the Nigeria Postal Services (NIPOST).

    The Director (Press) in the Office of the Secretary to the Government of the Federation (SGF), Bolaji Adebiyi, announced this in a one paragraph statement issued on Tuesday.

    He replaced Enouch Ogun, who was the acting Post Master General.

    Adegbuyi was a former gubernatorial aspirant in Ogun State and a delegate the 2014 National Conference.

  • NIPOST floats e-commerce platform

    The Nigeria Postal Services (NIPOST) has called on Nigerians to make use of its e-commerce platform to conduct businesses and increase their income base.

    The Ekiti Area Postal Manager, Mrs. Ijeoma Akinwumi, who made the call at a briefing to mark the first anniversary of its creation, said the agency also operates e-banking services as part of measures to diversify its operations.

    The NIPOST chief further explained that entrepreneurs can avail themselves of other opportunities offered by the agency which include EMS, haulage and logistics as well as “Post-Cash”, among others.

    Mrs. Akinwumi said many Nigerians have failed to take advantage of some of the newly introduced services by the agency, because they have not tested the effectiveness of these services.

    She, however, appealed to Ekiti State government to assist the agency to complete its administrative office, which is undergoing renovation for efficient service delivery to the people.

    Mrs. Akinwumi said: “The advent of telecommunication in Nigeria has helped Postal Services to diversify its operations extensively.

    “As a result of the coming into operation of telecommunication, we now have e-banking and e-commerce almost in every area of life.

    “When doing e-commerce, you must have a physical place where items can be sent and collected; the Nigeria Postal Services offers this opportunity.”

    Kashamu faults AGF’s directive to EFCC against his firm

    Senator Buruji Kashamu has reacted to the directive by the Attorney General of the Federation (AGF), Abubakar Malami (SAN) for the Economic and Financial Commission (EFCC) to investigate the contractual agreement between his company, Kasmal International Services limited and the Nigerian posta Service (NIPOST).

    Kashamu, in a reaction by his lawyer, Ajibola Oluyede in Abuja Wednesday, argued that the directive amounted to a clear criminal contempt of the Federal High Court which had on the 24th of February 2016 in Suit No. FHC/ABJ/CS/100/2016 made an order restraining the AGF and the EFCC from “from interfering in a purely contractual relationship between Kasmal and NIPOST.”

    He noted that the Federal High Court in its judgments in Suits Nos. FHC/L/CS/1462/2013 (between Kasmal and the 22 Deposit Money Banks – DMBs) and FHC/L/CS/1710/2013 (between KASMAL and the Central Bank  of Nigeria – CBN) had interpreted the Stamp Duties Act LFN 2004 and the NIPOST Act LFN 2004 and found that the Stamp Duties Act made provision for the exemption of certain documents (including receipts for teller deposits and electronic transfers by Deposit Money Banks for sums of 1000 Naira and above) from payment of stamp duties if the documents have affixed to them 50 Naira postage stamps bought from the NIPOST.

    “The two actions were brought by KASMAL as public Interest actions to ensure that the banks remitted the 50 Naira to NIPOST after NIPOST had appointed KASMAL as its agent.

    “NIPOST as a statutory agency with exclusive authority to produce postage stamps in Nigeria has always operated through agents and pays them up to 20% as commission from collections made for sale of postal services including sale of postage stamps. KASMAL’s position is no different from this and it was agreed that if KASMAL could open up this stream of revenue from the DMBs for use of NIPOST postage stamps to denote stamp duties on receipts for teller and electronic transfers, KASMAL would be entitled to N7.50 from every N50 it collected.

    “Although we have no doubt that right minded observers will see the injustice in the move by the AGF’s office to deprive KASMAL of the fruits of its efforts, we believe that the directive by the AGF is mischievous and calculated to bring the judicial process into disrepute. We will bring this unlawful abuse of office to the attention of the court at its next sitting on this matter on the 17th of April 2016,” he said.

    N50 stamp duty: 22 banks take NIPOST to Appeal Court

    A special panel constituted by the President of the Court of Appeal, Justice Zainab Bulkachuwa, will on April 7 hear an appeal filed by 22 commercial banks over an order compelling them to deduct N50 as stamp duty from every transaction worth N1,000 made by their customers.

    The suit challenges a judgment of the Federal High Court delivered by Justice C. J. Aneke, which ordered them to remit to the Nigerian Postal Services (NIPOST) through KASMAL International Services Ltd, the sum of N50 as stamp duty on every transaction from N1, 000 and above.

    The Peoples Democratic Party (PDP) South West leader, Senator Buruji Kashamu, is the Chairman and Chief Executive, KASMAL.

    The five-man panel presided over by Justice Ibrahim Saulawa adjourned the appeal for hearing and for notices to be issued to all parties in the matter.

    At the lower court, KASMAL International Services had in a 32-paragraph affidavit deposed to by Kashamu, urged the court to, among others, order the banks to give effect to the Agency Agreement between it and NIPOST (23rd defendant) as well as the Cooperate Agreement between it and the School of Banking Honours (24th defendant) respectively.

    The banks include: Access Bank Plc, Citibank Nigeria Limited, Diamond Bank Plc, Ecobank Plc, Enterprise Bank Plc, Fidelity Bank, First Bank Nigeria Plc, First Monument Bank Plc and First Inland Bank Plc.

    Others are: Heritage Banking Company Ltd, Mainstreet Bank Ltd, Skye Bank Plc, Stanbic IBTC Bank Ltd, Standard Chartered Bank Plc, Sterling Bank Plc, Union Bank Plc, United Bank of Nigeria Plc, Unity Bank Plc, WEMA Bank Plc, Unity Bank Plc and Zenith Bank Plc.

    Fed Govt shortlists 21 for NIPOST Post Master General

    The Federal Government has shortlisted 21 candidates for the post of the Post Master General of the Nigerian Postal Service (Nipost).

    Minister of Communication Bayo Shittu, who spoke with reporters in Ibadan at the weekend, said NIPOST had become moribund due to the invasion of mobile services.

    He said:” Instead of appointing the next in position to the present Post Master General as the new one, we decided to make the position open to everybody by advertising the position and only 47 candidates applied for it, out of which 21 were short-listed based on merit by the screening panel.

    “We didn’t want the screening to be done by the ministry alone; so, that was why we decided to include the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices Commission (ICPC), Department of State Security (DSS), activists, lawyers, and human rights activists to ensure transparency in the appointment that will be done this week.”

  • NIPOST not for sale, says Fed Govt

    The Federal Government has said it has no plans to either sell NIPOST or hand it over to foreigners as is being insinuated by persons on social media platforms.

    The Minister of Communications Technology, Mr Adebayo Shittu, said rather than sell the outfit or hand it over to foreigners to manage, the vision of the government is to reposition it and transform it into a world class service provider.

    He said: “Our vision of the new NIPOST is a total transformation from being a mono-product service organisation to a one-stop multi-product service provider with the ultimate aim of making it a cash-spinning establishment that can make meaningful contribution to the country’s revenue base.”

    Shittu explained that such transformation will entail diversification of services which will include rendering robust and all-inclusive financial services, utilising post offices across the country for rural telephony services, commercialising NIPOST’s fleet of vehicles, running a Public-Private Partnership (PPP) and expansion of the stamp duties processes among others.

    A statement endorsed by the minister’s Special Assistant (Media), Victor Oluwadamilare explained that the minister, as a true patriot and in line with the transparent policy of the Federal Government, will not be party to any attempt to sell the country’s national institutions and legacies, but would wish to be associated with sustaining them.

    Meanwhile the minister has streamlined the appointments of his aides for effective service delivery.

    They are Messrs Abdullah Adeyanju Binuyo – Special Assistant (Technical); David A. Awotunde – Special Assistant (Admin); and Hon. Razak Bayo Olubodun – Personal Assistant.

    According to  Oluwadamilare, this development which is with immediate effect, is in line with the Federal Government guidelines on the appointment of aides by ministers.
