  • Obasanjo advocates AU sanction for S’Africa if attacks continue

FORMER President Olusegun Obasanjo on Monday advised countries worse-hit by xenophobic attacks to get the African Union (AU) involved, if the situation persists.

In a letter to South Africa’s Inkatha Freedom Party leader Prince Mangosuthu Buthelezi, the former President said Africans must treat each other as brothers and friends wherever they live.

The letter was made available to newsmen in Abeokuta, the Ogun State capital, by Obasanjo’s media aide Kehinde Akinyemi.

The former President said: “If South Africa fails to initiate appropriate and satisfactory steps to deal with the issues to pacify affected victims and work for reconciliation with the countries concerned to put an end to xenophobia, the concerned countries of the victims should come together to table appropriate motions at the AU level first and consider other measures, if the situation is allowed to continue.”

Obasanjo warned against revenge, saying it was not a desirable solution.

“Mutual understanding and acknowledgement of what needs to be done on all sides is imperative and getting down to doing them is the solution that will serve Nigeria and South Africa and indeed, Africa well, particularly in this era of Africa Continental Free Trade Area opportunities.

“I dare say, for any African country to encourage or allow or not seriously sanction xenophobia against Africans in their country, it is a great disservice, not only to the country where xenophobia takes place and the countries of the victims concerned, but also a great disservice to the whole of Africa and black race.

“I want to thank you, my dear senior brother, for the statement you made to alert leaders and ordinary people of South Africa to appreciate that turning a blind eye and not making a very strong statement of condemnation or taking a very strong stand against xenophobia is encouraging xenophobia or being an accomplice in xenophobia and/or afrophobia.

“However, we believe that Africans living in any other parts of Africa must be treated as brothers and friends. If they commit any crime, they should be treated like citizens of that country will be treated when they commit crime, which will mean applying judicial process.”

Obasanjo said South African law enforcement agencies must uphold the constitution and ensure criminals are brought to justice.

“Where the Police would stand aloof watching miscreants and criminals committing crimes against fellow human beings is condemnable and not acceptable in any civilised society.

“This was experienced in South Africa in recent times and it shows either incompetence or collusion on the part of the Police.

“The best way to fight crime is to achieve close to full employment in a society and not through xenophobia. Anybody who can deny xenophobia in South Africa of today can deny that my mother is a woman.

“It should not be a game of denial, but rather, a game of accepting reality and working at it, together with the rest of Africa where necessary.”

He recalled the role Nigeria played to help South Africa end apartheid because it believed that Africans should not be treated as second-class citizens because of the colour of their skin.

Obasanjo said Nigeria would do for other countries what it did for South Africa in the interest of the black race.

  • I’ve experienced most turbulent times in office, says Abiodun

Ogun State Governor Dapo Abiodun on Monday said God has continued to show His divine powers in his life and led him to triumphs in his trying times.

The governor said he had experienced one of the most turbulent times since he became governor in May.

He said his victory in the March 9 governorship election had been contested in many courts, adding that the Saturday validation of his victory at the tribunal was a further affirmation that with God, nothing is impossible.

Abiodun poured out his heart to reporters after the opening ceremony of the second plenary of the Catholic Bishops’ Conference at the Sacred Heart College, Okelewo, Abeokuta, the state capital.

The conference was attended by some politicians, including Ekiti State Governor Kayode Fayemi; Transportation Minister Rotimi Amaechi; Women Affairs Minister Mrs Pauline Tallen; Osun State Deputy Governor Gboyega Alabi; Plateau State Governor Simon Lalong; popular economist, Prof. Pat Utomi, and former Lagos State Peoples Democratic Party (PDP) governorship candidate Mr Jimi Agbaje – all practising Catholics.

Abiodun, who was reacting to his victory at the tribunal, stressed that he had experienced one of the most turbulent periods as governor.

The governor said he went through nine pre-election cases besides going to the tribunal.

He said: “My first reaction is to give glory to Almighty God and to say that this is a further affirmation that indeed with God, nothing shall be impossible. This victory is for Ogun State people who have entrusted me with this mandate. It has been contested in so many courts.

“I have gone through probably one of the most turbulent periods any governor could have gone through. I went through several pre-election cases, about eight or nine, and this tribunal.

“God has continued to remain God. This mandate is a divine mandate and I believe that is obvious to all. This is a decision of the people of Ogun State and that was further ratified by the people yesterday (Saturday).

“Unfortunately, I was away in Burkina Faso yesterday. But I was being informed about what was going back home and I was told it was a detailed judgment.

“I am thankful to the Judiciary, the people of Ogun State and my team of lawyers, who are very learned. I am thankful to my party, which has stood by me during this period. They are very disciplined, very resilient, supportive. I could not have opted to be in another party apart from APC.

“It is not because I am the best in the state, but I am special. God has just given me the assignment to lead Ogun State at this point in time. I have pledged I will do so with all that God has given me.”

Abiodun urged religious bodies and other organisations in the state to join his administration in its quest to make life meaningful for its people.

The governor thanked the church for its contribution to the socio-economic economic development of the state, saying the Catholic Church had played an important role in the health delivery and education of the residents.

He added that his administration was glad that the Catholic Church held its plenary at the early stage of the present administration in the state.

According to him, the session was an affirmation that God was present and the decision of the election tribunal in his favour showed God’s manifest powers.

  • Tribunal labels Akinlade’s petition ‘lazy, hollow’, affirms Abiodun as Ogun gov

THE Ogun State Governorship Election Petitions Tribunal on Saturday rubbished the petition filed against the election of Prince Dapo Abiodun of Ogun State as lazy, hollow, deficient and pedestrian.

It threw out the petition filed by Mr. Abdulkabir Adekunle Akinlade of the Allied People’s Movement (APM), and affirmed Abiodun as the winner of the March election.

The Justice Yusuf Halilu – led tribunal said the petitioners   “not only failed, but also irredeemably failed to prove” their allegations of over voting and substantial noncompliance with the electoral act during the polls.

An elated Abiodun described the judgement as the triumph of the rule of law; victory for democracy and a further validation of the mandate bestowed on him by the people.

The Governor said he remained magnanimous in victory and extended, once again, a hand of fellowship to the opposition.

The tribunal also resolved in favour of Abiodun, allegation by Akinlade that the respondent  tendered  false  academic qualification to the Independent National Electoral Commission (INEC) in his sworn affidavit.

It held that the Petitioner “woefully failed” to prove the allegation.

Halilu said: “no reasonable court or Tribunal of competent jurisdiction will entertain such,” adding  that Akinlade’s petition “ is destined to fail, failed and is hereby dismissed.”

He said that Abiodun was duly elected by virtue of scoring the highest number of valid votes cast by voters and declared winner by INEC.

Hundreds of supporters of the governor  who had gathered round the roads and building adjoining the court  at Isabo, Abeokuta, launched  into a frenzy as soon as they heard the verdict.

They drummed, sang, danced and back-slapped one another.

The jubilation soon spread to other parts of the city.

Reacting, Governor Abiodun told Akinlade and other opposition politicians to join APC or start preparing for the 2023 general elections.

He said that rather than dissipating energy and resources on litigation, they should either negotiate their return to the All Progressives Congress (APC) where they were or start preparing for the next elections.

“Opposition strengthens democracy and I appreciate the fact that he went to the Tribunal in exercise of his constitutional rights.  The Tribunal has validated the mandate freely given to us by the masses at the polls,” he said in a statement by his Chief Press Secretary, Kunle Somorin.

He added: “The candidate and all members of APM and indeed members of other parties are free to join APC.

“Those who are still aggrieved should learn that democracy is about majority rule. The people have spoken and the Tribunal has validated their choice of me. Anybody who feels otherwise should start preparing for 2023.”

Gov Abiodun thanked the people of Ogun State for their support and solidarity, promising that he would not take their mandate for granted as he would continue to work towards enhancing the people’s welfare, peace and prosperity of the State.

He thanked the judiciary for the painstaking efforts and fair and lucid judgement which has further strengthened the nation’s democracy and enriched the jurisprudence.

Gov Abiodun eulogised his legal team led by Prof Taiwo Osipitan (SAN) for their demonstration of depth, dedication and brilliance and applauded the support of the APC leadership in Ogun State for the solidarity, love and firm commitment to the course of justice.

He assured the people of his Administration’s commitment to providing a focused and on qualitative governance anchored on fairness, equity and inclusiveness.

Abiodun was declared winner of the election by INEC with 241, 670 votes while   Akinlade, who was the preferred candidate of the then Governor Ibikunle Amosun  received  222,153 votes.

African Democratic Congress (ADC) candidate, Prince Gboyega Nasiru Isiaka came third, scoring over 110,400 votes while the Peoples Democratic Party (PDP) candidate, Senator Buruji Kashamu, polled 70,290 votes.

  • An urgent plea to Ogun State government

The commuters plying the Oke Aro, Giwa, Agbado Oja Road are groaning under severe pains because of what we experience on the bad portion of the road on a daily basis. Particularly the bad portion of the road between Power line bus stop and Agbado Crossing bus stop is in a terrible state, it has been abandoned for over a decade now.

We earnestly urge Governor Dapo Abiodun to please find time out of his busy schedules to pay a visit to Agbado Oja Road to see things for himself. The bad portion of the road is now a deep gully and as such commercial vehicles have abandoned the road completely, thus causing serious strain on the commuters plying the road daily, transport fares have skyrocketed. We are sincerely appealing to the Governor to come to our rescue and save us from this agony we go through plying the road.

  • Join hands with me, Abiodun tells Akinlade, others

Ogun State Governor Dapo Abiodun on Saturday called on Abdulkabir Akinlade of the Allied People’s Movement (APM) to join hands with him in taking the state to higher heights.

He spoke after the Governorship Election Tribunal dismissed Akinlade’s petition against his victory at the March 9 election.

Abiodun described the judgement by the Ogun State Governorship  Election Petition Tribunal as the triumph of rule of law; victory for democracy and  further validation of the mandate bestowed on him at the polls.

The Governor said he remained magnanimous in victory and extended, once again, a hand of fellowship to all opposition elements in the State and called on the opposition Allied Peoples Movement (APM) to forget about 2019 gubernatorial elections.

He advised that rather than dissipating energy and resources on litigation, they should  either negotiate their return to  the All Progressives Congress (APC) where they were or start preparing for 2023 elections.

“Opposition strengthens democracy and I appreciate the fact that he went to the Tribunal in exercise of his constitutional rights.  The Tribunal has validated the mandate freely given to us by the masses at the polls.

Anybody who feels otherwise should start preparing for 2023,” he said in a statement by his Chief Press Secretary, Kunle Somorin.

He assured the people of his Administration’s commitment to providing a focused and on qualitative  governance anchored on fairness, equity and inclusiveness.

The Tribunal in affirming Abiodun’s victory, declared that the petitioner “did not only failed, but also irredeemably failed to prove” his allegations of over voting and substantial noncompliance with the electoral act during  the conduct of the March 9 gubernatorial polls in Ogun state..:

Also, the allegation that Abiodun submitted false  academic qualification to the Independent National Electoral Commission (INEC) in his sworn affidavit, was also resolved against the Petitioner by the Tribunal.

In this regard, the Tribunal held that the Petitioner “woefully  failed” to prove that the respondent – Governor Abiodun, submitted false academic qualification in his INEC’s form.

And the Tribunal chairman, Justice Yusuf Halilu, then  proceeded to hold that Akinlade’s  allegation is “lazy, hollow, deficient and pedestrian,” adding further  that ” no reasonable court or Tribunal of competent jurisdiction will entertain such.”

He added that Abiodun was duly elected by virtue of scoring the highest number of valid votes cast by the voters and declared winner by the Independent National Electoral Commission (INEC), saying the Tribunal concur with it and has no reason whatsoever to tinker with the outcome of  the March 9 governorship election in Ogun State.

In the said election, Abiodun garnered 241, 670 votes to floor  Abdulkabir Adekunle Akinlade, the then Governor Ibikunle Amosun’s preferred candidate; who scored 222,153 votes.

African Democratic Congress (ADC) candidate, Prince Gboyega Nasiru Isiaka  came third, scoring over 110,400 votes while the Peoples Democratic Party (PDP) candidate, Senator Buruji Kashamu, polled 70,290 votes.

  • Promise of better days as governors mark 100 days

MANY state governors and their supporters on Friday appraised their performances during their first 100 days in office and said they have done well to deserve a pass mark.

The  governors  also assured their people of better days ahead.

Governor Babajide Sanwo-Olu of Lagos State said his administration introduced a modern method of waste disposal which helped it in clearing  the heaps of refuse across the state.

It has also empowered women and farmers with loans; commissioned 492 flats at Igando, renovated and rehabilitated   roads and procured  patrol vehicles and motorcycles for security organizations.

He told stakeholders in Ikeja that his administration was taking practical steps to ensure that sufficient and accessible electricity is made available to all and sundry.

Towards this end, it is collaborating with the two Discos in Lagos and  Elsewedy Electric to produce about 20,000 prepaid metres for distribution to residents.

He said: ”We also want to ensure that with our PPP model, we can have a lot of off-grid generation brought to bear very quickly, meaning that we are not going to rely on what is supplied by the national grid. We will be able to come up with very innovative solutions at different communities where we can have off-grid arrangement.

”And people can have access to power, using either various renewable forms of energy like solar, wind and so on, or whatever solution we find least expensive. They will be deployed at our various communities because we cannot continue to give excuses.

“We want to ensure that we have sufficient and accessible power in a 21st century economy like Lagos; so our commitment is that we would push on that. Government will ensure that whatever needs to be done to make power available for our teeming population, industries and businesses are things we shall solve very quickly.”

Sanwo-Olu said that Lagos State is collaborating with neighboring Ogun State in rehabilitating and completing many of the roads linking the two states, especially in Sagamu, Epe and Ota axis”.

A policy on the operation of commercial motorcylists is also in the pipeline, he said, while about 15,000 teachers would be recruited into the state teaching service with a view to reversing the shortage of teachers in  primary and secondary schools.

“Also in the coming weeks, extension, renovation and rehabilitation of our schools will be starting.

“We will also be facing equipment and learning curriculum of the children. We will be producing a learning tool that will be internet-driven for the children,”he said.

APC scores Buni high, explains why he has not constituted cabinet

THE All Progressive Congress in Yobe State said  Governor  Mai Mala Buni is  well on course to  transform the state.

The State Secretary of the party, Alhaji Abubakar Bakabe, told reporters in Damaturu that    the   APC is “glad to state with all sense of fulfilment the political will of the Governor Mai Mala Buni administration in repositioning the state with short, intermediate and long-term policy measures for the state to achieve greatness.”

Responding to a reporter’s question on why the governor has not formed his cabinet, Bakabe said it is because the governor does not want to make a mistake.

He dismissed suggestions that the governor might be under pressure from his predecessor, Senator Ibrahim Gaidam, to retain most of his former cabinet members.

He said: “The governor is not under any pressure from the former governor, Ibrahim Gaidam. What is delaying the formation of the cabinet is not connected with such allegations at all.

“Our governor, Alhaji Mai Mala Buni is committed to choosing the best team as a cabinet that will help him actualize his dreams and visions for the development of our dear state, Yobe.

“Those allegations are baseless. This is the truth about the situation, and Isha Allah, our governor will soon submit the list of his cabinet members.

“But you will agree with me that about 18 governors have also not constituted their cabinets. So we are still in tune.”

The Yobe State APC scored the governor high on education.

He said:”In an effort to actualize the emergency declared on education, government has in the last 100 days, organized the first ever education summit and thereafter, constituted a committee of erudite scholars, seasoned education administrators and prominent intellectuals to develop a roadmap for government to achieve the goal of repositioning primary and secondary education.

“As the ruling political party in the state, we are glad with the political will exhibited by the Buni administration in the constitution and support given to the committee to have successfully completed its assignment with a high sense of commitment within a very short period of time. We are equally proud to see the vibrant governor commencing the implementation of the recommendations made by the committee.

“Similarly, the undergraduate and post graduate foreign studies scholarship scheme introduced by the Buni administration would accelerate the manpower needs in critical areas across the state.

“Already, the committee has also submitted its report and the governor has approved 228 slots for studies in medicine, paramedics, agriculture and engineering.”

APC, PDP disagree over Bala Mohammed’s performance in Bauchi

THE All Progressive Youth Parliament in Bauchi State has faulted claims by the Peoples Democratic Party (PDP) that Governor Bala Mohammed has performed well in his first 100 days in office.

While the PDP is of the opinion that Mohammed has recorded tremendous developmental achievements so far, the APC Youth Parliament said there is little or nothing to cheer about.

Zonal Chairman of the PDP (Bauchi North), Alh. Yayanuwa Zainabari, said: “Within the first 100 days, the governor flagged off road construction in areas that lack accessible roads and renovation of the dilapidated ones in both the state capital and other senatorial zones.

“The first ones he flagged off in the state capital were the construction and rehabilitation of four roads worth about N5 billion which include Ibrahim Bako to Maiduguri Road Bye-Pass, Sabon Kaura to Jos Road, while those of Muda Lawal Market and Yakubun Bauchi Quarters would be rehabilitated.’’

Yayanuwa Zainabari, who doubles as the Publicity Secretary of the PDP in the state, said further that other roads projects awarded by the governor within the period under review were the 58-kilometre road linking Yalwan Duguri, Badaran Dutse, Birim, Bajama, Kumbala, Kundak, Wurno and Burga communities of Tafawa Balewa and Alkaleri local government areas, Sade to Akuyam in the Misau local government area, GRA Azare to old Kano Road in the Katagum local government area of the state.

But speaking in to The Nation, the Secretary of the APC Youth Parliament group, Mallam Nasiru Shigari, said ‘’ The PDP governor has achieved nothing. First of all, he had promised he would recruit jobless people in the state, conduct local government elections , pay outstanding gratuities of workers, but none of these has been achieved so far.

It’s a  mixed grill for Gov Fintiri

IT is a mixed grill for Governor Ahmadu Fintiri of Adamawa State with some residents saying he has been slow and not done enough.

Critics, who fault his speed at executing development projects, compare his government with that of his predecessor, Sen.  Jibrilla Bindow, arguing that Bindow did more in his first 100 days, while those who are satisfied with Fintiri’s pace list his achievements so far and conclude that he has actually done more.

Mr Phineas Elisha, who was prominent in the political circle and seat of power when former Governor Murtala Nyako was in power, told our correspondent in an interview yesterday that Fintiri had spent a lot of time, complaining about and “dismantling the deeds of his predecessor” without doing enough to justify the time he has had to make his own impact.

He said Fintiri’s predecessor, Jibrilla Bindow, was able to commission 201 feeder roads (some inherited from his predecessor) and started the construction of many urban roads within his first 100 days.

He said Bindow started the renovation of long dilapidated schools, hospitals and other public institutions, among others, and that he already had his cabinet in place, all within his first hundred days.

Another critic of the Fintiri administration, who similarly stressed the absence of a cabinet so far, is Alhaji Ahmed Lawan, who functions in the state as Organising Secretary of the opposition All Progressives Congress (APC).

Ahmed Lawan said the lack of a cabinet after such a long time within which the Fintiri government has been awarding contracts borders on gross abuse of power.

”I wonder a lot who approves the contracts when the approving authority, the state executive council, is not in place,” he said.

According to him, “only four people are running the government: the governor, the deputy governor, the SSG and Chief of Staff,” as    against what should be a full cabinet that should include commissioners overseeing the various sectors of the state.

He also faulted the Fintiri government for “witch-hunting” the Bindow government, emphasizing that Fintiri “is dwelling” on the government before his because he has no programmes of his own to implement.

A voice for the Fintiri government that of Alhaji Usman Ibrahim, a notable public commentator, dismissed the notion of Fintiri’s being slow, contending, especially on the matter of cabinet appointments, that consultation is necessary for effective choices.

He said: “People are just not patient. Every leader has his own style. People say he is delaying the constitution of his cabinet because various interests brought him to power. I do not see it as an infraction. Leadership is always advised to consult widely.”

He added that, in any case, Fintiri had done a lot in the first 100 days to be commended. He enumerated improvement in the welfare of workers and security situation as among the achievements.

“His Excellency, Ahmadu Fintiri, has paid all arrears of workers, both state and local government workers, and he has always ensured since he came that workers receive their monthly salaries before or on the 25th of the month,” he said.

Gov Sule promises to pay N30, 000 minimum wage

Governor  Abdullahi Sule of Nasarawa State   promised to pay the N30, 000 minimum wage once the template for consequential adjustment is agreed on.

The governor made the promise on Friday  in Lafia while giving account of stewardship of his first 100 days in office.

According to him, the state government under his administration will pay the new minimum wage because it has become a law in the country.

“As soon as the template for the consequential adjustment is agreed on at the federal level, we would also commence the process for the implementation in the state.

“If we rush now, we might make avoidable mistakes, so it is wise to wait for the template,” Sule said.

The governor also said he had directed the Teachers Service Commission to convert more than 2, 000 teachers that were hitherto on casual appointment to permanent employees.

Gombe enjoys regular water supply, says Gov Yahaya

Governor Inuwa Yahaya of Gombe State said  he is addressing the challenge of water supply in the state as residents of Gombe township and environs currently  get 40 million litres of water daily.

Yahaya told reporters on Friday in Gombe that water is a cardinal aspect of his manifesto and will continue to receive attention until residents get regular supply across the state.

He said as part of the effort towards achieving the promise to give residents water, he set up a taskforce on water supply.

“We are committed to our campaign promises and we will continue to do all within our resources to address other challenges that affect the people.

“Our administration is concerned about human capital investment and that’s why we resuscitated the sector to give water to our people,” he said.

  • Navy band partners MUSON, others for improved musicals

PLANS are underway for the Nigerian Navy (NN) Directorate of Music to partner foreign counterparts, the Music Society of Nigeria (MUSON) centre, and key universities to upscale its band performances.

The Chief of the Naval Staff (CNS), Vice Admiral Ibok-Ete Ibas, stated this at the annual NN Band Conference at the Nigerian Navy School of Music (NNSM) in Ota, Ogun State.

Ibas, who was represented by the Flag Officer Commanding (FOC) Naval Training Command (NAVTRAC), Rear Admiral Stanford Enoch, said the navy was poised to ensure originality of musical contents with a rich blend of tunes from various Nigerian cultures.

The conference, with the theme: Repositioning the Nigerian Navy Band for Global Best Musical Performances, was attended by some Heads of Music Departments (HODs) from various universities, representatives of the Army, Nigerian Air Force (NAF), the police, Department of State Services (DSS) and other paramilitary agencies.

The CNS said the Navy Music Directorate had taken enormous steps to indigenise its band and rearrange many of the foreign tunes to local content.

“However, there are observed gaps in terms of equipment, training and further exposure in order to upscale Navy’s musical performance and regain its enviable position, like the days it was the toast of the Super Eagles’ supporters club.

“This will require deliberate efforts. Achieving global best performances would require lots of efforts. It would entail identifying and addressing intrinsic and extrinsic factors in the tripod of Navy’s musical processes, namely Directorate of Music, the NNSM and the Navy Band.

“Efforts are ongoing at the Naval headquarters (NHQ) to address identified challenges, including re-equipping the Navy’s band as well as forging strategic partnerships with some credible musical bodies and organisations, like the MUSON Centre, music departments of key higher institutions and foreign military bands.

“Commencement of in-country training and construction of ‘Steel Pan Band at the NNSM, Ota, is also part of NHQ’s efforts to ensure global outlook for the NN band,” he said.

The Acting Director of Music Commander Olalekan Abiodun said the Navy’s band has become a reputable department due to the foundation laid during its formative years, adding that it has expanded to include dance and steel band units.

He said: “It is worthy of note that the steel pan instrument, which is mostly imported from Trinidad and Tobago, is presently manufactured locally at the NNSM, Ota. Special thanks go to the CNS, who approved and sent band personnel for steel pan manufacturing courses at Trinidad and Tobago some years ago.

“This year’s conference is designed to provide a dedicated platform for harnessing informed opinions about the repositioning of the NN band in order to achieve global recognition through her musical performances,” he said.

In his lecture, titled: Creating Identity for the NN Band in the Globe: A Case for Creativity and Indigenisation of Musical Performance, the guest speaker Dr. Isaac Ajenifuja said the NN band must be creative, proactive, original and effective to carve a unique identity in the global musical scene.

“There is no doubt that the NN stage band had lived and is still living up to expectation in its performances. But the concert band and the regimental band need to be given attention and upgraded to realise the goal of attaining global identity.

“Resultantly, the band can borrow a leaf from the People’s Republic of China’s band, where all the music performed in the regimental and concert band are indigenous and locally composed.

“Although the NN band might not compulsorily and absolutely abandon Western music, but it must have a great percentage of indigenous music in its repertoire for performances,” he said.

  • Cash, intrigues delay cabinet formation in Ogun, Abia, Niger, Cross River

INSUFFICIENT funds and political intrigues are delaying the constitution of the  Ogun, Abia, Niger and Cross River States cabinets almost 100 days since the inauguration of  their governors either for a first or second term, The Nation can reveal today.

Governor Gboyega Oyetola of Osun State who was sworn in on November 27, 2018 is also yet to constitute his cabinet.

Investigation by The Nation correspondents in the affected states showed that pressure are still mounting on the governors to assemble their team.

Governor Dapo Abiodun of Ogun State, according to sources, is weighing his options carefully in view of the combination of the highly influential political forces that helped him into office against all odds by his immediate predecessor, Senator Ibikunle Amosun.

He is said to be seeking an amicable formula to satisfy at least the majority of the interest groups that worked for his victory.

Abiodun’s situation is not helped by alleged booby traps laid for him by the last administration in the state such as the many decisions that were taken a few days to the exit of the former governor.

It was gathered that the  is bidding his time  and striving first to remove all the landmines and deactivate all booby traps before appointing his  Commissioners.

Again, assembling a cabinet team early in his administration means huge running cost in order to maintain the commissioners at a time the Governor cried out that he inherited almost an empty treasury beside the debt burden left behind by Amosun.

The Governor had to run to the bank – friends for a N7b loan facility to pay this first salary of workers on his assumption of office in May.

Women in the state have been particularly visible in mounting pressure on the governor to give them a fair representation in his cabinet.

Last month, a coalition of women organisations in the State seized the entrance gate to Governor Abiodun’s office, demanding 50% women representation in his yet – to –  be – constituted cabinet.

The women drawn from Women Advocates Research and Documentation Centre (WARDC), Justice Development and Peace Centre(JDPC) among others, stormed the Governor’s Office  to  make their position known early enough before he summits his list of  nominees to the State House of Assembly (OGHA).

The women led by Dr. Biola Akiode (WARDC) and  former Commissioner of Information in the state, Mrs Doyin Ogunbiyi, said: “We are here to make some request, we have sent formal letters across ahead of time, we have done what we call an open letter which we have circulated in the media. We know that we are in the season where governors from different state sending their nomination to the state Assemblies across the country.

“As at today by record, there were just seven women among the 43 ministerial nominees the president sent to the National Assembly.

“We don’t want to react rather to be proactive to make our request clear and by empirical evidence of this state that we know.

“About eight years ago, there are about 42 per cent woman representation in the state governance and it was also sustained in 2015. We believe that this present government would consider that to have the people’s representation in this coming cabinet.”

But Governor Abiodun said the reason he was yet to assemble his team has nothing to do with paucity or absence of funds.

Speaking through his Chief Press Secretary (CPS), Kunle Somorin, the Governor said he is carefully scouting for his team and would announce their names upon conclusion of the search.

He explained that it is not going to be “job for the boys” thing, saying “competence, character and commitment” would determine who makes the Cabinet team.

“That’s not exactly so. The Governor is carefully selecting his team and will announce his cabinet once he concludes his search

“His major criteria are competence, character and commitment.  The search is on. He has promised an inclusive, participatory and focused governance.

“(Is it) job for the boys? No. You must merit the appointment and that’s why the cabinet may not be peopled by job seekers and political jobbers,” he stated.

Anxiety in Abia over Ikpeazu’s cabinet

Residents of the states are worried by the inability of Governor Okezie Ikpeazu to constitute his cabinet fully since his inauguration for a second term in May.

One of them Nduka Ogbonna said: “Since we are running a democratic government, everybody has something to contribute to making government work.

“Commissioners should be there to do the needful to impact on the people or to deliver what they call the dividend of democracy. To me, not constituting his full executive is affecting the governor as well because he cannot be everywhere at the same time.

“Those commissioners are supposed to be his eye in those different sectors. I know that we have permanent secretaries, but permanent secretaries are not politicians. They are like the engine of the state; what they do is administrative work. It is the politicians that know the policies of the state government. The permanent secretaries may not know because they don’t attend the Executive Council meetings. They don’t know the party policies as well. It is only when they know what the policy of the government is through the commissioners that they can now act and work towards helping the government achieve the same purpose.

“So, the governor should do well to constitute his cabinet and quicken governance. He may be thinking that he has time, there is no time and if the governor is choosing his commissioners, he should choose those that understand where the government is headed and not those that will be recommended by his godfathers.”

The chairman Aba Unit of Civil Liberties Organization, Dr. Charles Chinekezi said: “The governor doesn’t have any option but to constitute his cabinet. There is no reason why the commissioners and other top government functionaries shouldn’t have been completely constituted by now.

“I know that there are adequate people and qualified people who can fill in the positions but you know that political infighting and intrigues will always come to play in such appointments. But whatever that is the case, he should know that he is the man that is in charge.

“Not having his complete cabinet sends a wrong signal telling the public out there, that there is a problem within the circles of government.”

However, in a response to why the state government is yet to constitute her cabinet, the State Commissioner of Information, Chief John Okiyi-Kalu stated that the names were already compiled.

Okiyi-Kalu stated that the governor would have had his cabinet members’ complete if not for the ongoing recess by members of the State House of Assembly.

According to him, the names would be formally presented to the legislature as soon as they are back from recess later this month.

Sani Bello still searching in Niger

Governor Abubakar Sani Bello of Niger State is still searching for members of his next cabinet according to sources in Minna.

It was gathered that the governor is not particularly happy with the general performance of his  commissioners in the last dispensation and now wants   fresh  hands.

The Governor’s Chief Press Secretary, Mary Berje told The Nation that setting up a cabinet involves a process and the Governor would constitute his cabinet at the end of the process.

The State House of Assembly is currently not in session as the complex is undergoing rehabilitation.

Speaker Abdullahi Bawa Wuse hopes the rehabilitation is completed soon enough to enable the Legislators return to their legislative duties.

Lack of funds, likely cause of cabinet formation delay in Cross River

Governor Ben Ayade of Cross River State dissolved his first cabinet last May.

He also let go about 8, 000 appointees in his first term as governor.

Ayade had gone ahead to drop a hint about those that would be appointed into his next administration, promising that some members of the dissolved cabinet would be reappointed into government.

But since then, the new executive council is yet to be set up and there seems to be no indication that it would be in the near future.

The governor had operated a food-on-the table policy in his first term, where he believed distributing government funds directly to as much people as possible would do much to circulate cash in the system and solve the pervading problem of poverty, which explained the thousands of appointments he made.

With the cabinet dissolved and the governor yet to announce a new one knows at the moment exactly what plans the governor has in mind.

Though he is yet to constitute his cabinet, the governor had so made a few appointments since he won his re-election. He retained his Chief of Staff, Martins Orim as well as appointed Mr. Godwin Nyiam as the acting Director General of the Department of Public Transportation (DOPT) and Engr Oxford Egbe as the acting Director General of the Cross River State Development Control Agency. He had also retained Mr Christian Ita as his Chief Press Secretary as well as appointed a few Special Assistants on Media.

At the moment ex-cabinet members keep turning up for state functions despite the fact they presently hold no portfolios in government. This is because most of the invitations sent from Government House for state events are also extended ex-cabinet members, though it is not clear what this about.

The governor at a public event had said those to be considered for appointments in his current  administration would be those who delivered in their polling units in the last general elections. The purpose again for this is not exactly clear as his party the Peoples Democratic Party (PDP) generally did well across the state in the elections.

The most likely reason it seems the governor is yet to constitute his cabinet is lack of funds. It appears the directive by the Nigeria Financial Intelligence Unit (NFIU) about local government funds has put the state in a financial quagmire at the moment. For a government that regularly pays salaries promptly, workers for the first time started experiencing delays in payment of their salaries.

An indication that the governor may not have any intention of constitution his cabinet is his setting up of various task forces, mostly most of which are made up of former cabinet members from his first term.

The governor’s decision to set up task forces had drawn the ire of some people, who wonder how the governor would achieve his goals without a proper cabinet.

For instance, a chieftain of the All Progressives Congress (APC) in the state, Mr Goddie Akpama, who described the development as degrading, said there can be no financial approvals of state resources; hence he questioned how the governor would implement the projects.

“Why does the governor have to set up task forces instead of appointing commissioners? For us as a state this is very degrading. We have heard he intends to wait until around November. That means there shall be no financial approvals of state resources, as they cannot approve money without an exco. How would governor implement those gigantic protects? How would the state function? Is he taking us forward or back. To me he is not taking us anywhere,” Akpama, a former governorship candidate, said.

Akpama also lambasted the governor’s former commissioners for accepting to work as members of the various task forces, describing them as desperate and cheap.

    Osun may soon inaugurate cabinet

Governor Gboyega Oyetola of Osun State may soon constitute his cabinet. Since the governor and his deputy, Mr. Benedict Gboyega Alabi, were sworn in last November 27, the people of the state have been looking forward for formation of the government cabinet and there had been no end to the waiting game.

It was gathered that the delay in the formation of the cabinet to drive the policies and programmes of his administration could be linked to the governor’s adoption of a new process of nomination which includes direct involvement of   politicians, particularly at the grassroots.

However, an informed source said the governor being a technocrat may assemble ae mixture of experts and politicians.

The Supervisor for Information, Mr. Lani Baderinwa, said the governor lately had been preoccupied by providing a strong foundation for his administration and will soon constitute a formidable team to work with him to deliver his campaign promises to the people of the state.

He said what was paramount to the governor is  good government, adding that his administration as the continuation of the immediate past administration of the Rauf Aregbesola is well positioned to meet the yearnings of the people.

He said Governor Oyetola had shown concern for the state House of Assembly and the National Assembly elections, which he said will largely determine the performance of his administration.

He said: “In the past few months, the governor concentrated more on the state House of Assembly and the National Assembly elections because of the importance and constitutional roles of their members to the executive arm of government. And to the glory of God, the ruling party in the state, the All Progressives Congress, has the majority figure of 23 out of the 26-member assembly.

“Also, in the last few months, Governor Oyetola has been trying to integrate the state into the federal government programmes. For instance, his frequent visits to Abuja to draw the attention of the Federal Government to Osun, is already yielding good results in solid minerals. And now that he has achieved giving his administration a strong footing to make him forge ahead and deliver on his campaign promise the next in line is the formation of the cabinet to work with him to deliver the dividend of democracy to the people of the state.”

Advising the people to exercise patience with the governor, Baderinwa assured that they will not be disappointed with the caliber of people to be in the cabinet because “Oyetola as an experienced public officer and a distinguished technocrat is well positioned to lead the state.”

There is no mistaking about it what is imminent in the state is the formation of the cabinet. But what is not clear, however, is if the ruling All Progressive Congress in the state will want to share power with other political parties as members of some of these parties are angling for inclusion.
