    Wike hails Okowa, Delta Governor over defection to APC

    Federal Capital Territory (FCT) Minister Nyesom Wike has commended former Peoples Democratic Party (PDP) vice presidential candidate in the 2023 election, Dr Ifeanyi Okowa, for supporting President Bola Tinubu.

    He said: “It is another endorsement of the president’s good governance and commitment to the development of the country.”

    In a statement on Wednesday,  by his Senior Special Assistant (SSA), on Public Communications and Social Media,  Lere Olayinka, Wike called on other Nigerians,  who are still sitting on the fence to throw in their support for the President. 

    The Minister described the open endorsement of the President by Ifeanyi Okowa, who was the running mate to Atiku Abubakar,  as; “a vindication of the position I took in 2023, which was based on the interest of a united Nigeria.”

    “I commend Dr Okowa and Governor Sheriff Oborevwori for this heart-warming decision, which must have been informed by good governance and commitment of President Bola Tinubu to the oneness and development of Nigeria.

    “They have come out at the right time to show support for the President so that the people of Niger Delta can benefit more from the government, and I commend them.

    “I am particularly happy that what I saw before the 2023 presidential election,  others are now seeing and are joining the Renewed Hope train,” the Minister said.

    The National Working Committee of the All Progressives Congress (APC) has commended Delta Governor, Sheriff Oborevwori for ditching the opposition Peoples Democratic Party (PDP) for the governing party.

    The party also hailed the defection of former PDP Vice presidential candidate in the 2023 general elections, Senator Ifeanyi Okowa, with eminent leaders, Assembly members and senior officials of the PDP to APC. 

    Reacting to the development,  APC National Publicity Secretary, Felix Morka in a statement in Abuja on Wednesday said the party’s highest administrative organ was highly elated by the Governor’s decision with other PDP chieftains to join the ruling party.

    The statement reads: “The National Working Committee of the All Progressives Congress under the leadership of His Excellency, Dr. Abdullahi Umar Ganduje, CON, is highly elated by the decision of the Governor of Delta state, His Excellency Sheriff Oborevwori, to join our great Party, along with eminent leaders of the Peoples Democratic Party (PDP), including former Governor of Delta state and vice presidential candidate of the PDP in the 2023 presidential election, His Excellency Senator Ifeanyi Okowa, senior administration officials, leaders and members of the House of Assembly, local government chairmen and councilors in the state, and teeming leaders and  members of the PDP.

    Former Delta State Governor and 2023 PDP vice presidential candidate, Dr. Ifeanyi Okowa, has officially joined the All Progressives Congress (APC), alongside his successor, Governor Sheriff Oborevwori, and the entire structure of the Peoples Democratic Party (PDP) in Delta state.

    The mass defection was announced on Wednesday following an enlarged stakeholders’ meeting held at the Government House in Asaba.

    The development marks a significant political shift in Delta State.

    Confirming the move, Senator James Manager declared, “All PDP members in the state, including the governor, former Governor Okowa, the Speaker, the state party chairman, all the local government chairmen and others, have agreed to move to the APC. We cannot continue to be in a sinking boat.”

    Prior to the formal announcement, Okowa, in a video now circulating on social media, addressed supporters in his dialect, assuring them that he would choose the best path forward.

    “Be assured that we will not go in the wrong direction. We will take the best direction, the best path for our people,” he said.

    The defection is expected to have wide-reaching political implications ahead of the 2027 general elections.

    Gov Oborevwori, Okowa begging to join APC, Omo-Agege alleges

    Former Senate Deputy President Ovie Omo-Agege has told Delta Governor Sheriff Oborevwori and his predecessor Ifeanyi Okowa to remain in the Peoples Democratic Party (PDP), stating that they are not welcome in the All Progressives Congress (APC).

    Senator Omo-Agege, who was the APC governorship candidate in the 2023 election, noted the party has continued to gain momentum in the State with the only PDP senator set to join the APC and about three House of Representatives members also preparing to switch allegiance.

    Speaking during an APC leaders, elders, and stakeholders meeting on Monday in Agbor, Ika South and Ute-Okpu in Ika North East Local Government Areas, he emphasised that while the party is open to welcoming Senator Ned Nwoko, members of the House of Representatives, House of Assembly members and other PDP leaders, it has no interest in Oborevwori and Okowa joining its ranks.

    According to him: “After the 2023 elections, the PDP spread false propaganda, claiming that APC no longer exists in Delta. Yet, this is a state where APC won two senatorial seats and two House of Reps seats. Today, the only PDP senator is set to join APC, and you are still saying we are not on the ground? Are we not the majority party?

    “In Delta Central Senatorial District, where I and Governor Oborevwori come from, APC won the senatorial seat. Out of three House of Reps seats, APC won two, while the remaining one was won by the Labour Party. PDP won none. Out of nine House of Assembly seats, APC secured five, while PDP got four. So, which party is truly more popular?”

    Omo-Agege accused Oborevwori’s administration of attempting to downplay APC’s strength despite the party’s growing influence. 

    He also highlighted that despite the presence of a sitting PDP Governor and a former vice-presidential candidate in Ika South and Ika North East, APC still secured the required 25% of votes in the last election.

    He reassured party members that all internal issues within Delta APC would be resolved ahead of 2027, emphasising that PDP’s national crisis could render it irrelevant by the next election cycle.

    “We should stop focusing on our internal issues and instead take advantage of the PDP’s bigger problems. Are we even sure PDP will still exist in 2027? Their crisis at the national level is worsening. Our focus should be on winning the next elections and re-electing President Bola Tinubu,” he stated. 

    Omo-Agege further stated that the successes of Tinubu’s policies have made APC the most attractive party in Delta State, drawing interest from several political figures. 

    However, he firmly rejected any potential defection by Okowa and Oborevwori, saying, “We have built this party from scratch, and we will not allow people with questionable records to destroy what we have worked hard for.”

    He added: “Soon, we will have three senators, and I am aware that the three PDP House of Reps members are joining APC. Some House of Assembly members will also join us. We welcome everyone except Oborevwori and Okowa. They should remain in PDP and rebuild their party.”

    “Some House of Assembly members will also come to APC. You know that Governor Sheriff Oborevwori’s government is pushing Delta State House Assembly members. You can’t even speak as a member; if you dare speak, you will be slammed with suspension. So, they are all coming, and we welcome them; the only two people who are not welcomed are Governor Sheriff and Okowa. They should remain in PDP and build their party.

    “Stay united, stay strong, and thank you once again for your dedication and hard work,” Omo-Agege added.

    Barr. Felix Morka, National Publicity Secretary of APC, also assured party members that the APC National Chairman and other key stakeholders were committed to resolving any internal issues within the Delta State chapter before the 2027 elections.

    Several party leaders who spoke at the event, including Hon. Fada Ibudeh, Chief Stevenson Ikpade, Chief Sunny Chuks Obuseh, Hon. Fred Ofume, Pst. Paul Ebede, Lady Philomena Agholor, Dr. Goddy Ibeh, Dr. Chamberlain Dunkwu, Mr. Godwin Ogadi and Barr. Eugene Uzum, emphasized the need for genuine reconciliation to strengthen APC ahead of the 2027 elections.

    Okowa and EFCC: The facts, the fiction, and the fairy tale

    We have observed the desperate attempt by some dubious elements and a section of the media to malign His Excellency, Senator, Dr Ifeanyi Okowa, the immediate past Governor of Delta State, over his recent invitation by the Economic and Financial Crimes Commission (EFCC). With few exceptions, the media reports and commentaries have been mostly sensational, mischievous, and gross misrepresentations and distortions of the facts of the matter. They fall far short of the journalistic standards of factual reporting, fairness, balance, and simple logic. Most of these reports are riddled with outright lies, wild conjectures, and unverifiable claims, with the unmistakable diabolical intent to beguile and incite the unsuspecting public against Dr Okowa. But you cannot pull down him whom God has lifted. Like previous failed attempts to drag Dr Okowa’s name in the mud, this renewed offensive against him by his traducers is an exercise in futility.

    The Facts of the Matter

    The first point that needs to be made is that the EFCC has not established any case against Dr Okowa. As is customary with the anti-graft agency, the former Governor was invited to answer questions relating to some petitions that were filed against him by some disgruntled elements. Upon his return from vacation, and as a man with a clear conscience, Dr Okowa proceeded to the EFCC office in Portharcourt as requested. The substance of the petitions was that Dr Okowa allegedly corruptly enriched himself and used state resources to acquire 80% stake in Premium Trust Bank. He was also alleged to have diverted state resources to build housing estates in Asaba and Abuja and two hotels in Asaba, for himself.

    Governor Okowa cleared himself of those allegations as the estate in Abuja is owned by a public figure. The ex-Governor lives in his own private house in an estate in Asaba that is occupied by other residents who are home owners. Similarly, the owners of the hotels in Asaba are persons known to the public and the EFCC, while Okowa has zero financial interest in Premium Trust Bank. These are facts that are easily verifiable from the Corporate Affairs Commission and by virtue of the Freedom of Information Act.

    The allegation that the former Governor allegedly diverted N1.3 trillion oil derivation funds is as ludicrous as it is outlandish. This is just a rehash of the same spurious allegations that some malicious, myopic, vindictive, and prejudiced persons concocted while Governor Okowa was still in office. These haters simply latched on to the EFCC invitation to launch a well-orchestrated propaganda, using their hirelings and hack writers in a section of the media. It is obvious that these people, including their puppets in the media, are bereft of commonsense. Otherwise, how can anybody in his right mind allege that N1.3 trillion was diverted for personal use? Are we to believe that Okowa’s administration did not pay salaries or execute a single project in eight years? It will take an individual to appropriate an average of N16b every month for eight years to amass a whooping sum of N1.3 trillion as alleged.  The implication of such a scenario happening is that there will be no money to run the government or pay the salaries of the state’s almost 50,000 workforce. Prejudice is a terrible thing, and those caught in its web, often develop a warped sense of reasoning.

    For the avoidance of doubt and for the benefit of the public, we wish to bring to the fore some salient information from the audited accounts of the Delta State Government for the eight years that Okowa presided over the affairs of the state.

    Total Revenue (FAAC, IGR, Other receipts) = N2.65 trillion

    Salaries = N628.5bn

    Pensions/Contributory Pensions/Social Benefits = N141.22bn

    Overhead/Consolidated Revenue Charges = N489.83bn

    Grants/Contributions = 107.88bn

    DESOPADEC = N221.2bn

    Internal Loans Repayment/Public Debt Charges = N200.38bn

    FAAC Deductions for Loan Repayment = N150.63bn

    Total Capital Expenditure = N729.2bn

    Among the flagship projects executed by the Okowa administration include the Professor Chike Edozien Secretariat, which recently won the Nigerian Institute of Architects award for Most Iconic Corporate Building in Nigeria, the Ogheye Floating Market in Warri North LGA, the 19.7km Obotobo 1 –Obotobo 11 – Sokebolou – Yokri coastal road in Burutu LGA, Maryam Babangida Film Village and Leisure Park Asaba, Koka Flyover in Asaba, and Asaba Storm Water Drainage. The Warri Storm Water Drainage project, designed to tackle the perennial flooding in Warri and environs, was at advanced stage by the time Okowa left office on May 29, 2023.

    In road infrastructure, the Okowa administration constructed over 2,000 kilometres of roads (including bridges) and 1,400 kilometres of drains. The administration established three new universities and six model technical colleges that have remained functional. Of course, there was the novel youth entrepreneurship development programmes of the Okowa administration that saw thousands of youths become small business owners and employers of labour. As a result, Delta was ranked the Best State in Human Capital Development in the 2017 states peer review by the National Competitiveness Council of Nigeria. Furthermore, Delta State under his watch enjoyed peace and security.

    UTM INVESTMENT

    The insinuation that the state government’s investment in the first Floating Liquified Natural Gas project promoted by UTM, a private indigenous company in the oil and gas sector, is a phantom project is at best laughable and at worst disingenuous. As a state rich in oil and gas, the administration of Okowa saw a viable opportunity in the project and, upon approval by the Delta State Executive Council and the House of Assembly, purchased equity in the company with N42.05b in two tranches of five percent and three percent. The authenticity of this project is evidenced by the signing of the Shareholders’ Agreement between UTM, NNPC limited, and the Delta State Government on December 19, 2023. Today, the state government’s investment has appreciated to at least N190.85 billion underscoring the wisdom and foresight of the Okowa administration.

    CONCLUSION

    It bears restating that Dr Okowa has nothing to hide. His governance of Delta State was marked by fiscal discipline, prudent management of resources, and excellent service delivery.  As a matter of fact, the state won World Bank awards in Overall State Fiscal Transparency, Accountability, and Sustainability Programme (All DLIs), Fiscal Transparency and Accountability, Efficiency of Public Expenditure, and Debt Sustainability. Dr Okowa is a man of unassailable integrity and we welcome any honest attempt to investigate his eight-year tenure as we believe it will vindicate his exemplary stewardship of the state.

    We know that the current campaign of calumny against Okowa is at the behest of unscrupulous politicians who see him as the biggest threat to their 2027 political aspirations. Instead of engaging in lies and propaganda, we urge these persons to work at winning the hearts and confidence of the people. Power resides in the electorate and they are the ones who determine who is to govern or represent them.

    Finally, we urge our media practitioners to always abide by the ethics of the profession. They should not allow themselves to continue to be used by desperate power mongers whose stock-in-trade is to engage in political subterfuge, stoke the fires of hatred, and foment crisis in the polity.

    EFCC confirms arrest, detention of ex-gov Okowa over alleged N1.3trn fraud

    Operatives of the Economic and Financial Crimes Commission (EFCC) have arrested a former governor of Delta, Dr Ifeanyi Okowa, over alleged N1. 3 trillion fraud.

    A credible sources within the anti-graft agency confirmed that the vice presidential candidate in the 2023 general elections was arrested in Port Harcourt, when he reported at the Port Harcourt Directorate of the EFCC.

    The News Agency of Nigeria (NAN) reports that Okowa, was arrested for allegedly diverting N1.3 trillion being proceeds of 13 per cent derivation fund that accrued to the state during his tenure.

    He was alleged to have diverted the fund from the federation account between 2015 and 2023 when he held sway in the oil-rich state.

    Officials of the commission, who did not want their names in print, said that Okowa had earlier been invited by a team of crack detectives of the agency handling his case.

    One of the sources said that he was arrested and would have to provide satisfactory answers to the questions posed to him regarding financial impropriety under his watch.

    The former governor was also alleged to have failed to render accounts of the funds as well as another N40 billion he allegedly claimed he used to acquire shares in UTM Floating Liquefied Natural Gas.

    Specifically, Okowa allegedly bought shares valued at N40 billion in one of the major banks in the country representing eight per cent equity to float the offshore LNG.

    When contacted, Dele Oyewale, the spokesman of the anti-graft agency, confirmed Okowa presence in the facility of the commission but he declined further comments further.

    It is heart-rending that a petitioner has to raise the alarm to compel the leadership of the Economic and Financial Crime Commission (EFCC) to investigate a petition forwarded to the agency by the complainant.

    Such is the case in the petition submitted by human rights activist, Mulade Sheriff and other leaders from the oil-producing communities in Delta State against the former governor of the state, Ifeanyi Okowa. The activist cum lawyer had led other complainants to the EFCC headquarters in Abuja to demand the investigation of the petition submitted to them sometime last year.

    Foremost Ijaw leader, Edwin Kiagbodo Clark had in the twilight of Okowa’s administration, sought to know how the former governor spent the derivation money released to the state by the then Muhammadu Buhari administration.

    Clarke had alleged that about N1.7 trillion was released to the Okowa-led administration. He had added that about 13 phoney companies allegedly linked to the former governor were used in diverting the money.

    It was the current Minister of the Federal Capital Territory (FCT), then Rivers State governor, Nyesom Wike, that exposed how much oil-producing states like Delta were paid during that period; otherwise, other stakeholders in Delta State may never have known that such money was ever released to their states.

    It was Wike’s revelation that informed the allegation made by Chief Clark, which was later followed up by Sheriff and stakeholders from the oil-producing communities in Delta State.

    Okowa governed the state as his estate. Therefore, on the strength of the allegation levelled against him, the EFCC must wade into matter, to enable Deltans know what happened to allocations released to the state during his tenure. The agency must not wait to be reminded of its core duty.

    President Bola Tinubu has already set the tone for his anti-corruption fight with the suspension of the Humanitarian Affairs Minister, Betta Edu. So, the EFCC has no excuse but to investigate the allegations of corruption levelled against the former Delta State governor.  The EFCC chairman should demonstrate his readiness to weed out the bad eggs within the agency by wading into the Okowa affair and exposing any official found to be frustrating the investigation.

    The anti-graft agency would do Deltans a whole world of good by commencing an investigation into Sheriff’s petition. Okowa must be made to explain to Deltans what he did with their money.

    Delta oil communities urge EFCC to act swiftly on petition against Okowa

    The Oil Producing Communities of Delta State have expressed concern over the Economic and Financial Crime Commission’s (EFCC) slow pace of work on their petition against former Governor Ifeanyi Okowa.

    The oil communities had petitioned the EFCC alleging that the former governor was unable to account for the 13% derivation fund amounting to N1.2 trillion for the development of the oil communities during his eight years reign.

    The communities are therefore calling on the anti-graft agency to as a matter of urgency investigate the former governor.

    They pleaded with the EFCC not to allow any form of distraction on the gracious issue, saying that their communities have been deprived of development.

    Chief Mulade B. Sheriff, Ijaw Ethnic Nationality who briefed alongside representatives of other oil producing communities said, after the first letter, they have followed up with a reminder but the EFCC seems to be dragging their feet.

    They also pleaded with President Bola Tinubu to prevail on EFCC to act swiftly.

    He said, “We are worried about the slow pace which is giving an impression that indeed Senator lfeanyi Arthur Okowa and his cohorts are above the law and as such can neither be invited nor prosecuted.

    “We are aware that within the arena of our laws, no one is above the law. We are therefore using this medium to draw the attention of the anti-graft agency to act swiftly in the interest of the downtrodden oil and gas producing communities in Delta State that are at the receiving end of negative environmental degradation as a result of oil exploration and exploitation.

     activities which has destroyed our traditional occupation of fishing and crop farming with nothing tangible to show in our community.

    “It is worthy of note that for the interest of justice and members of our oil and gas producing communities, former Governor Ifeanyi Okowa should be invited to account for our monies as others like the ongoing investigation on the suspended Honourable Minister of Humanitarian Affairs. Indeed we trust in the ability of the anti-graft agency, the EFCC, to act, but the delay in taking action is very worrisome, creating the wrong impression, capable of giving more room for continuous diversion and misappropriation of the 13% oil derivation funds.”

  • Okowa hails Buhari for revitalising WASH

    Delta State Governor Ifeanyi Okowa has praised President Muhammadu Buhari for declaring a state of emergency on the revitalisation of WASH services.

    The governor supported the strategies contained in the National Action Plan.

    Okowa, who spoke in Asaba, yesterday, said a lot is required for the country to provide public water and sanitation facilities for her growing population, adding that in Delta State, the water and sanitation sectors will receive more funding.

    The governor inaugurated a steering committee, chaired by him, to coordinate the Water Supply, Sanitation and Hygiene Services (WASH) and “proffer effective reforms as well as formulate policies to end open defecation”.

    He said: “In the next four years, we will increase the allocation to water and sanitation sectors, and hold those within the sector accountable as we intend to have good value for any money released.

    “Water, as the saying goes, is life; but regrettably, we have not done enough collectively as a country in the provision of public water and sanitation facilities to our ever growing population.

    “Nigeria currently ranks No. 2 in the world after India, on the open defecation index, as about 25 per cent of our population still practice open defecation. The Sustainable Development Goals (SDG) 6.1 and 6.2 seek to stop open defecation by 2025 and ensure access to sustainable and safely managed WASH services by 2030.”

    Minister of Water Resources Suleiman Adamu, represented by Mr. Osikela Omo-Ikirodah, praised Okowa’s for declaring a state of emergency on water and sanitation. He promised that such has qualified the state for financial and technical assistance from the Federal Government, which is determined to end open defecation by 2025.
