    Oyo Assembly seeks justice for student killed by police stray bullet

    Oyo House of Assembly has taken a strong stance on an incident where a secondary school student was fatally struck by a stray bullet allegedly fired by a police officer in Ibadan. 

    The House described the incident as “painful and unwarranted” and resolved to take several steps to ensure justice is served.

    The incident was brought to the Assembly by Deputy Leader of the House, Hon Olasunkanmi Babalola. under a Matter of Urgent Public Importance. 

    According to him, the incident occurred on Tuesday when a police officer pursuing a suspect along Gbagi market road in Ibadan discharged live ammunition in a public space, resulting in the death of the student who was on his way to a WAEC examination center.

    The House expressed deep sorrow over the incident and commiserated with the family of the deceased student and the entire Ibadan community. 

    Members of the House who were visibly shaken by the news called on the Oyo Commissioner of Police to immediately commence a thorough investigation into the incident and ensure that the officer responsible is identified and prosecuted according to the law.

    The lawmakers said the call for investigation and prosecution is aimed at bringing the perpetrator to justice and providing succour to the family of the deceased student.

    “The House further resolved to urge the Executive to provide psychological support and financial compensation to the bereaved family. 

    “This support is necessary to help the family cope with the loss of their loved one and to ensure that they receive the necessary assistance during this difficult time.

    “The House also resolved to urge the Ministry of Information and Orientation to embark on a statewide awareness campaign on citizens’ rights and police conduct,” Babalola noted.

    After deliberating on the sad incident, the House constituted an eight-man Committee to be led by the Deputy Speaker to visit Commissioner of Police on Thursday and report to the House immediately. 

    The Committee will work to ensure that the incident is thoroughly investigated and that those responsible are held accountable.

    The House appealed to the Inspector General of Police to issue clear directives prohibiting the reckless use of firearms in public places and to ensure officers undergo regular training in responsible crowd and suspect management. 

    This appeal, the House said, is aimed at preventing similar incidents from occurring in the future and promoting a safer environment for citizens.

    The Oyo House of Assembly has screened and confirmed the nomination of Mr. Akinwale Akinwole as the Chairman of the State local Government Service Commission with other four members selected from different geo – political zones of the State.

    Presenting the committee report at the plenary, Hon. Sola Owolabi, on behalf of the Committee Chairman of local Government, Chieftaincy Matters and State Honours , Hon. Akintunde Olajide declared that the nominees were put on oath and fielded questions from committee members, and all responded satisfactorily and found appointable.

    He said: “Pursuance to the resolution of the House on Tuesday, 13th May, 2025 that the Committee on Local Government, Chieftaincy Matters and State Honours screen the nominees as Chairman and Members of the Local Government Service Commission for confirmation of the appointment, the Committee conducted the screening, put nominees on oath , and fielded questions from the Committee members”.

    “Having thoroughly screened their curriculum vitae and satisfied with their compartments, the Committee hereby recommends, pursuant to local Government Law, 2001 (As Amended) that the appointment of Mr. Akinwale Solomon Akinwole (Chairman), Mr. Yusuf Ali Akinkunmi (full-time member), Alhaji Oke Hakeem Taiwo (full-time member), Mrs. Nike Arewa (Part-time member), Mr. John Abisoye Adisa – Oke (Part-time member) be confirmed”.

    The House on Tuesday, May 13 read a message from Governor Seyi Makinde requesting for the confirmation of the appointment of the nominees.

    The Oyo State House of Assembly has passed a motion to honour and celebrate veteran Yoruba actor, Chief Lere Paimo, popularly known as ‘Eda Onile Ola’, for his outstanding contributions to the promotion of Yoruba culture through theater.

    The Assembly made the call on Wednesday at its Yoruba plenary session while deliberating on a motion presented by the majority leader, Hon. Sanjo Adedoyin (Ogbomoso South).

    The motion urged the state government to recognise and honour the Octogenarian Yoruba actor, Chief Lere Paimo, Eda Onile-Ola, who is among the oldest in the industry.

    It further called on the government to honour other veteran actors who have made an impact in the theatre industry.

    While highlighting Eda Onile-Ola’s remarkable career and his role in showcasing Yoruba culture and values through his performances, the House noted that Chief Paimo’s dedication to the arts has helped to promote the rich cultural heritage of the Yoruba people.

    Hon. Adedoyin in the motion commended Governor Seyi Makinde’s administration for his commitment to sustaining and promoting Yoruba culture, citing various cultural initiatives spearheaded by the government.

    He noted that while efforts have been made in festivals and tourism development, traditional Yoruba theatre, once a stronghold of cultural storytelling, is gradually fading.

    The Motion also urged the state government to support the production of traditional Yoruba plays that promote wisdom and good character, and ensure their integration into cultural tourism.

    It equally plans to hold a special plenary in honour of the theatre icon, and calls for the funding of documentaries and exhibitions showcasing Chief Lere Paimo’s work.

    “Yoruba culture is rich, and theatre is one of our strongest mediums to educate, entertain, and preserve our traditions. It is essential to recognise and support those who have dedicated their lives to ensuring these values do not disappear, one of them is Chief Lere Paimo, popularly called Eda Onile-Ola”, Adedoyin added.

    He further lamented that modern film productions have lost touch with Yoruba ethics, often promoting foreign influences instead of showcasing the moral values embedded in indigenous Yoruba storytelling.

    Hon. Adedoyin emphasised the importance of preserving theatre as a medium for educating younger generations on Yoruba values, saying, “Our ancestors taught us through storytelling, and legends like Chief Lere Paimo have carried this torch. We must support them and ensure that Yoruba cultural expressions continue to thrive.”

    The Oyo State Speaker, Rt. Hon. Adebo Ogundoyin acknowledged the contributions of Yoruba actors and assured that the Assembly would take necessary steps to ensure the implementation of the resolutions contained in the motion.

    The Oyo State House of Assembly has called on the Executive arm of government to implement a standardised guest registration system across all hotels and guesthouses in the state, mandating valid identification checks and up-to-date guest logs accessible to authorized personnel.

    This resolution followed a motion presented during Tuesday’s plenary by Hon. Waheed Akintayo, representing Oluyole State Constituency, and co-sponsored by Hon. Rasak Mabaje (Ido) and Hon. Mrs. Olubisi Michael (Ogbomosho North).

    In his presentation, Hon. Akintayo expressed concern over the rising trend of hotels being used as safe havens for cybercriminals, popularly known as “Yahoo Boys,” who engage in fraudulent activities and sextortion from within these establishments.

    The lawmakers emphasised that enforcing stricter guest registration protocols would enhance security and assist law enforcement in tracking criminal activities linked to hotel use.

    “Investigation has shown that some fraudsters deliberately reside in hotels for extended periods to operate undetected.

    “These criminals exploit the anonymity of hotels, where poor guest registration and monitoring system allow them to evade law enforcement”, the motion reads in part.

    According to Hon. Akintayo, the significant number of hotels and guest houses in Ibadan and across Oyo State are not duly registered with the Government despite the rapid expansion of the hospitality sector.

    He added that the lack of adequate registration makes it difficult for regulatory agencies to track establishment in operation, enforce security standards and ensure compliance with necessary regulations. 

    “Mandatory registration and periodic renewal will enable the Government to monitor these businesses effectively and enforce security measures where needed”, the motion stated

    The House, however, directed its Standing Committee on Security and Strategies and its counterpart from Culture and Tourism to engage all relevant stakeholders including the Ministry of Culture and Tourism, the Oyo State Hotels Owners Association and deliberate on the measures to put in place in curbing the menace of insecurity in hotels and guest houses across the state.

    Oyo Assembly moves to curb use of mobile phones across secondary schools

    Oyo state house of Assembly has directed its standing committee on Education (Basic and Secondary) to engage all relevant stakeholders for dialogue and workout the modalities to adopt in curbing the use of phones in both private and public secondary schools across the state.

    Stakeholders to be engaged include: Ministry of Education, Agency for Mobilisation, Ministry of Information among others.

    The directive was issued after deliberations and discussion by the lawmakers on a motion brought before it by the member representing Akinyele 1 State Contituency, Hon. Olalekan Abiola.

    Abiola had in the motion appealed to the State government to enforce a ban on the use of personal mobile phones by students in all public and private secondary schools across the state, particularly during school hours.

    He said the need to ban the use of Mobile phone among secondary school students during school hours is imperative in view of the need to improve students’ discipline and enhance academic development. 

    The motion titled “Need to ban the use of mobile phones in secondary schools in the state to improve student discipline and better academic performance” was presented during the plenary presided over by the Speaker, Rt. Hon. Adebo Ogundoyin.

    In his explanation to justify the motion, the lawmaker noted that while mobile phones serve as important communication tools, their misuse among secondary school students have led to negative behavioural patterns, including increased cases of truancy, peer influence in harmful activities and a decline in reading culture. 

    The motion reads in part, “The use of mobile phones in secondary schools has become a growing concern, as it contributes to distraction during learning hours, reduces students’ focus on academics, and promotes indiscipline.

    “The students have gone as far as smuggling mobile phones into examination halls to cheat, undermining the credibility of academic assessments. 

    “The unrestricted access to mobile phones has also contributed to rising cases of cyberbullying, sex – texting, and exposure to inappropriate materials, which negatively influence students’ behaviour.”

    He however suggested the need for school authorities to establish official communication channels that allow parents to reach their wards in emergencies without disrupting learning activities.

    The Oyo State House of Assembly has approved the request of Governor Seyi Makinde to engage Tiaras White Consults Ltd as a new consultant for Project Gazelle, following the disengagement of the previous firm, ODG Professional Services.

    Governor Makinde’s request, communicated in a letter dated April 15, 2025, was formally presented during Tuesday’s plenary by the Speaker of the House, Rt. Hon. Adebo Ogundoyin. The request received unanimous approval from the lawmakers.

    In his letter to the Assembly, Governor Makinde highlighted concerns raised by the Nigeria Governors’ Forum (NGF) regarding transparency, equity, and accountability in the allocation of funds to states and local governments under Project Gazelle.

    As a result, the Executive Council approved the appointment of Tiaras White Consults Ltd to safeguard the interests of Oyo State, ensure accurate fund reconciliation, recovery, and provide advisory services for the project.

    “The Executive Council has approved the engagement of Tiaras White Consults Ltd as a consultant to represent the interest of the Oyo State Government…,” the letter stated

    The Speaker, while reading the letter, noted the importance of legislative backing in such matters, especially when they relate to financial oversight and public accountability.

    He commended the Governor’s proactive step in addressing the NGF’s concerns and ensuring the state receives its fair share of the funds involved.

    A stalwart of the All Progressives Congress (APC) in Ibadan North East Local Government, Hon. Adewale Adegoke has eulogised the chairman of the party, Hon. Azeez Ashimolowo Elewure, describing him as a fountain of grace to the party.

    In a birthday message by his Special Assistant on Media and Publicity, Com. Durodola Abduljelil,  Adegoke said Elewure’s leadership has been adjudged the best in grassroots administration in Ibadan North East.

    He stated that the leadership of the party chairman has formed bedrock for growth and development in the party.

    The politician, popularly called ‘Alakowe’ said the party leader has good heart to both young and old, saying the celebrant is worthy to emulate by Nigerians for peaceful coexistence.

    He said: “There is no doubt, Hon. Elewure is a good person with good heart. He supports vision to fruition at all times. A huge fountain of Grace to the All Progressives Congress in Ibadan North East, Oyo State and Nigeria as a whole.”

    The 2027 Oyo House of Assembly hopeful maintained that Hon. Elewure usually seeks peace and progress of members of the party, appreciating him as he rallied for his support in the build up towards his 2023 political aspiration.

    Adegoke prayed for good health and knowledge for Elewure’s leadership, so that APC can regained power come 2027 elections in the state.

    A chieftain of the All Progressives Congress (APC) in Ibadan North East Local Government area of Oyo State, Dr. Musa Kolawole, otherwise known as ‘MKO’, has lauded remarkable achievements of the party’s chairman, Alhaji Azeez Ashimolowo Elewure.

    The 2027 Oyo SAssembly hopeful said the chairman’s achievements have significantly strengthened the party.

    A statement by MKO Special Assistant on Media and Publicity, Olawale Ebenezer to congratulate the APC chairman on his birthday described Elewure as a pillar of unity and progress within APC in Ibadan North East Local Government, saying Elewure’s efforts has led to return of aggrieved members who had left the party due to internal conflicts in 2023.

    MKO added that Elewure’s leadership style is a model for others to follow, contributing to the party’s growth and stability.

Baba Elewure is a rare substance in APC, with its emulation for all of us.”

    MKO wished Elewure good health and wisdom, praying that Almighty Allah grant him more good health and wisdom so as to take the party to greater heights.

    Oyo Assembly approves council budget to enhance accountability

    Oyo State House of Assembly has approved the 2025 capital budget proposals of the 33 local governments.

    The approval, imperative ahead of the proposed local government financial autonomy, followed yesterday’s report of the House Committee on Local Government, Chieftaincy Matters, and State Honours.

    The committee’s Chairman, Mr Olatunde Akintunde, representing Lagelu Constituency, presented the report to the house.

    The approval is aimed at streamlining the expenditure of the 33 councils for accountability, enabling them to deliver on their mandates.

    The committee urged the local governments to adhere to the approved capital expenditure to ensure compliance with the Constitution and the Local Governments Law.

    The committee recommended workshops on budgeting and budgetary control for local government chairmen and management officials, to enhance efficiency and service delivery.

    It said the state assembly and the Association of Local Governments in Nigeria (ALGON) should oversee the organisation of the advised budgetary workshop.

    Speaker Adebo Ogundoyin described the approval as a significant step toward promoting transparency and accountability in governance.

    “As the chairman, Conference of Speakers of State Legislatures of Nigeria, this is the narrative we are pushing across the country in preparation for the proposed financial autonomy for local governments in Nigeria,” he said.

    The Oyo State House of Assembly has approved the 2025 capital budget proposals of 33 local government areas in the state.

    This became imperative ahead of the proposed financial autonomy for local governments in the state.

    The approval was granted on Tuesday when the report of the House Committee on Local Government, Chieftaincy Matters and State Honours was presented by its Chairman, Hon. Akintunde Emmanuel (Lagelu).

    The budget approval was aimed at streamlining expenditures of all the 33 local government areas of the state for probity and accountability to enable them deliver on their mandates.

    The committee urged all the Local governments to adhere to the approved capital expenditures so as to ensure compliance with the Constitution and Local Governments Law.

    Part of the recommendations of the Committee is for the Oyo State House of Assembly and the Association of Local Government in Nigeria (ALGON) to organize a workshop on budgeting and budgetary control for local government chairmen and management staff to enhance efficiency and service delivery.

    The Speaker, Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin said the approval of the local governments’ budget is a significant step towards promoting transparency and accountability in governance.
