    Taraba Gov briefs Buhari on security, agriculture, others

    President Muhammadu Buhari on Monday met with Taraba State Governor, Darius Ishaku at the Presidential Villa, Abuja.

    Issues discussed at the closed door meeting included security and agricultural development in the state.

    Speaking with State House journalists at the end of the meeting  Ishaku said “I’m here in the villa to brief Mr. President on situation of things in Taraba State. I also reported to him security wise we have recorded few successes, peace in the state and we need to enhance it. Therefore, we will need his presidential support in that manner.

    “And to generally brief him on the success we are having on agriculture and to also appreciate him very much indeed about the award of Mambilla hydro-power project which is one of the biggest hydro-project in Nigeria.

    “It has stayed over 30 years on the drawing board until his administration. So that is a very big feat and I thought I should come and thank him and seek his audience when next I will come with Taraba people to thank him.

    “It’s a very good project for the country as a whole, 3.050 megawatts, for those of us who know what a megawatt is, it can do a lot in developing Nigeria.

    “I’m sure you are aware of our popular green house, last year we had 16,000 in the rice farm we want to quadruple that by this year and therefore we need assistance particularly to build channels where we can distribute water. Because the dry season farming is more popular than the rainy season, they harvested rice four times more and we want to enhance that.”

    He disclosed that the state has also gone into other crops cultivation including cocoa, beniseed and soya beans.

    “All these we are recording huge successes in the state.” he said

    According to him, the state has also recorded huge success in education and for the first time move from less than 28 percent on WAEC table to 67.3 percent last month.

    “When they graded the whole country, we were number 8th in the whole country and number one in the northern states. We have really pushed education very high and we intend to push it to an enviable height,” he said.

    On farmers/herdsmen clash, he said that his state is quite calm even as there is plan to introduce the anti-grazing law in the state next year January.

    He said that two panels were set up to sensitize the farmers and the herdsmen so that they both understand the benefits of the anti-grazing bill.

    “Because I still believe for the herdsmen socially and economically, that is the best thing that will ever happen to them if we can consolidate on that. The awareness is improving each day and people are beginning to know that these laws are done in good faith and are done to secure lives and properties of the people. We are sure that there will be not much hindrance to its implementation.

    On the kind of security assistance required from the Federal Government, he said “You know security is sole prerogative of Mr. President, it is his assignment. We state governments rely on the federal government for the soldiers, the police and all the security agencies and therefore you need the presidential directives to be able to enhance the security in the states, particularly my state where some of the soldiers have been withdrawn to other areas in the country which we will need them if possible to come back so that we will feel more secure and continue to live in peace.

    On what the President’s response was, he said “Positive.”

    Buhari tasks universities on solutions to nation’s challenges

    The Federal Government has asked universities as research institutions to come up with solutions to issues challenging the country.

    President Muhammadu Buhari, said this in Uyo on Saturday during the 22nd and 23rd convocation of the University of Uyo.

    He was represented by the Minister of State for Education, Prof. Anthony Onwuka.

    He noted that historically, universities have always been known to be research centres  for the advancement of civilisation.

    Buhari said the government has been supporting research in all the institutions of higher learning in the country.

    He said that the inability of some nations and their institutions to play a significant and leading role in the global competition for technological and scientific research was the major cause of their underdevelopment.

    The president said that Nigeria cold not afford to lose any part of the country through secession, dismemberment or any other process, adding that the elite and political class also have a role to play in healing and reconciling the nation.

    “I am tasking our universities to conduct research and come up with empirical solutions for this national problem which is plaguing and even threatening our continued existence as a country today.

    “Historically, it is the tertiary educational institutions, notably the universities and similar institutions, that have generated, through research, the greatest amount of knowledge for the advancement of the present world civilisation.

    “At present, all the scientific and technological developments the world has witnessed today are research-generated, research-supported and research-sustained.

    “This explains why the Federal Government has supported research in all ramifications in our universities. Through TETFund, the FG has made more than N3bn available for scholarly and high impact researches,” Buhari said.

    Earlier, Gov. Udom Emmanuel, of Akwa Ibom, who was represented by his deputy, Mr Moses Ekpo, charged universities to key into science and technology to advance the course of mankind.

    He said that was why the Akwa Ibom Government allocated enormous resources to sustain its free education policy to ensure conducive learning environment for our children.

    “As the new graduands receive their academic laurels today, I challenge Nigerian universities, especially University of Uyo to be guided by the reality of the 21st century, which is technologically driven.

    “Inasmuch as liberal science remains defining block of understanding of our social relationship, we should begin to tailor our curriculum around the area of science and technology as the world today is being served by ideas and ideas create wealth.”

    The Vice Chancellor of the university, Prof. Enefiok Essien, said despite the difficulty the university was passing through, it has been able to produce graduates that have won laurels at national and international levels.

    He said that given the commitment of the present government to prudent management of the nation’s resources, it was hoped more money would be found to fund education.

    “It is my expectation that some of the funds saved through prudence in the running of government would be channelled into the revitalisation of education in the country to bring our level of funding to UNESCO’s minimum of 26 per cent of annual budget.

    “It is my earnest desire and wish that Nigeria’s university education should be revived to a point where nationals of other countries will be coming here for learning as it was in the early 1960s, 1970s, and even up to early 1980s.”

    The News Agency of Nigeria (NAN) reports that the combined convocation witnessed the distribution of certificates to 8,012 graduates with 22 students bagging first class honours.

    NAN also reports that three prominent Nigerians, Alhaji Muhammadu Indimi, the executive chairman, Oriental Energy Resources, Mrs Ime Essien Udom and Mr Kevin Onuchukwu were awarded honorary degrees.

  • The National Association of Nigeria‎n Students (NANS), has written to President Muhammadu Buhari, calling for an open public investigation into looted pension fund.

    In a letter to the President dated November 2, 2017 and signed by its President, Comrade Aruna Kadiri‎, said‎ though, the decision of the President to disengage Maina from service was as a result of misleading report presented to him by those who supposed to feed him with detailed development across the country.

    The NANS President said, “The decision was hasty and generally not of the interest of Nigerians. As a body of intellectualism, we observed that there is a ganged up against Mr Abdulrasheed Abdullahi Maina who was the chairman of the defunct Pension Reform Taskforce Team, PRTT under the Goodluck Jonathan’s administration.

    “The PRTT has Economic and Financial Crime Commission, EFCC, the Independent Corrupt Practices and other offenses Related Commission, ICPC, the Department of State Security , DSS, the National Intelligence Agency, NIA, the Nigeria Police Force, the Accountant General of the Federation, the Auditor General of the Federation, the Federal Ministry of Finance among others.

    “We, as Nigerians can not be clouded by the diversionary method of the cabal to shift our minds from the N1.6 trillion to N2.1 billion. We also gathered that, immediately Mr Maina’s PRTT was disbanded, the then government created Pension Transitional Arrangement Directorate (PTAD). PTAD discontinued the on going biometric supervised by the PRTT and got approval of N8bn for the same biometric which up till now, is yet to be carried out.

    “The Director of Finance of Maina’s led PRTT is now the Director of pension in PTAD while Mr Ibrahim Lamorde of the EFCC heads the Police Special Fraud unit in Lagos. We believed that it is not possible for the chairman to steal such huge amount without the finance director and other team members if they actually stole public fund. Nigerians want to know the whereabouts of the N1.6 trillion recovered and the N5.32bn blocked by Mr Maina and his team in the head of service and police.”

    Comrade Kadiri also said, “Since the EFCC and ICPC were members of the Maina’s committee, and as well implicated in the looted treasury, an independent investigative panel be set up to properly investigate the allegations and counter allegations. An investigative panel with live coverage which will boost the anti corruption war of your administration will be highly appreciated by Nigerians.

    “For the sake of justice, equity and fairness, we also advice and recommend that your Excellency immediately reabsorb Mr Maina pending the outcome of the public investigation and if found wanting be properly prosecuted.”

    Arrest, arraign Maina now – DPP tells Buhari

    The national leadership of the Democratic Peoples Party (DPP) on Thursday urged President Muhammadu Buhari to immediately arrest and properly prosecute the embattled former chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina.

    National Chairman of DPP, Garshon Benson gave the advice at the National Executive Committee (NEC), meeting of the party in Abuja.

    Benson who described Maina as fugitive said due process should be followed in handling Mania’s case.

    The party also advised Buhari to consult wisely during his next cabinet shakeup.

    His words: “Maina can be described as fugitive. If the Head of Service said she doesn’t know anything about his reinstatement and suddenly now they said that there is a court order that the man should be arrested.

    “Our view is that our country has not done well, how did it come into the country? What process was he reinstated? These are issues we need to know.

    “Maina should be made to face the law. Out law said you are presumed innocent until you are convicted. Government should make efforts to arrest him and properly try him. Let him state his own side of the story.

    “If the court says all what everybody is saying now that he did not do it well, but if the court has an overwhelming evidence base on the fact before it then it is better. We thank God for the health of President Muhammadu Buhari that he has resumed duty fully. Anybody can be sick. We thank God that Buhari has been gotten that grace from God to get over the sickness.

    “We want government to consult wisely on the up coming cabinet shakeup in appointing people. Buhari told the world that he is a president for all Nigerians, so we want an all inclusive government that would draw Nigerian out of the present political situation.

    “More technocrats should be brought into government; we are looking at managing Nigeria resources for Nigerians so that the economy can improve.”

    President Muhammadu Buhari will be presenting the 2018 Appropriation Bill to a joint session of the National Assembly on Tuesday, November 7, 2017.

    The information was contained in Buhari’s letter to the President of the Senate, Dr. Bukola Saraki and which was read at plenary on Thursday.

    The event, which is scheduled to hold at the chambers of the House of Representatives, will start at 2pm.

    Buhari calls Tinubu, condoles him over loss of son

    President Muhammadu Buhari says he is deeply grieved to learn of the passing away of Jide Tinubu, eldest son of the APC National Leader, Asiwaju Bola Tinubu.

    President Buhari in a telephone call on Wednesday to Asiwaju Tinubu on behalf of the Federal Government and his family offered his deepest condolences to the Tinubu family over the loss of Jide.

    Mr Femi Adesina, the president’s Special Adviser on Media and Publicity, in a statement issued in Abuja on Wednesday, said Buhari described the transition of Jide as “sad and painful.”

    The President said that the nation had been denied the services and potentials of the resourceful lawyer.

    He prayed that God would grant the Tinubu family, friends and associates the fortitude to bear this irreparable loss, and comfort all who mourned the passage of the promising gentleman.

    The late Jide Tinubu was a graduate of the University of Liverpool, England. He obtained Master Degree in Maritime law from the University of London, and was called to Nigerian Bar in 1999.(NAN)

    Senate blocks future inclusion of Kano, Plateau in NEDC

    Spirited efforts to pave the way for the future inclusion of Kano and Plateau States as part of beneficiaries of the newly created North East Development Commission (NEDC) failed on Wednesday in the Senate.

    This is coming as the upper chamber sought adequate financial provision for NEDC in 2018 budget

    A Bill seeking the establishment of a commission to spearhead the reconstruction, rehabilitation and resettlement of peoples and infrastructure affected by Boko Haram insurgency in Borno, Yobe, Adamawa, Bauchi, Gombe and Taraba States were assented to last week by President Muhammadu Buhari.

    Although the Senate had included Kano and Plateau States as part of States to be covered by the commission when set up the inclusion of the two states was later expunged at the conference level between the Senate committee and that of House of Representatives.

    Senator Jibrin Barau (Kano North) in an attempt for the inclusion of the two states during future amendment of the NEDC Act, sought the approval of the Senate to pave the way for inclusion of the two States in any future amendments of the Act.

    Barau’s prayer seconded by Senator Jeremiah Useni (Plateau South) read: ” Whenever in future the NEDC Act is amended, Kano and Plateau states should be included “

    When Deputy Senate President, Senator Ike Ekweremadu put the prayer to a voice vote, the senators overwhelmingly voted against it.

    Ekweremadu repeated the voice vote. The result was a resounding nay as the lawmakers stood their ground against any future inclusion of the two states as part of NEDC states.

    A motion on assent to the bill sponsored by Senator Danjuma Goje ( Gombe Central) and 15 others some senators asked for a similar commission for the development of their zones.

    Senator James Manager (Delta South) who commended President Buhari and the National Assembly for the NEDC Act urged the Senate to do likewise for the South East Development Commission Bill which according to him, has passed second reading.

    The manager noted that all the federal roads in the South East have collapsed aside disasters already inflicted in a substantial part of the area by gully erosion.

    He said that the situation needed urgent intervention from the centre in the mode of a development commission.

    He said: “We all supported the now signed NEDC Act when presented to us as a bill because of the need for it and in that light, I appealed to this Senate to give similar support to the South Development Commission Bill that is already before us and even passed second reading.

    “Am making this appeal because it’s been long when the said bill was passed for second reading without us hearing anything about it again. Please where ever the bill may be and whatever may be happening to it, let in the interest of fairness to all Nigerians bring it forward for the needed consideration and support.”

    Senator Kabiru Marafa (Zamfara Central) in his contribution said a bill for similar commission for the same purpose covering Niger, Kebbi, Zamfara, Sokoto, Katsina may soon be tabled before the Senate for consideration

    He lamented that not less than 5,000 people have lost their lives to violence being inflicted on the states by groups similar to Boko Haram like cattle rustlers and others within the last two years aside property and farms worth billions of Naira destroyed.

    Marafa said, “The blood thirty groups killed people in these States on daily basis and even recently attacked a military formation in Zamfara killing four soldiers. I support this motion commending Mr President for assenting to the NEDC Act and congratulates my colleagues from the North East zone on the commission but the Senate should not be surprised if a similar bill seeking for such development commission to cover the mentioned States is brought for consideration.

    “Those of us from the affected States have been keeping quiet but the rate at which violent attacks from the groups are causing severe destruction in  the states, a bill for a commission like this   may be brought for consideration and support of all.”

    Meanwhile, the Senate has asked the Federal Government to make adequate financial provision in the 2018 budget for the take-off of the North East Development Commission (NEDC).

     The upper chamber also affirmed its commitment to the implementation of the NEDC Act following the assent of President Muhammadu Buhari on 26th October 2017, to the NEDC Bill as passed by the National Assembly.

    The lawmakers noted that signing of the Bill into law marks the establishment and take-off of the North-East Development Commission.

    Commenting on a motion raised at the plenary in the Senate, Wednesday, President of the Senate, Dr. Abubakar Bukola Saraki, said the signing into law of the NEDC Bill “marks a significant development in our country’s humanitarian and development response to the crisis in the North-East region.”

    Through the establishment of the North-East Development Commission (NEDC), resources from the Federal Government and international donors will be coordinated and disbursed to meet the relief, recovery and developmental needs for a region in desperate need of stability.

    The President of the Senate decried the devastating impact of the conflict on the public infrastructure and on the lives of millions of Nigerians in the North-East. “According to the Borno State Ministry of Relief, Rehabilitation and Resettlement, in Borno State alone, over 950,000 houses, approximately 660 municipal buildings, and around 700 power distribution stations were destroyed during the insurgency.” Another “over 5,000 schools, 200 health facilities and 1,600 water supply sources were also razed.

    “With such dire statistics, it is vital for the NEDC to coordinate the planning of federal and state authorities to begin the work of transitioning from humanitarian response to recovery activities. These programmes must also include support to revive the livelihoods of the local populations.”

    The President of the Senate expressed confidence that standing up for the NEDC will go a long way towards augmenting civilian-military relations. “The military has greatly improved the security situation in the region and has created an enabling environment for stability and growing rehabilitation,” he said.

    “We must all keep in mind that the creation of funding of the NEDC alone will not resolve all of the issues in the North-East. However, it must build and represent a better level of governance than what existed before.”

    He thanked the Senators from the North-East states who sponsored the motion, saying: “They honourably represent the thousands of communities and millions of people whose properties have been destroyed and whose lives have been disrupted” as a result of the crisis. “We can never forget the terrible price these Nigerians have paid just to live in their homeland.”

    Affirming commitment to defend, protect and rehabilitate all territory and people within Nigeria’s national borders, the Senate also called on Donor Agencies’ to continue their support for the North-East through the newly established Commission.

    Cabinet reshuffle: Buhari just betrayed his promise – ADP

    The Action Democratic Party (ADP) said on Wednesday that the decision of President Muhammadu Buhari to expand his cabinet and appoint more Ministers was a betrayal of his promise to run a lean government as a way of conserving funds.

    National Chairman of the party, Engr. Yabagi Sani said in a statement in Abuja that it was unfortunate that the same President who promised change has refused to be consistent and faithful to all the promises he made to the Nigerian people.

    President Muhammadu Buhari had told the National Executive Committee of the party on Tuesday that “the compressed Federal Executive Council will be expanded to bring in more supporters at Federal Level, with fresh ideas to be injected into the process.”

    The ADP said “It is sad and very disappointing that President Buhari who promised CHANGE has refused to be consistent and faithful to all the promises he made to the Nigerian masses.

    “His attitude towards corruption allegations against his close associates, his unprecedented tribal/kinsmen appointments and penchant for refusing to talk when Nigerians needed his voice of assurance mostly, have proved that his body language, in the beginning, was a mere gimmick.

    “We want to advise that what he needs is not the appointment of additional ministers but to make himself more accessible to the current cabinet members so as to achieve synergy and success.

    “The current Cabinet members have been working with a President they only see on FEC meeting days and hardly had the opportunity to discuss personal challenges or aspirations except through the Chief of Staff or the now replaced Secretary to the Government (SGF). If the President continues to run the government by proxy, history may not be kind to him in the final analysis.”

    Contrary to public outcry, President Muhammadu Buhari on Tuesday said that the country has witnessed real change between 2015 and now.

    The President made this known after the National Executive Council meeting of the All Progressives Congress (APC) held in Abuja.

    Buhari said the country has seen a regular supply of petroleum products, a successful Presidential Fertilizer Initiative; & TSA Implementation. “This change is real.

    “The APC is proud of our achievements in the last 2 years: the fight against Boko Haram, Agric Revolution, Improved Power, Peace in the Delta.

    “Internationally, Nigeria’s prestige and credit-worthiness have gone up. We have regained our respect on the International stage.

    “Today, the World Bank released its latest Business Rankings report. We moved up 24 places & are one of the world’s 10 most improved countries,” he said.

    President Buhari further noted that it is sometimes easier to manage failure than to manage success—especially the kind of big success the APC achieved in 2015.

    “I said last year that we would shortly reconstitute the Boards of Parastatals. I regret the fact that we’ve not done so, for many reasons.

    “Nevertheless, we will not rest on these achievements. There are still quite a number of challenges before us, and we are well aware of these.

    “I know that our supporters are also very eager for these Board appointments to be announced. By God’s grace, they will be announced soon.

    “Regarding concerns about the representation of our supporters in the Federal Government, rest assured that this is also being looked into.

    “We will expand the Federal Executive Council to bring in more people and fresh ideas, for the ultimate benefit of the people of Nigeria.

    “Our Change, the Change that the APC represents, is here to stay. We will stay united as a Party & continue to work for the good of Nigeria.

    “I have a long list of people I would like to thank: our Party leadership, the leadership of the National Assembly, our State Governors.

    “I must, therefore, thank all stakeholders, as well as a number of non-APC members who have consistently risen above petty partisan interests,” he summed.
