The Police Force Headquarters stated this in a statement in Abuja on Sunday by the Spokesman, CSP Jimoh Moshood while responding to a media report that Wike alleged that the Inspector General of Police, (IGP), Ibrahim Idris had ordered that he be killed.

While denying the governor’s allegation as ungubernatorial, unexecutive, malicious, Moshood said the 221 personnel attached to Wike is more than what some Police Command have.

“It is incumbent on the Nigeria Police Force to educate the general public and draw the attention of the Governor of Rivers State to the facts and figures available for Press and members of the public to verify, that there are 221 Police Personnel attached currently to His Excellency, Mr. Nyesom Wike, the Executive Governor of Rivers State for his Personal and office protection.

The statement further reads: “Obviously, the total number of 221 Police Personnel attached to the His Excellency, Mr. Nyesom Wike, the Governor of Rivers State is more than the strength of some Police Area Commands formation in some States of Nigeria.

“This is done to ensure optimum safety and protection of the Executive Governor of Rivers State.

“It is also factual to state that His Excellency, Mr. Nyesom Wike, Governor of Rivers State has not at any time reported or brought to the notice of the Inspector General of Police any security breach or lapses from these Police personnel attached to him till date.”

On the 28,000 Police Personnel and the Personnel of the other Security and Safety agencies deployed to Rivers State under the aegis of Inter-Agency Consultative Committee on Election Security (ICCES), a platform created by INEC and the Nigeria Police Force, the police explained that they were deployed in order to ensure the security and safety of the electorates, electoral officials, election materials and other critical stakeholders before, during and after the re-run election held in December, 2016 and not to kill innocent Nigerians.

The police also urged the governor to put consideration national security and shun any personal grudges he has against the IG.

“His Excellency, should put into cognizance National Security and that of the people of Rivers State as against any personal, political or group interest, and resist the use of personal grudges, grouse and sentiment to attack the hard earned personality of the Inspector-General of Police to cast aspersion on the Statutory roles of the Force in ensuring utmost protection of life and property of all Nigerians.

Also, contrary to claims that nine Commissioners of Police have served in Rivers State in the last two years, the police said: “the record is there for everyone to check only three Commissioners of Police have served in Rivers State since the inception of the administration of the Inspector General of Police.”

“The first Commissioner of Police was redeployed to a higher duty post when he was promoted to the rank of a Deputy Inspector General of Police, while the second died after a brief illness on admission at an Indian Hospital; the third is the current Commissioner of Police in Rivers State.”

  • ‘Proliferation of security agencies, threat to national security’

‘Proliferation of security agencies, threat to national security’

A former Commissioner of Police in the FCT, Mr Lawrence Alobi says the proliferation of security agencies in the country is a threat to national security.

Alobi, who said this in an interview with the News Agency of Nigeria (NAN) in Abuja on Sunday, observed that creating more security agencies could breed rivalry and fragmentation of resources meant for the existing ones.

He said that the Federal Government should put in more energy towards strengthening the Nigeria Police Force, rather than creating more security outfits.

Alobi noted that the police force was the principal security agency in the country and needed to be strengthened to effectively carry out its statutory responsibilities.

“The Federal Government should put its resources and strengthen the police force; if strengthened and equipped, well trained and catered for,you will get a good result,” he said.

He expressed concern over the recent passage of a bill by the National Assembly to establish the Peace Corps of Nigeria.

He advised political leaders to be guided in carrying out their functions and should avoid being sentimental in handling national issues.

“Our government and political leaders should be well guided; they should not allow sentiment to becloud their sense of judgment and reasoning,` `he advised.

Alobi also noted that the military was being utilised to assist the police, adding that such measure had its negative implications.

“Here in Nigeria, the military is used to carry out the functions of the police, which is not healthy for our democracy; we should not militarise law enforcement and policing.

“It makes the military to deviate from their statutory function. It makes the public to feel that only the military can perform, and then undermine the strength of the police,” he said.

He said that intelligence sharing among security agencies in the country would be ineffective unless there was a law making it mandatory.

“The issue of sharing intelligence information is not mandatory; it is discretionary. If there is a law that makes it mandatory, there wouldn’t be conflicts among the security agencies.

“The DSS’s role is to gather intelligence and pass it to the police to act. When they gather intelligence and act at same time, there will be conflict,“ he said.

Mr Mike Ejiofor, a security consultant and former Director of DSS, also said that the proliferation of security outfits would adversely affect the existing security agencies.

He said that it would be out of place to create more security agencies when the regular security agencies were not being adequately funded.

He said that the police and the DSS were the security agencies charged with intelligence gathering in the country.

“Our regular security agencies must be adequately funded because we have so many security challenges in the North-East, Niger Delta, South – South and South- East,” he said..(NAN)

  • Police seals off Anambra Assembly as tension mounts over failed bid to impeach speaker

THE police yesterday barred members of the Anambra State House of Assembly in Awka from accessing the complex as tension heightened over alleged plot to impeach Speaker Rita Maduagwu. Journalists and visitors were similarly prevented from gaining entry into the building. Only the assembly workers were allowed in and even them they were thoroughly searched. Vehicles were used to block the main entry gate of the Assembly premises, while the workers were allowed to make use of the small gate. On Thursday, some lawmakers had gathered to impeach the speaker citing high handedness and lack of knowledge of legislative rules.

The presence of Governor Willie Obiano on the premises thwarted the plot.. Obiano had driven to the complex unannounced and without siren. Mr. Kingsley Iruba, the House Committee Chairman on Information, Culture and Srategic Communication described the whole scenario as unfortunate. He said that it was barbaric that the police would be used to infringe on people’s right of way. • Nepal arrests human trafficker

    Nepal arrests human trafficker

Police in Nepal have arrested a human trafficker 15 years after he was convicted by a court, an official said on Friday.

Police Inspector Mira Chaudhary told newsmen Bijay Tamang, 44, was arrested on Tuesday in his rented room on the outskirts of Kathmandu, where he worked as a construction worker.

“The arrest of a trafficker is rare in Nepal and came about through a court campaign to revive old cases of trafficking in the country,’’ she said.

Tamang was convicted of trafficking a Nepali woman to a brothel in the Indian city of Mumbai in 2002.

“He had promised the woman a job of travelling salesperson in New Delhi, but sold her to the brothel for 20,000 Nepali rupees (193 dollars).

“The woman fled the brothel, returned to Nepal, and filed a case against him in a court in Kathmandu,’’ Chaudhary said.

Report says Tamang will spend 10 years in jail.

“The age or whereabouts of the woman was not known,’’ Chaudhary added.

According to United Nations children’s agency (UNICEF), an estimated 7000 Nepali women are trafficked to India every year.

  • Police foil Kogi students’ protest

    Police foil Kogi students’ protest

The police have foiled a protest by students of Kogi State-owned tertiary institutions. The police cited security reasons for their action after meeting with student leaders. But, students are accusing their leaders of being compromised. MOHAMMED YABAGI reports.

Lokoja, the Kogi State capital, received unusual visitors last weekend. Higher institution students from all parts of the state gathered for what they called “mother of all protests”, following the expiration of the March 31 deadline given the government to re-open all state-owned tertiary institutions, which had been closed down since January. The students planned “10,000-man march” to shut down the town and paralyse activities in government’s offices to draw attention to their plight.

Just before the students hit the highways and streets for the demonstration, which was spearheaded by the leaders of Students’ Union Governments (SUGs) of the affected schools, the police moved in to stop the protest, raising security concerns.

CAMPUSLIFE gathered that the Commissioner of Police, Wilson Inalegwu, invited the conveners of the protest for a meeting at the Police Command, where he advised them to shelve the planned demonstration for security reasons.

Pro-student groups, who had mobilised their members to join the protest in solidarity, accused the students’ leaders of “compromise”. Students, who travelled from far places to partake in the protest, left in disappointment when the conveners did not show up at the meeting point. They alleged that government had “bought over” their leaders.

All state-owned tertiary institutions were closed down in response to ongoing screening of state workers by the government and non-payment of workers. The SUG leaders in the affected schools took to social media to galvanise students for mass action. Students, initially expressed doubt about  the demonstration, insinuating that there could be possible connivance between the government and the students’ leaders to make personal gains.

Students expressed disappointment when the demonstration was canceled in the last minutes. They described their leaders’ reasons as “April Fool”, suggesting that the government may have bribed them to stop the protest.

The SUG president of the Kogi State University (KSU), Philip Omepa, who spoke on behalf of the protest’s conveners, denied being compromised by the government. He said the protest was canceled after a meeting with the Commissioner of Police on Friday.

He said: “There is no truth in the insinuation that we have been bribed by the government to stop the protest. We were set for the demonstration before we decided to cancel it based on the security information made available to us by the Commissioner of Police at the state Police Command. We were informed by the Commissioner that the police would not be able to provide adequate security.

“If the police that are supposed to protect us say they could not guarantee our security, there is no need to embark on the protest. We were told the protest could be hijacked by non-students who may want to politicise the students’ demonstration. That is why we stopped it.”

But, one of the students’ leaders, who attended the meeting with the Commissioner, told CAMPUSLIFE that Inalegwu threatened them with arrest if the planned protest degenerated into violence. It was gathered that the Commissioner told the students’ leaders that the atmosphere in the state did not support their protest, and that it could be hijacked by the miscreants to precipitate large-scale destruction.

When the students’ leaders left the Commissioner’s office to share the information with their colleagues, their explanation could not convince students, who had gathered for the protest. Students described their leaders’ excuse as “expensive April Fool joke”, saying the protest’s conveners had been bribed. They said the development confirmed their earlier concern about the credibility of their leaders.

Some students faulted the timing of the protest, wondering why its conveners fixed last Saturday for the demonstration when the government offices would not be opened for business. They said the protest would not have achieved its desired impact, if it was held on Saturday. They criticised their leaders for lack of idea on how best to organise protest.

In a reaction, Omepa said the protest was called off after wide consultations with stakeholders, including security agencies and workers’ unions.

CAMPUSLIFE gathered that the government reached out to the students’ leaders, pleading for more time to conclude its talks with the striking lecturers. Our correspondent gathered that there were meetings held at the weekend, where government’s representatives asked for two weeks to allow talks with the workers’ unions.

It was learnt that the government, as part of conditions given by the students’ leaders, agreed to stop screening of tertiary institutions’ employees and hand it over to the Governing Council of each school to conduct. CAMPUSLIFE learnt that the government took the step to pacify the workers’ unions, who had opposed the screening on the reason that school system is different from the civil service.

At a meeting of KSU Governing Council with the students’ leaders, CAMPUSLIFE gathered the government had paid one month salary, promising to offset the backlog soonest.

  • Police nab five suspects in Anambra

    Kidnapped victim rescued

The police in Anambra State have arrested five persons for alleged kidnap and rescued a victim at Okpoko, near Onitsha, the Grand Commander, Federal Special Anti-Robbery Squad (FSARS), Sunday Okpe, has said.

He told reporters in Onitsha the suspects were nabbed on April 2, following a tip-off.

“On April 2, men of the FSARS stormed suspected kidnappers’ hideout and rescued a victim.

“Five persons, who are members of a kidnap syndicate, were arrested. They are helping us in our investigation.”

Okpe said the hoodlums used the hideout, a “no-go” area at Okpoko, as a detention camp for abducted victims.

A pro-Biafra group, Biafra Independent Movement (BIM), has demanded release of the suspects, claiming they are not kidnappers but security guards.

Mr. Emmanuel Omenka, the group’s zonal leader, who criticised the action, said the alleged hideout was the operational office of BIM in the area.

“We do not know where they took our members to. They seized two of our motorcycles, ransacked our office and invited soldiers to help them kill us,’’ he alleged.
