    Osinbajo lauded for classifying hate speech as terrorism

    The Acting President, Prof. Yemi Osinbajo has been hailed for his classification of hate speech as act of terrorism.

    A Senior Advocate of Nigeria (SAN), Sebastine Hon said Osinbajo was “absolutely correct” in his position on the issue of hate speech.

    Hon, in a statement Thursday, noted that Section 1(2) of the Terrorism Act, 2011, has described ‘an act of terrorism’ as an act deliberately done with malice, which, amongst other things, is intended or can reasonably be regarded as having been intended to seriously intimidate a population or seriously destabilise or destroy the fundamental political, constitutional, economic or social structures of a country or an international organisation.

    He argued that there could be no better description of the current situation in Nigeria, where ethnic or cultural groups are issuing, willy-nilly organised and unguarded threats to other ethnic groups in Nigeria.

    “I personally must commend the Acting President for this timely proclamation, which only confirms and I dare say addresses my public statement a few days ago that the Federal Government must act fast to arrest our apparent, if not clear, descent to total anarchy, due to the avalanche of hate speeches flying over the whole place.

    “The 2011 Terrorism Act was amended by Act No. 10 of 2013, which upped the minimum punishment for terrorism from 2 years to five years.

    “I will ask the Federal Government to bring to bear the full weight of the law on perpetrators and their financiers or supporters – as Section 4 of the 2011 Act criminalises support for terrorism.

    “We must not permit, I say with all vehemence, our collective existence to be threatened for very narrow and selfish reasons,” Hon said.

    Osinbajo inaugurates 15 permanent secretaries, assigns ministerial portfolios

    The Acting President, Prof. Yemi Osinbajo, on Wednesday inaugurated 15 permanent secretaries and also assigned portfolios to the two ministers sworn-in  two weeks ago.

    The ceremony  preceded the weekly Federal Executive Council meeting. Prof. Stephen Ochei was assigned the minister of State for Labour and employment while Mr Suleiman Hassan was assigned the Minister of State for Power, Works and Housing.

    Osinbajo reminded the new permanent Secretaries that they came into office at a critical moment and urged them to be the drivers of the reforms in the civil service through implementation of government’s four new executive orders.

     

    The acting president informed the permanent secretaries that their coming into office at this particular time was also a good signal.

    He expressed the belief that it would be an opportunity for a reset in some case of government’s projects and programmes that up to now might not have been fully implemented.

    He reminded them also that the government was committed to an anti-corruption programme and urged them to key in.

    “It is easy to speak about corruption and about anti-corruption programmes.

    “But we want to emphasise that we do not believe that any nation can survive at the levels of corruption that we have witnessed in our country in the past years.nt policies or programmes or to ensure that the benefits of economic programmes, and even of democracy ever reach the ordinary man if corruption remains at the levels that it has been in previous years.’’

    Osinbajo remarked that the administration’s commitment to corruption was neither a glib reference nor glib talk.

    He stated that it was their responsibility to carry out in fullest measure all of the anti-corruption programmes of the government and to ensure also that they lived above board in their practice and conduct.

    The Acting President observed that the process of appointment of permanent secretaries was one that was conducted in the fairest possible way by rigorous process of examination and tests.

    He expressed optimism that such process would be maintained to bring up the very best that the country could offer.

    Osinbajo congratulated the appointees and members of their families for the great attainment and  prayed that their tenure would be extremely successful.

    He later announced their postings including those of Mrs Grace Isu as the permanent secretary for Information and culture, as well as Adesola Olusade for youth and Sports development.

    While assigning potfolios to the ministers, the Acting President stated that the ministers were posted to places that require their expertise.

    Promotion Scandal: Osinbajo urged to extend anti-corruption searchlight to Police

    A lawyer, Pelumi Olajengbesi has called on the Acting President Prof. Yemi Osinbajo to intercede in alleged one-sided promotion exercise about to commence in the Nigerian Police Force (NPF).

    Olajengbesi, who spoke during a media briefing on Friday in Abuja disclosed that about 72 aggrieved security officers had lodged complaints over denial of their promotions.

    He raised accusations that officers of the force were often elevated based on ethnicity and relationships rather than merit.

    The lawyer, who is a member of United Global Resolve for Peace, a civil society organization criticized the development describing it as such capable of discouraging the officers from diligently performing their responsibilities.

    He appealed to Osinbajo to direct the Chairman of Police Service Commission (PSC), Sir Mike Okiro to probe several concerns and ensure equity and fairness in the forthcoming promotional exercise.

    “There is currently a development in the Police. For over six years, the police have been exposed to reckless promotion scandal. You are also aware that there is currently promotion process going on and we are surprised that this process is also enmeshed in a lot of dirtiness, reckless abuse of opportunities, favoritism and some of those acts that doesn’t glorify any nation that practices democracy.

    “So we decided to call you to give caution to the Nigerian state and call on the acting president to ensure that the anti-corruption searchlight should be extended quickly to the police,” Olajengbesi said.

    He warned the Inspector General of Police (IGP), Ibrahim Idris and PSC chairman to desist from wrong acts capable of demeaning the force.

    “Now that the police are becoming determined in their duties, then people in authority must also treat all police force members with all forms of respect and dignity. Our demand is that everyone who is due for promotion should be promoted.

    “When people diligently work in a particular organization and they are entitled to certain promotions, when they are denied of these promotions, it amount to great discouragement. It will affect their psyche and this is becoming today’s value system,” he added.

    In his remark, Executive Director of the organization, Olaseni Shalom said the organization has decided to open an electronic mail to enable every aggrieved police officer suffering from the same segregation express their concerns.

    He disclosed plans to engage in advocacy visits to the PSC and subsequently write a Freedom of Information (FOI) request to demand for list of those who had been promoted, in order to ascertain if the Service was biased or otherwise.

    Olaseni restated commitment of the group to take up the fight on behalf of the marginalized police officers across the nation.

    Osinbajo inaugurates $49 million irrigation project in Zamfara

    Acting President, Prof. Yemi Osinbajo, on Wednesday flagged off the rehabilitation of 8,000 hectares and conversion/expansion of 5,560 hectares works of Bakolori irrigation scheme.

    The $ 49 million World Bank assisted Transforming Irrigation Management in Nigeria (TRIMING) project, is being implemented by Federal Ministry of Water Resources.

    Minister of Water Resources Suleiman Adamu, who represented the acting president, said this in a statement issued by the ministry’s Director of Press and Public Relations, Margaret Umoh, on Wednesday in Abuja.

    The minister said the TRIMING project would improve irrigation potential of Nigeria.

    He said five basins of Dadin Kowa, Gombe; Hadejia Valley in Jigawa; Kano River in Kano; Middle Rima in Sokoto and Bakolori in Zamfara have been selected for the pilot phase of the scheme.

    The minister said the Federal Government plans to replicate the scheme in other parts of the country to boost the agricultural policy of food security of President Muhammadu Buhari’s administration.

    “TRIMING is converting the sprinkler component covering 5, 500 hectares and rehabilitation of gravity component covering 8,000 hectares that will provide a potential of about 13,500 hectares. This will improve large scale public irrigation in Northern Nigeria where it will make a contribution to agricultural production, growth and rural poverty reduction,” the minister said in the statement.

    He called on Nigerians to embrace agriculture in full commercial scale as it now accounts for over 40 per cent of the country’s gross domestic product (GDP).

    “The potential irrigable area in Nigeria is 21 million hectares, with over 1 million in the north while only 200,000 hectares are currently irrigated. Therefore, the irrigation transformation and development is very essential for sustained agricultural growth of the country,” he added.

    National Project Coordinator, TRIMING, Engr. Peter Manjuk, said the intervention project would transform dry season farming in Nigeria.

    He said the project has a seven-year life span to improve on the nation’s dams, integrate water resources management, and develop Nigeria’s irrigation facilities.

    He added that the project has the potential to develop the entire agricultural facilities of the country thereby creating value for Nigerian farmers.

    Ag. President, minister urged to probe fraud in ISPON

    A group of concerned Health, Safety and Environment (HSE) practitioners has urged the Federal Government to wade into the ongoing crisis tearing apart the Institute of Safety Professionals of Nigeria (ISPON) – a government-backed advisory body on occupational health and safety matters.

    The concerned HSE practitioners, under the banner of Safety Advocacy and Empowerment Foundation (SAEF), called for the probe of the Institute in their open letter titled: Safety family torn apart: Room for accidents, addressed to the Acting President, Prof. Yemi Osinbajo, and the Minister of Labour and Employment, Dr. Chris Ngige.

    Describing the crisis as “unhealthy, unsafe and unprofessional leadership”, the HSE professionals, said the country’s recorded success in occupational health and safety regulation could be eroded if the leadership tussle within the Institute was allowed to fester.

    They alleged that ISPON leadership was enmeshed in graft and embezzlement, which, they said, was the major reason the Institute’s Governing Board was factionalised. The HSE professionals said corruption had been institutionalised in the apex health and safety body, resulting in professional misconducts and bitter struggle for positions among ISPON leaders.

    They urged full audit of ISPON’s accounts by the Economic and Financial Crimes Commission (EFCC) while calling on the Minister for Labour and Employment address the leadership crisis rocking the Institute.

    A statement signed by SAEF National Coordinator, Mr Kadiri Shamusideen, Executive Director for Programmes, Mr Dapo Omolade, and Executive Director for Strategies, Mr Jamiu Badmos, reads: “ISPON is presently enmeshed in unhealthy, unsafe and unprofessional leadership tussle which, if not resolved on time, could lead to several unpalatable events that could have been prevented by a visionary and result-oriented leadership.

    The professional body that is meant to save lives and properties, but it is now being factionalised with two Governing Boards that resulted from over seven different court cases.

    “The national leadership of ISPON has been on the path of a selfish, egoistic and meaningless war, accusations and counter accusations on tenure elongation, financial misappropriation, and lack of financial stewardship in all the branches.

    “We also observed irregularities in the running of the Lagos State Branch of the Institute, where members rejected the chairman based on poor accountability and dictatorial leadership. The chairman has been the only executive member since October 7, 2016 and he has not called for any branch meeting, but keep himself busy by organising unapproved training.

    “In the light of the foregoing, we humbly plead with the Acting President, and Minister of Labour and Employment to intervene in the ISPON leadership crisis and reposition it to perform its responsibilities in line with its establishment Act 2014.
     
    “We call for the freezing all ISPON’s bank accounts and retrieve the past audited accounts and direct the EFCC to investigate all the financial dealings of the national body and state branches. We want the prosecution of all the leaders (both national and branches) found culpable of any financial fraud, misappropriation, corrupt practices and other crimes.”

    Acting President, Prof. Yemi Osinbajo, Monday assented to two bill passed by the National Assembly.

    A statement by the Senior Special Assistant to the President on National Assembly Matters, Senator Ita Enang, said that the Acting President assented to the Nigerians in Diaspora Commission (Establishment) Act 2017 and the Petroleum Training Institute (Amendment) Act, 2017.

    Enang said that with the action the two bills have come into effect as laws of the Federal Republic of Nigeria.

    He noted that the Diaspora Commission Act establishes the Commission under the supervisioory jurisdiction of the Ministry of Foreign Affairs.

    The Commission, he said, has the responsibility to co-ordinate and organize Nigerians in and from the Diaspora to contribute human capital and material resources, including their expertise for the development of Nigeria and its constituent states.

    It will also provide a database of Nigerians on various fields and potentialities as resource base for Nigeria and the world to draw from, as well as protecting the interest of all Nigerians in the Diaspora, Enang added.

    He said that the Petroleum Training Institute (Amendment) Act on the other hand is to bring the provisions thereof in conformity with the constitution, allowing for due process in the administrative action affecting the principal officers and staff of the institute.

    The Presidential aide welcomed Senators and House of Representative members back to their legislative beat as they resume from the mid-term vacation and constituency engagements.

    FG’ll remain resolute in anti-corruption fight — Osinbajo

    The Acting President, Prof. Yemi Osinbajo says the Federal Government will remain resolute in its fight against corruption in spite of the daunting challenges.

    Osinbajo said this in Lagos at the 5th Annual Christopher Kolade Lecture on Business Integrity entitled: ‘Prevention is better than Cure even on the Issue of Corruption’.

    The lecture was organised by the Integrity Organisation Limited, an anti-corruption, research and advocacy organisation concerned with issues of public accountability and transparency.

    “We must ensure that corruption is prosecuted. In the last two years, we have had many cases of persons accused of corruption taken to the courts.

    “We have a hardworking and courageous team as most of our law enforcement agencies and the EFCC have worked commendably despite daunting challenges.

    “Of course they are not perfect and there are several complaints, but what is obvious is that they have focused on the work of investigation and prosecution and in fact, very few convictions and there are several reasons for that.

    “The most notorious of which are the delays in our administration of justice system mainly caused, sometimes by lawyers whose defence strategy is delayed.

    “Often judges have indulged these tactics by not taking firm control of their courts. A witness in a case being cross examined for over a month.

    “An important lesson for any society that is fighting systemic corruption, is that corruption will fight back viciously, using every means possible, and sometimes, using the very constitutions that are created to fight it.

    “We have experienced and continued to experience that but the antidote is single minded commitment.

    “And I must say that we are permitted to ensure that we will continue to fight against corruption despite whatever obstacles involved,” Osinbajo stated

    …Warn against clamour for Boroh’s removal

    Ex-militant leaders, drawn from nine states of the Niger Delta region, Friday, commended the Federal Government for ensuring sustained peace in the region.

    The ex-agitators said they were happy that the government took the right steps including increasing the budgetary allocation to the Presidential Amnesty Programme (PAP) by N30bn to stop violent agitations in the region.

    They noted that the peace deal had resulted in government’s increased attention to the region and the training and employment of over 200 youths under the PAP.

    The ex-militants under the aegis of the Niger Delta Concerned Ex-agitators (NDCE),‎ in a statement issued in Yenagoa and signed by their Secretary, Perewari Johnson, asked all stakeholders to support the government.

    They also appealed to the people of the region to cooperate with the Coordinator of PAP, Brig. Gen. Paul Boroh (retd) to move the Niger Delta to the desired destination.

    They said: “We call for the peace in the region and we urge all stakeholders to support the Presidential amnesty programme under the leadership of Brig.-Gen.  Paul Boroh and the President Muhammadu Buhari-led Federal Government.

    “We have confidence in the ability of the coordinator of the amnesty programme as he has been very meticulous in implementing the programme for the benefit of all former agitators and the region at large in the past two years which has translated to lasting peace in the region.

    “Only in the month of June over 2000 former agitators from the region have commenced training in farming technology at the college of Agriculture at Iguoriakhi in Edo state and over 200 have been enrolled for an all-inclusive sports programme which will keep our youth gainfully engaged.

    “And also over 1,000 youth are currently undergoing various skill acquisition training programmes in Bayelsa State.”

    The ex-agitators further commended the Acting President, Prof. Yemi Osinbajo for signing the 2017 budget and urged him to do more for the region.

    ‎They, however, warned against alleged planned protest against the amnesty office by some sponsored ex-militants.

    “We condemn any form of protest that some persons are planning to embark upon against the Boroh-led Amnesty programme.

    “We urge all well-meaning stakeholders and citizens not to allow people with selfish interest to use them against their fellow Niger-Delta son who has done so well.

    “Anybody clamoring for the removal of Paul Boroh is an enemy of the development of  people in the region.

    “They are only antagonizing Boroh’s regime in the amnesty office because unlike his predecessors he has refused to succumb to their demand to award contract that will not be executed and to share monies made for the empowerment and human capacity development of the Niger Delta region.

    They call on security agencies to stop the planned protest in the interest of the peace in the region.

    Reduce agitation with PIB – South south OMPALAN youths

    Following the October 1 quit notice that the Coalition of Northern Youths have given to the Igbo living in the north, the Youths from the South-South zone of our Country under the umbrella body of Oil & Solid Mineral Producing Area Landlords Association of Nigeria (OMPALAN) yesterday urged the National Assembly to pass the Petroleum Industry Bill (PIB) into law to reduce agitation and restiveness of the different ethnic groups.

    The association also urged Federal Government to address the challenges in the solid minerals host communities for easy job creation that will bring peace and development.

    Condemning the notice in a statement that the youths signed and released to The Nation, they submitted that Nigeria needs now is “Peace and Unity” which is chief among the Vision & Mission of OMPALAN.

    The statement which the Leaders of the youths, Hon. Ngokanya, Benjamin and Captain John Victor Etim signed noted that the youths met in Port Harcourt, Rivers State.

    The other members that were in attendance, according to the statement, were Hon. Benjamin Ngokanya, Captain John Victor Etim, Barr. Dave Owate Wokoma, Barr Favour Okokon, Mr. Dandy Loveday, Harry Aparama Kelvin, Envang. Benard Oluka, Jeff Nwafor Eric Dudu Obeta, Umeh Christian, and Hon Asukwo Effiong.
    The youths said that God has blessed every state of Nigeria with one mineral deposit or the other that the nation is yet to harness.

    They added that: “We, therefore, implore the Federal Government to explore these rich and diverse endowments in order to create new jobs for sustainable development goals.

    “As key stakeholders who believe firmly in the Nigeria Project, the South-South OMPALAN youths advocate for the passage of the Petroleum Industry Bill (PIB) for the the host communities by the National Assembly which should equally be extended to solid mineral producing States so as to reduce youth restiveness and other forms of agitations that impede development  as we believe that Nigeria can thrive and develop faster when the God-given natural resources impact host communities positively and commensurately.”

    The group commended acting President Prof. Yemi Osinbajo for rising to the threat and suing for peace across the length and breath the country through the meetings with the 36 State Governors of the Federation and leaders of the South East and Northern Nigeria.

    Continuing, the association’s youths said that: “We cannot blame the entire Igbo’s or South East region for the isolated actions of a tiny but, vocal group (ISOB and MASSOP) in much the same way the North East region cannot be blamed and penalized for the monumental destructions and killings occasioned by Boko Haram which has cost the taxpayer in Nigeria trillions of Naira.

    “No section of our nation can be seen or said to be greater than the entire Country, Nigeria. Our unity in diversity should be guarded jealously by every citizen of this great Country. As such, hate speeches and tribal threats will only help to destroy our unity and threaten constitutional peace.”

    The South-South youths “called on the coalition of northern youths to support the rule of law and shun disgruntled politicians who are working to truncate the hard-earned democratic experiment in Nigeria because this great Country belongs to everyone citizen of Nigeria especially the youths who will grow to take over the management of the Country.

    “We equally advise the IPOB and MASSOB to sheath the sword and be part of Nigeria’s indissoluble sovereignty and unity. Our refrain should be ‘One Nigeria! Every Nigerian’. OMPALAN stands for one united and sovereign Nigeria for every Nigerian in any part of Nigeria. We are willing to engage both the coalition of Northern Youths, IPOB, MASSOB and other aggrieved organisations in a dialogue to build peace development across the entire Country in order to strengthen corporate governance.

    “All forms of agitations and threats for secession across the Country should cease forthwith. Our political leaders and elders should come to a round table discussing without further delay to fashion a way forward for our dear Country and remove the fragile peace process from limbo aware that so many Countries are looking up to us for leadership and inspiration.

    “Finally, the S’South youths of OMPALAN requests the Presidency to convene a youth summit of major youth formations across Nigeria to drum support for the rule of law and douse the tension generated by the treasonable and shocking statement credited to the coalition of northern youths asking the Igbos to leave the north.

    “There is only one Nigerian Government with one constitution. The sit at home order and hate speeches only convey the treasonable message within Nigeria and beyond that, there are three parallel governments in the Country managed jointly by the Federal Government, the coalition of northern youths and secessionist movements.

    “This ugly development has dire consequences on national security and stability, especially in the nation’s oil fields. We expect the nation’s robust security agencies to deploy their arsenal effectively to bring the prevailing security threats that are burning like wildfire under control and guarantee the right of every law-abiding citizen of sovereign Nigeria to live and work in any part of the Country without fear or molestation.”

    APC North-West hails Osinbajo’s national reconciliation efforts

    The All Progressives Congress (APC), North-West Zone, has hailed the peace and conciliatory initiatives of the Acting President, Prof. Yemi Osinbajo, in a bid to keep the country together.

    Specifically, the party noted the recent mediation by the acting president in the face-off between the South-East and the Northern part of the country.

    Alhaji Abdulmanaf Daura, the party’s Zonal Organising Secretary,  told the News Agency of Nigeria (NAN) in Daura on Saturday that the initiatives had helped to re-unite the country.

    “The mediation efforts of the Acting President toward upholding the unity of Nigeria is commendable and worthy of emulation.

    `The party will continue to support his good mission and vision for this nation,” he said.

    Daura, however, appealed to the acting president to caution some well-meaning Nigerians including a former Aviation Minister and a governor from South-West against making provocative statements particularly about President Buhari and the people from other geo-political zones in the country.

    The party scribe said pouring streams of invective on Mr President and other people is beyond mere politics.

    “We have no other country but Nigeria and its unity is sacrosanct.”

    Daura also called on all Nigerians to continue to pray for the unity of the country and the health of Buhari and his safe return.

    “Mr President has a very good intention of moving the nation forward.

    “Our prayers for the president are the needed so that he can continue with the reforms and programmes particularly the fight against insurgency, corruption and unemployment,” he said.
