    FG set to curb wastage – Finance Minister

    The Minister of Finance, Mrs Kemi Adeosun, has said that the Federal Government is determined to curb wastage in its expenditures to combat the recent fall in the country’s revenue.

    Adeosun, who was represented by Mrs Patience Oniha, made the statement at a lecture entitled, “Efficiency Unit” during the Guild of Editors Conference on Friday in Port Harcourt.

    She said although government had in the past attempted several strategies to end loopholes in government expenditures, it was yet to achieve set goals.

    Adeosun said that it was imperative to engage more stringent measures to curb wastages in government spendings so as to effectively manage government Ministries, Agencies and Parastatals.

    The Minister also said that as part of measures to check loopholes in government spending, the ‘Efficiency Unit’ was created to serve as part of the federal Ministry of Finance.

    Adeosun said the efficiency unit would enable the federal government manage its scarce resources in the face of the dwindling revenue.

    She explained that the Efficiency Unit was saddled with the responsibility of monitoring federal government expenditure as it relates to procurement and efficient utilisation of government facilities.

    “A weak audit system has in the past hampered effective checks and balances in government businesses, our administration shall ensure accountability.

    “A good example of avoidable wastage was the huge losses accrued by past governments on air travels by top officials/CEOs of the MDAs; the present administration has put in place measures to cut down on air travels.

    “We have also worked out modalities with some airlines on discounts on our travel services.

    “The efficiency unit has also recommended the use of debits cards as one of the best methods to check fund diversion by government officials,” he said.

    The minister therefore, urged editors to support federal government’s policies to ensure delivery of basic social amenities which will in turn attract investors to the country.

    I have no personal problem with Amaechi- Wike

    Gov. Nyesom Wike of Rivers said on Friday that he has no personal problem with his predecessor, Mr Chibuike Amaechi.

    Wike disclosed this at the 12th All Nigeria Editors Conference holding in Port Harcourt.

    However, Wike explained that he and the Minister of Transportation differed politically because they belonged to different parties.

    “There is nothing personal. We differ politically because we belong to different political politics.

    “We want peace in the state and it is my desire to ensure that the state is peaceful,” he said.

    Wike also said that former president Goodluck Jonathan did something special to ensure peace in the country by conceding defeat during the 2015 general election.

    “Jonathan should be commended for this single act. People should emulate this move to ensure peace in the country,” the governor said.

    According to Wike, Amaechi was his boss as governor and they had good times serving the state.

    “We should make sacrifices for peace. The state must move on. We only differ politically and that should not be to the level that will destroy the state,” he said.

    Wike also stressed the need for peace and unity in the country, urging Nigerians not to compromise that stand

    Bode Ojomu join race for PDP National Publicity Secretary

    A Former Deputy National Publicity Secretary of the Peoples Democratic Party, PDP Bode Ojomu has joined the race for the party’s National Publicity Secretary at the National Convention billed for August 17, at Port Harcourt, Rivers state.

    Ojomu who hails from Irepodun Local Government area of. Kwara State, North Central, Nigeria said he’s going into the race to enhance the rebuilding of the party and return it to the people.

    He promised to impact and mobilize Nigerians through all forms of media to return PDP to power in 2019, rallying all media professionals in the party together.

    The PDP had earlier zoned its National Publicity office to the North Central geo-political zone.

    Bode Ojomu had been a tested student activist at national level before his admission into the University of lbadan, having participated actively in NANS as Speaker of Oyo State College of Arts and Science, Ile-Ife.

    Bode holds a Masters’ Degree in International Relations and Strategic Studies and B.A. Hons in language and Communication Arts and he is a member of Advertising Practitioners Council of Nigeria (APCON) and Nigerian Institute of Public Relations (NIPR).

    During the tenure of Chief Barrabas Gemade as National Chairman, Bode was appointed as a Member of the PDP National Committee on Media and Publicity to formulate a Media Policy for the Party.

    He was the Director, Media and Publicity, MANDATE 2003 – the Governorship Campaign Organization of Dr. Bukola Saraki in Kwara State.

    In 2004-2005, he served with both Chief Audu Ogbeh and Dr. Amadu Ali as Deputy National Publicity Secretary and Acting National Publicity Secretary for 3 months.

    During his tenure, he participated as Member of so many important Committees including the Governor Joshua Dariye Investigation Panel under the Chairmanship of Governor Donald Duke and functions very effectively with the several Organs of the Party.

    PDP crisis: Makarfi faults Sheriff’s position on convention

    The chairman of the Caretaker Committee of the People’s Democratic Party (PDP), Senator Ahmed Makarfi has faulted the position of the party’s ousted national chairman, Alhaji Ali Modu Sheriff on the party’s proposed national convention.

    Sheriff had on Wednesday, written to the Independent National Electoral Commission (INEC) seeking to stop the convention, billed to hold in Port Harcourt on August 17.

    Sheriff had cited restraining a court order stating that the Makarfi committee cannot take actions on behalf of the PDP and that going ahead with the convention would amount to contempt of the said court order.

    But in swift reaction Wednesday, the Makarfi committee accused Sheriff and his group of attempts to scuttle the planned convention and also to destroy the party as well.

    The reaction, contained in a statement by the spokesperson of the caretaker committee, Prince Dayo Adeyeye, stated that the ruling by Justice Okon Abang which Sheriff relied upon was a mere narrative of the case pending before the Federal High Courts in the Lagos and Port Harcourt Divisions.

    Adeyeye said, “It (ruling) did not set aside or nullify the judgment of Justice Liman which has authenticated the May 21 National Convention and the resolutions emanating therefrom.

    “The said ruling did not anywhere direct INEC to do anything or not to do anything, to discharge or not to discharge any obligation; to perform any function or not to perform any function.

    “In essence, it is a mere legal tale and the Order having been made without any application before him by either of the parties has no foundation in law”.

    Justice Valerie Arshi had in another judgment, nullified the appointment of Sheriff as National Chairman of the parry.

    “That judgment has not been set aside. It is still valid and subsisting. And no court of coordinate jurisdiction, including the Federal High Court, can make any other order with the intention of rendering that judgment ineffective,” Adeyeye added.

    According to the Makarfi committee, the resolutions of the national convention which held in Port Harcourt on May 21, were confirmed by Justice Liman of the Federal High Court in Port Harcourt on July 4, 2016.

    Part of the resolutions was the dissolution of the National Executive Committee (NEC) and the Sheriff led National Working Committee (NWC).

    The resolution also affirmed the Makarfi led Caretaker Committee as the supreme body to run the affairs of the party until another pending the conduct of another convention within 90 days.

    “That being the case, it was therefore the last convention that in fact convened the forthcoming one slated for August 17, 2016, and not the National Caretaker Committee parse. The National Convention is superior to all other organs of the party.

    “We call on INEC to disregard the letter from the former National Chairman, Senator Ali Modu Sheriff and his cohorts. It belongs to the garbage bin. He is merely acting the script of his paymasters.

    “The Caretaker Committee will continue with its dogged determination to organize the best National Convention in the history of our great party,” the Makarfi committee said.

    A Senior Advocate of Nigeria (SAN), Chief Ferdinand Orbih, at the weekend has picked holes in a ruling by a Federal High Court in Abuja, recognising the Senator Alimodu Sherrif-led faction of the Peoples Democratic Party (PDP).

    Orbih, counsel to the Makarfi-led faction, said the ruling by Justice Okon Abang did not stop the national convention billed for August 17 in Port-Harcourt, Rivers State.

    The senior advocate told reporters that the Federal High Court in Abuja never restrained the PDP from holding its forthcoming convention.

    He said:  ”The point must be made very clearly that it is not true that the Honourable Justice Okon Abang stopped the forthcoming Peoples Democratic Party (PDP) convention scheduled to hold in Port-Harcourt on August 17, 2016.

    “What is true is that there is an application filed by the plaintiffs seeking to stop that convention. It will interest you to note that the application is still pending; it has not even been argued before the learned trial judge.

    “So, there is no way a judge can give a decision on a motion that has not yet been argued before him. So, it is good to disabuse the minds of the public that no such thing happened.”

    Justice Abang, while ruling on the PDP leadership crisis suit last Thursday, had adjourned a pending application seeking to stop the convention. Justice Abang had said: “This suit is adjourned till August 15, to rule on applications seeking to stop the National Convention of the party scheduled for August 17 in Port Harcourt as well as the one by other Executives of the Markafi-led Committee seeking to join in the matter.”

    Orbih said:  ”What the Port-Harcourt division of the High Court decided was that the convention that was held in Port-Harcourt wherein the Ali Modu Sherriff National Executive Committee of the PDP was dissolved and the Ahmed Markafi-led caretaker committee was set up by the PDP, was validly held and conducted and that everything done in that convention was in order.”

    A Senior Advocate of Nigeria (SAN), Chief Ferdinand Orbih, yesterday dismissed suggestion that a Federal High Court in Abuja stopped the August national convention of the Peoples Democratic Party (PDP) in Port-Harcourt.

    Orbih in a chat with journalists claimed that contrary to interpretations by the media and some vested interests, Justice Okon Abang never restrained the party from holding its convention in Rivers State.

    “The point must be made very clearly that it is not true that Justice Okon Abang stopped the forthcoming Peoples Democratic Party (PDP) convention scheduled to hold in Port-Harcourt on August 17, 2016,” he said.

    “What is true is that there is an application filed by the plaintiffs seeking to stop that convention. It will interest you to note that the application is still pending; it has not even been argued before the learned trial judge.

    “So, there is no way a judge can give a decision on a motion that has not yet been argued before him. So, it is good to disabuse the minds of the public that no such thing happened.”

    Orbih said:  “What the Port-Harcourt division of the High Court decided was that the convention that was held in Port-Harcourt wherein the Ali Modu Sherriff National Executive Committee of the PDP was dissolved and the Ahmed Markafi-led caretaker committee was set up by the PDP, was validly held and conducted and that everything done in that convention was in order.

    “Justice Okon Abang has not set aside that judgment. And so long as that judgment is not set aside, from my knowledge of the law, it means that it is valid and subsisting till the Court of Appeal decides one way or the other about the constitutionality of that judgment.”

    Orbih said the ruling expressly stated that the court will  not set  aside the judgment of the Federal High Court in Port-Harcourt for two reasons.

    Orbih: “First, the court in Abuja said that there is no application before that court wherein any of the parties is seeking to set aside that judgment. Secondly, the court also expressly stated in its ruling that the issue about the validity or the constitutionality or otherwise of that judgment is left for the Court of Appeal to decide. So, it is not also correct to say that the Abuja High Court has set aside the judgment of the Port-Harcourt division of the same court; that is not true at all.”

    PDP condemns alleged visits of Senator Abe to INEC

    The Rivers State chapter of the Peoples Democratic Party (PDP), has expressed discomfort over the alleged frequent visits to the Abuja head office of the Independent National Electoral Commission (INEC), by Senator Magnus Abe, candidate of the All Progressives Congress (APC), in the forthcoming rerun National Assembly election in the State.

    Abe, a former Senator and APC candidate for Rivers South-East Senatorial District in the July 30, rescheduled Legislative elections, allegedly makes incessant visits on the office of the National election umpire.

    The state chairman of the party, Felix Obuah made the accusation in a statement in Port Harcourt, the state capital, yesterday.

    Obuah in his statement was trying to figure out the possible reason for the visits, which according to him has become too frequent for comfort and suspicious. His worry may not be unconnected with the fast approaching date for the rescheduled polls.

    In his words, Obuah said, “it is surprising that Abe can hardly comport himself and allow the electoral officers to do their job expeditiously.”

    He added, “if Abe is not accusing the electoral officers of taking sides, he is alleging one fraud or another just to play the spoiler, knowing full well that he cannot win any election in the entire Rivers South East.”

    On the part of PDP, the State Chairman said all that matters to the party is for the electoral body to do the right thing and ensure a smooth conduct of the re-run elections in which he believes the PDP will emerge victorious as usual.

    “Notwithstanding, we are keeping taps on every move by desperadoes and will never allow nor accept any act not in consonance with the principle of one man, one vote, to determine the final and the overall outcome of the re-run elections across the State,” Obuah warned.

    Abe was allegedly spotted in the INEC office on Monday and Friday last week and again, on Monday and Tuesday this week.

    Abe could not be reached as at press time for his reactions.

    The Rivers State Police Command has continued to record outstanding success in crime fighting and this came to limelight when on 10/7/2016 about 1000hrs the Command operatives on information at Rumuohia in Emohua Local Government Area arrested a notorious kidnapper/cultist one Omunakwe Uchendu ‘m’ age 31 years a native of Rumuohia village in Emohua Local Government Area of Rivers State.

    The suspect is said to be among the hoodlum causing carnage along the Emohua area and also the second in command of the Green Landers Cult group a.k.a Degbam in Rumuohia Emohua who has been on the wanted list of security agents for several offences including Armed Robbery and Kidnapping. The suspect has made useful statement regarding his criminal activities. Investigation is ongoing.

    The Command wishes to assure the citizenry, that the police is working hard to eradicate, if not eliminate totally all forms of criminality in the state.

    The Police in Rivers State on  Monday night reportedly recovered the sum of N60. 250 million, belonging to one of the new generation banks in Port Harcourt which was missing.

    The Deputy Commissioner of Police, in charge of Administration, Uche Anozia, disclosed this in a news briefing in Port Harcourt, the state capital, Monday night.

    Anozia who is on the Acting capacity, following the elevation of the last Commissioner of Police (CP), to the state, Foluso Adebanjo to the rank of Deputy Inspector-General of Police(DIG), and his subsequent redeployment, said the recovered followed a report Monday, by a security guard of a Super market in Port Harcourt in whose premises a vehicle containing the missing cash was parked.

    He said two banks in Port Harcourt, Zenith and Stanbic ITC, had contracted the services of a Bullion van company in Port Harcourt, to go and convey their monies from their branches at Aba Abia state. While the service to Zenith was successfully completed and the amount belonging to them delivered in the company of armed Soldiers that of stanbic bank was not.

    The Soldiers disembarked the bullion van at Zenith bank, leaving the portion meant for Stanbic with the driver alone with the cash the vehicle.  He (driver), absconded with both the cash and vehicle for three days.

    Three days after, Monday July 11, cash of N60.250 million contained in five bank sacks, marked and sealed with Stanbic ITC bank seal were recovered by the Police in a Ford Explorer vehicle which whose glasses were veiled with black waterproof bags and parked at the premises of a Supermarket at the GRA area of Port Harcourt.

    The presence of the suspicious vehicle in the supermarket car park was reported by the security guard on duty at the supermarket.

    The police said both the driver of the Ford vehicle, that of the bullion van and the security man who reported the presence of the Ford vehicle in his business premises are on the run. The police said nobody is presently being questioned in connection with the crime, but said efforts are being made to arrest the fleeing driver and the complainant.

    Unconfirmed story had it that the actual amount Stanbic ITC bank was expecting from the Aba trip was about N100 million instead of the N60.250 million recovered.

    The bank has however taken delivery of the amount so far seen.

    Narrating the story in a news briefing in Port Harcourt Anozia,  said “on July 8,(last Friday), we received a report, by one Stanley Ndubuisi of Bankers Warehouse, at number 36 Forces Avenue, Old GRA, Port Harcourt. The company engages in Bullion Van hire services. Which are mostly rented by banks to convey their cash to and fro.

    “Last Friday, a bullion van was rented from the company, by Zenith bank and Stanbic ITC bank in Port Harcourt to convey their cash from their branches in Aba, Abia state to Port Harcourt for the two banks.

    “The Van was manned by a driver who drove the vehicle to Aba. On his way back to Port Harcourt with the cash, the drivers was according to the complainant was accompanied by Soldiers. When the vehicle arrived into Port Harcourt, it went straight to deliver the amount belonging to Zenith bank at Zenith bank.

    “The complainant in his report said that after the van had delivered that of Zenith bank, the Soldiers left and went back to their duty posts, leaving the money for Stanbic bank with the driver alone. Consequently, the driver absconded with the vehicle and the money. Investigations commenced at that point.

    “Then today, Monday, July 11, useful intelligence was received by me in my office that a certain Ford Explorer vehicle was found parked at the premises of a Supermarket, located at Number 2, Elelenwo street, GRA phase 2, and that the vehicle had certain sacks contained in it, but that what actually elicited the suspicion of the security officer of this Super Market who reported the presence of the Ford Vehicle in their premises is that the windows screen of the said Ford Explorer were veiled with black waterproof bags and the vehicle is also owned by the Bullion Van renting company.

    “The complainant explained that when he stumbled on this particular vehicle at the course of his duty of visiting round the premises of the supermarket he is safe guarding, the state of the vehicle elicited more suspicion.

    “He told me that when he peeped closer inside the vehicle through some tiny spaces apparently missed by the black veil, we discovered that this vehicle contained some sacks resembling bank sacks, stuffed with something he could not identify but suspected to be cash, he came and reported to me.

    “I immediately dispatched my Dc operation to go to the cite to verify or invalidate the information, fortunately for us, when the vehicle was opened, it was discovered that the sacks belong to Stanbic ITC bank, because it had their seal.

    The sacks were opened in the presence of members of the public, who convened at the scene, with video recording on the vehicle done. Then the sacks were brought down and opened one after the other, they were between five and six sacks.

    “The content of the sacks is the evidence you have seen on the ground here (pointing at the cash poured out on the ground), and the total amount recovered according to the information and according to what we have here is, N60.250m.

    “Investigation is still on-going. The man that parked the vehicle there is a driver to the Supermarket in whose premises the Vehicle was parked. Both the driver and the complainant that reported the case are presently on the run.

    “We are still on their trail as we are still investigating the matter.” He said.

    Asked where the Ford Explorer is at present said it was deflected and left where it was parked. But the Billion van used in carrying the cash from Aba is also missing.

    On while the banks did not make arrangements for armed security officers to accompany the cash till it final destination said, the bank said security arrangements are contained in the contractual agreement with the company.

    “No security man escorted the bullion van. According to Stanbic bank, they contract the Bullion van company, pay them for security, so the Bullion van company provides security with the money given by the bank.” He stated.

    The Police Boss advised Banks to ensure they assign  some trusted members of their staff to accompany any vehicle conveying their cash, stressing that this would help in investigations when issues like this arises.

    N’Delta Avengers: Stakeholders call for urgent cessation

    The South south stakeholders have called for immediate cessation of hostilities and violence in the crude oil and gas-rich Niger Delta region, especially with decision of members of Niger Delta Avengers and other militant groups to continue to bomb pipelines and other facilities of oil companies.

    They also condemned the disruption of oil pipelines, crude oil exploration and exploitation, as well as the emergence of various groups making one agitation or another.

    The stakeholders, comprising top government officials, other eminent personalities, security chiefs, human rights activists, members of civil society organisations and representatives of the private sector, on Friday at a summit in Port Harcourt, the Rivers State capital, declared that end must come to militancy in the Niger Delta, to pave the way for commensurate development in the hitherto neglected region.

    The summit on towards achieving peace and sustainable development in the Niger Delta, with the theme: “Promoting Peace, Democracy and Stability in Nigeria through the Media, Socio-Cultural Institutions and Youth Driven Community Based Groups,” was organised by the Journalists for Democratic Rights (JODER), with the support of the Ford Foundation (West Africa Regional Office).

    Emphasis at the summit was placed on capacity building, conflict prevention and management, as well as peace building.

    In a nine-point communique, signed by the Executive Director of JODER, Mr. Adewale Adeoye, who is also a foremost journalist, it was stated that the summit was to strengthen a people-driven process for conflict prevention, conflict management and peace-building in the Niger Delta.

    The programme also targeted primary and secondary beneficiaries, cutting across faith-based groups, community-based organisations, women groups, civil society organisations, security agencies, youth groups, organised labour and the informal sector, as well as representatives of various ethnic groups, including Ijaw, Isoko, Ikwerre, Ndoni, Ogoni, Urhobo, Efik, Ibibio, Itsekiri and non-indigenes in the Niger Delta, among others.

    The communique read in part: “Participants demand deliberate urgent attention and actions in addressing the growing poverty rate, growing drop out of children in schools, due largely to poverty and economic misery, disruption of oil pipelines and the emergence of various groups making one agitation or another.

    “Participants demand immediate cessation to all forms of violence in the Niger Delta and that critical stakeholders must embrace peaceful resolution of all the lingering crises in the region, through advocacy and necessary follow-up action.

    “Participants noted that there is the urgent need to resolve the crises in the Niger Delta region in a honest, transparent and open manner, with the view to addressing the fears of the communities, the authorities, the multinationals and business community, as well as the agitators themselves.

    “Participants condemn the invasion of indigenous Ijaw and other Niger Delta communities by armed security agents and frown against the gross human rights violations against the people by the military and other security agencies.”

    The stakeholders also stated that the ongoing clean-up in Ogoniland of Rivers state’s four Local Government Areas of Khana, Gokana, Tai and Eleme, should be extended to other lands polluted in the Niger Delta, without further delay.

    They resolved to set up a working group on the Niger Delta, in order to constantly bring community leaders and civil society organisations together, towards finding people-driven solutions to the problems of the Niger Delta.

    The communique also noted that: “Participants call on the Nigerian authorities to recognise the right to self-determination, as entrenched in the United Nations charter and other obligations of the UN on the rights of Indigenous people, including the International Labour Organisation (ILO) Convention 169 on Biological Diversity.

    “Participants demand speedy passage of the Petroleum Industry Bill (PIB) by the 8th Session of the National Assembly.

    “Participants call on the government, communities and other stakeholders in the Niger Delta to see the need to explore the potential of working together, remove suspicion and mutual distrust, in order to deal with the hydra-headed problems that confront the people of the oil producing communities.”

    The executive director of JODER, earlier in his welcome address, stated that the forest reserve of the Niger Delta had remained largely depleted and at present to an all-time low, with land utterly polluted, natural streams almost extinct and means of living under sever attacks, thereby posing a serious threat to generations unborn.

    Adeoye said: “Previous efforts of governments at various levels to address the situation have not led to appreciable results, in spite of the huge resources committed to the process.

    “Such efforts include the introduction of the 13 per cent revenue derivation, the setting up of the Niger Delta Development Commission (NDDC), the establishment of the Ministry of Niger Delta Affairs and the recent adoption of the United Nations Environment Programme (UNEP) report on Ogoniland’s environmental assessment, which the Nigerian Federal Government has promised to implement, leading to the  recent kick-off of the Ogoni clean-up.

    “Regrettably, the Niger Delta narrative has been consistent stories of violence, desperation and various vices associated with legitimate agitations of the people; “Irrespective of the various efforts of the governments, the Niger Delta remains fundamentally poor and vulnerable, with limited opportunities for the people to transform their lives in their own way, through self actualisation.”

    JODER’s executive director also stated that notwithstanding the challenges facing the peace-loving people of the Niger Delta, they had the infinite ability to aspire to a greater future, founded on justice, liberty and respect for the dignity of the human person.

    The Niger Delta is home to indigenous ethnic groups that have lived in their territories for thousands of years, while the region is a great ancestral homeland of many forest-dependent people, with a rich heritage of amazing culture and civilisation.

    The Niger Delta is by far the second largest mangrove forest in the world, rich in natural resources, including but not limited to land and sea animals, the fauna, and hundreds of plant species, which add value to the diverse tributaries and estuaries linked to the vast ocean and the great River Nun and Niger.

    The region has no fewer than 16 distinct ethnic nationalities, with history of shared heritage and cultural identities, including social and trade relations, long before the advent of colonial rule.

    As with any other natural setting, there were a history of conflicts and strives among the nationalities, but the Niger Delta, however, remains one of the most critical nerve centres of the Nigerian economy, owing to its rich natural endowments and resourcefulness of the people.

    The social and economic activities of the nationalities that make up the Niger Delta are linked to the environment, which supports the survival of the people, who depend on livelihoods generated by land and forests resources.

    For half a century, the people of the Niger Delta have been facing various challenges to their survival, due to various adverse factors, including disruptive oil exploration, lack of opportunities, national malaise of corruption, forest devastation, depletion of sea and land resources, gas flaring and environmental pollution; the Niger Delta produces the mainstay of Nigeria’s economy, which is crude oil and gas, but without equitable sharing/allocation of the resources, which remains a major source of conflict in the country.
