    $5.2b fine: Buhari to determine MTN’s fate

    Communications Technology Minister Adebayo Shittu yesterday said the Federal Government had no intention of bending the rules to allow MTN go unpunished over the subscriber identity module (SIM) card infractions that earned it a N1.4trillion ($5.2billion) fine.

    He, however, said President Muhammadu Buhari has the final say on the fine, adding that the president will  apply his wisdom to decide the fate of the telco.

    Shittu said the sheer number of pre-registered SIM cards discovered on the network of the telco was alarming and worrisome, arguing that MTN has not disputed the “charge” but had apologised and promised not to do that again.

    The minister who spoke on the sideline of the meeting of the Alliance for Affordable Internet (A4A1), his maiden official visit to Lagos, said: “They (MTN) admitted that they were at fault and they apologised for their role in the whole saga. And they have made a commitment that what happened will never happen again and of course we will take the necessary decision at the appropriate time.

    “Nigerians should expect that Mr. President will do the best to ensure that public interest is guaranteed. It is not about the money itself; it is about making sure that Nigerians appreciate (the need to respect the law).  I want to repeat this, nobody wants MTN to die. It is not in the interest of Nigeria for MTN Nigeria to die because as far as I am concerned, MTN Nigeria Limited is a Nigerian company.  It may have originated from South Africa, but it is a Nigerian company. The Chairman of the board and the Chief Executive Officer are all Nigerians.”

    The minister who said he is one of MTN customers said the telco is loved by Nigerians and should take further steps to Nigerianise itself by listing on the floor of Nigerian Stock Exchange (NSE).

    “Of course, I will advise that to make MTN more Nigerian, they need to make MTN more open their doors to all Nigerians so that they will be more acceptability of MTN. MTN has made great strides, it has virtually opened our eyes to telecommunication benefits. And actually, we love MTN because MTN is part and parcel of the Nigerian dream. There are thousands of Nigerians who earn their living in MTN. More importantly, I am a subscriber of MTN from day one that MTN came to Nigeria and I don’t want to be dispossessed of it. So we don’t want MTN to die but what we are doing can be compared to a parent whose child does something wrong. And you know well that if you spare the rod, you will spoil the child. “MTN is not the only operator that is in Nigeria. Other operators have complied and if we don’t punish infractions, then you give a signal to other operators that they too could do same. And that means that it doesn’t pays to be obedient to the laws and regulations. I pray that the issue will be resolved in the best interest of the country by Mr. President,” he said.

    He said the recent decision of Nigeria Governors’ Forum on the issue will not sway President Buhari’s decision on the matter, adding that the issue is like a court’s judgment which required the decision of a superior court to be vacated.

    “The President will take the best decision. It is his responsibility and I am very sure that in his wisdom, he would do what is right. Whether Governors take a position or not, laws have been established about how to deal with an issue like this. It is just like a judgment. If a judge gives a judgment on any matter, the judgment remains valid, whether somebody says otherwise or not, his judgment would be upheld.

    “Of course if you go on appeal, the court where you appeal may decide to review the earlier judgment. But until that is done, the judgment remains the judgment,” he said adding that the decision of the Nigerian Communications Commission (NCC) on the fine remained sacrosanct.

    Supplementary budget scales second reading in Senate

    A Bill for an Act to authorise the issue from the Consolidated Revenue Fund of the Federation the total sum of N465,636,926,857 passed second reading yesterday in the Senate.

    President Muhammadu Buhari, had on November 18, asked the National Assembly to approve the fund as  supplementary budget to augment the 2015 Budget.

    Senate leader, Mohammed Ali  Ndume  presented the fiscal document for second reading.

    The sum of N460,636,926,857 is for additional recurrent (non debt) while the balance of N5,000,000,000 is for contribution to the development fund for additional capital expenditure for the year ending on the 31st of December, 2015.

    Ndume told the Senate that the budget should be approved because of the serious issues it seeks to address especially the lingering fuel scarcity.

    Deputy Senate Leader, Bala Ibn Na’Allah also urged the his members to pass the budget expeditiously in the interest of the country.

    It was referred to the Senate Committee on Appropriation to report back to the Senate in plenary within one week.

    Buhari, Fashola, Amaechi, Ngige, 33 others get ministerial portfolio President Muhammadu Buhari has on Wednesday allotted portfolios to the 36 ministers of the federation after inauguration. Announcing the ministries to be headed by individuals, the President is to head the Petroleum Ministry as he swore in 36 other ministers.     The United Nations Secretary-General, Mr Ban Ki-moon has congratulated Ms. Amina J. Mohammed, Assistant Secretary-General and Special Adviser on Post-2015 Development Planning, on her appointment as Minister in the cabinet of President Muhammadu Buhari.

    In a statement from the United Nations Information Centre in Lagos (UNIC), the Secretary-General is deeply grateful for Ms. Mohammed’s outstanding service and contributions to the shaping of the new 2030 Agenda for Sustainable Development.

    “Across three years of complex negotiations and the most inclusive consultation process in the history of the United Nations, her vision and voice helped to bring people together, enlist new partners to the cause, and reach global consensus on the Sustainable Development Goals – the world’s inspiring new framework for ending poverty and building lives of peace and dignity for all on a healthy planet.

    “The Secretary-General wishes Ms. Mohammed every success in her new role as Minister and looks forward to her continued engagement with the United Nations,” he said.

    President of the Nigerian Football Federation (NFF), Amaju Pinnick has said that President Muhammadu Buhari is worthy of a bold mention in the Guinness Book of Records. The NFF boss said this on Monday in Santiago as he boarded a flight to Buenos Aires on the way back home from a success story at the FIFA U-17 World Cup in Chile. According to a post that appeared on the NFF, Pinnick said: “Yes, it is a success story as you just mentioned, but it would not have ended that way without the great support that the Nigeria Football Federation continues to receive from the President Muhammadu Buhari –led Federal Government. “In fact, the Nigeria Football Federation is dedicating this triumph to President Buhari. He is a man of history. He was there when the first set won the trophy in 1985 as military Head of State; now he is here as civilian President when the Class of 2015 emerged victorious. Seriously speaking, I don’t think there is any Head of State or Government in the entire universe who has this honour, and for this, our PMB deserves a place in the Guinness Book of Records.” Pinnick, whose one–year administration can now point to successes at the African Women Championship (Namibia 2014), African Youth Championship (Senegal 2015) and now the Eaglets’ triumph (aside qualifications for several major tournaments), insisted on Monday that the masterstroke for the Eaglets’ confident and determined approach was President Buhari’s call to the team a day earlier. “We appreciate the President for sparing time out of his very tight schedule to talk to each and every player and official. That was a massive motivation. At the end of the conversation, the players told me they would go all out and give whatever it would take to win, having been inspired by the country’s leader. “Football is a potent and huge tool for national unity and the focus of the present NFF administration is to build a sustainable football culture for our country. Triumphs are good, but we must not overlook the sustainable culture.” The NFF President assured that his administration would be strongly involved in the players’ development, unlike what happened in the past. “People have talked about monitoring the players.     The former Governor of Rivers State and minister designate, Rotimi Amaechi, has advised the federal government to support and empower young Nigerians as they are the building blocks for the country’s development.

    Amaechi made this known at the maiden edition of the Red Media Africa Summit held at the Habour Point, Victoria Island, Lagos.

    The summit and gala night is the second event organized as part of the celebration of the 10th anniversary of Red Media Africa, Nigeria’s leading omni-media company, and it has brought together 121 exceptional media icons who have left an indelible impact on the Nigerian media sphere to be honoured.

    According to him, Nigeria has so many youths who have extra ordinary talents, creative skills and ideas, which if well harness can be veritable tools for nation building.

    Amaechi, who was the Chairman Presidential Campaign Committee of President Muhammadu Buhari recalled that, although God won the victory for President Buhari,  the contribution of Adebola Williams and Chude Jideonwo, the founders of Red MEDIA Africa can never be undermined.

    He said, “I thank Adebola Williams & Chude Jideonwo for taking that responsibility of handling the presidential campaign. They sold our candidate to Nigerians against popular opinion. They got President Muhammadu Buhari to wear a suit, something he hadn’t done for over thirty years and that was one of the biggest highlights of the campaign. Those images broke barriers and sold the man.”

    He continued, “We always say God won the election but their role can’t be overemphasized. They created an impression that we had money, made the other people afraid and think we could match them money for money but we really couldn’t. It was their creativity. I thank them and wish them the very best.

    “I took a risk with  Chude & Adebola to handle the presidential campaign and they did a great job”.

     In her words, the Former Minister for Education, Dr. Oby Ezekwesili applauded the effort of the red media in providing the road map for their generation”.

    Ekwesisli, who launched the west Africa media report produced by the red media Africa said that the report is a contribution to the media industry as people assume time is important in tackling problems but resources called partnership is more germane.

    On the reasons for celebrating icons in the media industry, the co-founder of Red Media, Mr. Chude Jideonwo said that it is a decision of the heart and not of the head, driven by gratitude rather than balance sheets. Our hearts wanted to do this. Our souls wanted to do this. Our very beings wanted to do this.

    ACLN wishes to join other Nigerians to congratulate our President, Mr. Muhammadu Buhari and his Deputy, Vice President Yemi Osinbajo on taking the next step towards advancing the cause of the nation by appointing men and women who would help the administration to get Nigeria where it needs to be – a nation to be reckoned with in the committee of Nations.

    How would this herculean task be achieved; given the fact that in the past administrations, some of our ministers literally sold Nigerian to the highest bidder.

    The tabloid both national and international is replete with ways these public officers diverted huge amounts of the nation’s wealth into their private accounts, lived larger than life, and was comforted by the fact that the powers that be, of which they were a part, would never audit them.

    Our nation was on a precipice waiting to be plundered into utter oblivion were it not for the divine hand that ushered in a new administration whom Nigerians believe will live to its words of fighting corruption, securing the nation and making Nigeria a better place for all irrespective of their background.

    Under the former administration, our nation was moving in a direction where “stealing” was said to not be “corruption iall spheres of public life.  It was not about the people, nor about the nation, it was about self, and how much can be acquired to oppress everyone around.  The impunity knew no bounds.

    To this end, we would like to list a few expectations from poling a cross-section of Nigerians across the globe.  The people would like to see:

     
    1. A declaration of your assets in line with examples from the President and Vice President.
     
    2. Transparency in all dealings; Nigerian ministers must lead with credibility and accountability.
     
    3. As a minister of the federal republic of Nigeria, your portfolios would require that you spend a greater deal of your time in Nigeria, understanding your portfolio, studying the country and judiciously implementing federal character to the extent that no group or state would be left behind.
     
    4. As a minister you must be accountable to the people being served.  
     
    5. That you uphold and honor Nigeria within and without as your actions positive or negative would directly impact the worlds perception of Nigeria.
     
    6. That you buy into rebuilding our tarnished image by your actions. Fighting corruption should be the effort of all including the ministers.
     
    7. That you will find ways to make Nigeria a better place for all and not just the fortunate few.

    Federal appointments: Buhari versus ‘selfish’ elite

    For those who thought President Muhammadu Buhari was not bothered by the severity of the criticisms levelled against his appointments, especially presidency positions, the good news is that he is touched, even if he is unable to frame his responses well. Speaking through Vice President Yemi Osinbajo at the opening of the 21st Nigerian Economic Summit (NES) in Abuja last week, the president inexplicably suggested that selfishness was behind the criticisms. Said the president: “You find out that the elite, whether from the Southwest, Northwest or wherever, are willing to collaborate in stealing the resources of the state. It is important to point out that the idea of where a person appointed into government comes from is meant to divert attention.”

    The president was being cynical. He was in sum accusing the elite of closing ranks when their private pecuniary interests were involved, but dividing the country and creating artificial divides and diversionary barriers when the wider interests of the country should take precedence. Alas, the president is beginning to sound like his predecessors, military and elected. Rather than seek to persuade the rest of the country to his point of view, and accept that indeed, it is possible for a majority to differ from the president, he has begun to read motives into what is arguably a simple, polemical issue.

    However, barely a day after the president gave vent to this unflattering view of dissent, pressures from Niger State forced him to withdraw the nomination of Musa Ibeto from his ministerial list. Former Deputy Governor Ibeto is an All Progressives Congress (APC) chieftain from Niger State who defected from the Peoples Democratic Party (PDP) shortly before the 2015 elections. His competence was never in doubt. But his nomination was nevertheless withdrawn because it violated Niger State’s power zoning formula. It turned out that some of the state’s key appointees and elected officials were from the Niger North senatorial district. Alhaji Ibeto hails from the same district as the Secretary to the Government of Niger State and the governor himself.

    The presidency was right to respect the power configuration of Niger State, after all, appointments are not meant to divide the state or weaken the party. So, why then was it difficult for the president to recognise the need to spread and balance appointments at the presidency? President Buhari’s argument before the NES was both unfair to the elite and misplaced. The elite, whom he denounced as selfish, and this column maintain that the president was unfeeling in the structure of his appointments. Whether he likes it or not, without a religious and ethnic spread in his appointments, his policies and programmes stand the risk of being coloured by subtle prejudices and avoidable oversight. Importantly too, it was not only the so-called selfish elite that criticised his appointments; the criticisms were widespread and remain potent. His spokesmen suggested that by the time he would be through with the appointments, everything would balance out. It remains to be seen how that would be achieved, or, given some of the decisions emanating from the presidency, how he would avoid subtle biases.
