    Oshiomhole: I’ll focus on people

    BEFORE a huge crowd of dignitaries, workers, politicians and ordinary folk, Edo State Governor Adams Oshiomhole yesterday began his second term with a pledge to continue with his achievements.

    The Samuel Ogbemudia Stadium, Benin-City venue of the ceremony was filled to capacity.

    Yesterday was declared a public holiday by the Edo State Government to mark the event.

    The Government House and the streets leading to the Government House got some facelift.

    Traffic was high on major streets, especially those leading to venue of the event and security was tight.

    Former House of Representatives member Patrick Obahiagbon, who was a compere at the ceremony, held the audience spell bound with his high sounding words.

    Oshiomhole came into the venue in a long convoy. He was accompanied by some governors, including The Delta’s Dr. Emmanuel Uduaghan and his Rivers counterpart Chibuike Ameachi.

    Deputy Governor Pius Odubu was dressed in a white Benin traditional attire. Oshiomhole was decked in his trademark short-sleeve khaki.

    The crowd was entertained by a special ceremonial parade by the police, led by Bassey Etim, a Superintendent. Traditional dancers from across the state performed.

    Ambulances were on stand-by to attend to emergency cases.

    Members of Nigerian Union Teachers who last week threatened to boycott the event over the sack of some of their members were present.

    Professional Wood Workers Association members, who wanted Oshiomhole to fullfill his promise of establishing a furniture park, were there.

    The secretary of the association, Lucky Nagbama, is sure that Oshiomhole would perform better.

    Chairman of Road Transport Employers Association of Nigeria, Osakpamwan Eriyo, said a central motor park, in line with the on-going construction of roads in Benin City, was needed.

    This, he said, would enable members of the association removed their vehicles from the streets.

    After the oath of office was administered on him and his Deputy, Dr. Pius Odubu, by the Chief Judge, Justice Cromwell Idahosa.

    Oshiomhole said tertiary education would get a big boost.

    He also said he would ensure massive development of industries and attract direct foreign investments that would ensure that youths are gainfully employment.

    The governor thanked the people for their massive support at the July 14 governorship election, saying that he would not renege on his electioneering promises.

    “I salute all co-contestants during the election whose roles have helped to deepen and strengthen democracy in our state.

    “We continue to count on your support to take Edo State to the next level. I use this opportunity to invite all of you to join me to transform and reposition our dear state,’’ he said, adding:

    “I believe that it is very critical that we take full advantage of our renewed mandate to build a solid future without forgetting the past.

    “We must realise that at the end of the day, it is our responsibility to leave lasting legacies that will continue to promote the general good.

    “Our people deserve the best and must, therefore, not be treated as objects of manipulation, but as citizens that participate robustly in the politics of their communities to advance their interests.

    “It is under such conditions that politics can throw up good leaders, democratic policies and programmes that would benefit our people.’’

    Oshiomhole praised traditional rulers for their immeasurable goodwill, prayers and support before, during and after the July 14 elections.

    He also paid tribute to his late wife, Clara, his assassinated principal private secretary, Olaitan Oyerinde, and four journalists who died during his campaign.

    Among the dignitaries at the inauguration were former Head of State Gen. Yakubu Gowon and the leadership of the Action Congress of Nigeria (ACN), Oshiomhole’s party, led by National Chairman Chief Bisi Akande and National Leader Asiwaju Bola Ahmed Tinubu.

    Governors Rochas Okorocha (Imo), Emmanuel Uduaghan (Delta), Peter Obi (Anambra), Kayode Fayemi (Ekiti), Rauf Aregbesola (Osun), Rotimi Amaechi (Rivers), Babatunde Fashola (Lagos) and Ibikunle Amosun (Ogun) attended the ceremony.

    Business tycoon Alhaji Aliko Dangote represented the business community. The Nigeria Labour Congress (NLC) team was led by its President Abdulwaheed Omar.

    There were also former Minister of Defence Maj-Gen Godwin Abbe and Senators Chris Ngige and Daisy Danjuma. Ex-governors Aremo Olusegun Osoba and Otunba Niyi Adebayo also attended.

    From the royalty came the Oba of Benin, who was represented by palace chiefs and Benin crown Prince Eheneden Erediauwa. The Sultan of Sokoto was represented by the Magajjin Sokoto.

    Oshiomhole said: “With the power of God on our side and our sheer determination to change a situation we began the journey of mobilising and inspiring the people to accept that if something is wrong, time cannot make it right.”

    “With the support and guidance of God, we are here as free people to participate in the swearing in ceremony. Only God in his infinite powers could have helped us to defeat those forces of darkness so that its light can shine. So I ask you to join me to give thanks to Almighty God for all his mercies and for all he has done, not only for me, not only for Action Congress of Nigeria, but indeed for the good people of Edo State and Nigeria,” he said.

    Outlining his blueprint for the second term, the governor said: “We are now determined to shift focus to industries. We are now determined to do all of those things we need to put in place, not only to retain the investors that are already here but also to attract new foreign direct investment.”

    He expressed joy that with the positive and enabling environment that government is creating, private investors are responding positively.

    On water supply, Oshiomhole said: “We are determined to rescue the water supply in Benin City and sustain our borehole projects in our rural communities.”

    The Ekiti State Governor said he is convinced that Edo people would witness greater development in Governor Oshiomhole’s second term given Oshiomhole’s genuine concern for the development of the state and his people-oriented policies.

    Fayemi who was among prominent national leaders that graced the inauguration ceremony Oshiomole occupies a special place in the hearts of Edo people through excellence performance.

    Describing Oshiomhole as a performer and achiever in governance, Fayemi said his second term in office would afford the people of Edo State to reap more dividends of democracy.

    Fayemi said “ The Edo election has taught us some lessons and has set a precedence for us in Ekiti to follow. The Edo people have shown that good performance will always be rewarded. I have no doubt that Edo State will witness greater development during this second term and through good performance, ACN will win more states in next election.

    Promises to conduct council election

    Edo State Governor, Adams Oshiomhole and his Deputy, Dr. Pius Odubu was on Monday inaugurated for a second term in office

    Speaking at the inauguration inside the main bowl of Samuel Ogbemudia Stadium, Oshiomhole said it is time for people of Edo State to rise beyond primordial sentiments and political divisions to join hands to move the state to next level.

    “We collectively rejected domination, bad governance, bad leadership, and undemocratic conduct in the management of our commonwealth.

    “Collectively, we set an example and political milestone for Nigeria and Africa as we showed that it was possible to defeat negative political forces, run elections without violence and campaign on performance and the support of all strata of society, “ Oshiomhole told the gathering.

    The governor also announced the conduct of local government election early next year.

    “We are aware that in some local governments, the impact of governance, policies and leadership at the local level has not been visible or felt by the people.

    “Our focus would be to ensure that qualified, committed, exposed, capable and innovative candidates that will make the required difference in the lives of the people participate. We need men and women that will reinvigorate the communities, deploy resources carefully and strategically, complete on-going projects, stimulate production, and initiate new realistic projects.

    “This would stem migration to the rural areas and encourage productivity at the local levels. Sectors such as health, youth and women empowerment, education, agriculture, rural industries, housing and security must take priority.”

    Those present at the inauguration include, former head of state, Gen. Yakubu Gowon, Aliko Dangote, Governors of Rivers, Imo, Lagos, Osun, Ekiti, Ogun, Anambra, and Delta States.

    Also in attendance were the ACN chieftains – Bola Ahmed Tinubu, Chief Bisi Akande, Chief Olusegun Osoba, Lai Mohammed, Chief Niyi Adebayo, Chief Tom Ikimi, Gen. Godwin Abbe, Daisy Danjuma, Senator, Ehigie Uzamere, Senator Domigo Obende and Speaker Uyi Igbe, among others.

    Edo State Governor, Adams Oshiomhole, on Friday dissolved the state executive council.

    At the valedictory session held in Benin City, where he dissolved the council, the governor commended the outgoing commissioners for their good performance in the last four years.

    He said, “Four years down the road, working together, arguing, debating, even sometimes disagreeing, we have provided a collective leadership to the people of Edo State. We have served them diligently with all our hearts.

    “You are the least paid commissioners in the country, but that did not dampen your morale to put in your best efforts. I want to thank you very much for what God has used you to do for me and your state. Thank you for the sacrifices you have made.

    “I thought it wise that having worked so hard, it is right to appreciate you.

    “On Sunday, I recognize it will be full time for the first tenure of this administration and when it is full time, no matter how interesting the game is, the referee must blow the whistle and end the game. The life of this council comes to an end on Sunday, not today, because that is when the end of the first tenure of this administration will come to an end, so you are still commissioners even after this statement till 11:59pm Sunday.”

    Responding on behalf of his colleagues, the state Attorney-General and Commissioner for Justice, Osagie Obayuwana, thanked the governor for giving them the opportunity and the free hand to serve the state.

    “The experience of working with the governor has been a school of leadership for us, which was defined by the highest level of congeniality. I doubt if there is any other executive council in any other state in the country that is comparable to the one we had here,” Obayuwana said.

    Edo State Governor Adams Oshiomhole yesterday implemented the resolution of the House of Assembly, which dissolved transition committees in the 18 local government councils.

    He directed the Heads of Service in the various councils to take over the management of the local government secretariats.

    At a meeting with the former transition committee chairmen and Heads of Service at the Government House, Oshiomhole said the Assembly’s resolution was in the best interest of the state.

    He said the Heads of Service are there to ensure that workers salary are paid and not to run the councils as sole administrators.

    Oshiomhole said: “I invited you to brief you about a recent development. You are aware of the resolution passed by the Assembly as regards the tenure of the local government transition committees.

    “We have considered the resolution, which has since been sent to my office, and are satisfied that it was done in good faith and in the best interest of our state.

    “Accordingly, we have resolved to accept the dissolution of the transition committees, which means the tenure of the chairmen of the transition committees, the councillors and the supervisors have come to an end.

    “I appreciate the transition committees for the leadership they provided in the councils in the last two years and a month.

    “Everything considered, I am convinced that the chairmen have impacted in various ways on the life of the people in their respective local governments.

    “I have seen schools, health centres, street lights and other projects that were executed by the caretaker committees. When I look at the score cards of the transition committee chairmen and compare them with those of their predecessors, who were elected, I believe these set of chairmen have done better.

    “But as they say, there is time for everything, and by the nature of caretaker leadership, there is no defined tenure of office. It is meant to be a stop gap depending on when elections are conducted.

    “Now that we have cleared the coast, we are sorting out the remaining legal issues regarding the State Independent Electoral Commission (EDSEIC) and we believe over the next few months, council polls would be conducted.

    “But before then, we have asked the transition committee chairmen to hand over the affairs of the councils to the Heads of Service.”

    Warning the Heads of Service not to act as sole administrators, Oshiomhole said: “If there are specific developments that require action, those developments would be discussed and specific approvals would be given. “Ensure you have approval for anything you want to do in black and white to avoid misconception. Our instruction is not that you should go and pay contractors. You must give priority to the payment of accumulated salary.”

    Oshiomhole to present 2013 budget Thursday

    Edo State Governor, Comrade Adams Oshiomhole will on Thursday present the 2013 budget proposal to the Edo State House of Assembly.

    This was contained in a letter dated October 6 and signed by Secretary to the State Government, Dr. Simon Imuekhemen.

    Oshiomhole in the letter, read during plenary session on Tuesday, sought the lawmakers’ permission to present the 2013 appropriation bill to the house for approval.

    The letter titled: “Request for urgent attention to present the 2013 budget estimate by the governor, Comrade Adams Oshiomhole,” reads “I have been directed by the governor of Edo State, comrade Adams Oshiomhole to request the honourbale house to grant him audience during the plenary session of the house on Thursday November 8, 2012 to present the 2013 budget estimate to the House of Assembly.”

    Oshiomhole in another letter dated November 1, 2012 requested for the amendment of law establishing the Agency for Information, Communication and Technology (ICT).

     

  • ‘Oshiomhole not averse to council election’

    EDO State Governor Adams Oshiomhole is not averse to the conduct of local government elections, the governor’s media aide, Prince John Mayaki, has said.

    Mayaki said Oshiomhole was not against the House of Assembly’s resolution, which dissolved caretaker committees.

    In a statement yesterday, Mayaki said: “The governor believes councils must be governed by democratically elected persons, because that is the position of the law.

    “He appointed caretaker committees because when the tenure of the elected council officials expired, the new voters register was not ready. And since the law does not allow for vacuum in the management of councils, it became imperative for the governor to appoint caretaker committees.

    “People must be careful not to rush the governor into conducting council polls because of their personal interests. It would be noted that few weeks to the National Assembly, Presidential and House of Assembly elections, the voters register was ready, but the nation was preparing for those elections.

    “After that, it was time for the governorship election in the state, in which the governor was a major contestant. No one could have expected him to abandon his election for another.

    “It is the governor’s position that the state is ripe for elections into the councils and, as we speak, there are legal bottlenecks. Until all these issues are cleared, there is nothing anybody can do about council polls.

    “We are all aware of the Justice Okunega and Justice Okungbowa legal tussle over the disbandment of the Edo State Independent Electoral Commission (EDSIEC) under Okunega’s chairmanship.

    “This is a tenure issue. Some have sued the Governor, the Assembly and others over the conduct of the election. All these pending legal issues must be cleared before the election.

    “I am not unaware that the governor is interested in finding legal solutions to the logjam to allow for the conduct of council elections. Nobody should expect the governor to go beyond the law. He must respect the judgment of any court because as the leader of a government that is founded on the basis of the rule of law, he has no option than to obey all court orders as far as this issue is concerned.”

     

     

  • Oshiomhole decries doctors’ attitude to work

    Edo State Governor Adams Oshiomhole yesterday criticised the attitude of government doctors to work.

    He warned that the government would dismiss any doctor found wanting.

    Oshiomhole gave the warning at the Central Hospital in Benin, the state capital, when he paid a surprise visit to the hospital.

    He said: “Our hospitals are not supposed to be death centres, but healing centres. You are trained to save lives, but you preside over avoidable deaths by reason of your negligence. We will dismiss any doctor who is not ready to work.

    “Are we supposed to beg doctors to come to work? We have a contract. It is either you keep it or you go. We do not have all the resources we need, but we want value for the little we have.

    “If we do not have a hospital, we will tell our people, so that they can go to herbalists. But when you put a hospital signboard out there and there is no doctor to attend to the people, you give people the wrong impression. When they do not see a doctor in the hospital, the people will go to private hospitals.

    “Our people are already dying of negligence, so I am not bordered about the threat of strike. What has happened to our values? People who run down a state must not be allowed to thrive anywhere. I will make sure that those who sabotage government hospitals are not allowed to practice anywhere.”

    Oshiomhole, who was at the hospital at 8am, slammed the management for running the hospital for days without electricity.

  • Oshiomhole congratulates Mimiko

    Edo State Governor Comrade Adams Oshiomhole has congratulated Governor Olusegun Mimiko on his victory in Saturday’s election.

    In a statement issued in Benin City, Oshiomhole said: “I wish to congratulate Governor Olusegun Mimiko on emerging victorious in the titanic electoral contest in Ondo State on October 20.

    “From the results, it is clear that the Labour Party’s candidate is the people’s choice, just as the standard bearers of the Action Congress of Nigeria (ACN) and the Peoples Democratic Party (PDP) deserve praise for giving a good account of themselves. In the circumstance, it is only natural that one person will carry the day.

    “So, I also like to congratulate the duo of Chief Oluwarotimi Akeredolu, SAN, of ACN and Chief Olusola Oke of PDP on a gallant showing.”

    Oshiomhole wrong on death row prisoners

    SIR: Governor Adams Oshiomhole of Edo State, recently ordered the execution of two prison inmates pending appeal of their suits before the courts.

    The characters of these inmates were described by the prison authorities in the state as “ unmanageable “.

    Despite being on death row, the governor failed to recognize that these inmates have their Rights to Life pursuant to Section 33, 1999 Constitution.

    This section entrenches that everyone has a right to life and no one shall be deprived of this except under the circumstances permitted by law.

    Looking at the length and breadth of this section, the action of the governor has no legal backing for it is a breach of the law to execute someone pending appeal.

    Also affirming this right is Article 4 of the African Chatter on Human and Peoples Rights. To this end and others, the right to life has received the status of a jus cojen. It is universally recognized.

    Taking a clue from the decision of the court in Nosiru Bello v. A.G Oyo State (in which the court held that the killing of the deceased was unconstitutional), I think this mishap should be re-addressed.

    Lucy Freeman, Amnesty International’s deputy program director for Africa, speaking on this, described this act as “ a deep disrespect for the judicial process”.

    Not considering the fact that these two were convicted for murder, the constitution remains supreme (Section 1).

    The law will prefer 99 guilty persons freed than one innocent man killed. Since the deed hasn’t been done, there is still room to respect the grundnorm – The 1999 Constitution.

  • Oshiomhole urges tribunal to strike out witnesses statements

    Edo State Governor Adams Oshiomhole yesterday urged the Edo Governorship Election Petitions Tribunal, sitting in Benin, the state capital, to strike out the statements of witnesses in the petition filed by Maj.-Gen. Charles Airhiavbere (rtd.), the candidate of the Peoples Democratic Party (PDP) in the July election .

    In an application, Oshiomhole’s counsel Adeniyi Akintola said the statements have become an academic exercise in view of the tribunals ruling on September 27.

    Akintola said the statements relate to issues of academic qualifications have no bearing on the issues before the court.

    He opposed a motion on notice filed by Airhiavbere’s counsel Paul Itua seeking an extension to allow for more witnesses.

    Akintola said the application will serve no purpose and that the ruling of the tribunal has taken care of the application.

    He said: “The issue sought by the petitioner was qualification, which is no longer before the tribunal. The matters of pleading go to no issue.”

    Itua urged the tribunal to uphold his application and strike out Oshiomhole’s reply.

    Tribunal Chairman Justice Ambrusa Suleiman adjourned sitting till today.

    Justice Suleiman ordered Itua to collect certified true copies of documents pertaining to the conduct of the July 14 governorship election from the Independent National Electoral Commission (INEC).
