    Buhari in Ebonyi, commission projects

    President Muhammadu Buhari arrived Abakaliki Ebonyi state at exactly 11:15 am Tuesday on a one day visit to the state.

    He was received on arrival by the State Governor, David Umahi and Wife Rachel, Minister of Science and Technology, Ogbonnaya Onu, Ex-Governor Martin Elechi and other top dignitaries from within and outside the state.

    He proceeded to Commission 14.5 Kilometer Abakaliki-Afikpo Road, a Federal Road reconstructed by the state government, two overhead bridges, Akanu Ibiam and Sen Offiah Nwali flyovers.

    The president also laid the foundation for a new tunnel named after him in the state capital.

    Kaduna: You promised to create not kill jobs – NLC tells Buhari

    The Nigeria Labour Congress (NLC) has condemned President Muhammadu Buhari ‘s endorsement of the sack of about 22,000 teachers by the Kaduna state government, saying it was regrettable that a government that promised to create jobs for the people is rather killing jobs. 

    Deputy President of Congress, Comrade Peters Adeyemi told The Nation that the President was wrong in backing the decision by the Kaduna state government without hearing from the representatives of the workers, pointing out that the President should realize that the entire country was his constituency.

    President Buhari reportedly backed the action of the Kaduna state government to embark on a mass sack of teachers who allegedly failed competency test, but the NLC is insisting that the government made up its mind to sack workers and not because the teachers failed an exam.

    He said: “We just heard about that and I doubt if that is correct. If that is correct, then one is in doubt whether the President was well informed. Clearly, as a father, the President is expected to listen to all the sides to a story. It will be unfortunate if the President took a position by only listening to the governor of Kaduna state which we know is a party person.

    “The President should realize that the entire country is his constituency and every Organisation including the Labour movement is part of his constituency. So, it is unfortunate that statement was made. 

    “We condemn it if it is true because it is clearly condemnable for our respected President to approve in a jiffy an action of a government that put into the unemployment market at one full sweep 22,000 to 30,000 workers without conducting any investigation. Labour is still contesting this matter to say it is not correct. We think it is clearly unfair NDE something that is regrettable. We in the Labour movement will seriously seek an audience with Mr. President on this matter and put our case to him. 

    “We do not think it was the right decision to take because it is clearly unfair. I do not think it is right because this government promised employment and not unemployment. This government said it will create jobs. They did not tell that they will kill jobs. 

    “For God sake, who employed those workers in the first instance? Why not deal with those who employed those you think are not supposed to be in the employment. These people did not employ themselves in the first place. Government employed them and they have been working with the government who now find them unemployable overnight?

    “Labour has contested whether it is within the right of the Kaduna state government to set exams for teachers. The answer is no because we know clearly that you can set exams for people to fail. If you really want to sack workers, you can design questions that will make them fail. 

    “The question we should ask ourselves is, is the Kaduna state government not on the part of sacking workers? They want to sack workers and they have achieved that. I learnt they claimed to have given approval for an equal number of workers to be employed.

    “They can say that to the wind and not to us. We don’t support the President’s endorsement of the action. We are in a democratic dispensation and we don’t support the sack of about 22,000 to 30,000 workers at a go. It is not supported by us.”

    Meanwhile, the Congress has asked the governor to withdraw his unpopular policy or face what it described as the mother of all rally, saying no amount of intimidation will deter it from protecting the rights of workers.

    President of Congress, Comrade Ayuba Wabba said in a statement made available to The Nation that the planned mobilisation of youths across the state by the government to demonstrate in support of the mass sack of workers will not help his administration, asking him to beat a tactical retreat instead.

    The Congress accused the state governor of wasting the state resources to mobilise thugs and youths to demonstrate in support of his policy and asked the youths not to be deceived by the government. 

    The statement reads: “We have credible information that the Governor of Kaduna State has directed the Sole Administrators in the 23 local governments in the state to use the resources of the local governments to mobilise thugs to Kaduna metropolis to demonstrate in support of his obnoxious policy on the mass sack of workers. 

    “We at the Nigeria Labour Congress condemn the use of public funds for the pursuit of nihilistic and sadistic agenda. It is criminal and goes against the grain of civilised behaviour and transparency. 

    “It is equally the height of hypocrisy, impunity, moral turpitude and self-righteousness. We advise the Governor to put this money to more fruitful or beneficial use of Kaduna State people instead of this brazen profligacy.

    “We equally advise the youths in the state not to allow themselves to be used by the Governor as it is the jobs of their parents that are being put on the line. We would want to make the point that no amount of money can make up for the means of livelihood of their parents or guardians; thus they should shun this inducement.

    “On our part, we would want to sound a note of caution to the Governor. After our Wednesday rally, we had thought he had seen the handwriting on the wall….the overwhelming resentment against his unpopular and self-serving policies.

    “His resolve to rent youths/crowds with scarce public funds ( from the local governments where he has created starvation, unemployment and want), instead of tactical withdrawal,   clearly suggests how far gone he is on a mission of self-immolation as well as on a mission to  destroy careers, means of livelihood and homes.

    “We want to reassure him we will resist his malevolent, inhuman and unlawful policies with all the lawful means available to us. Accordingly, he should be ready to keep a date with us in a mother of all rallies as we mobilise workers, pensioners, and our civil society allies across the country to the state. It is a date we intend to keep with  him except he advises himself wisely.”

    FG poised to accelerate growth, development – Minister

    Minister of State for Labour and Employment, Prof. Stephen Ocheni has said that the federal government has developed a special package of incentives aimed at accelerating the growth and development of the various sectors of the Nigerian economy, reduce poverty and promote economic recovery and growth of the nation.

    Speaking when he was honoured with an Excellence Award by the Chartered Institute of Taxation of Nigeria, Ocheni said the special incentives were designed by the government to restore Nigeria’s economy to the part of sustainable growth.

    He said: “the federal government has developed a package of incentives for various sectors of the economy which will help to accelerate growth and development, reduce poverty and promote the government economic recovery and growth plan which is designed to restore Nigeria’s economy to the part of sustainable growth.”

    He describes the private sector as the engine of growth and wealth creation in any country while the government’s major responsibility is to provide the enabling environment for the private sector to operate.

    He describes tax incentive as a deliberate reduction in tax liability approved by the government to encourage some corporate bodies to invest more, saves more and imports less, adding that the reduced tax liability can be achieved through the reduction in the tax rate, tax deferment or outright exemption.

    He said “priority sectors of the economy such as agriculture, mineral, oil and gas are given. Incentives in order to influence production cost. One form of the tax incentive is the granting of capital allowances because capital expenditure is not admissible in earning profits, but definitely, capital expenditures result in the creation of fixed assets which contribute immensely to profits earning.

    “It is, therefore, reasonable to provide a form of relief in taxation in respect of these expenditure items. Therefore, special allowances called capital allowances are created to take care of this relief. When a fixed asset is put into use by a business, its value declines through physical wear and tear through the passage of time. 

    “The law does not allow the cost of these assets as direct debits or charges against profit hence it becomes reasonable for a taxpayer to set aside some portions of the profit annually for the replacement of the asset on the expiration of its useful lifespan.

    He commended President Muhammadu Buhari for the huge success recorded in the implementation of the economic recovery and growth plan which led the country out of recession.

    Buhari okays El-Rufai’s sack of teachers 

    President Muhammadu Buhari on Monday expressed his support to the Kaduna State Governor, Nasir el-Rufai, over moves to sack 21,780 teachers.

    The teachers had recently failed the competency test conducted by the state government.

    Speaking during a special retreat of the Federal Executive Council (FEC) on the challenges facing the Education sector in Nigeria themed: “Education in Nigeria: Challenges and Prospects”, the President decried a situation where teachers were not different from their students in terms of learning.

    He also lamented the bad condition of the nation’s education sector with 13.2 million children out of school.

    The President said “To digress a little bit so that you know that I meant what I read.

    “Having been an orphan, I still feel that whatever I did in life so far was built by boarding school. For nine years was in boarding school, three in primary and six in secondary school.

    “In those days, teachers treat their students or children like their own children. If you did well they will tell you, you did well, if you don’t do well they never spared the rod.

    “When I finished my secondary school, I didn’t work for a day, I refused to work for a day, I left home, I refused to work in the local government, and then I joined the army. And the army of that time we went through all we went through up-to the civil war.

    “And then I listened to one of the Nigerians I respect, he said after his training here in Nigeria and the United States, he went to his alma mata, his primary school to see what he could contribute. I won’t mention his name but when he went, he couldn’t differentiate between the students, the children and the teachers.

    “And what El-Rufai is trying to do now is exactly what that man told me about 10 years ago. It is a very serious situation, when teachers cannot pass their exams that they are supposed to teach the children to pass.

    “It is a very tragic situation we are in and this our gathering together to me is one of the most important in this administration.” he said

    The Minister of Education, Adamu Adamu stressed that no nation can rise above the standard of its education as education serves as a springboard for every kind of development.

    He said “If education is weak or dysfunctional, society and its development will also be weak and dysfunctional. And all change including our very Change Agenda begins with education; because it is education that shapes, corrects and restores society. But to be able to restore order to society, education has to be made a national priority.

    “This truism is valid for every society and is of particular relevance for our own society which, we all agree is confronted with a litany of challenges and deficits.

    “Education offers us the knowledge, tools, skills and attitudes with which to address and surmount these challenges, to correct and overcome inhibiting deficits, and to put our country on the path of accelerated development and sustainable change. Your Excellency, permit me to share a story l read about the Chinese. In their determination to build, and live in, a peaceful society, they built the Great Wall believing that it would keep invaders at bay; because they thought it was impossible for anyone to scale it, given its insurmountable height.

    “However, within the first century of the construction of the wall, the Chinese were invaded three times. Every time the invaders came, they had no need to climb over the wall; because each time they came, they were able to bribe the guards on duty at the gate, and the gate was opened for them. The Chinese took pains to build the wall but they forgot to build the character of the guards who were supposed to secure the walls.

    “The great lesson of this story is that character-building proceeds wall-building And character is everything: as one of the Orientalists once said: “If you want to destroy the civilization of a nation, there are three ways of doing so: 1) destroy the family structure 2) destroy education and 3) lower role models

    “In Germany and Finland, for example, the highest paid professionals are teachers. They are better paid than judges, doctors, engineers, accountants, and so on. When Chancellor Angela Markel, was asked by the engineers, doctors and judges to pay them the same salary as teachers, she told them, “How can I compare you to those who taught you?” This is the logical perception and attitude that Nigeria’s leadership should have of education am strongly persuaded that if we offer automatic scholarship to students who take education, and automatic employment and a preferential compensation package to those who take to teaching as a profession, our system will improve tremendously. If we give regulatory agencies the teeth to bite and do their work, mediocre teachers will soon disappear from our classrooms.

    “If we insist on professionalism with appropriate deadlines set for those who teach, the situation will improve phenomenally. We can minimize and in due course eliminate mediocrity in the education sector.” he said

    According to him, Nigeria must return to development planning if the nation is to develop.

    “There is need to harmonize the learning and teaching that transpire in our tertiary institutions as well as re-define our national goals periodically. Since independence and up to the time Your Excellency was military head of state, this nation had had National Development Plan and we must return to development planning if this nation to develop; else, it will remain one vast landscape of unconnected contracts, and disconnected researchers unable to connect their work with national development policies and vision.

    “Already, the Federal Ministry of Education has commenced work in all three areas with the publication of our Ministerial Strategic Plan on education, which anticipated, and is therefore in line with, the recently approved Economic Recovery and Growth Plan.

    “Our education should drive our national development objectives and we need to carry the universities and other tertiary institutions along. We vocational training centres and give our technical have to revive our attention schools adequate and requisite Mr. President, to achieve the desired change that education needs, there is need for improved funding and a measure of political will in national governance. Such is the weight of the problems that beset our education and the deleterious it has had on our national development efforts that I believe that this Retreat should end with a declaration of a state of emergency in education so that we can face the challenges frontally and squarely.

    “These challenges are not insurmountable: what is needed is vastly improved funding accompanied by a strong political will. The strong political will needed to do all this is present in this government. What this government must now do is to make the funds available.

    “Your Excellency, nobody has the moral and resource capacity to intervene promptly, substantially and sustainably in all areas of education provisioning better than the government. Unfortunately, from 1999 to date, the annual budgetary allocation to education has always been between four per cent and ten per cent. None of the E9 or D8 countries other than Nigeria allocates less than 20 percent of its annual budget to education.

    “Indeed even among sub-Saharan Africa countries, we are trailing far behind smaller and less endowed nations in terms of our investment in education. There is therefore need for a major investment in education in the national interest. A clear guide, Your Excellency, is the costing of the APC campaign promises in education which shows that after four years, would be minimum of one Naira per annum, required to fulfill your thirteen promises.”

    All change, he said,  must begin with education, because, if education is gotten right, other areas of national life in Nigeria will be right and fall in line,” he stated.

    Lawmaker urges strict implementation of 2018 budget

    Strict compliance and proper implementation of 2018 budget will sustain economic growth and reduce the present hardship occasioned by high level of poverty in the country.

    The lawmaker representing Idanre/Ifedore federal constituency in the House of Representatives, Bamidele Baderinwa said the presentation of the 2018 appropriation bill to the joint National Assembly by President Muhammadu Buhari in appropriate time will accelerate quick implementation of the budget.

    The legislator noted that though the timely presentation of the 2018 budget proposal was good but its proper implementation must be strictly followed.

    He said “It is not enough to present the budget early but Ministries, Agencies and Departments must be up to the task on the implementation of the budget”.

    According to him, the 2016 and 2017 budgets were not fully implemented, stressing that the development often lead to underdevelopment and affected the economy.

    He said “The masses also bear the brunt, as so many other things will left unattended to on the side of the government”.

    The lawmaker called on President Muhammadu Buhari to be more proactive and sensitive to issues bothering on national development.

    He emphasized that the president ought to have taken certain decisions in the overall interest of Nigerians.

    Baderinwa said Nigerians who voted for the APC await purposeful action, as they complained of the change mantra because of economic hardship.

    The Ondo lawmaker lamented the situation where Nigerians no longer ‘live at ease’ and comfortable with government policies which had not better their life.

    He charged President Buhari to be awake to the responsibility of good governance now that his health has stabilised in order to regain the trust of the people.

    The lawmaker urged the President to gear up and play true party politics and governance towards steering the wheel of progress of the country in the right direction.

    Baderinwa pleaded that the President should live up to expectations of Nigerians by applying political will to resolve all pending corruption allegations.

    He said all the anti-corruption agencies should be empowered to take lawful and decisive action against corrupt personalities in order to repose confidence in these institutions.

    The Muslim Ulamah on Friday advised President Muhammadu Buhari to always ensure proper dispensation of justice and fairness at all times to sustain the relative peace being enjoyed across the country.

    A spokesman of the group, Dr Khalid Aliyu, stated this after a closed door meeting with Buhari in the Presidential Villa, Abuja.

    Aliyu, who is the Secretary General of the Jama’atul Nasril Islam (JNI), said all “we want the government to exhibit is the fear of God in all it does and ensure justice for all”.

    He said the group also sued for the sustenance of the good works of the administration.

    “These are the demands to government; one, to fear God almighty, two, the establishment of justice regardless of section, tribe or religion. All citizens of this country need to be treated equally and in fairness.

    “This is very important,” he stressed.

    Aliyu, who lauded the president for convening the meeting, pleaded with the President to convene more of such meetings to give room for useful counsel to government.

    He said: “We should be having this type of meeting regularly in order to counsel the President and also for us to have an opportunity to tell him from the non-governmental quarters.

    “Some of the feelings of the people so that he can compare with what he gets from the government quarters to see whether he is being given the correct information or not, so that the common man will really feel the change that this government stands for.’’

    The JNI Secretary General revealed that the group also prayed with the president and thanked God for his speedy recovery.

    “We thank Allah for the safe return of President Buhari from his medical vacation and the smooth conduct of affairs as he continues to lead the country.’’

    Buhari vows to tackle insecurity, injustice raised by religious leaders

    President Muhammadu Buhari on Friday assured religious leaders, and all Nigerians, that his administration will address rising concerns of corruption, insecurity and injustices in various parts of the country.

    Buhari gave the assurance when he received a Christian delegation led by the President of Christian Association of Nigeria (CAN), Rev. Samson Olasupo Ayokunle and a Muslim delegation led by the Secretary General of Jama’atu Nasril Islam (JNI), Dr. Khalid Abubakar Aliyu, in separate meetings at the State House.

    According to a statement by the Special Adviser on Media and publicity, Femi Adesina, the President told the CAN delegation that he had already given instructions for the submission of all the names of heads of parastatals in order to address the allegations of lop-sidedness in appointments.

    “On the question of one-sided appointments, we will look at it. I have given instructions that a list of all heads of parastatals be submitted to me and I know they will not delay in doing that,’’ he said.

    President Buhari said his administration would ensure reform of the police and judiciary, describing both institutions as critical for the security and stability of the nation.

    He said: “There is no way we can be comfortable in our country unless we are lucky to have a good police force and judiciary.

    “We need a good police force and judiciary to really maintain the legitimacy and the confidence of the populace in governance,” the President added.

    On the fight against corruption, the President assured both CAN and the JNI leaders that his administration would always be guided by the rule of law and constitutionality in prosecuting all those that had been accused of corruption.

    Buhari explained to the JNI delegation that corruption in the country had taken a cultural dimension, urging all religious leaders and Nigerians to join in the fight in order to reverse the trend.

    “When something becomes a culture, it is more difficult to stop, but collectively we will prevail,’’ he assured the leaders.

    In his remarks, Rev. Ayokunle commended the President’s achievements in the fight against corruption, empowerment of the military to flush out Boko Haram terrorists and the recovery of some of the kidnapped Chibok girls.

    The Secretary General of JNI appealed to the President to pay more attention to the yearnings of Nigerians, urging him to continually walk in the fear of God.

    2018 Budget: Lagos lawmakers harp on performance

    Some Lagos State lawmakers on Friday said that the effect of the 2018 Budget on the common man was more important than its proposed size of N8.612 trillion.

    The lawmakers, who spoke in interviews with NAN in Lagos, said that the timely presentation of the budget showed that President Muhammadu Buhari was committed to enhancing living conditions.

    NAN reports that President Buhari on Tuesday presented an appropriation bill of N8.612 trillion for 2018, saying that the document will deliver on Nigeria’s economic recovery growth.

    The Chairman of the House Committee on Finance, Mr Yinka Ogundimu, said that the Federal Government should put measures in place to ensure a successful implementation.

    Ogundimu, representing Agege Constituency II, said that attention should be given to development of non-oil sectors to stabilise the nation’s economy.

    “We have not been having problems with the budget size and allocations; the major problem is returning the budget in time to the executive by the National Assembly as well implementation of the budget.

    “Before we should talk about 2018 Budget estimate, we should be able to look into the performance of the 2017. How far have we gone?

    “What is the percentage of capital expenditure performance to the recurrent? We should look at how the budget has been able to affect the lives of Nigerians.

    “We need to measure the per capital income; Has there been any improvement in the lives of the people from the beginning of the year?’’ the lawmaker asked.

    Ogundimu urged the Federal Government to do more to develop other critical sectors of the economy such as agriculture.

    He advocated establishment of a board to market the nation’s agricultural produce in order to get more local and international markets.

    According to him, the government needs to regulate the prices of agricultural produce to favour farmers.

    He called for timely passage of the budget bill.

    Mr Abiodun Tobun, the Chairman, House Committee on Works and Infrastructure, expressed the hope that the budget would enhance the completion of ongoing projects.

    “Looking at the ratio of capital to recurrent, it shows that the Federal Government means well for the people.

    “This Budget of Consolidation means that much of the ongoing projects will be completed in the New Year as the following year, 2019, is an election year.

    “It will be wrong for the Federal Government to start new projects when ongoing projects have not been completed,’’ he told NAN.

    According to him, the Federal Government’s economic recovery plan will enhance infrastructure, attract investors and create jobs.

    Tobun urged Nigerians to be patient with the government.

    Mr Nurudeen-Saka Solaja, representing Ikorodu II, said that the proposed budget was a signal of hope for the citizenry.

    Solaja, the Chairman, House Committee on Science and Technology, also urged Nigerians to be patience with efforts to reposition the country.

    Navy to launch 20 new patrol boats in Delta-Ag.Director

    The Nigerian Navy (NN) says it will on Saturday inaugurate 20 new patrol boats at NNS DELTA in Warri, Delta.

    The Acting Director of Information, Naval Headquarters, Navy Capt. Suleiman Dahun, made this known in a statement on Friday in Abuja.

    According to Dahun, the boats comprised 16 locally built Epenal boats and four Rigid Hull Inflatable boats, imported from South Africa.

    He explained that the induction of the boats was part of the key priorities in the Chief of the Naval Staff (CNS) Vice- Adm. Ibok Ete-Ibas’s Strategic Directives of 2017.

    The acting director said further that the induction was aimed at boosting the service operations on the Nigerian Navy.

    “Accordingly, the service deeply appreciates the support of the President and Commander-in-Chief of the Armed Forces, President Muhammadu Buhari, toward the recapitalisation efforts of the NN.

    “The newly acquired patrol boats will be deployed to boost the NN’s ongoing operations in tackling maritime five crimes,’’ he said.

    Dahun named the five crimes as: ‘’crude oil theft, illegal refining of crude oil and other unwholesome security threats in maritime domain.”

    Dahun assured all legitimate stakeholders operating in the maritime environment of the readiness of the service to provide efficient security for unhindered socio-economic activities and ensure national prosperity.
