Edo community gets clean water as Okpebholo revives abandoned project

For two decades, residents of Ugboha in Esan South East Local Government Area relied on streams and rivers for drinking water, as promises of a functional water scheme remained unfulfilled.

Now, clean water finally flows in the community following a comprehensive overhaul of the Ugboha Water Scheme by Edo State Governor Monday Okpebholo.

Originally launched in 2005 as the Northern Ishan Water Supply Project under former President Olusegun Obasanjo, the scheme was designed to deliver nine million litres of water daily to communities across three local government areas in Edo Central.

The project, jointly funded by the European Union, the federal government, and Edo State, was initially awarded for ₦2.2 billion but later rose to ₦3.5 billion.

Despite being listed as completed in 2018 and previously flagged as done during the administrations of Presidents Goodluck Jonathan and Muhammadu Buhari, the scheme never provided potable water.

It became a recurring campaign promise, with residents forced to depend on the Edewe River for survival.

At one point, former Governor Adams Oshiomhole publicly challenged the federal government to show evidence of the ₦2.4 billion project, accusing the PDP-led administration of misrepresentation.

Governor Okpebholo’s intervention has now turned the long-abandoned facility into a functional water source, bringing relief and optimism to Ugboha and surrounding communities.

“The problem we have today is that in the books of Abuja, PDP says they have brought water to Esanland. If you ask the Onojie of Ugboha, the Onojie of Uromi and all the other Onojies in Esanland, they will tell you that there is no water in Esanland. They came to my office and said they are not going to allow the Vice President to come.”

In 2017, then Minister of Water Resources, Suleiman Adamu, promised that the project would be commissioned in 2018. The Adamu visited Edo State to commission the project in 2018, residents of Ugboha and environs stopped the project from being commissioned insisting that the project was yet to be completed.

The Minister headed to Benin City and handed over documents of the project to then Governor Godwin Obaseki. It was gathered that the federal government considered the project done because its aspect of the project was building of the facilities and not to reticulate to various communities.

In 2019, Obaseki flagged-off the water reticulation aspect of the project. Speaking at the ceremony, he said,

“We have inspected several projects but the main project is building the water gathering system at Ugboha. It is a facility that takes water from Ugboha River into the pumping stations and then into the storage tanks.

“The Federal Government project ended with the building of the facilities and not the reticulation. What was handed over to us was the facilities to first gather the water and move it into the central storage facilities.”

However, water from the project was reticulated to some communities but not in Ugboha. Today, water now flows in Ugboha after 20 years of anticipation. Governor Monday Okpebholo’s comprehensive overhaul of the Ugboha Water Supply Scheme has restored full water reticulation to Ugboha and parts of Uromi and Irrua.

Managing Director of the Edo State Urban Water Corporation, Mr. Uyi Ekhosuehi, who visited the project site last week, said residents of Ugboha, the host community, now have access uninterrupted access to safe, treated water for the first time since the scheme’s establishment.

Ekhosuehi said the use of substandard materials by a previous contractor crippled the scheme.

He listed facilities overhauled in the scheme to include automation of the treatment and filtration plants, the pumping house fitted with high-pressure systems; and the replacement of faulty UPVC pipes with heavy-duty ductile industrial pipes to ensure durability and reliability.

According to him, “Ugboha never benefited from this project when it was originally executed. Substandard pipes were used, mixing UPVC with ductile materials, which resulted in persistent leakages. The dam itself had suffered decades of poor maintenance.

“Governor Okpebholo insisted that this project would not be abandoned. He approved a complete turnaround maintenance, which has delivered a new fully automated filtration plant, high-pressure pumping systems, and durable ductile industrial pipes capable of carrying primary water for reticulation.

“With the host community now connected, the Corporation has commenced extension works to cover other parts of Uromi and Uwesan. All necessary pipes and fittings have been delivered, with full connection to be completed in the coming weeks. Restoration plan will soon extend to Irrua, Ekpoma, Iruekpen, Illeh, and environs, while design works are ongoing to reactivate the Ojirami and Ikpoba River dams to strengthen supply across Edo North and South.

“Our target is clear: within the next five to six years, Governor Okpebholo wants to end the water challenge across Edo State,” he affirmed. “We are also working on restoring water to Agbede in Edo North and Sakponba in Edo South. This administration is determined to ensure that every Edo citizen, urban or rural, has access to safe, affordable water.”

Speaking on partial commercialisation of the scheme, Ekhosuehi explained that the initiative was designed to prevent wastage in urban areas while maintaining free access for rural communities.

Urban households, according to him. will pay a tariff of about six hundred naira per thousand litres—a dramatic reduction from the thirty-five thousand naira residents previously spent on tanker supplies.

“This system has encouraged ownership and reduced waste. Rural dwellers fetch water free of charge from designated discharge points.”

Residents in Ugboha expressed joy that their years of suffering by going to the river to get water has ended.

Another building allegedly used for the initiation of cultists has been demolished by the Edo State Government.

Several buildings linked to criminal activities have been demolished by the administration of Governor Monday Okpebholo.

The building, located in Egbaen community, Egor Local Government Area, was said to be used as a base for cult initiation rites and ritual practices.

A shrine, coffin and fetish items were found in the building.

The state government said it demolished the building after clandestine activities continued in the place despite sealing of the premises.

Operatives of the Edo State Special Security Squad, codenamed “Operation Flush Out Cultists and Kidnappers” in collaboration with security agencies, carried out the demolition.

Coordinator of the Security Squad, Idemudia Noah, said the building was linked to a leader of the Maphite cult group and converted to a meeting point for illegal activities.

“We were here some days ago to seal up this building following allegations of cultism, ritual practices and other nefarious activities of suspected Maphite cult leader Marvelous Adetarami and his members,” Noah told journalists at the scene.

“We got credible information that the suspected cult leader Marvellous Adetarami and his members still gathered to have their meetings in this sealed bungalow, where the horrible shrine was discovered.

“Neighbours and community members are all joyous seeing the building pulled down, as they have lived in fear following the suspect’s activities.

“We encourage neighbours and citizens across the state who notice such nefarious activities in their communities to inform security agencies. Together, we can ensure a safer Edo for all.”

‘Okpebholo’s N500m monthly subvention revives AAU, clears salary backlogs’

Management of State-owned Ambrose Alli University (AAU), Ekpoma, says Edo State Governor Monday Okpebholo’s approved N500 million monthly subvention has revived the institution, ending years of financial crisis and restoring stability.

The institution’s acting Vice Chancellor, Prof. Sunday Samuel, made the remarks yesterday during a news conference.

According to him, the intervention represents a dramatic shift from the N41 million monthly allocation received under former Governor Godwin Obaseki’s administration.

He described the previous “meagre allocation” as crippling, noting that it left the university unable to meet obligations between 2021 and 2024.

He said the drastic reduction from the N270 million provided under former Governor Adams Oshiomhole’s administration to just N41 million plunged the institution into salary arrears, pension delays and unrest.

“With Okpebholo’s N500 million monthly support, we have been able to promptly pay workers’ salaries, settle pension obligations, and implement the new N70,000 minimum wage.

“The labourer deserves his wages, and we are now living up to that principle,” he said.

Samuel further disclosed that all staff-members, who were politically sacked by the defunct Special Intervention Team (SIT), had been reinstated in line with the governor’s directives.

He said those wrongly delisted from the payroll during a controversial biometric exercise had also been returned.

The acting vice chancellor noted that renewed synergy with security agencies had curbed cultism and fostered peace within the university community.

He hailed Governor Okpebholo and the Governing Council, led by Chief Dan Orbih, for their policies, which were promoting institutional stability and inclusive governance.

Samuel, however, pledged continued support for the governor’s vision of rebuilding and repositioning the university into a world-class institution.

According to him, the present stability is laying the foundation for lasting growth and development.

  • From chalkboards to civilisation: Okpebholo’s footprints in education

From chalkboards to civilisation: Okpebholo’s footprints in education

    • By Fred Itua

History teaches us that no great civilisation ever emerged without first laying a solid foundation in education. From the intellectual traditions of ancient Greece to the scholarly vigour of the Arab world during the Golden Age, and the technological revolutions of modern Asia, societies that invested in knowledge created legacies that outlived kings and empires.

The strength of nations has never rested solely on armies or wealth, but on the quality of minds they cultivated. Education has always been the invisible architecture upon which enduring prosperity is built.

It is within this context that the latest approvals by the Edo State Executive Council, under the leadership of Governor Monday Okpebholo, must be understood. The projects—ranging from lecture theatres and hostels at Ambrose Alli University, to the remodelling of secondary schools, and the renovation of basic schools—are not mere brick-and-mortar initiatives.

They are deliberate steps in anchoring the state’s future on the same principle that guided the rise of great civilisations: the nurturing of young minds through robust educational infrastructure.

At the heart of the approvals is a recognition that no student—in primary, secondary, or tertiary institution—should be denied the dignity of learning in an environment that inspires creativity, nurtures discipline, and expands opportunities. The construction of a 1,500-seater lecture theatre, two additional 300-capacity lecture theatres, and a 600-bed hostel at AAU, Ekpoma, is not merely a physical intervention.

It is a bold statement that the state is serious about giving its undergraduates a foundation that matches the demands of a knowledge-driven world. For years, overcrowded lecture halls and inadequate hostels have undermined university experience. These facilities, once completed, will reposition AAU not just as a citadel of learning but as an incubator of dreams.

The decision to remodel and rebuild eight secondary schools, with start of Phase 3 of the Basic Schools Renovation Programme, speaks to continuity. The beneficiaries, Ovia North East, Ikpoba-Okha, Etsako West, Esan West, and Uhunmwonde, etc, indicate a governance philosophy prioritising balance and equity.

It is here that we see the seeds of enduring legacies—when the government ensures that a child in Iruekpen learns under the same quality of roof as a child in Benin. When rural children are given classrooms that inspire them to compete with their peers in Lagos, Abuja, or even beyond Nigeria, the state is quietly rewriting its future.

Yet, an enduring legacy for students is not only about classrooms and lecture theatres. It is also about the ecosystem that supports education. The approval for new markets in Orhionmwon, Ikpoba-Okha, Ovia North East, and Jatu in Edo North, as well as the provision of 25 transformers in oil-producing communities, demonstrates a profound understanding that education and commerce are interconnected.

Thriving markets ensure that parents can trade and earn enough to send their children to school. Steady power supply means schools can integrate digital learning tools that prepare students for the realities of the 21st century. A child who studies in a well-lit environment, goes home to electricity, and whose parents are financially empowered to provide school supplies, is better positioned to succeed.

Importantly, these approvals are not about cement, steel, or bricks; they are about human capital. They are about a little girl in Uhunmwonde who, in a few years, will walk into a renovated classroom with confidence. They are about a young man in Ekpoma who will no longer stand through a lecture because the hall is too crowded. They are about the child in Ovia North East whose school uniform will not be soaked in rain because the classroom roof has collapsed. These are the real faces of enduring legacies—the quiet transformations that ripple through generations.

Governor Okpebholo’s administration must, therefore, be commended not just for approving these projects but for threading them together into a coherent vision. To build lecture theatres without addressing basic schools would be incomplete.

To upgrade schools without strengthening commerce would be shortsighted. To expand markets without electrification would leave gaps. What we are witnessing is a holistic approach that recognises education as an enabler and a beneficiary of broader social transformation.

In approving the projects, Edo has taken a step in the right direction. But in completing them and ensuring they truly serve students, the state will engrave its name in the book of enduring legacies. The classrooms we build today will determine the leaders we present tomorrow. The hostels we erect will house inventors, writers, doctors, and engineers who will shape not only Edo’s destiny but Nigeria’s place in the world. That is the power of vision, the essence of legacy.

Edo State Governor Monday Okpebholo has threatened to sanction the contractors handling the section of Benin-Sapele Road project being funded by his administration.

Okpebholo, who summoned the contractors, said they would explain reasons for the delay or face sanctions.

Okpebholo, in a statement by his Chief Press Secretary, Fred Itua, expressed displeasure about the slow pace of work despite financial mobilisation of the contractors.

He said he drove over 20km stretch of the road, stopped at several points and inspected the quality of drain, pavement and materials used for the construction.

Governor Okpebholo said he stopped at Peanut junction, Ogheghe junction by Akenuwa community, Ogheghe Road, off Sapele Old Road, which was abandoned by previous administrations after several  promises to the residents in the area.

He said: “I have inspected what they are doing and the work is solid and good. But the problem is the level of speed, which is not good for me. People are suffering due to the slow pace of work and we have to do something drastic to ensure the road is passable, by reducing the plight of the people who are using the road.

“The second segment of the road, which is another 7km, will soon begin, but apart from the road, the drain is important to us because it is responsible for taking water out.

“Drainage is important and the design stopped the construction of the drainage system at the middle of the town. The question is, where will the water go to? We will look at the design again to ensure the one we will finally construct for this road takes water out of town and desilt it at the proper place. When this is done, it will enable us have good and lasting road, after the completion.

“Our people are suffering and crying, and we are out here this evening to check the level of work done and ensure speedy completion,” he said.
