    Oyo Assembly rejects Shittu’s apology, refers lawmaker for further disciplinary action

    The Oyo State House of Assembly on Tuesday adopted the report of its Committee on Ethics and Privileges, which indicted Hon. Ibrahim Aremu Shittu, representing Saki West State Constituency, over a viral video in which he made allegations deemed defamatory and damaging to the Legislature’s integrity.

    Despite accepting the Committee’s findings and recommendations, the House rejected Shittu’s apology and referred the matter back to the Ethics and Privileges Committee for further disciplinary action.

    The investigation followed a resolution of the House on January 20, 2026, after Shittu was alleged to have publicly accused the Majority Leader, Hon. Sanjo Onaolapo (Ogbomoso South), of receiving bribes from the Chairman of Saki West Local Government, while also disparaging the Speaker and the House proceedings.

    Presenting the report, Committee Chairman Hon. Gbenga Oyekola said both lawmakers appeared before the Committee on January 22, 2026, and that legislative instruments, oath of office documents, and the viral footage were thoroughly reviewed to ensure due process and principles of natural justice were observed.

    The Committee concluded that Shittu’s statements were reckless, unfounded, and capable of undermining public confidence in the Legislature.

    The allegations lacked credible proof, infringed on the rights of the Majority Leader, and brought the House into disrepute.

    During proceedings, Shittu admitted making the unfounded claims, while Hon. Luqman Jimoh (Oorelope) tendered an apology on behalf of Shittu’s APC caucus and requested leniency. Hon. Sola Owolabi (PDP) also appealed for mercy.

    However, other lawmakers described the apology as insincere and lacking genuine remorse. A Motion to reject it was moved, seconded, and upheld by the Speaker, who ruled the apology inadequate.

    The matter was then referred back to the Ethics and Privileges Committee for further disciplinary recommendations.

    In its report, the Committee cautioned members against making unverified public allegations that could damage the Legislature’s reputation, warning that future infractions would attract stringent sanctions.

    The Majority Leader of the Oyo State House of Assembly, Hon. Onaolapo Sanjo Adedoyin, on Tuesday, accused a fellow lawmaker, Hon. Ibrahim Shittu, representing Saki West State Constituency, of making defamatory and malicious allegations against him and the leadership of the Assembly.

    Adedoyin, who represents Ogbomoso South, raised the matter as a personal explanation on the floor of the House during the first resumed plenary sitting of the House on Tuesday.

    Visibly angered by the development, the Majority Leader described the allegations as a grave infringement on his legislative privileges and a direct attack on his integrity and the institution of the Oyo State House of Assembly.

    Addressing the Speaker, Rt. Hon. Adebo Ogundoyin, and other lawmakers, Adedoyin said the controversy arose from a speech delivered by Shittu during a public programme in Saki Town, which was subsequently circulated widely across social media platforms, including Facebook, X, YouTube, and several news blogs.

    Adedoyin said, “In that speech, I was falsely accused of offering and receiving bribes from the Chairman of Saki West Local Government to influence or alter the course of an investigation into allegations against him,” Adedoyin said.

    “I categorically and unequivocally state that these allegations are baseless, malicious, and entirely untrue.”

    He explained that he merely acted on the directive of the Speaker to look into petitions submitted against the local government chairman, insisting that due process was strictly followed.

    “For the record, Mr. Speaker directed me to look into the petitions submitted against the Chairman, and I dutifully carried out that responsibility,” he said, adding that claims of bribery involving the House leadership were “mischievously fabricated to mislead the public for political gains.”

    The Majority Leader further alleged that Shittu extended his accusations to the office of the Speaker, alleging that the Speaker was altering the course of justice due to political party considerations.

    “Such insinuations are not only false but dangerous, as they attempt to portray this House as partisan and unjust.

    “Let it be firmly stated that the Oyo State House of Assembly has never been involved in political favouritism,” Adedoyin stated.

    He also accused the Saki West lawmaker of ridiculing the House Special Ad-hoc Committee that carried out oversight functions in Oyo North, noting that Shittu allegedly absented himself from the committee’s assignment.

    “His deliberate absence from critical legislative duties speaks volumes about his commitment to the responsibilities entrusted to him by his constituents,” Adedoyin said.

    Describing the comments as calculated attempts to embarrass and discredit the Assembly, the Majority Leader noted that the incident was not an isolated one.

    “This is not the first time Hon. Shittu has embarked on character assassination, spreading falsehoods and calculated lies against the leadership and institution of this Assembly,” he added.

    Adedoyin said the allegations had caused him and his family severe distress.

    “My image has been gravely damaged. I have received several disturbing calls from friends and colleagues, while my entire family is presently suffering psychological and emotional trauma as a result of these false allegations,” he said.

    He therefore appealed to the Speaker to invoke the powers of the House to investigate the matter in line with the Legislative Powers and Privileges Act, 2017, and Order VII of the Assembly’s rules.

    “This intervention is necessary not only to protect my personal integrity but also to safeguard the dignity of this Honourable House and deter future occurrences of such misconduct,” Adedoyin added.

    Reacting to the personal explanation, the Speaker, Rt. Hon. Adebo Ogundoyin cautioned lawmakers against making unnecessary, unfounded, and exaggerated comments capable of igniting tension, misleading the public, and undermining the integrity of the legislative institution.

    He stressed that members must exercise restraint, uphold decorum, and remain guided by the rules of the House in all their public engagements, noting that the legislature must always be seen as a responsible and disciplined institution.

    To safeguard the dignity of the House and ensure that due process is followed, the Speaker consequently referred the matter to the House Committee on Ethics and Privileges for further legislative action.

    He, however, directed the committee to conduct a thorough investigation into the allegations and report its findings back to the House within one week.

    Consequently, the House thereafter resolved to await the committee’s report before taking further action on the matter.

    Oyo State House of Assembly yesterday passed the 2026 Appropriation Bill into law, approving a total budget of N892,085,074,480.79. 

    The bill was passed following the presentation of the report of the House Committee on Finance, Appropriation and State Economic Planning. 

    The Nation reports that Governor Seyi Makinde had on November 24 proposed a total of N891,985,074,480.79 Appropriation Bill for the 2026 fiscal year before the House of Assembly.

    The figure was against the N684 billion approved by the lawmakers in the outgoing 2025 fiscal calendar.

    The passed bill is about N100million more than the amount presented by the governor.

    The figure was passed by the lawmakers less than one month after it was presented by him, building on the assembly’s legislative culture of budget passage before the commencement of a new calendar year.

    Speaking shortly after the passage, Olasunkanmi Babalola, the member representing Egbeda State Constituency and chairman of the Committee on Finance, Appropriation and State Economic Planning, described the moment as “historic,” emphasising the assembly’s commitment to fiscal discipline, infrastructure development and timely governance.

    “It was a total exercise across all ministries, departments and agencies. We identified areas where funds could be better utilised, leading to a strategic reallocation of N2 billion from overhead to capital expenditure.”

    This adjustment, according to him, reduced the overhead budget from N389 billion to N387 billion, while increasing capital expenditure to over N504 billion, signalling a deliberate shift toward developmental projects and long-term investments in the state’s infrastructure.

    Babalola, the deputy leader of the house, assured citizens that the 2026 budget reflected the priorities of the people of Oyo State and would continue to deliver the dividends of democracy.

    “We are the representatives of our people, and we are committed to ensuring this budget translates into real impact across all constituencies. Our house committees will embark on comprehensive oversight functions across all MDAs to ensure transparency and accountability.”

    Oyo State House of Assembly has confirmed the appointment of Dr. Babatunde Adeniyi as the chairman of Oyo State Independent Electoral Commission (OYSIEC).

    Also confirmed are Chief Kunmi Agboola, Mr. Olanrewaju Emmanuel, Mr. Sunday Falana, Remi Ayoade, Mr. Olatunde Theophilus, Mrs. Adebayo Muriana and Mr. Babatunde Ige as members of the commission.

    Their appointments were confirmed during plenary. The session was presided over by Speaker Adebo Ogundoyin.

    This was followed after the House adopted recommendations in the screening report presented by the Chairman, House Committee on Special Duties and Deputy Speaker, Muhammed Fadeyi.

    ‎‎The Oyo State House of Assembly has confirmed the appointment of Dr. Babatunde Adeniyi as the new chairman of the Oyo State Independent Electoral Commission (OYSIEC).

    ‎He noted that the next local government council elections under his watch would be conducted in line with all the electoral laws.

    ‎He appreciated Governor Seyi Makinde for entrusting him with the leadership of the Commission.

    ‎”We thank the governor of the state, Engr. Oluseyi Makinde for finding us worthy of being nominated as chairman and member.

    ‎”We are equally grateful to the Speaker, Adebo Ogundoyin, all the Principal Officers of the 10th Assembly and also the distinguished members of the House for confirmation of the appointment.

    ‎”As we are moving forward, we will be looking forward to our inauguration, after the inauguration, we would swing into action on how to ensure that we are able to conduct the next election in line with all the laws, and ensure that the sanctity of the election is protected.

    Babatunde Olaogun has formally declared his intention to contest for a seat in the Oyo State House of Assembly, representing Ogbomoso North Constituency under the platform of the All Progressives Congress (APC).

    The announcement was made at the APC Secretariat in Ogbomoso North Local Government Area, Oyo State, drawing top party leaders and supporters from across the constituency.

    The event witnessed the presence of key APC figures, including the APC Senatorial Chairman, the Ogbomoso North APC Chairman, Ward Chairman, Abogunde Ward Chairman, and the APC Secretary of the local government, all of whom expressed support for Olaogun’s ambition.

    Olaogun, a trained Microbiologist, Public Administrator and entrepreneur, highlighted his professional background as part of his readiness for legislative service.

    Unveiling his agenda for Ogbomoso North, Olaogun outlined priority areas including wealth creation by supporting innovative ideas, youth empowerment to drive community growth, and effective representation based on his governance experience. He also pledged improved access to healthcare, promising free medical services for women, especially those living with diabetes and hypertension.

    Oyo Assembly seeks establishment of bio-medical engineering dept in general hospitals

    The Oyo State House of Assembly has emphasised the need for the state government to intensify efforts in establishing the Bio-Engineering department and equip more general hospitals, especially where needed across the state.

    The recommendation was aimed at ensuring adequate provision of health care facilities in Oyo State.

    Presenting the motion during the plenary on Wednesday on the need to equip and establish more General Hospitals in some local governments, the lawmaker representing Atiba State Constituency, Hon. Gbenga Oyekola, noted that some of the General Hospitals in the state lack major equipment and facilities to take care of patients who need special medical services.

    He stressed further that some local governments with inadequate medical facilities travel long distances to get access to health care services, especially those in need of such equipment.

    “The importance of equipping the existing General Hospitals and creating more where they are lacking cannot be overstated. Doing so would help reduce mortality rates among infants and pregnant mothers.

    “The secondary health care facilities serve as a link between primary and tertiary health care, offering specialised care and medical support to patients. Some medical services that require the attention of secondary health care cannot be attended to at primary health care facilities”, he added

    The plenary, presided over by the Deputy Speaker, Hon. Abiodun Fadeyi, in addition, urged the State government, as a matter of importance, to put the necessary machinery in place toward establishing general hospitals in underserved local government areas for increased access to secondary health care services for residents in the needed areas of the State.

    The House has, however, directed its Standing Committee on Health to do further investigation on the present state of equipment at General hospitals across the state and come up with a detailed report to be submitted to the plenary.

    Oyo Assembly Service Commission shortlists qualified candidates

    The Oyo Assembly Service Commission has announced the shortlist of qualified candidates in the ongoing recruitment exercise into various positions within the Commission.  

    In a statement by the Chairman of the Commission, Hon. Femi Julius Okedoyin, all shortlisted applicants are urged to log into their recruitment portal dashboards to check their examination schedule and other important details.

    According to the statement, the Computer-Based Test (CBT) for qualified shortlisted candidates will take place on Thursday, 25th September 2025, at the University of Ibadan Distance Learning Centre, Olode, Ibadan, at 8:00am prompt.

    Okedoyin emphasised the importance of punctuality and strict compliance with examination guidelines. 

    “All qualified shortlisted candidates must access their dashboards on the application portal to view their individual examination schedules and ensure that they are properly guided ahead of the exercise.

    “Candidates are advised to appear at the venue with their examination printouts and a valid means of identification,” he said.

    He added the CBT examination is a critical phase in the recruitment process and forms the basis for the next stage.

    The Chairman reaffirmed the Commission’s commitment to a transparent, fair, and merit-based recruitment process, urging applicants to disregard any unofficial sources of information and rely solely on the portal and verified updates from the Commission.

    All Progressives Congress (APC) in Oyo State yesterday engaged the House of Assembly in a war of words over an alleged plan to victimise its (APC’s) lawmaker, Ibrahim Shittu, representing Saki West State Constituency.

    APC in a statement by its spokesman, Olawale Sadare, saluted the people of Saki town, who, it said, demonstrated rare courage by speaking against an alleged fraudulent loan and the condemnation of Shittu by the leadership of the state legislative arm and Peoples Democratic Party (PDP).

    The statement said: “We have uncovered a number of plans by some individuals who are close to Governor Seyi Makinde to get back at a member of the State Assembly on an assumption that he blew the whistle over the latest N300billion loan and alerted the public, but the truth of the matter is that the said lawmaker only responded to an inquiry made by his party (APC). It was indeed the leadership of his party who asked about his involvement in the controversial approval given by the legislative arm.

    “Now that Governor Makinde’s men have found an enemy in the three consistent APC members in the House, they are doing everything possible to frustrate them. Part of the plans is to mobilise thugs to the entrance of the assembly complex on Tuesday (today) with a view to unleashing them on the APC lawmakers, especially Shittu, who has been marked for physical assault and public harassment.

    “Also, plans have been concluded by the leadership of the House to accuse Shittu of breaching some rules upon which he would be made to face a kangaroo panel and handed an indefinite suspension from the assembly complex. These satanic plans and many more are being sponsored by some unscrupulous elements around the governor, who profit from the sharp practices which the current administration has perpetrated since 2019.

    “It is on this note that we call on personalities within and outside the state to prevail on Governor Makinde to halt every plan being put in place by his agents, who are desperate to shut the mouth of the opposition in the state.’’

    Responding to the allegation, the Chairman, House Committee on Information, Media, Public Affairs and ICT, Waheed Akintayo, described the allegations as false and mischievous.

    He said the assembly found it imperative to respond to allegations, not merely to counter the APC’s attempt to blackmail and arm-twist the legislative arm through its defective pre-emptive tactics, but because it owed the people of the state the truth.

    “It is our duty to provide accurate context and facts, and to set the record straight.

    “As a responsible legislative institution with a consistent track record of peaceful and orderly conduct since 2019, we find it both laughable and regrettable that Oyo APC will descend to such depths of desperation. It is characteristic of their political playbook, one that has become commonplace in APC-controlled states to fabricate claims of thuggery and intimidation.

    “Let it be categorically stated that there is no plot, real or imagined, to victimise  Shittu or any other lawmaker. Oyo State House of Assembly remains a bastion of democracy, where all members, regardless of party affiliation, are treated with respect, fairness and afforded the freedom to express their views.’’

    Oyo State House of Assembly has issued a strongly-worded rebuttal to the claims made by Ibrahim Shittu, the member representing Saki West State Constituency, over the recent emergency plenary session, which he falsely alleged was used to secretly approve N300billion loan request from the Executive without proper notification to members.

    In a statement signed by the Majority Leader, Sanjo Adedoyin and Chairman, House Committee on Information, Media, Public Affairs and ICT, Waheed Akintayo (Ilumoka), the assembly described Shittu’s claims as not only misleading, but also a reflection of his complete disconnect from legislative responsibilities.

    The statement clarified that the emergency plenary held on August 19 was duly and officially notified on the assembly’s general platform.

    A screenshot of the message from the majority leader indicates that all members were informed of the session, a notification acknowledged by some members.

    “It is not only unfortunate but shameful that a serving member of the assembly would resort to falsehood for cheap political relevance. Emergency plenaries are not illegal; they are constitutional and practised in all serious legislatures across Nigeria, including the National Assembly,” he said.

    In refuting Shittu’s claims, the statement said the so-called N300 billion loan included N149 billion meant to refinance an existing loan facility with United Bank for Africa (UBA), while only N151 billion constituted a new request to support infrastructure and contractors’ financing, a distinction Shittu failed to acknowledge, either ignorantly or deliberately.

    The house also expressed concern about Shittu’s abysmal performance and participation rate.

    Upon verification, Shittu’s attendance at plenary sessions stands at a dismal 20 per cent, making him the least active member of the 10th Assembly.

    “Shittu is always absent at all critical legislative sittings such as budget presentation and the State of the State Address by the governor. Shittu was the only member, who failed to participate in the recently-concluded extensive oversight visits to executive and local government projects across the state.

    “His absence extended to all previous oversight duties and committee assignments, where his contributions are either non-existent or irrelevant.

    “It is clear that Shittu has not only failed his constituents, but also betrayed the legislative mandate he was entrusted with. He has no bill, no motion, no contribution on the floor, and now seeks to cover his ineffectiveness with lies,” the statement added.

    The house reiterated its commitment to accountability, transparency and legislative excellence, urging the public to disregard the politically-motivated antics of non-performing lawmakers.

    “Rather than peddle unfounded allegations, Shittu should redirect his energy towards becoming a functional legislator. His pattern of absenteeism and non-participation is an embarrassment to the institution and to the people of Saki West,” the statement concluded.
