    Buhari to return from London on Sunday- Osinbajo

    *Says Buhari in perfect health condition

     

    Acting President Yemi Osinbajo on Thursday said that President Muhammadu Buhari will return to Nigeria on Sunday.

    Buhari had taken 10 days medical vacation to treat an ear infection in London.

    The medical vacation expired on Wednesday and the President was supposed to resume on Thursday based on the letter communicated to the National Assembly before he traveled out.

    But speaking with State House correspondents before the National Economic Council (NEC) meeting commenced at the Presidential Villa, Abuja

    Osinbajo said that it is best for the President to take the weekend off.

    According to him, the President is in perfect health condition and will be ready to resume office on Monday morning.

    He said: “The President will be back on Sunday. I spoke with him yesterday evening and I think it is just the best that he takes the weekend off. He will certainly be back on Sunday.

    “I think the most straightforward thing is when he will be back. He will be back on Sunday. There is no point rushing back on Friday or something like that.

    “He will just take the weekend off and be back on Sunday. He is in perfect health and ready to resume work on Monday morning.

    “Mr. President is in good condition, he is fine, he is very well. He should take a day or two off in London and rest a bit and come back hale and hearty on Sunday and be ready for work on Monday. So we expect him back on Sunday.” He stated.

    FG sets up panel for prosecution of corruption, criminal cases

    Vice President Yemi Osinbajo on Friday inaugurated a National Prosecution Coordination Committee, (NPCC) at the Presidential Villa, Abuja.

    The committee is to ensure effective prosecution of high criminal cases in the country.

    The committee, according to a statement by the Senior Special Assistant on Media and Publicity, Laolu Akande, is headed by the Minister of Justice and Attorney-General of the Federation, Mr. Abubakar Malami at the event attended by several government functionaries including the National Security Adviser, Brig-General Babagana Munguno, rtd, and heads of the ICPC and the CCB among others.

    Osinbajo, who represented President Muhammadu Buhari at the ceremony, said that the President is not interested in tele-guiding the anti-corruption agencies or prosecution authorities in the country.

    He said: “When you look at the way that the EFCC and other law enforcement agencies have acted in recent times you will notice that they are not under any kind of direction of influence of the President.

    “They are given the independence to act; they are given the authority and backing to act on their own and to use their own discretion appropriately at all times. You don’t get any situation where the president says go get that person or back off that person.

    “All of us know that the President is completely committed to fighting corruption and economic crimes and terrorism,” he added

    He said that such external influence does not exist under this administration, as the agencies are given the full authority to act and they do so using their best judgment.

    The administration, he said, expect the agencies to use their powers with fairness, devoid of any prejudice.

    According to him, the same responsibility has been given to the newly formed NPCC to bring justice to the people.

    Addressing the 20-member Committee, the Vice President said: “That is the sort of responsibility placed on your own shoulders as well, the responsibility to exercise prosecutorial power independently and without any direction except of course from the learned Attorney-General who is the constitutional and prosecutorial authority in the country.”

    “It is a very serious responsibility because it also involves making sure that people are treated fairly or that people are not pursued by reason of bias or any other such consideration,’’ he added.

    He said that it was important that those being prosecuted were not embarrassed needlessly by the prosecutors.

    He stressed that it is important that everybody observe “that the system is fair and that the system works in the interest of the Nigerian people. When the system is fair everybody buys into it and it is not difficult for people to relate with it and support it.’’

    The Vice President said that the selection of the committee members took into consideration not only their legal skills and learning, but also their integrity and strength of character in order to chart a new course in the nation’s criminal justice system.

    Even as he noted that legal background was important, he said that particular consideration was given to those who have courage and would not allow themselves to be cowed or influenced by tribe, religion, and friendships.

    He said: “Given the nature of economic crimes and the enormity sometimes of the money that is involved and the influence of those who may have to be prosecuted, you need more than legal skills. You need men and women of strong character and courage who will not only be able to turn down inducements of any kind but also act without consideration for tribe, friendship, religion or any other parochial considerations.’’

    The Vice President observed that the composition of the committee was notable as they take on their tasks at a time of an upsurge in pipeline vandalism among other criminal acts.

    He said: “This is a very important committee because the administration itself is committed to ensuring that we are able to deal with not only question of corruption which is a big item on our agenda but also other economic crimes. Terrorism has assumed different shapes and proportions of late, and the vandalism that we see in parts of the Niger Delta, which has affected so many different things including oil production, power supply,

    “We are in a very crucial time in our social development and a committee such as this is very necessary and historic because I do not know of any other of such committee in the history of this country,’’ he added.

    He congratulated the committee members for being chosen to perform the task and expressed the hope that the committee would be making a huge difference in the actual delivery of results in the next few months.

    Speaking earlier, the Attorney General and Justice Minister said that the committee comprised 12 ex-officio and eight external members of proven integrity and competence.

    To fast-track the work of the committee, he said that the ministry has created 20 prosecution teams with four members each and had requested the all agencies exercising police powers to recommend five experienced investigators to support the committee’s work.

    “The aim is to ensure effective investigation and prosecution of high profile criminal cases in Nigeria,” the minister said

    According to him, the committee was not a duplication of the existing anti-corruption agencies but would collaborate with such agencies for effective service delivery.

    Buhari receives rescued Chibok girl in Aso Rock

    President Muhammadu Buhari on Thursday received the rescued Chibok girl, Amina Ali, at the Presidential Villa, Abuja.

    Carrying her baby in her arms, she arrived with Borno State Governor, Kashim Shetima in black SUV around 2.45 p.m.

    She was shielded from talking to journalists as she was led to the President’s office along with other persons who came with her from Borno State.

    Only CNN, Aljazeera,VOA, Reuters and other foreign cameramen and reporters were allowed to accompany the girl and the delegation to the President’s office.

    Some State House correspondents including NTA, Channels and AIT were also allowed in. No single print reporter was allowed in.

    Amina Ali and the team were still in the President’s office at the time of filing this report.

    Fuel scarcity to end in few days – NNPC

    • Receives more stock as imports cost $1.8b per quarter

    The Nigerian National Petroleum Corporation (NNPC) on Wednesday assured that the persistent fuel scarcity in the country will be a thing of the past in the next few days.

    The latest assurance was given by NNPC management team led by its Chief Executive Officer (Upstream), Bello Rabiu, while briefing State House correspondents at the Presidential Villa, Abuja, on an update on the supply and distribution of the product.

    The Minister of State for Petroleum Resources, Ibe Kachikwu, who told State House correspondents last month that he could not perform magic to end fuel scarcity, had put early May as the earliest time for queues to disappear.

    He immediately denied what he told the journalists when the heat was on him.

    Kachikwu, who later told National Assembly lawmakers that the fuel queues will ease off by the 7th of this month, has not been able to keep his word as fuel scarcity still persists across the country.

    But Bello Rabiu, who was flanked by the Chief Operating Officer (Downstream), Henry Nkem-Obi; Chief Operating Officer (Refineries), Anibo Kragha and Group General Manager (Public Affairs), Garbadeen Mohammed on Wednesday, said that the Corporation will soon saturate the market with more petrol than the nation can consume.

    According to him, five vessels were already discharging products in various parts of the country.

    Apart from this, he said that private importers were also discharging at least 120 million liters of the product to complement NNPC’s imports.

    The only delay now, he said has to do with circulation of the products across the country using trucks as pipelines were still not in good condition.

    He said: “The plan going forward from today, we want to make sure that we give more than what is required in the whole country. The total requirement of the country is just about 1,300 trucks, but our plan is to make at least 1,500 available everyday until this thing clears up.

    “So, we want to make sure that we saturate the market in a very short time and I think you can see clearly now that Lagos is almost cleared and Abuja is getting better. Other places will follow.”

    Stressing that the Corporation knows what each state needs, he said that the demand would be met.

    He apologized for the fuel scarcity on behalf of the Minister of State for Petroleum Resources, Ibe Kachikwu and the NNPC, assuring that it would never repeat itself.

    He said that part of the ways to guard against reccurrence was to have in-country storage capacity so that it would take minimum time to move products to depots in any part of the country.

    He said that the NNPC is focusing on doing that.

    Efforts, he said, were also underway to ensure that the refineries and the pipelines were put back to order to achieve stability and make fuel queues a thing of the past.

    He appealed to Nigerians to refrain from panic buying as the products would now be available on a regular basis in all the filling stations around the country.

    According to him, the Port Harcourt Refinery has started delivering about 5 million liters a day enough for Port Harcourt and Bayelsa areas while Warri was close to adding another 2 million liters.

    He also disclosed that 12 cargoes of fuel ordered by the Corporation online were expected to be on Nigerian waters by next week to meet the demand and supply balance.

    NNPC, he said, is also working to ensure that private importers who have approvals to import get foreign exchange cover to bring in the cargoes on time.

    Rabiu revealed that the country was spending about $1.8 billion per quarter to import fuel.

    He said: “As we speak today, a cargo of products of about 49 million liters  will cost us about 13 to 14 million dollars and we need about 45 to 50 million liters to satisfy the country fully depending on the time.

    “So, if you assume that about 16 million dollars per day, it can also go up to 20 million dollars depending on the price. It means you need 20 million dollars multiplied by 90 days for a quarter. That is $1.8 billion.

    “So, this amount is required to import the country’s fuel requirement for one quarter. Every month, we need $600 million to import fuel. So, we need $1.8 billion to import the country’s requirement for one quarter.” he stated.

    EFCC Boss visits Aso Rock

    The Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, on Thursday afternoon briefly visited the Presidential Villa, Abuja.

    The Commission in recent times has increased arrests of suspects allegedly involved in financial and economic crimes in the country.

    It was not clear whether Magu actually met with President Muhammed Buhari.

    Magu, who arrived the Villa around 3:16 p.m with one of his police orderly holding a file, did not spend up to 5 minutes before going out.

    He declined to speak with journalists that approached him as he rushed out with his orderly.

    A reliable source disclosed that Magu was also spotted at the Presidential Villa on Wednesday.

    Buhari warns against extortion in police recruitment

    President Muhammadu Buhari on Thursday said he will not tolerate any irregularity or extortion of money from unemployed Nigerians in the coming recruitment into the police.

    He gave the warning during a meeting with officials of the Ministry of Police Affairs and the Police Service Commission at the Presidential Villa, Abuja.

    According to a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, President Buhari expressed sadness over the extortion of applicants who are made to pay bribes before being accepted into the police force

    He said the practice was totally unacceptable.

    The President told the officials that those in charge of recruitment and training in the police must be above board and eschew every form of extortion and underhand dealing.

    He said: “You must ensure that the recruitment process is transparent. Those who will conduct the recruitment must be above board. It should not be heard that they receive gratification or extort money from those who want to enlist in the police.”

    He also directed the Inspector-General of Police to prune down the number of policemen attached to dignitaries, and redeploy all policemen withdrawn from that role to regular police duties.

    On the stagnation of policemen on a particular rank for many years, the President counselled the PSC to review the current structure of the police, and make recommendations on how the problem can be solved to boost the morale of serving policemen.

    The Permanent Secretary of the Ministry of Police Affairs, Dr. James Obiegbu, had in his briefing, listed inadequate police personnel, dwindling finances and non-rehabilitation of police training schools as some of the challenges facing the force.
