    State police: Security experts raise funding, political interference hurdles

    Inadequate funding and undue interference by state government functionaries may compromise the planned state police, security experts have warned.

    President Bola Tinubu and the state governors agreed at a meeting in Abuja on Thursday on the need for state police as part of the strategy to enhance security across the country.

    Although the framework for the state police is still in the works, security experts are not convinced that many of the state governments can adequately fund police at the local level.

    They also fear that the responsibilities of such state police may be compromised by undue interference from government functionaries, especially governors.

    A retired Police Commissioner in Imo State, Abutu Yaro, is opposed to the establishment of state police, saying the issue must be handled with care in the overall interest of the country.

    “Our constitution does not call our police federal, state or local police. The name is never federal government police. The constitution recognises it as Nigeria Police,” he told The Nation.

    “So if this provision is there, I do not know why we want to call it state or federal police when we have operated what we have for 150 years. Why do we want to declassify it?”

     He said the establishment of state police would create problems.

     His words: “In our policing system, the DPO (Divisional Police Officer) is subject or answerable to the local government chairman.

    “At the state level, the Commissioner of Police is a member of the executive council and the governor is in charge of the police in the state, and the same obtains at the federal level where the president controls the police.

    “In all this, the state governor has the power to suggest the removal of a commissioner of police. The CP can remove the DPO if the local government chairman complains of none compliance.

    “If this is so, why do we want to declassify the police?”

    Yaro accused  the governors of  discontinuing  security meetings at the local government level.

    “About 22 years ago, there were different quarterly security meetings at the local government level. But this has been abandoned especially in the South. This is still under the control and ambit of the governor.

    “Insecurity is as result of our neglect of our local administrative system.”

    Yaro also wondered how some of the states that owe civil servants salary can fund state police.

    “Which state is not owing workers?” he queried. 

    Going down memory lane, he said: “About five years ago, during police constable recruitment in one of the states in the North, it was decided that each governor should pay a token N10,000 to each of the constables.

    “But for nine months, none of the governors paid one kobo, to the extent that the boys started shoplifting, going into the villages to steal goats and other things.

    “These are the same governors who are clamouring for state police.

    “Even the strategic training due to the police, how many of the governors are executing this?

    “Go to the PoliceTraining College, Nekede in Imo State, the playing ground is just neglected and dilapidated, yet we want state police. So how is it going to be funded?

    “If you have a police that you can buy armoured cars for; you have a police that you can remove its CP; what kind of state police do you want?

    “If our perception has derailed to this level, we are on our way to Rwanda. Do you know what that means? The type of destruction that will take place within five months of it being implemented will be worse than what happened in Rwanda.”

    He said that instead of state police, the Constitution could be amended to give more powers to the governors to issue directives to their Commissioners of Police.

    We must address the fundmentals first, says (rtd) AIG Inalegwu

    Retired Assistant Inspector General of Police (AIG) Wilson Inalegwu said that for state police to succeed, the fundamentals of establishing such an institution must first be addressed by the stakeholders.

    He said: “I have repeatedly said that ordinarily, state police is not something people should argue against.

    “But the reality of our situation, managing our unity in diversity and conduct and behaviour of our politicians is a dangerous path to follow at this time of our national life.

    “The government talks about having state police. Did they talk about logistics support to the police? Did they talk about a framework for the police engaging the community?

    “Even the motivation and morals of the police are very important. They have not talked about reviving the police training institutions.

     “There are fundamentals that we need to address. There should be discussions about technology. All they said is that they are going to increase personnel for the police.

    “I think every building must have a solid foundation. I believe there should be a solid foundation where the state police will spring from. That is not the case.

    “What is the state of the election commissions, where some governors have used some opportunity of having the vigilantes to harass their political opponents?

    “Has any opposition party won even a councilor seat? These are realities and professionalism needs to come first.

    “I think they are putting the cart before the horse, and it is not going to work. It is going to be confusing; it’s going to be a dangerous path.

    “They should go back to the report that Aguyi Ironsi set up which Gowon implemented.

    “In the case of technology, why should somebody make phone calls in Nigeria and the person is still able to hold people in captivity? Is there no technology to track the person?

    “This is what we should empower the police with. Government should be more fundamental and serious about the issue of security.

    “Government wants an easy answer, and who told them that state police is the answer to this issue. Nigeria is much more sophisticated. How many governors can support state police?”

    Funding is crucial to run state police – Galma

    In a separate interview in Kaduna, retired Major Muhammad Bashir Galma, said while security of life and property is important, government should not overlook the role of funding in running an effective state police.

    “That the President met with the 36 States Governors and told them he likes the idea of State Police does not mean that they will go back to their states and start creating it,” he said.

    “Certain questions have to be answered first: How is the training going to be? How is the selection process going to be?

     “It is not just enough reason for the governors to go back to their states and start recruiting armed robbers or political thugs just because they want to create State Police. So, all these things must be considered.

    “Even the economic viability of the states must be considered because at the end of the day, you create state police and some governors will start retrenching people because of their state’s economy. That is going to be a big problem.

    “In a developing country like Nigeria and with the kind of system we are following – our behavior, religious and ethnic biases, as well as political differences – we really have to put a lot into consideration. Otherwise at the end of the day, you appoint people who would be clashing even among themselves.

    We also need to know where the line is going to be drawn between the State Police and Federal Police. That is command and control, area of responsibility.

    The state police will be directly under the governor who created them. Now, who is going to be more powerful in the state? Is it going to be the State Police or the Nigerian Police?”

    FNM says no to state police

     The Future Nigeria Movement (FNM) said the establishment of state police was not good for the country.

    Leader of the group, Livingstone Wechie, said the best arrangement for Nigeria is massive investment in community policing and vigilant groups to tackle insecurity across the country.

    He said: “The idea of state police is brilliant, but the institutional infrastructure is grossly lacking for now.

    “It is strongly submitted that government should rather focus more on community policing and encourage local vigilante in our various communities.

    “This way, the people will own the security management across board. The question of treating local vigilante as rivals must be discouraged because a higher percentage of security success has been due to cooperation with locals who have mastered the terrain.”

    Govs must shun interference in state police duties

    A former Inspector General of Police, Solomon Arase, called for safeguards to stop governors from manipulating state police.

    “Policing is local. Crime is environmental. State police is what we should be thinking about, but then, there must be some safeguards put in place? Like is the governor going to be the one to appoint a commissioner of police and deputy commissioner of police? Arase, Chairman of the Police Service Commission (PSC) said on Inside Sources with Laolu Akande, aired on Channels Television on Friday.

    He added: “In order areas, the governor does not have control over the appointment of police commissioners. The truth about it is that if we are going to have state police, our political culture must be such that accommodate oppositions.

    “Most of our governors, if they have control over their police apparati, their oppositions won’t be able to campaign anywhere.”

    He advocated a system whereby civil society organisations, lawyers of repute, traditional rulers, religious leaders will be involved in the appointment of police commissioners under the state police system.

    State police may affect Amotekun’s role —Osun commissioner

    The Osun State Information and Public Enlightenment Commissioner, Kolapo Alimi, said the coming of state police may encroach on the functions of Amotekun, the South West security outfit.

    Alimi told The Nation that while the state government was fully in support of state police, “the concern is the existence of the Amotekun after creation of state police.”

    Trader shot dead in Onitsha market— Police

    The Police command in  Anambra has confirmed the shooting to death of one trader by operatives of the state Anti-touting Squad at the Science Equipment Market, Head Bridge, Onitsha.

    The command Public Relations Officer, DSP Tochukwu Ikenga, who confirmed the incident to the News Agency of Nigeria (NAN), said that several others were injured.

    Ikenga said that the incident happened at about 4:30 p. m. on Friday at the Head Bridge market, adding that the Commissioner of Police in the state,  Aderemi Adeoye, had ordered a probe into the development.

    According to him, the commissioner of police has ordered the immediate transfer of a reported murder incident that happened at the Head Bridge market.

    “Our officers led by the Divisional Police Officer (DPO), Head Bridge, on receipt of the information, they got to the scene and saw a young man in a pool of his blood while another was injured.

    “The victims were rushed to the hospital where the doctor confirmed one dead.

    “The police also recovered six expanded cartridges from the scene,’’ he said.

    One killed as police nab abductors of Ekiti pupils, teachers

    The Police have killed one and arrested suspected kidnappers of Ekiti pupils and teachers.

    Ekiti Police Commissioner Akinwale Adeniran spoke on Friday while parading suspects.

    According to a statement by Ekiti Police spokesman DSP Abutu Sunday, the breakthrough was made possible through the dogged effort of the Rapid Response Squad (RRS) led by their Commander, CSP. Ogundola Marcus

     He said: “On 8/02/2024 at about 1300hrs, the Command Rapid Response Squad (RRS) received a credible tip-off that a gang of armed men had invaded farmland at Eda-Oniyo-Ekiti and were planning to kidnap some Expatriates in Dairy Farmland, Ikun-Ekiti.

    “Upon receipt of the information, a team of RRS operatives swung into action and arrested one ABUBAKAR ALIYU a.k.a SMALLIE who was on a mission to spy on the actual location of the Expatriates. After the arrest of Abubakar Aliyu a.k.a SMALLIE, the leader of the kidnapping gang identified as one Sumo Karami sent two (2) vigilante members, one Saliu Ibrahim and one Umaru Saliu, to secure the bail of the arrested gang member from Police custody.

    “The two (2) vigilante members were arrested and they led the RRS operatives to Oro-Ago town where one Mohammed Bashiru, the leader of Miyetti Allah vigilante in Oro-Ago, Kwara State, was arrested.

    “During interrogation, Mohammed Bashiru revealed that he is a relative of Sumo Karami who is a leader of a dreaded kidnapping gang and that Abubakar Aliyu a.k.a SMALLIE is one of his gang members who have been terrorising and kidnapping innocent citizens with AK47 rifles and other dangerous weapons. Initial investigation revealed that Sumo Karami and his gang members were responsible for the kidnapping of the Pupils and their Teachers in Emure-Ekiti on 29th January 2024.”

    The police added that the phone used to demand ransom for the release of the pupils and the teachers was recovered from the suspects and effort led to the arrest of two gang members Yahaya Jubril and Usman Garba in Owo forest, Ondo State.

    “Further investigation led to the arrest of one Kenneth Ugwu in Ibadan, Oyo State, on 14/02/2024. The suspect, during interrogation, confessed to being a member of a kidnapping syndicate that kidnapped 5 Pupils, three (3) teachers and a driver in Emure-Ekiti who was allegedly killed by the kidnappers.

    “The suspect led a team of RRS operatives to the kidnapper’s hideout inside Agric Reserved Forest between Ise-Ekiti/Emure-Ekiti. On sighting the Police, the armed hoodlums engaged the team in a gun duel. In the process, one of the gang members who was later identified as AYUBA was neutralized, and one Abubakar Mohammed a.k.a Smallie was captured alive while other gang members escaped through the forest.

    “Investigation revealed that the syndicate was responsible for the kidnapping of one Paul Omotosho, the APC Chairman, Ekiti State, along Agbado/Imesi, Ekiti road on 08/07/2023, the kidnapping of Mr and Mrs Awoniyi along Ikere/Itaogbolu road in the month of January this year and the kidnapping of teachers and pupils of Apostolic Faith Secondary School, Emure-Ekiti on 29th January 2024. ”

    The exhibit recovered from the suspects according to the police were”

    “One (1) AK 47 assorted rifle,

    One(1) pump action gun loaded with five (5) life cartridges,

    Twenty-one (21) AK47 live ammunition,

    Expended shells of AK-47 ammunition.,

    One (1) face-mask,

    One (1) Nose mask,

    Two (2) pairs of hand gloves,

    Twenty (20) different handsets,

    One (1) National ID Card bearing Salisu Mohammed,

    Two (2) MTN SIM cards and

    One (1) airtel sim card.”

    Kano police nab three for alleged kidnapping, killing of teen

    A team of policemen in Kano State has arrested three suspects for the murder of a 14-year old boy, Abdullahi Sani.

    The victim, the suspects’ neighbour’s son, was stabbed several times in the neck, police said.

    It was gathered that the suspects, after killing the young Abdullahi, still demanded N4 million ransom cash from his father.

    Police spokesman, Abdullahi Haruna, in a statement, said: “Investigation led to the arrest of the principal suspect, Ismail Adamu, aged 22, of Hotoron Fulani.

    “In furtherance to the investigation, the said Ismail Adamu confessed to have conspired with one  Risi of Mariri Quarters Kano and kidnapped the victim.

    “The suspect further revealed that they took the victim to Sabuwar Zara village where they stabbed him in the neck and threw him inside a soak-away at an uncompleted building in Sabuwar Zara Quarters Kano, and later contacted the father and demanded four million naira for his release.”

    Haruna, a Superintendent of Police (SP), disclosed that the crime scene was visited by police operatives where the deceased’s body was removed and taken to the Abdullahi Wase Specialist Hospital, Kano, where it was deposited.

    “Discreet investigation led to the arrest of two other suspects, Musa Usman aged 17 years of Hotoron Fulani Quarters Kano, and Abdullahi Usman, aged 20 years of the same address, who assisted the principal suspect in negotiating for ransom on a mobile phone.”

    Commissioner of Police, Mohammed Usaini Gumel, said the suspects would be charged to court on completion of investigation.

    NASS ready to accommodate state police in constitution, says Senate spokesman

    The Chairman,  Senate Committee on Media and Public Affairs, Senator Yemi Adaramodu, on Friday, said both chambers of the National Assembly are ready to amend the nation’s Constitution to accommodate state police if the innovation would end kidnappings, banditry, terrorism, and other crimes being perpetrated by enemies of the state across the country.

    Adaramodu stated this while answering questions from reporters in Abuja.

    President Bola Tinubu had on Thursday met with state governors in Abuja during which time they considered the possibility of setting up state police.

    The constitutional provision on policing is currently on the exclusive legislative list and only the Federal Government is empowered to administer it.

    The Senate spokesperson said the Constitution Amendment Committee of the Senate would soon be inaugurated for the purpose of amending some aspects of the nation’s laws.

    He noted that the Senate was ready to meet the security aspirations of Nigerians by coming up with laws that would make lives meaningful to all residents.

    Adaramodu said, “The parliament is to make laws and the laws that the parliament will make will not be generated outside of the interest and aspirations of Nigerians.

    “So, if either the Federal Government or the State governors or whoever wants state police, so be it. We are ready to review our laws to accommodate it.

    “The Senate is about to inaugurate its Constitution amendment committee and then when we put the panel in place, members will go out there and meet with all the critical stakeholders in Nigeria within the sectors – traditional rulers and so on and so forth.

    “So, when they meet and we aggregate their views and we know that this is what Nigerians want, that is the law that we are going to make.

    “Our laws would represent what the people want and it must be the people’s law. Once it is going to be the people’s law, whatever kind of police that we want in Nigeria and that Nigerians want, that is what the National Assembly will give to them.”

    Adaramodu, however, insisted that State Houses of Assembly and governors have a crucial role to play in altering the constitution to accommodate state police because at least 24 out of the 36 states of the federation must vote in support of any amendment to the constitution before it could be signed by the President.

    He said, “Still on the Constitution amendment, we need 24 states of the federation to concur with us. So it does not end up with the National Assembly.

    “Although it starts from the National Assembly, it will still go to the states before it comes back to the National Assembly for further legislative processes and before it will be transmitted to the President for assent. So it is not a one-way lawmaking.”

    He added that “as Nigerians are desirous through their governors and then the presidency that Nigeria policing must be rejigged then we have to find something to do about it so that we can ensure that there is peace in our land.

    “We are going to follow suit. By the time our committee which the Senate President has put together will be inaugurated.”

    The Commissioner of Police in Oyo State, CP Adebola Hamzat has commended the construction of a police station sponsored by a member of the Oyo State House of Assembly, Waheed Akintayo in the Egbeda Atuba community in the Oluyole state constituency.

    CP Hamzat said the essence of community policing is to bring policing closer to the people and ensure that every individual lives in a safe and secure environment.

    While commending Hon. Akintayo for the initiative, CP Hamzat noted the lawmaker was complementing the responsibility of the government in providing security for the people at the grassroots.

    He said:” I am very much happy with what Hon. Waheed Akintayo is doing for his constituents in terms of security. If we see somebody that is doing this, such a person deserves absolute commendation.

    “Ordinarily, what he is doing is the sole responsibility of the government at both federal and state levels as enshrined in the constitution which stipulates that the security of lives and property shall be the primary responsibility of the government

    “So, doing this for the people in this community, I will say that the people here have sent a right representative to the House of Assembly to represent them. Some people may want to criticize him for doing this but I want to tell you that what he is doing is necessary.

    Earlier in his welcome speech, Hon. Akintayo who is the Chairman House Committee on Information, Media, Public Affairs and ICT said: ”Before now, residents of Pegba, Onila, Muslim Egbeda Atuba on Ward 3, Muslim/Mosfala in ward 4, Olomi, Olunde, Ile Shehu, Boluwaji in ward 5, Ayegun in ward 1 and Alata in Ward 6 rely on police station at Ogbere Tioya in Ona Ara Local Government and Sanyo Police Station in Ibadan South East anytime the attention of the police is needed for criminal activities in their respected communities.

    He said “The situation makes me feel bad and I made up my mind to ensure the completion of this project which has been abandoned for well over 13 years. This project is for the entire Oluyole state constituency and it will complement the efforts of the government of Governor Seyi Makinde in the area of security.”

    Police in Nasarawa arrest 10 members of syndicate over children theft

    The Nasarawa State Police Command said it has arrested 10 suspected members of a syndicate that specialises in stealing and selling children to the highest bidders.

    Nasarawa State Commissioner of Police, CP Shehu Nadada, said this while parading the suspects yesterday in Lafia

    He said that investigation had revealed that 45 children had been stolen and sold off by the members of the syndicate.

    The CP said the suspects had confessed to the theft and selling of so many children at prices ranging from N350,000 to N1.5 million depending on their age and gender.

    Nadada further said the suspects usually conspired with social welfare of some ministries where they produce fake documents and sell the children to willing buyers.

    He said: “On 10/01/2024 at about 1320hrs, police operatives attached to Keffi Division on routine patrol sighted an ongoing mob action and went in to rescue the victim.

    “Upon enquiry, it was discovered that the victim, Ismaila Adamu ‘M’ abducted a 5yrs old boy at Tsohon Kasuwa, Keffi. He was immediately arrested and taken to hospital for treatment while the child was rescued.

    “Furthermore, the investigation was expanded by the Command’s Anti Kidnapping Unit that left to the arrest of the suspects.

    “Analysis conducted on the phones of the suspects revealed that 45 children stolen have been sold and illegally adopted by unsuspecting members of the public across the country.”

    The CP said six children had so far been rescued in Abuja, Ondo and Lagos states respectively, noting that effort was ongoing to arrest more suspects in the commission of the crime and recover more of the children.

    CP Nadada, therefore, enjoined parents and guardians whose children got missing to come to Nasarawa State Police Command for identification.

    CP Nadada also said three suspected kidnappers at Gitata were arrested and a kidnap victim was rescued unhurt and reunited with his family while the other accomplice escaped by a whisker.

    “21/01/2024 at about 0130hrs, a complaint was lodged at Gitata division that unknown gunmen kidnapped one Bashir Mohammed ‘M’ 15yrs of Buzi Village.

    “Upon receipt of the complaint, Police operatives in collaboration with vigilante swiftly launched a manhunt for the perpetrators, consequently the suspects were arrested.

    Police arrest more kidnappers over killing of Naheeba in Abuja

    The Inspector-General of Police (IGP), Kayode Egbetokun’s Special Intervention Squad (ISI) has apprehended more kidnappers including a 38-year-old Saidu Abdulkadir. 

    Abdulkadir, a long-sought individual by the Federal Capital Territory (FCT) Police Command for his alleged involvement as an informant to the bandits, has been taken into custody.

    Abdulkadir has been on the wanted list of the Federal Capital Territory (FCT) Police Command for being an informant to the bandits.

    A statement issued on Friday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi read: “Police operatives on the 5th of February had also neutralised one Isa Dei-Dei, a gang leader of another notorious kidnapping syndicate which terrorised the Dei-Dei axis of the FCT and in a similar event, in the early hours of February 8 2024, the operatives of the FID-IRT engaged and neutralised a group of notorious kidnappers and gun runners along Keffi Gidan Wire road, Nasarawa State.

    “At noon on February 15th 2024, combined teams of the FCT Anti-Kidnapping Unit and local security operatives working on credible intelligence advanced to a bandit camp at Nasarawa State and engaged the bandits in an intense gun duel which led to the bandits retreating and the rescue of 2 kidnapped victims who had been abducted three (3) weeks prior. Further investigation also led to the arrest of one Saidu Abdulkadir ‘m’ 38yrs who has been on the wanted list of the FCT Police Command as an informant to the bandits.

    “On the 15th of February 2024, at about 8:30 PM, a report was made at Pankshin Division, Plateau State that a group of unknown gunmen had invaded the residence of one Ann John ‘F’ at GRA Pankshin and abducted three (3) persons to an unknown destination.

     “Upon receipt of this information, Police Operatives swung into action alongside local security operatives and trailed the hoodlums into the bushes along Pankshin Dam where they engaged them in a gun battle. Perceiving the superior firepower of the Police Operatives, the hoodlums quickly abandoned the kidnapped victims and fled. The victims were rescued and have been given medical attention. Efforts are being augmented to arrest the fleeing hoodlums.

    “On the same 15th of February 2024, Nigeria Police Operatives of the Nasarawa State arrested one Daniel Akpadiaha ‘m’ 42yrs for the attempted abduction of one Martha Dogara ‘f’ 31yrs whom the suspect had met on her way returning home on the 13th of February 2024. 

    “The suspect had offered her a ride in his vehicle which she obliged, and on getting to an isolated area, he brought out a knife and stabbed her multiple times. He then tried to force her into the boot of his vehicle but she managed to raise an alarm to alert people. This made the suspect abandon the victim and flee. Upon arrest of the suspect and a resulting search of his residence, the victim’s clothes and bag were recovered as well as a locally made pistol.

    “Operatives of the Lagos State Command tactical team on the 15th of February 2024 at about 10 AM also raided several criminal hideouts at the Ijanikin, Alasia and Era axis of Lagos and arrested 22 suspects including one Emeka Collins ‘m’ 36yrs who had been on the wanted list of the Lagos State Command.

    “Day by day, the men and officers of the Nigeria Police Force continually strive and intensify efforts to tackle every form of crime and criminality and ensure the transformation of our dear country into a haven for our good citizens. And to the deviants of the society, let it be known that there is no place to hide nor flourish here. We will keep coming for you and eradicating you from our society until we attain the peace and tranquillity we desire”.

    In the case of the Ekiti school pupils’ kidnapping and the killings of traditional rulers in Ekiti and Kwara respectively, Adejobi said: “we assure Nigerians that we are closing in on the suspects and all of them involved will be apprehended in no distant time.”

    The FCT Police Command’s Anti-kidnapping unit has carried out a raid on two kidnappers’ camps near the Nasarawa-Abuja border via Kuje area council. 

    The opperatives apprehended one suspect, Saidu Abdulkadir, also known as Dahiru Adamu, as part of their ongoing efforts to combat crime in the Territory.

    He was arrested on February 15, at about 12 AM.

    Saidu Abdulkadir is the gang leader and one of the wanted suspects of the kidnapping syndicate paraded by the Police Command on 14th February, 2024.

    Recall the Minister of the Federal Capital Territory (FCT), Nyesom Wike, on Wednesday announced a N20 million bounty on two criminals terrorizing residents of the territory, dead or alive.

    Wike said this while speaking at the Police Command in FCT, where 15 arrested suspected kidnappers and one chance rubbers were paraded.

    The bounty was in response to the Police Commissioner’s remarks that two other criminals were still on the run, adding that the police were on their trail.

    According to a statement issued on Friday, February 16, by the FCT Police Public Relations Officer, SP Josephine Adeh, the bandits on sighting the police  operatives, opened fire and engaged the Police in an intense gun duel and were eventually overpowered by the Police, as one Habu Yakubu and Isufu Abubakar, earlier abducted from Kwaita village via Pegi district of Kuje area council, were rescued unhurt and the suspect arrested.

    Adeh said: “Preliminary investigation revealed that the suspect masterminded the kidnap and killing of one Mr Sunday Yahaya Zakwai, the district head of Ketti village.

    “While effort is till ongoing to apprehend the other wanted suspects on the run,  the Commissioner of Police FCT, CP Benneth C. Igweh psc, mni, wishes to reassure criminals in FCT that there is no hiding place for them.
