    Submission of 2017 budget report suffers setback in Senate

    …2016 budget to run till end of June, says Ekweremadu

     

    The Senate Thursday deferred the presentation and consideration of the 2017 budget report.

    The presentation and subsequent consideration of the budget report would have paved the way to the passage of the budget submitted to the National Assembly on December 14th, 2016.

    Although the submission of the report was listed as the first business of the day in yesterday’s Order Paper, it was stepped down.

    The inability of the Senate Appropriation committee to conclude work on the fiscal document was cited as the reason for stepping it down.

    Senate Leader, Senator Ahmad Lawan, told his colleagues that members of the Appropriation committee of the Senate and House of Representatives were working assiduously to resolve grey areas in the money bill.

    Senator Lawan further informed that the budget report is now expected to be laid on May 9th, 2017.

    The Senate leader did not say whether the budget will be passed on Tuesday.

    Lawan said: “The committee chairman on Appropriations is not here. His counterpart who chairs the Finance committee is not here either. I am aware that members of Senate Appropriation committee are currently meeting with their counterparts in the House of Representatives, trying to settle the differences.

    “‎I have also equally been informed that by the grace of God, the budget of 2017 will be laid on Tuesday. Having said this, I will move that we stand down this report till Tuesday.‎”

    Deputy Senate President, Senator Ike Ekweremadu, who presided over the day’s legislative business, said that there was no need to apprehension over the passage of the budget.

    Ekeremadu noted that the 2016 budget could still run till end of June, within which the 2017 budget would be passed.

    Ekweremadu said, “Let me also emphasise for the benefit of the public that we were ready to receive this report today. It was only this morning that it was necessary for us to be sure that we are on the same page with the House of Representatives to avoid any possible conferencing.

    “So we will like to see the House and the Senate laying just the same documents so that once we pass, we will now send the documents to the President for assent.

    “I think this is important that the point be made and the public know that the harmonization which is going on should be concluded over the weekend to enable us receive the budget report by Tuesday and by the grace of God, have it passed by next week and we will send it to the President for assent.

    “Let me also inform the public as well that the tenure of the 2016 budget ends today the 5th because it was signed into law on the 6th of May 2016, but under the constitution, the Federal Government is entitled to continue to spend money based on the 2016 estimates up to the 30th of June, 2017.

    “But we will not allow us to get into the reliance on the constitutional provision. Hopefully by the grace of God, we will have this budget next week. We will pass it so that implementation will start in earnest. So I just want to appeal for the understanding of the people of Nigeria.”

    President Muhammadu Buhari signed the 2016 budget into law on the 6th of May, 2016.

    The lifespan of the 2016 budget expires today, Friday, 5th May, 2017.

    There was apprehension of a possible shutdown if the budget is not passed and assented to today.

    A former member of the House of Representatives from Sokoto State, Alhaji Sa’idu Gumburawa, says Nigeria will bounce back to glory with the way President Muhammadu Buhari is handling the affairs of the country.

    Gumburawa, who is also a former member of the Board of the News Agency of Nigeria (NAN), said this in an interview with NAN in Sokoto on Wednesday.

    ” I am truly confident that with the way and manner the president is governing the nation, Nigeria will soon get better.

    ” The Federal Government has been successful in surmounting the challenges posed by the Boko Haram insurgency, while other security challenges such as cattle rustling, militancy, kidnapping and armed robbery, are being tackled,” he said.

    The former lawmaker who is also a chieftain of the Peoples Democratic Party( PDP) in the state, said efforts by the Federal Government to diversify the economy into sectors such as agriculture and mineral resources had also recorded huge success.

    ” I am also hopeful that Nigeria will soon exit the current recession, although more efforts should be made in this direction,”he said.

    Gumburawa lauded the Buhari Administration for its ongoing fight against corruption, and urged that all stolen funds be fully recovered, while those indicted should be duly prosecuted.

    The former lawmaker also welcomed the whistle blowing policy of the government and advised that it should be strengthened.

    He appealed to Nigerians to be patient with the government, saying,” Buhari is God-sent and there will be light at the end of the tunnel”

    Military invasion: Ijaws demand payment of N100bn judgment fee

    Leaders of Gbaramatu kingdom in Warri, Delta State have expressed concerns that the Federal Government failure to pay N99.99 billion judgment debt on the 2009 bombing of their communities could give rise to fresh insurgence in the area.

    The community leaders, in a letter to President Muhammadu Buhari, expressed concerns that youths are getting agitated because of the effect of the invasions on their Iives and future.

    They said although the Federal Government did not appeal the December 5, 2013 judgment, which ordered it to pay the 53 communities N99, 999,999,999.30, it was yet to pay off over three years after.

    The judgment was delivered in a suit the communities filed against the FG, after the bombardment and invasion by the Joint Task Force, during the bloody face-off with MEND and search for its leader, Chief Government Ekpemupolo from May to June 2013.

    They said the bombardment led to “deaths, maimings, displacements, including school children and wanton destruction of properties and means of livelihood.”

    The letter, dated April 25, reminded the president that, “some of the children who were victims of the 2009 bombardment are now young men and women who can tacitly relate their economic and social woes of today to what befell them and their parents in 2009.

    “The result is that there is serious dissatisfaction, grumbling, disharmony and rumbling in Gbaramatu because of the non-payment of the judgment debt, which ought to operate as fine closure to the issue,” the letter noted.

    Chiefs Jonathan Ari, Clark Gbenewei and former Regent of the kingdom, Elder Oyagha PT Heavens, who signed the letter along with three others, expressed concern that their resort to the court of law to seek redress is resulting in frustration and helplessness.

    They noted that the situation was because “the machinery for the enforcement of the judgment is in the hands of the very judgment debtor – the Federal Government,” yet their expressed belief that the rule of law and justice was better than “their opposite”

    Buhari absent again in FEC meeting

    Vice President Yemi Osinbajo on Wednesday presided over the Federal Executive Council (FEC) meeting at the State House Abuja.

    Wednesday’s meeting started around 11.a.m. few minutes after he arrived the Council Chamber.

    It was is the third time Osinbajo will be presiding over FEC meeting since President Muhammadu Buhari returned from medical vacation in the United Kingdom on the 10th of March.

    As part of reasons why Buhari did not attend last Wednesday meeting, the Minister of Information, Lai Mohammed, had told reporters last Wednesday that Buhari was resting and working at home.

    Unlike last week, many Ministers were in attendance during opening session of the meeting. The Chief of Staff to the President, Abba Kyari, was also in attendance.

    The Minister of the Federal Capital Territory, Mohammed Bello and the Minister of Budget and National Planning, Udoma Udo Udoma, offered the Muslim and Christian prayers, respectively.

    • Advises FG to address the ills in the land

    The Christian Association of Nigeria, (CAN), has expressed concern over the state of President Muhammadu Buhari’s health.

    It advised Buhari to seek further treatment if that would restore his sound health and help pailot the affairs of the country.

    CAN President who is also the President of the Nigerian Baptist Convention, Rev Samson Ayokunle also called on the Federal Government to rise up to the challenges in the country that are bringing untold hardship to the populace with a view to putting them into a permanent end.

    The call was made through a communique issued at the just concluded 104th annual session of the denomination held last week in Abuja and was presided over by Ayokunle.

    The communique issued and signed by the Special Assistant (Media & Communications) to the CAN President, Adebayo Oladeji, focused on the health status of President Muhammadu Buhari; security challenges, anti-corruption war; unemployment, unpaid wages and salaries with attendant problems, the menace of the university admission, including delayed budget 2017 and proffered a far-reaching solutions to them.
    The communique reads in part: “We thank the Almighty God for the life of our President Muhammadu Buhari who fell ill and travelled for medical attention abroad. We observe with dismay the political undercurrent that surrounds the health of our dear President especially the lack of openness in telling Nigerians that he went for medical attention.‎

    “However, we are very grateful and adore the name of our Lord God Almighty who in His infinite mercy had graciously brought our President back to his feet and restored his health. We, therefore, urge Nigerians to continue to pray for him for more strength and mercy of God as he resumed office. We advise the President not to hesitate in going for further treatment if that would help in quickly restoring him back to sound health so as to continue performing his duties to the nation.
    “we encourage and advice Nigerians to have a positive disposition towards the lives of our leaders by constantly wishing them well and praying for them at all times.

    “We commend the Federal Government for sustaining and winning the war against various security challenges confronting our nation namely: Boko Haram insurgency, Kidnapping, Rape, Gun-men attacks, Militancy, Ritual killing, Fulani Herdsmen and Farmers’ clashes in various parts of the nation and of recent the communal crisis in Ile-Ife.

    “We also observe and commend the Federal Government in the efforts to stem the tide of criminal activities and resettlement of Internally Displaced Persons (IDP) in the North Eastern part of Nigeria due to Boko Haram insurgency as well as the securing of the release of 21 Chibok girls. We urge the government not to relent in getting the rest released before their lives are totally messed up by the terrorists.

    “We observe the persistent crisis in Southern Kaduna, Agatu Community in Benue State and other places in the East, South South Western Nigeria. We condemn in strong terms the reckless killing and destruction of property taking place in the areas.

    However, despite the steps taken so far by the government in tackling security problems in the country there are still various security challenges in the nation, we, therefore, urge the Government to take the following measures: Government should be proactive in responding to security challenges and bring the perpetrators and their sponsors to book. We encourage the Federal Government to provide relief materials for the affected communities in Southern Kaduna Area and other places to cushion the effect of the crisis.

    “The Fulani Herdsmen caught or implicated in criminal activities should be made to face the full wrath of the law for their crime without sentiment or emotional appeal. The Government should leave no stone unturned in fighting Boko Haram insurgency and their sponsors at all levels. We encourage the government to intensify effort to secure the release of the remaining Chibok girls still in the custody of Boko Haram. The government must equip and empower our Law Enforcement Agencies to enable them to tackle the security challenges in our nation. For instance, their welfare should be given priority to boost their morale and confidence in the war against crime and criminal activities.

    “Since the people of Southern Kaduna are farmers, we urge the government to provide enough security in the area to enable them return to their agricultural business and farming activities without hindrance. There should be security cover in the villages as well. The Fulani herdsmen blocking highways, robbing and kidnapping people for ransom from Abuja, Kaduna to Jos should be apprehended and brought to book without further delay.

    “We observe and commend the Federal Government for her stand on corruption and the various steps taken so far to sustain the war against corruption. We equally observe that several amounts of money running to trillions of naira have been recovered from people and locations in Nigeria. We, therefore, urge the government to continue the fight against corruption without sentiment, bias or selective disposition. We also call on Government to put the money recovered so far into the economy of the nation so as to positively affect and impact the lives of Nigerians.

    “We observe the on-going social empowerment program of the Federal Government of Nigeria and appreciate the vision. We encourage that such program should be supported by all tiers of government in Nigeria. We observe with dismay the delay in the passage of 2017 budget and the attendant financial and untold hardship which this has brought to Nigerians. This delay may not be unconnected with the friction between the executive and legislative arms of government. We, therefore, urge the two arms of government to see themselves as partners in progress and end all rivalries. The National Assembly is therefore called upon to speedily pass the budget to minimise the present financial hardship in the country.

    “We observe and commend the Federal Government’s efforts on the release of Parish Club loan refund to the State Government. The money is to enable the State Governments to pay their staff salaries and provide other social amenities and infrastructures. However, we observe that some State Governments did not use the money for the specific purposes for which they are meant. There is information that the monies are being diverted and or misappropriated. We urge the Federal Government to compel the State Governments to use the money for the purposes for which they are released.

    “We observe and commend the Registrar and Chief Executive Officer of the Joint Admission and Matriculation Board for various innovations being introduced in JAMB.

    “We, however, observe that these changes and innovations are inflicting untold hardship on the registration of prospective candidates to our Universities. We, therefore, urge the JAMB Registrar to expedite action on various new innovations to ease the tension presently experienced during registration exercise and provide more venues for registration as well as examination centres to avoid crisis during the conduct of the main examination.”

    Senate begins screening of 27 Electoral Commissioner nominees

    The Senate on Tuesday began the screening of 27 Resident Electoral Commissioner (REC) nominees sent to it by President Muhammadu Buhari for confirmation.

    Leader of the Senate, Ahmed Lawan, presented the president’s request for approval of the nominees at plenary in Abuja.

    After the motion, the senate directed its Committee on Independent National Electoral Commission (INEC) to screen the nominees and report back in two weeks.

    The nominees are Prof. Godswill Obioma, Abia; Ibrahim Abdullahi, Adamawa; Alhaji Ahmad Makama, Bauchi; James Apam, Benue; Mr Mike Igini, Delta; Dr Nwachukwu Orji, Ebonyi; Dr Iloh Chuks, Enugu and Hussaini Pai, Federal Capital Territory.

    Other are Sadiq Musa, Kaduna; Jibrin Zarewa, Kano; Mrs Asmau Maikudi, Katsina; Dr Mahmuda Isah, Kebbi; Prof. Samuel Egwu, Kogi; Dr Rufus Akeju, Lagos; Prof. Mustapha Zubairu, Niger; Agboke Olaleke, Ogun and Sam Olumekun, Ondo.

    The list also contained names of AbdulGaniyu Raji, Oyo; Prof. Riskuwa Shehu, Sokoto; Mr Kasim Geidam, Yobe; Ahmad Mahmud, Zamfara; Dr Nentawe Yilwatda, Plateau and Umar Ibrahim, Taraba.

    Mr Emeka Joseph, Imo; Obo Effanga, Cross River; Prof. Francis Ezeonu, Anambra and Dr. Briyai Frankland, Bayelsa, were also nominated.

    The President of the Senate, Dr Bukola Saraki, directed that Sen. Suleiman Nazif (APC-Bauchi) should head the committee in the absence of its chairman, Sen. Ali Ndume, currently ona six-week suspension.

    “In the absence of the chairman, Sen. Ali Ndume, Sen. Nazif will head the committee and the report should be brought back to the Senate in two weeks,’’ Saraki said.

    The News Agency of Nigeria (NAN) recalls that the Senate had, after the receipt of the list of nominees, threatened that it would treat it.

    Its grouse was the Executive’s handling of the refusal of the chamber to confirm Mr Ibrahim Magu as chairman of Economic and Financial Crimes Commission (EFCC).

    In another development, the senate referred a list of three non-career ambassadorial nominees to its Committee on Foreign Affairs for scrutiny.

    The nominees are Justice Sylvanus Nsofor, Imo; Joseph Iji, Ondo and Yusuf Hinna, Gombe.

    The committee is to report back to the Senate in two weeks.

    A non-governmental organisation, Advocacy for Integrity and Economic Development (AIED) has implored President Muhammadu Buhari to address the nation in a live and interactive broadcast to douse the raging tension across the country over the state of his health.
    In a statement signed by its Director of Research & Publicity, Comrade O’Seun John, the group stated that the request has become expedient in light of various rumours and counter rumours ranging from incapacitation, disorientation and even death.
    According to AIED, the cacophony of defenses which more than often have turned out to be false is doing more harm than good to waning goodwill left in the Buhari’s administration.
    “Today the fragile fabric of peace and unity of our great country, Nigeria is on the vestiges of ruin. The continuous non-appearance of President Muhammadu Buhari from sworn duties and the reports of cabal infiltration of the seat of power is not only worrisome but negates the tenets of democratic rule.
    “From available reports, our seat of power has once again been infested by garrison of political jobbers and power musketeers who have taken over the affairs of the country in order to purge it of its resources and wealth.
    “We condemn in totality the grand disregard of Nigerians and mockery of our collective intelligence by aides of the President who have turned matter of national importance into a comic show of who can lie the most.
    “In light of this, we are hereby calling on President Muhammadu Buhari to address the nation in a live and interactive broadcast on the state of his health without further delay,” the release concluded.

    Eminent Nigerians urge Buhari to proceed on medical leave immediately

    Some eminent Nigerians have urged President Muhammadu Buhari to heed the advice of his personal physicians by taking medical leave immediately to attend to his health.

    They gave the advice in a statement jointly issued on Monday titled, “President Buhari Should Take Medical Leave Immediately”.

    They include lawyer and activists, Femi Falana (SAN); Senior Fellow Centre for Democracy and Development, Abuja, Professor Jibrin Ibrahim; Executive Chairman, Coalition Against Corrupt Leaders (CACOL), Mr. Debo Adeniran; Senior Lecturer / Researcher, Centre for Peace and Security Studies, Modibbo Adama University of Technology, Yola, Adamawa State,  Dr. Chris Kwaja; Executive Director at Centre for Information Technology and Developmen (CITAD), Dr. Y. Z. Ya’u;  ‎Country Director, Search for Common Ground, Mr Chom Bagu.

    Others are the  Chairman, Human and Environmental Development Agenda, (HEDA), Mr Olanrewaju Suraju;  Chairman, Partners for Electoral Reform(PER), Ezenwa Nwagwu;  Executive Director of Civil Society Legislative Advocacy Centre (CISLAC), Mr  Anwal Musa Rafsanjani ; Executive Director of African Network for Environment and Economic Justice (ANEEJ), Rev.     The advice was given against the background of President Buhari absence at the last Federal Executive Council (FEC) meeting and other state functions and in particular, a statement credited to the Senior Special Assistant to the President on Media and Publicity, Mr. Garba Shehu in which he stated that “the president’s doctors have advised on his taking things slowly, as he fully recovers from the long period of treatment in the United Kingdom some weeks ago.

    The statement stated I part: “when President Mohammadu Buhari was recently in the United Kingdom on a medical vacation, which lasted 59 days, many public officers said that he was “hale and hearty.”  But upon his return to the country, President Buhari disclosed that he had never been that sick in his entire life.

    “Even though the President did not disclose the nature of his ailment, he revealed that he went through blood transfusion. While thanking the Nigerian people for their prayers, the President announced that he might soon travel back for further medical treatment.

    “A few weeks ago, the Governor of Kaduna state, Mr. Nasir El-Rufai urged Nigerians to give President Buhari time to recover from his sickness. The plea was made after the Governor had visited and presumably assessed the state of the President at the presidential villa in Abuja.

    “However, due to the apparent deterioration in the President’s health condition, he has neither been seen in public in the last one week nor attended the last two meetings of the Federal Executive Council. His absence at the last Jumat service in the villa has fuelled further speculations and rumours on President Buhari’s medical condition.

    “But instead of embarking on a regular briefing on the actual state of the health of President Buhari, officials of the federal government have continued to assure the Nigerian people that the is no need for apprehension over the matter.

    “In defending the absence of the President at the last FEC meeting and other state functions, the Senior Special Assistant to the President on Media and Publicity, Mr. Garba Shehu stated that “the president’s doctors have advised on his taking things slowly, as he fully recovers from the long period of treatment in the United Kingdom some weeks ago.”

    “As we join the Nigerian people of goodwill to pray for a speedy recovery of President Buhari, we are compelled to advise him to heed the advice of his personal physicians by taking a rest to attend to his health without any further delay”, it added.

    Minister of Labour and Employment, Sen. Chris Ngige has saluted the resilience of the Nigerian workers and hope for a better future in the face of the current economic challenges facing the country, assuring them of the commitment of President Muhammadu Buhari to enhancing their welfare.

    The Minister said the President was doing everything humanly possible to improve the welfare of the Nigerian worker and has put in place several programmes to actualise that.

    In a message to the Nigerian workers as part of the 2017 May Day celebration signed by the Deputy Director, Press in the Ministry, Samuel Olowookere, the Minister fraternized with Nigerian workers as they celebrate the Workers’ Day, a day that has its origin in the historical struggles of workers and trade unions in their efforts to win fair employment standards and more importantly, to establish a culture of human and workers’ rights.

    According to him, “The Federal Government is not unaware of the economic challenges facing Nigerian workers in the public, the private and informal sector of the economy. We appreciate your resilience and hope for better days ahead.”

    While acknowledging the contributions of the Nigerian workers to national development, the Minister emphasised the commitment of the present administration to the enhancement of workers welfare.

    “May I use this occasion to appreciate Nigerian workers for their contributions to national development, unequivocal solidarity to the Change Agenda and the fight against corruption of the present administration under the leadership of President Muhammadu Buhari.”

    “Mr. President is committed to the enhancement of workers’ welfare, through programmes like the Federal Integrated Staff Housing Scheme (FISH), creation of enabling environment to stimulate the economy with the aim of improving the social-economic wellbeing of Nigeria in all sectors of the economy.”

    While soliciting continued support of the Nigerian workers to the Change Agenda, especially in the fight against corruption, Ngige said “As we celebrate today, I urge Nigerian workers not to relent in their support to the Change Agenda of President Muhammadu Buhari.”

    Nigeria cannot afford to break up – Kogi Speaker

    Speaker of Kogi House of Assembly, Alhaji Umar Imam said on Friday that Nigeria cannot afford to break up because the nation’s advancement is tied to its unity.

    The speaker stated this in Ido-Osun, Osun State when he was conferred with a chieftaincy title of “Atona’’- Torch Bearer – by Oba Adedapo Aderemi, the traditional ruler of Ido-Osun Kingdom.

    “As a nation, we really need unity and we cannot afford to break up.

    “We should learn a lesson from the South Sudan’s breakup which turned sour against the envisaged social, economic and political freedom and advancement, he said.

    The speaker noted that the conferment of the chieftaincy title on him in a state as far as Osun is an indication of the indivisible entity, Nigeria.

    He thanked the Ido-Osun monarch and his council of chiefs as well as the Speaker of Osun House of Assembly, Mr Najeem Folashayo-Salam and other members of the House who were at the ceremony.

    Speaking in same vein, the royal father said the conferment of the title on the speaker was to foster the unity of the country against agitations from some quarters for disintegration.

    He said Imam was also chosen for the honour in recognition of his giant strides in bringing development and succour to his people, even before going into politics.

    The monarch called on Nigerians to work assiduously for the unity of the country.

    “What we are doing here today is to further strengthen the unity of this country.

    “Many have died in their bid to unite the country, we should not allow their death to be in vain,’’ he said.

    He said the nation had longed for the good governance and leadership qualities President Muhammadu Buhari is providing now.

    Folashayo-Salam thanked the Oba for joining to strengthen the unity of the country through the choice of Imam for the chieftaincy title.

    He enjoined other traditional rulers in the country to go beyond maintaining peace in their domains to enhancing national cohesion.
