OAAN throws weight behind proposed Media bill

    • By Afolabi Idowu

The proposed Chartered OOH Media Practitioners Bill, which has gone through the second reading on the floor of the National assembly, has received full support from Outdoor Advertising Association of Nigeria OAAN.

According to the association’s president, Mr. Sola Akinsiku, the bill has become imperative going by the not-too-pleasant fate befalling the OOH sector in Nigeria.

The Association argued that though it never initiated the Bill, which had gone through the second reading on the floor of the national assembly, it is however in its full support; since it will go a long way in enhancing the fortunes of practitioners and the practice, and bring sanity to the out- of -home Advertising ecosystem.

OAAN noted that, when passed into law, the Bill will go a long way in checking destructions, usually meted out to Out-of-Home Media assets in the country, and the bastardisation of the environment, through cluttering.

“For the avoidance of doubts, our Association has unequivocally and unambiguously expressed our support for the Bill, as proposed by the most distinguished Senator Enyinnaya Abaribe Harcourt because we are convinced that the anticipated Charter will promote sanity, excellence and professionalism in the Out-of-Home media ecosystem.

“We believe very strongly that it is in the best interest of our practice and business as well as the industry to have the proposed chartered status. At the least, onslaught against Out-of-Home Media Assets in the country would be protected and bastardisation of the environment with cluttering would stop, the proposed chartered status is meant to bring sanity into the Out-of-Home media ecosystem in the country,” OAAN said in a statement release to journalists recently.

Out-of-Home media assets owners, he stated, continue to grapple with challenges, especially in the hands of government departments that claim to control the practice.

He cited the experiences of practitioners in some states such as Kaduna, Lagos, Abuja and Enugu, where investments running into millions of naira had been lost in the past due to the high-handedness of the regulatory agencies in the states.

“We also know that a lot of charlatans exist in the business. A situation where the number of unregistered billboard owners is far higher than the registered ones is not good for the space. I think the bill is also seeking an end to such practice. Anybody that must practise advertising would have to be certified by the proposed council,” Akinsiku added.

Akinsiku posits that while the Advertising Regulatory Council of Nigeria (ARCON), has been effective in the management of the advertising leg, the non-advertising leg has been a cause of worry and challenge to business sustainability over the years.

  • LASPARK, OAAN reach agreement on ground rent

The Lagos State Parks and Gardens Agency (LASPARK) has reached an agreement with the Outdoor Advertising Association of Nigeria (OAAN) on the payment of ground rent on billboards installed in any of its parks or gardens.

The agreement was reached at a meeting between officials of the association and LASPARK General Manager Mrs. Bilikiss Adebiyi-Abiola at LASPARK’s head office in Agidingbi, Ikeja.

The General Manager, who praised the association for its commitment to paying the ground rent, Said the fee was not an additional charge by the state government as claimed by the association.

“The payment to the Lagos State Signage and Advertising Agency (LASAA) is an advertising permit fee, which is statutory while the charges from LASPARK is purely a fee for placing billboards on the agency’s beautified and landscaped sites,” she explained.

Responding to some issues raised by the association, Adebiyi-Abiola stated that, over the years, the agency’s management had reduced the ground rent twice, hence, asking for further reduction would not be tenable considering the concession the agency had granted  OAAN. Full enforcement for payment of the fee began yesterday.

The GM reminded OAAN that the agency had been magnanimous, noting that the issue had been lingering for the more than two years. Adebiyi-Abiola enjoined OAAN to collaborate more with the agency towards making the environment a better place to live.

The General Secretary of the association, Mr. Femi Ogala, who had earlier sought for justification for the ground rental fee, pleaded with LASPARK to make the fee more affordable for members of the association. Ogala, while thanking the management of LASPARK, promised that the executive would reach out to other members of the association to ensure total compliance with the payment.

He appealed to the agency to always consult the association on all issues that would impact the already existing relationship between the agency and the association.

  • Great expectations ahead of OAAN elections

Come July 26-29, 2017, all roads will lead to Asaba, Delta State capital, as the leading lights of the Outdoor Advertising Association of Nigeria (OAAN), the umbrella body for outdoor media practitioners, converge at the famous oil city for their Annual General Meeting (AGM).

The AGM promises to be different from other AGMs for many reasons. It will prepare the ground for the election of new executive of the over 50-year-old Association.

To this end, the Association recently released the guidelines for the 2017 elective positions including: President, Vice President, General Secretary, Assistant General Secretary, Treasurer, Publicity Secretary and five Ex-Officio members.

Besides, the guidelines state that candidates eligible to contest any of the elective posts are those who have been in the business of advertising, marketing, mass communications or other related field, with at least five years experience as a CEO or Executive Director of a reputable and relevant organisation.

It also mandated that candidates vying for the post of President or Vice President must have served the Executive Council as an elected officer for a minimum of qualitative and cumulative period of four years and that the member-company of the candidate must have outdoor businesses in at least two-thirds of the geo-political zones of Nigeria and must have at least three operational offices in at least three different geo-political zones of Nigeria.

Other eligibility conditions include that candidate contesting for any of the posts must be a full registered member of Advertising Practitioners Council of Nigeria, APCON, and also financially up-to-date, and his or her member-company must not be indebted to the Association beyond a period of 60 days after any subscription due or levy is payable in full.

The guidelines equally state that all candidates shall submit audited accounts and tax clearance certificate in respect of the company he or she represents for the past three financial years and that the representative of the registered financial member-company is eligible to attend and vote.

“The names of approved candidates for election shall be advertised on the Notice Board at the OAAN Secretariat on Friday, 14th July, 2017 during office hours of 8.00 a.m. to 5.00 pm,” the guidelines stated.

“Any objection against the approval of any candidate should be forwarded to the OAAN Secretariat not later than 5.00 p.m. on Monday, 17th July, 2017 for consideration and determination by the electoral Committee,” added in the guideline.”

On what the new executive is expected to focus on, industry players are expecting the new exco to continue from where the present executive led by Tunde Adedoyin will stop. During the last poster award ceremony of the association, the incumbent president decried the current state of the subsector. He seized the opportunity to equally reveal some of the challenges facing the OOH subsector of the Nigerian economy.

Lamenting the effect of the challenges of the industry, the OAAN president said that their dependants as well as those of their employees in their hundreds of thousands are already badly affected.

“Because we are losing businesses, our employees are also at the verge of losing their jobs,” he added.

Envisaging the effect on the Nigerian economy, the OAAN boss stressed that “Outdoor Association of Nigeria are employers of labour. And of the multiplier effects of the emerging scenario is that the already highly populated unemployment environment will become more challenged.”

He therefore, seized the opportunity to plead with governments at all levels to take another look at the existing policies with a view to making the operating environment friendlier for their practice.
