    I won’t tolerate laxity, FCT Commissioner of Police warns officers

    The Commissioner of Police in charge of Federal Capital Territory (FCT), Benneth Igweh, at the weekend cautioned officers of the command that he would not tolerate laxity.

    Igweh advised them to adopt effective community partnerships in the discharge of their duties.

    The CP gave the advice when he met with the management team, leaders of all tactical units and Heads of Departments of the FCT Police Command comprising Area Commanders, and Divisional Police Officers (DPOs).

    The meeting was aimed at revamping the approach of the already existing security framework and setting in motion the plan to ensure the safety of residents in the Federal Capital Territory.

    The CP, while addressing the officers, urged them to embrace intelligence-led policing, and visibility policing through constant stop and search duty in the fight against criminality.

    According to a statement issued by the FCT Police Public Relations Officer, SP Josephine Adeh: “The CP emphasized on the need to adopt effective community partnership in the discharge of their duties, as he will have zero tolerance for laxity.

    “He also tasked the heads of the tactical units to identify black spots, possible kidnappers’ dens in the Territory, and ensure they take the fight to them. He ordered a total clampdown of vehicles without number plates or with a single number plate plying the FCT roads.

    “CP Benneth C. Igweh mni, reiterated his readiness to combat criminality in the Territory, as he called on residents to collaborate with the Police in the fight against crime and to avoid boarding vehicles along the road and unapproved parks.”

    He, therefore, urged residents to report suspicious activities.

    No fewer than 48 suspects have been arrested in Lagos and Akwa Ibom states as policemen launched a manhunt for criminals.

    In a raid on criminals’ hideouts in Ojota part of Lagos, operatives of the Rapid Response Squad (RRS) arrested 26 suspects at the MKO Gardens while a similar operation in Akwa Ibom saw the arrest of 22 suspects for cult-related activities

    Confirming the arrest of the suspected hoodlums in a post it shared on its official X handle @rrsLagos767 on yesterday the RRS stated that the suspects were nabbed at about 11.38 pm on Thursday.

    It said in a statement: “The operatives of RRS combing Olusosun, Ojota uncompleted buildings in Otedola Bridge and Kurata, all notorious for being criminals’ dens, arrested 26 suspects at MKO Garden, Ojota.

    “Two robbery victims were rescued.

    “The arrest is sequel to the directive of the Commissioner of Police Adegoke Fayoade to Commander of RRS, CSP Olayinka Egbeyemi, to step up surveillance and arrest criminals in some black spots within the metropolis”

    It added that after a thorough screening of the suspects by Egbeyemi, 16 persons were released to their relatives while 10 suspects would be charged to court.

    Egbeyemi, the statement said, has assured that the squad will sustain its surveillance.

    In a similar development, the Akwa Ibom State Police Command said it had arrested 22 suspects for cult-related activities in the state, and in connection with the murder of one its operatives, Insp. Usang Egbe.

    The revelation was contained in a statement issued by the Police Public Relations Officer (PPRO) of the command, SP Odiko Macdon, in Uyo, the state capital, yesterday.

    Macdon said the suspects were arrested between January 20 and February 2.

    Part of the statement reads: “Furthermore, on  January 30, 2024, at about 11.p.m, relying on credible intelligence, the Anti- Cultism Unit of the command arrested one Emem Ime Friday, alias Barracks, a serial murderer from Mbiaso Village in Oruk Anam LGA, who masterminded the Inen Clan cult war.

    “Also, on January 22, 2024 at about 5:15pm, following actionable intelligence, operatives of Ika Division arrested one Emmanuel Francis Daniel ‘m’ aged 33years of Otomo village in Ika L.G.A., for killing a pastor, one Emmanuel Jimmy Udoh of Nket Abak Village in Ukanafun LGA.

    “The suspect, together with others now at large, shot the pastor dead in the church. Efforts are on to arrest other fleeing suspects.”

    The command’s spokesman said that the command would intensify its onslaught against criminal elements in the state.

    He urged Akwa Ibom people to remain calm, vowing that all perpetrators of heinous crimes in the state would be brought to book.

    Offa robbery: Police arrest suspect’s witness in court

    Police yesterday arrested a witness of one of the five April 5, 2018, bloody Offa, Kwara state robbery suspects, Omolara Ogundiran in court premises.

    Omolara, a graduate of Ire Poly, Osun state, is the younger sister of the fifth defendant, Niyi Ogundiran, who is standing trial in the robbery case.

    She was taken away around 3:40 pm by operatives of the state police command immediately after the trial that started at 9:00 am.

    Ayoade Akinnibosun, Azeez Salahudeen, Niyi Ogundiran, Ibikunle Ogunleye and Adeola Abraham were arrested in connection with the bloody armed robbery incident.

    At the resumed hearing on Friday, Omolara Ogundiran, who was called in to witness in the case by the defence counsel, Mr. Mathias Emeribe, tendered a receipt which she said was issued by a spare parts seller in Osogbo, Osun state to his brother.

    Earlier while giving evidence, Omolara (PW11) had told the court that she “went to Osogbo to collect a receipt for some motor spare parts of the vehicle bought by Niyi on the day of the robbery.

    “When I got to Mallam Ali’s shop (motor spare parts seller), I met him attending to a customer and he said I should sit down and pray for one not to be unfortunate in any situation.

    “So he opened the receipt and saw the duplicate before he issued another one to me and I left”.

    She said: “I saw Mallam Ali inside the court premises today and he greeted me. But I can’t see him inside the court now”.

    However, during cross-examination, Omolara told the court that “I am a religious Christian and attended primary school in Ise Ekiti. I also went to secondary school in Oro but don’t remember the name before I proceeded to Ire Poly for my OHD.

    “I can’t remember the day or month, but it was last year 2023 that I went to Osogbo for the receipt. Mallam Ali wrote the receipt in my presence before he gave it to me and wrote the date that my brother came to buy the items (backdated it to April 5, 2018).

    “I didn’t go to Osogbo with Niyi Ogundiran, the fifth defendant. I didn’t sign the customer’s section in the receipt but Mallam Ali did and I cannot remember who signed it.

    “When I came back to Ilorin, the receipt was with me and I only gave it to my lawyer when they were talking about it. I was in court when my brother was giving evidence on the case. Niyi and I are siblings but it’s God that will fight for him not me”, she submitted.

     It is recalled that Niyi Ogundiran had told the court while testifying that he was never in Offa town on the day of the robbery incident but travelled to Osogbo to purchase spare parts for the second defendant’s vehicle.

     After arguments by both the defence and prosecution counsels on the admissibility of a 10-paragraph affidavit brought by the defence counsel on the receipt, the presiding judge, Justice Halimat Salman, however, rejected the admissibility of the receipt as evidence, describing it as a sham.

     She said the defendant cannot seek to tender any evidence through the backdoor while they had all the opportunity to do so at various stages of the trial since it started about six years ago but didn’t.

     “For you to now remember after about six years to present receipt speaks volume. It seems like one looking back while facing front. The court doesn’t operate by application but by law. The receipt is not enough. It’s a sham. I won’t say more than that. The signature in the affidavit is also different from the one on the receipt. It

    lacked merit”, the court ruled.

     She later adjourned the case to Tuesday, April 9, 2024 for the adoption of written addresses by the counsels.

    Gombe police parades 12 suspects in possession of counterfeit naira, dollar

    Gombe State Police Command yesterday paraded 12 suspects arrested for being in possession of counterfeited 265,000 naira notes and 56,300 dollar notes.

    The state Police Public Relations Officer (PPRO), ASP Mahid Muazu Abubakar, said the suspects were arrested at both Funakaye and Dukku Local Government Areas of the state.

    According to him, the arrest followed a credible intelligence received and a swift response by the command.

    “On the 23/01/2024 at about 1100hrs, information was received at Bajoga Divisional Police Headquarters that on the same date at about 1000hrs, one Buba Muhammadu, 45yrs male, went to a chemist belonging to one Muhammad Ismail, male, of Sangaru Quarters Bajoga with counterfeit of one thousand naira note.

    “On receipt of the complaint, detectives attached to the Division were detailed to the scene where they arrested the said Buba and recovered the exhibits,” said Mahid.

    He added that the arrest of Buba and further investigation led to the subsequent arrest of 53-years-old Jungudo Muhammadu, 30-years-old Adamu Yusuf Mallum, 60-years-old Abdullahi Abdullahi, 50-years-old Salihu Abdulhamid and 35-years-old Abubakar Abdullahi as well as Abubakar Muhammad who was arrested in Kano State.

    According to the PPRO, exhibits recovered from the suspects include 50,000 counterfeited US Dollars, and 265,000 counterfeits of Nigerian currency.

    Meanwhile, Mahid further revealed that on the 24th of January 2024, the police smashed another syndicate and arrested six more suspects in possession of sixty-three pieces of one hundred notes of counterfeit US dollars.

    He explained that the suspects were arrested at Malala Village in Dukku LGA. He disclosed that the suspects include, “60-years-old Haruna Adamu of Taguji village in Darazau LGA, Bauchi State; 25-years-old Garba Ibrahim of Hashidu village in Dukku LGA; Gombe State and 30-years-old Ismaila Musa of Gombe Abba in Dukku LGA as well as 23-years-old Sa’adu Muhammad of Badarawa Quarters in Kaduna State; 30-years-old Yusuf Abdullahi of Gombe Abba and 26-years-old Muhammadu Umaru of Gombe Abba”.

    “The suspects have confessed to the crime and will be charged to court for prosecution,” the PPRO stated, adding: “The Command urged the peace-loving people of the state that they should be more vigilant and report all cases to the appropriate authorities as opposed to taking the law into their hands.”

    Benue Police nab serial killer suspect in Kogi

    Benue State Police Detectives have arrested a suspected serial killer, Jemilu Sule, in Obajana, Kogi State for alleged murder of Mrs. Esther Amali and her house help, Mercy Iveren.

    After allegedly stabbing Amali and Iveren to death at their Makurdi residence, Jemilu fled to Obajana in Kogi state.

    His father, Sule, was arrested by the police.

    According to the police, on Sunday 14/01/2024 the murder suspect sneaked into the house of Mrs. Esther Amali at about 4:30pm and stabbed her house help, Miss Mercy Iveren Wuese, who was in the kitchen.

    Mrs. Amale heard Mercy screaming and she rushed out of her room to find Mercy in a pool of blood.

    The suspect, Jemilu Sule, knowing that she was caught red handed in the act of murder, turned the knife and stabbed Mrs. Amalu four times.

    The suspect then jumped over the fence of the house and escaped.

    Esther, who did not die immediately, raised the alarm in her pool of blood, which caused

    neighbours to rush to the scene.

    Before she died on her way to the hospital, the deceased disclosed the identity of the suspects who lived in the neighborhood with his parents.

    The suspect fled to an unknown destination while his father was detained and police detectives traced him to Obajana.

    After two weeks, he was arrested and brought back to Benue State Police Command for prosecution over alleged murder of two people.

    Police arrest man with counterfeit naira notes 

    Operatives of the Lagos Police Command have arrested a 47-year-old man, Shola Owosho, for being in possession of counterfeit naira notes.

    The suspect was arrested on Thursday night by policemen attached to the Ijora Badia Division.

    He was alleged to have gone.to the Oba Abdulfatai Aromire Ojora Market in Ijora around 6:30pm where he bought food items of about N7,000 and paid with counterfeit N1,000 notes.

    An alarm was immediately raised by traders in the market and the police were subsequently notified about the occurrence.

    Owosho was promptly searched by the police and additional N6,000 fake naira notes were found on him.

    Confirming his arrest, spokesman for the command, SP Benjamin Hundeyin, said the total suspected counterfeits N1,000 notes recovered from him was N13,000, adding that investigation had commenced at the State Criminal Investigation Department (SCID), Yaba, where the case was transfered to.

    “The suspect admitted to the commission of the crime and mentioned where he had purchased the suspected counterfeit currencies. 

    “The exhibit recovered has been duly registered and efforts are in progress to apprehend other accomplices connected to the crime,” said Hundeyin.

    The police spokesman said the operatives of command also rescued an abandoned 10-day-old baby around 10am on February 1 at Agege.

    He said the infant was brought to the Pen Cinema Police Division by a Good Samaritan who saw him around 10:30pm.tbe previous night.

    He said the person who brought the infant to the station explained how an unknown woman abandoned her by the window of a house at Akimdiya Street, Agege.

    “The baby has been taken to juvenile/women centre, Alakara for onward transfer to an orphanage home. Investigation is ongoing.”

    Police to kidnappers: run away from Abuja now

    The newly appointed Federal Capital Territory (FCT), Police Commissioner (CP), Benneth Igwe, has asked kidnappers and other criminals to run away from the seat of power, saying their days are numbered.

    Igwe gave the warning on Friday, February 2, after taking over from the former CP, Garba Haruna.

    He said: “I want to appreciate Mr President and the Inspector-General of Police for finding him worthy. I also thank the FCT minister for his support. My message to kidnappers and armed robbers is that their time is up. In our laws, there is nothing like ‘one chance’. One chance is simply armed robbery and they will be treated as armed robbers.”

    He noted that FCT would experience peace from now on, adding that kidnappers should be ready to shoot him or he shoots them.

    He stated: “Another option for them is to run away. I am not new to FCT. I know the terrain in FCT, which is an added advantage for me.”

    Just a few minutes after taking over, the police boss mobilised dozens of Armoured Personnel Carriers and patrol vehicles filled with combat-ready policemen to the Bwari area, the kidnapping hotbed of FCT.

    The kidnapping spree in FCT has reached an alarming spate as a Director of the Federal Housing Authority was on Thursday abducted by suspected bandits.

    The spokesperson for the FCT Police Command, SP Josephine Adeh, could not be reached for comments on the incident.

    The abduction reportedly happened very close to a military base at the entrance of Bwari very close to Pambara Extension.

    The part of Pambara Extension where Mr. Ver was kidnapped is just about 200 metres away from the military base.

    The kidnappers were said to have escaped through the bushes with their victim.

    The FCT has been confronted with an alarming surge in insecurity, leading to fear and apprehension in the outskirts of the city.

    The FHA spokesperson, Kenneth Chigelu has confirmed the incident, explaining that the Director is staff of its Mortgage Bank, an autonomous institution.

    According to Chigelu, the kidnapping had stalled the FHA event scheduled for yesterday, the handing over of 40 housing units to owners in Gwarinpa.

    Bye-elections: A’Ibom Police Command deploys 2,000 cops

    The Akwa Ibom Police Command has deployed 2000 of it’s officers and men for the rerun election in Ikono/Ini federal constituency and Ibiono Ibom state Constituency.

    Other sister security agencies have also been drafted to 54 polling units and 15 wards in the three local government areas where the rerun will take place on Saturday.

    A statement by the Command’s  Public Relations Officer, SP Odiko MacDon indicated that there will be restriction of movements in the affected local government areas of Ikono, Ini and Ibiono Ibom.

    MacDon, in the statement, reiterated the assurance of the police to provide top-notch security before, during and after the rerun election.

    He warned perpetrators of violence to stay off the election venues as the police would not hesitate to apply the weight of the law against them.

    “The Command has put in place adequate security measures for the peaceful conduct of the re-run election.

    “The Command is hereby warning perpetrators of violence to steer clear of election venues or face the full wrath of the law.

    “The Commissioner of Police has admonished the good People of the three L.G.As involved in the election to come out freely and peacefully to exercise their franchise without fear of intimidation and molestation”, the statement reads in parts.

    State police way to go, say governors, legal giants, others

    Governors across party lines and legal giants are united in the call for the establishment of state police.

    The country has been reeling under serious terrorism, banditry and kidnapping.

    In a renewed wave of crime, kidnappers have killed their victims, while hundreds of millions in ransoms have been paid.

    For state police to be created, an amendment to the constitution will be required.

    An attempt to include state police in the Ninth National Assembly did not sail through.

    PDP governors back calls for state police

    The Peoples Democratic Party (PDP) Governors’ Forum yesterday expressed full support for the creation of state police.

    Bauchi State Governor and Chairman of the forum, Bala Mohammed, said this when he led his colleagues on a visit to Governor Caleb Mutfwang of Plateau.

    Mohammed, who decried the rising security challenges across the country, said state police would complement the efforts of the conventional security agencies.

    According to him, state police will provide an opportunity for governors to handle the security situation in their respective states with ease.

    ”The ratio of police to the citizens is very low and the governors know the peculiarity of their states and how to tackle this challenge. So, we have been advocating this.

    “There is a need for the decentralisation of the security apparatus so that we can deliver good governance by having state police.

    “Again, it will allow us to engage the structure of the security agencies, training our youths and making sure the rules of engagement are not abused and there are no extrajudicial killings.

    “We will work in tandem with the established best global practice than being forced to be using vigilante and even at that we are working with the security agencies, but we are still being accused of pursuing our interest.

    “We can see what is happening in Zamfara and the Amotekun in the South-West where citizens are sleeping with their eyes closed,” he said.

    Legal giants have also backed the call.

    Former Body of Benchers Chairman Chief Wole Olanipekun (SAN) believes the current centralised policing structure is antithetical to federalism.

    Delivering the 40th convocation lecture of the Olabisi Onabanjo University, Ago-Iwoye, Ogun State, he said: “How do we have a Federal Government with federating states where the governors do not have any jurisdiction or power over the security systems or apparati in their state; yet a governor is casually labelled as the Chief Security Officer of his state!

    “He does not appoint the Commissioner of Police in his state. All he hears is the deployment of a Commissioner of Police to his state. He has no say, even in the deployment.

    “We should stop deceiving ourselves by sending police commissioners from any state in the North to the Southwest or the Southeast or vice versa when such police commissioners have never been to such places before or have any idea or knowledge of the language or dialect of the people.”

    He called for restructuring and devolution of more powers to the states.

    A former Nigerian Bar Association (NBA) president, Olisa Agbakoba (SAN), at a briefing in Lagos, called for “massive devolution of powers from the Federal to state governments.”

    A law teacher, Wahab Shittu (SAN), said federalism without state policing is a contradiction in terms

    “State policing will ensure effective and efficient policing. Law enforcement agents will easily identify by the geography of the environment the hideout and identities of criminals.

    “By way of analogy, drafting personnel from Anambra to police Zamfara, an unfamiliar environment is a disaster.

    “First such persons are unfamiliar with the language, culture and criminal antecedents of the area.

    “On the contrary state police implies indigenes of every state can effectively police the area because they know the terrain.”

    Other Nigerians join call

     Former National Security Adviser, General Aliyu Gusau, speaking at the passing-out ceremony of the new Community Protection Guard by Zamfara State Government, advocated state police.

    He said: “With an estimated population of 223.8 million and a diverse terrain covering 923,768 square kilometres, Nigeria is a difficult country to secure.

    “Therefore, expecting a single Police Force to patrol and control such a large and complex nation effectively is a very tall order indeed.

    “The time has come for us to rethink this strategy in the best interest of our country.”

    Funding concerns

     Imo State Governor, Hope Uzodimma, thinks that most states will not be able to fund the police.

    He argued in an interview on a national television that states should rather collaborate with the Federal Government to strengthen the existing arrangement.

    Uzodinnma, who chairs the Southeast Governors Forum and the Progressives Governors Forum, said: “Security is very expensive, and I can’t see any subnational government today that can fund, completely, the cost of providing adequate security.

    “When people say governors are handicapped, I don’t know what they are talking about.

    “Yes, we need the support of the Federal Government; we need to articulate properly, working in synergy with federal security agencies as a subnational government to find how we can create a working relationship that will allow us to be on the same page to be able to fight crime in the country.”

    But, Oyo Governor Seyi Makinde said states that can fund their police should be allowed to do so.

    Dismissing fears of abuse, he said when he hosted Southwest Speakers last week: “A lot of people may not know that before we launched Amotekun, some of us went to the Federal Government.

    “We asked to be allowed to set up state police for our various states but we did not get that approval during the time of President Muhammadu Buhari.

    “I disagreed at that particular time and still disagree to date that the states are not in the position to maintain state police.

    “I have never seen where the Federal Government went to a particular state and gave the police everything they needed. So, the states are already maintaining the police.

    “Give us the responsibility first and see if certain states will be able to maintain it or not. But since we could not get state police, we settled for Amotekun.”

    A lawyer and former Director General of the Bureau of Public Service Reforms, Dr Joe Abah, believes fear of abuse should not be a basis to jettisoning state police.

    He stated in a post on X: “When we mostly agree that something is not working (like unitary policing), we should not be afraid to try something new (like state police) for fear of abuse, particularly as the current system is similarly being abused. Instead, let’s think of how to constrain any future abuse.”

    A former NBA Vice President, Monday Ubani, stressed that most governors are already heavily part-funding the police, yet they are not subject to their command and control.

    To prevent abuse, he said there can be elaborate provisions in the law.

    He said the enabling law must provide that the arrangement is optional as there may be states that want to remain under the central policing system.

    Ubani said the law must also provide that only states that want state police and have the capacity should be allowed to create one.

    He also said what constitutes an abuse of state police by any governor state agent should be properly spelt out.

    According to Ubani, one of the measures that can be taken is that when a governor oversteps his bounds in the use of the state police, the Federal police should be called in immediately to intervene and override the autocratic powers of the governor.

    Police rescue 20 cattle, donkey from fleeing rustlers

    The Sokoto State Police Command yesterday said it rescued 20 cattle and a donkey from a fleeing group of rustlers.

    The command’s spokesman,  ASP Ahmad Rufa’i, revealed this while briefing journalists on the operations that led to the rescue of the animals around a community along Kware-Gada Road.

    “Our CID and SWAT acted on intelligence to trail the rustlers who upon sighting our men, abandoned the cows and donkey and fled away.

    “Upon investigation, we identified the rightful owner and handed the animals to him,” he said.

    The PPRO appealed to the public to cooperate with the police and give useful information on crimes for prompt action.

    Meanwhile, the command under the Commissioner of Police, Aliyu Hayatu Kaigama presided over a security and peace pact with political parties and leaders ahead of Saturday’s re-run election to be conducted across 46 polling units in the state.

    Kaigama appealed for calm during the exercise while vowing that the police and other security agencies would not allow persons to overheat the polity.

    “I will like to warn that INEC is the only authority saddled with the conduct and announcement of results.  Therefore, everyone must play the game by the rules as enshrined in the Electoral Act.
