    Tinubu meets Otti over efforts to secure Nnamdi Kanu’s release

    President Bola Ahmed Tinubu on Tuesday met with Abia State Governor, Dr. Alex Otti, at the Presidential Villa, Abuja.

    Governor Otti’s meeting with President Tinubu is believed to be part of ongoing engagements aimed at securing the release of the detained leader of the proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu.

    The meeting comes just days after Governor Otti visited Kanu at the Sokoto prison facility, where the IPOB leader is serving his sentence.

    Otti undertook the Sokoto visit alongside Kanu’s younger brother, Emmanuel Kanu; the Abia State Attorney-General and Commissioner for Justice, Ikechukwu Uwanna (SAN); and his Special Adviser on Media and Publicity, Ferdinand Ekeoma.

    Officials of the Sokoto State Government were also present.

    Governor Otti has consistently maintained that resolving Kanu’s case remains a priority for his administration.

    Following his visit to Sokoto, the governor said the state was pursuing an agreed strategy to secure Kanu’s freedom through all legitimate avenues.

    “While Mazi Nnamdi Kanu is free to appeal his conviction, I’m happy to inform you that I have activated, and will continue to work on, the already agreed strategy until his freedom is secured,” Otti said through his media aide.

    Tuesday’s meeting with President Tinubu is believed to be part of the governor’s ongoing political and legal push to achieve a resolution to the long-running matter.

    Former Abia Commissioner for Finance and Budget Planning, Hon. Obinna Oriaku, has added his voice for the calls for transparency and accountability in handling the monthly Federal allocations and other accruals to the State.

    In a well simplified article published via Abia Watch on Monday, Hon. Oriaku, who was Finance Commissioner under firmer Governor Okezie Ikpeazu of the Peoples Democratic Party (PDP), called on Governor Alex Otti, to be kind to Abians by disclosing what he has been doing with various allocations from the Federation Account and the Internally Generated Revenues (IGR) of the state.

    The call is coming barely one month after the Deputy Speaker of the House of Representatives, Benjamin Kalu, called for prudent management of the resources from the Federal Government to the state, urging for proper utilisation of the revenue allocations and other generated funds within the state, in attending to critical infrastructures in Abia state.

    Kalu, while addressing the Renewed Hope Partners in Abia last month, also hinted that the State was in receipt of N38 billion in excess of federal allocations and other accruals, monthly, in the second quarter of 2025.

    Otti, has however, dismissed the claim, insisting monthly revenues for the state stand at N15 billion.

    But in an article titled: Abia’s Q3 2025 Financial Report: Unanswered Questions, Conflicting Figures and Rising Transparency Concerns, Oriaku, faulted the claims of Governor Otti, describing it as “suspicious” and “confusing”.

    He said, the recently published Abia Q3 2025 Financial Report, reviewed by Progressives Abia Youth, has stirred a fresh wave of concern across the state. Although the sectoral breakdown appears detailed at first glance, a deeper look reveals figures that sharply contradict what is obtainable on the ground and what the government previously claimed.

    “The report indicates that Abia received a total revenue of 91 billion naira in Q3, a noticeable drop from the 114 billion recorded in Q2. This reduction confirms that the state enjoyed substantial non-FAAC inflows in Q2, which pushed the earlier figure upward. Yet Q3 was a period marked by some of the highest FAAC disbursements nationwide, including 1.9 trillion naira in July, 2.3 trillion naira in August and 2.1 trillion naira in September. During this same period, Abia’s internally generated revenue reportedly increased from 13.3 billion to 18 billion naira,” Oriaku said.

    He expressed disappointment “despite these realities, the State Government continues to deny that Abia received an average of 38 billion naira monthly between April and June. For clarity, Abia received 84 billion naira in Q1 which translates to about 28 billion monthly. In Q2, the figure rose significantly to 114 billion naira which is about 38 billion monthly. In Q3, the total revenue of 91 billion naira translates to 30.3 billion monthly.

    “These inconsistencies have triggered public doubt, especially because the same government has been busy discrediting a financial report prepared and signed by its own authorized officials. 

    “Many Abians are now asking why states such as Enugu and Imo have visible landmark projects funded from these same revenues, while Abia citizens are expected to celebrate patchwork road repairs. Officials insist on being judged using the standard of past administrations, even though current economic realities are far more favourable.

    “It is therefore legitimate to ask what the Abia State Government does with over N30 billion it receives monthly from FAAC alone, excluding the 17 local governments allocations that average about N11 billion  monthly. When both figures are combined, Abia’s total monthly inflow rises to well over N40 billion, making the lack of transparency in the state’s financial reporting even more troubling.

    “Suspicious patterns in the expenditure report further heighten public concern. A recurring tactic observed under the present administration is the continuous shifting and renaming of expenditure sub-heads in ways that appear designed to obscure questionable spending. The previously controversial Security Vote, which recorded nearly 1 billion naira, and the much-criticized 300 million naira Government House feeding bill, which triggered public backlash and was highlighted by Reuben Abati on Arise TV, have suddenly vanished from the report.

    “These same classifications have now reappeared under the vague title “Research and Development,” an expenditure line that has consumed more than 34 billion naira since 2023 without any clear or measurable output”.

    On the newly released sectoral analysis for the third quarter of the year, the former Finance Commissioner faulted the N14.4 billion claimed to have been spent on Land and Housing, urging the Governor to come clean on this claim with more clarifications.

    “This allocation raises serious concerns. Was it used for land compensation? If so, who were the beneficiaries between July and September? Abia currently has no visible housing project to justify this spending. The state also cannot identify the 6.7 billion naira recreational facility reportedly funded since Q3 2023. 

    “Furthermore, the claim that 82 billion naira has been spent on repairing public schools from January 2024 to September 2025 does not align with what is physically observable across the state”, he posited.

    Hon. Oriaku also queried the N9.1 billion allocated to the Transport sector, probing further if the fund was related to the electric bus project that “mysteriously increased from 20 buses to 100 without any public justification”, whereas, the delivery deadline has passed, adding that, “Abians deserve to know how many buses were purchased and at what actual cost”.

    He stressed further that, “what Abia needs now is honest accounting. Citizens deserve transparent and verifiable financial disclosures, not conflicting numbers and shifting expenditure heads that raise more questions than answers. Until the government provides clear explanations and reconciles these contradictions, the credibility of its financial reporting will remain under serious doubt”.

    A chieftain of the All Progressives Congress(APC) in Abia, Prince Paul Ikonne, has challenged Governr  Alex Otti, to stop exploiting the appeal for Mazi Nnamdi Kalu’s freedom for personal and political gains.

    He said recent pronouncement by the Governor on the leader of the proscribed Indigenous People of Biafra (IPOB) was nothing but a desperate political grandstanding, aimed at seeking attention. 

    The former Director General of National Agricultural Land Development Authority accused the Governor of leaving the substance for the shadows, insisting that Otti should concentrate on providing good, transparent and accountable governance to the people of Abia State.

    Addressing a large gathering of Ukwa la Ngwa youths, who paid him a courtesy visit, Ikonne expressed deep concerns that Governor Otti appeared to have continued to use sensitive national issues to distract Abians from his growing record of underperformance and questionable financial practices.

    In a statement on Saturday in Abuja by his Chief Press Secretary, Dr. Ujo Justice, the APC Chieftain said: “It is unfortunate that rather than giving Abians a transparent account of how public funds are being utilized, Governor Otti has chosen to play politics with the emotions of the people by dragging the name of Nnamdi Kanu into his failing government narrative.

    “For more than two years in office, Governor Otti never paid a visit, never made a concrete intervention, and never demonstrated any concern about Mazi Nnamdi Kanu’s situation. Now that his government’s credibility is collapsing, he suddenly remembers Kanu. That is hypocrisy at its peak,” Ikonne said.

    He emphasised that Mazi Nnamdi Kanu will regain his freedom without Alex Otti’s political grandstanding, and urged the governor to stop exploiting the issue for personal and political advantage.

    “Let me thank my friend and brother Hon. Obi Aguoch and Hon. Ichita for their efforts towards the freedom of Mazi Nnamdi which I believe will bring good results very soon.”

    Ikonne then encouraged Abia youths to remain vigilant, courageous, and firm in demanding accountability from their leaders, noting that no amount of propaganda can substitute for genuine performance.

    Commending President Bola Ahmed Tinubu for ensuring consistent financial support to state governments and for creating national frameworks aimed at stabilizing the economy, Ikonne expressed disappointment that while such resources are available, the Abia State Government has failed to translate them into real developmental results.

    “Leadership is about impact, not impression,” he concluded. “Abians deserve transparency, real projects, and visible progress — not endless excuses, photo-ops, and political drama.”

    Abia State Governor, Dr. Alex Otti, has reshuffled his Executive Council with the appointment of two commissioners and a special adviser.

    The new appointees include Dr. Salome Obiukwu as Commissioner for Trade and Commerce, Architect Chiemela Uzoije as Commissioner for Housing, and Prince Christian Enweremadu as Special Adviser on Agriculture.

    At the swearing-in ceremony on Tuesday in Umuahia, Otti announced that the former Commissioner for Trade and Commerce, Mr. Kingsley Nwokocha, will now serve as Commissioner for Labour and Productivity.

    He also disclosed that the Ministry of Lands and Housing has been split into two ministries for improved efficiency, with Mr. Chaka Chukwumerije appointed Commissioner for Lands.

    Governor Otti said the changes were part of his administration’s strategy to inject fresh ideas and strengthen governance, warning the new appointees against corruption and urging them to settle quickly into their roles.

    “We expect that you will quickly invite and welcome support from every available channel so that it can hit the ground running.”

    He said, “You have been found to possess the important leadership qualities that we seek in our team, and we are glad that you honour the call to serve your state at this devout moment in our history. Thank you for offering to be part of the new Abia Project.

    “I do not expect that you will find it easy, but you have the peculiar advantage of working with colleagues who will be willing to share their experiences and the steps taken to keep their heads above water.

    “Let me repeat, a charge I will never get tired of giving at functions like this. Our administration has zero tolerance for corruption and practices that take away from the public interest.

    “We shall not hesitate to do what has to be done whenever credible evidence of compromise and bad behaviour is presented to us. You are all required to live above board as public officers with the understanding that this is a call to serve, not an invitation to a banquet.

    “You have so much to do, especially now that we have gone past the halftime mark in the first term of this administration”.

    Responding on behalf of the new appointees, the Commissioner for Trade and Commerce, Mrs. Salome Obiukwu, expressed gratitude to the Governor for finding them fit to serve the State, assuring that they would discharge their duties creditably.

    Abia State Governor, Dr. Alex Otti, has signed into use the Abia Mini-Grid Regulation framework, a document aimed at opening and unleashing private sector-driven investment in the Abia State Electricity Generation and Distribution to the unserved and underserved communities across the state.

    Signing the Memorandum of Understanding at the Banquet Hall of the Government House, Umuahia, Governor Otti said that the event was the climax of several months of planning, stakeholder engagements, confidence building, ideation, and reviews by policy experts, investors, and energy consumers.

    “We have gathered this afternoon to collectively adopt a new framework that would not only expand our options in the push for reliable electricity for everyone, but would ultimately serve as a catalyst for the industrialisation of Abia and economic fulfilment for millions of individuals.

    “The formal adoption of the Abia State Mini-Grid Regulation Framework marks the dawn of a new era for households and businesses.

    “The formalisation and adoption of the Abia State Mini-Grid Regulatory architecture is also hinged on the new legal framework, which empowers states, private investors, and institutions to invest in the electricity value-chain to extend access to millions of persons, especially in underserved and unserved communities, ” Otti stated.

    The governor explained that, Abia State Mini-Grid Regulatory Framework provides unambiguous answers to technical and commercial questions from investors and consumers alike, defining the rights and obligations of stakeholders, and offers pathways to speedy resolution of disputes.

    Otti, while appreciating the International Solar Alliance (ISA) for their support and commitment to the successful delivery of the project, announced to the overseas partners of Abia State government, that the initiative is closely aligned to the State’s common pursuit of a carbon-neutral future, saying that ISA, has proven to be a reliable partner.

    He assured members of the international community that his administration was in sync with the global demands for higher volumes of investments in the renewable energy space.

    In an address, the Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, described the Abia Mini-Grid Regulation Framework as a policy document that sets a solid foundation to unlock access to electricity for unserved and underserved communities in line with the statewide energy development program of the State Government.

    He said that with the regulation, the state has become one of the first sub-national Governments in the country to formally establish a clear, legal and institutional framework for mini-grid development, a development that sends a strong signal to investors, developers and citizens that Abia is open for energy innovations.

    The representative of International Solar Alliance (ISA), Ms. Onyi Iyizoba while presenting the mini-grid regulations said that the event marks a significant milestone for Abia State and Nigeria’s broader energy access and transition efforts, noting that the commitment shown by the state government in creating an enabling framework for the Mini-Grid, is a testament to the strong dedication of Governor Otti to improving energy access and security.

    She expressed the hope that the mini-grid regulations will unlock new Investments, accelerate rural electrification, and enhance the quality of life and businesses for countless residents across the State.

    Presenting the key aspects of the Mini-Grid, Mr Joanis Holzigel while noting that Abia is the first to adopt a mini-grid regulation framework, added that the new framework guarantees registration and permitting procedures and timelines, tariff settings and review process, considers community engagement, and promotes rural industrialisation.

    Abia State Governor, Dr. Alex Otti, has assured that his government will not terminate any ongoing road construction project in Ukwa East and other parts of the state, embarked by his administration.

     This is even as the governor assured that work would start at the Ukwa Seaport as soon as funds were available.

     Otti stated this while addressing issues raised by a delegation of the Ezumezu Ndoki Patriotic Association, who called on him in his office.

     He explained some of the challenges being faced on the roads, including how he reached out to the Governor of Ákwa Ibom State and settled the issues around the Akirikaobu road.

     “About some of the roads you mentioned, there is no road we are terminating midway.

     “I know that the Akirikaobu route starts from Obingwa, but construction is still on. So, by the time it’s completed, it will terminate in Akwa Ibom State.

     “Obohia road had a challenge. But we have almost solved it. And if you go to Obohia road, you will see that construction is going on as we speak.

     “The previous administration had awarded it to a company called Heartland. And before we came, the job was abandoned. And I engaged and had meetings with them and they promised to go back to the site and I think they are on site.

     “So, Obohia road, we found out that the original tunnel that was there had been blocked. The way it is, trying to retrieve it was going to be more expensive than doing a new one.

     “So, we decided to do a new one that is deep enough that we can also control to take all the water to the Aba River,” Otti assured.

     The governor, who equally explained why work is yet to commence on the proposed seaport project in Ukwa, said that he would not start the seaport project until he was sure of the availability of funds.

     “I was the one who came up with the idea that we needed a seaport. The Chinese who are working with us have turned in their feasibility reports.

     “And clearly, a lot of dredging needs to be done. I think from that report, if I’m not mistaken, we need to dredge about 19.5 kilometres to the high sea.

     “So, that is not consistent with the initial preliminary report that we got. So, to do this kind of work, it requires a whole lot of money.

     “So, we know how dredging is. We have now gone back to the drawing board because before we start any project, a lot of things are important to us.

     “One, we must ensure that it is viable, and before we start, we must confirm that we have the money to fund it so that we don’t start a project and abandon it or delay it midway.

     “On partnerships, of course, we have all the approvals and licenses required. But I want to assure you that it is a project that we have in mind. The new issues that came up are the reasons it looks like we are a bit slow.

     “So, we will not start the seaport project until we are very sure that we have the funds to complete it available,” Otti maintained.

     The State Chief Executive, reassured the Ukwa people that his government was their government, and thanked them for appreciating the modest efforts he has made in the last 27 months.

     Earlier in his speech, the Mayor of Ukwa East, Mr. Chibunna Akara informed the governor that many stakeholders in Ukwa East had expressed interest in joining the moving train.

     He thanked the governor for what he has been doing and said that his people were happy with the new Abia under Governor Otti.

     Also, speaking, the leader of the delegation and President Ezumezu Ndoki Patriotic Association, High Chief  I. N. Ahunanya explained that the association had been a political power broker in Ukwa East for a long time.

     He commended Governor Otti for his infrastructural development across the State and asked the governor to hand over the campaign of Ukwa East to their hands, assuring him of his reelection in 2027.

     Chief Ahunanya mentioned some roads leading to Ukwa, complaining that construction works there appear to have stopped midway as well as the seaport that needs to be built in Ukwa, and urged the Governor to intervene.

    A chieftain of the All Progressives Congress (APC) in Abia State, Prince Paul Ikonne, has condemned the unbearable hardship being meted out to traders in Aba by Governor Alex Otti’s administration.

    He described the current taxation regime in the state as insensitive, exploitative, and destructive to the commercial lifeline of the country.

    Ikonne in a statement in Abuja regretted that Aba—widely recognised as one of the commercial hub of Nigeria—is being crippled by Governor Otti’s tax policies.

    In the statement by his Chief Press Secretary, Dr. Ujo Justice, the APC chieftain said that traders in Ariaria International Market, who previously paid ₦18,000 per shop, are now forced to pay over ₦36,000 yearly. 

    “With more than 88,000 shops in Ariaria alone, this translates to an outrageous ₦3.1 billion annually.”

    He also alleged that the same story of pain and suffocation is playing out at Ekeoha Shopping Centre, Timber Market, and other trading clusters in Aba.

    Ikonne asked: “Why should Aba traders—the very heartbeat of commerce in southern Nigeria be strangled by such reckless and selfish-driven taxation?”

    Reminding the Governor of his electioneering promise of lowering taxes to Aba traders during his campaign, Ikonne accused the governor of reneging, complaining that “instead of providing relief, the administration is exploiting the sweat of hardworking businessmen and women.”

    He further condemned the total abandonment of the Memorandum of Understanding (MoU) signed with the previous administration, which guaranteed traders the right to reclaim their shops after remodeling. 

    “That agreement has been thrown into oblivion, leaving traders displaced, frustrated, and at the mercy of government manipulation. 

    “A people-centered administration should protect the interest of its traders, not betray them,” Ikonne stressed.

    Ikonne also wondered why the Otti government is asking traders in Ariaria to pay as high as ₦15 million to re-acquire their shops after remodeling, describing it as an anti-trader policy that adds untold hardship and suffering. 

    He stressed that the monthly federal allocation of over ₦30 billion to Abia State and Local Government which receives over 100 million is more than enough to provide modern, well-equipped markets with necessary amenities such as power supply, potable water, fire service stations, and security—without exploiting traders.

    “There is no justification for squeezing Aba traders dry when government has the financial capacity to build these markets and still provide essential infrastructure. This ₦15 million shop fee and ₦36,000 annual revenue levy are wicked, exploitative, and not in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which is designed to water the ground for the masses and ease the burden of doing business,” he declared.

    He emphasised that despite President Tinubu’s administration ensuring that Abia receives huge allocations, excluding oil derivation funds as an NDDC state, Aba—the state’s economic capital—remains abandoned and strangled by taxation without development.

    Ikonne described Otti’s government as one built on lies, propaganda, and exploitation, noting that traders in Aba have been left at the mercy of a government that thrives on squeezing them dry while showing nothing tangible on the ground.

    He called on Governor Otti to immediately reverse the inhumane tax regime, respect the MoU with traders, and deliver visible, people-oriented governance, warning that “a government that punishes Aba traders, who drive the state’s economy and feed Nigeria’s commerce, has already failed the people it claims to serve.”

    Otti advocates stringent laws for drug dealers, offenders

    Abia State Governor, Alex Otti, has called for stringent legislations against drug dealers and drug offences as a way of curbing drug abuse in Nigeria. 

    He made the call when he played host to the New National Drug Law Enforcement Agency (NDLEA) State Commandant for Abia State, Mr. Joseph Owoputi, who came on a familiarisation visit.

    The Governor further called for the crack down on drugs cartel in order to cut off the distribution of illicit substances. 

    He argued that since over ninety percent of crime is connected to drug abuse, upscaling the punishment would go a long way in discouraging youths from going into drugs.

    “We just need to crack the drug cartel. So, if you crack the drug cartel, then the crime disappears. 

    “Unfortunately, the law is a bit lenient on the use of drugs. I didn’t know that until I was in one of the security council meetings. 

    “They said that whenever you apprehend somebody using drugs, you counsel and rehabilitate the person. That’s not enough punishment. 

    “So, we need to, maybe lobby, and get it passed at the National Assembly. So that the law can be tougher because if you are not dealing with the source, you are just wasting time. So, I think we should do that.

    “Because it’s destroying a lot of young people. Some of them are not able to remain in school. For those that are of school age,” Gov. Otti stated. 

    The Governor welcomed the new Commandant to the State and assured him of the support of his administration to the agency in its fight against drug abuse.

    He further approved 2 new Hilux vans for the agency and directed that the agency’s abandoned vehicles be retrieved and fixed by his Government. 

    Earlier, the Abia State Commandant of the National Drug Law Enforcement Agency (NDLEA), Joseph Owoputi saluted the achievements of the Governor and his support to the NDLEA, saying that the support has assisted the agency in its fight against drug abuse and illicit drug trade.

    In assessing his scorecard, the Commandant disclosed that 65 suspects were arrested by the Command between June and August with about 82 kilo gram of substances seized from them. 

    He added that seven convictions were obtained within the period under review, and 12 are currently being prosecuted, while 38 individuals are undergoing both counselling and rehabilitation in the command’s facility.

    He assured that he would consolidate on the achievements of his predecessor and solicited the assistance of the State government in providing them with operational vehicles for more performance.

    The meeting was attended by the Special Adviser to the Governor on Security, Navy Commander Mcdonald Ubah (Rtd), the GM/CEO, Abia State Homeland Security Board, Col. Chidi Kalu Ukoha (Rtd), the Senior Special Assistant to the Governor on Homeland Security, Medical and Fire Emergency, Mr. Chukwunenye Alajemba, CSOs to the Governor, Sir Ken Nwosu, and Maduka Obiora.

    APC support group challenges Otti to account for increased revenue to Abia

    A support group of the All Progressives Congress (APC) in Abia State, operating under the aegis of Abia’s Best Interest Association (ABIA), has called on Governor Alex Otti to justify the significant rise in revenue accruing to the state from the federation account since 2023.

    Speaking at a press conference in Abuja on Tuesday, the group’s convener, Hon. Eze Chikamnayo, said that despite a threefold increase in federal allocations under President Bola Ahmed Tinubu, the Otti administration has failed to show commensurate results on the ground.

    He particularly questioned the state of infrastructure in the education sector, noting that despite huge allocations and intervention funds, there is little to show compared to Imo and Enugu States, where public schools have been rebuilt, modernised, and equipped with visible results.

    Chikamnayo urged Abians to remain vigilant and to demand full transparency and accountability from the state government, insisting that good governance must reflect in tangible development across the state.

    “The future of our children is at stake, and no government should be allowed to mortgage it under the guise of inflated or questionable expenditure.”

    On the rumour of the possible defection of the governor to APC ahead of 2027, the group said: “He wants people to believe that he supports the president, but at the same time, we know that in Abia state, he is undermining Mr President, Bola Ahmed Tinubu.

    “As we speak, over N300 billion has come from President Tinubu’s reforms into the Abia State government, and all the local governments are grounded, castrated and completely insolvent.

    “We will not receive such a liability into APC. That is what we are saying. Nobody in APC Abia state wants anything called Alex Otti.”

    The governor of Abia State, Dr. Alex Otti said he is going to upgrade the Umuahia Township to make it suitable for Abia Warriors football club to enable the team to play their home games In the interim.

    Governor Otti stated this while receiving a delegation of the Nigeria Football Federation led by its President, Alhaji Ibrahim Musa Gusua in his office.

    The Governor said that the upgrade is in the immediate term and reaffirmed his commitment to building a stadium city in Umuahia which he said would give a long term solution to lack of good stadia in Abia State.

    “On the issue of the stadium, the Umuahia Township Stadium, not too long ago, I had given approval to upgrade the place and make the place what a stadium should look like.

    “In the immediate term, we are going to upgrade it and make it a standard township stadium. We’ll do the futuristic one as time goes on.

    “But that is a short-term solution we are trying to put in place. We have a long-term solution, which is the Abia Stadium City.

    “The land has been acquired and work is going on right now with the design. It’s not just a stadium, but it’s going to be a stadium city, Otti stated.
