  • New deal for council residents in Plateau

New deal for council residents in Plateau

Bassa local Government Area of Plateau State has had an unflattering profile, often seen as one of the least developed in the state.

Well, that profile is changing, thanks to its chairman Hon. David Rancha. Communities in the council are picking up: water is running, roads are paved and there is electricity.

Village heads and community leaders in the council have described the recent social infrastructural development in their locality as a “breath of fresh air”.

The paramount ruler of the local government and President, Bassa  Traditional Rulers Council, the Utu Ugo Kiche of Rukuba Chiefdom, His Royal Highness, Ati Adamu Adiuwu said he was pleased that such developments were happening under his reign.

Indeed, the people of Bassa local government have begun to witness a new lease of life.

All the three districts of the local government are witnessing infrastructural development in various communities.

Bassa local government is as old as 38 years, created the same time as the state. But in spite of its age, Bassa remained poorly developed, being one of the least growing in the state. This is in spite of the fact that it is one of the closest local governments to Jos, the state headquarters, as well as being the gateway to neighbouring Kaduna State. It was believed by the residents  that the backwardness of the local government had to do with poor leadership by past administrators, particularly council chairmen.

The leader of the Legislative Council, Hon Mrs. Rahila Yahaya Hamza, said, “A number of chairmen have come and gone, yet the local government remained under-developed.”

This explains why, when the present administration led by Hon Rancha took over the mantle of leadership, many in the local government never gave him a chance. It was believed Hon Racha would only come to warm the office and leave like his predecessors without changing their situation. That was why he was given a cold reception when he assumed office. The cold reception notwithstanding, Hon. Rancha, himself an indigene and fully acquainted with the deplorable condition of things, set to work.

Equipped with good knowledge of the locality as well as their yearnings and aspirations, the new chairman had no problem in outlining the areas of priority. He made a commitment to change the feelings of the people towards governance at the third tier. He spring into action almost immediately, and today, one year after, the story of Bassa local government has changed for good.

When the council chairman Hon David Rancha marked his one year in office at Crest Hotel Jos, he merely rolled out series of unexpected achievements to the surprise of stakeholders of the local government.

In the area of rural road construction, the council boss said, “As part of efforts to link rural communities and also enhance commercial activities, the administration has embarked on the construction and rehabilitation of several roads across the local government area. They include a ten kilometer twin Hills, Renwienku – Katumai road linking Irigwe and Rukuba Chiefdoms. 15.3Km Gurum – Assak – Bomo road linking Pengana and Rukuba Chiefdoms, 11.6Km Assak – Jebbu Bassa road linking Buhit and Assak Wards, 9km Rimi – Bakin Kogi road linking the two wards in Pengana Chiefdom.

Apart from the rural roads which are capable of turning around the economy of the people, the chairman made efforts to provide electricity to villages that had been in darkness. Hon Racha said, “It is obvious that the resources of the local government is very low and we will not be able to provide electricity to all the communities in need, hence we decided to carry out such social services one in each of the three chiefdoms in the local government. In Irigwe Chiefdom we installed a transformer at Te’egbe to serve the electricity needs people of the areas, in Pengana Chiefdom a transformer was installed at Angwan Gabar in Jengre. And in Rukuba Chiefdom, we installed a transformer at Dutsen Kurra.

The administration has also, within the one year in office made concerted efforts to solve the problem of scarcity of water to the people. According to Hon Racha, “A total of nine borehole projects were executed across the local government, each of the three chiefdoms having three. That of Pengana Chiefdom is located at LEA Primary school Lungu-Katako in Kadamo ward, Jengre market in Jengre ward and the third one is in Mista Ali market.

In Rukuba Chiefdom, the three boreholes can be found in Abanizara, Nyakala and Uranden villages. While those of Irigwe Chiefdom are located at GSS Kwall, PHC Te’egbe and Chinye villages respectively.

Besides, the administration secured two additional boreholes from the federal ministry of water resources, Abuja. The two boreholes are located at Baginji vegetable market and Miango market in Zobwo ward. In addition, the administration also secured two other water project from the federal government water project, the included the abandoned Minago – Kwall Water Dam Project. The water dam project has dual advantage to the people; for irrigation and hydro-electric power generation. The second one is the Ariri earth dam project located at Ariri in Irigwe Chiefdom.

The executive chairman has also showed serious concern in the well being of citizens of the local government with series of health program. For instance, the chairman re-introduced the monthly sanitation exercise in the local government as the chairman took over the supervision of the monthly exercise from house to house. The comatose drug revolving loan has been fully revived and made functional to service the drug needs of the people. In addition, the local government had collaborated with the state ministry of health for massive distribution of treated mosquito nets to all primary school pupil and pregnant women to reduce the scourge of malaria in the rural communities.

Leader of the local government legislative council, Hon. Rahila Yahaya Hamza while responding to the scorecard presented by Hon Racha at the one anniversary dinner said, “The record of achievement presented by the executive chairman was made possible through a combine efforts of the executive and legislative council. She added that the working relationship between the two arm of government have been smooth due to the leadership quality and understanding of the executive chairman.

She appeal to citizens of the local government to support the administration and remain peaceful, law abiding so as the guarantee more benefiting projects.

Unpaid salary: JUSUN to freeze Plateau, Benue states’ accounts

The Judiciary Staff Union of Nigeria (JUSUN) has commenced move to have the accounts of Plateau and Benue states frozen over the state’s alleged refusal to pay the salaries of court workers for five months now.

JUSUN’s President, Marwan Adamu disclosed this in a statement issued in Abuja Thursday.

Adamu said the union’s teams of lawyers have concluded plans to seek court’s orders to freeze the accounts of both states.

He said such treatment will be extended to the 15 states, whose courts were still on strike owing to the governors’ refusal to allow financial autonomy for the states’ Judiciary as per the January 13, 2014 judgment of the Federal High Court.

He identified the states to include: Kaduna, Yobe, Taraba, Adamawa, Nasarawa, Plateau, Benue, Anambra, Abia, Enugu, Osun, Ondo, Ekiti, Edo and Cross River.

Adamu, who blamed the governors for the prolonged strike, said the industrial action would have been suspended before now had the “governors done the needful to save the sector from further ridicule by enemies of democracy.”

The JUSUN President, who hailed President-elect, Mohammadu Buhari for his success in the election, urged him to, on assuming office, treat the resolution of the crisis in the Judiciary as a matter requiring utmost attention.

He urged JUSUN members in the 15 states still on strike not to waver, but remain “resolute in the struggle to free the justice sector from the excruciating control of the governors.”

Adamu, who urged well meaning Nigerians to intervene and prevail on governors of the 15 identified states to comply with the subsisting court judgment, assures that his group will not succumb to any intimidation or blackmail.

  • Finally, a Govt House fit for Plateau

Finally, a Govt House fit for Plateau

The old order has rolled past. Henceforth, Plateau State government business will be done in a befitting facility, not lodges or temporary structures. A brand new Government House has made that possible.

“Plateau State never had a Government House of its own since it was created in 1976,” said Secretary to the State Government, Prof Shedrack Best. “The state affairs have always been run from a temporary Government House and this has made the seat of government unstable all this while. The first military administrator of the state, Police Commissioner Joseph Dechi Gomwalk started running government affairs from a private residence in Jos, talking of late Mark Samchi residence.

“The military administrators that came after him relocated the governor’s office several times. It was one of the military governments that built a Presidential Lodge in Rayfield. But the first civilian governor of the state, the late Chief Solomon Daushep Lar converted the Presidential Lodge to Government House and from there he ran government affairs for the period of his administration.

“After Solomon Lar, there was another military government and they maintained their office at the same location in Rayfield.”

The Plateau State Commissioner for Information and Communication Hon. Abubakar Badu also corroborated the position of the SSG.

He said, “Plateau is a second generation state created alongside 19 states by the late General Murtala Muhammed in 1976. The first generation states were the original twelve states created by General Yakubu Gowon. But the state never had a Government House of its own, the seat of government has been relocated from here and there against government protocol and security. At a point we were even operating government activities from a presidential lodge. So, in practical terms, Plateau State never had a befitting Governor’s Office and this has created some measure of inconvenience to those running the affairs of the state all this  while.”

This explained why on assumption of office in 2007, Governor Jonah Jang said the state deserved its own Government House and cannot continued to run government affairs from a temporary location. He then promised to build one.

“So from inception, the idea of a befitting and conducive Government House was captured in the 10-point agenda of the Governor Jang administration. However, the dream of having a Government House never materialised in the first term of Governor Jang”

“On resumption of the second term of Governor Jang, the contract for the new Government House was awarded to an Italian construction company known as “Eagle Construction Company”

According to the SSG, “The contract for the new Government House was assigned to Eagle Construction Company in 2011, that is the government building itself, the road network at the site was awarded to Pw Construction Company. The original contract for the project was N4 billion, but the cost for the project had to be reviewed upward from time to time to be able to accommodate additional work not envisaged in the original concept.”

“But the true story about it is we moved in to occupy the new government house three years after the contract was signed. This mean the project was so dear to the hearth of Gov Jang administration because it is a promised we made to Plateau citizens that this administration will give the state a befitting government house they will be proud of. To us, this is a legacy project for future generation.

“In this very project, the administration deliberately situated the project in such a way as to reflect the tourism might of the state. We sited it on rocky hills, capturing the topography peculiarity of Plateau State. So the project itself is serving a dual purpose; apart from providing enormous office accommodation to government, the building itself has added to the tourist sites in the state because the state had never had this type of modern architectural edifice”.

As a matter of fact, Plateau state is the only state that operates from four government houses before the acquiring the present Government House in Little Rayfield. One of it is Governor Jang’s personal residence in Du village of Jos South Local Government. Governor Jang had to convert his own personal residence to government house initially from where he conduct official functions. That was because, the existing government House in Rayfield had to be renovated. So while the renovation was going on, Governor Jang relocated to the presidential Lodge located beside the Government House. And because the presidential lodge could not accommodate the governor and his supporting staff fully, his personal residence was used to carry out certain government functions.

During Jang’s first tenure, the former Ministry for Local Government and Chieftaincy Affairs in Jishe was reconstructed as Government Lodge to host the governors office and official residence. The location was used as government house alongside the one in Rayfield and Governor Jang’s personal residence. So it was not unusual then the hear reports of government functions held from Du, Jishe, Rayfield and presidential lodge in the national media. In that period, when journalists were invited to cover the government’s activities, they often asked, which of the Government Houses, is it Du, Rayfild or Jishe?

But with the new government house in Little-Rayfield Jos, government seat has finally moved from Du, Rayfield, Presidential Lodge, Jishe to the new government house where subsequent administrations will have befitting office accommodation.

The new Government House was furnished by the same Italian company which constructed it, all its furniture imported from Italy. The entire complex boasts up to 300 offices. The governor and his family are also accommodated there.

According to the commissioner for Information, Gov Jang did not embarked on this capital intensive project for selfish reason, he has almost served out his tenure before the completion of this project, but he had to do it for future generation of governors. If Governor Jang had wanted it for himself, he would have started it since 2007 when he took over. But he rather started it after his first term, suggesting he only wanted a befitting Government House for the state, so that the next governor will not suffer lack of office accommodation like he did during his tenure, so I think Governor Jang means well for the state. This building is the pride of the state.”
