  • Amaechi not responsible for Abe’s political woes – APC chieftain

    A chieftain of the All Progressives Congress (APC) in Rivers State, Chief Eze Chukwuemeka Eze, has insisted that the Minister for Transportation, Rotimi Amaechi, is not responsible for the political woes of Senator Magnus Abe (Rivers Southeast).

    He described the remark by Abe, who is also the Chairman of the Senate Committee on Federal Roads Maintenance Agency (FERMA)), that nobody could stop his 2019 governorship ambition as reckless, untoward, unfortunate and undemocratic.

    Eze noted that Abe’s unguarded statement had brought out the undemocratic nature of the senator, while insinuating that even the electorate or party members lacked the power to stop his governorship ambition.

    He said: “Abe, as a citizen of Nigeria, is well qualified to contest any electoral position in the country, but to go about it as if it is a do-or-die affair is what will make it impossible for such a dream to be realised through APC during the 2019 general elections.

    “Abe must stop blaming his mentor, Rt. Hon. Chibuike Rotimi Amaechi, as the person behind his political woes, but rather blame himself for whatever he is currently going through in his political life.

    “it is a fact that Amaechi’s impact in the political life of Abe cannot be overemphasized, which made the Senator (Abe) to proudly and openly state that Amaechi had invested so much in my political career, making him to become the highest political investment of Amaechi in Nigeria.

    “It beats my imagination that Abe who knows what Amaechi has invested in him politically will  still constitute himself as a stumbling block to APC dislodging Governor Nyesom Wike of the Peoples Democratic Party (PDP), whose tenure as the governor of Rivers State has become anathema and a curse to the state.”

    The APC chieftain also urged Abe to stop dropping the names of leaders of the party, including President Muhamnadu Buhari; the National Leader of APC, Asiwaju Bola Tinubu; wife of the President, Aisha Buhari; and the National Chairman of the APC, Comrade Adams Oshiomhole; as the people behind his candidature, just to deceive his followers.

    Eze cautioned his friend (Abe) against aligning himself with Wike and other external forces to divide and undermine the progressive vision and mission of APC in Rivers state, while urging him to retrace his steps.

  • No conflict between Amaechi and me, says Senator Abbe

    Senator representing Rivers East and governorship aspirant of the All Progressives Congress (APC), Senator Magnus Abbe has said that his disagreement with the Minister of Transportation, Rotimi Amaechi has nothing to do with the leadership of the party in the state.

    Abbe told newsmen at the APC Secretariat that said even though he had disagreement with the Minister, they were not in any form of conflict, pointing out that the Minister only felt that he should not contest the the governorship election in the state, while he felt that he has something to offer.

    He said “Amaechi is my leader. He is not contesting the elections. If he were contesting, I won’t contest against him. The battle for the party ticket is between me and anyone who felt he has something better to offer than me and not with the Minister.

    “I want direct primary, but he prefer indirect. If the primaries are conducted today in in a free, fair and transparent manner and members of the party felt that I should not represent them, I Will accept it in good faith and support the party”.

    Abbe said the APC in Rivers State has what it takes to unseat the incumbent PDP government in the state led by Nyesom Wike.

    The Senator said with his wealth of experience, he was better placed to fly the party flag in the state, pointing out that as a founding member of the APC in the state, he believe that he has done alot for the party.

    He said what the party in the state need at this point in time is someone with the required experience and political credentials to take over the state from the PDP.

    He however played down on the crisis in the state chapter of the APC, expressing confidence that the party will go into the elections as a United part.

    Speaking on the party position on the leadership of the Senate as led by Senate President, Bukola Saraki, Abbe said the party position has been and still remain that a member of a minority party should not lead the majority, adding that it was a common thing in politics which should not surprise anyone.

  • Why Buhari deserves second chance – Amaechi

    …Nigerians will enjoy 24 hours power supply if Buhari is re-elected 

     

    The Minister of Transportation, Rotimi Amaechi has said Nigerians will enjoy 24 hours power supply if President Muhammadu Buhari is given a second chance.

    Amaechi also said the Buhari led administration has achieved a lot in security, road, fight against corruption.

    The Minister also said the government is tackling killings associated with herdsmen

    Amaechi disclosed this in Abuja on Tuesday during an interactive session with the media.

    Speaking on why Buhari and the APC government deserves second term, he said: “Nigerians have taught me a lesson I learnt in politics and that is why nothing bothers me again. The people praising you today, if you see them when you are out of power, you will be shocked.  Those singing hallelujah and hosanna will still be the same people to shout crucify him tomorrow.

    “We have done much more than transport. In terms of Corruption; this economy was a rent economy. Public money was spent anyhow and it was an economy that was not worked hard for. That is why you see politicians today very rich and one year after government,  they are poor. They are like that because they don’t know how to manage the money.

    “When Buhari came, he said no and that we cannot continue to spend anyhow. Buhari has not said people should not steal, he has rather kept quiet to see who can steal because there is a consequence for stealing.

    “I don’t want to say it has stopped completely but it has reduced. Before, there were so many empty houses in Abuja. People were building and speculating that new politicians will come in and buy but we came in and could not buy because of the economy. So if you say Buhari has not done anything on corruption, you are being most unfair.

    “Also, the 2016 budget was 6percent capita but we are doing 20 percent capita now. We are doing 80 percent recurrent and 20 percent capital. We believe that in the next two to three years, we will get to 30 percent capital and we will get there if we reduce the current expenditure and deal with wastage.”

    He continued: “It is also unfair if Nigerians think the ministry of works is not working. The road to Bonny was abandoned after Obasanjo left government.

    “The road was below N39bn but it is now N120bn. When I was Governor,  I wrote to federal government under Jonathan  that I wanted to do the road for N39bn but they didn’t reply me.

    “My final year as governor,  energy wrote that they will take care of 50 percent of the bill and I wrote again to the Federal Government but they didn’t reply because I was in APC. Now that the Federal government wants to do it, the cost is now N120bn.

    “So, Buhari government is dealing with corruption, building roads. The worst roads in Nigeria used to be between Uyo and Calabar but it has been awarded.

    “The road to Enugu too that people are complaining about, contractors are working on the roads already. The work may be slow but they are working. When we came oil was $28 per barrel and our budget was $35 and suddenly it dropped but the Minister of Budget managed it for us to survive. Now oil is $74 but we still have not reached $110. If we get to that, things will change rapidly. Also the Ilorin-Jebba road. So many roads have been awarded.

    There is also an improvement in power. We have from 3000megawatt to 7000 but we are distributing 5000 because some of the Infrastructures are not in good state  but we are slowly  fixing them.

    “The expectation is that it should be 24 hours power supply but there will still be a gap but if you give us a second term, that gap will be closed.”

    On insecurity, he said: “There are improvement in security. When the president promised security; he was looking at Boko Haram.  Boko Haram no longer have the power that they had then. Before we came, the situation  was worse, churches were not safe but now you can go to church freely and nearly all the security agencies that had special protection have reduced their protection gates because fears have reduced.

    “The threats which used to envelope the north has reduced and we are addressing the ones in Borno by the federal government unlike before where they will overrun villages and put their flags and say they own the villages.

    “If you ask of our achievement,  I think many people can attest to what we have done. People no longer go through rigorous searches before going into places.

    “We have also done well with herdsmen. Herdsmen is a huge problem that started and we are facing them with the deployment of Army and the President also said that it is the right of Nigerians to enjoy peace and stability and hence the military must address all manner of insecurity to end the herdsmen attack.

  • FG seeks $6bn Chinese loan for Ibadan-Kano rail line

    The Federal Government has disclosed that it is currently seeking a loan of about $6bn from the China Exim Bank  for the construction of the Ibadan-Kano rail line.

    The Minister of Transportation, Rotimi Amaechi, disclosed this at an interactive session with journalists in Abuja on Tuesday.

    The minister also stated that $195m had been approved to secure the waterways and expressed hope that it would help reduce crime in the maritime sector.

    He said, “We are currently in negotiations with the China Exim Bank to get about $6bn to do (rail lines) from Ibadan to Kano. It is a difficult decision.

    “Why is it difficult? The money required is about $8bn to do a double track but the Chinese are insisting that they can’t fund the double track.

    “They are asking us to do a single track and they want it at Minna so that instead of going from Minna to Kaduna, we should go from Minna to Abuja and then join it from Abuja to Kaduna.”

    He added, “But there are those who argue that we should not accept that, rather we should tell them (Chinese) to fund it in segments. This, however, does not make economic sense.”

    On the security of the waterways, Amaechi said, “The Federal Government has approved the sum of $195m…to hire an Israeli company to help train our security personnel to help man our water ways.

    “Currently there are criminal activities in our waterways which has made it that in some parts of the country, people charge what they call war insurance. War insurance means that you go to an area where there is (seems to be) war, but you know that there is no war there.

    “But in such areas criminal activities are taking place in the water ways. So with the approval, after we’ve put the processes in place, we will ensure that there is security on our waters.”

  • NLNG’s battle against militancy in Niger Delta

    The Nigeria Liquefied Natural Gas (NLNG) Limited, for many years, had its corporate headquarters in Lagos, before it relocated to Port Harcourt, the Rivers State capital, when Transportation Minister Rotimi Amaechi was governor of the Niger Delta state.

    NLNG’s befitting corporate headquarters building in the Garden City is nearing completion on Peter Odili Road, while the company’s operational base/liquefied natural gas plant is on Bonny Island, the headquarters of Bonny Local Government Area of Rivers state.

    Accessing Bonny, for now, is either by air, using helicopter or by water, through the use of NLNG’s executive boats with heavy security to prevent attacks from sea pirates, illegal bunkerers/refiners, militants and cultists, but many people who are usually unable to join NLNG’s timed boats, which are safer and usually booked in advance, have no choice, but to opt for the regular speed boats.

    Travelling to Bonny from Port Harcourt with speed boat is regularly associated with tales of woes from attacks by fully-armed sea pirates, who will dispossess innocent passengers of their valuables, especially cash, phones, laptops and rape ladies right inside the boat, while engine of the boat, which costs about N500,000, can also be taken away, leaving the boat’s driver with just paddle to get to the shore, before help will come.

    To put an end to the risk of travelling to Bonny by water, the abandoned Bodo-Ogoni to Bonny Road was recently re-awarded by the administration of President Muhammadu Buhari, a partnership between NLNG Limited and the Federal Government of Nigeria, but the construction is yet to commence, owing to minor disagreements involving benefiting communities and Rivers state government.

    NLNG Limited was incorporated as a limited liability company on May 17, 1989 to harness Nigeria’s vast natural gas resources and produce Liquefied Natural Gas (LNG) and Natural Gas Liquids (NGLs) for export, while the establishment of NLNG is backed by the NLNG Act.

    The company is owned by four shareholders: the Federal Government of Nigeria, represented by Nigerian National Petroleum Corporation (49 per cent), Shell Petroleum Development Company of Nigeria Limited (25.6 per cent), Total Gaz Electricite Holdings France  (15 per cent ) and Eni (10.4 per cent).

    NLNG has wholly-owned subsidiaries, namely: Bonny Gas Transport (BGT) Limited and NLNG Ship Management Limited (NSML).

    With six trains currently operational and train seven already approved for construction, the NLNG’s plant is capable of producing 22 Million Tonnes Per Annum (MTPA) of LNG, and 5 MTPA of NGLs from 3.5 Billion (standard) cubic feet per day (Bcf/d) of natural gas intake.

    NLNG’s expansion with train seven’s construction is to complement the existing six-train structure, which when in operation will up the company’s total production capacity to 30 million tonnes per annum of LNG.

    As the arrowhead of Nigeria’s efforts to eliminate gas flaring, NLNG’s operations have helped to reduce Nigeria’s flaring profile from 65 per cent to below 25 per cent, while the company also supplies about 40 per cent of the annual domestic cooking gas consumption, while the company’s driving force remains its vision to help in building a better Nigeria.

    In NLNG Limited’s determination to discourage Nigerian youths, particularly the young men and women from the crude oil and gas-rich Niger Delta region, from getting involved in restiveness and militancy, it put in place the Youth Empowerment Scheme (YES).

    The 2018 YES graduation ceremony for 84 beneficiaries took place on August 3 at the Banquet Hall of Hotel Presidential, Port Harcourt, with many of the youths, mostly with First and Master’s degrees, showcasing their skills and talents.

    Eminent personalities at the graduation were so impressed with the eloquence, intellect, boldness and brilliance of one of the beneficiaries, Miss Candace John-Jumbo, an indigene of Bonny Island, when asked to respond on behalf of others, by declaring that: “We will surprise NLNG Limited and we will continue to meaningfully contribute our quota to Nigeria’s development.”

    John-Jumbo also lauded the liquefied natural gas company for the opportunities given to the youths to acquire various skills, the starter packs and take-off grant, while asking other companies to emulate NLNG.

    The paramount ruler of Ubeta Kingdom in Ahoada West LGA of Rivers state, King Chimezie Nathaniel, while also speaking on the occasion, stated that it would not be possible for everybody to go to school, particularly to acquire tertiary education, thereby making the youth empowerment scheme imperative and timely, in order to build capacity.

    The monarch, who was glad that NLNG organised the programme, reiterated that any youth who refused to go to school or learn a trade would be a problem/burden to the society.

    The Deputy Managing Director of NLNG, Sadeeq Mai-Bornu, in his opening remarks, revealed that the 84 beneficiaries graduated after intensive training in their chosen vocations, while most of them knew nothing about their current vocations nine months ago, but eventually became full-time practitioners with not just national certifications, but also life skills.

    Mai-Bornu, who was represented by NLNG’s General Counsel/Company Secretary, Mr. Akachukwu Nwokedi, disclosed that in 2004, when the company launched the youth empowerment scheme, NLNG clearly demonstrated a commitment to sustainable human capital development and alleviation of high rate of poverty in its host communities and other parts of Nigeria.

    He noted that since 2004, NLNG had trained over 900 youths, of 18 to 35 years, across its 110 host and pipeline communities in Rivers state in hairdressing and cosmetology, catering and events management, fashion designing, photography and video production, welding and fabrication, woodwork and furniture making.

    The deputy managing director stated that in 2014, the youth empowerment scheme was refocused towards equipping the youths with skills in relevant industries that would enable them to compete favourably for jobs anywhere in the world, revealing that for the 2017 scheme, NLNG signed a contract with five training centres to offer training opportunities to 267 youths in its host and pipeline communities, over a period of three years.

    He noted that refocusing the scheme made the company to be training the youths in automotive (mechanical and electrical), advanced welding, catering, video production/photography and farm management, with the beneficiaries now graduating with national certifications (NABTEB and Trade Test 11).

    He revealed that NLNG departed from the usual procurement and handover of starter packs to ensuring that the youths became self-reliant and employers of labour on graduation, with the training centres not only required to set the beneficiaries up, but would monitor and mentor them for three months post set-up, to ensure focused attention on the business, for success.

    The deputy managing director said: “They (84 youths) are now poised to forge ahead, to conquer poverty and wants, and build a new world of self-sustenance and self-sufficiency, to contribute to development of their communities, states and the nation.

    “We are glad that some of you (beneficiaries) have already taken up the gauntlet. Worthy of mention is Daniel Ebere, one of the graduates in Photography and Video Production, who has shown significant mastery of the field he formerly knew nothing about. He currently trains twelve students in Video Production and Photography at the Rivers State University, Port Harcourt. This is worthy of emulation and shows that we all can succeed in whatever vocation we choose.

    “Today, NLNG Limited is co-funding the world’s biggest Corporate Social Responsibility (CSR) project, the Bonny-Bodo Road, with a contribution of N60 billion. We have invested massively in the provision and upgrade of infrastructure in most of our host and pipeline communities. We are the highest tax-paying company in Nigeria, yet we invest heavily in our CSR programmes, because of our passion to make a difference and to touch lives.”

    The Permanent Secretary in Rivers Ministry of Employment Generation and Empowerment, Mr. Lawson Ikuru, in his remarks, stated that NLNG’s youth empowerment scheme was designed to rekindle the entrepreneurial spirit of the teeming youths and reduce poverty.

    Rivers State Commissioner for Social Welfare and Rehabilitation, Mr. Damiete Herbert Miller,  thanked NLNG  for the  initiative.

  • Apapa gridlock: Fed Govt may revoke port concession agreement

    As stakeholders blame shipping companies, others for bedlam

     

    The federal government might revoke the seaports concession agreement it entered with terminal operators during the administration of President Olusegun Obasanjo.

    Minster for Transportation, Rotimi Amaechi said this on Thursday during the stakeholder meeting on the lingering bedlam occasioned by activities of truck drivers to and fro Apapa seaport.

    The meeting which was chaired by Vice President Yemi Osinbajo (SAN), was held at the headquarters, Western Naval Command  (WNC), Apapa.

    According to Amaechi, he would submit the issue to the Federal Executive Council  (FEC) for a possible revocation of the concessions because the concessionaires were not sticking to the terms of operation.

    He said: “Concessioners not sticking to terms of agreement. We might have to go back to the FEC to ask for a revoke of the concessions. We are currently reviewing the concession agreement.”

    Meanwhile, stakeholders at the meeting blamed the shipping companies, tankfarm owners as well as the federal ministry of works for the congestion, noting that while the company and tankfarm operators had refused to operate holding bays for their trucks, the ministry was too slow in repairing bad portions of the roads.

    They also accused the shipping companies of deliberately fuelling the traffic through its demurrage policy, which makes empty containers flood the roads so that they could beat deadlines and collect their money.

    According to the Managing Director, Nigerian Port Authority (NPA), Hajiya Bala Usman, the shipping companies were acting in disregard of the law.

    She said: “The attendant disregard by shipping companies to patronize holding bays cannot be tolerated. Shipping companies are not above the law in Nigeria and they must act in accordance with the law.

    “We have sanctioned three shipping companies, which are among the largest operating in Nigeria. We withdrew their licenses for 10 days. Upon the review of their 10 days suspension, it was extended to additional five days. Presently, they do not have vantage services within Nigeria.

    “We have noted the concerns about empty containers. What we need to do is ensure that the same volume of containers that come into the country go out.

    “Shipping companies have over the years, made Nigeria a dumping ground. They have also instituted a fee where by, every importer is rushing into the port to drop their containers or risk losing their money.

    “Shipping companies are refusing the operationalisation of holding bays. Ordinary, when you import goods, the empty containers should be returned to the holding bays of the shipping companies. It is their responsibility to move it from the bays to the port.

    “The shipping companies are not above the law. We will keep sanctioning them until they comply and operationalize their business. The container repositioning fee they newly introduced is not acceptable. “The Vice President has written to us demanding clarity and we have cleared that nobody should pay for empty container repositioning. We need to define a location and day, possibly Saturdays and Sundays, where empty containers are moved into the port locations in preparation for them to be taken out to the vessels.

    “Nigerian government would not continue to absorb the cost of your none operationalisation of holding bays. Sixty percent of the trailers on our roads are empty or hawking. They come out without having any business and hope to secure one. “So, NPA is working on licencing trailer parks. In fact, only trailers from such parks can come into the port. We have received four proposals on that and we are working in collaboration with Lagos State Government. The trailers would be at the parks and only come out when called upon.

    “Then, truck owners’ association must ensure compliance of their members. Any truck found idle on the road would be impounded and the association dealt with.”

     

     

  • FEC okays $995 million, N15.45 billion for roads projects 

    …Approves 21 million Euros for tug boats

     

    The Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari on Wednesday approved $995 million and N15.45 billion for two roads projects in the country.

    Briefing State House correspondents at the end of the meeting, the Minister of Power, Works and Housing, Babatunde Fashola said that N15.45 billion was approved for 58.9 kilometer Magami – Kwajani – Ningi road connecting Bauchi and Kano states.

    He also said that $995 million was approved by FEC for the phase 2 of Abuja – Keffi – Akwanga – Lafia – Makurdi road

    The Minister of Transportation, Rotimi Amaechi disclosed that 21 million Euros was approved for the purchase of two tug boats for towage purposes in the Nigerian waters.

    He said that approval was also given for dredging of water in Barrow, where vessels are meant to turn, at the cost of N703 million.

    Water Resources Minister, Suleiman Adamu disclosed that the Council approved N719 million for constituency project on the Lower Benue River Basin Development.

    According to him, it involves construction of 80 meter five span bridge in Karo, Nasarawa State, with completion period of two years.

    He said that FEC also approved another constituency project, which is the construction of half dam and irrigation scheme in Kwarangwa in Bauchi State at a cost of N1.36 billion.

  • Amaechi urges Nigerians to commend Buhari’s economic agenda

    The Minister of Transportation, Rotimi Amaechi, said on Tuesday that the present administration should be commended for changing the economy from a rent culture to a productive economy.

    Amaechi said this during the Economic Recovery and Growth Plan (ERGP) Focus Labs Open Day ceremony held in Abuja.

    According to him, the rates of importation have being reduced drastically, encouraging more production of farm products.

    “The ERGP was an eye opener on what drives the economy, when we talk about ERGP, it is not only about economy growth but sustenance of the economy growth.

    “I continue to argue with my friends in politics, when they say we have caused hunger and I say no, we have rather brought food and I ask them what offence has President Buhari committed.

    “And they will say no money in circulation, investors ran away and I tell them, they are not correct, that the only offence Mr President has committed is that:

    “He is changing the economy from a rent culture to a production economy; the direction we are going now is to take away that rent culture to a productive economy.

     “We banned the importation of tomatoes to encourage those producing tomatoes in Kano and that makes it my responsibility to ensure that the narrow gauge line from Kano to Lagos function properly, “ he said.

    He said that the government was encouraging Nigerians to produce more and export rather than depending on importation, which would not help the economy.

    Amaechi said that the narrow gauge lines would commence properly in 2019, stating that the main agreement cost $45million for the interim phase and $2.7billion for the entire project.

    The minister said that the narrow gauge interim phase will enable initial rehabilitation of the rail lines before the commencement of commercial activities.

    He said that transportation alone would contribute a total of 3.52 billion dollars, which in turn would create 18,366 jobs in the staple and cash sub-sectors toward the overall ERGP investment.

  • Nigeria needs N16.56tr for its rail projects — Amaechi

    Minister of Transport, Rotimi Amaechi says Nigeria needs not less than N46 billion dollars (about N16.56 trillion) to construct its three major speed rail lines.

    The minister said this on Tuesday in Papalanto, near Abeokuta, Ogun State during a joint inspection of the Lagos-Ibadan standard rail gauge with the Minister of Information and Culture, Alhaji Lai Mohammed.

    He said the three speed rail line projects – Lagos to Kano, Lagos to Calabar and Port Harcourt to Maiduguri – were crucial to the administration of President Muhammadu Buhari.

    The minister said that although the government did not have the fund ready to finance the projects, but the President had directed him to source for the fund because of the importance of the projects.

    “We don’t have the money available but we have to source it.

    “The Federal Government must look for the money; we may likely borrow the money because the money is not just there.

    “For now, the Chinese are funding the Lagos to Kano rail project and any of those that we have approached, when they give us money for the other two projects we will gladly take,” he said.

    Amaechi said that the private sector funding of the project was not visible because “there is no way in the world where railway is constructed by private sector.

    “This is because it is a long time investment and the money will not be recovered in time”.

    The minister said that he had approached the Russian Nexim Bank for funding of any of the rail project.

    Speaking on the 156km Lagos-Ibadan rail project, Amaechi said they were working to meet the December 2018 completion deadline.

    He said upon completion, it would take a speed train of 150km per hour that would travel from Lagos to Ibadan in one hour.

    “We will introduce express train that will take off from either Apapa or Ebute Metta straight to Abeokuta and to Ibadan.

    “We will also introduce train that will stop in all the nine stations to give passengers choices,” he said.

    The minister said that no fewer than 7000 jobs have been created by the Lagos-Ibadan rail project.

    Amaechi said that government had commenced rehabilitation of the narrow gauge to reduce the pressure of cargoes on the road, adding that the challenges on the standard gauge were the track.

    He said the track was moving on slow pace of 15km per hour but upon addressing the challenges on the tracks the speed would increase to the maximum 80km per hour.

    On his part, the information minister said that they embarked on the project inspection to showcase the massive work the Buhari administration had done on infrastructure.

    Lawyer-cum human rights activist, Festus Keyamo (SAN), has been appointed  as Director of Strategic Communications for  President Muhammadu Buhari’s 2019 campaign organisation.

    The Director-General of the campaign organisation, Rotimi Amaechi, who announced the appointment, said Keyamo would act as spokesman for the organisation during the nomination process and subsequent campaigns for the 2019 presidential elections.

    Keyamo later took to his twitter handle to inform the public about his new assignment.

    He said: “With this letter below?, I have just been appointed the Director, Strategic Communications (Official Spokesperson) for the President’s 2019 Presidential Campaigns. I will be making a formal statement on this much later.”

    Festus Keyamo
