    PSC boss seeks adequate funding for police investigation, prosecution

    The chairman of the Police Service Commission (PSC), DIG Hashimu Argungu rtd, has called for adequate funding for intelligence, investigations and prosecution activities of the Nigeria Police Force by the federal government.

    Argungu also said the government must ensure public accountability and transparency of all the activities of investigative units.

    He spoke at a Panel Conversation on Police Leadership and Police Accountability organized for Civil Society Representatives, Policy Makers, Academia, Leadership of the Nigeria Police Force and International Partners by CLEEN FOUNDATION. 

    The PSC chairman’s paper was titled: “National Summit on Police Accountability: Reviewing External, Internal and Stakeholders Accountability Strategies and Mechanism of the Nigeria Police Force/Service”.

    He said the Deputy Inspector General of Police in charge of FCIID should establish an internal public complaints and feedback system, adding that the Investigators must be open and transparent in their dealings and must be accountable to the people at all times.

    Argungu also noted that there should be ethics for Police detectives, Investigators and that it must be enforced for professionalism.

    According to a statement issued by the Head, Press and Public Relations, Ikechukwu Ani, the PSC boss called for strict measures against officers of the Nigeria Police Force found in violation of human rights of citizens. 

    The PSC chairman said individual Police Officers connected to the act of torture which is purely a strict liability offence contrary to Anti-torture Act, 2017 must be dealt with accordingly. 

    Argungu also called on the Federal and State Governments to review the current passive and obsolete criminal justice system at their various levels adding that it should be done in line with the current globalization, computerization and Nigerian environment. 

    He recommended the establishment of the FCT Police as Pilot Scheme to be called Metropolitan Police of FCT, Abuja just like the Namibian Metropolitan Police in Windhoek, the capital of Namibia.

    According to him, certain ranks of Police Officers such as Constables to Chief Superintendents should be deployed to their locality to operate stressing that members of the community should also be involved in the fight against crime and criminality in order to get to the root of the problem and “find lasting solution.”

    Operatives of the Federal Capital Territory, (FCT) Police Command have arrested one Emmanuel Linus and Moses Daniel for allegedly impersonating a Nigerian Army officer.

    FCT Commissioner of Police, (CP) Olatunji Disu disclosed this on Tuesday while parading suspects in Abuja.

    Disu said the suspect was apprehended on November 30 “dressed in a full Nigerian Army camouflage uniform.”

    He said during interrogation, Linus presented a fake military identification card that listed December 20, 2024, as his date of birth, raising immediate suspicions.

    “Further intelligence gathered while he was in custody revealed that Linus is allegedly a member of a criminal syndicate specializing in defrauding unsuspecting victims.

    “The group reportedly purchases goods and services using fake bank alerts to deceive sellers.

    “The police have commenced a thorough investigation into the matter, with efforts ongoing to identify and apprehend other members of the syndicate. Authorities have assured the public that additional updates will be provided as investigations progress.

    “The FCT Police Command urged citizens to remain vigilant and report any suspicious activities”, he said.

    Emmanuel Linus who spoke with reporters accused the military authority of dismissing officers anyhow without proper investigation.

    Linus who was dismissed from the military 2022 from Adamawa State said: “I was dismissed 2022. They will not ask the Army why they are dismissing us anyhow. After training, if you commit little things, the authority will dismiss you.

    “I just wear the uniform. We were in Maiduguri in the bush for so long. We have the military authority to change us; they did not. So, I find my way and come back. I’m not the only soldier in the barracks. My offence is that I put on the uniform when I’m no longer serving.

    “When I was discharged, I had this uniform at home so I went back home and started wearing the military uniform.”

    The CP said the Command has impounded 296 vehicles for violations such as the use of tinted glasses, driving with only one plate number, and the use of concealed or defaced number plates. 

    Disu disclosed that the police operations have successfully foiled five (5) ‘One Chance’ robbery operations, rescuing three (3) victims who were abducted by these criminal elements.

    He said: “These achievements highlight the effectiveness of our proactive strategies and show the importance of public collaboration in ensuring the safety of all FCT residents. 

    “As I earlier mentioned, the Command recently declared war against one-chance robbers and other criminal gangs in the FCT. Following this announcement, and in line with my directive, on November 23, 2024, at approximately 1:00 PM, operatives from the State Intelligence Department (SID) apprehended one IBRAHIM KABIRU during routine patrol along Ahmadu Bello Way. Suspicious circumstances surrounding his parked vehicle prompted a search, revealing: One Point-of-Sale (POS) machine, One knife, Scissors, Two mobile phones, and Female luggage suspected to be stolen. 

    “Upon interrogation, KABIRU failed to provide a satisfactory explanation for the items, raising concerns about his involvement in ‘One Chance’ robberies. He is in custody and will be charged to court upon the conclusion of the investigation. 

    “On November 28, 2024, at approximately 7:00 PM, a distress call reported an ongoing robbery along Idu Industrial Area Road. Police operatives from Karimo Division swiftly responded, arresting one IKECHUKWU NGEREM at the scene and rescuing the victim, Doris Gabriel, a heavily pregnant woman. 

    “Preliminary investigations revealed that Doris had been abducted on her way home from Federal Medical Center Jabi by a gang posing as commercial vehicle operators. Efforts are ongoing to apprehend the fleeing suspects.”

    The Assistant Inspector-General of Police (AIG), Zone 2, Mr Adegoke Fayoade, has assured residents of Lagos and Ogun states of safety during the yuletide.

     Already, he said a security architecture had been put in place to ensure it.

    He stated this at the weekend during the 17th yearly conference of the Nigeria Institute of Industrial Security (NiiS) in Ikeja GRA, Lagos where he was honoured with the Security Excellence award by the NiiS.

    The event had as its theme “Holistic security in the industrial age”.

    Also honoured were the Lagos State Commissioner of Police, Mr. Ishola Olawale Olarenwaju and state Deputy Commissioner of Police, Paul Okafor.

    Fayoade, however, sought the continuous engagement and support from every one to enable them succeed. “The award is a call to service to do more in Lagos and Ogun states,” he added.

    Specifically, Fayoade, described Mr. Okafor as a reliable ally and dedicated officer, noting that his role during the 10-day protest in Lagos was commendable.

    The AIG dedicated the award to the policemen and women in the zone.

    He promised to promote more industrial security in the zone to make it more investor friendly.

    The institute stated that since Fayoade and Ishola took over, there had been peace in the zone.

    The NiiS Executive Secretary, Wilson Esangbedo sought strategic support from the police. “We train three of their officers. We will do it continuously. We will launch a fund for the police,” he announced.

    Also, the institute bestowed its fellowship award on its 18 members. They included President Bola Tinubu’s security aide, Mr. Yusuf Kamorudeen Olawale; Mr. Fadare Muyiwa, Dr. Okogun Felix John, Henry Lawanson and Lt.-Col. Idayat Suleiman.

    Others were Mr. Odofin St. Clair, Babarimisa Femi, Chidi Bon, Kingsley Orhie Amabebe and Bamgbose Olayinka.

    Highlight of the ceremony was the conferment of an award on the institute founding President, Alhaji Ozi Salami.

    Esangbedo described Salami as a man of integrity and passion as well as a transformational leader, who has grown the membership of the institute from two to over 48,000.

    New holders of the Certified Security Specialist (CSS) certificates were inducted into the institute.

    Police operatives attached to the Borno State Command have repelled a group of dreaded terrorists.

    The group of unknown armed individuals attacked the Jakana Divisional Police Headquarters, Borno State, at about 01:00 am.

    The police said the group was resisted by operatives of the Nigeria Police Force (NPF), who left many of the attackers with bullet wounds. But, one police officer was injured and is responding to treatment.

    In a statement, the Force Public Relations Officer, Olumuyiwa Adejobi, an Assistant Commissioner of Police (ACP): “In furtherance of the redoubled effort of the Inspector-General of Police (IGP), Kayode Egbetokun, to sustaining the fight against all forms of crime and criminality across the country, the Nigeria Police Force has remained steadfast and unyielding in its efforts to neutralise every threat to national security, and this has led to several successes.

    “Similarly, on November 25, 2024, operatives attached to the Sokoto State Police Command, along with operatives from other sister security agencies, conducted raids on several black spots and bandits camps across various areas in the State, clearing out the camps and recovering some AK47 rifles and several magazines, each loaded with 30 rounds of live ammunition. Occupants of the camp took to their heels upon noticing the presence of the operatives while  efforts were on top gear to apprehend them all,’’ he said.

    Adejobi police operatives attached to the Delta State Command on November 28, 2024, acting on a report of attempted kidnapping in Asaba, the state capital, chased the suspected kidnappers.

    The Federal Capital Territory (FCT) Police Command has expressed concern over the increasing number of abandoned babies in the nation’s capital. 

    In a statement on Sunday, FCT Police Public Relations Officer, SP Josephine Adeh, attributed the disturbing trend to men deserting women after impregnating them.

    Adeh said: “The increasing number of abandoned babies in the FCT is alarming. Just yesterday, two new cases were reported.

    “This troubling trend is largely due to men abandoning women after impregnating them. If you are not prepared to take responsibility for fatherhood, avoid unprotected sex or abstain from it.”

    The Imo State Police Command reiterates that the ban on the sale, use, and distribution of pyrotechnics, commonly known as “knockouts” or “bangers,” remains fully enforced across the state.

    In a statement on Sunday, the state Commissioner of Police, Aboki Danjuma, said that the measure was put in place for public safety.

     “This measure, in place for some time, is essential for public safety, preventing injuries, and reducing the risks of fires and accidents caused by fireworks,” he said.

    He warned that any individual or group caught in possession of firearms whether during holidays, festivals, or private events would be arrested and prosecuted.

    “With the festive season approaching, the Command warns that any individual or group caught in possession of or using pyrotechnics—whether during public holidays, festivals, or private events—will be arrested and face severe legal consequences. The Command will continue to conduct regular patrols and operations to ensure strict compliance with this directive.”

     Danjuma, in a statement by the Command’s spokesman, Henry Okoye, appealed to residents, event organizers, and business owners to cooperate with this directive and report any illegal activities involving pyrotechnics to the nearest police station.

    He assured that enhanced security measures will be implemented throughout the Yuletide period to safeguard lives and property. 

    “The police will maintain law and order, ensuring a peaceful and secure environment for all during the festive season.”

    At least 70 journalists from Nigeria’s Northwest region have undergone training on the Police Act 2020 and its implications for police-citizen relations and media reporting.

    The training, held at R&K Guest Palace, Magani Rufa, Nasarawa Kano, was organized by Partners West Africa Nigeria (PWAN) with support from the Foreign, Commonwealth, and Development Office. 

    In her opening remarks, PWAN Programme Manager, Hajiya Aisha Yusuf, highlighted the organization’s commitment to fostering better police governance through the project “Enhancing Police Governance: Deepening Understanding of the Police Act 2020 and Regulations Across Nigeria.”

    The initiative is being implemented in the states of Kano, Plateau, Borno, Edo, Lagos, Enugu, and the Federal Capital Territory (FCT). 

    He said: “The project aims to enhance the understanding and implementation of the Police Act 2020 and its associated regulations among the Nigerian Police Management Team and the broader public, thereby fostering more informed, effective, community members.”

    The programme manager told the participants that “PWAN is pleased to invite you to a media town hall meeting to educate the public and specifically the media organizations about the Police Act 2020, its impact on police-citizen interactions and media reporting.

    “This is an important initiative to ensure that both the public and the media understand their rights and responsibilities under the new law, as well as the expected conduct of police officers”.

    Hajiya Aisha Yusuf maintained that the meeting is an essential step to strengthening trust, transparency, and accountability between law enforcement and the community.

    The event brought together media representatives from across the Northwestern states, including Kano, Kaduna, Katsina, Jigawa, Sokoto, Kebbi, and Zamfara, representing radio, TV, print, and social media platforms.

    She added that the training will be focused on educating the media about the provisions of the Police Act 2020 and its connection to human rights, particularly in police-citizen interactions and the discussions covered critical issues such as arrest, stop and search procedures, profiling, and other related topics, highlighting the media’s role in enhancing transparency, accountability, and trust between the Police Force and the public.

    “This engagement marks a significant step toward integrating the Police Act 2020 into media reporting, ensuring that human rights and accountability are at the forefront of law enforcement narratives in the Northwestern region.

    “We bring you greetings from The Rule of Law and Empowerment Initiative, also known as Partners West Africa Nigeria (PWAN). PWAN is a non-governmental organization dedicated to enhancing citizens’ participation and improving security governance in Nigeria and West Africa broadly, which we achieve through our Rule of Law, Citizens Security, and CSO strengthening Program Areas.

    She emphasises that the organization does this through research, collaborative advocacy, capacity building, dissemination of information and integrating implementation of government policies such as United Nations Resolution 1325, Women Peace and Security Second Generation National Action Plan (NAP2), Prevention and Countering Violent Extremism National Action Plan (P/CVE NAP), Administration of Criminal Justice Act/Law (ACJA/L), UN Resolution 2250 amongst others which are complementary to our strategic Objectives.

    Also speaking the Special Adviser to the Kano State Governor on Community Policing, Hajiya Maryam Umar expressed the importance and the need for good and cordial working relations between the police and hosting communities.

    Hajiya Maryam added: “Good understanding and hormonal relationships are the best and easiest process in providing effective peace and security.

    Presenting his paper on the Police Act 2020 and Regulations one of the resource persons, Barrier Sani Ammani highlighted some of the objectives of the 2020 Police Act, saying it contained responsiveness, equity, justice, and fairness.

    The resource person in the paper emphasises the need to respect the dignity of persons, safeguarding the fundamental rights of Nigerians, as well as cooperation and partnership between the police and communities as contained in the Act.

    According to him, one of the police duties was to conduct investigations, make arrests with or without arrest warrants, and write statements, among other things.

    He stressed that it is the responsibility of the Nigerian police to protect the lives and property of every person residing in Nigeria.

    On her part, Hajiya Maryam Rabi’u, who spoke on the role of the media in promoting awareness of the Nigeria Police Act, said the press can conduct investigative reporting and public awareness to inform citizens about their rights.

    She emphasised the need for journalists to facilitate dialogue, monitor the implementation of the Act, and report success stories of police officers who abide by the new Act and other related issues.

    The Nigeria Police Force (NPF) has arrested five suspects involved in trans-border gunrunning.

    The police force said it is committed to ensuring the safety and security of all citizens.

    The force said it will continue to work tirelessly to prevent and combat all forms of crime and criminality. 

    The suspects identified as Adamu Noma ‘m’, Matthew Audu ‘m’, Andrew Poyi ‘m’, Aminu Sani ‘m’, and Aminu Talha ‘m’ were apprehended by the operatives of the FID-IRT on the 18th of November, 2024.

    Upon arrest and conducted search, the police said 10 locally fabricated Ak-47 rifles, 5 Isreali Ak-47 rifles, 1 revolver pistol, 1 pump action rifle, 20 rounds of Ak-47 ammunition, and 1 welding machine for fabrication of rifles were recovered from the suspect.

    A statement issued on Friday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi said: “These feats, and several more recorded by police operatives across the country are indications of the steadfastness and commitment of the current police leadership to decimate and subdue criminal activities and insecurity in general in the country. 

    “The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, has re-echoed his directive to operatives of the Force, particularly, tactical units, to mop up every illegal arms and ammunition, and see to the total dismantling of local manufacturers of illicit arms and ammunition and dangerous weapons by all means”.

    Police clarify arrest of former Imo commissioner

    The Imo State Police Command has confirmed that Dr. Fabian Ihekweme, the former Commissioner for Foreign Affairs in the state, was lawfully arrested and not abducted as previously claimed. 

    In a statement released on Thursday, the Command’s spokesman, Henry Okoye, explained that Ihekweme’s arrest followed a formal petition from the Imo Democratic Alliance (IDA).

    The petition accused Ihekweme of making seditious and inflammatory statements aimed at inciting civil unrest within the state. 

    The clarification came amid growing concerns and public speculation surrounding the circumstances of his detention.

    “We wish to clarify the facts. Dr. Fabian Ihekweme was not abducted, but was lawfully arrested on 27th November 2024 by detectives of the Imo State Police Command,” said Okoye.

    The police emphasised that a duly signed warrant of arrest was obtained before Ihekweme’s detention, and urged the public to disregard the false narrative circulating on social media.

    “The Imo State Police Command remains committed to upholding the rule of law without external influence and will provide timely updates as necessary,” Okoye added.

    In order to further curb crime and criminality in the Federal Capital Territory (FCT), office of the National Security Adviser (NSA), and the Nigeria Police Force (NPF), will carryout Crisis Response Simulation Exercise. 

    The exercise according to messages sent to mobile phones, will take place today at Idu Train Station from 6am – 11am.

    Abuja residents are advised no to panic during the exercise.

    The message reads: “The Office of the NSA & NPF wish to notify you of a Crisis Response Simulation Exercise which will take place today at Idu Train Station from 6am – 11am. Please, do not panic”.
