    Mushin embarks on road construction, rehabilitation

    The Mushin Local Government Area, Lagos has begun the construction and rehabilitation of roads in the council.

    This, the council Chairman, Emmanuel Bamigboye, said was to ensure that roads in the council were motorable.

    The exercise, which started with the award of contract for the construction of Balogun Street, off Ladipo Road, in Atewolara (Ward A) area, is billed for completion within 12 weeks.

    The 171-metre road will have drainage on both sides with walkways and interlock surface, from the beginning of the street at Ladipo Road junction to Omodigbo/Taiwo streets end of the road.

    Also, the council boss has awarded another Igbojuwo Street, off Odo Eran road, in Itire area (Ward H).

    The chairman had on Monday mandated the Roads Maintenance Team to also commence the rehabilitation of some roads.

    Some of the streets and roads marked for rehabilitation and repairs include Oye Roundabout, Ote-Omi Street by UBA, Iyalla street, Alafia Street and Da-Silva Street, among others.

    Bamigboye appealed to the public to be patient with the government as most of the road projects were delayed due to the persistent heavy rainfall experienced in the year.

    He assured the public of more projects and continuous palliative measures to facilitate smooth movement of vehicles across the roads as yuletide season approaches.

    Reps probes delay in road rehabilitation

    House of Representatives has mandated its Committee on Works to probe in rehabilitation of Jibiro–Sarou–Belel Road in Adamawa State after funds were allocated

    It urged Federal Ministry of Works to ensure the contract is executed promptly when work begins.

    The committee is to report back in four weeks.

    These resolutions followed adoption of a motion: “Rehabilitation of Jibiro-Sarou-Belel Road,” by Aliyu Boya.

    The House stressed importance of good roads to development of communities as it affects peoples’ wellbeing.

     It noted that the rehabilitation of Jibiro–Sarou–Belel Road was awarded to alleviate the suffering of the people, whose sustenance was hindered by the bad road.

     The House said it was aware its rehabilitation has been in the budget for seven years.

     It added allocations were made and contract awarded but to the people’s dismay, no work was done.

    The House was disturbed funds allocated for the road were either misappropriated or mismanaged.

      It regretted the failure to begin work despite award of contract raises questions about effectiveness of the procurement and execution process.

     The motion reads: “The delay has not only caused frustration for the people of the communities but also undermines public trust in the government’s commitment to infrastructural development.

     “The House is concerned the continuous neglect impacted negatively on the people, causing suffering, economic loss, limited access to essential services and hardship.”

  • FG begins rehabilitation of 104 unity schools

    The Federal Government has begun the renovation and rehabilitation of 104 unity colleges in the country, Minister of Education, Adamu Adamu, has said. He said the rehabilitation exercise includes replacement of broken toilets, ceilings, creation of additional classrooms and the renovation of existing ones. The minister said the renovation, directed by President Muhammadu Buhari, is aimed at expanding access to education in the country.

    He stated this during the monitoring of 2019 common entrance examination organised by the National Examination Council, in Abuja, on Saturday. The minister said about 25, 000 students would be given admission into the colleges nationwide. Adamu, who was represented by the Permanent Secretary of the ministry, Sonny Echono, disclosed that the government had already begun recruitment of teachers to carter for the new intake next term.

    He said: “We have a challenge of access to education in this country, as part of our interventions to ensure that we bring more children into the school system and reduce the number of kids who are out-of-school. We are having so many programmes. One of it is to increase the spaces available in our unity colleges. You are aware that each time we do this there are other consequential interventions that are needed. You need to have additional classrooms. You need to have additional teachers.

    “We are pleased that Mr. President graciously approved that we should begin to rehabilitate many of these unity colleges. Besides the security infrastructure, we are now providing both new classrooms and as well as rehabilitating the dilapidated ones and we are also dealing with the libraries, laboratories and so on. We are recruiting additional teachers for the unity schools as we speak. Both the regularisation of PTA teachers and new recruitment are ongoing at the Federal Civil Service Commission as we speak and they will come in early enough for them to be inducted, trained, given some kind of preparation ahead of the opening of the schools next term.”

    He said the Ministry of Power, Works and Housing has already approved four interventions in some unity schools in Abuja.

  • Govt begins Port Harcourt Refinery rehabilitation

    The Federal Government has started the first phase of the rehabilitation of the 210,000 barrels per day (bpd) capacity Port Harcourt Refinery complex. It comprises the 60,000 bpd Old Refinery built in 1965 and the 150,000 bpd New Refinery, commissioned in 1989.

    The exercise, flagged–off by the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru, in the premises of the refinery in Port Harcourt, is coming 19 years after the last Turn Around Maintenance (TAM) the plant.

    The project, according to a statement,  will be executed by Milan-based Maire Tecnimont S.p.A, in collaboration with its Nigerian affiliate, Tecnimont Nigeria.

    The statement said Maire Tecnimont S.p.A is listed on Milan Stock Exchange with interest in international engineering and construction, technology and licensing, and energy business development, adding that the Tecnimont group had operations in 40 different countries, numbering about 50 operative companies with a workforce of about 5,500 employees.

    The GMD was quoted as saying that at the end of the phase 1, the Refinery complex should be able to reach 60 per cent capacity utilisation.

    It said NNPC is engaging eni/NAOC as Technical Advisor to support the Rehabilitation of PHRC, saying NNPC/PHRC would leverage Eni’s extensive refinery supply chain network and warehouses to procure critical materials for the programme.

  • Oyetola gives assurance on rehabilitation of Iwo-Osogbo road

    The Osun State governor, Mr. Gboyega Oyetola, has assured the people of Iwo and its environs of his readiness to rehabilitate the Iwo-Osogbo road.

    The governor during his thank you visit to Iwo/Ayedire/Olaoluwa federal constituency gave the assurance, disclosing that he had just returned from Abuja to seek assistance of the federal ministry of works in repairing the road.

    The governor, who noted the strategic position of the road to Osun and Oyo States, said the road is on top priority list of his administration.

    The governor expressed gratitude to the Oluwo, Oba Adewale Abdul-Rasheed Akanbi, Telu I, and his subjects for their support for him in the last September 22 state governorship election, promising not to let them down.

    Also assuring the Oluwo of according the traditional rulers due respect at all times, the governor said he would seek their advice because of their wealth of experience and closeness to the grassroots.

    Earlier, the Oluwo has sought the attention of the state and federal governments in rehabilitating the Iwo-Osogbo road.

    The monarch, who expressed confidence in the Gboyega Oyetola administration, lamented that the poor condition of the road had affected economic activities of the people of Iwo and its environs.

    Oba Akanbi promised continued support of the people of the area for the new administration.

    Also, the All Progressives Congress candidate for the Osun West senatorial district, Engr. Adelere Oriolowo, appealed to the governor to give priority attention to Iwo-Osogbo road, saying the people of the area had always identified themselves with progressive politics.

     

  • Bwacha flags off rehabilitation of Wukari-Ibi road

    Sen.  Emmanuel  Bwacha  representing Taraba South District  on Friday flagged off the rehabilitation  of  the 36.5-kilometre  Wukari -Ibi road which is expected to gulp  N1 billion.

    Speaking at the occasion, Bwacha said  the project, which was approved jointly by the Federal Ministry of  Agriculture as well as  Power, Works and Housing  as a rural road initiative,   had  funds appropriated for it  in the 2017 and 2018 budgets.

    The senator commended the Federal  Government for its commitment to  infrastructural development.

    Bwacha, who is also the Senate Deputy Minority Leader, urged  the people of the community to cooperate with  the contractor  to ensure the project was  completed in six weeks  as scheduled.

    The lawmaker  also said  work on the abandoned Akwana Mobile Police Barack which he initiated years ago as a House of Representatives member,  would soon resume as N1.3 billion  had been appropriated for it  in the 2018 budget.

    He said when completed, the barrack would help in ensuring security  on the fringes of the Taraba-Benue border.

    Also speaking at the occasion,  Gov.  Darius  Ishaku of Taraba commended Bwacha for facilitating  the road rehabilitation project for the benefit of the people.

    Represented by the Commissioner for Works, Mr Tafarki Agbadu, Ishaku also commended the Federal Government  for approving funds for the project.

    He, however,  appealed to the Federal Government  to refund the N32 billion the state government  had spent so far  on the rehabilitation  of federal roads.

    Mr Samuel  Oyafami, the  Director of Moulds Nig. Ltd, the company handling the Wukari –Ibi road project, said the road was first constructed in 1974 and had  not undergone full rehabilitation.

    Oyafami said his company would restore the road to its original state  within a record time.

    Reports from our reporter confirmed that Bwacha later proceeded to Jandeikyula village near Wukari where assailants  recently killed  32 people to commiserate with the families of the victims.

    Ondo votes N15b for road construction, rehabilitation

    Ondo State governor, Mr. Rotimi Akeredolu, has earmarked N15 billion for rehabilitation and construction of roads across the 18 local government areas of the state this year. Out of this amount, N3 billion is to be spent on the reconstruction of roads in the rural areas in other to ease transportation of farm produce to urban areas.

    These formed part of the governor’s 2018 budget presentation at the state House of Assembly, who  assured that his administration would embark on massive road rehabilitation,  irrespective of whatever financial challenges facing the country.

    “The first phase of the 1.2km Abusoro/Idanre road’s asphalt laying has since been completed and the second phase will commence very soon. We are currently working on several other road projects across the state like Sabomi Road, Ayeka-Irele (swamp section), internal road network at OSUSTECH; St. Joseph/Lisa Road, Idanre and the Iwaro-Oke-Oka-Epinmi-Isua Junction road,” Akeredolu said.

    He assured that the government in the 2018 fiscal year, plans to rehabilitate and commence the construction of some strategic road projects across the three senatorial districts of the state, some of which include the Ikare township roads dual carriageway; completion of Owo township roads dual carriageway; rehabilitation of Ugbe Road; and the rehabilitation of selected roads in Ose local government area of the state.

    Other road projects the government plans to execute include the  Ipele township road; dualisation of  ‘A’ Division-Hospital road-Olukayode Roundabout-Oke-Obere, Ijoka road; construction of Oke-Obere, Ijoka in Akure to Idanre; construction of Gaga community road, Akure; construction of Oke-Ogba community road, Akure; and construction of Court of Appeal Road, Akure.

    Akeredolu urged the people of the state to support his administration by paying their taxes to enable the government execute all the planned projects successfully. Also listed for rehabilitation are selected roads in Bolorunduro; Igbara-Oke-Ibuji to Ondo/Ekiti State boundary; roads in Isarun, Ifedore Local Government; the Akure/Iju-Ita-Ogbolu to Ondo/Ekiti State boundary; selected roads in Ile-Oluji, while a fly-over bridge is to be constructed at Ore Junction.

    RESIDENTS have commended the Chairman of Oto Awori Local Council Development Area of Lagos State, Prince Musibau Asafa for the palliative work on Iyana Era axis of Badagry expressway. A cross section of the residents praised the council boss for filling all portholes along the ever busy highway.

    A motorist, Mr. Gbadebo Oyelaja, who was full with joy noted that though the construction of the road is fast approaching this axis, what the chairman has done cannot be quantified. “ Our sufferings concern ing this road will become a thing of the past for now; at least our vehicles will be in good shape and this perennial traffic congestion caused by these large potholes will disappear pending the State government’s effort to continue to construct the road”, he said.

    Refineries’ rehabilitation to cost NNPC $1billion

    The planned rehabilitation of the nation’s refineries will cost the Nigerian National Petroleum Corporation (NNPC) about $1 billion, it was learnt at the weekend.

    The NNPC Group Managing Director, Dr. Maikanti Baru, said the nation’s three refineries in Kaduna, Warri and Port Harcourt would be shut for rehabilitation to make them operate at full capacity.

    The rehabilitation is also part of achieving the Federal Government’s aspiration of fully quitting petroleum products import by 2019.

    Baru said the refineries would come back on stream as new facilities when the NNPC concludes the rehabilitation ahead of the country’s plan to end petroleum products import in 2019.

    The Corporation has set up eight committees that would work on the blueprint on how to make the refineries work at their installed capacities. The committees include the workstations for rehabilitation, stakeholder management, financing, legal, procurement, pipeline and crude oil supply and security, and staffing and succession planning.

    When The Nation contacted the Group General Manager, Group Public Affairs Division of NNPC, Mr. Ndu Ughamadu, for a feedback on the project’s update, he said until the various committees submit their reports, it would be difficult to have an update.

    According to him, the committees will ascertain the period it would take to get the refineries to the expected operational capacities. He also noted that the financing committee will determine the cost of the rehabilitation.

    “The committtees will determine the modalities for rehabilitating the refineries. They will determine the amount that will be involved in the rehabilitation, how long it will last, when it will start and end, among others.

    The Nation’s investigation, however, revealed that the cost of the rehabilitation would be about $1 billion and the funds will be sourced from external financiers as the government doesn’t have money. The financiers at the completion of the project will be paid back from incremental oil production and refining.

    The companies that would handle the rehabilitation would be those that built the refineries, The Nation also learnt. The NNPC’s plan is to enter into agreement with the companies to ensure that refineries work at 90 per cent and above of their installed capacities, it was gathered.

    Baru, on the sidelines of the maiden Nigerian Pipeline Security Conference and Exhibition organised by the Pipeline Association of Nigeria (PLAN), said: “Our intention is to shut down the refineries when we are ready, and then fully bring them back to what they should be as new refineries.”

    “Obviously, it is going to be a complex procedure and as such, we have to breakdown the various work packages to ensure that all the workforce have sufficient focus. This time we inaugurated eight committees on the refineries’ rehabilitation.

    “The work streams are composed of the general managers and those at the executive directors level and they will have a day-to-day look at it, while the steering committee is at my level and that of the chief operating officers all looking at the problems that the workstations have and they will proffer solutions immediately.”

    “Over 28 expressions of interest (EoIs) had been received so far by NNPC from private funding sources for the refineries’ rehabilitation project. The corporation expects more EoIs by the end of the year.

    “I am convinced that the teams we have selected will give the necessary direction towards returning the refineries back to their optimal levels of performance. The committees are expected to deliver well and within schedule because time was of the essence. We want to show everyone that we can fully run the refineries. You must all work together to operate them at 100 per cent capacity, as this is the only way to ensure profitability.”

    Fed Govt okays rehabilitation of Kwara roads

    Kwara State Governor Abdulfatah Ahmed has said the Federal Government has approved rehabilitation of Share-Patigi Road.

    Speaking yesterday during a Sallah homage to him by rulers from Kwara North, Ahmed said Ilorin-old Jebba Road was undergoing rehabilitation, with priority given to Tsaragi-Shonga Road.

    The governor, who hailed President Muhammadu Buhari for the federal presence, appealed to the Federal Government to allocate funds for the completion of rehabilitation of federal roads, especially Kaiama-Kishi Road.

    He said the government would access $60 million from the World Bank for rural roads.

    Ahmed said the fund would be utilised for infrastructure in agrarian communities, to ease movement of produce.

    He promised rehabilitation of roads in Kwara North, saying the region was known for its agricultural activities.

    “Agriculture is a major sector for diversification of the economy, which is receiving Federal Government’s attention.

    The state will continue to partner it in providing infrastructure to support agric-business.”

    The governor enjoined rulers to be part of advocate for local governments to look beyond federal allocations.

    “The Federal Government has shown the lead in diversification of the economy by encouraging investment in agriculture.

    ‘’Others should emulate this laudable initiative,” Ahmed said, adding that the state will support agriculture as another source of revenue.

    He stressed his commitment to ensure all sections are represented in appointments and distribution of  infrastructure.

    “Contractors will resume work soon at Kwara State University, Ilesha Baruba campus,” Ahmed assured the monarchs.

    The Etsu Patigi, Alhaji Ibrahim Chatta Umar, thanked the governor for his support to Kwara North, especially in appointments and provision of infrastructure.

    He urged the governor to retain the zoning of head of Service to Kwara North and assured him of their support.
