  • Supreme Court strikes out stay of execution motion on Ogun PDP

    THE Supreme Court yesterday struck out an application by the Uche Secondus-led National Working Committee (NWC) of the People’s Democratic Party (PDP), seeking to stay the execution of a June 24, 2016 judgment of the Federal High Court, Lagos.

    The Federal High Court, in the judgment, upheld the validity of the Dayo-led Ogun State PDP Executive Committee (EXCO) and ordered the national leadership of the party and the Independent National Electoral Commission (INEC) to recognise and deal with the EXCO till the expiration of its four-year tenure in 2020.

    A five-man panel of the Supreme Court, led by Justice Olabode Rhodes-Vivour, struck out the application, along with another motion for an order of accelerated hearing of the appeal filed, against the June 24, 2016 judgment, by the Uche Secondus-led NWC of the PDP.

    The court struck out both applications after Emeka Etiaba (SAN), who represented the PDP, withdrew the applications when the court said it could not stay a decision not made by the Court of Appeal.

    At the commencement of proceedings, respondents’ lawyer, Alex Izinyon (SAN) told the court that the appellant’s brief of argument was served on his clients on December 4 this year.

    Izinyon noted that, by the court’s rules, his clients have up to eight weeks to respond to the main appeal. He queried the competence of the appellant’s application for stay of execution and the motion for accelerated hearing.

    The court’s five-man panel agreed with Iziyon that he was entitled to sufficient time to respond to the appellant’s brief.

    As it relates to the appellant’s two applications, the panel said the court lacked the jurisdiction to grant the request of the appellant for stay of execution, until the Court of Appeal made a pronouncement on it.

    The court ordered the respondents to file their brief of argument within the time allowed under the court’s rules to facilitate the hearing of the main appeal.

    Upon the court’s pronouncement, Etiaba applied to withdraw his applications for stay of execution of the judgment and accelerated hearing of the appeal, following which the court struck them out and awarded and N100, 000 cost in favour of each of the respondents and against the appellant.

    A date has not yet been fixed for the hearing of the main appeal.

  • ‘Ogun PDP sure of victory’

    The Chairman of the Peoples Democratic Party (PDP) in Ogun State, Chief Adebayo Dayo, has said the party will wrest power from the ruling All Progressives Congress (APC) in next year’s general elections.

    Dayo said the PDP had been repositioned and rebranded to attract new members from the APC and other parties.

    He said the main opposition is the party to beat in Ogun State.

    There are two factions of PDP in the state: the Dayo-led executive loyal to Senator Buruji Kashamu is recognised by the Independent National Electoral Commission (INEC); the National Executive-backed the Sikirulahi Ogundele faction working for Ladi Adebutu.

    Dayo, who spoke to our correspondent at the party’s secretariat in Abeokuta, the state capital, insisted that despite the split, “we are strong enough to win the elections in February 2019”.

    He added: “There is no problem in engaging APC.  It is not a party we are afraid of; it is a party of the past, drawing Nigeria backwards.

    “The PDP is in majority in Ogun State. We will not allow them to rig the election. We will make sure our votes count. We have confidence in the Independent National Electoral Commission (INEC) and law enforcement agents that they would perform their duties according to the rules.”

    The party chairman did not rule out reconciliation with the other group.

  • Ogun PDP: Secondus’ list illegal, Kashamu-backed exco tells INEC

    The Adebayo Dayo-led executive committee of the Ogun Peoples Democratic Party (PDP) has urged the Independent National Electoral Commission (INEC) to reject candidates’ list submitted by the party’s national secretariat for the 2019 general elections .

    It said the lists approved by PDP National Chairman Uche Secondus and National Secretary, Senator Umar Ibrahim Tsauri, were prepared in contempt of court and thus unlawful.

    It made the claims in a letter written through its lawyer,  Dr Alex Izinyon SAN to INEC yesterday, following two letters by Secondus and Tsauri which challenged the commission’s acceptance of the Dayo-led exco’s candidates’ list for the polls.

    Last week, INEC acknowledged the nomination of Prince Leke Shittu and Dr Rueben Abati as the People’s Democratic Party (PDP) governorship and deputy governorship candidates for the 2019 election in Ogun State.

    Abati’s nomination form was received on October 30 by Mr Bashir Abubakar at the INEC headquarters in Abuja. Abubakar endorsed his rank as an ‘SLO’.

    Shittu and Abati, a former Special Adviser on Media and Publicity to ex-President Goodluck Jonathan, were on the candidates list submitted to INEC by the Dayo-led executive committee of Ogun PDP.

    The list also includes the name of ex-Ogun governor Otunba Gbenga Daniel who is contesting for the Ogun East senatorial district.

    The Dayo-led exco is backed by the lawmaker representing Ogun East Senatorial District, Senator Buruji Kashamu.

    It described the national secretariat’s argument as “…obvious fallacies. misconstrued factual situation, palpable falsehood and denial of established legal principles having regards to the indisputable documents on the subject matter.”

    According to Izinyon,  the argument that the “National Organs of the party have the exclusive right to conduct congress for the nomlnatlon/sponsorshlp of candidates for election in all public electoral offices from councilor to Presidency,” is untrue.

    Ironton said: “Indeed this attempt is to put a wool on the face of your Commission and commltting a legal hara klri having regards to the correct factual and legal position on ground.

    “The first misconception contained in both letters revolve round the hullaballoo that your office “inslsted” on violation of the Constitutlon of the Peoples Democratic, the Electoral Guidelines and the Electoral Act and in disobedience of the Supreme Court Judgments on exclusive right of polttical parties.”

    The Silk said similar judicial decisions on the matter showed that the PDP leadership must conduct the affairs Ogun State Chapter via the new officers which includes primaries.

    “Rather than do this, the PDP National body set up its own officers contrary to the subsisting Orders.” he said.

    The lawyer stated that the Federal High Court had restrained the party National Secretariat from “conducting the affairs of the PDP in Ogun State except through new officers” that emerged from congresses conducted” by the Dayo-led exco.”

    Izinyon said there had not been any appeal of the judgment.

    He continued: “It was therefore cleat that for the PDP’s national leadership to have the effrontery  to prepare their list…smirks of lawlessness,  illegality.”

    The Independent National Electoral Commission (INEC) has acknowledged the nomination of Prince Leke Shittu and Dr Rueben Abati as the People’s Democratic Party (PDP) governorship and deputy governorship candidates for the 2019 election in Ogun State.

    Shittu and Abati, a former Special Adviser on Media and Publicity to ex-President Goodluck Jonathan, were on the candidates list submitted to INEC by the Adebayo Dayo-led executive committee of Ogun PDP.

    Abati’s nomination form was received at the INEC headquarters in Abuja on October 30. It was endorsed by Mr Bashir Abubakar who endorsed his rank as an ‘SLO’.

    But Abati could not be reached for comment. He neither picked calls to his numbers, nor replied a text message by 9pm yesterday.

    The list also includes the name of ex-Ogun governor Otunba Gbenga Daniel who is contesting for the Ogun East senatorial district.

    The Dayo-led exco is backed by the lawmaker representing Ogun East Senatorial District, Senator Buruji Kashamu.

    Kashamu, in a statement to The Nation yesterday, said INEC had received and acknowledged the entire candidates list submitted by the Dayo-led exco.

    He said: “The candidates list of the Kashamu-backed Bayo Dayo exco of Ogun PDP has been received and fully acknowledged by INEC for the 2019 elections.

    “Prince Leke Shittu and Dr Rueben Abati were duly acknowledged as the Ogun PDP Governorship and Deputy Governorship candidates respectively.

    “Former Ogun State Governor Otunba Gbenga Daniel is for the Senate, Ogun East and all other candidates for the Senatorial, Federal House of Representatives and the State House of Assembly were equally accepted and duly acknowledged.”

    He urged the public to disregard any contrary information from the party.

    Kashamu said: “Any rumours being peddled around by our National Chairman and National Publicity Secretary through a purported press release should be disregarded as the duo are deliberately acting unlawfully and beyond their powers to which they have refused wise counsel to tow the path of rule of law.

    “The guarantee of our democracy under established regulations and rule of law is that no party official, no matter how highly placed could use the office for selfish preservation/promotion of his own interests and legacy at the detriment of the interests and legacy of other party members.”

    The lawmaker vowed to fully resist the unchecked impunity “in a fight to finish battle to strengthen our party’s internal democracy.”

    According to him, the PDP National Chairman, Chief Uche Secondus, was ignorant and “unaware that where there is dispute resulting in a judicial resolution as in the Ogun State matter, the State Chairman and Secretary could sign in place of National Chairman and Secretary when backed by validly subsisting court judgments.

    “Whatever makes our National Chairman to be this resolute at challenging the constituted electoral regulatory body, INEC and also dwelling in nauseating impunity against Nigerian court judgments out of unexplainable desperation to install Ladi Adebutu as PDP Ogun governorship candidate, should as well have forced him to create his own INEC and conduct elections inside his office.

    “The PDP as a Nigerian creation by law is for all Nigerians by established regulations and national statue; nobody can as such intimidate us in our democracy.”

    Kashamu urged the state elders, leaders and party faithful to continue and “remain focused on the ongoing aggressive mobilisation and reconciliation efforts for our party, PDP to come out victorious in the forthcoming elections.”

  • Jubilations, rekindled hope as Obasanjo storms PDP rally in Ogun

    It was wild jubilations and rekindled hope for thousands of members and supporters of the Ogun State chapter of the People’s Democratic Party (PDP) on Monday evening when former President Olusegun Obasanjo briskly stormed the political rally of a governorship aspirant of PDP in the state, Hon. Oladipupo Adebutu.

    Obasanjo who dressed in white kaftan caused not a small stir and contagion of excitements among the crows when he dashed into the rally and waved, an indication in his heart, he wished the party and Oladipupo  Adebutu success in his aspiration.

    Ebora Owu who quitted partisan politics in the build – up to the 2015 general elections, did not speak during the brief moment at the rally that took place at an expanse ground within the Olusegun Obasanjo Presidential Library (OOPL), Abeokuta, the Ogun State capital.

    Earlier, the House of Representatives member, Hon. Oladipupo Adebutu urged Nigerians in all levels of leadership to provide good governance to the people, saying that is the only way to secure their “exalted positions and wealth.”

    Adebutu said high and mighty fences or trenches could hardly secure but would just entrap one in an environment of poor governance.

    The lawmaker representing Remo Federal Constituency in Ogun State gave the advice at the Ake Palace, Abeokuta, when he met with the Alake of Egbaland, Oba Adedotun Gbadebo, and his chiefs prior to the rally at OOPL.

    He was at the Palace to thank the Paramount ruler for his prayer in 2015 when he was contesting for the current seat being occupied by him at the lower chamber of the National Assembly and to also seek further blessings from the royal father ahead of his 2019 governorship ambition in the state.

    Adebutu said good governance would bring genuine growth and development to the people and curbs corruption.

    He also noted with proper orientation, fear of God and compassion for others, a leader would able to shun corruption.

    According to him, if one has the compassion for others at heart, it would be difficult for one to appropriate collective wealth for persona benefits.

  • Ogun PDP reconciles

    The Ogun State chapter of the Peoples Democratic Party (PDP) has begun reconciliation of its factions ahead of next year’s elections.

    The party’s members loyal to Senator Buruji Kashamu met yesterday at BWC Hotel in Lagos where they resolved to work with other factions in the interest of the party.

    They agreed that the PDP could only produce the next governor in Ogun State when they work together as a family.

    Addressing stakeholders, Kashamu said he recognised former Ogun State Governor Gbenga Daniel as his leader, adding that Daniel meant well for the party and the state.

    The senator urged those loyal to him to forget their differences and embrace the former governor, adding that it would change public perception that Ogun PDP was irreconcilable.

    He said: “You can all bear witness to my political journey in Ogun State. Since I entered politics, I have never lost any election in the state. I have chosen not to lie to you, but you may choose to lie to me. But you will later see the need to tell me the truth.

    “I have discovered that Otunba Gbenga Daniel (OGD) is a good leader. He equally believes in what I believe, like unity of the party and interest of the state. We have agreed to move on for the good of the state.

    “I call on all our members to support OGD in making the state better. We must embrace what we have; we must come together for the good of the state and the country. All our leaders and members should embrace him. I now recognise him as my leader.”

    The Ogun State PDP Chairman Bayo Dayo said there should be no splinter group in order to have sufficient number to defeat the ruling All Progressives Congress (APC) in next year’s election.

    The Ogun State chapter of the Peoples Democratic Party (PDP) yesterday condemned the state government for allegedly instigating the arrest and detention of 18 members of the party and students of the state-owned Gateway ICT Polytechnic at Saapade.

    The party claimed that its members were rounded up and whisked away in Isara-Remo by men of the Federal Special Anti-Robbery Squad (FSARS) while breaking the Ramadan fast with a member of the House of Assembly, Adebiyi Adeleye, at his constituency office on Odemo Road in the town.

    But the government said it had no hand in the plight of the suspects.

    Addressing reporters at the PDP Legacy House in Onikolobo, Abeokuta, the state’s factional PDP Chairman Sikirulahi Ogundele said the 18 suspects were arrested on Monday evening alongside the lawmaker representing Remo North State Constituency.

    Ogundele accused the state government of masterminding the arrest, saying it was because the suspects dumped the ruling All Progressives Congress (APC) for the PDP in Remo Local Government Area.

    The PDP’s factional chairman described the action of the state government as undemocratic and an arbitrary use of power in desperation to clamp down on members of the opposition ahead of next year’s general elections.

    He wondered why FSARS operatives arrested two of the suspects, who he claimed to be 17 and 18 years, and kept them in custody for over 72 hours without establishing any case against them or charging them to court.

    Ogundele claimed that some PDP leaders visited FSARS office in Abeokuta on Tuesday to secure the release of their members and the students but were told that the 18 suspects were initially accused of thuggery and later robbery, murder and conspiracy.

    The factional party chieftain noted that FSARS grudgingly released the lawmaker on bail on Wednesday, but his efforts to secure the release of 18 others failed, saying  the body language of the

    FSARS operatives indicated a directive from the state government was needed to release the detainees.

    He urged the Inspector General of Police (IGP) Ibrahim Idris to wade into the matter and warn the state police command to desist from being used as instrument of oppression.

    Ogundele said the PDP in Ogun State would not hesitate to approach the court, if the detained members were not released soon.

    He added: “This is an embarrassment to the way political leaders had always conducted their affairs in the state. It is a dent on the image of the state to have detained a sitting lawmaker for about 48 hours.

    “And for over 72 hours now, 18 persons who are members of the PDP and some students of the Gateway Polytechnic at Sapade are still in detention at the Special Anti-Robbery Squad cells at Magbon in Abeokuta.

    “They were arrested on June 4; and up till now (yesterday), they have not been released.

    “I have met Police Commissioner Ahmed Iliyasu over the matter. He directed me to meet the officer-in-charge of SARS at Magbon. When I met him, he said they (victims) would be released on June 6. That never happened. But it was later I started hearing that they were acting on orders from above.”

    But the state government, which spoke through the Secretary to the State Government (SSG), Taiwo Adeoluwa, said it had no issue with anybody and was not aware of the incident.

    “As a government, we have no issue with anybody. We are not even aware anybody is detained anywhere. Whether anybody decamped yesterday or today, I’m not aware,” Adeoluwa said.

    Ogun PDP: Court orders INEC, PDP to obey judgment

    The Federal High Court in Lagos at the weekend ordered the People’s Democratic Party (PDP) to recognise the Adebayo Dayo-led executive in Ogun State.

    Justice Mohammed Idris held the executive’s tenure will not expire until May 2020.

    The PDP in Ogun has been embroiled in leadership tussle, leading to factional crisis.

    The suit was filed by a member of the PDP National Working Committee, Adewole Adeyanju, Ogun State Youth Leader Femi Alao, “national delegates” for Sagamu and Ijebu North Local Government Areas Idris Muniru and Chief Tuke Omotara, chairman of Ijebu East LGA Badejo Abiodun and chairman of Sagamu LGA Kola Akinyemi.

    They sued for themselves and on behalf of “PDP Ogun State Delegates to the National Convention”.

    The defendants include the Independent National Electoral Commission (INEC), PDP, Tunde Odanye and others.

    The plaintiffs urged the court to hold that there was a subsisting and binding judgment and orders of the Federal High Court in Lagos and Abuja delivered and issued on June 24, 2016 and on August 10 last year.

    The plaintiffs said by virtue of the court verdicts, only they were entitled to attend and participate in PDP conventions.

    They urged the court to restrain the PDP Caretaker Committee in Ogun State from usurping the plaintiffs’ functions as “authentic officers of the Ogun PDP Executive Committee” led by Chief Adebayo Dayo.

    Justice Idris, in his verdict, dismissed the defendants’ objection on the ground the plaintiffs are beneficiaries of the judgement delivered by Justice Ibrahim Buba in a suit no FHC/L/CS/636/2016.

    Justice Buba held that the tenure of the Adebayo Dayo led executive subsists until May 2020.

    Affirming the judgment, Justice Idris directed INEC and the PDP (first and second defendants) to obey Justice Buba’s orders.

    The court also nullified the congresses held in defiance to Justice Buba’s judgement and orders.

    The court nullified the appointment of Odanye and others as Ogun State PDP Caretaker Committee, saying their appointment was contrary to Justice Buba’s judgment which affirmed Adeboyo Dayo -led exco.

    Kashamu’s loyalists recapture Secretariat

     

    Police in Ogun State on Tuesday arraigned 17 people at a Magistrate Court sitting in Abeokuta, the Ogun State capital, over the invasion of the state Secretariat of the Peoples Democratic Party(PDP) by a faction of the party.

    The 17 suspects were arrested on Monday in different locations in Abeokuta for allegedly taking part in the invasion and forceful occupation of the party Secretariat on IBB Boulevard of the metropolis by the newly elected executive of the PDP led by Sikirullai Ogundele.

    They were charged with conducts bordering on breach of peace, contempt of court order and disrespect to the magistrate court via charge number MA/723c/2017 and punishable under section 516, 249(d) and 133(9) criminal code, laws of Ogun State, 2016.

    The alleged contempt pertains to an order earlier given by a magistrate court sitting in Abeokuta presided by Magistrate Idowu Olayinka which in his ruling, restrained PDP constituted Panel from holding “Any congress, gathering, public assembly or meeting likely to cause breach of peace in Ogun State or any part of Ogun.”

    However, the accused persons pleaded not guilty to the all the charges.

    Counsel for the accused persons, Kayode Akinsola and Muyiwa Obanewa made an oral bail application for the accused persons, arguing that the offences preferred against the 17 are bailable.

    The Prosecutor, Inspector Olakunle Sonibare, did not oppose the application and Magistrate Idowu Olayinka, granted them bail in the sum of N150, 000 with one sureties each in the like sum.

    The sureties, according to the Magistrate must be residents within the magistrate division and must provide three years tax clearance each.

    Meanwhile, the lingering crisis within the Ogun State chapter of the Peoples Democratic Party(PDP) deepened on Tuesday as in less than eight hours after the Sikirullai Ogundele led executive of the Ogun State chapter of the Peoples Democratic Party (PDP) dislodged the factional chairman, Engr. Bayo Dayo, and his team from the party’s state Secretariat on IBB Boulevard, Abeokuta, Dayo’s camp fought back and reclaimed the building.

    Dayo’s camp which is loyal to Senator Buruji Kashamu in a counter – strategy, stormed the facility on Monday evening with armed Policemen drafted from Zone 2, Lagos.

    The Publicity Secretary of Bayo Dayo – led factional executive of Ogun PDP, Bolaji Adeniji, told The Nation that they have recovered the building from Ogundele’s camp.

    Bolaji described Ogundele and his executive members as dissident group, accused them of invading the party Secretariat and stationing people suspected to be political “thugs” there.

    Ogundele and other members of the newly elected executives had stormed the Secretariat by noon on Monday and sacked junior workers and other people found there, triggering confusion as the affected workers caught unaware scampered for safety.

    But some hours later, Kashamu loyalists turned the tide against Ogundele and colleagues, went to the Secretariat and evicted their boys keeping vigil at the building.
    And addressing journalists yesterday at the embattled Secretariat, Engr. Bayo Dayo, who noted that he escaped undetected when the factional PDP members invaded the facility, said nobody can take over the Secretariat while his tenure as authentic state Chairman remains till 2020.

    Bayo alleged that four plasma television sets, three fridges, three computer sets, photocopy machines, standing fans and party documents were carted away from the offices of Chairman, Vice Chairman, Secretary and organising secretary by the other faction.

    He said the Monday incident was not the first time Ogundele led faction would invade the Secretariat, adding that the said Ogundele is on bail from an Ogun State Magistrate Court following an earlier invasion of the Secretariat in 2016.

    The Chairman blamed the National Caretaker Chairman of the party, Ahmed Makarfi of being responsible for the crisis in Ogun PDP and other Southwest states.

    Bayo: “Makarfi is taking sides with some people in South West, he’s only adding to the problem of the party, his intention is to wipe out PDP in the South West.

    “We can’t blame him because he was a spectator at the Port Harcourt convention, someone just picked him and made him the caretaker Chairman, there’s nothing like caretaker in our constitution.

    “He’s only after a personal agenda, because he wants to be President and he has some people he’s working with, I know that the house of lies built by Makarfi and his hirelings will soon collapse, we are more than ready to challenge this illegality up to the highest court in the land.

    “Makarfi is a product of rule of law, because he wouldn’t have been where he is if not because of the supreme court judgement, he must also respect the rule of law because this exco is recognised by the law.”

    The crisis rocking the Ogun State Peoples Democratic Party (PDP) has taken a new dimension. A faction has objected to the dissolution of the state executive and the installation of a caretaker committee by the National Caretaker Committee. Assistant Editor LEKE SALAUDEEN examines the crisis and why it has defied solution.

    The dissolution of the Executive Committee of the Peoples Democratic Party (PDP), Ogun State Chapter, has rekindled the rivalry between the former Governor Gbenga Daniel and Senator Buruji Kashamu from Ogun East District. The sacked Adebayo Dayo-led executive was installed by Kashamu, the sole financial of the chapter. To Kashamu  the dissolution was meant to curtail his influence over the party  and a grand design by the National Caretaker Committee (NCC) to hand over the party structure to Daniel.

    To justify his claim, Kashamu said the membership of the caretaker committee appointed by the Senator Ahmed Makarfi led-NCC was one sided. He argued that the committee was packed with loyalists of Daniel and Adebutu with the exception of the Chairman and Secretary, who are from outside of the state. He described the NCC’s action as an affront on judiciary against the backdrop that Dayo and members of his executive had secured a court order that it must not be dissolved.

    The Abuja Division of the Federal High Court in an August 11 order said the Ogun PDP executive, led by Kashamu’s associate, Dayo, should be recognised as a legitimate body by the PDP national executive. The court also ordered that Dayo’s committee be allowed to participate at the party’s non-elective convention held on August 12 in Abuja. But Kashamu and Dayo stayed away from the convention, having got the wind that the Ogun State PDP executive was among those to be dissolved at the convention.

    The party has been torn between Kashamu and Daniel, who has the backing of Chief Kessington Adebutu, a businessman and a financier of the party. Daniel has accused Kashamu of masterminding an assassination attempt on his life and urged the police put him under surveillance. The former governor said five men who were heavily armed stormed his Abuja residence on August 24 in the night asking for him, but he had already left Abuja earlier in the day.

    According to Daniel: “This renewed offensive was as a result of the recent Supreme Court ruling placing Kashamu’s faction at a disadvantage and ending his control over the State Executive Committee of the Peoples Democratic Party in Ogun State. It is Kashamu’s belief that I was the brain behind his loss of power and relevance in Ogun State PDP and he felt I must be brought down by all means”.

    Denying the allegations, Kashamu wondered why he should go after a man who is at the twilight of his political career. He said OGD is afraid of his shadows. He is desperate to score cheap political point and seek relevance for his dimming political career. He has to raise the false alarm and pin it on someone who does not even care if he exists.

    Analysts say the fight over the soul of the party is an extension of the crisis that engulfed the party prior to the 2011 general elections. Daniel was edged out of the PDP by Kashamu and took over the party structure, which ought to be under the former governor. He was forced to seek political relevance by floating a new party, the Peoples’ Party of Nigeria (PPN) for his supporters to contest 2011 general elections.

    The crisis in Ogun PDP is legendary. It started when the former National Chairman of the PDP, Alhaji Bamanga Tukur, appointed Kashamu as the Chairman of the Southwest Contact and Mobilisation Committee. Since then, the party has not been the same in the Southwest and Ogun State in particular.

    Former President Olusegun Obasanjo, under whose leadership the PDP rose to prominence in the Southwest, lost control over the party, even in Ogun, his home state. Supporters of Obasanjo considered Kashamu’s appointment as an imposition intended to spite the former President and reduce his political influence. The party structure, they said, was deliberately handed over to Kashamu to undermine Obasanjo, who vowed not to recognise a party leader that had been declared wanted in the United States for drug offences. Obasanjo and Kashamu clashed over the state party chairman. Senator Dipo Odujurin was Obasanjo’s candidate while Kashamu sponsored Adebayo Dayo. There was litigation over the winner of the contest. At last, the court declared Dayo as the authentic chairman. That was how Kashamu took over the party.

    Ahead of the 2011 governorship election, Ogun PDP was split into two camps: the Mandate Group, led by Kashamu, and the Jubril Marti-Kuye (JMK) faction loyal to Obasanjo. The JMK was rooting for the former Speaker of the House of Representatives, Hon. Dimeji Bankole, to emerge as the governorship candidate. The group also called for the dissolution of the party’s executive in the state, which was installed by Kashamu.

    The Mandate group warned that, if they foisted Bankole on the party and give him automatic ticket, there will be crisis. The Mandate group also reminded those behind “Dimeji Bankole Must Be Governor” campaign that it was the same Bankole, who lost his re-election bid for the Abeokuta South Constituency, which was made up of just only one local government.

    Former President Goodluck Jonathan had endorsed Bankole as  candidate. The development did not go down well with Kashamu. He advised Bankole to  go through normal process to realise his ambition.

    Another issue fuelling the crisis was the return of Daniel from the Labour Party (LP) to the PDP and his ambition to contest the Ogun East Senatorial election in 2019, the seat currently occupied by Kashamu. Besides, Daniel is the pillar behind Hon. Ladi Adebutu, the son of Chief Kessington, who is nursing governorship ambition in 2019. Kashamu believes it is an attempt to take away the party structure from him. He was quoted as saying: “You can’t reap from where you didn’t sew. I use my personal money to run PDP in Ogun State. Nobody can take it from me.”

    A chieftain of the PDP and Chairman of Adebutu group, Alhaji Sikirulai Ogundele, blamed the division in the chapter on the selfish interest of  Kashamu. Ogundele said: “We started having problems when Buruji Kashamu came up with a deceit that was supported by Daniel. We found out later that Kashamu was out to use our political fortunes to enrich his business interest through a diabolical organisation he called ‘Omo Ilu Foundation.’ He forced many members of the party to swear to an oath of allegiance to his leadership.

    “He took the party leadership to court on certain issues. With the support of former President Olusegun Obasanjo he had his way. He used court injunctions to take over the party structure. Kashamu later frustrated Obasanjo, Daniel and other notable leaders out of the party. What Kashamu did to the PDP in Ogun was the height of deceit. In 2011, he started selling party tickets for political offices to the highest bidders. In 2015, we had the opportunity of regaining power in the state, but we could not utilise the opportunity because of the selfish interest of Kashamu. Like he did in 201, he fixed prices for elective offices. Those who could afford to pay were given the tickets. It was a cash and carry business.”

    Kashamu has drawn a battle line with the NCC when he said: “With or without national recognition, the Adebayo Dayo-led executive stays. The Independent National Electoral Commission (INEC) shall continue to deal with Dayo-led executive as stated in its 9th August , 2016 letter to the National Caretaker Committee. Whatever decision they took at the NEC and national convention is of no consequence whatsoever. It is dead on arrival. We are clearly miles ahead of them.

    “It is surprising that that the National Caretaker Committee which is a product of the law could encourage illegality and impunity. The fact that they acted in defiance of two new subsisting court orders and judgments makes all decisions they took at the national convention illegal. If care is not taken, this could be exploited by the opposition at the last minute at a huge cost to the PDP and all those who would have invested in the process. Why would our party leaders take such a risk and contaminate the convention because of the vaunting ambitions of a few.”

    Dayo described the setting up of the committee by the NCC as laughable, ridiculous and nullity. Faulting the dissolution of the Ogun PDP executive, Dayo said: “The congress that produced our executive was conducted under the supervision of the panel sent from the PDP national secretariat, Abuja with the INEC officials in attendance as observers. The congress was adjudged to have complied with the party’s constitution and followed the party’s rules and regulation on congress.

    “It was on this basis that the National Caretaker Committee wrote a letter dated July 27, 2016 which was addressed to me on ‘Harmonisation of State PDP Executive’. The letter signed by the Secretary, National Caretaker Committee, Senator Ben Obi spelt out the sharing formula for representation at the state executive and nomination for local government election. It was categorically stated that in Central Senatorial District, Hon. Dimeji Bankole will take 50 per cent of the state executive council members and nominees for local government election. For Ikene, Remo North and Sagamu Federal Constituency, Hon. Ladi Adebutu will take 25 per cent of the state executive members and nominees for local government elections.

    “I called a meeting to brief the two groups on this letter but they refused to honour my invitation. The NCC did the right thing through the sharing formula by including every group but the people concerned have refused to obey the party’s directive. Is it the fault of the state executive? They decided not to accept the olive branch extended to them; they should bear the brunt not the executive.”

    A member of Kashamu group, Chief Ishola Ololade viewed the dissolution of the executive as “an attempt to frustrate us out of the party. Kashamu had fought many political battles and won including the antics of Obanjo and Daniel. We shall also crush this rebellion aimed at taking over the party’s structure through the back door.

    “It is only when it is convenient that the party leaders obey court orders but where the court ruling threatens their interest they discountenance it. Kashamu will not leave the PDP for political harlots that keep changing political platform whenever election is approaching.”

    Ogundele advised Kashamu to face the reality. He said: “The highest organ of the party has dissolved the state executive and had inaugurated a caretaker committee to organise state congress that would produce new state executive and national delegates ahead of December National Convention. Kashamu should stop flexing muscle over the former executive and prepare for the state congress. Adebayo Dayo-led executive has become history; no amount of threat, blackmail or court injunction will bring it back.”  Analysts observe that the dissolution of the party’s executive has deepened the Ogun PDP crisis that the caretaker committee may not be able to resolve. The way out is for the caretaker committee to be neutral, open, transparent and create a level playing ground for all contending interests, if it must conduct a credible congress.
