Police arrest IBBU student over alleged cybercrimes against Bago

The Niger Police Command has arrested Abubakar Isah Mokwa, a 29-year-old postgraduate student at Ibrahim Badamasi Babangida University of Agriculture and Mechanic (IBBUL) in Lapai, on allegations of cyberbullying, cyberstalking and other cybercrime-related offenses, following a formal complaint reportedly instigated by Governor Umaru Bago.

The arrest, which took place at Mokwa’s residence in Lapai around 11:00 pm. on Thursday has sparked widespread controversy, with critics alleging it is a targeted move to suppress dissent.

Mokwa, a known social media critic of Bago’s administration and popularly referred to as “Sen Isah Mokwa,” was detained by operatives from the Lapai Divisional Police Headquarters and subsequently transferred to the State Criminal Investigation Department (CID) at the command headquarters in Minna for further investigation, according to SP Wasiu Abiodun, the Police Public Relations Officer for Niger State Command.

Abiodun confirmed the arrest in a statement on October 24, stating that Mokwa remains in custody pending further developments, which will be communicated to the public in due course.

According to sources close to the case, including a lawyer representing Mokwa’s family, the Niger State government, under Bago’s directive, had ordered police to file charges of terrorism and cybercrime against Mokwa, specifically citing his use of the satirical nickname “Governor Amunike” to criticize the governor.

The moniker, a reference to former footballer Emmanuel Amunike, is often used to mock politicians perceived as making unfulfilled promises.

Mokwa is expected to face formal charges of cyberbullying next week, though he remains in detention as of Saturday, October 25, 2025.

The complaint, lodged by representatives of the State Government, stems from Mokwa’s social media posts, including a Facebook entry six days before his arrest, where he listed grievances against Bago’s administration.

These included ongoing banditry in Zones B and C, unpaid pensions, inadequate aid for flood victims in Mokwa, unfulfilled scholarship promises, high fees (N360,000 per session) at a new state university, underfunding of IBBUL with “zero infrastructure,” and the abandonment of the IBB Teaching Hospital after its relocation to Minna.

While acknowledging some progress on road and bridge projects, Mokwa criticised their slow pace and incomplete status.

Hours before his arrest, Mokwa expressed concerns for his safety, alleging that two officers from the Lapai division had visited his student lodge earlier that evening and inquired about his whereabouts from his roommate, identified as Dula.

In a statement with reporters, he declared: “There has been a suspicious move by two Lapai division police officers this evening at my lodge. If before tomorrow anything happens, Dula knows the policemen who came. Tell the world I only stand for the truth and nothing but the truth, and I will never back down on that.”

Mokwa’s supporters, family, and human rights advocates have condemned the arrest as an attack on free speech, situating it within a broader pattern of alleged government crackdowns on dissent in Niger State.

Farouk Mokwa, identifying himself as the suspect’s brother, posted on X that the detention lacked evidence and accused the Lapai Divisional Police Officer of acting on orders without due process, “When individuals that choose not to be swayed by the ineptitudes of the government are being picked and bundled like criminals, what hope is left for the future of opposition?” he wrote, rallying support under the hashtag #FreeSenIsahMokwa.

A family lawyer confirmed the arrest, noting the case is bailable but expressing concern over Mokwa’s continued detention.

As of Saturday morning, Niger State government officials had not responded to requests for comment on the allegations or the arrest.

Police authorities reiterated that the investigation is ongoing, with no formal charges filed as of the latest updates.

Mokwa’s supporters continue to mobilise online under #FreeSenIsahMokwa, warning that the case signals a troubling clampdown on democratic freedoms in Niger State.

  • Community moves against military, police over alleged leadership imposition in Warri

Community moves against military, police over alleged leadership imposition in Warri

Indigenes of Obitugbo, a riverine Itsekiri community in Warri North Local Government Area of Delta State, have issued a pre-action notice against the Nigerian Armed Forces, the Police, and several influential figures over alleged human rights violations and interference in traditional leadership matters.

In a legal notice dated October 23, 2025, and signed by their solicitor, Chief Robinson Ariyo of Robinson Ariyo & Co., nine intending plaintiffs led by Professor Jim Omatseye accused the proposed defendants of “flagrant disregard for the rule of law and deliberate acts of intimidation against law-abiding citizens.”

The proposed defendants include the Armed Forces of the Federation, the Chief of Army Staff, the Police Service Commission, the Inspector General of Police, the Chairman of Warri North Local Government Council, and several Itsekiri chiefs and community leaders.

At the core of the dispute is the succession to the position of Olare-Aja (Community Head) of Obitugbo, a role traditionally reserved for the eldest unencumbered male descendant of the community.

The plaintiffs allege that state and local actors, working with security operatives, have moved to install an unqualified person in defiance of existing court orders and customary law.

According to the notice, the alleged imposition was “carefully hatched and facilitated by certain local government officials and traditional power brokers” who deployed armed forces to silence opposition.

Through their lawyer, Chief Ariyo, the plaintiffs have given the defendants one month to withdraw from the unlawful acts otherwise face legal action.

“The plaintiffs were unlawfully banished from their ancestral community through the use of armed officers and men of the Nigerian Army and Police Force. Their freedom of movement, association, and participation in community activities have been grossly violated.

“No amount of intimidation can silence the truth. Our clients will pursue justice for themselves and for the people of Obitugbo who have suffered indignities under the abuse of state power,” the notice stated.

The plaintiffs insist that by Itsekiri custom, and as affirmed by the declaration issued by His Majesty, Ogiame Atuwatse III, on September 7, 2024, only Professor Omatseye qualifies for the title.

However, they claim that some prominent community figures, including two chiefs of the kingdom and one other, conspired to install another candidate, further alleging that the move was “intended to subvert justice, usurp legitimate authority, and manipulate the community’s governance structure for personal gain.”

The plaintiffs also accused military and police officers stationed in Koko and Sapele of “aiding and providing illegal cover” for the defendants during an alleged unlawful ceremony to inaugurate new community bodies, including the Obitugbo Community Council of Elders, the Community Management Committee, and the Community Development Association, despite existing court orders maintaining the status quo.

“This brazen disregard for judicial authority and the principles of natural justice cannot stand. It is an affront to the rule of law and an abuse of human rights that must be redressed,” the plaintiffs’ statement read.

Among other reliefs, the plaintiffs are seeking judicial declarations that the actions of the security forces were unlawful, injunctions restraining further interference, and directives compelling the government to investigate and sanction the implicated officers.

The pre-action notice gives the defendants one month to respond before formal court proceedings begin.

Security risk: Police threaten to prosecute politicians, ‘big men’ who cover vehicle plates

Ahead of the November 8 governorship election, the Anambra State Police Command has warned politicians and influential individuals who cover or remove their vehicle number plates to desist, as doing so risks arrest and prosecution.

In a statement issued yesterday, Commissioner of Police Ikioye Orutugu described the act as a serious security threat and directed all Divisional Police Officers (DPOs) and Area Commanders to immediately commence intensified patrols, stop-and-search operations, and full enforcement of the directive.

The statement, signed by the Police Public Relations Officer (PPRO), Tochukwu Ikenga, emphasised that covering or concealing vehicle plates constitutes a grave security risk, especially as security agencies step up efforts to ensure peace and order before, during, and after the governorship election.

According to the statement, criminals often exploit unregistered or covered vehicles to perpetrate crimes, evade arrest, or destabilise public peace.

“Such vehicles will be impounded, and their owners prosecuted in accordance with existing laws,” the statement warned.

The commissioner further ordered all tactical units and field commanders across the state to ensure strict compliance, stressing that the Command will not tolerate any act capable of undermining public safety.

“Given the security situation and the forthcoming election, the Command will sustain aggressive enforcement to ensure that every vehicle on Anambra roads is properly registered and identifiable,” Orutugu added.

The police urged residents to cooperate with security personnel and report any suspicious movement or vehicles within their communities.
