  • Violence and Rivers State

    I resolved many weeks ago to refrain from commenting on election matters for personal reasons. But for those miserable weeks, I also struggled continually with my conscience.

    However, I wish to state that this article was not inspired only by my conscience; I am troubled also by the verdict of posterity.

    What kind of country are we building? Are we proud of our institutions? And above all, our youths, are we satisfied with their conduct particularly during elections?

    Politics is superior to economics essentially because elections outcome determine to a very large extent, our level of development. This is so because the quality of governance depends largely on leaders who emerge after elections.

    In Rivers State, some of us are worried by the processes that eventually led to elections outcome that we now live with. We are therefore concerned, not just about our grimy political past, but also about our future. To keep quiet, obviously will amount to endorsing a process that many both within and outside the state have acknowledged as flawed.

    The violence and carnage that characterised election in Rivers State were predicted many months before the polls by international and local observers, civil societies, some political parties, government agencies, religious groups and even the media.  The violence and killing were in many ways, a disaster foretold. There was already a correlation between political violence during the campaigns and also during the actual elections. To my surprise, the pointers to massive violence that eventually characterised the elections in Rivers were there, yet they were ignored.

    Sadly, the brutality and bloodshed was not only widespread but also executed with unmatched impunity and viciousness by well known politicians and security agents across the services.

    From Abua-Odual, Ogba-Egbema-Ndoni, Eleme, Ahoada East and West to Akuku-Toru, Asari-Toru, Andoni, Bonny, Emohua, Etche, Ikwere, Khana, Gokana, Obio-Akpor, Tai, Okrika and other local governments, the stories were similar: barefaced intimidation, molestation, endless threats, arson and deaths.

    I am in agreement with many observers who are of the view that the unprecedented violence of April 11 governorship election would have been nipped in the bud if there had been sanctions for the brazen impunity and violence witnessed during the presidential and National Assembly elections which held earlier. Where there are no consequences for infractions, impunity, violence and crime, lawlessness thrive and that was what we witnessed.

    But the battle for the soul of Rivers was fiercest in Okrika, home town of Mrs Patience Jonathan, Nigeria’s former First Lady. Many had argued that all the atrocities and impunity that took place in Okrika and Ogu-Bolu in particular and the entire Rivers State in general, from campaign to election proper, had official endorsement and perhaps took firm roots in the two LGA’s. Those who doubted or thought differently, with the fullness of time, have now come to fully appreciate the unseen evil hands at work.

    The tragedy of Okrika began with the high drama that played out before the entire country during APC’s rally in there which culminated in the attack on journalists and APC supporters, and death of a police man.  In fact, Okrika was a basket case, coupled with the influx of arms, thugs and mercenaries who personally chased away voters and took electoral materials in all the wards. The fatalities of Okrika received national condemnation but not national response to punish those who were actors in the incident.

    By far the most worrisome was the complicity of the then ruling Peoples Democratic Party, PDP in the violence before, during and after the elections. In fact, the PDP maintained a larger than life presence as the party was fingered in all the ignoble activities in virtually all the troubled spots in the state. There were open intimidation, threats and name-dropping of very high politicians and government officials by the hoodlums

    For example, in Andoni Local Government Area, there were countless instances of violent activities believed to have been propelled by agents of government. Eye witnesses said that on the eve of the April election, shooting lasted for several hours in Ekede, Isiodum, Dema, Ajakajak and Ikuru town. It was however later gathered that the gun shots were fired by political thugs and security men attached to VIPs. This dimension of electoral violence in Rivers State is significant because it revealed how highly placed government officials perpetrated and coordinated violence.

    As it turned out, this scary pattern of persistent shooting was not limited to Andoni and its environs. In fact, gun men were unrelenting in other local governments like Asari-Toru, Akuku-Toru, Khana, Gokana, Okrika, Abua-Odual, Ogba-Egbema-Ndoni, Eleme, Obio-Akpor, Tai, Ogu-Bolo, and even the hitherto peaceful Opobo-Nkoro. Their aim apparently, was to attack those courageous enough to challenge them and also scare voters. The operational template of unleashing violence and intimidating the people was essentially the same across the communities and LGA’s.

    Aside human targets, properties were also targeted during the presidential and governorship elections.  However, the attacks came to a climax during the April governorship election.  In Asari-Toru local government area alone, over eight major cases of arson were recorded. It began with the bombing of the RAC Centre which caused total destruction of both sensitive and non-sensitive electoral materials.

    As if that was not enough, four INEC delivery vans were also burnt. The height of the destruction however, was the separate attacks on the houses of two prominent APC members in the local government: Mrs. Joeba West, Commissioner for Women Affairs in the Amaechi-led government and Dr. Dawari George, a former member of the House of Representatives. Earlier on, APC offices in Okrika, Bonny and Ogba-Egbema-Ndoni local government areas had been bombed.

    One similar thread that runs deep through all the incidents of violent attacks across the length and breadth of the entire Rivers State is hijack of electoral materials. This desperation obviously gives the impression that certain persons where either opposed or not prepared for a fair contest from start. Unfortunately, the police did not help matters as they watched while terror was visited on the people.

    I wish to state here that prior to the election, everybody who felt excluded repeatedly pointed accusing fingers at the direction of the PDP, a fear that necessitated the countless meetings and joint statements by other aggrieved political parties who complained endlessly about the unfair advantage of the then ruling party.

    But we must stop groaning at some point and seek solutions.

    No country becomes prosperous without a solid foundation. Nigeria, therefore must look inwards because she is neither lacking in insightful report documents or the right calibre of individuals that can make a difference. As a people, we can actually begin this self-examination by revisiting for instance, the Justice Uwais National Electoral Reform Committee report, amending the Electoral Act and energizing our electoral legal framework to avoid the revelations in Rivers and Akwa States where results were written in private homes.

    All said, one terrifying truth that will haunt our people as we come to terms with reality is the fact that we have lost a good opportunity to show our true selves. For many years now, the entire country has associated us with violence and death but I know we are definitely a misunderstood people. This unfortunate profiling, clearly is a fallout of immoral actions of some desperate politicians in our dear state but we have a duty to redeem our image.

    Political struggle is not only a contest; it is also a competition among prepared and capable contenders.  Can we, in all sincerity, say in the midst of all the violence and death that characterised the elections, that our State’s representatives at all levels of leadership are truly our choices? Can we also say confidently, irrespective of party affiliation, that our representatives are all products of our collective decision via the ballot box? As a people, I think we must think deeply through this calamity and pray that never again would we allow impunity thrive on our land.

    And for our country, there are wider implications for the Nigerian nation state. If the nightmare that took place in Rivers State is left unaddressed, then we will all be guilty of setting a dangerous precedence. Heart-warming however, is the repeated promise by President Muhammadu Buhari that the electoral violence in Rivers State will be definitely addressed.  But beyond the painful fact that the electorates were denied their inalienable right to vote for their preferred candidate, there is the growing belief that crime pays, even under the guise of political contestation.

    Wike restores Omeha’s rights as former governor

    Rivers  State  Governor,  Nyesom Ezenwo Wike  has  formally  restored  all the  entitlements  and benefits  of  Sir Celestine  Omehia  as a former  Governor of  the  state.

    Governor  Wike  on Thursday  also formally  reinstated  the  official  portrait  of  Sir Celestine  Omehia  amongst the  line-up of former  governors  of Rivers  State  at the Government House,  Port Harcourt  Executive  Council  Chamber.

    Performing  the  exercise,  Governor  Wike  said  that  the decision  to  restore the entitlements  and privileges  of Omehia  as former  governor  stemmed from the  fact that he worked as governor  of  the  state  between  May 29, 2007 and October  25, 2007, wherein he took decisions on behalf  of  the  State  and initiated projects.

    He said: “I hereby put back his official portrait among those of former governors. He is now entitled  to  the  benefits  of  all former governors. ”

    The governor  said   that the  era of politics of bitterness  in Rivers State  was effectively  over, noting  that  it was not right to personalise  governance  as was done  by  the  immediate  past  administration.

    Responding,  former  Governor  of  Rivers  State,  Sir Celestine  Omehia  described  Thursday  as the most historic  day of his political  career.

    He said that the restoration of his rights as a former governor indicates that his dark political days are over.

    The event  was witnessed by  the  Secretary  to Rivers  State  Government,  Kenneth  Kobani,  Rivers  State  Housing  Commissioner,  Barrister  Emma  Okah and the  State Attorney-General,  Chinwe  Aguma.

    Council Polls: Rivers APC satisfied with outcome

    The Publicity Secretary of the All Progressives Congress (APC) in Rivers, Mr. Chris Finebone, said on Monday that the party was satisfied with the outcome of council polls held in the state.

    The News Agency of Nigeria (NAN) reports that the APC won the 22 chairmanship seats, 297 of the 302 wards in the council election held on May 23.

    The remaining wards were won by ADC in Etche ward 3, PPA in Ahoada West Ward 2 while SDP won in Ahoada East ward 4.

    Finebone told NAN in Port Harcourt that the election was credible, free and fair.

    ‘’ A total of 26 political parties took part in the election and we believe that the people have spoken through their votes,’’ he said.

    The Publicity Secretary said the turnout of people on election day was an indication that the people wanted a change to elect their representatives at the grassroot level.

    ‘’ The APC is satisfied with the outcome of the council polls in the state and we look forward to getting good governance from the elected officials,’’ he said

  • Explosion, sporadic shooting in Buguma, other towns in Rivers

    At least two persons were feared killed in Buguma town, headquarters of Asari Toru local government area of Rivers State when armed youths blew up a public building.

    Sources said the building in Kalabari National College was set ablaze because the gunmen, who entered the town on Friday night, thought that sensitive election materials were being kept there.

    A source said, “When we got to Buguma, thick smoke was coming out of the town. They said the boys entered the community last night and they went to where they thought election material were being kept and blew it.

    It was however gathered that the security operatives have moved into the town and restore sanity at the time of this report.

    Reports from Ahoada East and Ogba/Ndoni/Egbema LGAs also indicated that scores of persons were injured when gunmen invaded polling units and carted away election materials.

    In Usokun community in Degema LGA, pandemonium broke out when a gang of armed youths hijacked election materials and officials of the Independent National Electoral Commission in presence of security operatives.

    “There was sporadic shooting as a group of boys came to take away ballot boxes, materials, INEC materials and security operatives,” a voters at the scene said.

    In Egi, Omoku area of ONELGA, our reporter was told that gunmen made away with materials meant for Ward 9, while people were waiting to be accredited. Election materials were also reportedly hijacked at Obogoro, Ward 5.

    Meanwhile, in Abonnema community of Akuku-Toru LGA, it was gathered that the Caretaker Committee Chairman, Chief Fenibo Jack and other members of the All Progressive Congress have gone into hiding after gunmen, reportedly led by a former warlord in the area invaded the town in search of APC supporters.

    Abonnema is the home town of Minister of Sport, Dr. Tamunno Danagogo.

    All Progressives Congress gubernatorial candidate, Abubakar Sani Bello is leading in early results of the  Niger State governorship elections held Saturday.

    Preliminary reports from Chanchaga, Bida, Shiroro, Magama, Kontagora, Borgu, Rijau, Rafi and Suleja local government areas areas showed that he is leading from the result collated at the various polling units. 

    The party is equally coasting home to victory in Lapai,Tafa, Edati, Lavun and Mokwa local government areas of the state.

    PDP’s Ishaku in early lead in 10 councils of Taraba

    The Peoples Democratic (PDP) was in early lead in the governorship and State Assembly elections in ten of the sixteen local government councils of Taraba state on Saturday.

    The PDP which fielded Darius Dickson Ishaku was leading in Wukari, Donga, Karimlamido, Kurmi, Bali, Takum, Ussa, Zing, Yorro and Jalingo -the state capital.

    Bali local government area had voted for the President Elect Gen. Muhammadu Buhari in the presidential election. but the people however voted for the PDP in Saturday’s guber polls.

    Ailing Governor Dambaba Suntai left the Government House in Jalingo early morning to his village Suntai to vote for his PDP candidate (Ishaku).

    A heavy crowd swarmed him, some shielding tears of love and joy. They queued behind him to vote for PDP.

    Suntai voted in his Maman 012 polling unit of Suntai Ward.

    The governor did his accreditation and voting in his official car.

    The PDP was also leading in the House of Assembly elections.

    The PDP candidates in Wukari I and II constituencies were already declared winners as at press time.

    Mean while the elections in Kashimbilla and Malushe areas of Takum were postponed for Sunday.

    14 thugs arrested in Kano

    Fourteen political thugs were on Saturday  arrested by the police over their  involvement in the burning of ballot papers and boxes in Kaura Mata in Madobi local Government Area.
    The Commissioner of Police in the state, lbrahim Idris said that thugs numbering 19 stormed Kaura Mata polling unit in attempt to disrupt the accreditation process .
    He said that the police swiftly responded and was enable to bring the situation under control  resulting in the arrest of 14 of them. Idris explained that lNEC immediately replaced those materials and  voting in area has since commenced.

    Agbaje’s running mate loses at polling unit

    Alhaja Safurat Layode Abdukareem, running mate of the Peoples Democratic Party’s governorship candidate, Jimi Agbaje,  lost at her polling unit to the APC. She polled 72 votes against APC’s 140.

    Shortly after casting her vote, she had pleaded that candidates of the leading political parties and their supporters should accept the outcome of the governorship  election in the state in good fate.

    • Unlike the March 28 Presidential election,violence and apathy Saturday marred the House of Assembly election held in Ondo state.It recorded low turn out of voters in some areas visited by our correspondent. In some places,there were pockets of crises.
      It was gathered that ballot boxes were snatched in more than five polling centres in Ugbo, Ilaje Local Government Area of the state and some units in Idanre Community by suspected Political thugs.

    One person has been shot dead by a security agent in Jos, the Plateau state capital during voting in the governorship and assembly election.

    The incident occurred at about 2:39pm happened at one of the polling units at Alikazaure, Jos North Local government of Plateau.

    The victim was suspected to be on a mission to disrupt voting process and snatch ballot box from the polling unit.

    The victim whose identity could not  be immediately ascertained died immediately as a result of the gun  shot by the security personnel.

    The Nation Correspondent reports that there is a general problem with card readers at Ward 10 Obalende as the card readers have failed to verify voters by their Polling Units.

    According to the report, once the PVC is slotted in, the card reader brings out the voter’s details & passport photograph but it will indicate that the voter was not registered in the PU.

    Thus, since it is the same issue at the ward level, INEC has resulted to manual accreditation.

    We’ve lost 56 members in Rivers, says APC

    •PDP: we’re not to blame

    PICTURE of the political killings in Rivers State was presented yesterday in Abuja, with the All Progressives Congress (APC) alleging that it lost 56 members.

    Besides, over 150 others were victims of harassment, said the party. It accused security agents and the Independent National Electoral Commission (INEC) of complicity in the situation.

    At a news conference in Abuja, APC National Publicity Secretary Lai Mohammed said  the development had become worrisome, considering the fact that these killings were “in the full glare of security agents”.

    Mohammed is concerned that the killings have increased ahead of the weekend’s governorship and state Assembly elections.

    He queried why nobody had been arrested by security agents for the killings.

    He said: “We have lost 55 persons so far in the run-off to the elections. APC does not have the capacity nor the will to frustrate elections. You all saw what happened in Rivers State during the last elections.

    “ If you did not see anything, at least you saw when the Returning Officer was asked to read the results, he could not because it was not written by him.

    “Our party is a party that believes in the Rule of Law. They have the police, the DSS and INEC. They have these three groups which they are using to subvert democracy in Rivers State. Everyday, they are killing our people and nobody is being held responsible.

    “We complained that elections did not take place in Rivers. We wrote a petition on that and the Chairman of INEC, Prof. Attahiru Jega, said they set up an Investigative Committee and that what they came out with does not give them any reason to cancel the election. We accept that, but that is without prejudice to our right to challenge these infractions at the Election Petition Tribunal.

    “We are saying two things here. First, we are as much concerned for a peaceful, free and fair election as much as being concerned about the safety and security of our people. We are losing lives everyday and this is uncalled for.

    “How come Rivers State has recorded more deaths than any other state in the run-off to this election? Or these people that are dying, are they ghosts? We report every time and we hear that the police are after the killers, yet last night one of our leaders was killed. We are saying all these so that we don’t end up creating a situation that even after elections, we will not have sustainable peace.

    “I do not see why federal institutions should be used to further the interest of individuals or groups. Federal institutions should be neutral. We are not crying wolf but saying that our people are dying daily and we are asking both international and local observers to take a look at this and prevent a total breakdown.

    “We have won the Federal Government and so why should we be interested in oil revenue coming from one state? We are running a federal system of government under which the states have some autonomy. It does not matter who is the governor of Rivers State. Whoever is the governor of Rivers State will have to administer the resources of Rivers State. What we are saying is, let the people of Rivers State choose who they want.”

    The APC accused the PDP and its governorship candidate, Mr. Nyesom Wike, “aided by the security agencies”,  of being behind he killings.

    “Though this marauding started before the March 28th Presidential and National Assembly elections, it has become progressively worse as the governorship elections approach on Saturday.

    “Last week, nine members of our party were killed in cold blood while many others were injured, when armed PDP thugs invaded Obrikom and Obor communities in Ogba/Egbema/Ndoni Local Government. These thugs set ablaze the residence of Vincent Ogbagu, our candidate for the House of Assembly elections.

    “Dozens of our members have been arrested on frivolous charges, just to put them away. At least four persons were arrested just because they defected to our party.

    “APC members have been subjected to persistent harassment and intimidation across the state, using the police in Rivers and the Zone 6 in Calabar. Over 150 prominent members have been victims of this unprovoked persecution.

    “And just today, we received another sad news from Rivers. An APC chieftain, Christopher Adube, was reportedly shot dead at the weekend. Adube, who hails from the Egbema Local Government Area, was said to have been shot dead at his residence. These are just some of the instances of what APC members and supporters in Rivers State have been subjected to in recent days.”

    Mohammed accused security agents of  colluding with PDP thugs to attack APC supporters.

    He said: “It is very sad indeed that the terrorising of APC members and supporters in Rivers State has been carried out despite the presence of the police and other security agencies in the state.

    “In fact, most of the attacks were carried out with the collusion of the security agencies, who have exchanged the garb of partisanship for that of professionalism.

    “Elements of the security agencies have also participated directly in the targeted harassment and intimidation of our members. Even when our members have run to the police for succour, they have found none.

    “The case of the Chairman, Caretaker Committee, of the Gokana Local Government Area, Mr. Kadilo Kabari, was particularly astonishing. He and Senator Magnus Abe, who represents Rivers South-East Senatorial District in the National Assembly, were attacked by PDP thugs right inside the Divisional Police Headquarters at Kpor.

    “Their offence was that they dared to challenge PDP thugs, dressed in INEC kits, who were engaged in massive rigging during last week’s Presidential and National Assembly elections in the state. That these PDP thugs could use a police station for rigging speaks volumes about the role of the security agencies in that election.

    “Of course, it is needless to say that the collusion of INEC with the PDP and the police to pave the way for unbridled violence against APC members and supporters, and the subsequent rigging of the elections, was spearheaded by the Resident Electoral Commissioner for the Rivers, Ms. Gesilia Khan.

    “This issue is already the subject of a very strong petition which our party has written to the Chairman of the Independent National Electoral Commission (INEC) in Abuja.”

    He said the party was confident that its petition was already receiving the desired attention.

    Mohammed added: “We have decided to give the details of the relentless killing, maiming, harassment and intimidation of our members and supporters in Rivers State before, during and after the presidential and National Assembly elections so that Nigerians can see that everything has been done, and is still being done, to make sure that free, fair and peaceful elections do not hold in the state

    “The attacks, arrests and intimidation targeted at APC members and supporters in Rivers have become even more widespread in the run up to the governorship and House of Assembly elections. We are very concerned that the prevailing atmosphere of mindless violence and brigandage does not augur well for a free, fair and credible elections in the state.

    “We are worried that no one has been held responsible even where our members have been killed, and that the police and other security agencies, as well as INEC, have turned themselves to appendages of the PDP, in what is nothing but the height of impunity.

    “We are therefore using this opportunity to call on local and international observers, as well as the Civil Society Organisations under the aegis of The Situation Room, to pay a close attention to Rivers State – as well as other states considered to be flash points – during the forthcoming governorship and House of Assembly elections.

    “In particular, they should beam their searchlight on the role of the security agencies and INEC officials in Rivers, who have decided to jettison their neutrality and join the fray.”

    Mohammed said APC is opposed to the attachment of security agents to PDP officials during the governorship poll.

    He said: “To prevent the security agencies from becoming the tools of harassment and intimidation in the hands of PDP members and officials, we are opposed to the attachment of security personnel to PDP officials during the elections. This will go a long way in reducing cases of persecution of our members.

    “The hierarchies of the security agencies, especially the police and the DSS, as well as INEC, must read the riot act to their members posted to Rivers State for election duties. The kind of mindless collusion with the PDP by the same officials mandated to ensure free, fair, credible and peaceful polls – which was witnessed in Rivers during the presidential elections – will not be tolerated this time.

    “We appeal to our members and supporters in Rivers State to continue to conduct themselves peacefully, while making sure they document every case of killing, maiming, harassment and intimidation targeted at them, as well as all instances of election malpractice. In the fullness of time, no one who has engaged in this untoward actions will go scot-free as they will be made to face the full wrath of the law.”

    The Independent National Electoral Commission (INEC) has acknowledged receiving a petition from the All Progressive Congress on Sunday seeking the cancellation of the last Saturday election.

    “Sunday morning, I received a petition from @APCNigeria demanding for the cancellation & rescheduling of elections.

    “I circulated this memo to the Committee. We reviewed it and set up a 3 man Committee to Rivers and returned this morning with their observations.

    “There were a number of points as to why the Commission should cancel/reschedule elections:

    1) No elections, 2) No result sheets and 3) Substitutions of officials.

    “We cannot establish any cancellation or substitution of results and we sent a list of collation officers to the state.

    “Officials fail to show up to work for several reasons and it is up to the REC to substitute from the pool of officials they have.

    “We do not believe the allegations are substantial enough to require the cancellation/rescheduling of the elections in Rivers.

    “The decision of the Commission is that we will take the results of the elections in Rivers state.

    “We have taken measures to make sure that reoccurrences do not occur in the future,” Jega said.

    The Independent National Electoral Commission (INEC) has assured that the commission has put up a committee to address the allegations put forward by the All Progressive Congress (APC) on the conduct of the Presidential National Assembly elections in Rivers and its call for cancellation.

    “INEC has set up a fact finding mission to ascertain the veracity of the claims and allegations and to advice the Commission.

    “The Committee comprises of Mrs. Thelma Iremiren, Col. MK Hammanga and Prof. Lai Olurode.

    “They have departed for Rivers and it is expected they will submit their report before the end of collation of general results,” the commission said.

    It further noted that the Commission will make its decision known in respect of the consideration of the report.

    Curfew imposed on Port-Harcourt

    A dusk-to-dawn curfew has been imposed on Port Harcourt, the Rivers State capital following the announcement of the disputed result of the presidential and national assembly election held in the state last Saturday.

    Governor Rotimi Amaechi according to a statement by Secretary to the State Government, George Feyi, said the curfew will hold from 7p.m. to 6a.m.

    “The curfew will continue till further notice,” a part of the statement said.

    There have been protests in the state by APC over the conduct of the election described by the opposition as a ‘sham’

    Julius Agwu worried over Rivers State

    These are not the best of times in Rivers State, following the Presidential and House of Assembly elections which held yesterday, and comedian Julius Agwu seems to be particularly worried over developments in the state.

    Dropping a poignant one-liner on his Twitter page, the diminutive entertainer who was eyeing a career in politics wrote: “I weep for my state #RiversState.”

    However, despite the replies, Agwu remained mum as to the direct reason for sending his tweet. But there are indication he was referring to the confusion in Rivers State, following Saturday’s election.

    In the aftermath of the elections, violence had erupted in some parts of the State. It was reported that four persons died while some houses were burnt in different places across the state.

    Governor Rotimi Amaechi had called for the election results to be cancelled, saying there was no election. “I realised that in all polling units in my ward, all the result sheets had been hijacked and I sought to know why (and) the presiding officers reported that the EOs, that is the Electoral Officers had taken all the result sheets from them,” Amaechi said in an interview.

    “Then I began to receive calls from all over the state that they took all the result sheets.”

    Sequel to this perceived anomaly, supporters of the APC in the state took a protest to the INEC office, demanding that elections be rescheduled in the state.

    Agwu, a successful Nigerian entertainer, who founded a genre of music called musicomedy, was widely reported last year as being interested in contesting the governorship position of Rivers State.
