    Obiano’s wife donates delivery kits

    The wife of Anambra State governor, Mrs. Ebelech-ukwu Obiano has continued her tour of communities in the state with delivery of free kits for expectant mothers.

    The packs were handed out to 10 expectant mothers at Ezinifite, Nnewi South Local Government Area, one of the five communities she visited.

    Other communities where the kits were distributed were Ebenator, Ukpor, Osumenyi, and Akwaihedi.

    Speaking while handing out the kits to the women, Mrs. Obiano stated that no woman should be exposed ýto unsafe delivery due to lack of basic sterilised equipment in the rural communities.

    She said, “My NGO, Caring Family Enhancement Initiative (CAFE), decided to use the opportunity of this tour to reach out to pregnant women to ensure that they observe necessary antenatal visits and have the Mama kits ready and handy on their Expected Delivery Date.”

    “We are grateful to our donors GEANCO Foundation, a US based organization which made it possible for us to get this modern kit to assist us in promoting safe delivery as a means of reducing high maternal mortality rate in our state and country”

    She told the women that her husband, Governor Willie Obiano treats the welfare of women as priority and does not want to hear that any woman could not deliver safely in any part of the state.

    “I am supporting the effort of our governor in promoting the health and safe delivery of pregnant mothers by giving them these delivery kits and each pack contains all the tools for safe delivery”

    “I want you to keep the kit inside your packed bag unopened to avoid contamination until it is handed over to the Nurse whenever you enter labour.”

    One of the expectant mothers at Ezinifite, Mrs. Chizoba Obiakor thanked the wife of the governor for the gift and for giving women in Anambra a sense of belonging in many ways.

    Each Mama Kit pack contains sterile scalpel, OB pad, pair of non- latex gloves and 4×4’’ gauze, Sterile Bulb Syringe, Sterile Umbilical Clamps, Plastic Underpad, Receiving Blanket, Non-Woven Towels, BZK Towelette, Plastic Placenta Bag, Plastic Apron, Twist Ties, Trash Bag, and Apgar Scoring Chart.

    Nwoye: Why I’m challenging Obiano

    Hon. Tony Nwoye represents Anambra East and West Constituency in the House of Respresentatives. He is also a former National President of the National Association of Nigerian Students (NANS). In this interview with reporters in Awka, the Anambra State capital, Nwoye, who dumped the Peoples Democratic Party (PDP) for the All Progressives Congress (APC) eight months ago, speaks about his governorship ambition. NWANOSIKE ONU was there.

    How has it been at the National Assembly?
    We have started working seriously on the budget. We are going to add more money on the N14 billion already budgeted for the Second Niger Bridge. I personally ensured that the Enugu-Onitsha, especially the Umunya axis, was captured on the 2017 budget. I am happy that about N8 billion will be appropriated for Anambra section of the road this year. This is a road that had claimed many lives. This is a road that different administrations in the past had campaigned with and did not do anything. The same applies to Anam-Kogi federal road, which is in my constituency. If completed, it will positively impact on the lives of Anambra W3.3.3.333333333est people. I thank God that through the efforts of the chairman of Works Committee, which I am a member, N1 billion has been earmarked for its construction after it was abandoned for over five years. These things would not have been possible if we are not in the APC. Also, my town, Nsugbe, by this March will have most of the roads captured in the budget and they will all be tarred. That is what we call democracy dividend. We are also optimistic that after President Buhari would have completed his second tenure, an Igbo man would become the president of Nigeria.
    Do you support the idea of changing your party’s state executive?
    I don’t support changing anybody. Some people are saying that Tony Nwoye was of the PDP and should not contribute much now. Yes, we were with the PDP yesterday, but we have moved to the APC with all our supporters. The PDP was a party where I was the state chairman, the House of Representatives candidate twice and senatorial candidate. So, I won’t criticise unduly. But, the truth of the matter is that we entered the APC and met the structure on ground. My position is that those officers have been there and should not be changed. Let us allow them to finish their tenure. When their tenure elapses, most of them may even return. So, why are we changing them? These officers are from Anambra and have not benefited much from the party. So, we should support them. I will personally resist any move to change them. If I were to be selfish I would clamour for their removal, so that I will put my people who came with me from the PDP. But, these are people who have been labouring to keep the party together.
    Don’t you think the influx of PDP members in APC will cause trouble in the party?
    No, it would not, because the PDP problem was self induced. The problem was caused by the PDP national leadership. The then PDP Federal Government did not want the PDP to win election in Anambra, because they were supporting APGA to please the then Governor Peter Obi. So, they used few Anambra people to create problem in the PDP. This time around, I believe that the more the merrier. Let more PDP people move into the APC. I believe the APC primary will be free and fair and whoever wins will enjoy the support of others. So, I don’t see what happened in the PDP repeating itself in the APC, which is a disciplined and focused party.
    There are indications that you contesting for the governorship against your brother, Obiano…
    Yes, I am running, but I have not formally declared yet; I will do that in due course. I have consulted widely, but I need to consult more with stakeholders and youths and religious leaders; you know I was a one-time National President of the National Association of Nigerian Students (NANS). As long as there is life, I will contest. The only thing that will stop me from contesting is death. I won’t contest based on zoning. I will contest, because I want to bring a change. I want to put food on the tables of the oppressed people of this state, whose local government funds are being deducted with impunity by the APGA-led government. It did not start today. It started in 2005 with impunity, without caring for the welfare of the people. That is why there is so much hunger in all nooks and crannies of the state. I remember the era of zero allocation at the local government level, yet they were doing things that people could see. Councilors were doing minor developments in their wards, but they cannot do it today because the state government is siphoning their funds.
    In fairness, it did not start with Obiano. In fact, that is going to form the crux of our campaign, because we want to change that bad system. The money for the local government should be used to the benefit of the down-trodden. Our campaign will be a mass movement. The APGA people have been dishing out propaganda that the APC is not for Igbo people. When we get to the field, we will tell our people that it is about the individual. Let them stop using APGA. They have used APGA enough to rob Igbos. If APGA is truly an Igbo party, why is it that up till now, it is only in Anambra State? Why is it that in the National Assembly, only two members represented APGA and out of the 109 senators, none was an APGA member? Why is it that since the time of Ojukwu who is the symbol of APGA, they could not win one single state outside Anambra? They have been using it to hold our people down; to siphon our money and we must stop it.
    But with Obiano on the saddle how do you rate your chances?
    Power belongs to God. When I ran for 2011 election, I won massively here. They did not allow me to enter. The same forces said Tony Nwoye should not be sworn in at the House of Representatives and I said no problem. In 2013, I ran for governor and won the PDP ticket, the same forces used Jonathan, the former president, to support APGA. Jonathan did not know Obiano, but he was trying to please Peter Obi. A lot of things happened. They kept me in court and used the then INEC chairman to ensure that I did not campaign because they said I did not pay my tax on time. Less than 11 days to the election, they said I should campaign and it was so late. The aim was to make my supporters to support the APGA candidate, knowing that I am from the same local government with Obiano who later became governor. God gave him power because He is the only one that gives power. Obiano is my brother and ordinarily I am not supported to challenge him because we come from the save clan, but he has failed our people. This is a man who has not put a project of N10000 in my town, apart from the so-called N20 million he gave to every town. And in my town, we are supposed to have benefited from projects worth N350 million because we have calculated what should be our share from the local government allocation since he was sworn in as governor. We are not even talking of allocation from the Federation Account. So how can we not challenge him?
    For this House of Reps where I am, they nearly killed meat the collation center. They stopped results from my town from being added. He brought a candidate from Anambra West and out of 10 electoral wards, I won him in eight. They did everything to stop me and I went to court and the court gave me victory and that is why I am still here. Despite the fact that they added all the results they wrote in Aguleri, today I am in the House of Reps to the glory of God. If God says he will continue to be governor, he will be. But if he is doing well, why should Chinedu Idigo from the same Aguleri, his town, who was chairman of his inauguration committee, be running for governor under PDP? Where is Chinedu in government even? Anambra will decide whether he has done well or not during the next election.
    We have waited for him to come and execute projects in my town, but he has failed to do so. The only tarred road here is the one done by former governor Peter Obi because he signed an undertaking with us that we would support him if he did the road. But my own brother is the governor and he has not done a single project in my town.

    Obiano commiserates with Ayade, Cross River on tragedy

    The Governor of Anambra State, Chief Willie Obiano, has sent a condolence message to the Governor of Cross River State, Prof. Ben Ayade and the good people of Cross River State over the tragic death of football fans who lost their lives at a soccer viewing centre.

    A high tension electric cable reportedly fell on the roof of the building housing the viewing centre in Calabar on Thursday night.

    Expressing a deep sense of sorrow, Governor Obiano, who spoke through James Eze, his Senior Special Assistant on Media, said the news of the tragedy came as a shock to him.

    “There are certain things that paralyse me with shock. The news of many young people dying at the same time always leaves me in shock. This is one incident that will fill us all with a deep sense of loss for a very long time,” Obiano said.

    Expressing his “deepest condolences” to Governor Ayade and all Cross Riverians, he said: “My thoughts and prayers are with you in this dark hour when everything seems to dissolve into strands of questions that have no easy answers.

    “Moments like this do not lend themselves to easy explanations, but they simply remind us of the ephemeral nature of life and the importance of living in peace and harmony with our neighbours and devoting more time to the service of God.”

    Governor Obiano therefore urged families that lost loved ones in the tragedy to keep looking unto Jesus, the author and finisher of the faith of all believers, assuring them that grief may tarry for a night but joy comes in the morning.

    The causalities of the Calabar tragedy were reported to have lost their lives while enjoying a quarter-final UEFA Europa League match between Manchester United of England and Anderlecht FC of Belgium at a viewing centre.

  • Obiano gets Fellowship award

    Anambra State Governor Willie Obiano has been conferred with the Fellowship award of the Federal College of Education (Technical) in Umunze.

    The governor received the award during the 23rd convocation of the institution, where no fewer than 2,058 graduands were awarded National Certificate in Education (NCE) and Professional Diploma in Education (PDE).

    The award, the management said, was presented to people who distinguish themselves in service.

    The Provost, Prof Josephat Ogbuagu, said the award was bestowed on Obiano in recognition of his education policies.

    The Visitor to the college and Minister of Education, Mallam Adamu Adamu, represented by the Executive Secretary of National Commission for Colleges of Education (NCCE), Prof Muhammadu Bappa-Aliyu, congratulated the graduates, urging them to justify their training by practising teaching  with passion and enthusiasm.

    He said: “As graduates of technical education, you have key roles to play in the nation’s effort towards technological growth. Your task is to diligently put what you have learnt in the college into practice for the benefit of students, whom you will be teaching, and for the benefit of the society. You will be justifying the huge investment made by your parents and the government.”

    The minister’s representative praised the management for the college’s growth, which he said, was evident in the increase in number of its academic programmes and the attainment of uninterrupted session in the last seven years.

    Bappa-Aliyu said the government planned to upgrade Colleges of Education across the country to train mid-level technical manpower, adding that discussion was ongoing with stakeholders to achieve the aim.

    Ogbuagu said he embarked on staff development, students’ welfare and upgrade of infrastructure as his roadmap towards realising the college’s mandate of equipping students with technical, vocational and scientific knowledge.

    He said: “You will recall that I promised to transform the college through re-engineering, re-positioning and restructuring.I promised to raise a committee to make the college a degree-awarding institution. I feel proud to say the college runs 14 degree programme in affiliation with the Nnamdi Azikiwe University in Awka.”

    Ogbuagu said the affiliation programmes strengthened the NCE programmes. According to him, students have opportunities to further their studies at the affiliated schools after their graduation.

    He said: “Let me also state here that running the degree programmes, alongside the NCE’s, has increased students’ enrolment and improved the competitive of the college.”

    Obiano thanked the college for the honour. He said education remains a critical policy of his administration in engaging the youth and optimising their potential.

    He urged the graduates to take advantage of the skills acquisition programmes of his administration to train emerging entrepreneurs in wealth creation.

  • Obiano, Soludo and Anambra State

    Chukwuma Charles Soludo was the guest lecturer in Awka during the 3rd Anniversary of the inception of the Willie Obiano Administration. The renowned economist’s magisterial presentation was laced with numerous economic, political and social nuggets, all of which boiled down to his unequivocal endorsement of Governor Willie Obiano for a second term of office. His views make sustained interrogation imperative. But, some background information is apposite.
    Professor Soludo is far from the first Anambra personage to endorse Governor Obiano’s bid for a second tenure as Governor of Anambra State. The impressive list contains such names as Dr. Chukwuemeka Ezeife, the first civilian governor of the new Anambra State; Dame Virgy Etiaba, a former Governor of Anambra State, and Chief Emeka Sibeudu, who was Deputy Governor to Mr. Peter Obi. Others include Senators Ben Ndi Obi, Annie Okonkwo and Emma Anosike, none of whom is of Governor Obiano’s ruling All Progressives Grand Alliance (APGA), as well as Dr. Oby Ezekwesili, the former Nigerian Education Minister. Elder statesmen like Chief Alex Ekwueme, a former Vice-President of Nigeria, and Chief Emeka Anyaoku, the former Commonwealth Secretary-General, have equally thrown their lot with Governor Obiano. Non-politicians like Dr. Cosmas Maduka, the versatile industrialist, and Chief Innocent Chukwuma of Innoson Car manufacturers have equally given Governor Obiano the thumbs up.
    Indeed, the support for an Obiano second term is gradually becoming a movement. It has gone beyond personalities and attracted the remarkable attention of groups that cut across socio-political, religious, and professional divides. In this category are to be found the Anambra North Peoples Assembly (ANPA); the Old Aguata Union (OAU); the Federation of Old Nnewi Division (FOND); the Anambra State Association of Town Unions (ASATU) and the Anambra State Markets Amalgamated Traders Association, (ASMATA).Yet, that is not all because the Anambra State branches of Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC); the Anambra State Traditional Rulers Council; the Traditional Prime Ministers Council, the Anambra State branch of Southeast Women of Substance and the United Anambra Youths Assembly have equally endorsed Governor Obiano to continue with his exemplary leadership.
    All the endorsements are held by one powerful bond – the fact that Governor Willie Obiano has acquitted himself creditably in the onerous responsibility of directing the affairs of Anambra State. In unison they sing the joyous song of his achievements: Obiano has made Anambra the safest state in the country. He has transformed the Awka capital territory from a provincial enclave to a worthy state capital. He has revolutionised agriculture, making Anambra a rice-producing state of note and a leader in dairy farming. He has sustained the prompt and regular payment of salaries, gratuities and pensions. He has displayed an uncommon sense of empathy for the sensibilities and sensitivities of Ndi Anambra. For these and many other reasons, they have taken the attitude that a second term is the appropriate reward for Obiano’s services to his people.
    Professor Soludo was even more pertinent in his Anniversary Lecture. Said he: “For Governor Obiano…this third anniversary must be time to thank God for His mercies – for survival and progress! Let the truth be told: in the context of Nigeria’s situation over the last three years, and in comparison with other states, or even in comparison with past governors in their first three years, Governor Obiano has without question done very well.” A logical question should follow the above assertion. How do you treat someone who has “done very well”? Of course, you ask them to continue with their good work.
    This was how Soludo put it: “So, why mend it if it is not broken? This is a time of crisis and you don’t change the General in the middle of a war, especially the General that has led you through successes in battles. We have learnt useful lessons from the past and must now forge new elite cohesion and consensus. Let Anambra export a rare form of statesmanship politics. Can we then implore most of the contestants to rather deploy the billions of Naira they would soon waste on the campaign trail into building medium scale industries in the state? That way, even the politicians would be adding to the burgeoning start-up companies, and creating high value-adding jobs! There will be vacancy at Government House after the next four years, and anyone can contest. In the meantime, the Working Willie as our chief servant can continue to serve and lead Anambra as a truly emerging start-up state, while we, the people, collectively support and drive the investment boom!”
    In joining patriotic Ndi Anambra to endorse Governor Obiano for a second term, Professor Soludo did not discount the hurdles along the way. Foremost among them is the contingency of unscrupulous politicians using the “Federal might” to negate the people’s choice: “Obviously, we expect candidates from other political parties to contest the election. That is their prerogative under a democracy. Of course, there are many reasons why people run for office. But the argument that Ndigbo or Ndi Anambra need to belong to PDP or APC in order to be “connected to the national grid” is a false argument. I once thought the same way. But evidence since 1999 has shown that there is no special advantage to any state government simply because the governor belongs to the same party as the President (except perhaps 10-30 persons that might be appointed to some federal positions). That is an elite talk, an elite game for the elite interest! Or perhaps some might join a political party so that the federal authorities might deploy the armed forces and INEC to write election results for them. It has nothing to do with the people and their welfare, period!”
    Without question, the greatest challenge facing Ndi Anambra today is how to thwart political charlatans who, in a bid to grab power, will seek to sow death and destruction where Governor Obiano has instituted peace and stability. How do the people ensure that the INEC, the Armed Forces, the Police and other security agencies are not deployed, against their oaths of office, to manipulate the November governorship ballot? If Ndi Anambra are allowed the free choice of who governs them; if external forces who give no damn whether Anambra is swallowed by hell fire or high waters, do not impose bloodshed and injustice on a peaceful people because of hunger for naked power, the thrust of Professor Soludo’s anniversary lecture will gain traction and Anambra State will be all the better for it.
    Soludo’s lecture was entitled Anambra: An Emerging Start-up State And Our Collective Challenge. Its central message is that Anambra’s affairs are currently in the hands of a dedicated and visionary Governor. The way Governor Obiano articulates his vision is this: APGA has been in power in Anambra State for 11 years. The party requires a new electoral mandate to consolidate on its legacy, and to replicate the economic miracles of the Asian Tigers and “Israel, Anglo-Americans, Indians and Chinese” of Soludo’s citation, who built virile economies over decades.

    In this piece, Dr Peter Ekweme states that the pedegree of the aspirants will determine how far they can go in the party primaries and the governorship election in Anambra State.

    It is laughable that rivals could resort to the gutter to press against the front line governorship aspirant for the upcoming Anambra State gubernatorial election, Comrade Dr Tony Okey Nwoye. The online rant by one Aniagbaso is even more so.

    In this era of social media, misfits sit in the dark corners of their dark rooms and from their disturbed dark minds spew forth unfounded lies which the undiscerning and unsuspecting can fall for, hence my decision to put down these clarifications for record purposes as a concerned citizen of Anambra State who has a duty of patriotism to tell the truth as he knows it.

    Firstly, only the uninformed will consider that crap about Tony ever being linked to the horrible murder of Barrister Igwe and his wife. As at that time, young Tony was still far away from Anambra State politics. He was not even remotely involved. For such a high profile case, it is instructive that NEVER had Tony’s name ever been linked to that despicable crime. And he has run for the House of Representatives twice and was the governorship candidate of a major political party. Not once did this come up! The little matter of the confessant not being able to correctly name such a close buddy, consistently writing ‘Nwonye’ instead of ‘Nwoye’ readily gives the faceless con artist away for what he is – a very cheap scammer.

    But the one that takes the cake in that incongruous litany of fables is the allegation that Tony Nwoye belonged to a cult group while in school. Nothing can be further from the truth. Tony Nwoye had his university education in University of Nigeria (both Nsukka and Enugu campuses), and Ebonyi State University, Abakaliki. These are public institutions whose records the public can readily avail themselves of. Not for once was he ever accused from any quarters of belonging to a cult group. Not even the authorities he severally stood up against could trump up such charges against him.

    The records of the universities’ security departments can readily be referred to and cross checked for this. Those at the helm of the schools he attended are all still alive and can be reached to get a clarification on Tony’s antecedents in school, even a characterisation of his persona. Tony NEVER was a member of any cult group! If anything, he deployed his time as a student leader both at the Enugu campus of UNN and much latter, at the national level (NANS) to campaign against cultism and campus violence. The records are there for those interested in truth and facts!

    The other frivolities of kidnap, arson and their likes do not deserve any serious response. Anyone who knows Tony Nwoye can attest to the fact that his humaneness and innate detest for any form of oppression, repression and impugning on human dignity will never let him get involved in such acts. By his very nature, the Tony Nwoye I know so well simply cannot descend that low. I was in College of Medicine, University of Nigeria with Tony Nwoye at about the same time (I was a class ahead of him). We were active in the politics of University of Nigeria Medical Students Association (UNMSA). We were together in the Students Union Government House of Representatives. We even contested against each other for the Speakership of the SUG House of Representatives.

    It is the stock in trade of dirty politics to try to impugn the character of adversaries but there is limit below which any self respecting politician should never descend. Fabrication of such wicked outright lies against an opponent this early in the contest will do the fabricator no good. The candidates should stick to issues, and there are many! We want to hear of their solutions to the myriads of problems confronting our dear state, Anambra. We want to hear of their strides in their former or present positions towards improving the lot of the common Anambra man. They may do well to provide us with verifiable accounts of their personal efforts in their personal capacities towards alleviating the suffering of private citizens of Anambra – the indigent, the unemployed, the widows, the orphans, downtrodden women and neglected children.

    We want plans, initiatives, strategies and policy proposals; not poorly crafted lies,  baseless propaganda and cheap blackmails. That crap by the faceless Anagbaso belongs to the latter. Because it is incoherent, facts challenged and downright pedestrian, it is, as Shakespeare would say, nothing but *”a tale told by an idiot – full of sound and fury but signifying nothing.”*

    It shall be well with Anambra State.

    Indeed, it MUST be well with Anambra state.

Fabrication of such wicked outright lies against an opponent this early in the contest will do the fabricator no good. The candidates should stick to issues, and there are many! We want to hear of their solutions to the myriads of problems confronting our dear state, Anambra. We want to hear of their strides in their former or present positions towards improving the lot of the common Anambra man. They may do well to provide us with verifiable accounts of their personal efforts in their personal capacities towards alleviating the suffering of private citizens of Anambra – the indigent, the unemployed, the widows, the orphans, downtrodden women and neglected children.
    We want plans, initiatives, strategies and policy proposals; not poorly crafted lies,  baseless propaganda and cheap blackmails. That crap by the faceless Anagbaso belongs to the latter. Because it is incoherent, facts challenged and downright pedestrian, it is, as Shakespeare would say, nothing but *”a tale told by an idiot – full of sound and fury but signifying nothing.”*
    It shall be well with Anambra State.
    Indeed, it MUST be well with Anambra state.

  • Land dispute: community petitions Obiano, DSS

    A community in Anambra State has petitioned Governor Willie Obiano and the Department of State Service (DSS) over a land tussle between it and another community.

    The Umuawo community, Nando, in Anambra East Local Government Area of the state, also petitioned the Registrar, Court of Appeal Enugu, and Chairman, State Boundary Committee and member representing Anambra East and West Federal Constituency.

    The petition, signed on behalf of the community by their lawyer, I. Nsofor, was based on the land dispute between Umuawo and Abube-Agu communities which is still pending at the Appeal Court.

    Umuawo community had warned the boundary committee in the state, to be wary of the consequences of any action on the land.

    “Recall that the Court of Appeal is now fully seized of the matter and your conduct amounts to sitting on appeal over the Court of Appeal proceedings and same is an affront to the said court.

    “Bear in mind that should you go ahead and re-demarcate the land which is already sub judice, it will foist on the Court of Appeal a fait accompli.

    “Our clients will not participate in the purported re-demarcation of the boundaries of the land in question should you insist on going on with the re-demarcation until the Court of Appeal finally determines the appeal.

    The Committee should be answerable for any attendant breakdown of the law and order in the parties’ community should the Committee go on with the boundary re-demarcation”

    We shall endorse a copy of this letter to the Registrar, Court of Appeal, Enugu to alert their Lordships of the utter contempt of the court being perpetrated by your Committee of which you very well know the consequences.

    “We shall cause the relevant Form 48 to be served on you and members of the Committee should you defy the Court of Appeal and continue with the on-going illegality,” the community wrote.

    Obiano’s quest to rebuild Anambra

    Governor Willie Obiano of Anambra State has just marked his third anniversary in office. As part of the activities for the anniversary, he organised a two-day media tour of some of the projects executed by his administration. Deputy Political Editor RAYMOND MORDI, who was on the trip, reports.

    Governor Willie Obiano of Anambra State embodies the quest of the All Progressive Grand Alliance (APGA) to remain relevant in Nigerian politics. As the only governor on the platform of the party, following the exit of Governor Rochas Okorocha of Imo State, the November 18 governorship election in the state is crucial not only to secure Obiano’s second-term mandate, but also for the survival of APGA as formidable political platform.

    Obiano rode on former Governor Peter Obi’s back to contest the last governorship in 2013 and no one gave the banker-turned politician much of a chance to make any appreciable impact in governance of the state. The governor’s campaign strategy then was his 4Cs promises of continuity, complete, commission and commence; meaning that he would sustain the Obi legacy, by completing existing projects and initiating new ones. The Aguleri-born Obiano was widely regarded as a greenhorn in politics then.

    But, three years down the line, Obiano has not done badly. The occasion of his third anniversary recently, when he invited journalists on a two-day tour of the state, has afforded him an opportunity to showcase some of his achievements in the last three years. Projects visited on the first day include: the shoe manufacturing cluster situated along Enugu-Onitsha Expressway, by Nkwelle-Ezunaka junction; the Lynden Integrated Farms Ltd (integrated poultry farm); the Iyiora Anam Bridge, which links the agrarian communities; the Eziagulu Bridge connecting the oil rig; and the Delfarms Ltd, Igbariam.

    The shoe-manufacturing cluster, which is scheduled for inauguration next month, is expected to manufacture ‘made-in-Anambra’ shoes for export. It was put together, according to the Chief Executive Officer of the Anambra Small Business Agency (ASBA), Clement Chukwuka, with the Standards Organisation of Nigeria (SON). The cluster has 1,000 shops. Delfarms covers about 300 hectares of land. It produces sweet corn, green pepper, hot pepper, cucumber, among other things.

    Indications are that Obiano has acquitted himself well so far, by drawing extensively from his private sector background. He has been trying to encourage investors to partner with his administration to move the state forward. His administration is hinged on the four pillars of agriculture, trade and commerce, oil and gas and industrialisation.

    In a statewide broadcast to mark his three years in office, he said what his administration has done in the past three years was to aggressively pursue the vision of transforming all sectors of the economy in line with his economic blueprint. He acknowledged that although the dream was seriously threatened by the sudden fall in the global oil prices, which finally plunged the nation into recession, his administration has crafted a way out with its agricultural revolution agenda.

    The governor said through its strategic partnership with the private sector, his administration has transformed agriculture into a viable option for economic prosperity. He thanked the people for giving him their mandate, as well as their support that has provided a solid base for the landmark achievements his government has recorded so far.

    Indeed, the administration has transformed the agricultural sector, by pioneering the generation of foreign exchange from the export of local vegetables. For over a year now, the state Ministry of Agriculture has been assisting local farmers export pumpkin leaves (ugu) and bitter leaves (onugbu), among other things, to the United Kingdom.

    Agriculture is being transformed by commercialisation of the sector at all levels, by involving the small holder, as well as medium and large-scaled enterprises. In this way, the state ventured into large-scale rice production, through collaboration with private sector investors. Governor Obiano said the state was producing 80,000 metric tonnes of rice when he took over in January 2014 and that it currently produces 245,000 metric tonnes of the commodity. This has made ‘Anambra Rice’ – the name given to the brand of rice produced in the state – one of the most sought after in the market.

    On the second day, the group of journalists visited two rice mills in the state: Stine Rice Mill, Nnewi and Josan Ufuma Rice Farm, Ufuma. Most of the equipment used at the Ufuma mill were said to be fabricated locally in the town. The Ufuma rice farm is a $180 million investment, located on a large expanse of land, spanning about 15,000 hectares. The proprietor of Stine Rice Mill, Mr. Akai Egwuonwu, attributed the high cost of local rice to poor electricity supply, high cost of diesel and importation of spare parts, as well as the high cost of fuel used for transportation. He said his operation took off effectively in 2012, after seven years of preparation.

    Aside from the Stine and the Josan mills, the Coscharis Farms Ltd is another large-scale operator involved in rice production. It is a $200-million naira project undertaken in partnership with the state government. It is located in Anaku, Ayamelum Local Government. When it comes fully on stream, Coscharis Farms would embark on a three-planting season operation to produce 90,000 metric tonnes of rice annually and thereby make the state self-sufficient.

    At the outset, the administration established ASBA, which gives single-digit loans to cooperatives, especially those involving youth and women; with special interest for persons or groups within the agro value chain. It also facilitates agribusinesses by giving free improved seedlings to farmers; 50 per cent subsidy on fertilizer; regular trainings on best practices, et cetera.

    Through the one-stop agency set up by the administration – the Anambra State Investment Promotion and Protection Agency (ANSIPPA) – it is said to have attracted investment commitments worth over three billions of dollars.

    Evidently, the government is also taking giant strides towards making the state an African Dubai, Taiwan and Silicon Valley put together. One of the ways of achieving the above objective, according to the Commissioner for Education, Prof. Kate Omenugha, is through human capital development. She said the state has gone far in its implementation of its policy of ‘education for development’. She said: “It is a bridge programme, where we try to bridge the gap between education and industry. What we have done in education has transformed into a lot of good dividends for us in Anambra State.”

    The policy covets entrepreneurship, technical, as well as vocational education. For instance, under this policy, the state has revamped its technical colleges, where is tuition is provided free of charge to all students. The professor of Mass Communication said: “When we came in, we had 11 technical colleges, but none of them had accreditation with the National Board for Technical Education (NBTE). Now, we have four accredited technical colleges, offering 13 subjects. We have had about 60 per cent increase in the enrolment, because of the free tuition provided by the state government.”

    Vocational training in schools is provided through collaboration with key players in the private sector. The idea is to try to produce the middle-level manpower that will drive the four pillars. For instance, the government signed memorandum of understandings (MOUs) with a number of companies in the state, including Innoson Motors, where school pupils go to acquire hands-on-experience. It also signed MOUs with hospitality industries, construction companies.

    Thus, there are several clusters around the state, where different trades are being learnt. The commissioner explains: “At Aguleri where the oil wells are located, for example, we have set up plumbing and pipe-fitting workshops at the technical college there. In the Nigerian Technical College, Nnewi, we have a vehicle-body building maintenance workshop. Through our partnership with Innoson Motors, we can now maintain vehicles there. At Government Technical College, Nkpor, we set up the catering craft and an electrical installation workshop, to take care of the Onitsha axis. At Umuchu, we also set up a block moulding and laying centre.”

    The overriding vision of the administration is to make Anambra the first choice investment destination and most preferred location to site new industries. To realise this objective, the Obiano administration identified 12 enablers to support the four pillars of development. These include fundamentals such as security, education, healthcare, power generation, the environment, finance, social and civil infrastructure, housing and urban development, hospitality and tourism, transportation, water and sanitation, as well as youth and sports. Against this background, the administration is believed to be laying a solid foundation for future prosperity of the state. For instance, in the period following the return to civil rule in 1999, Anambra used to be notorious for insecurity, all sorts of criminality and bad governance. Over the years, the situation has improved progressively. Under the current administration, the state exudes peace, warmth and an aura of welcome to visitors. The current security situation has impacted on trade, investments, economic growth and prosperity of the state generally, by helping to improve its internally generated revenue.

    The transformation of Awka and other cities in the last three years is also remarkable. The state witnessed massive infrastructural developments,including: the Aguleri-Otu Bridge, leading to the oil fields; the Iyiora Anam Bridge in Anambra West, which links the agrarian communities; and the three flyovers in Awka (with suspension lights) at Kwatta, Arroma and Amawbia junction, which have changed the face of the capital city.

    There appear to be a concerted effort to transform Awka, which was once described as a glorified village, into a tourist haven; through the efforts of the Awka Capital Territory Development Authority (ACDA) set up by Governor Obiano at the inception of his administration in 2014. Awka is a sight to behold at night; it may well be Nigeria’s new city of lights, with modern street lights twinkling a thousand sparkles at night. The street-lightening project goes beyond Awka, to other major cities like Onitsha, Nnewi and Ekwulobia.

    In recognition of his sterling performance in the last three years, Obiano has been honoured at home and abroad. He has so far received the following awards: the Zik Prize for Good Governance 2015; the Sun Newspapers Man of the Year 2015; the Silverbird Man of the Year 2016; and the Vanguard Newspapers Man of the Year 2016. He is also a winner of the Outstanding Performance Award from New Telegraph Newspaper 2016; the Nigerian Integrity and Anti-Corruption Award of the Ethics and Corporate Compliance Institute of Nigeria; the Award of Excellence on Good Governance and Community Development from the University of Nigeria, Nsukka; and a Certificate of Recognition from the Institute of Housing and Urban Development from the Erasmus University, Rotterdam, the Netherlands, for touching lives in many communities.

    Former Central Bank Governor, Prof. Chukwuma Soludo, who delivered the third anniversary lecture, said Anambra has the potentials to become an industrial/commercial hub and a true 21st century economic miracle. He said the state has a strong economic base and the human and natural resources to accelerate the momentum of transformation.

    Soludo said there is no vacancy in the Anambra State Government House for now, because Obiano has demonstrated that he is a business-friendly governor who is walking the talk on job creation. He advised those who intend to contest the November 18 governorship to rather invest the billions they plan to waste in the local Anambra economy.

    In the lecture titled, Anambra: An emerging start-Up state and our collective challenge, the flagbearer of the Peoples Democratic Party (PDP) in the 2010 governorship election said no governor of Anambra State has been so widely recognised in his first three years since 1999 more than Obiano.

    He added: “This is what Anambra expects and deserves: that every governor should build upon and probably surpass his/her predecessor.”

    He added: “The automation/computerisation/modernisation of processes in government and institutionalisation of change are commendable. I am particularly impressed by the effort to collect and process basic statistics: if you can’t measure it, you can’t improve it!”

    In a strong endorsement for Obiano’s second term ambition, he said this is a time of crisis and that “you do not change a general in the middle of a war, especially one that has successfully led you through many battles”. He therefore urged the people of Anambra, otherwise known as ndi Anambra, to rally behind their governor, because he has done well in the last three years.

    He said the argument of aligning the government at the state level with the government at the centre is a weak one and an elitist argument meant only to serve a few politicians and their few friends and families.

    Can Obiano survive election heat?

    This is not the best of times for Governor Willie Obiano of Anambra State. The governor, who is seeking for a second term mandate in November, has some hurdles to cross in his quest for re-election, the latest being the impeachment threat hanging over his head. Deputy Political Editor RAYMOND MORDI and Nwanosike Onu look at his travail and its implication for the election.

    GOVERNOR Willie Obiano of Anambra State has been under pressure since the Independent National Electoral Commission (INEC) released the timetable for the governorship election, which is scheduled to hold on November 18. Since then, it has been one trouble after another for the governor who would be seeking for re-election for a second term, on the platform of the ruling All Progressive Grand Alliance (APGA).
    About two weeks ago, Obiano vented his anger on his Imo State counterpart, who had suggested that three of the other four governors in the Southeast were on their way to the All Progressives Congress (APC). The Anambra State governor’s response, through his Senior Special Assistant on Media, Mr. James Eze, ignited a media between the two governors. Obiano’s response was that Governor Rochas Okorocha had not provided the kind of leadership that would inspire Igbo people to join him in the APC. In his reaction, Okorocha launched a blistering attack on Obiano, describing him as a clueless person who would do better as a militant than as a governor. Pointing to his achievements in business, economy and politics, the APC chieftain described Obiano as an analogue governor who is unfit to rule a state like Anambra, with its stirring political history.
    Okorocha and Obiano, who were seen hobnobbing during last weekend’s meeting of the Southeast Governors’ Forum, appear to have reached a temporary truce.
    But, the Anambra State governor is under pressure from within. Twenty-seven opposition political parties in the state, under the auspices of Inter Party Advisory Council (IPAC), have endorsed the call for Obiano’s impeachment. After a stakeholders meeting last week, the parties gave the state House of Assembly up to five days to commence impeachment proceedings against the governor. Otherwise, the group said it would cause commotion, by blocking the assembly complex. The parties equally said they were planning a peaceful procession on the streets of Awka, the Anambra State capital, to drive home their point.
    The move, which was initiated by a factional chairman of the Peoples Democratic Party (PDP), Prince Ken Emeakayi, through a letter he sent to the assembly, has been described as a gang up against Obiano. Emeakayi had called for the Anambra State governor’s impeachment on the grounds that he travelled overseas for a period of over a month, without transmitting power to his deputy, Dr. Nkem Okeke. Emeakayi said the governor should quit his seat or be impeached; adding that any other thing he does in government now is illegal and unconstitutional.
    IPAC), which is led by the Chairman of the African Congress of Democrats (ACD), Hon. Kate Okafor, endorsed the letter, saying any attempt to sweep the issue under the carpet would be unlawful and be resisted.
    IPAC is also calling for the removal of the APGA Chairman, Sir Norbert Obi, as its chairman. Okafor has been designated to stand as the acting chairman, pending the resolution of the crisis.
    This development has put Obiano, who has been facing several challenges over his second term bid, on the defensive. For instance, he has been having a running battle with former Governor Peter Obi, who almost single-handedly installed him as governor about three years ago. Obi, who is now in (PDP), has sworn that Obiano would never return to government house for second term.
    Obiano’s woes have been compounded by the internal crisis threatening the existence of the ruling party, APGA. The party is engulfed in series of in-fighting that has led to its balkanisation. This has fueled speculation that Obiano may not return to the government house. As a result, APGA members have been defecting to other political parties, particularly the PDP and the APC, which are perceived as the two parties that have the capacity to defeat the ruling the ruling party in November.
    Another party that is not relenting in making sure that Obiano fails in his bid is the Progressive People’s Alliance (PPA). Its candidate, Mr. Godwin Ezeemo, has been talking tough; saying that this time the PPA is ready to confront APGA and other parties in the November election.
    But, a member, Board of Trustees (BoT) of APGA, Chief Rommy Ezeonwuka, described the allegations against Obiano as baseless. Ezeonwuka said such call is capable of incurring the wrath of the good people. He said: “PDP is under a spell in Anambra. They almost succeeded in ruining the state when the party was in power. It was under the PDP government that schools in Anambra went into oblivion for over 12 months. As a result, students descended on Government House and destroyed government properties. It was under the PDP that workers and pensioners were owed backlog of arrears of salary and Anambra was vulnerable to armed daredevil criminals.
    “I wonder what now gave them the impetus and audacity to call for the governor’s impeachment. A governor who promptly ensures that workers are paid regularly, a governor who brought adequate security measures to the people and the state, a governor who has lifted the agriculture sector to a higher level, a governor who is currently executing projects in all 179 communities in Anambra, and a governor who has been endorsed for a second term by the people of the state. Is this the kind that deserves impeachment?”
    Meanwhile, members of the Anambra State House of Assembly have declared that they will not impeach Governor Obiano, on the grounds of the petition from an opposition party. A member of the house representing Onitsha North, Mr. Chugbo Enwezor, said Emeakaye’s statement suggests that he is ignorant of the provisions of the constitution on impeachment proceedings.
    He said: “That statement was ill-conceived and came from somebody who does not understand the constitutional provisions of Section 188 (1-11) and Section 190 of the 1999 constitution as amended. First and foremost, he lacks knowledge of the law. The call is mischievous and should be discountenanced.”
    Enwezor said no legislature embarks on impeachment proceedings on the promptings of an opposition party, adding that the assembly did not require a petition to begin impeachment proceedings against the governor.
    Nevertheless, Obiano has many rivers to cross now before the election. The question on everybody’s lips is: can he survive the tsunami from the political parties?
