  • The courage of governance in osun

    For people of all political persuasions, governance courage as manifested in urban renewal plays an undeniably important role in the history and demographics of cities around the world. Urban renewal is intended to reduce sprawl, improve the global economic competitiveness of a city’s centre, improve cultural and social amenity, and improve opportunities for safety and surveillance. Its potential value as a process was noted by those who witnessed the overcrowded conditions of 19th century London, New York, Paris and other major cities of the developed world affected by the industrial revolution.

    However, the people in the present day Osun State have not been privileged to enjoy the benefits of governance courage manifested in urban renewal after the great promises the cities in the area had showed in the golden era of Awoism in the old Western region was truncated. No thanks to the dark days of military authoritarianism.

    In the dawn of this current democratic dispensation in May 1999, the people of Osun State like the other sister states in the old Western Region certain of their destination rallied support for a progressive party, the Alliance for Democracy (AD) to chart a roadmap for their development. Between 1999 and 2003, the political investment of the people was beginning to pay off. But, the progress made was shortened in 2003 by the then Aso Rock garrison commander and his co-travelers on the platform of the People’s Democratic Party (PDP). The PDP deceived electorates in the pretence of being Awoists and in addition manipulated the machinery of Federal Government during the infamous 2003 elections to bungle themselves into the Osun State Government House. As political investors whose preoccupation to make government part of their private estate, the inglorious reign of the PDP between 2003 and 2010 stalled the development strides that had started in the wake of the Fourth Republic. Expectedly, during the PDP’s reign, as a party noted for its deliberate imperviousness and insensitivity to complaints of the citizens, the state and its people utterly suffered neglected.

    In my own part of the world, there is the aphorism that, “the lives and destiny of the deprived people cannot be sacrificed on the altar of personal greed without some redeemers emerging one day”. This aphorism was confirmed again in 2010, when Ogbeni Rauf Aregbesola after almost three years of legal fireworks defeated the PDP government. With Aregbesola’s retrieval of the people’s stolen mandate from the impostors and glorified body of PDP rulers, the people’s hope for a reincarnation of the golden era of Awoism was again rekindled.

    Since 2010, Aregbesola as the governor of Osun State has redefined the role of government as a promoter and facilitator of interventions and initiatives to raise the standard of living of the average people of the state. The governor has recorded remarkable successes in the construction, reconstruction and rehabilitation of moribund infrastructure in all sectors. Also, the Aregbsola administration has taken giant strides toward banishing unemployment, poverty, and hunger with various programmes such as O’ Reap, OYESTECH and Osun Youth Empowerment Scheme (OYES). In fact, the youth development programme, OYES, has been adjudged as the most effective by the National Bureau of Statistics. The same Bureau has held that Osun state has the lowest rate of unemployment in the country. In addition, Aregbsola administration has recorded groundbreaking strides in dredging erosion-prone areas in state.

    With a view to improved sustained security and peaceful atmosphere in the State of Osun especially at the urban centres, the governor, Ogbeni Rauf Aregbesola, inaugurated a quick response security apparatus called Swift Action Squad (SAS). Furthermore, the Governor has been committed to upgrading tourist sites such as the Osun Oshogbo Groove to make them conducive for devotees, artistes, well-wishers, dignitaries and other visitors.

    At a glance, the giant strides in all sectors throughout all the 30 Local Government Areas in the state speak volumes of the Aregbsola administration’s untainted commitment to fast-tracking the development of the state. Indeed, courtesy Governor Aregbsola, the hitherto quiet, lowly and subordinate rustic ancient cities in Osun state are rapidly and steadily being transformed into modern metropolitan grandeurs.

    The PDP, as a party deeply entrenched and rooted in the pockets of some individuals, rather than applaud the uncommon transformation of the Aregbsola administration is nakedly bent at assisting to extinguish the light in the political tunnel. The stone-age PDP has cried wolf over the expansive governance style of the Aregbsola administration. Just recently the members of Osun PDP resisted attempt by the state government to demolish their state secretariats for urban renewal purpose. They vowed to make the state ungovernable if the demolition took place. Quite expectedly and certainly disturbed with its waning popularity and relevance as the 2014 governorship election fast approaches, the members of the PDP brandishing assorted weapons and chanting anti-government songs interpreted the planned demolition in bad taste. Reportedly, a member of the PDP who pleaded anonymity declared; “when they saw our weapons and our battle readiness to combat them, all

    their policemen and OYES cadets ran away”. Also, another member of the PDP in the state reportedly said “we are not ready to allow them demolish our secretariat. The ACN is afraid of our popularity and location of our secretariat. We will defend our secretariat with our blood.”

    But, these paranoid and perhaps myopic PDP thugs little realized that Aregbsola administration had sacrificed large part of the governor’s campaign secretariat situated along the Gbongan-Osogbo road quite little distance from the PDP secretariat for the purpose of the ongoing urban renewal.

    Notably, urban renewal has been seen by proponents as an economic engine and a reform mechanism, while critics perceive as a mechanism for control. Also, it has been assessed by politicians, urban planners, civic leaders, and residents as pivotal to economic growth and development. Elsewhere in particularly in other ACN-controlled states like Lagos and Edo where urban renewal is ongoing, the phenomenon has been acknowledged as expansive style of governance, which involves the relocation of businesses, the demolition of structures, the relocation of people, and the use of eminent (government purchase of property for public purpose) as a legal instrument to take private property for city-initiated development projects. In particular, the great Oba of Benin in appreciation of the ongoing urban renewal in Benin City, the Edo State capital, reportedly indicated readiness to sacrifice any part of his palace that may constitute encumbrance to the expansion of Airport road in the city centre.

    Let there be no mistake here, the good people from every corner of Osun state except for the PDP thugs overwhelmingly keyed into the ongoing urban renewal in the state by doing everything to maintain peace, shunning provocation of the enemies of peace and giving them no chance to disturb the prevailing tranquility in the state.

    Curiously, why is the PDP thugs political grandstanding and constituting themselves as enemies of peace and progress by insisting on plunging the state into anarchy, when from every corner of the state the other people have demonstrated their goodwill, faith, support and cooperation for the ongoing urban renewal? Clearly, the evil plans of the PDP thugs to spill blood in order to frustrate and stall the forward march in the resumed forward march of building Osun into a land of hope and plenty is a testimony to the party’s naked vanity and consuming ambition borne out of anger to reclaim the state and continue to rip off the people’s common patrimony

    This kind of animosity, anachronistic revolt and atavistic overtone of the PDP thugs is clearly a character of a pool of imbeciles whose platform is waning in popularity and seeking relevance at all cost. Thank God that unlike during the 2003 general election, the people can never again allowed themselves to be politically deceived by these enemies of development, peace and progress. Now, the people more than ever have become increasingly aware of the danger of hobnobbing and pitching tent with these scallywag and retrogressive elements.

    Yes, the people from the nooks and crannies of Osun State today who are celebrating the victory of the forces of light over the forces of darkness have more than ever strongly resolved to stay with the forces of light as symbolized by the Aregbesola led Action Congress of Nigeria (ANC) government. The people are thirsty and hungry for development, and are also strongly concerned with their future and that of their children. They are strongly not willing to allow any obstacle, human or otherwise, to stand in their progressive ride to true greatness championed by Aregbsolsa administration. Only the PDP thugs should be allowed to wallow in their evil plans. Enough is indeed enough!

    Osun votes N35m for Obadare’s funeral

    Osun State Governor Rauf Aregbesola has approved N35 million for the funeral of Prophet Timothy Oluwole Obadare, founder of the World Soul-winning Evangelical Mission (WOSEM.)

    In a statement, Commissioner for Finance, Economic Planning and Budget Dr. Wale Bolorunduro said the money was in appreciation of the late preacher’s contributions to the state, Nigeria and the world.

    He said the money was for the construction of a mausoleum, the burial ceremony and intervention work of the deceased, who died on March 21.

    Prophet Bolorunduro described the late Obadare as a great spiritual icon, who made the state proud.

    He said the deceased promoted Osun internationally during his missionary duties as the General Evangelist of the Christ Apostolic Church (CAC).

    The commissioner said the late Prophet Obadare’s mausoleum would attract tourists to the state.

    The preacher’s remain will be buried on Saturday at the WOSEM Theology Centre in Ilesha.

     

  • Osun Osogbo festival begins

    Activities marking the two-week long annual Osun Osogbo international festival began yesterday with Iwopopo (traditional cleansing of the city).

    The grand finale of the festival, which is the royal procession with the arugba (votary maid) to the grove will hold on August 23.

    Governor Rauf Aregbesola is among dignitaries expected at the event.

    The Ataoja of Osogbo, Oba Jimoh Oyetunji Olanipekun, flanked by his queens, led his chiefs and eminent indigenes to the Gbaemu, where he prayed for the town’s peace and progress.

    Oba Olanipekun urged residents to accomodate tourists expected at the festival.

    He thanked the state government for supporting the festival.

    •‘They’re weak, says APC 

    The Peoples Democratic Party (PDP) in Osun State has met with four of its governorship aspirants in preparation for next year’s poll.

    They are former Minister of Youth Development Senator Olasunkanmi Akinlabi, former Secretary to the State Government Alhaji Fatai Akinbade, former Chairman of the Senate Committee on Appropriation Senator Iyiola Omisore and former Chairman of the House of Representatives’ Defence Committee Mr. Wole Oke.

    The meeting centred on how to pick a candidate without rancour.

    Speaking with reporters, leader of the party’s State Working Committee Alhaji Ganiyu Olaoluwa said the aspirants were invited to discuss the need to put aside their differences in the PDP’s interest.

    The four aspirants resolved to work together for the party’s victory.

    They urged the party’s leaders to ensure transparency and fairness in the process of choosing the PDP’s candidate.

    When the Publicity Director, Mr. Bola Ajao, asked whether any of them was prepared to step down or take the slot of the deputy governor, they all insisted on the governorship ticket.

    Also yesterday, the All Progressives Congress (APC) described the four PDP aspirants as a bunch of failed politicians.

    In a statement by its Publicity Director, Mr. Kunle Oyatomi, APC said the PDP aspirants were “too uninformed” to be worthy of a governorship ticket.

    It queried the collective intelligence of the PDP aspirants, “who are accusing Governor Rauf Aregbesola of financial recklessness while the PDP-led Federal Government as well as its agencies and the World Bank consistently praise him for his exceptional performance in governance and financial management.

    “For the education of these PDP aspirants, Barr. Oyatomi referred them to what the Minister of Finance, Drm Okonjo- Iweala said in June this year that Aregbesola has ‘demonstrated that good governance is possible with your programmes. You have demonstrated that youth development is possible. Your programmes so far have demonstrated that you (Aregbesola) are a good example of government and governance. It was in all major newspapers.

    “In the same story, the World Bank acknowledged even the Federal Government’s Youth Employment and Social Support Operation (YESSO) was a replication of the Osun Youth Employment Scheme (OYES) established by Gov. Aregbesola within 100 days of administration.

    “Again the Nigerian Bureau of Statistics in one of its reports confirmed that Osun is the best in governance as it relates to the human development index, the poverty index, and the unemployment index.

    “Last week, the World Bank described Osun as ‘the reference point in Nigeria in terms of commitment to project execution’.

    “According to Prof. Foluso Okunmadewa who is the Nigerian team leader of the World Bank sponsored Community and Social Development Projects (CSDP), about 252 communities in Osun have benefitted. This success was made possible because of Gov Aregbesola’s major emphasis on water, health, education and electricity needs of the people of Osun.

    “Besides, the Debit Management Office (DMO) had said for all intelligent people to hear that Osun state has no debt overhang.

    “So, it bothers the APC that supposedly educated people like the paraded governorship aspirants of the PDP would still be asking to know what the debit profile of the state is.

    “Such ignorance and possible mischief is not the stuff of which governorship candidates are made,’ the APC said, adding that none of the ‘collective aspirants’ has the essential wherewithal to govern. The PDP foursome failed before and they will fail again.”

    Osun leads in Nigeria’s school enrolment

    If there is any sector Governor Ogbeni Rauf Aregbesola has made salient and loudest impact since his assumption of office, it is in the area of basic education. This, however is not to deduct from the other laudable transformational projects and programmes going on across the length and breadth of the State of Osun. However, his education policy is by far more rewarding and enduring. It’s obvious that the governor’s primary role in governance is to address the debilitating problem of education which is central to the fight against extreme poverty.

    The reason be that all other things, as it were, may perish or decay, depending on who Governor Aregbesola took over the mantle of leadership from or who takes over from him after he must have climbed down from the saddle. The same cannot be said of the knowledge acquired which inculcates values, attitudes, competence and skills that are capable of transforming individuals and turning them to self-regenerative, recreative and rebounding agents of change.

    A case in point is the virtual aptness of a junior school student, Miss Yetunde Ojo, who came third in dancing competition held at Osogbo Grammar School, Osogbo during the Tree Planting Programme which attracted students from schools in Osun-Central Senatorial District. Miss Yetunde who was asked to name her three trees in order to nurture them with tenderness to maturity gave their names as follows: (1) Yetunde (2) Ojo and Top-casts. To the astonishment of the mammoth crowd she told the audience that Top-casts is the name of her future company, when the moderator demanded to know who is Top-casts! That is the imponderability and imperishability of education.

    So, one is not surprised to know that the State of Osun is taking the lead in the number of students, enrolment in Nigeria, including female student, across the country. A report by the National Bureau of Statistics in Wikipedia puts Osun children’s in primary school enrolment between 70 and 80 percent. The report by Wikipedia was posted on July 8, 2013. According to the report, no other state in the country falls within Osun’s category while Ekiti, Delta, Cross River, Enugu states rank between 60 and 70 per cent. Ondo, Lagos, Rivers, Bayelsa, Abia rank between 50 and 60 per cent, while Kebbi and Yobe states were on the lower rung of the ladder, with 10 per cent enrolment.

    Commenting on the enrolment feat in a parley with some journalists, Governor Rauf Aregbesola attributed the grand-breaking achievement to God and commitment. He said: “We thank God that our efforts are being recognised and appreciated. The Nigeria National Bureau of Statistics has published in its July, 2013 edition that Osun tops in primary school enrolment across the country.”

    The governor is of the view that the role of education in poverty eradication, in close co-operation with other social sectors, is crucial. He said no country has succeeded if it has not educated its people. He posited that not only is education important in reducing poverty, it is also a key to wealth creation. The governor submitted that the only way for Nigeria to realise her full potential is “to promote EFA policies within a sustainable and well-integrated sector framework clearly linked to poverty elimination and development strategies.”

    The success story is largely attributed to the Osun Elementary School Feeding and Health Programme (a.k.a O’MEALS), the brain child programme of the governor. The governor elected on the well thought out programme so as to reverse the very low academic performance of pupils in both internal and externals, and the realization that good nutrition is necessary for proper cognitive development of pupils. The school feeding of the O’MEALS programme which commenced on Monday, 30th April 2012 has increased the number of school pupils in public primary schools astronomically. So far, O’MEALS School Feeding Programme is being implemented in a total of 1,375 Primary Schools across the State of Osun.

    The daily feeding allowance for each pupil has been increased to an amount of N 50. 00, totalling N 250. 00 (equivalent to $ 1. 56) per school week. For effective service, a total number of 3,007 food vendors/cooks were trained and are currently employed to serve midday meals for pupils of classes 1, 2, 3 and 4 in all primary schools in the State of Osun. All food items being utilised for feeding pupils are available locally and this is to boost the income of local farmers and others on the supply chain. Nutrition experts developed a menu-table of foods to be served to school pupils.

    The cheery news is coming at a time most Africa’s education systems are failing to meet the brave targets of Millennium Development Goals projected towards Education For All (EFA) in 2015. President Goodluck Jonathan attested to this fact a few weeks ago that Nigeria cannot meet the MDGs target of (EFA) by 2015. Though the President acknowledged the fact that Nigeria cannot meet the target, he came short of telling Nigerians what efforts his administration is making or planning to make to boost enrolment in both public and private primary schools.

    Before now, Osun has witnessed low enrolment turn out in primary schools until the debut of Elementary School Feeding and Health Programme of the current administration. The programme, no doubt, spurs a great deal of parents and pupils into enrolling in public school in large numbers and this explains why the state towers above other states across the country. Fortunately, the pace-setter State of Osun with a middle income status is reaching the world’s full school attendance benchmark, thanks to a ruthless focus on primary school enrolment policy of the governor.

    The development goals, which Nigeria and other poverty-stricken countries will fail to meet in two years, are in the areas of basic education, childcare, maternal health, hunger, gender equality, environment etc. With at least 10 million children out of school in 2013, Nigeria is far from meeting the goal of universal primary education. Education For All (EFA) in 2015 is clearly not one of the issues on the national agenda. The statistics on infant and maternal mortality remain as grim as ever. Extreme poverty is globally defined as living below $1.25 dollars a day; millions of Nigerians still fall below this baseline.

    It is useful to think about what 2015 means to power-seekers in Nigeria and the significance of the year to the global movement against excruciating poverty. The lesson of the failure in meeting the 2015 MDGs is that the aim of policy should henceforth be education and poverty eradication. At a time when the global attention is on education and poverty reduction is most appropriate for such a debate. The debate is important and urgent. Any administration that fails to acknowledge the failure of our educational system, the unacceptable degree of human misery there on the streets is not only unfair to the people, it is also a disservice to that administration.

    Nigeria governments at all level should think big in matters of making poverty history in the land. But relative to the resources available and the growing potentials, there is a lot more that can be done about stamping out poverty through training and retraining in Nigeria. For the avoidance of doubt, there is nothing utopian about this proposition. China is reputed to have moved 680 million people out of poverty in two decades. That is more than four times the population of Nigeria. Brazil under President Lula achieved significant poverty reduction through education with other aggressive people-centred policies to a global acclaim. India has recorded a success story of moving millions out of poverty.

    The progress Governor Aregbesola is making in the area of education should serve as a clarion call to the federal government and other state governors to have a second look at their education policy. The unprecedented impact his education policy thrust has made in less than three years in office is a pointer to the fact that it is not too late to engage in programmes that bring happiness to the greater number of the populace.

  • Osun APC, govt caution Anambra on evacuation of destitute

    The Osun State Government and the state chapter of the All Progressive Congress (APC) have cautioned the Anambra State Government not to politicise the Lagos State Government policy on the evacuation of destitute from the state.

    Addressing a joint news conference yesterday in Osogbo, the Special Adviser to the Governor on Youth and Special Needs, Biyi Odunlade and the APC acting Chairman, Mr. Adebiyi Adelowo, said Osun was among the states affected by the Lagos State evacuation order.

    They said Anambra State Government should not turn an issue meant to protect the indigenes of Lagos State and make governments of states to be alive to their responsibilities, to a political matter because of the forthcoming governorship election in the state.

    According to Odunlade, about 135 indigenes of the state, who are destitute, have been moved from Lagos to the state between April 27, 2010 and now.

    He said: “Similarly, government received two persons each, who are indigenes of the state, from Ogun and Ondo states on April 16, last year. Four persons were also sent from Oyo State to the state in June.”

    Mr. Adelowo said: “There is no bitterness or any sensation about this. It is routine administrative process that when you have a destitute on your hand, without home or family, and after doing your best for them, you send them to their people.

    “In Osun, we have a similar programme of clearing the streets of beggars and the destitute. Those that can be empowered are assisted to be on their own. We are also going to resettle them one way or the other.”

    He described the condemnation of the Lagos State Government policy on the relocation of the destitute by the Anambra State Government as unfortunate, saying a simple administrative process was being subjected to undue politicisation in a way that was capable of putting the Igbo against Lagos State and their Yoruba hosts.

    Osun residents hail infrastructure renewal

    Residents of Osun State have expressed their satisfaction with Governor Rauf Aregbesola’s infrastructure upgrade efforts.

    Quite a number of projects are being undertaken by the state government, but clearly, the conversion of the 45-km Osogbo-Ikirun Road to a dual-carriageway is its flagship project.

    Since the state government signed a N17.8 billion contract agreement with SAMMYA Construction Company Limited for the dualisation of the road, the project segmented into three phases- Osogbo-Dagbolu (International Market) to Alamisi Market in Ikirun (9.52 kilometers); Osogbo (Old-garage) to Ikirun junction Road (20.5 kilometers) and Ikirun-Ila Odo- Kwara State Boundary Road (16.55 km), the state government has been receiving a lot of commendation from residents of  the state especially road users.

    The Special Adviser to the Governor on Works and Transport, Mr Oladepo Amuda, an engineer, had assured that the project would be completed within 24 months.

    SAMMYA  Construction Company Limited took that directive seriously.

    A development financial institution, the Infrastructure Bank Plc (TIB) which is the transaction advisor and financier of the project, is also working in conjunction with the construction company and other stakeholders to fund the project.

    The Chairman, SAMMYA Construction Company Limited, Mr Sammy Adigun assured that a lot of hands were employed to ensure the deadline was not missed.

    He also revealed that the company signed a local content undertaking, such that the labour and materials would be sourced locally up to 60 per cent, stressing that the actual target was 90 per cent to provide jobs for the people of the state.

    Adigun added that for executing the project, the administration of Aregbesola has demonstrated its unwavering commitment to fully implementing its aggressive road development plan for the state, which, he said would facilitate the rapid development of the state.

    Several months down the line since work commenced on the multi-billion naira project, opinions of people of the state about the performance of the contractor on the job habe been nearly the same.

    People are praising the rare technical know-how at work on the project.

    A trader at Igbona Market in Osogbo,  Alhaja Sarafatu Aina, said the contractor SAMMAYA has proved that it is capable of handling the job with the deployment of brand new machines for road construction, adding that the workers handling the project have also been clearly dedicated to the project.

    A shop owner at Ayeitoro area of Osogbo, the state capital, James Obiora  noted that despite the increasing rain, the uncompromising spirit of SAMMYA has ensured work progressed steadily on the project.

    Similarly, answering questions on how the construction work has improved youth empowerment, a driver recruited by SAMMYA, Yunus Adegboyega said: “I got a hint that SAMMYA was employing drivers and I approached its office. That was how I got the job. The salary is very attractive and there was training for all the workers. Besides empowering us financially, SAMMYA is also exposing us to skills in our various areas that are very new to many of us. The number of youths from Osun State that have been employed in various departments and sections of the company since the work began on the road is well over 500.”

    He said further that the state government has demonstrated its readiness to place the state in the league of developed states, while the governor has demonstrated his desire to permanently etch his name in the minds of people in terms of infrastructural development.

    A traditional ruler, Oba Rauf Adedeji, the Akinrun of Ikirun, one of the towns through which the road passes, commended both  the state government and SAMMYA Construction Limited for making the project a good reference point in the country.

    For the monarch, the dream to transform the state’s infrastructural facilities as conceived by the governor is actually being given a life by the contractor handling the project.

    The royal father urged everyone involved in the project to ensure that the drive and determination shown when the work statrted would be sustained throughout the duration of the project.

    The founder of Sword of Spirit Ministry, Eweta, Pastor Israel Wemimo said the major gain the state is recording through the ongoing Osogbo-Kwara Boundary project is in the area of empowerment.

    He declared that youths in Ikirun and adjoining communities, who could not be absorbed by the contracting firm handling the work at the moment, eagerly await when the contractor will shift full attention to the part of the project that traverses the community.

    Chief Tadese Esuleke of Oloba Compound, Osogbo, held similar views.

    He said: “Many youths in the state who could not get opportunity in OYES are beginning to turn their attention to SAMMYA, the contractor working on Osogbo-Kwara Boundary Road. Honestly, this work is assisting in mopping our streets of these hitherto idle young men. You can call it an indirect way by government and its partner, the contractor, to empower young ones”.

    Speaking on behalf of students’ movement in the state, a former Osun State chairman of Joint Campus Committee (JCC) of National Association Nigerian Students (NANS), Comrade Bosede Safety said: “People are saying the youths empowerment is one of the gains recorded by the state through the project of Osogbo-Kwara Boundary road but beyond that fact, I think the preservation of lives and properties of the people that will use that road. The rate of accident on that road before this construction work is relatively high. Lives and properties have been lost and that will have to stop now with the expansion and

    reconstruction work going on.

    “I want to express the gratitude of the people of Osun state, most especially the youths, who apart  from benefitting as road users, also have gainful employment opportunity through SAMMYA . With this kind of infrastructure, automobiles being used in the state will have longer life span, thereby reducing spending on vehicle maintenance which further relaxes the strain on peoples’ income”.

    Osun State Government has faulted a claim by the former Commissioner for Finance and Economic Development, Mr. Adetoyese Ojo, that a chieftain of the Peoples Democratic Party (PDP), Senator Iyiola Omisore, influenced increase in the monthly allocation of the state from N2 billion to N6 billion.

    It described the statement credited to Ojo as false.

    Government also denied the allegation that it has borrowed up to N300 billion since the assumption of office of the present administration.

    It said the allegation was unfounded and mischievous, aimed at misinforming the indigenes.

    The Commissioner for Finance and Economic Development, Dr. Wale Bolorunduro, said the publication credited to Ojo in a newspaper was an attempt to mislead the public and give undeserved regard to Omisore.

    Dr. Bolorunduro, who noted that the process of increasing states’ allocation is handled by the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), stressed that “RMAFC is set up by the Federal Government to handle issues relating to the review and enhancement of states’ revenue sharing from the Federation Account.

    “The parameters adopted by the commission in their consideration include, among others, population figure, public school enrolment, land mass, hospital and hospital beds.”

    Action Congress of Nigeria’s (ACN’s) Director of Publicity, Research and Strategy in the state Mr. Kunle Oyatomi, a lawyer, quoted Dr. Bolorunduro as saying that “it is not an exaggeration to say that there is no way the state would have been favourably considered along this line of benchmark, given the social neglect in the state under the PDP administration and the downward slide of the parameters, as hospitals were neglected and Osun people turned to private schools as saviours.”

    He challenged the ex- Finance Commissioner to produce the method used in his own imagination to achieve the purported influence of RMAFC as he claimed in the publication credited to him.

    Said he: “From 2003 to date, the state’s position on the revenue table remains almost unchanged, occupying the 34th position, which is third from the bottom. States’ revenue figures are not secrets, as same is periodically made available to the public by the Federal Ministry of Finance. Senator Omisore may, therefore, be asked to give an account of his goodwill to the state in this direction, even throughout his tenure as the Chairman of the House Committee on Finance and Appropriation.”

    He said no ecological fund has ever been received since the inception of the Governor Rauf Aregbesola administration and advised the former Commissioner for Finance to present his account on the receipt and utilisation of ecological fund during their tenure.

    On the issue of Subsidy Reinvestment Programme (SURE-P), Bolorunduro said the state’s allocation of SURE-P is spent on social services, such as O’-elderly, O’-meal, O’-Taxi and others that have socio-economic impact on the citizens, adding that “the local government SURE-P fund is allocated by the local government joint account committee.”

     

     

     

     

     

     

     

  • Osun, firm train 6,000 youths

    In partnership with the Osun State government, an electronics company, rlg Nigeria, has trained 6,000 unemployed indigenes of the state in computer operation, phone repair and other technical works.

    Speaking during the inauguration of a 30-day free bus ride by the company for residents of the state, its National Marketing Manager, Mr. Olugbenga Oyebamiji, said the programme was meant to support the government’s programme on reduction of youth unemployment in the state.

    He added that the training has created jobs for thousands of youths in the state who are now employers of labour.

    Oyebamiji explained that the one-month free bus ride was an opportunity for the firm to give back to the society and aid movement of people during the period of Ramadan.

    He disclosed that the company will complete the construction of a plant in Ilesa in the next one month, where more youth will be trained.

    He described the electronics company as the first to have a plant in Nigeria.

     

     

     

     

     

     

  • Reps to investigate high domestic borrowing

    The House of Representatives on Thursday mandated its Committee on Aids, Loans and Debt Management to investigate the rising domestic public borrowing by state governments, Ministries, Departments and Agencies (MDAs).

    It also mandated the committee to conduct a public hearing, collate debts owed by the Federal Government to local contractors and recommend ways to settle them.

    The committee is expected to report back to the House within three weeks.

    The resolution was sequel to a motion moved by Rep. Adeyinka Ajayi (ACN-Osun) which was adopted without debate.

    According to him, domestic debt profile of the nation stands at N6 trillion while foreign debt is N1 trillion as at March.

    Ajayi said that according to the Budget Office of the federation, debts owed local contractors and financial institutions by governments and MDAs was over N74 billion as at October 2012.

    The legislator said that as at February 2011, the federal government owed contractors handling projects for the ministry of water resources over N23 billion.

    He also said that the Police Service Commission allegedly owed its contractors more than N30 billion. “This debt accumulation mode of operation by MDAs has adverse consequences on the economy,” he said.

    He said the alleged accumulation of over $5 billion (about N750bn) debt owed contractors had compelled the MDAs to enter into a forward sale agreement to the tune of $3 billion (about N450bn).

    Ajayi said the local contractors could have gone to court but for fear of being blacklisted by government they backed out.

    “There is urgent need for a holistic strategy and transparent government policy to verify and settle debts owed local contractors within the shortest time possible,” he said.

    Meanwhile, the House has approved the amendment to the 2013 Appropriation Act of N4.9 trillion.
