Oyetola directs NIMASA to begin process of CVFF disbursement

The Minister of Marine and Blue Economy, Adegboyega Oyetola, has directed the Nigerian Maritime Administration and Safety Agency (NIMASA) to commence the process of disbursement of the Cabotage Vessel Financing Fund (CVFF).

This directive marks a significant shift from over two decades of administrative stagnation and ushers in a new era of strategic repositioning of Nigeria’s indigenous shipping.

The CVFF, established under the Coastal and Inland Shipping (Cabotage) Act of 2003, was designed to empower Nigerian shipping companies through access to structured financing for vessel acquisition.

The disbursement of the CVFF represents not the release of funds, commitment to empowering Nigerian maritime operators, bolstering national competitiveness, and fostering sustainable economic development.

The Minister, in a statement on Tuesday by his Media Communications Adviser, Dr. Bolaji Akinola, stated: “This is not just about disbursing funds. It’s about rewriting a chapter in our maritime history. For over 20 years, the CVFF remained a dormant promise. Today, we are bringing it to life—deliberately, transparently, and strategically.”

NIMASA in compliance with the directive, has issued a Marine Notice inviting eligible Nigerian shipping companies to apply.

According to the statement, qualified applicants can access up to $25 million each at competitive interest rates to acquire vessels that meet international safety and performance standards.

The fund will be administered in partnership with carefully selected and approved Primary Lending Institutions (PLIs), ensuring professional and efficient disbursement.

The Minister stated: “We are not merely funding vessels; we are investing in a future where Nigerian shipping companies can stand shoulder-to-shoulder with their international counterparts. This is a turning point; one that affirms our commitment to local content, economic resilience, and maritime sovereignty.”

The disbursement of the CVFF would enable the growth of a stronger, self-sufficient shipping fleet, generate employment opportunities, stimulate local shipbuilding and repair industries, and significantly reduce capital flight associated with foreign vessel chartering.

“We are doing what should have been done years ago because our vision is clear. A strong indigenous fleet is not just a matter of pride; it is a strategic national asset. Through this intervention, we will be securing jobs, strengthening our economy, and redefining our place in the global maritime economy.”

Oyetola described the move by President Bola Tinubu’s administration and the Ministry of Marine and Blue Economy as a historic milestone, signaling Nigeria’s determination to claim its rightful position in the global maritime sector—driven by local expertise, anchored by sound policy, and backed by strong political commitment.

  • Why Africa needs to switch to decarbonization in shipping, by Oyetola

Why Africa needs to switch to decarbonization in shipping, by Oyetola

The Minister of Marine and Blue Economy, Adegboyega Oyetola, has called on Nigeria and other African countries to switch to decarbonization in shipping as the International Maritime Organization (IMO) finalises its regulatory framework on decarbonisation.

Oyetola said with over 90 per cent of global trade facilitated by maritime transport, decarbonization in shipping is not just an environmental necessity, but an economic imperative.

He added that Africa’s dependency on imports from other parts of the world makes the transition an important debate, as its contribution to the global fleet is below 2 percent.

The Minister disclosed this in Abuja on Monday at the maiden African Strategic Summit on Shipping Decarbonisation.

He explained that investing in green maritime infrastructure could create jobs, attract financing, and build long-term economic resilience.

He, however, noted that if policies are designed without Africa’s input, African shipping routes could become less competitive, costs for imports and exports could rise, and critical infrastructure investments could be sidelined.

On the need for Africa to embrace decarbonization in shipping, Oyetola said: “As a coastal continent with 38 coastal nations, we stand a chance to explore opportunities that this energy transition offers our region by engaging the Global North to partner with Africa to utilize the need to develop our ports as a launch pad for catalyzing the industrialization of Africa.

“Africa’s maritime sector is uniquely positioned to leverage its strategic geographic advantage, renewable energy potential, and growing port infrastructure to become a global leader in green shipping: However, this requires a concerted effort from all stakeholders be it as public and private sector players or development partners to align investments with sustainability and economic growth.

“Decarbonising the shipping industry must be pursued in a manner that is just and equitable, ensuring that no African nation is left behind. Shipping decarbonisation also goes beyond ships, it touches various sectors, such as transport, environment, climate change, trade and investment, to mention a few.

While we recognise the need for ambitious climate action, we must also acknowledge the challenges faced by developing economies, including access to technology and capital, energy poverty, inefficient food systems, of which food insecurity is chief, as well as capacity building amongst others.”

The minister said Africa must advocate for policy mechanisms that ensures fair revenue distribution from global decarbonisation measures.

“Without the generation of funds through a policy architecture underpinned by justice and equity, Africa faces a dire future that may set the region back decade fiscally and environmentally. The funds generated should be reinvested into African maritime infrastructure, alternative fuel research, and workforce training to build a resilient and competitive shipping industry amongst many other needs.”

On some of the areas where cleaner energies could be adopted in the maritime sector, Oyetola said: “we are looking at renewable energy-powered ports; developing ports that integrate wind, solar, and hydrogen power will not only reduce emissions but also create employment and investment opportunities.

“Green corridors is another aspect we are looking at. Establishing decarbonised shipping routes across Africa’s key maritime hubs can position the continent as a leader in sustainable trade.

“With African ownership of shipping assets at less than 2 per cent, there is a need to support and incentivize domestic ship-owners to adopt green technologies and benefit from new financing mechanisms.”

The minister added that with over 40 member states at the IMO, Africa stands a chance to shift the debate by working together.

“The time for Africa to take the helm of its maritime future is now. We must shift from being passive recipients of global policies to being active architects of solutions that reflect our unique circumstances and aspirations.”

The Director General of NIMASA, Dr. Dayo Mobereola also said the shipping industry is a significant contributor to global emissions.

He said the shipping industry accounts for approximately 3 per cent of global greenhouse gas emissions which contributes to climate change.

He added that the environmental impact of the emissions has created a sense of urgency and has caused the world to focus on shipping decarbonization.

He noted that Africa must prioritise sustainable and responsible maritime practices as it grows and develops.

The Chief of Naval Staff, Vice Admiral Emmanuel Ogala highlighted some steps taken by the Navy to reduce carbon emission.

He revealed that some offices and barracks have switched to solay energy and some diesel boats and machine converted to electric.

He said: “In Africa, and particularly within Nigeria’s maritime domain, we routinely have problems with high emission rates experienced in our sea lanes, a good cause to increase air pollution and marine pollution.

“The current energy landscape in Nigeria is predominantly fossil fuel based, which is dependent on carbon emissions, which is contributing to climate change. We are driving our procurement process to ensure that we incorporate other forms of energy that will be less carbon dependent.

“We are also making our future plans towards decarbonization by proposing and trying to initiate hybrid solutions on new acquisitions, such as combined diesel and electric systems for our future ships. By so doing, we believe that we will be able to reduce our carbon emission and pollution by not less than 50%.

“Also, in the event of a sliding cost of electricity for us within the country, there are some proposals to convert some of our boats that are currently powered by diesel engines to electric engines. Most of our small boats are powered by diesel engines. We hope that by doing this, we will also be able to reduce our carbon emissions.

“This is in addition to several other efforts that we are making to ensure that some of our barracks and offices are powered using alternative renewable energy like solar power and other forms of generators that will be less carbon dependent. Overall, the Nigerian Navy is well-positioned and well-equipped to contribute to the overall goal of decarbonization in the African maritime domain and particularly in Nigeria’s maritime environment.”

    • Party dismisses Adeleke’s petition to EFCC

The All Progressives Congress (APC) in Osun State has dismissed the allegations of misappropriation of $20million World Bank health grant against the former governor of the state, Alhaji Adegboyega Oyetola, by Governor Ademola Adeleke.

The governor in a petition to the Economic and Financial Crimes Commission (EFCC) accused the Minister of Marine and Blue Economy, Oyetola, of money laundering, financial misconduct and violations of the Public Procurement Act in the disbursement of the grant meant for health sector improvements in the state.

But Osun State APC Director of Media and Information, Mogaji Kola Olabisi, at a news conference in Abuja yesterday, dismissed the allegations in the petition, insisting that Governor Adeleke’s move was a diversionary tactics, having lost control over local government administration.

He accused the governor of engaging in a media campaign to undermine the image and good legacy of Oyetola in the state.

The APC chieftain said: “When the attempt to force their ways to the local government offices failed, they are now resorting to another crude tactics of attempting to tarnish the image of the former governor of the state, Alhaji Adegboyega Oyetola, a man of candour and probity, who served the state honourably.

“In the recent propaganda escalated to the country’s anti-graft agency, the Economic and Financial Crimes Commission, chronicling falsehood to soil the name of Oyetola and those who worked in his government, the Adeleke government said the $20m Save-One-Million Lives Programme was stolen and was not used for the purpose it was meant.”

Picking holes in the allegations, Olabisi said the fund received by Oyetola’s administration was monitored by the donor.

Armed with documents detailing what the fund was expended on, Olabisi said: “We will share with you details of how the Oyetola government enhanced and scaled up health in Osun through the grant. We invite the media and the public to peruse the document, containing pictures of facilities and programmes executed, to verify our claims.

“Not only was the fund used to improve health in the state, the contract awards followed the relevant procurement laws of the state. We make bold to state that no commissioner, adviser or appointee of ex-Governor Oyetola was awarded contracts while serving in government.

“We challenge the state government, who is now on a witch-hunting mission, to publish names of contractors and date of contract awards to substantiate their evil narrative. Unlike Oyetola who uploaded 110 contract and procurement details on the government portal in three years, the current government has only published seven contract details in two years, raising eyebrows about his commitment to accountability and transparency.

“We want to state unequivocally that Oyetola followed all legal and procedural requirements in governance. The claim that he “flouted procurement rules” is misleading, as contracts were awarded in line with the Osun State Public Procurement Law.”

Olabisi concluded that “if the current jesters think sponsoring mudslinging will discourage APC from giving life to the judgment of the Court of Appeal reinstating its chairmen and councillors, then the government should bury the thought. The chairmen and councillors have come to stay and they are resolute on giving the dividends of democracy to the people of Osun.”

Alleged financial malpractice: Oyetola’s aides knock Gov Adeleke

Former commissioners and special advisers who served under ex-Osun State Governor Gboyega Oyetola have dismissed allegations of financial misconduct leveled against him by the current governor, Ademola Adeleke.

Governor Adeleke, in a petition filed before the Economic and Financial Crimes Commission (EFCC) in March 2025, accused Oyetola—now Minister of Blue Economy—of misappropriating a $20 million World Bank health grant.

The petition also alleged money laundering, claiming the funds were improperly allocated for renovating 320 primary health centers in Osun State, violating the Public Procurement Act.

According to the petition, Oyetola, as chair of a special Health Intervention Committee, oversaw the disbursement of the funds under questionable circumstances.

Reacting to the allegations, the Director of Media and Information for the All Progressives Congress (APC) in Osun State, Hon. Kola Olabisi, along with former officials—including Alhaji Abdul Hakeem, Dr. Festus Oyebade, Hon. Leke Ogunsola, Hon. Remi Omowaye, Prof. Olamiju Sijiola, and former Commissioner for Information Mrs. Funke Egbemode—dismissed the claims made by the Osun State Government.

Speaking on their behalf in Abuja, Olabisi stated that no member of Oyetola’s cabinet benefited from the World Bank grant.

“The Save One Million Lives (SOML) project is a World Bank initiative aimed at improving maternal and child health services. The funds received by Osun State were closely monitored by the donor. Not only were they used for improving healthcare, but all contracts followed due procurement processes,” Olabisi stated.

He challenged the Osun government to provide evidence by publishing the names of contractors and contract award dates, dismissing the allegations as politically motivated.

The former aides maintained that Oyetola adhered to all legal and procedural requirements in managing the funds.

“The claim that procurement rules were flouted is misleading. Contracts were awarded in line with the Osun State Public Procurement Law. This is nothing but a political witch-hunt against Oyetola,” Olabisi added.

Addressing the money laundering claims against the Association of Local Governments of Nigeria (ALGON), Olabisi described the accusations as unproven.

He said: “If a civil servant was withdrawing N100 million daily, as claimed, where are the bank records to substantiate this? Was there an official audit by an independent agency? Allegations without forensic investigations should not be taken as facts.”

He further clarified that the $20.467 million was converted into N6.26 billion and credited to the Osun State Government account domiciled in the Central Bank of Nigeria (CBN), asserting that records at the CBN could confirm the transparency of the transactions.

Olabisi said: “Governance should be about truth and due process, not political revenge. If there is proof of wrongdoing, take it to court. Otherwise, misleading the public for political gain is unacceptable. Oyetola’s leadership remains a model of accountability”.
