    Senate seeks probe of Chopper crash that killed Wigwe, wife, son, ex-NGX’s chairman

    The Senate on Wednesday, February 14, called for a comprehensive investigation into the cause of the helicopter crash that killed the Group Chief Executive Officer (GCEO) of Access Holdings, Herbert Wigwe, wife Doreen and son Chizzi in the United States of America last Friday.

    The crash also claimed the life of the former Group Chairman of the Nigerian Exchange Group, Abimbola Ogunbanjo.

    The Senate specifically urged the federal government to collaborate with the US authorities to ensure that thorough work was done.

    This is even as the Red Chamber observed a minute’s silence in honour of Wigwe.

    The Senate further resolved to send a high-powered delegation to the burial of Wigwe when announced.

    These resolutions of the Senate followed a motion of urgent public importance moved by Senator Allwell Onyesoh (Rivers State), urging his colleagues to extol the virtues of Wigwe.

    Several senators, while contributing to the debate, lauded the late Wigwe’s exemplary lifestyle of professionalism and philanthropy.

    In his contribution, Senator Aminu Tambuwal (PDP – Sokoto South), described Wigwe as a “pan-Nigerian, and one of our best hands in the financial system of our dear country.”

    Tambuwal recalled that Wigwe was born in Oyo State and had his secondary education at Federal Government College, Sokoto.

    Tambuwal said: “While I was the governor of my state, he visited me. He asked my uncles what he would do for them. They appealed to him to sponsor them to Hajj. He gave them 10 seats as a Christians, for them to go on Hajj. That was Herbert Wigwe for you.

    “We spoke last on the 1st of February. He said he called to say hello to me because we had not seen each other for a while. He wanted me to visit him and inspect the Wigwe University project. Well, that day will never come again.”

    On his part, Senator Gbenga Daniel said Nigeria had lost a personality that would be long to replace.

    Daniel, a former Governor of Ogun State, also drew the attention of his colleagues to the death of Abimbola Ogunbanjo in the crash

    “We also lost in that accident, a very distinguished Nigerian, Abimbola Ogunbanjo Bimbola. We mourn the Wigwes and Ogunbanjo, and we pray to God to grant their souls eternal rest”, he said.

    The chairman of the Senate Committee on Banking, Insurance and Other Financial Institutions, Senator Tokunbo Abiru, spoke in a like manner, saying that Wigwe and Ogunbanjo were “brilliant professionals.”

    On his part, the chairman of the Senate Committee on Public Accounts, Senator Ahmed Wadada, noted that Wigwe’s impact was felt beyond banking.

    Wadada said: “He was everywhere doing anything that could add value to humanity. He ventured into areas other people were afraid of.

    “At one point, he wanted to acquire Afribank, which never worked. He later went on to acquire Intercontinental Bank at a time when nobody wanted to go close to that bank.

    “He took Access Bank beyond Nigeria and wanted to acquire 65% of Standard Chartered Bank in Africa.”

    Senate President, Godswill Akpabio, in his remarks, said Wigwe was a “pan-Africanist, who took Access Bank beyond the shores of Nigeria.”

    He added: “He died along with his dear wife, son, and another illustrious Nigerian, Abimbola Ogunbanjo.

    “We can’t question God for all that happened. He paid school fees for indigent students and Hajj fares for people. His legacies will never be forgotten. May their souls rest in peace.”

    The Senate is presently meeting with the nation’s security chiefs and some ministers behind closed doors over the spate of insecurity in the country.

    The Red Chamber had last week postponed the meeting till today, Tuesday, February 13.

    Those in the meeting include Chief of Defence Staff, Christopher Musa, Chief of Army Staff, Taoreed Lagbaja, Chief of Air Staff, Air Marshal Hasan Bala Abubakar, Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, Inspector General of Police, Kayode Egbetokun and the Director General of the Department of State Services (DSS), Yusuf Magaji Bichi.

    Senate queries NCDMB’s $400m intervention funds

    The Senate Committee on Local Content has queried the management of the Nigerian Content Development and Monitoring Board (NCDMB) over $400 million in intervention funds said to have been kept in banks and other financial institutions for over many years without disbursement.

    The Chairman of the Committee, Senator Natasha Akpoti-Uduaghan asked the NCDMB to explain the development during an interactive session with the agency on Wednesday evening in Abuja.

    According to Akpoti-Uduaghan, out of the said intervention funds, $30 million was earmarked for capacity building in oil and gas while $20 million was meant for women in oil and gas in the country.

    She another $50 million of the fund was meant for research and development in oil and gas industries which is said to be domiciled in the Central Bank of Nigeria (CBN).

    She sought to know why the funds were lying fallow without Nigerians being allowed to access them.

    She also urged the NCDMB to make the funding opportunities accessible to ordinary Nigerians.

    These funds, according to her, will attract oil and gas equipment manufacturers to Nigerian Oil and Gas Parks Scheme (NOGaPS) facilities, as well as increase access to affordable finance by the manufacturing entities.

    She asked the board create awareness among Nigerians who are not aware of the availability of the fund how they can access it.

    She directed the NCDMB to urgently submit the audited account of the agency from 2021 to 2022, the budget performance of 2022 and 2023, and the nominal roll of the agency.

    The Chairman of the panel insisted that the Committee was not out to antagonize the agency but to collaborate with it to discharge its mandate to the benefit of Nigerians especially women.

    Responding, the Executive Secretary of NCDMB, Engr. Felix Ogbo, said the $300 million meant for the Nigerian Content Intervention Fund was still domiciled in the Bank of Industry (BoI).

    According to Ogbo, the entire $300 million has been disbursed.

    He added that the total amount disbursed so far amounts to $330million, explaining that as beneficiaries pay the money would be given to others who want to borrow.

    “Bank of Industry carries out quarterly monitoring to ensure the companies use the loan for the purpose it was meant for. We also carry out joint annual project monitoring with the Bank of Industry,” Ogbo added.

    He NCDMB pledged to supply all documents requested by the committee before its next interactive session.

    High cost of food: Deputy Senate President lauds Tinubu for releasing grains

    Deputy President of Senate, Sen. Barau Jibrin has commended President Bola Tinubu for ordering release of 102,000 tonnes of rice, maize, millet and other food items to mitigate high cost food items.

    Barau, gave the commendation in a statement on Monday in Abuja by his Special Adviser on Media and Publicity Mr Ismail Mudashir said the move would help in cushion the effects of rising cost of commodities.

    The Federal Government had through the Special Presidential Committee on Emergency Food Intervention,on Feb.8 ordered the release of 102,000 tonnes of grains to Nigerians.

    Barau also urged States and Local Governments Councils to emulate the Federal Government by releasing grains to the needy.

    The Kano Senator said in the coming days, he would also distribute rice to 200,000 households as part of his contributions to address the challenge.

    “At this trying period, we should all support the federal government to address the challenges our country is currently facing.

    “As we all know, the rising cost of food is a global phenomenon and our country is not unaffected by it.

    ” It is against this background, that I implore states and local governments to distribute food items to those in need across the country to cushion the effects of the rise in cost of food items, “he said.

    Insecurity: Senate summons NSA, Service chiefs, others

    The Senate yesterday summoned the National Security Adviser (NSA) Mallam Nuhu Ribadu and Minister of Defence Abubakar Badaru to appear before it on Tuesday over worsening insecurity.

    Also invited are Minister of State for Defence Bello Matawalle, Director-General of the National Intelligence Agency (NIA) Ahmed Rufai Abubakar, Minister of Interior Olubunmi Tunji-Ojo, Minister of Police Affairs Ibrahim Geidam and Minister of State for Police Affairs Imaan Sulaiman-Ibrahim.

    The Senate earlier summoned the Chief of Defence Staff Christopher Musa, Chief of Army Staff Taoreed Lagbaja, Chief of Air Staff Hasan Abubakar, Chief of Naval Staff Emmanuel Ogalla, Inspector General of Police, Kayode Egbetokun and the Director General of the State Security Service (SSS), Yusuf Magaji Bichi.

    The Service chiefs, Egbetokun and Bichi were present, but Musa was not.

    Senate President Godswill Akpabio said it would be in the national interest for Musa, NIA DG, Ojo and Geidam to be present on Tuesday.

    Also yesterday, the House of Representatives resolved to invite the NSA and heads of security agencies.

    The House also asked the Minister of the Federal Capital Territory, Nyesom Wike, to install security cameras in the capital city and equip operatives with gadgets.

    Adopting a motion of urgent public importance by Dominic Okafor (APGA, Anambra), the House urged security agencies to deploy the National Identification Numbers (NIN) to tackle kidnapping.

    NSA advocates integrated approach

    Ribadu yesterday advocated an integrated approach to tackling insecurity.

    He believes the strategy would help to build societies resilient to exploitation and radicalisation.

    The NSA spoke at the opening of the UK-Nigeria Security Defence Partnership Dialogue, organised by his office in Abuja.

    Ribadu said: “Our dialogue must be guided by a shared commitment to promoting regional stability, countering violent extremism, and enhancing resilience against emerging non-traditional security challenges confronting our nations is both diverse and formidable.

    “It is imperative that we adopt a holistic and forward-looking approach that leverages the full spectrum of our respective capabilities and expertise.

    “Moreover, the nexus between security and development remains intrinsic to our collective efforts to foster sustainable peace and prosperity.

    “It is imperative that we adopt a comprehensive and integrated approach that addresses the root causes of insecurity, promotes inclusive economic growth, and empowers marginalised communities to build societies resilient to exploitation and radicalisation.”

    UK National Security Adviser, Tim Barrow, said his country shared in the determination to contribute separately and together for a better world where peace, security, stability and prosperity reign.

    Represented by his Deputy, Dame Sarah Macintosh, he said the two countries could through the partnership and dialogue, advance those shared objectives and deepen partnership and friendship to build on their national security.

    “The UK is fully committed to our friendship and partnership with Nigeria and we thank you for your commitment to that partnership there too, and I’m personally delighted to be part of strengthening and deepening it through this dialogue.

    “As security challenges around the world grow, it has become increasingly crucial to support our allies to uphold regional and international peace.

    “This week we reaffirmed our commitment to Nigeria, building on progress made since the last UK-Nigeria Security and Defence Partnership dialogue, from tackling terrorism and countering violent extremism to defending against cyber-attacks.

    Senate seeks information on N100b gas project fund disbursement 

    The Senate Committee on Gas Resources has sought clarification from  Finance Minister and Coordinating Minister of the Economy  Wale Edun on the disbursement of over N100 billion to companies handling the Presidential Compressed Natural Gas (PCNG) projects.

    A letter by the committee seeking information on the contractors and the beneficiaries of the N100 billion is dated January 9.

    In the letter made available to reporters in Abuja yesterday, the committee gave Edun seven days to furnish it with details of the deal.

    A source close to the committee told The Nation last night that the minister had yet to respond to the request.   

    The demand by the committee followed a petition by a group known as  Good Governance and Transparency Front.

    The group accused the PCNG steering committee of approving the disbursement of the N100 billion to cronies without, following due process and provisions of the  Public Procurement Act(PPA) 2017. 

    Apart from alleging that the steering committee has not made any progress even with the disbursement of N100 billion, it claimed that there was a move to pay another N130 billion to some of the contractors in breach of a standing order by the Senate Committee on Gas Resources.  

    The Senate Committee, which hailed President Bola Tinubu for the CNG initiative, argued that spending taxpayers’ money on the gas infrastructure development projects without National Assembly approval amounted to extra-budgetary expenditure and gross violation of the PPA.

    It consequently advised President Tinubu to urgently present a supplementary budget to the National Assembly to cover the expenditure.

    The letter by the Senate Committee Chairman, Jarigbe Jarigbe,  reads: “I am writing to request for a comprehensive brief regarding the utilisation of the sum of N100 billion allocated by the Federal Government for the development of gas infrastructure aimed at providing Compressed Natural Gas (CNG) to Nigerians as an alternative to fossil fuels.

    “The Committee is seeking detailed information on the process followed in the award and disbursement of funds to the companies benefiting from the allocation.

    “I would appreciate insight into the compliance of these processes with the provisions of the Public Procurement Act 2007.

    “Specifically, the committee is interested in understanding the steps taken in the opening of bids, the qualification criteria applied and the subsequent award of contracts to the selected companies.

    “Transparency and adherence to due process are crucial aspects in ensuring public trust and accountability in such initiatives.

    “Kindly provide documentation and details regarding the companies that received funding, outlining the specific projects or initiatives they are undertaking to promote the use of Compressed Natural Gas (CNG) in the country.

    “I believe that this information will be invaluable for our committee’s oversight responsibilities and will contribute to ensuring the success and effectiveness of the government’s efforts in promoting alternative energy sources.

    “I appreciate your attention on this matter and look forward to receiving the requested information in seven (7) days from the date of receipt.

    “The requested information should please, be submitted in soft copy and 30 sets of hard copy to the Clerk of the committee.”

    The Senate on Wednesday, February 7, summoned the National Security Adviser (NSA), Mallam Nuhu Ribadu and Minister of Defence, Abubakar Badaru, to appear before it on Tuesday, February 13, over rising insecurity in the country.

    The Senate also invited the Minister of State for Defence, Bello Matawalle, Director General of the National Intelligence Agency (NIA), Ahmed Rufai Abubakar and the Minister of Interior, Hon. Olubunmi Tunji-Ojo.

    The Senate had earlier summoned the Service Chiefs including the Chief of Defence Staff, Christopher Musa, Chief of Army Staff, Taoreed Lagbaja, Chief of Air Staff, Air Marshal Hasan Bala Abubakar, Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, Inspector General of Police, Kayode Egbetokun and the Director General of the Department of State Services (DSS), Yusuf Magaji Bichi, to brief it on the deteriorating security situation in the country.

    However, shortly after admitting the Service Chiefs, Inspector General of Police and DG DSS into the Chamber on Wednesday, the Senate made a U-Turn and postponed the session.

    Senate President Godswill Akpabio who announced the postponement and extension of fresh invitations at plenary said it would be in the interest of the country for the Ministers of Defence, DG NIA and the Minister of Interior to be present during its session with the Service Chiefs.

    It therefore discharged the Service Chiefs without taking any briefing from them and directed them to reappear on Tuesday next week when the Ministers of Defence other invited security hierarchy would be present.

    The Senate has postponed questioning the military chiefs over insecurity until February 13, to accommodate all those concerned stakeholders in the nation’s security administration.

    The lawmakers were scheduled to hear from the security chiefs in the Senate chamber on the nation’s increasing level of insecurity.

    However, to expand the briefing, the Senate resolved to reschedule the meeting.

    The Senate leader, Senator Opeyemi Bamidele, made the motion to adjourn the security briefing by the service chiefs, and Senator Abba Moro, the minority leader, seconded it.

    Senate urges FG to provide details on disbursement of N100bn gas project fund within seven days

    The Senate Committee on Gas has called on the Minister of Finance, Olawale Edun, to provide within seven days details of the award and disbursement of over N100 billion to companies engaged to handle the Presidential Compressed Natural Gas (PCNG) projects allegedly done in breach of the Public Procurement Act, 2017.

    This is coming amid a new plan by the PCNG to disburse another N130 billion to an unspecified number of companies, in breach of an earlier warning by the Senate Committee on Gas that spending taxpayers’ money on the said gas infrastructure development projects without National Assembly approval would amount to extra-budgetary expenditure and gross violation of the Public Procurement Act.

    The panel had earlier lauded President Bola Tinubu for the CNG initiatives but enjoined the president to urgently present a supplementary budget to the National Assembly to cover the expenditure.

    Chairman of the Senate Committee on Gas Resources, Jarigbe Jarigbe (PDP-Cross River North) asked the minister to forward to the committee comprehensive records of the award and disbursement of over N100 billion and a list of companies engaged to handle the project.

    Jarigbe in a letter dated January 9 and made available to journalists on Wednesday in Abuja, said: “Am writing to request for comprehensive brief regarding the utilization of the sum of N100 billion allocated by the Federal Government for the development of Gas infrastructure aimed at providing Compressed Natural Gas (CNG) to Nigerians as an alternative to fossil fuels.”

    However, the panel’s letter requesting the Minister of Finance to supply the committee with details of the award and disbursement of over N100billion was followed petition by a group known as “Good Governance and Transparency Front” to the committee.

    The group accused the Chairman of the Steering Committee of the Presidential CNG Initiative of approving the disbursement of the Funds to cronies without following the Due Process and the Public Procurement Act, of 2007.

    The group in the letter to the committee also stated that the PCNGI has not made any progress even with the disbursement of N100 billion because the PCNG refused to engage experts in gas development in the execution of the project.

    The Senate has suspended its rules to allow Senator Abdullahi Gumel, the Special Adviser to President Bola Tinubu on National Assembly Matters, and the Service Chiefs to address the senators on the overall state of insecurity in the country.

    To establish a long-term solution, the service chiefs are also anticipated to brief the chamber on the bandit and kidnapping in the FCT.
