    Obiano: The first seven days

If it is true that morning actually shows the day, then, citizens of Anambra State may already be getting value for affirming “continuity” when they voted for Chief Willie Obiano in the last gubernatorial elections thereby assuring a smooth transition from Governor Peter Obi to Governor Willie Obiano. Whereas Obi’s exit strategy was to finish strong hence he was commissioning projects up to his last day in office; the new governor, Obiano, practically hit the ground running with a flurry of activities at Government House, Awka and some parts of the state involving project meetings, consultations and inauguration of committees. In fact, Obiano’s emphatic take-off has left keen observers, and students of government beating their chest that indeed Anambra is on the cusp of great things in the days and months ahead.

While it may be very early in the day to draw conclusions on the factors that would define Obiano’s tenure as governor of Anambra State, skeptics of his abilities in government had reasoned that the first week activities are not enough yardstick to determine his grasp of the flow and ebb of bureaucracy. On the other hand, there is course for optimism amongst those who knew and believe in Akpokuodike’s abilities at surmounting the odds. Some political pundits have surmised that the carnival-like inauguration of Obiano and the seamless pace of activities in Awka Government House since then are signs of good things to come.

Obiano’s first week in office started on a high note after the Monday 17th March 2014 colourful inauguration and handover ceremony at Alex Ekwueme Square, Awka. Next day, the new governor appeared at his desk in Government House and commenced work in earnest. His first major assignment was the first Executive Council meeting, and thereafter, he appointed three principal officers and observed their swearing-in. The officers include; Secretary to the State Government, Mr. Oseloka Obaze;  Chief of Staff, Professor Joseph Asike and the Principal Secretary, Mr. Willie Nwokoye. While the SSG was retained at his post from the previous administration, the two others came armed with experience from the ivory tower and the private sector respectively.

Unfortunately, as often seen in these climes allusions are already being made in some quarters to the fact that the Governor, Secretary to the State Government and the Speaker are all from Anambra North Senatorial District. But then it is a fact that the exigencies of delivering good governance outweigh parochial considerations in situations that were not necessarily created by the new governor. Whereas the SSG was retained at his post; the Speaker has been functioning as elected in that capacity. As would be expected of a focused technocrat, Obiano marched-on unperturbed to the next assignment.

Next stop was a meeting with members of the Anambra State House of Assembly where he set the tone for a mutually respectful partnership that will bring great benefits to Anambra State. Addressing the lawmakers, Obiano said “Long before I began to take political leadership seriously, I had always known that any democracy without a strong parliament is a farce! I have known that the legislature is the true backbone of democracy and the single most important repository of the sovereign will of the people.”

Obiano told the lawmakers, “I have no doubt that if Anambra State is to make the long anticipated transition from merely aspiring to greatness to attaining actual greatness, my administration must close ranks with you. We must work together to unlock the potentials of our people and launch Anambra into a new phase of development.”

Preaching the same message of respect for separation of powers and checks and balances, the Governor observed at a meeting with Judges on Wednesday 19th march, 2014 that since our country’s recent return to democracy, nowhere has the Judiciary played its role as the last hope of the common man as it has done in Anambra State. As Obiano put it: “Anambra’s great history with the courts does not only underscore the importance of your role in our developing society; it also shows that Ndi Anambra are increasingly becoming aware that their grievances can always be fully addressed in a court of law. This is a sign of growth. We have turned 360 degrees from where we once were to where we must be.”

The Chief Judge of Anambra State, Justice Peter Umeadi, later took the governor round the Judiciary and High Court complex to take stock of structures and facilities that needs rehabilitation and replacement with a view to assisting in quick dispensation of Justice.

Same day Obiano inaugurated the agricultural committee and charged them to create agricultural revolution in Anambra State.  He told the committee, headed by Professor Emeka Omaliko, “You were selected for your expertise and we want you to make specific and actionable recommendations that would enable us achieve set targets.”

To underscore the importance of peace and security in the 189 communities in Anambra State, Obiano fast-tracked consultation meetings with the royal fathers and the Anambra Council of Elders. He told the traditional rulers and elders council, that “as custodians of our culture and tradition; leaders of thought and elders in communities, you have a big role to play in setting the ethical and moral tone for Ndi Anambra and Ndigbo in general.”

In the same vein, the governor charged the leadership of the Association of Anambra State Town Unions (ASATU), made up of the Presidents Generals of the 189 communities in Anambra State; “My administration is sparing no effort in the fight against the criminal elements that have changed the reputation of our cities. It is high time we gave red card to criminals in Anambra State and that is where you come-in. As leaders of our town unions, you must always stand up for what is right in our society, you must device a mechanism for identifying the bad eggs living among you, while we are creating better jobs for those willing to work.” Obiano warned the ASATU to avoid the niggling friction between them and the traditional rulers, and assured that his administration will work hard to eliminate the friction and build understanding that will preserve the peace in Anambra State.

He also threatened to penalize contractors and consultants handling government projects some of whom were suspected to be doing shoddy jobs.  Addressing a large group of local and foreign contractors and consultants at the Conference Hall of Government House, Awka, Obiano threatened to terminate the job of any contractor found to be performing below expectation.

He declared that his relationship with consultants would be based strictly on performance. “We will be checking the quality of your work and so long as you are doing your job as agreed, you won’t have problems with us.  For people doing designs for us, we want the best quality in terms of designs.”

In the midst of the tight schedule, Obiano showed his humane disposition when he ran to the rescue of some students involved in an accident admitted at the Nnamdi Azikiwe Teaching Hospital, Nnewi. The Governor did not only pick the health bill and assisted the hospital’s power supply, he also touched on his health policy for Anambra State.

Obviously Governor Obiano’s accomplishments during the first week didn’t escape the attention of ndi Anambra. Already, people are taking stock of his steps in leadership, and not a few were willing to proffer opinions. Mrs. Oby Ude, a civil servant, could not hide her feelings: “The man has come with a lot of enthusiasm. You can see he knows what he wants done. I must say there is business-like approach in how he goes about governance and getting everyone around him to do things.” On his part, Jerry, a Contractor had this impression about Obiano, “this man is a non-nonsense man. I pity those who will think he is not ready to bite. They may not know it yet but this is good.”

Perhaps the most telling of the observations, comes from Tessy Okonkwo, a broadcast Journalist, “I have observed and heard Governor Obiano since the Inauguration. I have seen him speak and read his lips while speaking. The man is believable and you can almost feel it, there is a new hope for a better Anambra. My prayer is that he sustains the pace that I have seen.”

The signs are there, and no one is left in doubt that Obiano has started creating his Governorship footprints.

    Obiano’s aide rallies youths

It is clear that Anambra State Governor Mr Willie Obiano wants youths in the state to play a major role in peacemaking. The governor’s Senior Special Assistant on Youth Mobilisation, Comrade Chinedu Obidigwe has been meeting with youth groups and student unions in the state, urging them to be good ambassadors of the state by promoting peace and refraining from crime and violence.

Obidigwe met with a wide range of the state youths including members of the National Youth Council of Nigeria, Anambra State branch, and Anambra Youths Assembly shortly after being appointed by Obiano.

He wants a stop to the numerous fights and destruction going on in parts of the state especially parks at Obosi, Onitsha and environs, and exhibit characters that will attract investors rather than scare them away.

Obidigwe, a former council chairman and students’ union activist, advised youths and students to stay away from frivolities and desist from crime by engaging in genuine undertakings in the interest of the state.

He urged the youths to desist from social vices which, he pointed out, they are developing an escapist appetite for, adding that they should be agents of peace and unity rather than destabilisation.

Obidigwe said: “Our youths should engage in attitudinal advocacy and help us turn around the rush to crime and all kinds of social vices that it appears our youths are eager learning. They should be peace advocates and shun being used to destabilize the system especially now that Governor Willie Obiano is stepping on the strong foundation  laid by former Governor, Mr Peter Obi.

“And youth empowerment is dear to the new administration of Governor Obiano to continue from where Obi stopped and what he needed to excel for the benefits of the youths is the peace initiatives of the youths and not war and violence posture  many have tried to paint our youths to be.

“If there is peace, our youths would be the first to get the dividends of democracy and that would help in stabilizing the polity.”

Obiano vows to chase criminals out of Anambra

Anambra State Governor, Chief Willie Obiano Thursday said that his administration will not rest until criminals in the state are chased away.

The criminal elements according to him had changed the reputation of Onitsha, Awka, Nnewi and Ekwulobia, the cities in the state.

Obiano spoke at the main auditorium of Nnamdi Azikiwe University (Unizik) in Awka, during the 2014 2nd Bi-annual faculty of Education international conference.

The theme of the conference was professional ethics and innovative practices in Education in the 21st century.

The Governor, who was represented by his Deputy Dr. Nkem Okeke, said his administration was not sparing any efforts in the fight against criminal elements in the state which he said had held the state hostage.

“We are committed to retrieving our cities from criminals; we must not give them a chance to operate in Anambra State”.

“In doing that, we had to  be innovative apart from creating jobs to keep our youth off the streets, we recently formed  a joint task force (JTF) made up of all  the security agencies that collaborate to ensure a regime of law and order.”

“Their rapid response approach to checking criminal activities compliments the vigilantes who have made a success of the concept of community policing in the towns and villages of Anambra State,” Obiano said.

Furthermore, he said that education ranks very high in the list of what his administration called the ENABLERS.

He described education as a veritable tool for training and moulding the character of the youth, adding that his government was determined to improve upon the good foundation laid in the state by former Governor, Chief Peter Obi.

Again, he said that his administration had given education priority with scholarships up to senior secondary school level, while embarking on what he called special vocational training schemes in the three sensational districts in the state, targeted at empowering the youth in various ventures.

Others who spoke on ethics and values included Mrs. Sarah Jibril who said that most of the challenges being faced today in the country were from the institutions and various homes in the country.

Jibril said that the country was sitting on a gun powder today because the worship centers in Nigeria had become centers of cultism where arms and ammunition were hidden.

The Vice chancellor of Nnamdi Azikiwe University (Unizik), Prof Boniface Egboka thanked their guests and visitors for finding time to join in the conference, describing Faculty of Education in the school as one of the strongest academic units in Unizik.

Also, the Dean, Faculty of Education in the institution, Prof Ogo Ibeneme said the 21st century portends great hope, great changes and also possible challenges.

Therefore, he said it was the duty of the experts to generate solutions that could resolve those national challenges, adding that everybody was all concerned about education in Nigeria

    CNPP urges Obiano on initiatives

The Anambra State chapter of the Conference of Nigerian Political Parties (CNPP) yesterday urged Governor Willie Obiano to ensure his agricultural vocational initiative and educational pursuit did not end on paper.

In a communiqué in Onitsha after its meeting at Parktonia Hotel, Awka, CNPP said it would be lamentable if Obiano did not pursue his programes.

The statement reads: “It is a thing of joy that Anambra State is no longer in the news for wrong reasons. We are also delighted the new governor has started on a good note by initiating agricultural vocational institutions across the state.

‘’A programme, if properly pursued, will bring back glorious days.

“With this human development initiative, which has been lacking in the state, the 23 registered parties under CNPP will support this administration for a right step in the right direction.”

  • My plan for Anambra, by Obiano

My plan for Anambra, by Obiano

On Monday, Anambra State Governor Willie Obiano was sworn in by the Chief Judge, Justice Peter Umeadi. Governor Obiano succeeds Mr Peter Obi, who held office for eight years. ODOGWU EMEKA ODOGWU reports

It was an end of an era and the beginning of another in Anambra State on Monday. Former Governor Peter Obi handed over the baton of leadership to his successor, Chief Willie Obiano.

The people of Anambra converged on the Alex Ekwueme Square in Awka, the state capital to witness the epoch-making event. It was the first time people would be successfully transferred in such orderlly manner since the creation of the state. The event should naturally have been a source of joy for the people. But they were ambivalent as they wept profusely.

They did not cry because they do not want their new governor. They wept for the exit of their former Governor, Peter Obi who they equally love.

Men, women and children were seen crying as Obi quit. He wanted to go out quietly but thousands followed him shouting Okwute (meaning rock). He waved at them and ask them to support his successor, Obiano.

Obiano arrived at the swearing in venue at 12:48 p.m. His wife, Ebele arrived with the Deputy Governor, Dr Nkem Okeke and his wife, Oby at 12:55 p.m.

There was anxiety among the crowd, but immediately Obi and his wife Margaret came in at 1:03 p.m., things changed as the people went into a frenzy shouting Okwute eeee eeeee.

He stopped at a little distance from the venue to exchange greetings with the people.

Obi inspected the Guards of Honour and took the salutes, before retiring to his seat and went round shaking and greeting most of the prominent citizens.

At 1:30 p.m., Archbishop Valerian Okeke said the opening prayer. He praised Obi, who he said served meritoriously and left the scene glamorously.

Obi mounted the podium for the last time as governor. He made several comments. But the people shouted joyfully when he told Obiano that as governor, he does not owe him, his wife or even members of his family anything but to serve Anambra people to the best of his ability. He expressed optimism that Obiano would uphold the tenets of good governance and do the state proud.

Obi revealed that Dr Chris Ngige did not hand anything over to him, adding that he came in his own car and left in his own car. He announced that he bought new bullet proof Sport Utility vehicle (SUVs) for Obiano to start off with.

He appealed to Anambra people to pray for Obiano’s success. “You don’t have any agreement with me or any member of my family; your agreement is with the people of Anambra State,’’ Obi told Obiano.

At 1:58 p.m., Okeke was sworn in as deputy governor. Obiano took the oath at 2:11 p.m. amid jubilation. Obiano, his wife, daughter and son went round greeting people.

The Chief Judge, Justice Peter Umeadi, administered the oath of office on Obiano and Okeke.

In his inaugural speech, Governor Obiano thanked the people for voting him and his deputy to sustain the principles of good governance by Obi, noting that the unfortunate past story of the state changed after eight years of APGA administration that made the state a reference point in the country. He praised former Governor Obi for an excellent job.

Governor Obiano said his administration would, among other things, tackle the challenge of poor power supply by building Independent Power plants in Awka, Onitsha and Nnewi to drive the entrepreneurial skill of the people as well as strengthen security apparatus and network across the state to enhance environment conducive enough to business.

He also said his administration would launch the state into a new economic phase through merchandised agriculture and effective harnessing of oil and gas potential.

President Goodluck Jonathan, represented by Senator Ben Obi, Presidential Adviser on Inter-party Matters, praised Obi for his good leadership qualities and the development of Anambra State. He also advised Governor Obiano to emulate Chief Obi’s leadership style. He added that the Federal Executive Council would need Obi’s wealth of experience.

Obi spoke with Prince Arthur Eze, Chairman of Southeast Governors’ Forum and Governor of Abia State Theodore Orji, Priests and Bishops and traditional rulers; Senators and members of House of Representatives at the ceremony.

His wife Magaret left early, probably to host the wives of visiting governors of Cross River and Delta states and Ambassador Bianca Ojukwu. She was cheered by the crowd as she left.

In his speech, Governor Obiano promised not to disappoint Anambra people.

“I extend an olive branch to my brothers, Senator Chris Ngige, Ifeanyi Ubah, Tony Nwoye and other candidates who ran for election with me. We must not let the ideologies that polarise us deny our people the full benefits of our talents and wisdom.

“I urge you to join hands with me in brotherhood and love to create a bold new world for our children’s children. We are only limited to the scope of our dreams, not the depth of our talent or breadth of our gifts. It is a new day in Anambra State,” Governor Obiano said.

He assured that his administration will work with all those who partnered with Obi to make the state work, including development partners in a very structured, honest and transparent way, adding that everyone should have a rethink and re- engage our collective heritage. He insisted that his four-pillar of development would be the turning around of the state.

Anambra: Reactions trail Obiano’s assumption of office

More reactions have continued to trail the swearing in of Governor Willie Obiano and his deputy Dr Nkem Okeke in Anambra State.

The Speaker of Anambra State House of Assembly, Mrs. Chinwe Nwaebili while speaking with the Nation Tuesday in Awka said that Anambra had witnessed a huge success during former Governor Peter Obi’s administration.

“I give God the whole glory for answering our prayers, what has happened has never occurred in the history of Anambra since its creation that a sitting governor will handover in a colorful ceremony.

Also, Governorship candidate of the Progressive People’s Alliance (PPA) Mr. Godwin Ezeemo, congratulated the newly sworn Governor of Anambra Chief Willie Obiano as the 5th democratically elected governor of the state.

He said that Anambra was a state blessed with numerous resources both human and material enough to take the state to map of   total civilization and development to an enviable level.

“Anambra is the heart base of the Easterners by virtue of personalities from the state, nothing absolutely  nothing would be hard to achieve if all resources are pulled together with one might”.

“I will ask the governor to put behind all that happened during electioneering and pick the egg heads in the state that would help him pilot the affairs of state creditably”.

“He said that the time has come for us all to join hands with our leader to pull, nit and move our dear state toward a pinnacle of developmental growth,” he said

Ezeemo said the core areas of life like improvement of power to encourage industrialization and mechanized farming should not be down played adding that the youth must be engaged meaningfully to fight crime in the state.

Chief Nathaniel Uzoma, state chairman  Ohaneze Ndi Igbo  group in Ekiti state and president South West of the group said that the peaceful  inauguration was a sign of greater things to come in Igbo land.

Uzoma said that Igbo had come of age and would take their political life by their hands by aligning with things that promote Igbo interest.

He said that Anambra had shown that there was strength in unity and called for all Igbo to be united where ever they live.

Also, Mr. Alex Ezeobi Ohaneze National Youth leader said that the ceremony called for more unity among the Igbo, knowing that if united that they could achieve more landmarks in political life of the Ndi Igbo.

He called on Igbo youth to be responsive and sensitive to issues affecting their race and to be politically enlightened in order to face the challenges of the present day.

Furthermore, Mr. Ikechukwu Umeh, a member of the Anambra house of assembly and chief whip collaborated the opinion of the speaker and others.

He added that the legislature would leave no stone unturned in ensuring that development growth were recorded and sustained in the state.

He called on the people and residents of Anambra to cherish and nurture the state for the common good of all adding that political difference should not be allowed to divide the state.

Speaking further on behalf of Anambra in Diaspora, Mr. Allison Anadi, President of Anambra Indigenes in America (ASA-USA) said that the ceremony had shown that the state had attained a height.

He said that the group would give every support to the government of Anambra at every point to ensure that the state grows from strength to strength.

  • ‘Obiano: Fit to lead Anambra’

    ‘Obiano: Fit to lead Anambra’

Elected under the banner of the markedly Igbo-interest APGA party, Willie Maduabuchi Obiano, a banker of international repute, a philanthropist and cultural custodian, a devout Catholic, a friend with a versatile sense for humour and a good son of modest background shall be sworn in — in the afternoon of March 17, 2014 – as the governor of Anambra State.

First and foremost, to understand the realities and dynamics of Obiano’s emerging governorship, we must situate him in the recent political ecology of Anambra.

Anambra is homeland to some of the formidable financial heavyweights in Nigeria and holds an impressive mix of talented leaders.

Also, truth must be told that Anambra has, to this day, more than its fair share of spoilers and squads of acid-tongue, elbow-throwing politicos who thrive in crises and malice. Lest I forget, there’s the motley of pint-size political god-fathers and buccaneers for whom business gets its highest returns from politics.

Over the past 20 years, Anambra has witnessed, except for two or three, an unimpressive confetti of political charlatanry and, in some cases, murderous events which turned away many well-meaning citizens of the state from competitive public service. Many refused to be involved in the partisan swindle for which the recent political business of the great state had become synonymous….

Consequently, Obiano’s emergence, his selection by outgoing Governor Peter Obi and subsequent election, I believe, reflect the popular vote of Anambrarians to maintain a responsible handling of the resources of  Anambra. Evidently, the performance bar for governors in Anambra has been lifted higher by a hardworking, resourceful and populist Obi. Obiano’s performance expectation, I must note, has been pushed very high.

Second, in the big picture of  geo-politics, especially ahead of Nigeria’s 2015 potentially explosive presidential election, the Obiano-APGA votes fulfilled and secured the broad sentiments around the Igbo interest for a  relatively independent and symbolically autonomous political community of  Anambra. Therein lies the importance of Obiano as, potentially, a key leader of the Igbo eastern states, at this crucial period as Nigeria bifurcates along the geo-ethnic lines of the ruling PDP and the opposition APC.

Third, all politics are local, as the political maxim states.

Chief Obiano told me recently, during an exclusive USAfricaonline.com interview, that APGA and the Igbo voters “will get more mileage” by supporting Nigeria’s President Goodluck Jonathan (of the PDP) for the 2015 elections.

My 100 minutes interview is, to date, the most comprehensive insight to Obiano, the accomplished banker, who bagged the USAfrica Best of Africa International Banker of the Year 2012 (long before he had an eye on partisan politics).  Obiano charts a path for his priorities as Governor from March 17, 2014, speaks candidly on his relationship with the outgoing, popular Governor Peter Obi who strongly backed him to victory in the November-December 2013 elections.

He reflects on how he got into politics and governorship campaign, and outlines why he considers security as critical to making Anambra State a business destination of choice in Africa.

On a personal level, he speaks about his wife, Chief Mrs. V. Ebelechukwu Obiano (Osodieme) who introduced me directly to Akpokuedike Obiano in 2012.

Fourth, on the all-important issue of the direct impact of his plans, the retired banker cited, like he did during his campaign, that a number of the public policy pillars and economic enablers of his agenda for governing will drive economic development and growth, exponentially, for Anambra.

But governance and campaigns are two different realities.

For the campaign, it’s largely an information warfare and mobilization battle, and….

For governance, first, it’s about definable achievements to be seen by the constituents; then followed, realistically, as both information messaging and mobilisation battle for the hearts and minds of the governed/voters.

Why is this relevant to Obiano?

Even the best plans and initial achievements have, sometimes, been drowned in the fire and thunder of the boisterous politics of Anambra (and parts of Nigeria). But I believe that Obiano’s pedigree and achievements show him as man who is determined to make history in Anambra for good reasons.

The man, who goes by the courage-filled traditional title of ‘Akpokuedike’, cannot offer any less as Anambra beckons….

On balance, I believe that Willie Obiano  has the integrity, the intellection and clarity of purpose to lead the great homeland of Achebe, Azikiwe, Ojukwu, Ekwueme, Osadebe, P-Square, etc. My brief inquiry to his history and upbringing show a family value of spartan discipline and resourcefulness —instilled by his late father, Sir Philip Onuorah Obiano, a well-known headmaster in their hometown of Aguleri. Those two uncommon attributes are needed for leadership roles, particularly as governor of a state with scarce resources and fiercely competing priorities.

Evidently, Obiano’s governorship promises to usher in the dawn of a new era where policy lucidity meets relevant experience.

Court grants APGA’s application to join suit against Obiano

A Federal High Court in Abuja on Monday granted an application by the All Progressives Grand Alliance (APGA) seeking to be joined in a suit against Anambra Gov-elect, Willie Obiano.

The News Agency of Nigeria (NAN) reports that the plaintiffs, Ugochukwu Ikegwuonu and Kenneth Moneke, had instituted the suit alleging that Obiano registered twice as a voter prior to his election.

Their counsel, Mr. Joe Gadzama, SAN, had in an originating summons, prayed the court to declare Obiano’s election null and void, and prosecute him for double registration.

Gadzama argued that by the double registration, Obiano contravened the Electoral Act and was unqualified to contest, ab initio.

He contended that the voter’s card which the governor-elect tendered before his party for the election was different from the one he submitted to INEC.

Initially joined in the suit were Obiano as the first defendant and the Independent National Electoral Commission (INEC) as second defendant.

At the resumed sitting on Monday, APGA’s counsel, Mr. Pius Ikwueto, moved an application seeking for a leave of the court to join the party in the suit.

Gadzama did not oppose the application, saying that “the party seeking to be joined is the political platform of the first defendant’’.

Obiano’s lawyer, Onyechi Ikpeazu, SAN, and INEC counsel, Mrs. Joan Arabs, did not oppose the application as well.

Ruling, Justice Ahmed Mohammed granted APGA’s prayers and ordered the plaintiff’s counsel to serve the party’s counsel the originating summons within 48 hours.

The judge also ordered the counsel to the defendants to serve and file their replies to the plaintiff counsel’s amended process within 14 days of the ruling.

He adjourned the case to April 16 for definite hearing

Alleged double registration: APGA applies to join suit against Obiano

The All Progressives Grand Alliance (APGA) has applied to be made a party in a suit challenging the legitimacy of Willie Obiano as a candidate in the last governorship election in Anambra State.

Obiano contested the November 16 poll on the platform of APGA and was declared winner by the Independent National Electoral Commission (INEC).

Counsel to APGA P. I. Ikwueto (SAN) told a Federal High Court in Abuja yesterday that the party filed a joinder application, seeking the court’s permission to be included in the suit.

Plaintiffs’ lawyer Joe Gadzama (SAN) said he was not opposed to APGA being made a party, noting that it was Obiano’s platform and that the court could have added APGA.

Obiano’s counsel Onyechi Ikpeazu (SAN) told the court that he was served with the application and needed time to respond.

“In view of the factional issues going on in APGA, it is my duty to assess the situation and then oppose this application.

“For this reason, I will urge this court to allow me the statutory period within which I will properly represent the interest of the first defendant (Obiano),” he said.

INEC’s lawyer Ibrahim Bawa said he was not opposed to the application.

Justice Ahmed Mohammed granted time to Ikpeazu to respond to APGA’s application and adjourned till March 10.

The plaintiffs, Ugochukwu Ikegwuonu and Kenneth Moneke, asked the court to disqualify Obiano because he possessed two voter cards.

Sued with Obiano is INEC, as the second defendant.

The plaintiffs’ said the card Obiano tendered before he was cleared to participate in the party’s screening exercise was not the same as the one he submitted to INEC.

They raised three questions for the court’s determination and sought five reliefs, including an order disqualifying Obiano from the election.

They also sought an order of mandatory injunction compelling INEC to strike out Obiano’s name from its record as a candidate.

The plaintiffs also asked the court to declare that Obiano was unqualified to contest the election because he allegedly possessed more than one card.

Ikegwuonu and Moneke said the court should determine whether, by his alleged conduct, Obiano was qualified to contest by virtue of sections 12(2), 16(2)(3) and 31(5) of the Electoral Act.

In a supporting affidavit, Ikegwuonu averred that Obiano allegedly possessed two cards – one purportedly obtained in Lagos, which he tendered at his party’s screening in August and another one claimed to have been obtained in Otuocha, Anambra State, on September 3, last year, which he allegedly presented to INEC.

He said the Voter’s Identification Number on the first card is 90F5815E7D3738200332, while the second one is 90F5B12B01296204172.

Ikegwuonu averred that Obiano’s claim to having a voter card, as contained in the documents submitted to INEC, was false.

He queried the authenticity of the date contained on the birth certificate, which Obiano tendered and which was issued by Awka South Local Government.

Obi, Obiano not quarrelling, says commissioner

ANAMBRA State Commissioner for Information, Culture and Tourism, Chief Joe Martins Uzodike, has denied rumours that Governor Peter Obi and the governor-elect, Chief Willie Obiano, are quarrelling.

There were speculations that Obiano travelled abroad after the governorship election on November 16 to allow Obi have his way concerning the local government poll, after advising him not to conduct it.

Speaking with reporters yesterday at Awka-Etiti in Idemili South Local Government, Uzodike said the rumour was a figment of the peddler’s imagination.

He said the people behind such speculations were enemies of the state.

According to him, “there is no rift between Obi and Obiano. Obiano has been requesting Obi to award many contracts, including the proposed Anambra Airport.

“Obiano did not travel abroad because of the conduct of the local government election. Rather, he travelled to rest, as is the practice in overseas.”
