  • ‘Peterside lost 2015 governorship election to sabotage’

A chieftain of the All Progressives Congress (APC) in Rivers State, Chief Eze Chukwuemeka Eze, has disclosed that the Deputy Leader of APC in Rivers, Dr. Dakuku Peterside, did not lose the 2015 governorship election in the state to Nyesom Wike of the People’s Democratic Party (PDP), but to sabotage by some APC stalwarts.

He also described Wike’s move to be the running mate to PDP’s presidential standard bearer as a ploy to escape governorship defeat in 2019.

Eze, a former Spokesperson of the defunct New People’s Democratic Party (nPDP), on Monday described the 2015 election of Wike as a sham, but the ex-Minister of State for Education insisted that he won the “free and fair” poll across the 23 local government areas of the state, in view of his popularity, acceptance and impressive performance in previous public service.

The APC chieftain said: “If there was no internal sabotage, APC would not have lost the 2015 governorship election in Rivers State to the PDP. I can confirm that APC  lost to internal sabotage and wrangling within its fold, orchestrated by some stalwarts of the party, who conspired with external foes to undermine the chances of APC during the election.

“The sabotage was contrived to pave way for Senator Magnus Abe (representative of Rivers Southeast Senatorial District) to contest the 2019 governorship election on the platform of APC.

“Not minding that Wike used security agencies and militants during the 2015 general elections to intimidate the electorate, members of the opposition political parties and officials of the Independent National Electoral Commission (INEC) to influence the outcome of the election in his favour, if some of the APC stalwarts had effectively played their parts to support the party’s governorship candidate and match Wike with all his tricks, the outcome would have been different.

“If not for the internal sabotage, there was no way Wike would have defeated Peterside, the shining star of Rivers State politics, in a free and fair election. With Wike no longer controlling the security agencies and INEC, it is difficult for him to win the 2019 governorship election in Rivers State, if he dares to contest.”

Eze also stated that the upland and riverine dichotomy in the multi-ethnic Rivers would work against Wike’s re-election next year, since governors of the state since 1999 were all from the upland part of Rivers, with APC leaders pushing for governorship candidate in 2019 from the riverine part of the state to ensure even development, justice, equity and fairness.

  • APC is still evolving, there will always be differences – Peterside

The Deputy Leader of All Progressives Congress (APC) in Rivers State, Dr. Dakuku Peterside, has stated that the ruling party (APC) is still evolving and there will always be differences.

He stated this on Friday on a live national television programme monitored in Port Harcourt, Rivers state.

Peterside, who is also the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), maintained that the APC-led Federal Government had done well in the past three years.

He noted that what a lot of people had been seeing as internal combustion within the APC was part of its evolving process, where people with different tendencies would always struggle to realise their political ambitions, with all the issues being resolved internally.

The NIMASA chief said: “APC as a party is still evolving. There will always be differences and there is no time when all the issues can be resolved, but we are doing and have done well.”

Peterside, who was the 2015 governorship candidate of the APC in Rivers state, also admitted that some national leaders of the party might have some concerns, but the relevant hierarchies of the party were addressing all the issues.

On the issue of farmers/herdsmen clash, he said the Federal Government was genuinely concerned about the security of lives and property, hence identifying the problem and seriously working out measures to arrest the ugly situation.

The APC chieftain noted that since security breaches varied from one locality to another, the Federal Government decided to take multidimensional approach to identify and resolve the root cause of each challenge.

He said: “The Federal Government is concerned about insecurity in Nigeria. The government has identified the problem and it is being tackled. The government is not living in self-denial and that is very important. It did not start today and the government is looking at multidimensional approach to resolving it.”

On whether the service chiefs should not have been sacked by President Muhammadu Buhari, the NIMASA chief stated that without first identifying the root causes of the various security challenges, sacking them might not solve any problem.

Peterside stressed that information at the disposal of the President would determine the kind of strategy to use and whether the service chiefs should be removed from office, pointing out that taking rash decisions because of opposition was not the best of response.

  • Wike is committed to good governance – Rivers PDP chairman

The Rivers State Chairman of the People’s Democratic Party (PDP), Chief Felix Obuah, has stated that Governor Nyesom Wike is committed to good governance, as confirmed by his Thursday’s BusinessDay award in Abuja as the Governor of the Year 2018 for Competitiveness and Good Governance.

Obuah, in an online statement on Friday by his Special Adviser on Media and Publicity, Pastor Jerry Needam, stated that the latest award laid credence to Wike’s leadership qualities and commitment to service.

Rivers PDP chairman noted that the state governor’s recognition was a reward for not only performing, but having done very well in all facets of governance, which he said also earned him the special title of “Mr. Projects.”

He pointed out that the voice of the media, being the voice of the people, was a confirmation of the interest of God in Wike’s leadership, since the voice of the people is the voice of God.

Obuah congratulated Rivers governor on the well-deserved award, lauding the BusinessDay newspaper for giving the honour to whom it was due.

Rivers PDP chairman prayed God to grant Wike more grace to do more for Rivers state, Nigeria and this generation, especially at this period that Nigeria had urgent need for selfless leaders who could dare to fight injustice in defence of the masses, irrespective of the risks involved.

  • Group hails FG for new Airline

…calls for reactivation of other dead assets

…says, also pay Nigeria Airways workers

A civil Society group in Port Harcourt, the Rivers State capital, “The Integrity Group”, has called on the Federal (FG) Government to take steps to revive the dead national assets and investments in parts of the country.

The call followed the news of the plan for a new air craft for the country by the Minister of Aviation,  Hadi Sirika in London recently, to mark the re-introduction of Nigeria air carrier into the  air space.

The Founder of the group, who is also the Executive Director, Livingstone Wechie in a statement in Port Harcourt on Thursday commended the FG led by President Muhammadu Buhari for the feat but said it should be left to be fully managed by a private company.

The social/Political activist also urged the FG to ensure total transparency on all aspects of the transaction, by ensuring that each level of the business was made available in the public domain.

He also spoke on the need to the FG to also take steps to revive other critical moribund national assets like the Ajaokuta Steel industry and the seaports for economic diversification and growth.

Wechie said, “It was a thing of great joy the news that made the rounds for a new national carrier as unveiled by the Minister of state for Aviation Hadi Sirika in London recently.

“Whilst this innovative and noble idea must be honestly commended, a few concerns must be put into consideration by the federal government in this airline which was established in 1958 but liquidated in 2003 among other matters of great interest.

“Giving that this project will and should outlive the current administration,  the new national Carrier according to the agreement with the federal government, will be controlled and managed by the handler on zero government involvement and that the transaction, procurement and bidding processes of every phase of the project should be open in line with open governance policies particularly the purchase of the aircrafts, and other facilities captured in the agreements, including  the bidding for the company that will take the deal as well as the evidence of budgetary provisions or virement for this project in keeping with the public trust.”

He also said that proper plan must be put in place to ensure that the factors that led to the closure of Nigerian airways, like free flights and private use of the aircrafts by government officials among other embarrassing factors are properly taken care of and blocked to avoid another disaster in the airline business.

Speaking further, Wechie called for the setting up of investigation panel on the Nigerian Airways, with the view to identifying and prosecuting those behind the dearth of the company to serve as deterrent to others who may intend to repeat the same in the future.

“The federal government and the National Assembly must immediately commence investigation on the alleged cases of fraud that grounded the National Carrier in the past with a view to bring all known perpetrators to justice as well as show that it will no longer be business as usual in the new investment of public funds in this case with a view to build the confidence of investors.

“We propose in the public and citizenship interest that this same speedy gesture by the federal government should be immediately extended to other sectors as top priority, particularly the immediate revival of the  Ajakuta Steel Company, Port Harcourt, Onne, Calabar and Warri Seaports amongst others,  to give a strong economic spread of opportunities in the spirit of economic and commercial decentralization of business opportunities in the country by showing the will and courage to dismantle all human cartels and principalities holding back this dream.

“The Federal Government should immediately consider the  decentralization of our international travel routes through  a shortest implementable plan to expand international routes to other parts of the Country such as Port Harcourt international airport, Owerri Airport, Enugu international Airport  along with the spread of consulates etc so as to serve as an opportunity for economic expansion in those areas to attract  foreign investors along with a plan to boost all the necessary facilities to world class standards in these airports.

“The federal government should not forget the unpaid workers of the defunct Nigeria airways who have not only lost their lives in high numbers but have continued to wallow in abject poverty and denial following the failure of the FG to pay them their entitlements even after the approval of over N450 billion by the Federal Executive council for that purpose.” he stated.

  • How Nigeria’s problems can be solved – CJN

The Chief Justice of Nigeria (CJN), Justice Walter Onoghen, has stated that all the problems of the country can be solved through strict adherence to the rule of law.

He noted that if the country and Nigerians could consistently respect the rule of law for four years, the building blocks of development would be firmly in place.

The  CJN stated these on Friday in Port Harcourt, the Rivers State capital, while inaugurating the National Industrial Court, Port Harcourt Division’s building and the remodelled Court of Appeal building, embarked upon by the Rivers government, under the leadership of Governor Nyesom Wike.

Onoghen, while inaugurating the National Industrial Court complex, said: “I believe that the solutions to our numerous problems lie in the adherence to the principles of the rule of law. If we do that for four years consistently, you will see that everything will fall back into place.

“The constitution provides for each and everyone of us.  It has given us designated and special functions.  If we adhere to these functions and discharge them to the satisfaction of our conscience, there will be development.”

The CJN also stated that in adhering to the rule of law, people would realise that there were societal taboos.

He said: “For instance, locking up the  courts. How can you in a democratic society think of locking up the courts? How can you say that you should deprive the judiciary of its funds, for instance?”

Onoghen charged Nigerian  judges  to be fair, firm and courageous in the discharge of their functions.

He said: “You know that a man of integrity cannot be intimidated.  You do not  expect a man with integrity to be subservient.  Sacrifices must be made, if we are to come out of the woods.”

The CJN also described as a welcome development, the construction of the National Industrial Court in Port Harcourt by the Rivers government, while urging other state governors to emulate Wike.

He said: “All other state executives should learn from what  is happening  in Rivers State.”

Rivers governor, in his remarks at the inauguration of the National Industrial Court, stated that nothing could be more important to the country than for the nation to secure the independence of the judiciary and ensure that it was no longer threatened by political and other interests.

Wike said: “This is possible if our judges can stand firm on the constitution under any circumstances and act consistently as morally autonomous agents with unshakable belief in the rule of law, human rights and the shared values of our democracy.

“I declare so because all through history, judicial independence is fought and won by the courage, commitment and vigilance of judges, who would yield to nothing in defence of the constitution and the rule of law.

“The challenge is for the Bench and the Bar to resolve to stand firm against all forms of pressures, blatant or subtle, physical or venal, that interfere with, impair or impugn the character and content of judicial decisions.”

Rivers governor also noted that until Nigerian judges were able to do justice in the face of threats, apply the law in the face of opposition from the government, resist peer pressures and be seen to be courageous, just and fair, only then could the nation’s  judiciary be independent and Nigeria respected among nations.

He said: “While I congratulate the CJN on the ongoing reforms to strengthen our judiciary, I wish to remind you with respect, that on your shoulders rest the responsibility, hopes and expectations of a truly independent, impartial and proactive judiciary. A judiciary that can do justice, even though heaven may fall.”

Wike, on the National Industrial Court constructed by his administration, he stressed that  his administration was proud to be contributing to the dispensation of justice and making Rivers state the judicial hub of the region.

He said: “Against this background, permit me to further reiterate the point that our decision to spend hundreds of millions of naira in building a federal court house is not because we have so much money to throw after the responsibility of the Federal Government.

“The court system, whether Federal or State, serves the same purpose and Rivers people are the primary beneficiaries of the services rendered by these courts, irrespective of ownership.”

A former President of the Nigerian Bar Association (NBA) President, Chief Onueze Okocha (SAN), in a goodwill message, hailed the Rivers governor for his contributions to the dispensation of justice.

President of National Industrial Court, Justice Babatunde Adejumo, in his remarks, pointed out that it was the first time such a developmental gesture would be coming from a state government.

Rivers Chief Judge, Justice Adama Iyayi-Laminkara and the state’s Attorney-General/Commissioner for Justice, Emmanuel Aguma (SAN), who was represented by the Rivers Solicitor-General/Permanent Secretary in the Ministry of Justice, lauded the investments of Wike in the development of the justice sector.

President of the Court of Appeal, Justice Zainab Bulkachuwa, at the inauguration of the remodelled Court of Appeal building, expressed satisfaction with the quality of work done at the facility.

Bulkachuwa noted that though she was initially skeptical about the proposal to remodel the Appeal Court by Rivers governor, because at the time, no such remodelling had been undertaken by a state government, but was convinced by the fact that Wike intervened in other federal courts and establishments in the state.

Wike, in his remarks, pointed out that his administration resolved to remodel the Court of Appeal, Port Harcourt because it had degenerated to an embarrassing level.

He said: “We are happy to have also delivered what is arguably, the best and most functional Court of Appeal complex, outside the headquarters building in Abuja, to the glory of God and for the progress of our state and the nation.

“With this court house delivered, we are the only state government in our country that has directly intervened and provided the most modern court houses for all existing federal courts in the state, namely: the Federal High Court, the National Industrial Court and the Court of Appeal.”

The CJN stated every right-thinking person would appreciate efforts put in place to make the judiciary function optimally.

Onoghen called for financial autonomy of state judiciary across the country, saying that a judiciary driven by integrity could not be timid.

The Special Adviser to Rivers governor on Special Projects, Alabo George Kerley, stressed that the courtrooms, offices and facilities were remodelled in a way that would promote security and performance.

A former NBA President, Okey Wali (SAN), in his goodwill message, stated that Wike had lived up to the expectations of the people as a member of the Body of Benchers.

  • Ekiti 2018: Fayemi campaign raises alarm over Ekiti debt figures

The Kayode Fayemi Campaign Organisation has raised the alarm over the latest figures released by the Debts Management Office putting Ekiti State’s debts at N117b up from N56b figure it released few months ago.

In its latest table detailing the debts owed by the 36 states of the federation, DMO put Ekiti State debts between October 2014 and 2018 at N117b.

The Director of Media and Publicity of the Kayode Fayemi Campaign Organisation, Wole Olujobi, in a statement on Tuesday accused Governor Ayo Fayose of profligacy, saying the governor is deliberately piling up debts to help himself while the state remains under the bondage of suffocating debts.

He regretted that despite huge debts owed by Fayose, there is nothing to show for them except an over-priced 800-metre single-lane flyover that cost Ekiti people N17.5b in official records, though quoted at N6b to Ekiti people to escape public anger.

The campaign spokesman said it is callous and unpatriotic to put Ekiti people in difficult condition while the governor enjoyed the best of life.

He said the latest debt figure was wearisome after recent reports indicated that Fayose had allegedly borrowed N9b at an outrageous interest rate from a South South governor to allegedly finance the election of the Deputy Governor, Olusola Eleka, with the condition to repay the debts within six months if Eleka wins the July 14 election.

Asking Fayose to retrieve the alleged stolen N19b allegedly lodged in the accounts of a construction company to address the state’s economic challenges, Olujobi said: “Paying N9b debt back within six months is a clear signal to workers that they should not expect any salary in the first six months of Eleka’s administration if he wins, even though N19b is allegedly hidden in the accounts of a construction company for safe-keeping for alleged personal comfort.

“We are worried that within four months, Ekiti State’s debts have risen from N56b to N117b without commensurate development projects except reports of property acquisitions across the nation allegedly traced to the governor.

“It is also worrisome that despite the latest DMO’s figure of N117b, Fayose has allegedly borrowed N9b with suffocation conditions from a South South governor to prosecute Eleka’s election.

“This irresponsible transaction has already drawn the anger of the Rivers State indigenes and Rivers State chapter of APC in particular, who urged the two partners to stop spending public funds for private comfort while their people suffer.”

Regretting that Fayose had allegedly turned Ekiti State to a “trading post”, Olujobi asked the governor to account for the bailout and budget support facility he collected to pay salary but were allegedly diverted to self-serving projects.

“Fayose for a very long time denied that he collected N2b ecological fund before he owned up after APC was about getting the facts with the Freedom of Information (FOI) law.

“He denied collecting monthly N1.3b Budget Support Facility for 13 months to pay salary before the Federal Government exposed him.

“Local governments allocations are illegally hijacked with threats while, repeatedly, Fayose lied that he never borrowed one kobo only to be exposed by DMO that he had borrowed N56b, which has now jumped to N117b without the approval of his rubber-stamped House of Assembly.

“By now, Ekiti workers ought to know that by this latest debts figure of N117b, there is no way Fayose can sustain his lie that the state has no money to pay workers; he is deliberately denying workers their entitlements while Ekiti people are denied development projects for the comfort of one man in position of authority.

“This is callous, and a deliberate punishment of Ekiti people by a man who believes that Ekiti State exists only for his private comfort while 2.7m Ekiti people suffer,” he explained.

  • Shell set to deliver 624MW to national grid

Afam VI power plant in Rivers State is ready to deliver its net dependable capacity of 624MW into the Nigerian national grid barring any regulator’s restrictions, even at a time power generation has suffered a deep plunge following reported outage of some thermal power stations.

Managing Director of The Shell Petroleum Development Company of Nigeria Limited (SPDC) and Country Chair, Shell Companies in Nigeria, Mr. Osagie Okunbor, told newsmen in Abuja  that the SPDC Joint Venture-owned combined cycle power plant is ably maintained to consistently deliver its net dependable capacity of 624MW from an installed capacity of 650MW with its three gas turbines and one steam turbine.

“In 2017 alone, Afam VI supplied approximately 14 per cent of Nigerian’s grid-connected electricity and the plant has delivered over 25.97 Trillion Watt-Hour of electricity into the Nigerian grid in the last 10 years,” Okunbor said. “What is most exciting is that the plant has achieved this milestone while also touching the lives of community people and helping youths to acquire key engineering skills.”

According to him, the operations at Afam VI have generated subcontract opportunities and employment for over 150 people from the 16 host communities. It also provided hands-on and offshore training for 30 youths in Electrical, Mechanical and Instrumentation engineering on Combined Cycle Power Plant operations and maintenance. All the trainees are employable in the Nigerian power industry.

The power plant also won the Best Company in Climate Action Award in the 2016 edition of Sustainability, Enterprise, Responsibility Awards for Corporate Social Responsibility (SERAs–CSR), an annual event to celebrate organisations that invest resources to improve the socio-economic living conditions of people in Nigeria and Africa.

Afam VI uses combined cycle gas turbine technology that burns 40 percent less gas than plants using older open cycle technologies. This also contributes significantly to the reduction of greenhouse gas emissions.

In November 2017, the Nigeria Electricity Regulatory Commission renewed SPDC JV’s Afam VI power generation licence for another 10 years, and in December 2017, the company signed an interim multi-year agreement with General Electric to improve the power plant’s availability, reliability and output for up to 200,000 Nigerian homes, while decreasing its operational costs.

The agreement covered planned maintenance for the four turbines and upgrade of the gas turbines to help increase the plant capacity by up to 30MW while increasing its efficiency and significantly saving fuel and reducing CO2 emissions.

As a Clean Development Mechanism (CDM) project under the United Nations Executive Board for Climate Change, Afam VI Power Plant targets to eliminate over 500,000 tons of CO2 emissions per year, while also maintaining excellent safety standards.

Located in Afam village in Oyigbo Local Government Area, the plant receives gas from SPDC JV’s gas plant at neighbouring Okoloma village.

  • Anxiety in Rivers community as rains set in

There is apprehension among indigenes and residents of Rumuekini community of Obio/Apkor Local Government Area of Rivers State as the rains are beginning to come.

The community is situated next to the University of Port Harcourt. It plays host to staff and students of the federal institution.

The community suffered terrible fate during last year’s torrential downpour sacking most of the residents from their homes.

Like Rumuekini, other communities around the area, like Eneka, including the Army range axis, Rumuaholu communities amongst several others suffered the same fate.

The traditional ruler, Chief Obed Nwosu,  told reporters that ”for the past four years, Rumuekini has been experiencing flood”.

He added: “It was not so in the past 15 years and above. The people living in the new developed area are mostly affected. The flood affected crops, economy growth in the area and the situation in beyond our control.

“The state government has tried by providing drainage in some areas but what we need now is good waterways that will channel the flood from affecting properties. Government should come to our aid to stop the flood which drove away residents in the past.”

Corroborating their traditional head, the Community Development Committee chairman, Felix Amadi, blamed the unfortunate development on wrongful diversion of water by the construction company that worked on Obiri Ikwerre flyover.

Amadi said: ”The construction of Obiri Ikwerre flyover by SETRACO under the administration of former Governor Rotimi Amaechi was faulty. The contractors did not channel the drainage down to Choba river but into Rumuosi and Rumuekini.

”The state government is aware of the flood situation here in Rumuekini. A lot of people are homeless. After the last visit of the state government, Ministry of Environment who were here to see things themselves, they saw the extent degree of the flood, and at the end recommendations were made.

“When the Ministry of Environment came, we took them round the community and they made recommendation for a big canal that will save people within this environment. We are eight communities that made up Rumuekini, Rumuchi in Rumuari village, Rumuawechor, school road, Rumuogom are worst affected by the flood.

“The community as a body has done her best. At least we maintain the drainage around, we don’t block the waterways. As leaders in the community, we have done our best to ensure enabling environment that will be devoid of circumstances of the flood. But we are requesting for government attention so that they can come and make a lasting solution, like creating a big canal and directing the flood to a nearby river. If that is done it will save a lot of situation.

“As I speak with you, some of the dwellers here are already displaced and those who have courage to remain are afraid bearing in mind that we are in rainy season of which the moment it rains heavily, some of them will also be displaced. We are requesting for the government to come and implement the recommendation they made.”

Some of the residents of the flood affected area in Rumuekini lamented that their children could not go to school on daily basis as a result of the heavy flood on the only road that lead to the community schools.

A woman, who gave her name as Annabel Chiemerie, lamented that the road leading to the only secondary school in the area was heavily flood last year,  which denied their children assess to school.

She said: “Over 1000 children in Rumodu in Rumuekini community in Obio/Akpor Local Government Area of Rivers State could not go to school last year due to floods that ravaged the area.

“The children who are desirous to sit in class everyday learning are not sick nor their teachers on strike but they were denied education as a result of increase flooding in Rumuekini where over 200 houses were submerged. Some children who attempted going to school fell inside the flood while using the woody foot bridge constructed by their parents to cross the flood.

”The flood last year was so severe; a lot of children, pregnant women, nursing mothers were displaced. The blockage of the canal along the Obiri Ikwerre road was the major cause of the problem and recommendations were made and we requested that the Rivers State government, the Governor, Mr Project, as he is doing for other towns, he should come to Rumuekini and help us out”.

She added: “The issue of flood ravaging houses has resulted to so many people dying because of the traumatic experience. So we are using this medium to call on Governor Nyesom Wike to please come to the aid of Rumuekini people. Also the school road is not assessable, when it rains, students and residents cannot assess the only community secondary school in Rumuekini”.

Other residents, who expressed their experience during the flood, prayed that incident should not reoccur, pleading that the state government should take a proactive action to stop reoccurrence of the flood menace.

Abiye Agebo said: “I have a building here in Rumuekini. When the flood happened I was in Bayelsa and when I came all my properties have already been destroyed by the flood.

“From my knowledge, I learnt that government usually help victims of flood by providing with insecticide, relief materials but I was surprised that in Rumuekini, nobody came to sympathise with us.”

  • Need for environment university in Rivers State

Sir: A University is an institution of higher learning providing facilities for teaching and research and is authorized to award academic credentials. It is a beautiful option that every society would cherish, love to acquire, and indeed treat as a viable priority all the time because of its incomparable impacts and inherent opportunities for mankind.

Environment, literally means the surrounding in which we live including the things either directly or indirectly dependent upon for our survival e.g. animals, plants, soil, air, water, etc.  And environmental studies which could be science, engineering or management is the scientific study of the environmental system and the status of its inherent or induced changes.  The environment is an ecosystem where we live, an ecosystem is a segment of nature consisting of a community of living beings and the physical environment both interacting and exchanging materials between them.

Rivers State and the Niger Delta areas have tremendous challenges from soil erosion to extensive oil pollution, flood hazards, coastal degradation, increasing human population, delicate ecological balance of nature, inadequate drainage systems in some urban areas, loss in soil texture, climate change, the black soot, oil spillage and other pollutants resulting from urbanization, industrialization and other human activities.

According to the United Nations Environmental Programme (UNEP) report, Ogoni Land a component of Rivers State has a tragic history of pollution from oil spills and oil well fires – contaminated land, ground water, surface water, sediment, vegetation, air pollution, public health, Industry practices and institutional issues.

From same findings, it has been established that oil contamination in Ogoni land and by extension the whole of Rivers State is widespread and severely impacting many components of the environment. As Ogoni land and the entire Rivers State have high rainfall any delay in cleaning up an oil spill leads to oil being washed away, traversing farmland and almost always ending up in the creeks that in most cases plants crops and culture perish.

Besides, remote sensing reveals the rapid proliferation in the past years of artisanal refining, whereby crude oil is distilled in make shift facilities.  The study found that this illegal activity is endangering lives and causing pockets of environmental devastation in Ogoni land and indeed the core Niger Delta areas.

The report further stated that pollution of soil by petroleum hydrocarbons in Ogoni land is extensive in land areas, sediments and swamp land.   Most of the contamination is from crude oil although contamination by refined product was found at three locations.   The study concluded that the control, maintenance and decommissioning of oil field infrastructure in Ogoni land are inadequate as industry best practices have not been applied.

Apart from problems arising from oil exploration and mining activities, there are the man induced ecological problems such as deforestation, waste generation, indiscriminate dumping of toxic materials at   unauthorized sites and the use of chemicals that have diverse adverse effects on the environment. Succinctly put, the environment is important to man and for human existence which needs to be studied, managed and nurtured for healthy living and development.

No doubt, Rivers State has other institutions of higher learning which are important, functional and are addressing the general developmental needs of our nation but a focus on the proposed University of Environment in Rivers State, is another unique, viable and commendable break through as it emerges to confront and tackle specific environmental problems for mankind not only for a while but for generations to come.

Similar institution is also situated in neighbouring Ghana where courses like Biotechnology, Water Management, Town Planning and Building Technology, Biological Sciences, Natural Sciences, Marine Studies, Engineering, Oil and gas, Information Communication Technology to mention but just a few are studied.

There is therefore an excellent spirit, superior wisdom and divine direction in the conceptualization of this noble idea to establish a specialized University of Environment to teach and conduct research in that field.  In view of the foregoing, everything humanly possible to actualize this dream must be put in place as the benefits and relevance would definitely be trans-generational.

We are pleased to state that by this singular effort to establish a University of Environment at Bori, a bold attempt is being made by the Rivers State Government to focus on the plights of a people criminally neglected by the Federal Government of Nigeria and the multi-national oil companies over the years and these gesture shall be appreciated and remembered by generations of Rivers people in perpetuity.

The usefulness and attraction of such an institution would be monumental, irresistible and of great advantage to Rivers State, Niger Delta, and Nigeria in general.
