PSC should walk the talk of curbing policemen from dabbling in civil matters

Police personnel, by their statutory mandate, have the core responsibility to secure public order and security within Nigeria’s borders. They are often complemented by military forces in the face of daunting security challenges that threaten the nation’s survival, but maintenance of internal peace and order is primarily their call. The mandate of the police, however, does not extend to dabbling in purely civil matters like land, rent and marital disputes. And that point has been clearly made by the Police Service Commission (PSC), which is the body saddled by law with the power to oversee the conduct and functions of the police workforce.

PSC Chairman Hashimu Argungu, a retired Deputy Inspector-General of Police (DIG), has warned that serving police personnel found involved in civil matters such as land, rent and marital disputes would henceforth be firmly sanctioned. Speaking while hosting a delegation from the Justice Research Institute led by a former Lagos State Attorney-General and Commissioner for Justice, Mr. Ade Ipaye, he stated that the service commission would no longer tolerate abuse of office by police officials. “Serving police officers who are found involved in civil matters such as land, rent and marital disputes will henceforth be sanctioned and their promotions suspended,” a statement by PSC spokesperson Ikechukwu Ani cited him saying.

Argungu noted that the failure of the police in their legitimate functions obviously equate to failure by the service commission. He thus warned that police personnel must stay clear of civil matters and allow civil courts to do their work.

About the same time the PSC boss was speaking, leaders of a community in Awka, Anambra State, petitioned his commission over alleged police involvement in a communal land dispute. The petitioners from Ezinano community alleged that the police were using firearms to harass, threaten and intimidate their members over a land row with neighbouring Umuzuocha village that is currently before a high court. The petitioners further alleged that despite the pending court case, police personnel aided Umuzuocha people in destroying Ezinano community’s economic crops, fruits and trees. They specifically accused officers of the Rapid Response Squad (RRS) in Awkuzu of prejudicial meddling in the land dispute and named a Superintendent of Police who led the police team that stormed the disputed land on September 4, shooting sporadically and allegedly threatening Ezinano community members.

Foregoing is just one of many instances of how police personnel get involved in matters that are entirely civil oriented, with some cases already taken before civil courts. There have been reports of husbands and wives quarrelling and the row degenerating to the point whereby one party called in the police on the other party; and rather than the police referring such matter to domestic arbitration, they would arrest the spouse that was complained against and encourage the complainant-spouse to press the case.  True, it becomes a matter of public disorder that should concern the police if battery and assault were involved, but we are talking here about cases where there were only hot verbal exchanges and one spouse had enough and called in the police. Other instances included paternity disputes that ought to be left to relevant medical and judicial authorities to adjudicate, but where the police were brought in by one party to exert coercive advantage over the other.

Only recently, we commented in an editorial about reported experiences of a 26-year-old photographer who was arrested by the police and subsequently spent 10 months in prison for resigning his job with a photography studio in Abuja through a text message to his boss, which the boss found insulting. Peter Nicholas, a graduate of Mass Communication from Akwa Ibom State Polytechnic, spent jail time at Keffi Correctional Centre after being arraigned on a charge that he insulted the proprietor of the Abuja studio from where he resigned. He was also accused of theft of a phone from the studio; only it was an accusation that could not be pressed in court because, as Nicholas argued, the phone was reported missing after he had quit. All charges against Nicholas were eventually withdrawn by the litigant from the Upper Area Court in Mpape, Abuja, where he was arraigned, but he was left in prison for some months more because he couldn’t raise the money to pay his bail. We had wondered in our commentary how the police could stoop to be dragged into a matter that at best should be left to domestic arbitration, even with the high level of criminality hobbling the society they are hard pressed to tackle.

It is helpful that the PSC has come round to making it official that police personnel are not to involve themselves in purely civil matters. They never should have in the first place, but for busybody syndrome suspected to be propelled by corrupt inducement plied by parties dragging the police into civil matters. Police personnel are neither skilled nor trained in handling civil matters that are largely juristic and arbitrational in orientation, whereas the police’s standard mode of operation is coercive.

The PSC has its job cut out holding the ubiquitously errant police workforce to the rule it has just issued. An early test will be how it resolves the publicised petition against police personnel’s involvement in the Anambra community land dispute. In short, all eyes are on the service commission to walk its talk.

Lagos police arrest 98 suspects in major Crime crackdown

The Lagos State Police Command has announced the arrest of 98 individuals involved in various crimes such as armed robbery, kidnapping, cultism, and drug trafficking.

The announcement was made on Wednesday, September 25, by the Commissioner of Police, CP Ishola Olanrewaju, during a press briefing at the Command headquarters in Ikeja.

These arrests were made between September 17 and September 24, 2024. The Commissioner expressed a “sense of professional fulfillment” since taking over the leadership of the Command.

“We have successfully cracked several cases and brought to book suspects involved in crimes such as robbery, cultism, and kidnapping,” Olanrewaju said.

He also noted that during the operations, a range of items were recovered, including 10 firearms, 41 rounds of live ammunition, 12 phones, 39 bags of cement, a ton of iron rods, various hard drugs, and charms.

One of the notable arrests involved a group of suspected armed robbers, identified as Godwin Chukwuebuka and Solomon Balogun, both 23 years old.

The suspects were apprehended in the Ikotun area on September 20. Officers recovered an AK-47 rifle with three live rounds of ammunition, and two locally made double-barrel guns during the operation.

Another high-profile case involved the rescue of a 21-year-old woman who had been kidnapped in Badagry.

The suspects involved in the kidnap case were, Hassan Samson, 35, Nnemka Chibike, 26, and Segun Akinyola, 32, who were arrested, and the victim was freed unharmed after a failed attempt to demand a ransom of N10 million.

To curb robbery in the state, police also apprehended three men Desmond Emeka, 28, Kingsley Izoronwu, 37, and Sheriff Olusunmoadi, 25, on September 22. The suspects, who targeted female passengers at night, were caught with a locally made pistol, six live cartridges, and 12 stolen iPhones.

CP Olanrewaju further revealed a case involving a one-chance robbery syndicate operating in the Oyingbo area. Four suspects were arrested at a hotel in Ajegunle after robbing a victim and transferring N5.6 million from their accounts. Recovered items included a locally made pistol, a POS terminal, and the gang’s operational bus.

Several arrests linked to cultism were made, with the police netting multiple individuals suspected of engaging in cult-related killings across the state. A raid in Ikorodu led to the arrest of two suspects, Hassan Ibrahim, 24, and Quadri Lasisi, 22, with a Beretta pistol and 24 live cartridges in their possession.

On September 20, a separate operation in Ajegunle resulted in the arrest of two notorious cultists, Odunola Oluwaseyi and Ayobami Fashola, both aged 27, alongside Mustafa Lawal, 23. Two locally made pistols were recovered.

Olanrewaju also highlighted the arrest of suspects involved in the illegal sales of firearms. Three individuals, including Oliver Okechukwu, 29, were arrested in connection with the sale of over 350 firearms under the guise of a logistics company.

In several operations targeting drug trafficking, the police arrested individuals found in possession of substantial quantities of hard drugs, including cocaine and substances suspected to be Indian hemp. One arrest on September 18 in the Ojo area involved the seizure of 120 wraps of cocaine.

CP Olanrewaju reiterated his commitment to reducing crime in Lagos State. He emphasized the importance of collaboration between the police and the public, urging residents to report suspicious activities.

“Security is everyone’s business. We urge you all to give us your unalloyed support and say something when you see something”, he stated.

The suspects will face prosecution after investigations are concluded, Olanrewaju confirmed.

Nigeria police will perform better with dedicated FG funding – Prof. Alemika

The performance of the Nigeria Police will be better enhanced if the federal government provides the needed funding for training and procurement of modern policing tools.

The chairman Board of Trustees of the Nigeria Society for Criminology, Professor Etannibi Alemika, stated this while speaking on “Policing and Police in an Anomic Society” at the second international conference of the society.

According to him, there is chaos and strain in the country due to the erosion of cherished cultural values.

The foremost Criminologist said Police and policing in Nigeria are dependent on adequate government funding of the policing institution and socioeconomic as well as political factors.

He said: “What is responsible for the erosion of values is the limitless aspirations of humans. We should see Police and policing as dependent variables.

“Socioeconomic and political factors, including the inability of the government to provide funding to equip the police are the independent variables.”

In their separate papers, Professor Sadiq Isah Radda and Abdulmajeed Ahmed speaking in the paper “The Clamour for state police in Nigeria: The Arguments, the Fallacies and the Way Forward,” argued that there was no doubt that Nigeria needs an alternative policing Strategy.

They noted that the policing system is already decentralised with different layers of community policing and police-community relations.

While noting that the current clamour for state policing is due to political exigency, the duo warned about the tendencies to abuse such a system.

They also noted that there is a way in which the state abdicates its responsibility once there is decentralization, such as the fate of the education and health sectors

E-CMR: We won’t stop vehicles to check papers again – Police

The Nigeria Police Force (NPF) has said once the Electronic Central Motor Registration (e-CMR) goes into effect, vehicle owners and users will no longer need to carry physical documents.

All vehicle documents and information, the police said, will be available digitally.

The Force Public Relations Officer, ACP Olumuyiwa Adejobi, made this known on Wednesday night in a post via his account on the X platform.

According to him, Police Officers would be equipped with cutting-edge technology to verify documents in real time.

Adejobi added that once the e-CMR goes into effect, vehicle owners and users would no longer need to carry physical documents as all vehicle document information would be available digitally.

He added that if a vehicle which is registered with the NPF E-CMR gets stolen, the owner can easily flag it on his/her profile and all police officers nationwide on the field would be alerted in seconds on the development.

The Force PRO said: “Inspector-General Egbetokun is revolutionizing how we keep our roads safe with the new E-CMR system! Now, no more stopping to check papers – our officers are equipped with cutting-edge tech to verify documents in real-time.

“With the NPF’s new E-CMR system, you don’t need to carry around physical documents. Access all your vehicle info digitally – quick, easy, and secure.

“If your vehicle is registered with the NPF E-CMR and gets stolen, you can instantly flag it as stolen through your online profile. All field officers nationwide will be alerted within seconds. Let’s make our roads safer together.”

In July 2024, the IGP ordered the enforcement of the digitalised Central Motor Registry.

He said the move was to modernise and digitise the motor vehicle registration system as well as improve the nation’s safety and security framework.

The police expect a digitalised system to bring greater convenience and speed to vehicle ownership transactions through streamlined documentation and verification.

Adejobi in June said the E-CMR system would simplify vehicle-related services such as ownership transfers, license renewals, and updates to engine or chassis details.

He stated that it would also help prevent the sale of stolen vehicles and improve recovery efforts.
