  • Your directive insincere, obas tell Olubadan

    THE war of words between Ibadan first class monarch, the Olubadan of Ibadanland, Oba Saliu Adetunji and members of his Olubadan-in-council again intensified yesterday.

    The Ibadan Obas, comprising members of the Olubadan-in-council and promoted Baales, kicked against the directive of the Olubadan, urging them to drop their crowns and return to the palace.

    The monarchs described the directive as insincere and an aspersion on the review of the laws governing traditional institution in Oyo State.

    The law, they claimed, approves their installation as beaded crown-wearing kings.

    Oba Adetunji had in a reaction to the various accusations levelled against him by the obas asked the Olubadan-in-council members among them to remove their crowns and come back to the palace to perform their roles.

    But, the obas, led by Otun Olubadan, Oba (Dr.) Lekan Balogun, faulted the highly referred monarch.

    They insisted that none of the issues raised in their allegations against the “nefarious activities going on in his palace such as non-screening of prospective Mogajis (family heads) and Baales (village head) by the council before installation; the cash and carry manner by which people now get positions of Mogaji and Baale, leading to the appointment of more than one Mogaji from the same compound and relinquishing of the palace authority to ‘Olori’ (the wife of the monarch) among others have been answered.”

    The obas maintained that events had overtaken the court judgment being referred to, noting that aside the fact that there’s an appeal pending on the same judgment, the issue of review of the traditional law in the state had since become a statewide one, encompassing Ibadan and other cities and towns which till now has not been disputed.

    They also averred that the same reform, which conferred on them the new titles of his royal majesties and highnesses, also elevated the Olubadan to His Imperial Majesty from royal majesty, which the Olubadan proudly adorn.

    The face-off  between the Olubadan of Ibadanland, Oba Saliu Adetunji, and his high chiefs deepened on Tuesday with the first class monarch ordering them to remove their “ illegal crowns.’’

    The Olubadan said that he had no objection to the return of his high chiefs to the palace “ once they remove their illegal crowns.’’

    The News Agency of Nigeria (NAN) reports that the high chiefs had on Monday accused the Olubadan of running a “ one-man-show’’  and disregarding the Olubadan-in-Council.

    The chiefs also accused the monarch of appointing Mogajis (family heads) and Baales (village heads) without consulting the council.

    One of the members of the Olubadan-in-Council and Otun Olubadan, Lekan Balogun, while speaking at a meeting of the council at Mapo Hall in Ibadan said the actions of the Olubadan called for urgent attention to forestall crisis.

    But Adetunji said in a statement issued on Tuesday in Ibadan by his media aide, Adeola Oloko, that he was not responsible in the first instance for the desertion of the palace by the high chiefs.

    The Olubadan urged  the high chiefs  to apologise to the people of Ibadanland in particular and the Yoruba people in general for “ undermining our custom and tradition.’’

    According to him, there is nowhere in Yorubaland where two kings sit inside a palace.

    “Apart from violating our customs and tradition, there is no law that backs the wearing of illegal crowns in Ibadanland,’’ Adetunji said.

    He recalled that he had expected the high chiefs to comply with the Oyo State High Court judgment which declared the state government reform that produced the crowned chiefs as illegal, null, void and of no effect.

    Adetunji stated that contrary to the allegation of the high chiefs, he had done no wrong nor acted illegally at any time.

    According to him, Section 22 (2) of the Chiefs Law, Cap 28 Law of Oyo State 2000 makes the Olubadan the prescribed and consenting authority on all chieftaincy matters in Ibadanland.

    The monarch argued that the Olubadan-in-Council was merely an advisory body without any power. (NAN)

  • Ibadan Obas to Olubadan: you’re denigrating Olubadan stool

    Indication emerged yesterday that the rift between the Olubadan of Ibadan, Oba Saliu Adetunji and the promoted Obas in Ibadanland constituting the Olubadan-in-Council may have further worsened.

    The aggrieved Ibadan Obas accused the Olubadan of denigrating the Olubadan institution by what they described as “illegal practices and apparent lack of regards for the council”.

    The Olubadan-in-Council, speaking through the Otun Olubadan, Oba Lekan Balogun, after a meeting held at Mapo Hall, Ibadan yesterday, said the actions of the paramount ruler called for urgent caution to forestall crisis.

    Oba Balogun, who lamented the crisis within the traditional council since the promotion of the new Obas, said it was sad that the Olubadan is destroying the system that brought him to the throne as a king.

    He said rather than recognise the position of the Olubadan-in-Council, Oba Adetunji conferred the duties of the entire council on one of his wives, who rules by proxy.

    Oba Balogun said: “We want to draw the attention of the people of Ibadan to some irregularities and illegalities embarked upon by the Olubadan. We are members of the Olubadan-in-Council, but we are being sidelined by the Olubadan.

    “Against tradition, Oba Saliu is running a one-man show, disregarding the Council. He appoints Mogajis (family heads) and Baales (village heads) without making any recourse to the council. Most of the things that he does are illegal.

    “For instance, the Olori is not a member of the Olubadan-in-Council but in his own case, the Olori unilaterally takes decisions on his behalf.

    “If Olubadan thinks we do not matter, we also can show that he doesn’t matter without us. He should not forget that when he was to be made the Olubadan, he rose through the council. We (the Olubadan-in-Council) made Olubadan out of him, he did not make us what we are, but we made him the Olubadan.

    “Kabiyesi, Oba Adetunji has turned the institution of Olubadan into personal affairs, which can be run at his wife’s whims and caprices, but which amounts to illegality. Contrary to their belief at the Popoyemoja Palace that Olubadan is an authority unto himself, we are telling the whole world that Olubadan only exists with his council.

    “The danger of what they are doing in the palace has been manifesting in the ridiculous action of appointing two or more Mogajis from the same compound, honouring people with Mogaji title based on friendship as well as ‘cash and carry’ award of Baales to undeserving people.”

    Contributing to the Obas’ submission, Oba Abiodun Kola-Daisi and Oba Hamidu Ajibade said there had been efforts by both individuals and organisations to ensure that peace reigns in the Olubadan-in-Council, but lamented that all such efforts had been scuttled by the wife of Kabiyesi (Olori Rasheedat), who insisted that her husband would not sit with his members of council.

    The Obas warned the newly installed Mogajis and Baales in Ibadan not to see their appointment as legal, saying that “their installations should be backed by the council before being recognized”.

    The aggrieved Obas were installed as crown-wearing Obas by the Subsidiary Legislation of Recognised Chieftaincies (Miscellaneous Provision) order on Page 389 Cap 28 section 1, 2, and 3 of the Chiefs Law of Oyo State.

    With their installation as traditional Obas on August 28, 2017, the members of the Olubadan-in-Council are expected to perform dual roles as lesser Obas and as well perform their roles as the highest advisory body to the Olubadan.

    Among the other Obas in attendance were Oba Eddy Oyewole, Oba Tajudeen Ajibola and Oba Gbadamosi Adebimpe.

  • Olubadan: new Iyalode to be installed soon

    The Olubadan of Ibadanland, Oba Saliu Adetunji, has revealed that the installation of Chief Mrs. Theresa Oyekanmi as the substantive Iyalode of Ibadanland will happen soon.

    A statement by the Personal Assistant and Director of Public Affairs to the palace, Mr Adeola Oloko, said the monarch gave the assurance while welcoming chiefs from the Iyalode line who paid him a surprise visit at his Popoyemoja, Ibadan palace on Thursday. The chiefs visited to know when the new Iyalode would be installed.

    According to Oba Adetunji, there is no doubt that following the death of the former Iyalode, High Chief Aminat Abiodun, on December 8,  2018, and observation of the 41-days mandatory mourning period, the Otun Iyalode, Chief Mrs. Theresa Oyekanmi, is sure to be automatically installed as the new Iyalode of Ibadanland.

    He said: “Everybody knows that our chieftaincy system in Ibadan is based on promotion. Even, the Oyo State Governor, His Excellency, Senator Abiola Ajimobi, has repeatedly said that, the beauty of the Ibadan chieftaincy system is that it is ordered, such that the most senior on the line is automatically qualified for the top job.

    Olubadan Vs Ajimobi tussle: Oyo CJ reassigns case 

    The Chief Judge of Oyo State, Justice Munta Abimbola has re-assigned the case filed by the Olubadan of Ibadan, Oba Saliu Adetunji against the review of the Ibadan Chieftaincy laws by Governor Abiola Ajimobi to another judge.

    The Governor had at the last hearing of the case before Justice Olajumoke Aiki of Court 10, sought the transfer of the case to another judge based on a judgement delivered by the presiding judge on a similar case, which was not in favor of the government.

    The case which was due for ruling on the preliminary objections could not come up, Friday, as many of those who had stormed the Court were disappointed when they had of the development.

    Sources hinted that the case had been transferred to Court 8 of the State High Court presided over by Justice Ogungbola.

    The sources added that the implication of the development was that, the case will now start afresh.

    more so, the case which was supposed to be mentioned Friday morning at the newly reassigned court could also not hold due to what the source described as “some unforseen circumstances” but adjourned till April 3rd, 2018.

    Some of the counsels who were in court confirmed the transfer of the case and expressed confidence in the ability of Justice Adegbola to do justice on the matter.

    The lead counsel to the claimant, Adeniyi Ajewole said his client has no issue with the transfer of the case adding that Oba Adetunji has absolute confidence in the court.

    Court declares Olubadan chieftaincy review null and void

    An Oyo State High Court sitting in Iyaganku, Ibadan, on Friday declared the review of the 1957 Olubadan Chieftaincy Declaration and other Related Chieftaincies Laws in Ibadanland by the Oyo State Government as unconstitutional, illegal, null, void and of no effect.

    The court headed by Justice Olajumoke Aiki delivered the judgment in a case filed by a former governor of the state, Senator Rashidi Ladoja against Governor Abiola Ajimobi and Justice Akintunde Boade, the chairman of the judicial commission of enquiry that reviewed the law.

    Governor Ajimobi had on May 19, 2017 set up a judicial commission of enquiry to review the 1957 Olubadan Chieftaincy Declaration and other Related Chieftaincies laws in Ibadanland.

    Accordingly, a report was submitted by the panel, in August, 2017 and a White Paper on the report was published in the Oyo State Gazette No. 14, Vol. 42 by Authority on August 23, 2017 and the amended declaration on regulating the selection to the Olubadan of Ibadan Chieftaincies and related matters published in the Oyo State Gazette No. 15, Vol.  42 by Authority in Ibadan on August 24, 2017.

    Another government committee was later set up to review the report and recommendations of the committee.

    The process led to the installation of 21 new (obas) kings in Ibadanland on August 27, 2017 at the Mapo Hall Arcade, Ibadan amidst drums and fanfare.

    The 21 new kings comprised eight members of the Olubadan-in-Council elevated from High Chiefs to beaded crown wearing monarchs while the remaining 13 are village heads (Baales) promoted to coronet wearing obas.

    Ladoja, who refused to accept the beaded crown, had filed two cases against the review at the state High Court.

    He jointly filed the initial suit with his immediate senior on the Otun Olubadan chieftaincy line, Oba Lekan Balogun, who is the Otun Olubadan and most senior chief on the Otun line. Balogun backed out of the case later.

    However,  Ladoja filed the second case alone.

    The court, in the judgment held that wearing of beaded crowns are beyond the purview of Sections 10,12 and 25 of the Oyo State Chiefs Law, stating that Section 25 of the chiefs law could not be treated in isolation to the provisions of Parts Two and Three of the Chiefs Laws

    The court also said provisions of Parts Two and Three of the Chiefs Laws, particularly Sections 10, 12 and 25 did not give power to the governor to review the Olubadan chieftaincy declaration.

    The governor, according the court, exercised his power beyond the constitution and the provisions of the chieftaincy laws made by the House of Assembly, adding that a judicial commission of enquiry could not amend or further amend, review or further review the chieftaincy declaration.

    Counsel to Ajimobi, Mr.  Nurudeen Adegboye, in an interview with journalists after the judgment said: “The judge has invested a lot of effort, energy and precious judicial time on the judgment. Though we hold a different view from that of the judge or the court, the court’s view is the one that is binding.

    “So, we have applied for the copy of the judgment. We will look at it again and based on the instruction of our client, because it is our client that has the right to appeal or not. If he gives us the instruction or if he feels he wants to accept the judgment, it is left to him.”

    Olubadan loses senior wife

    The Olubadan of Ibadanland, Oba Saliu Adetunji, has lost his senior wife, Olori Kudirat Aduke Adetunji.

    Kudirat died early Thursday morning at the age of 71.

    The deceased married Oba Adetunji in Ibadan 53 years aja of Bolade Market in Oshodi, Lagos.

    Olori Kudirat moved with the monarch to Lagos early in their marriage to co- run his music production business.

    She was a prominent figure in the Omo Aje Records until Adetunji’s enthronement as the Olubadan in 2016.

    She will be buried at 4:00 p.m. on Thursday at the Popoyemoja, Ibadan palace of the Olubadan.

    She is survived by her husband, many children and grand-children.

    In his condolence message to the Olubadan, Oyo State Governor, Abiola Ajimobi, described the Olori’s death as unfortunate and disheartening.

    The governor, in a statement issued by his Special Adviser on Communication and Strategy, Mr. Yomi Layinka, said: “I am greatly saddened by the passing away of Olori Kudirah. It is very unfortunate and disheartening, especially because we were still together with Kabiyesi and the royal retinue at the Chief of Army Staff conference, held in Ibadan, last week.

    “Her death is indeed a big loss, not only to our father, the Olubadan, His Imperial Majesty, Oba Saliu Adetunji, but also, to the entire people of Ibadan land. May the Almighty grant Kabiyesi, mama’s children and loved ones the fortitude to bear this great loss.

    “I enjoin the good people of Oyo State to join me in praying for the repose of her gentle soul and may Allah grant her the highest place in Jannah.”

    Oluwo of Iwoland, Oba AbdulRasheed Akanbi, on Wednesday said that the ongoing face-off between the Olubadan of Ibadanland, Oba Saliu Adetunji and the state government would soon be resolved.

    The monarch spoke after a close-door meeting with Gov. Abiola Ajimobi at the Government House, Ibadan.

    The News Agency of Nigeria (NAN) reports that Akanbi led 11 “Beaded Crown” Obas from Iwoland to the meeting.

    Akanbi said he had spoken with the Olubadan on the crisis, and the discussion with the governor on Wednesday showed that the issue would soon be resolved.

    He said that the governor had displayed high level of courtesy and respect for traditional institutions, particularly that of the Olubadan.

    The monarch said that Ajimobi had insisted that the Olubadan was more like a father to him and should be highly respected.

    NAN recalls that the state government had, on Aug. 27, elevated and installed 21 new Obas in Ibadan, the state capital.

    The elevation and installation of the 21 Obas had generated heat, which led to a face-off between the state government and the Olubadan.

    The ruling All Progressives Congress (APC) in Oyo State has attributed the crisis on the review of the Ibadan Chieftaincy Law to the alleged ambition of former Governor Rashidi Ladoja.

    The party said the former governor was allegedly taking advantage of the situation to broaden his personal interest and fight a needless war with his perceived political adversaries.

    In a statement yesterday in Ibadan, the state capital, by its Public Relations Officer, Mr. Olawale Sadare, APC condemned Ladoja’s alleged role in the organisation and the violence that followed the installation of some village heads (baales) and family heads (mogajis) at the Popoyemoja palace of the Olubadan of Ibadan, Oba Saliu Adetunji, on Monday.

    The statement reads: “It is most unfortunate to discover that a former number one citizen of a state like Oyo, who doubles as an Ibadan high chief, would not mind subjecting the state to another social unrest just to satisfy his own whims and caprices. Senator Rashidi Ladoja has a known history of instigating resentment against people, government and institutions to derive some personal benefits, as he did in 2002/2003 against the government of late Alhaji Lam Adesina.

    “This time, he is up again to fight his way back to the Agodi Government House, after he tried and failed twice in 2011 and 2015. At 73, one wonders why Ladoja would start up many fights on many fronts only when another general election was approaching, if not that he has his eyes on contesting election. As he is struggling to dislodge original members of the Peoples Democratic Party (PDP) in the state and usurp the party’s structure, Ladoja is also waging a war against the APC government of Senator Abiola Ajimobi and he has just discovered a tool in the Olubadan palace.

    “The Monday violence at Popoyemoja was a script written by Ladoja and his supporters to either whip up sentiment against the government and other members of the Olubadan-in-Council or deal with some characters within the ill-conceived political re-alignment, those who could stand on Ladoja’s way towards taking full control of the PDP. But we would like to urge relevant security agencies to do the needful by unravelling the mystery surrounding the unfortunate incident.

    “There are many questions begging for answers: when did Ladoja become so over-bearing on the palace that he would now dictate who to be installed as what by the kabiyesi and even choose his birthday for such event? Why was it that he arranged for the presence of his loyalists, like Senator Olufemi Lanlehin at the palace with whom he hid somewhere until after the ‘invading gunmen’ finished their attacks?

    “More importantly, the public should be informed that the protests against the recent chieftaincy law review have largely come from politicians who are sympathetic to Ladoja’s cause and their supporters. However, we call on Oba Saliu Adetunji to checkmate some unscrupulous politicians who lurk around and use the palace to fight political war since he would forever remain a father to all and sundry, irrespective of individuals’ political and religious beliefs.”

    Following the attack on the Popoyemoja Palace of the Olubadan of Ibadanland, Oba Saliu Adetunji, Oyo State Governor Abiola Ajimobi Tuesday summoned an emergency meeting of the state security council to address the matter to address the matter.

    The meeting which had in attendance, the General Officer Commanding, 2 Division, Nigerian Army, Ibadan; Commissioner of Police at the state command; Director of Department of State Services; State Commandant, Nigeria Security and Civil Defence Corps and heads of other security agencies in the state.

    But, The Assistant Inspector-General of Police (AIG) in charge of Zone 11, Mr. Agboola Oshodi-Glover, earlier in the day vowed that the five gunmen who shot sporadically at the palace of the Olubadan, during the installation of Baales (village heads) will soon be fished out and taken to court for proper justice.

    The Police boss who is in charge of Oyo, Osun and Ondo States also assured that security will be beefed up around the palace.

    Oshodi-Glover spoke Tuesday while playing a courtesy visit on the Olubadan in company of the Oyo State Commissioner of Police, Mr Abiodun Odude and other top police officers in the Zone in respect of the shooting incident.

    Acknowledging that the security operatives never got a hint on the planned attacked pointing out that, having the information would have helped the security operatives to keep the attackers off. He added that, with the incident, the police will investigate the matter thoroughly and leave no stone unturned.

    He said: “Definitely, security will be beefed up around the palace and more importantly, those miscreants who did that will be fished out and will be taken to court for proper justice to take its cause.

    “I don’t know any news behind the news on this matter. But we are going to investigate what happened. If we knew the news behind the news, the gunmen would not even get close to the palace. Now that we have known, we would do everything possible and no stone would be left unturned.

    While assuring the people of the state that the police is high on alert to ensure the safety of lives and property, the police boss appealed to the people who have information on the identity of the unidentified gunmen to make same available to the police so as to fast track getting to the root of the matter.

    “The policemen are on high alert and citizens should be rest assured that they are safe. We are also calling on the citizens, who saw what happened and who have information to let the police have them towards helping us in getting into the root of all these.

    “The steps the police are taking will make all and sundry to be happy. The Yoruba tradition must be respected and respect must be accorded to the people and institutions that deserve it.  The hoodlums are hereby warned to desist from unruly behaviour. Those that perpetrated the invasion, we are going to make sure that we get them”, Oshodi-Glover assured.

    Addressing the visitor, the monarch who expresses happiness at the visit and the decision of the police boss to do on the spot assessment of the situation.

    Oba Adetunji, who described the Monday incident as shocking maintained that his decision to install the minor chiefs was within the ambit of the chieftaincy laws pointing out that the arm of government that is saddled with the responsibility to challenge the authority of Olubadan in respect of installation is the court, and not anybody or any threat from anyone whosoever.

    While assuring that the Palace will make available anything or information needed by the police during its investigation, the monarch maintained that the central figure in the Olubadan chieftaincy position is the Olubadan himself as the Olubadan-in-Council is just an advisory body and not a legal entity.

    Olubadan said, “I am very happy to welcome you.  What the police should do is what you have done. When you heard of security issue in the palace, the first thing us to come as you have done to see things for yourself.

    “As a monarch of no mean repute, we are irrevocably committed to the protection of lives and property at all times, and we are irrevocably committed to a collaborative effort with the Nigeria Police Force to ensure peace and harmony.

    “What happened on Monday was very shocking, to say the least, because by choosing to confer minor chieftaincies like Mogaji and Baale on deserving individuals, is within the ambit of the chieftaincy laws. The central figure in that chieftaincy position is the Olubadan. Olubadan-in-Council is just an advisory body, it is not a legal entity.

    “Therefore, whether the Olubadan does it or not, it is not questionable. The arm of government that is saddled with the responsibility to challenge the authority of Olubadan in respect of installation is the court, and not anybody or any threat from anyone. Anything you need concerning your investigation will be done for you.

    “What I want people to know is that whatever anybody does, he does it for himself. Whoever refuses to do the right thing is doing it for himself. Whatever position that we are today, so many people had been there in the past, at a time we have not occupied the position and we did not even know we would get there.

    “But today, we are occupying the positions, who knows who will be there tomorrow? The fact that we don’t know who will be there tomorrow should send a note of caution to us that we must be wary of whatever we do with the positions. What will people remember you for when you are no longer on the position? I am using this medium to urge all and sundry to endeavour to do the right thing.”

    Addressing the press after the State Exco Security Council meeting, the Special Adviser to the Governor on Security, Mr. Segun Abolarinwa condemned the attack on the palace of the foremost monarch, describing it as barbaric, condemnable and unacceptable, noting that the suspected hoodlums must have acted on the instructions of some failed politicians who are trying to exploit the traditional institution to stage a comeback and return Oyo State to the inglorious days of violence, brigandage, killings and arson.

    The briefing also had in attendance, the Commissioner of Information, Culture and Tourism, Mr. Toye Arulogun, the Governors Special Adviser on communication and Strategy, Mr. Yomi Layinka, the Senior Special Assistance to the Governor on Print Media, Mr. Wale Sadeeq and a Senior Special Assistance to the Governor on Broadcast and Print Media, Mr. Akin Oyedele.

    Assuring that, the government shall not allow anyone or group, irrespective of status, religious or political leaning, to take the state back to the days of when Ibadan earned the uneviable tag of a garrison command through the unscrupulous activities of incorrigible elements, Abolarinwa recalled that the government had warned during the installation ceremony of the 21 obas on August 27 that the Olubadan’s palace and the revered traditional institution risk being used as staging post for the nefarious activities of failed politicians.

    He said: “The attack on the palace of the Olubadan of Ibadanland, His imperial Majesty, Oba Saliu Adetunji, by gunmen on Monday is barbaric, condemnable and unacceptable. The suspected hoodlums must have acted on the instructions of some failed politicians who are trying to exploit the traditional institution to stage a comeback and return Oyo State to the inglorious days of violence, brigandage, killings and arson.

    “We shall not allow anyone or group, irrespective of status, religious or political leaning, to take to the days of when Ibadan earned the uneviable tag of a garrison command through the unscrupulous activities of incorrigible elements. I had warned during the installation ceremony of our obas on August 27 that the Olubadan palace and our revered traditional institution risk being used as staging post for the nefarious activities of failed politicians.

    “Meanwhile, we suspect that some opposition political parties and retrogressive individuals must have now found sanctuary in the hallowed palace of the Olubadan to resurrect their faded careers. Their plan is to disrupt the peace and tranquility that we have worked hard to enthrone and enjoyed in the last six years.

My appeal to our Baba, the Kabiyesi, is to be wary of the antics of those who may wish to exploit his warmness and accommodating posturing to foment trouble. A word is enough for the wise.”

    Responding to question from reporters, Layinka assured that the governor will not allow the cordiality between himself and the Olubadan be truncated or jeopardized by any individual, adding that the government is not ruling out the possibility of a visit on the monarch anytime soon.
