  • Pension: PTAD payrolls 9,125 ex-workers of NITEL/MTEL

    The Pension Transitional Arrangement Directorate (PTAD) has included 9,125 ex-workers of Nigerian Telecommunications Limited (NITEL), and its mobile subsidiary, MTEL, to its monthly pension payroll.

    The organization said yesterday in Abuja that the addition of the pensioners to the payroll came after 12 years of uncertainty post privatisation of NITEL/MTEL.

    PTAD said the inclusion of the ex-workers was in fulfilment of President Muhammadu Buhari’s commitment in ensuring that all pensioners get their entitlements.

    It also announced that payments to 1,385 next of kins of deceased pensioners would follow shortly as soon as the Directorate concludes the computation of the deceased pensioners’ benefits.

    The directorate also noted that it has so far verified and recently pay-rolled Delta Steel Company (DSC), Nigeria Reinsurance and NICON Insurance pensioners.

    The Executive Secretary of PTAD Ms Sharon Ikeazor, had in August, assured the ex-workers that they would be put on the monthly payroll for onward payment of their pensions for life.

    She had said that the greatest injustice was not to pay workers their wages after meritorious service to their father land.

    She had assured pensioners that payment of their pension arrears would be made as soon as funds are allocated and released to the directorate.

    PTAD had between Jan. 15 to Jan. 26 carried out the verification of pensioners of NITEL and MTEL under the Defined Benefit Scheme (DBS).

    The exercise was conducted across the six geo-political zones of the country.

     

  • PTAD: Putting pensioners first

    Pensioners under the Defined Benefits Scheme (DBS)  have one major request: They want to be placed first in budgetary allocation.

    They have, therefore, urged that this request be sent to President Muhammadu Buhari, the Attorney-General of the Federation, the National Assembly, Minister of Finance, National Pension Commission (PenCom) and the Pension Transitional Arrangement Department (PTAD).

    They spoke at the just-concluded conference tagged ‘PTAD’s 2018 Stakeholders’ Forum’ held in Lagos. It was attended by pensioners and DBS stakeholders from the Southwest.

    Before the establishment of PTAD in 2013, pension schemes   had problems. The Public Service operated an unfunded DBS and the payment of retirement benefits were budgeted for yearly. The allocation for pension was often one of the most vulnerable items in budget implementation in the light of resource constraints. In many cases. even where budgetary provisions were made, inadequate and untimely release of funds resulted in delays and accumulation of arrears of payment of pension rights. It was obvious, therefore, that the DBS could not be sustained.

    In the private sector, many employees were not covered by the pension schemes put in place by their employers and many of these schemes were not funded. Where the schemes were funded, they were mismanaged.

    This scenario necessitated a re-think of pension administration  by the Olusegun Obasanjo administration. It initiated a reform. The outcome was the enactment into law of the Pension Reform Act 2004, which led to the establishment of PTAD in 2013.

    Saddled with ensuring that about 40,000 pensioners under the DBS received their pension, PTAD reassured pensioners and Next-of-Kin that their pension entitlements would be paid.

    PTAD Executive Director, Mrs Sharon Ikeazor, said pensioners should be treated with dignity and honour having served the country.

    She stated that putting pensioners first is, indeed, putting the country first.

    She pledged to transform PTAD into a strong institution that can stand for these ideals.

    She said: “I share in President Muhammadu Buhari’s vision that the level of dignity and honour with which we treat hundreds of thousands of men and women, who had given and sacrificed their lifetimes to the service of this great country, will impact directly on how present and future generations of government officials comport themselves in the course of public service.

    “I cannot think of a better tool for uprooting the menace of corruption from our great society than through a guaranteed life of dignity in the aftermath of public service through an effective and efficient pension system. I dare say that this subtle preventive measure is much more effective than the traditional option of deterrence.”

    Giving an update of the Directorate’s achievements, she said despite the challenges in the global economy over the past years, the Directorate, with the support of the Federal Government, has recorded some achievements in the sector.

    “Principal among these achievements is ensuring the prompt payment of monthly pension to all genuine pensioners. Consequently, the dateline of 15th day of every month for the completion of all departmental payrolls will remain sacrosanct. Our ultimate goal in this regard is to ensure that payment of pensions is prioritised over the payment of salaries, not only by the Federal Government, but by all tiers of government. Other breakthrough successes recorded over the period under review are enrolment of newly verified pensioners into PTAD payroll; payment of arrears to pensioners

    “Following the completion of the civil service verification, all eligible pensioners under that category have been enrolled and the payment of monthly pension to them has since commenced. This exercise has brought in over 19,000 new pensioners, who had hitherto been denied their constitutional rights to pension, into the DBS; payment of pension and gratuity arrears to over 15,000 newly enrolled civil service pensioners; and partnerships to tackle fraud.

    “The Directorate has also successfully verified, computed and put on payroll nearly 5000 pensioners of defunct/privatized agencies such as Delta Steel Company (DSC), Aladja, Federal Housing Authority of Nigeria (FHA), Nigeria Reinsurance, Nigerian Defence Academy (NDA) Civilians. Pensioners of NICON insurance will commence receiving monthly pension in September 2018, while work on the enrolment of NITEL pensioners has reached advanced stages. This singular achievement has lifted many families out of miseries that lasted for up to 13 years in some instances. The verification of other agencies under same category will be done alongside that of other parastatals beginning in the fourth quarter of 2018.’

    She continued: “Payment of additional 33 per cent arrears to pensioners of Police, Civil Service and Parastatals Pension Departments. With the last round of payments, the 33 per cent liabilities for police pensioners have now been fully settled, joining customs, immigration and prisons pension department’s pensioners in this category. The directorate has also applied for the release of funds set aside in the 2019 budget to settle the remaining arrears of civil service and parastatals pensioners.

    “To combat fraud and protect its pensioners from extortionists, PTAD has adopted both proactive and reactive measures. The Directorate has intensified its pensioner enlightenment campaigns through the traditional media. In the coming days and months, we also seek to take these operations to places of worship as well as community centers to ensure wider coverage. We have also strengthened our partnerships with law enforcement agencies and other stakeholders, such as the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices Commission and the Department of State Security (DSS) to eradicate pension fraud in Nigeria.”

    Speaking on the Directorate’s initiatives, she said in line with its vision of being a model for the delivery of innovative and sustainable pension services, PTAD has taken  the initiative to strengthen the management of pensions under the DBS in the major areas.

    They include, according to her, automation of the pension payment processes and the use of Government Integrated Financial Management Information System (GIFMIS) under which pensioners receive their payments directly into their bank accounts from the Treasury Single Account (TSA) without any interface with the Directorate, stressing that PTAD does not operate any commercial bank accounts.

    Others are digitisation of pensioners’ data and records to maintain a comprehensive database of pensioners under DBS, she added.

    She further stated that prompt resolution of complaints and verification under conducive environment, with the provision of food, water and medical facilities at all centres, would continue to be the driving force in their pensioner relations.

    “Similarly, we will continue to attend to the sick and infirm through our mobile verification  until when we eliminate the physical verification process and replace it with the “I am Alive” scheme. We will integrate the verification and computation processes in the coming months to eliminate the lag between the conduct of the verification exercise and the computation process.’’

    Mrs Ikeazor disclosed that some of the major drawbacks being encountered by PTAD were lack of adequate resources to settle the legacy liabilities it inherited, and to implement some of its major initiatives most of which are capital intensive.

    On the recurring problem of presentation of “Enrolment of Orders” granted by customary courts in lieu of Letters of Administration issued by Probates of High Courts by Next-of-Kin (NoK) for processing of death benefits, she said under Extant Laws, these documents are not substitutes.

    Enrolment Orders, and indeed similar documents issued by customary courts, and such other courts of coordinate jurisdictions, are not acceptable by the Directorate for the payment of death benefits to NoKs. Unfortunately, this practice is prevalent and has caused unnecessary delays in computing and payment of benefits to NoKs, she noted.

    Pensioners of the defunct Nigeria Airways appealed to the Directorate to pay their N45 billion final severance packages to the almost 6,000 former workers of the Airways.

    The pensioners’ unions, the National Association of Aircraft Pilots and Engineers (NAAPE), the National Union of Air Transport Employees (NUATE) and the Air Transport Senior Staff Services Association of Nigeria (ATSSSAN), said they would not wait until the entire workers of the former national carriers died before ensuring that they were paid.

    The unions said they had earlier written a petition signed by Ocheme Aba for NAAPE, Frances Akinjole, ATSSSAN and Alayinka Abioye for NUATE to the Minister of State for Aviation Senator Hadi Sirika.

    The Unions accused the minister of being insensitive to their plight despite the growing list of the avoidable deaths and other afflictions.

    They said they could no longer wait for all the ex-staff members of the Nigeria Airways to die before entitlements were paid, and may force the Federal Government to come to terms with the reality of the situation and be rid of her gross insensitivity.

    Nigeria Union of Pensioners President, Abel Afolayan insisted that pensioners must be paid their entitlements.

    A representative of NICON Insurance Corporation pensioners, Ebenezer Ajao, said they had not been placed on payroll.

    But a pensioner from steel sector commended PTAD for adding them to payroll.

    He said they were delighted to learn that police pensioners had received their 33 per cent arrears, adding that they would like to know when the Directorate would pay their three-year arrears.

    A pensioner of the defunct Power Holding Corporation of Nigeria (PHCN) Oladunjoye Gabriel queried the Directorate on why it did not pay their monthly pensions that were omitted when  their money was stopped and restored.

    He stated that many verified pensioners were yet to be paid.

    Other pensioners who seek clarifications on their issues include Nigerian National Shipping Line, Nigerian Aviation Handling Company Plc (NAHCO), Nigerian Postal Service (NIPOST), Nigerian Telecommunications Limited (NITEL) and its mobile subsidiary, MTEL, among others.

    Responding, Mrs Ikeazor said: “On the issue of verifying PHCN pensioners, we know we inherited the payroll, but we need to verify them. This way we can establish the genuine pensioners. Meanwhile, our priority are those who are not on payroll like NICON, Delta Steel, and Nigeria Re pensioners. We need to get them on payroll before we start verifying those who are already on payroll. Our plan is to verify PHCN pensioners and others in these categories when we finish with defunct privatised agencies.

    “We are also committed to solving all pension issues. We are working almost 24 hours to ensure that every pensioner under the DBS receive their entitlement,” she assured.

    Chairman House Committee on Pension and Establishment, Hon. Hassan Shekarau assured the pensioners that he would continue to persuade the National Assembly to ensure that adequate funding was made for PTAD.

    He said lawmakers expected the PTAD to pay pensioners as soon as money was made available to it.

    He stressed that he and his colleagues would continue to collaborate with all the committees overseeing the agencies and parastatals to regularise pension issues.

  • PTAD assures Nigeria Airways’ pensioners of payment

    Following renewed threats yesterday by the Nigeria Union of Pensioners to shut the airspace over non payment of pension dues to pensioners of the defunct Nigeria Airways, the Pension Transitional Arrangement Directorate (PTAD), has appealed for calm for it to pay the pension dues.

    NUP President, Abel Afolayan renewed the threat at the PTAD Stakeholders Forum 2018 with the theme, “Putting Pensioners First,” stressing that pensioners must be paid before the establishment of a new national carrier in the country.

    He said if they were not paid, the pensioners will resort to taking any action to shut the nation’s airspace. PTAD Executive Secretary, Mrs. Sharon Ikeazor appealed to the pensioners while reacting to the NUP President statement.

    She explained that the Directorate has not called for the verification of the aggrieved pensioners because of the  issue of two conflicting groups among the pensioners.

    She said: “We are trying to ensure that in anything we do, the process is very transparent. PTAD has not gone ahead to conduct verification for Nigeria Airways pensioners because we have the issue of two conflicting groups.

    “We have some who want to be put on monthly pension payroll for life and another who wants an outright payment. So we are waiting on the Ministry of Aviation and Ministry of Finance to let us know the way forward.

    “The word from PTAD today is that this Federal Government will pay them their due pensions. No one will be left behind. Just like Delta Steel that was privatised in 2005. They had lost all hope that they will ever be paid. But 13 years after, this administration has put them on monthly pension payroll, pending when the bulk of the arrears will be paid. So no one will be left behind. Nigeria airways pensioners will be paid when all the issues are settled.”

    In his response, Afolayan  said: “We are happy Nigeria is thinking of having another national airline. It is a good development. But Before establishing Nigeria Air, the staff of defunct Nigeria Airways, with all its senior staff must be paid all their pension dues. The foreigners have been paid.

    “If they are not paid, whatever is done to make sure that Nigeria Airspace is shut will be done and it will not be my fault, but that of the federal government,” he stated.

  • PTAD pays N1.7b arrears to 5,382 new pensioners

    The Pension Transitional Arrangement Directorate (PTAD) has paid N1.7 billion outstanding pension arrears to 5,382 civil service pensioners, its Executive Secretary, Mrs Sharon Ikeazor, has said.

    A statement from the PTAD explained that the pensioners are among the 7,969 civil service pensioners enrolled on the PTAD monthly payroll in March this year with a total payment of N71.5 million for the month.

    In addition, she said the Directorate has adjusted monthly pension payments for 10,522 pensioners to reflect their correctly computed monthly pension based on their employment records.

    Besides, 4,292 pensioners had their monthly pension payments adjusted downward, while 6,230 were adjusted upwards, the statement added.

    She assured all pensioners under the Defined Benefit Scheme (DBS), who have outstanding pension arrears that payments will be made as soon as the Federal Government allocates and disburses funds.

    She further assured pensioners that the President Muhammadu Buhari’s administration’s is committed to senior  citizens’ welfare.

    The PTAD plans to put 3,542 pensioners of Delta Steel Company (DSC), Aladja on the payroll next month. The payment of their monthly pension will also begin, she said.

    Mrs Ikeazor said this was coming 13 years after the Federal Government concluded the privatisation of the company in February 2005. According to her, the Directorate recently concluded computation of the pension benefits of the DSC pensioners.

    She, however, noted that the computation, audit and payrolling of NICON, Nigerian Reinsurance and NITEL/MTEL would be completed soon.

    She said: “It is significant to note that this milestone achievement is coming 13 years after the Federal Government concluded the privatisation of the company.

    “In March 2017, my management team and I paid a working visit to Aladja, Warri Delta State to meet with the retirees to assure them of President Buhari administration’s commitment to the welfare of pensioners.

    “PTAD had successfully verified 4,182 regular pensioners and deceased pensioners’Next of Kin (NoKs) in November 2017 in an exercise that held concurrently in Abuja, Lagos and Aladja in Delta State.

    Following the successful conclusion of the exercise, 3,542 pensioners, who were cleared by Federal Audit, will be payrolled in August 2018 and will start receiving their monthly pension for life.

     

  • PTAD spends N7bn on pensions monthly

    • Delists 22,021 pensioners

    There are 237, 000 federal pensioners in the nation with a monthly bill of about N7.8 billion under the Defined Benefit Scheme, The Pension Transitional Arrangement Directorate (PTAD) has stated.

    The Directorate also disclosed that it has delisted about 22,021 pensioners from the payroll for failing to show up for verification during the nationwide exercise for federal civil servants thereby saving a whopping N495, 022,747.57 for government.

    PTAD’s Executive Secretary,  Sharon Ikeazor, disclosed this at a news conference in Abuja.

    She said the agency has also stopped the payment of pension to about 19,000 pensioners without correct Bank Verification Number (BVN).

    Ikeazor however said all those pensioners whose names have been removed from the payroll would have to come forward to show evidence they are still alive or bring their BVN before their names can be included on the payroll.

    She said the agency was conscious of the fact that some pensioners are not resident in the country, adding such have been given the option of going to the Nigerian Mission in their countries of residence with evidence that they are still alive before they can be reinstated pending when the agency is able to carry out verification for Nigerians in the Diaspora.

    “PTAD has successfully added 7,969 verified Civil Service Pensioners to the payroll.

    “These are pensioners who were verified in the South West and North Central in Q4 2017.

    “Before this addition, over 19,500 verified Civil Service Pensioners from the North West, South East, North East and South South had been reinstated and paid their arrears.

    “Also ongoing is the computation of benefits for over 5,000 verified Civil Service Pensioners. This will conclude the pay rolling of all verified Civil Service Pensioners.”

    Ikeazor added: “We have also added over 700 verified Parastatal Pensioners from the Federal Housing Authority and NDA (Civilians) to the payroll to begin to receive monthly pension payments.

    “In Q1 2018, we concluded the computation benefits of New Nigerian Newspapers (NNN) pensioners – 467 pensioners and 17 Next of Kins (NoK) but have not payrolled owing to some judicial issues that need to be resolved.

    “We are working to ensure this is expeditiously done so that they can start collecting their monthly pension.

    “PTAD has so far recovered cash and non-cash assets of over N16Billion from the BOTS and Insurance Underwriters.

    “The cash component of N6.9B is domiciled with the CBN, in a designated Recovery Account, created solely for the remittance of such funds.

    “Properties recovered have been forwarded to the Federal Ministry of Works & Housing for proper assessment and valuation.”

    She disclosed that the Directorate has concluded plans to relocate its head office complex from its present location to one of the property recovered as a result of pension fraud by the Economic and Financial Crimes Commission (EFCC).

     

  • PTAD pays N18.9b to verified pensioners

    The Pension Transitional Arrangement Directorate (PTAD) paid N18.99 billion to verified pensioners between January and March, its Executive Secretary, Sharon Ikeazor has said.

    She said 7,969 civil service pensioners would receive monthly pension payments.

    In a statement, the Dictorate  said the pensioners were verified in the Southwest and Northcentral in the fourth quarter of last year and had been paid their March pension.

    The statement read: “The addition of this group has improved the economic livelihood of pensioners who have been deprived of their rights for a long period. Thus, further supporting the role of PTAD in making sure the labours of our heroes is not in vain. Before this addition, over 19,500 verified civil service pensioners from the Northwest, Southeast, Northeast and Southsouth had been reinstated and paid their arrears.

    “Also ongoing is the computation of benefits for over 5,000 verified civil service pensioners. This will conclude the payrolling of all verified civil service pensioners

    In January, the Civil Service Pension Department (CSPD) paid N2.215billion to 111,525 pensioners, 219 retired permanent secretaries and Heads of Service.

    In February, N2.216billion was paid and in March, N2.216billion was paid to pensioners, retired permanent secretaries and Heads of Service.

    “For the Parastatals Pension Department (PaPD), which started verification of defunct and privatised agencies in Q4 2017, 98,259 pensioners were paid monthly pension of N4.097bilion in January 2018. For February, N4.134billion was paid to the pensioners while N4.117billion was paid in March. For pensioners verified in Q4 2017 & Q1 2018 under the Parastatal Pension Department (FHA, NNN, NICON, Nigerian-Re, DSC & NITEL/Mtel), the accurate computation of their benefits is being made.

    ‘’Over 30,000 pensioners under the defined benefit scheme, who were yet to be payrolled over the years, have been cleared and added to PTAD payroll post verification of Civil service, Police, Customs, Immigration and Prisons pensioners across the country,” it said.

     

  • ICPC arraigns civil servant for allegedly forging certificate

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) on Wednesday arraigned one Blessing Njoku in an FCT High Court in Maitama for allegedly forging a National Certificate of Education (NCE).

    Njoku, a civil servant with the Pension Transitional Arrangement Directorate (PTAD) in Abuja, was arraigned on a two-count charge bordering on deceit and forgery.

    The Prosecuting Counsel, Mr Suleiman Abdulkareem, told the court that the defendant sometimes in 2015 in Abuja deceived the Executive Secretary of the directorate that she was a holder of a NCE.

    Abdulkareem told the court that the defendant claimed to have been a student of Alvan Ikoku College of Education, Owerri, between 2006 and 2009.

    The defendant, he added, claimed to have graduated with a credit grade in Business Education, adding that she forged the school’s statement of result to support her claims.

    The prosecutor said that the offences were contrary to Sections 25 (1) (a) of the Corrupt Practice and Other Related Offences Act, 2000 and 363 of the Penal Code.

    She, however, pleaded not guilty to the charges.

    Mr Samuel Oche, the Defence Counsel, filed an oral application for bail, arguing that the offences were bailable.

    The prosecutor did not oppose the application, as according to him, granting of bail was the exclusive prerogative of the judge.

    Justice Sunday Aladetoyinbo admitted the defendant to bail in the sum of N500, 000 and one surety in like sum.

    The judge also ordered that the surety must be a senior civil servant resident in the Federal Capital Territory.

    Aladetoyinbo fixed May 2 for the commencement of   trial.

    Reps committee endorses PTAD pension verification exercise

    The House of Representatives Committee on Pensions has endorsed the ongoing verification exercise of pensioners NITEL/Mtel by the Pension Transitional Arrangement Directorate (PTAD).

    It said the exercise was an affirmation of the quality of service being carried out by the agency.

    Chairman of the committee, Hassan Shekarau who spoke during a surprise visit to one of the venues of the ongoing verification of the NITEL/Mtel pensioners in Kano, assured the agency of continued support to ensure federal pensioners get what belongs to them.

    The legislator, who was there as part of oversight functions, also assured the House will support the Directorate to hasten budgetary process for funds to be released to pay the pensioners their entitlements.

    He advised the pensioners to be calm and exercise patience while their entitlement is being worked out.

    The Executive Secretary of PTAD, Barrister Sharon Ikeazor, told pensioners the exercise is being carried out to create a database to ensure government make adequate budgetary provision for pension payment annually.

  • PTAD explains delay in pension payment

    Delays in pension payments are due to technical hitches, scheduling of payments in the Office of the Accountant General and delay of funds from the Central Bank of Nigeria (CBN), Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Mrs Sharon Ikeazor has said.

    The Executive Secretary in a statement issued by the Directorate on the ongoing verification exercise billed to end next week, stated that all pensioners that have been verified and certified okay will receive their pension.

    She said that she raised the issue with the accountant general to ensure pensioners are given priority when funds are available.

    She stressed that they are always improving their service to pensioners and would continue to serve them well.

    She said: “Due to complaints about late payments, we seek to explain our payment process to all pensioners. Payrolls are prepared and sent to the Executive Secretary on or before 15th of every month for approval.

    “After approval, payroll is uploaded unto GIFMIS (payment platform managed by the Office of the Accountant General of the Federation) subject to release of funds. Payments are finalised on the GIFMIS platform subject to cash backing from the CBN after which the CBN releases payments entitlements directly into pensioners account.”

    Ikeazor warned pensioners to beware of pension fraudsters, noting that PTAD will never request for cash to process their pension.

    The general public is warned not to be misled by the fraudulent activities of pension scammers who call pensioners to request for processing fees, and or cash to fast track their complaints for payment of outstanding entitlements, she added.

  • PTAD verifies ex-NITEL, MTEL workers for pension payment

    Embattled retirees of the defunct Nigerian Telecommunications Limited (NITEL) and Mobile Telecommunications Limited (M-Tel), will soon receive their pension  entitlement.

    This is coming on the heels of the commencement of verification of thousands of the retirees across the country.

    The ex-workers have been in a battle with the Federal Government, following NITEL and MTEL’s privatisation in 2007 and a five- year pension buy-out policy placed on the ex-workers which they kicked against.

    The Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Mrs Sharon Ikeazor,  said the exercise which is the first phase, will hold simultaneously in Lagos, Enugu and Port Harcourt for 12 days.

    Mrs. Ikeazor, represented by the Directorate’s Assistant Director Pension Admin, Jubril Idris stated that the federal government has made provision to pay the pensioners in the 2018 budget.
