    Osun gets 31new councils

The Osun State House of Assembly has passed the law creating additional  31 local council development authorities, three area councils and two administrative units.

At the plenary presided over by the Speaker, Najeem Salam, the 26-member Assembly said the creation of local governments, area councils and administrative units was necessary to bring government closer to the grassroots.

He said the creation of the councils and administrative units was for administrative conveniences, not to hyper- bloat the overbloated civil and political regimes, which have become an albatross to the state’s limited resources.

Salam urged Governor Rauf Aregbesola to prioritise the assent of the law and set up committees that would work out the modalities.

Osogbo, Ejigbo and Odo-Otin local governments were given two more councils each; some other local governments were split with one council each.

The Chairman, Committee on Local Government, Wasiu Adebayo, who justified the council creation, said: “Osogbo, being the state capital city, is bigger and demands to be further split.

“Also, Ejigbo has not been split since 1956, despite its size and Odo-Otin considered to be the biggest council since 1972 also got two more councils.”

Govt activities paralysed in Osun, Oyo

Government activities were paralysed yesterday in Osun and Oyo states as workers began indefinite strike over non-payment of their salary arrears.

In Osogbo, the Osun State capital, the gate of the state secretariat, local government offices and public schools were locked.

The state chairman, Nigeria Labour Congress (NLC), Jacob Adekomi, on Monday, said the strike came at the end of a 14-day ultimatum given to the government to pay the salary arrears.

A civil servant, Taofik Eleshinla, said workers would not resume, until the arrears are paid.

He criticised the government for denying them their entitlements.

A guard at the secretariat of Olorunda Local Government said workers complied with the call.

He said none of the workers came to work, except for some liason officers who came to attend to youth corps members.

Some pupils were seen playing in front of some secondary schools in Osogbo.

At Ataoja High School, some pupils said they were not allowed to enter the premises.

“We were not allowed to enter the school by the guard, a pupil, Mariam Alade, said.

At The Polytechnic, Ibadan, the Oyo State capital, students returned to their hostels after waiting  in vain  for their lecturers.

The gates of some local government headquarters in Ibadan were also closed.

New corps members who were posted to the secretariat were lucky as there were few workers at the Ministry of Youths and Sports to attend to them.

The Head of Service (HoS), Soji Eniade, urged the workers to resume work and allow for further negotiations  between labour and government.

Eniade said it was on record that since the inception of the Abiola Ajimobi-led administration, payment of salaries had been effected latest by the 25th of every month.

He added that this feat had been maintained until recently when allocation to states from the Federal Government started nose-diving.

The HoS maintained that the paucity of funds had been discussed with the representatives of the labour unions on the need to fashion out ways of addressing the development.

Eniade said the situation in which the state had found itself called for synergy between government and workers, particularly on ways of improving the Internally Generated Revenue (IGR).

“I like to personally plead with workers to resume work as it is our joint responsibility to ensure a complete transformation of our state to a very buoyant and self sustaining economy,’’ he said.

Osun: non-payment of salaries to be resolved soon

The Osun State government has appealed to workers to be patient as the crisis associated-with non-payment of salaries would soon be resolved.

The Nigeria Labour Congress (NLC) yesterday called its members to begin an indefinite strike to protest the non-payment of their salaries for six months.

The state NLC Chairman, Jacob Adekomi, accused the government of non-payment of their contributory pension schemes, allowances, other entitlements and deduction of their union dues.

He vowed not to call off  the strike, until the government meet their demands.

Governor Rauf Aregbesola, in a statement, through his media aide, Semiu Okanlawon, said what was at the heart of all theissues being raised by workers is insufficient funds.

He said: “And regardless of the terrible revenue crisis that has led us to this state, we must bear in mind the very prudent manner the Aregbesola administration has managed the affairs of Osun.

“Therefore, workers can be certain that once the revenue complications are solved, all these issues will vanish.

“And as a responsible government, we would still appeal to workers to show understanding, bearing in mind that at times when even other states had started experiencing delays, Osun State had ensured it used all it had not to make workers feel the pang of a national revenue crisis.”

  • Osun worker had depression, says doctor

The family doctor of a sanitation officer in Obokun Local Government Area of Osun State has refuted the report linking his patient’s suicide attempt to unpaid salaries.

Last week, a newspaper reported that Olufemi Owolabi attempted to commit suicide because he had not been paid.

But Dr. Ishaq Opakunle said Owolabi had clinical depression, which sometimes lead to suicide.

He said tests carried out on Owolabi and inquiries from his family showed that he had attempted  to commit suicide in the past.

The doctor said he gathered from the family that depression led his patient to relocate from the North some years back

Opakunle said: “He (Owolabi) looked unkempt, depressed, and haggard.

“He was vomiting and weak. I was told he drank herbicide.

“I asked the patient why he attempted to commit suicide, but he refused to answer.

“His mother said he tried to take his life when he was   in the North. It is most likely once a man attempts suicide, he may attempt it again.”

Mrs Rachael Owolabi said her husband did not attempt suicide because of unpaid salaries.

She said he was not the only unpaid worker in the state.

Mrs. Owolabi said her husband  had been battling depression.

The patient’s sister, Mrs. Yemisi Oladipupo, who also works in the local government, said her brother’s  suicide attempt should not be linked to unpaid salaries.

She said: “The incident cannot be connected to unpaid salaries at all. Though, our salary arrears have not been paid up to date, people have started receiving alert for February salary now. So, why would he kill himself because of salary?

“I believe it was the devil at work and it is a family affair. I see no reason why our family should be dragged into politics.

“The detractors goofed when they said he is a senior civil servant; he is a Level 4 officer.”

The Chairman of the Nigeria Union of Local Government Employees (NULGE), David Owoeye, denied speaking to reporters on the matter.

  • Don’t be lenient with labour leaders, Osun workers warn govt

Don’t be lenient with labour leaders, Osun workers warn govt

Civil servants in Osun State have warned the  government not to be lenient with two labour leaders Akinyemi Olatunji and Francis Adetunji– over an allegation of fraudulently obtaining N373 million bank loan on behalf of the Association of Senior Civil Servants of Nigeria.

It was gathered that the aggrieved civil servants, who have not received their salaries in the last six months, are adamant that Adetunji and Olatunji must be punished.

The two union officers, in a letter by the Permanent Secretary in the Civil Service Commission, Kelani O. Adesina, dated April 30,  were suspended for allegedly falsifying documents purportedly signed by the former Accountant-General, Mr. G.A Babatunde, to write a letter to a new generation bank on behalf of the  government for “awareness and consent letter” for the loan which was received on behalf of  ASCSN.

The two labour leaders also allegedly forged the signatures of the Directors of Finance and Account and Director of Administration and Establishment of the State Universal Basic Education , Messrs K. Oni and P.O. Awokojo.

They also ‘forged’ signatures of the Director of Finance and Account and Director of Administration and Establishment R.M. Ajayi and J.O. Abolade in the  Ministry of Education, purportedly for letters of consent and irrevocable domiciliation of account.

It was learnt that the workers became angry when  the National President of the Trade Union Congress (TUC), Comrade B. B. Kogoma and the union’s Secretary General,   Musa Lawal, allegedly  visited Governor Rauf Aregbesola last Wednesday to plead with the government to lift the suspension placed on the two officials.

The alleged plea, it was gathered, angered workers, who were preparing for a showdown with the  government.

A source, who pleaded for anonymity, said the government would face a stiff resistance from workers if it gives a soft landing to the two officers.

He said the development would send a wrong signal to the public about the government’s position on corruption.

“Records have shown that a  substantial amount of this loan was shared among the two labour leaders and their cronies.

“We have just given the  government a 14-day ultimatum to pay our outstanding salaries.

“The reaction that will follow if the governor fails to pay us our outstanding salaries will be child’s play more so if he recalls the two men without carrying out proper investigation.

“The Head of Service,  Sunday Olayinka Owoeye, must ensure that the integrity and the good image of the civil service is  protected in his time.

“So, we are waiting for the outcome of the administrative Panel of Enquiry set up by the Head of Service,”the source said.

Aregbesola reads riot act on possession of illegal arms

The Osun State governor, Ogbeni Rauf Aregbesola, on Tuesday read a riot act to people in possession of illegal weapons.

Receiving the report of the Judicial Commission of Inquiry set up by his government to look into the crises between Ipetumodu and Ashipa communities in Ife-North Local government of Osun at the Government House in Osogbo., he ordered that they should voluntarily surrender such arms to relevant authorities.

According to him, those concerned, who are habitually breaching the peace and trampling on the rule of law should prepare themselves ahead of the May 29 to hand over arms in their passion after which he said they would enjoy one week of grace to do so.

Describing the one week grace as a week of peace and disarmament, the governor disclosed that his government had set up a Standing Commission of Inquiry in the state to regularly review all cases of abuse of power or status that may threaten peace and harmonious relationship in the state.

Aregbesola also called on politicians and people with those he called “Private Army” and guards to immediately disband such structures as the state is entering an era where it will be strict on the maintenance of rule of law, peace and order and the guarantee of the rights of the citizen.

The communities of Ipetumodu and Ashipa had engaged in an orgy of violence and were on the path of mutual destruction before the intervention of law enforcement agencies, the state government and other leaders.‎

He held that people should exhibit maturity in making claims to land so that communities will not witness violence that will diminish human existence.

The governor advised that differences on land should not lead to violence due to the fact that there will always be claims and counter claims on land hence the need for a matured way of resolving such issues.

According to him: “People with illegal weapons should voluntarily submit it to relevant authorities in not more than one week from now before government begins to fish them out.

“People should live to the dictate of the law, our government will after the one week ultimatum embark on house-to-house search for illegal weapons so that the state can have peace.

“Whoever is caught after the one week deadline will face the full wrath of the law because we are not in a stone age. The state will care for the weak. We are admonishing the strong to be mindful of those that are not strong.

“We are entering an era in the state and the country at large, where government of All Progressives Congress (APC) will be strict on the issue of rule of law, maintenance of peace and order and the guarantee of rights of citizens.”

He charged people of the state to at all times, resort to Alternate Dispute Resolution (ADR) rather than result to violence and arson when issues like land dispute arise.

Earlier, the Chairman of the judicial commission of inquiry into Ipetumodu-Ashipa communal crisis, Justice Jide Falola, urged the governor to set up implementation committee to review the recommendations.

The committee recommended on the payment of compensation to victims noted that the two communities should be surcharged to pay certain for officially sponsoring and supporting the crises morally and materially.

He also recommended that Ife-North local government should also be surcharged for allowing the establishment of market in Ipetumodu on a government acquired land without approval from the state government.

He said: “We have virtually resolved the dispute between the two communities especially the market day issue and boundary. We have also recommended that some persons be investigated and possible prosecution.

“There is a proliferation of arms and ammunition in the axis of the two communities. Those in possession are reportedly being protected by elites in the society. We have recommended that police should take steps to clean up the area of these dangerous weapons.”

APC: Osun must vote out PDP

The All Progressives Congress (APC) in Osun State yesterday warned that the state will halt its development, if any candidate of the Peoples Democratic Party (PDP) is elected into the House of Assembly.

In a statement by its spokesperson, Kunle Oyatomi, the APC said: “Any PDP candidate in the House of Assembly will have only one mission – to frustrate and stall whatever project Governor Rauf Aregbesola plans to implement.

“Since 2011, the PDP had been boasting that it would reverse all the gains the people have made within the last four years under APC governance, if it won the governorship election. But PDP lost.

“Every vote for the PDP will not only be wasted, it will be seen as a rejection of the economic and special progress, and the development which the APC has effected in the last four years.

“Osun cannot afford to lose the Aregbesola-inspired development, which has put the state on the world map,” the party said.
