    • Pensioners, others affirm confidence on Executive Secretary

Arrangement Directorate (PTAD) shall consolidate on the gains of the previous years to ensure the resolution of all inherited liabilities and commit to the welfare of our pensioners, the Executive Secretary, Dr Chioma Ejikeme, has assured.

She spoke when she the executive members of the Federal Universities Pensioners Association (FUPA) in Abuja paid a courtesy visit  to celebrate her re-appointment as PTAD’s Executive Secretary.

She charged pensioners to believe in their commitment towards the welfare of the PTAD Defined Benefit pensioner.

Dr. Ejikeme, however, noted that there is still a lot to be done.

She said: “I appreciate  the executives of the Federal Universities Pensioners Association FUPA on a congratulatory visit on my resumption of duty as the ES PTAD for a second tenure. With your support, we shall consolidate on the gains of the previous years to ensure the resolution of all inherited liabilities and commit to the welfare of our pensioners.

“We enjoin our pensioners to believe our sincere commitment towards the welfare of the PTAD Defined Benefit Pensioner. There is still a lot to be done. For instance, we have Next of Kins (NOKs) verified and yet to receive payment,  inherited liabilities yet to be settled, harmonisation of pensions, implementation of the constitutional 5-year pension increments, and pockets of unattended complaints here and there.

“A lot of mileage has been achieved in the past 10 years by PTAD, from field verifications to putting eligible pensioners on the payroll, regular payment of pensions, arrears, payment of death benefits, liquidation of substantial inherited liabilities to the I Am Alive Verification”.

She stressed that the responsibility of Defined Benefit Pension as managed by PTAD is huge, noting that in the last 10 years of the Directorate’s existence under the management of different Executive Secretaries since inception, PTAD has carved out a niche for herself as a model organisation delivering innovative, efficient and sustainable pension services using technology.

While expressing appreciation to FUTA executives, she solicited more understanding and support, noting that she will never take them for granted.

FUTA President, Chief Edwin Enyokwa thanked President Bola Ahmed Tinubu for the reappointment.

He encouraged the Executive Secretary to continue with her disposition to matters affecting the welfare of pensioners, including payment of the approved palliative.

The meeting had in attendance other executive members of FUPA from the six geopolitical zones and PTAD’s management team.

In another development, the National Chairman, Federal Civil Service Pensioners (FCSP), Comrade Sunday Omezi, expressed gratitude to the President Ahmed Bola Tinubu, for the reappointment of Dr. Ejikeme.

“We must say that the reappointment is a well-deserved one in view of her track record in the administration of pension, culminating in the prompt payment of monthly pensions, payment of pension arrears, as well as landmark innovations that has eased the process of pension management, and the overall improvement of pensioners’ welfare, such as the “I am Alive” initiative, which is aimed at determining the legibility of pensioners, as well as curtailing payment to deceased pensioners, thereby preventing the menace of ghost pensioners, which had previously incurred heavy financial losses to the government”.

He, however, said that this is not to say that there are no teething problems, and room for more improvement, as it is always prevalent in any human endeavour.

‘’But the achievements made so far, are very visible and we hope that her second tenure will consolidate and complement the success so far achieved’’ the group said.

The Pension Transitional Arrangement Directorate (PTAD) has finalised the payment of the sum of N1.03 billion to 7, 091 pensioners of the Power and Transport Sectors of the Parastatals Pension Department (PaPD), the Executive Secretary of the Directorate, Dr. Chioma Ejikeme, has said.

She made this known in a statement made available to journalists.

According to her, the payment represents 39 per cent of the accrued pension arrears owed pensioners in the said sectors for the period August 2015 to September 2023 as a result of the computation of the monthly pension of pensioners of PaPD based on their career details, salary structure and applicable pension increments.

She said the arrears were ascertained during the back-end computation exercise conducted by PTAD, where it was discovered that 7,091 pensioners in the Power and Transport Sector were being underpaid based on the Payroll inherited by PTAD.

Dr. Ejikeme further disclosed the back-end computation exercise was necessitated by the need to ensure that each pensioner earns their rightful pension for fairness, equity and justice, in line with the Directorate’s mandate.

She assured federal pensioners under the Defined Benefit Scheme that the Federal Government is committed to their welfare, and the arrears will continue to be paid until all accrued pension arrears are liquidated subject to the government funding.

  • NUP hails Tinubu for reappointing Ejimike PTAD executive secretary

NUP hails Tinubu for reappointing Ejimike PTAD executive secretary

The Nigeria Union of Pensioners (NUP) has  hailed President Bola Tinubu for reappointing Dr. Chioma Ejikeme as the Executive Secretary of the Pension Transitional Arrangement Directorate (PTAD).

In a statement  by its NationaI President, Godwin Abumisi, the union added that Ejikeme’s reappointment was one borne out of merit as she had in her first tenure as PTAD executive secretary rejuvenated the hopes of pensioners all over the country by her leadership style and professional disposition to the job.

The pensioners’ union distanced itself from rumours of a planned protest against her reappointment by some pensioners.

The NUP added that “whoever the group of pensioners protesting her reappointment are, they are being used and sponsored by arch-enemies of the entire Nigerian pensioners.”

The statement reads: “This sterling reappointment is indeed well merited and gladdens the hearts of the over two hundred and fifty thousand pensioners managed by PTAD, considering the diligent work she has so ably done for the pensioners ensuring the prompt payment of our monthly pensions and attendance to other challenging issues in the last four years.

“I wish to state that in the NUP, there exists no objection to her appointment. Any talk of protests against her reappointment exists in the hollow minds of persons obviously sponsored by arch enemies of the Nigerian pensioner. I hereby call on all members of the NUP to rally around Dr Ejikeme in order to ensure she continues the good works of restoring the dignity of the Nigerian pensioner.”

Also, the General Secretary of the Federal Parastatals and Private Sector Pensioners Association of Nigeria (FEPPPAN) Franklin Enrile, said his members feel disappointment and “very bittered” that any pensioner would think of kicking against Ejikeme’s reappointment for any reason.

He stressed that her achievements in the “administration of pension management in the country in the recent past that eased the stress and undignified treatment pensioners went through in the past was such that no right thinking person will wish contrary to her reappointment.”

He said no member of FEPPPAN was “against her reappointment, let alone protest against it in any capacity.”

“We in FEPPPAN are so shocked to hear that someone somewhere is kicking against Dr. Ejikeme’s reappointment. I wonder what whoever those pensioners stand to gain by protesting. We are rather grateful to President Tinubu for bringing her back to us. Her innovative ideas made our lives easier.

“President Tinubu, in honesty, did us a favour by reappointing her and we appreciate him. In fact, the entire leadership of FEPPPAN celebration her reappointment with a paid advertorial just express out happiness for her reappointment.

“Meanwhile, I want to believe that Mr. President examined her track records and found her worthy to continue the good work she started at PTAD. Therefore, we urge President Tinubu to ignore the noise,” he added.

    • Federal pensioner threaten strike

People who missedout from being appointed as Executive Secretary, Pension Transitional Arrangement Directorate (PTAD) are those against the reappointment of Dr. Chioma Ejikeme, it was learned yesterday.

Speaking in a telephone conversation with reporters, Dr. Ejikeme also said the verification exercise of PTAD that led to the removal of over 50,000 ghost pensioners from the payroll and the adjustment of inflated pension benefits by corrupt persons within pension offices of some government agencies in the past, are also brewing trouble with the Directorate.

She said corruption that has been fought to a standstill under the old pension scheme; the Defined Benefit Scheme (DBS) is fighting back, especially because of her reappointment.

Federal pensioners under PTAD had kicked against the re-appointment of Dr. Ejikeme The pensioners, in a letter, warned that any attempt to retain her would ignite nationwide protest and appealed to the Federal Government to replace her with “a decent, honest, sincere, compassionate and hardworking officer within two weeks.”

The pensioners also demanded the audit of the activities of PTAD under her leadership including N163 million monthly running cost, recovered looted pensions funds by both Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and Other Related Offences Commission (ICPC) as well as the recovered N9 billion asset from Bot’s and insurance companies.

The pensioners had also accused her of allegedly cutting pensioners’ monthly token allowance and requested that the ES accounted for the bogus stakeholders forum meetings across the country and the “I am alive” project expenditures.

The pensioners also accused her of not paying the entitlements of deceased members to their respective next of kin(s), despite monies made available on monthly basis for the purpose.

She said the corrupt elements in the pension system are determined to make her office unbearable, hence the information making the rounds that pensioners plan to protest.

She said genuine pensioners are happy with the work of the Directorate as many who were removed from payroll and replaced with ghost pensioners by the unscrupulous people have been brought back on payroll while others short paid are paid appropriately.

She said: “We deployed mobile verification to ensure no qualified pensioners are left uncaptured. This has enabled us to eliminate over 50,000 ghost pensioners from the system. We carried out two major removals of ineligible people from the payroll of parastatal pensioners.

“The first one was done in 2019 when we did an assignment with the Nigerian Interbank Settlement System to ascertain people who have valid BVN (bank verification number) and those who do not. When we did the removal, we created a complaint resolution channel for those who have genuine BVN to send their complaints to us. After the complaints came in, those that we have restored thousands back on payroll and we are saving millions daily from not paying pensions to those who do not have valid documentation.

“Through verification, PTAD has created a centralized database, complete with pensioners’ personal information, biometrics, and career documents. The database is the first of its kind in DBS history and as such its integrity is paramount,” she added.

Meanwhile, the Nigerian Union of Pensioners, NUP has commended President Bola Ahmed Tinubu for reappointing Dr. Ejikeme as the Executive Secretary of PTAD.

The NUP also distanced itself from the talk of protest against her reappointment.

This was contained in a statement signed by the National President, Comrade Godwin Abumisi.

The NUP which is the umbrella body of pensioners in Nigeria noted that the recent reappointment was one borne out of merit as Ejikeme had in the last four years rejuvenated the hopes of pensioners all over the country by her leadership style and professional disposition to the job.

The statement read as thus: “I Chief Godwin Abumisi wish to commend President Bola Ahmed Tinubu, for the reappointment of Dr Chioma Ejikeme as the Executive Secretary (ES) of Pension PTAD.

“This sterling reappointment is indeed well merited and gladdens the hearts of the over two hundred and fifty thousand pensioners managed by PTAD, considering the diligent work she has so ably done for the pensioners ensuring the prompt payment of our monthly pensions and attendance to other challenging issues in the last four years.

“I wish to state that in the NUP, there exists no objection to her appointment and any talk of protests against her reappointment exists in the hollow minds of persons obviously sponsored by arch enemies of the Nigerian pensioner. I hereby call on all members of the NUP to rally around Dr Ejikeme in order to ensure that she continues the good works of restoring the dignity of the Nigerian pensioner,” Abumisi insisted.

The circular reads in part, “For the past four years of her first tenure, the pensioners under her purview suffered untold hardship, she is not pensioners friendly, rather she is terribly hostile.

“With the short time of her exit after the expiration of her first tenure, pensioners applauded her exit with a lot of positive achievements.

“Where is your re-appointment letter from President Bola Ahmed Tinubu GCFR, the President is not aware of your re- appointment, pensioners are totally fed-up with your obnoxious policies since you entered PTAD as the custodian.

“We therefore, appeal to the Federal Government and any concerned authority to please remove this E.S. PTAD, Dr Chioma Ejikeme now in order to avoid more sorrow, pains on pensioners of the defined benefits scheme.”

Reacting to the development, the Spokesperson of the National Union of Pensioners (NUP), Comrade Bumi Ogunkolade said the union was aware of the different challenges faced by pensioners under PTAD.

Ogunkolade however said that the NUP will respond to the development in due course.

Group to PTAD: use approved scale for payments

The Association of Retired Federal Senior Public Officers of Nigeria (ARFESPON) has called on the Pension Transitional Arrangement Directorate (PTAD) to revert to the use of the pay structure recommended by the Salaries and Wages Commission.

Chairman, ARFESPON, Lagos Chapter, Mr Olufemi Odewabi,  made the call at the group’s meeting in Lagos.

He said the structure is disadvantegous to them because it short pays them.

The group urged PTAD to  implement Section 173 of the Constitution, which advocates automatic increase in benefits when there was one for government workers.

It claimed that PTAD had vowed not to implement the section if there was no salary increase for civil servants.

It noted that their appeal for  harmonisation of benefits had been swept under the carpet.

He urged the Executive Secretary of PTAD, Dr Chioma Ejikeme, to cease the opportunity of her second coming as PTAD Executive Secretary to   correct some anomalies in the Directorate.

Odewabi lamented that most of the promises given to pensioners by Federal Government through PTAD had remained unfulfilled.

He cited the harmonisation of benefits, saying PTAD had told them it had set up a committee on it since January, last year but that nothing has been done to harmonise pensioners’ benefits.

He also said in January, this year, the 40 per cent increase on workers’ allowances was effected which PTAD ought to have paid pensioners.

He highlighted the payment of palliatives, saying it had not been paid to them.

He said based on the PTAD table, a level 15 officer receives the benefit meant for level 12 officer.

He said the executive members of the group had engaged PTAD several times, but that nothing came out of it.

He urged PTAD to pensioners’ benefits.

He added: “There is also delay in payment of some of our members’ retirement entitlement. They only pay the monthly entitlements but delay the payment of the lump sum entitlements of some of our members. For instance, one of our members had his entitlement lump sum paid 20 years after his death whereas he has been going for the payment and PTAD has been delaying in whatever findings it was making before the payment.”

PTAD spokesman, Mr. Olugbenga Ajayi, however, said the Directorate had never adjusted pensioners’ monthly benefit downward due to lack of funds.

On underpayment, he said the Directorate is not under paying any pensioner.

He explained that what the Directorate did was to re-compute  the amount paid to pensioner to ensure nobody is under or over paid.

He also said payments are authorised by the National Salaries, Incomes and Wages Commission, not PTAD.

Ajayi further said there was pension increment in 2019 contrary to the claim of by ARFESPON, adding that the next salary increase is next year – the next  pension increment.

My pension salary, then, was N4,641.76 for the first 23 months – April 1, 2007 to February 29, 2009  amounting to N106,760.36. Added to the gratuity above is the sum of N210,989.76, leaving a grand total of N317,750.12.

Help me to get PTAD to pay me this total amount.

OYENIYI: Dear Omobola, my name is Oyeniyi, and my employer was Ahmadu Bello Uniersity (ABU) Zaria owned by the Federal Goernment.

I retired on December 1998 and I am still alive.

I received a text message from PTAD on March 22, 2023 asking me to go and do ‘I AM ALIVE.’

I did this on June 13, 2023. The reply from PTAD was: “Your recent ‘I AM ALIVE’ confirmation was successful. Your ‘I AM ALIVE’ confirmation number is VO638222491, 1904907697608.”

Another message from PTAD again on September 2, 2023 reads: “Your ‘I AM ALIVE’ confirmation number is Anonymous.”

To my surprise, my monthly pension was stopped from March  to July 2023 (taht is, five months). I was restated to monthly pension from August 2023.

I sent my son to PTAD in June 2023 to complain. They promised that the arrears would be repaid along with September 2023 pension payment.

But alas, only September 2023 pension was paid. I have sent my bank statements (Union Bank Plc) from March to July 2023 to PTAD.

Also sent was my bank verification.

I seek your help so that my five months’ arrears will be paid as soon as possible.

    Thank you and God bless.
