    Insecurity: Senate meets Service Chiefs Wednesday – Abiru

    The Senate on Tuesday, said it had invited Service Chiefs to appear before it  on Wednesday,  over security  challenges in the country.

    Sen. Adetokunbo Abiru, Chairman,  Senate Committee on Banking, Insurance and other Financial Institutions,  gave the hint while speaking with newsmen on Tuesday  in Abuja

    Abiru was briefing newsmen on  why the interface between the committee and the Governor of Central Bank of Nigeria (CBN), Olayemi Cardoso was postponed.

    The News Agency of Nigeria (NAN) recalls  that the Senate  summoned the service chiefs to appear before it to explain the worsening security situation in the country.

    Abiru  said that the planned interface with Cardoso was shifted to Friday,  since Wednesday and Thursday had  been slated for grilling of the service chiefs.

    He said: “After waiting for close to two hours for the CBN governor on the planned interface, we have resolved to postpone it to Friday,  by 9:00 a.m prompt.

    ” Postponement of the interface between our committee and the CBN governor arose from the fact that he, and other managers of the nation’s economy have been interfacing with our colleagues in the House of Representatives since morning without knowing when exactly  the session will end.

    “We would have fixed Wednesday or Thursday as new day for the interface but the senate as a whole, has fixed the two days for very critical and constructive engagement with the service chiefs .

    “This made us to eventually settle for Friday  for interface with the CBN governor.”

    Earlier,  the senate had over two hours of  closed-door session,  after which it considered a motion from Sen. Ahmad Lawan on the demise of Sen. Bukar Ibrahim,  by observing a minute silence for the deceased.

    The upper chamber raised a nine – man delegation for condolence visit to the  Government of Yobe and family of the deceased.

    The delegation would  be led by Sen. Adamu Aliero ( PDP-Kebbi).

    • Postpones meeting with CBN Governor, Cardoso, till Friday

    The Senate on Tuesday, February 6, summoned President Bola Tinubu’s economic team over the falling Naira and dwindling economy.

    The upper chamber had last Friday summoned the Governor of the Central Bank of Nigeria, Dr. Olayemi Cardoso, to appear before over the same issue on Tuesday.

    However, the Senate on Tuesday varied its summon of the CBN governor, saying both the apex bank helmsman and the economic team would now appear before it on Friday by 9.00 am.

    Members of the economy team include Minister of Finance, Olawale Edun, Minister of State for Budget and Economic Planning, Atiku Bagudu, CBN Governor Cardoso, Chairman of the Federal Inland Revenue Service (FIRS), Zacch Adedeji and Comptroller General of the Nigeria Customs Service (NCS), Bashir Adewale Adeniyi, among others.

    The Chairman Senate Committee on Banks, Insurance and Other Financial Institutions, Senator Adetokunbo Abiru, said the panel’s scheduled meeting with the CBN Governor for Tuesday could no longer be held because of Cardoso’s engagement at the House of Representatives.

    The panel decided after one hour of waiting for Cardoso to no avail.

    Abiru said: “So that is how come this (meeting) has been somehow delayed and the sense is that perhaps they are just rounding up and we don’t know exactly when they will be done to be frank.

    “On our part too, we also believe that we should be rational and in terms of trying to see reasons, we put our brothers in the House of Reps and the sisters in the House of Reps and of course the CBN Governor.

    “To that extent, it will appear that on our part, we’ll have to adjourn until Friday the 9th of February.

    “The reason too, I think I should explain is that tomorrow there is a session with the Service Chiefs, and of course, that might extend till Thursday because they are issues of very serious concern to us.

    “So in order to play safe and have enough time to also interact properly with the economic team in this instance, meaning that we might extend the invitation beyond the governor to also include members of the economic team.

    “So on that note, we have resolved, and I would like to invite one of my colleagues to move the motion to adopt the decision to postpone this session.”

    Senate mourns ex-Yobe governor, Ibrahim

    The Senate on Tuesday, February 6, expressed sadness over the demise of Senator Bukar Abba Ibrahim.

    Senator Ibrahim who died on Sunday, February 4, was a former governor of Yobe state.

    The Senate at plenary observed a minute silence in his honour and resolved to send a high-powered delegation to pay the family of the deceased and the government and people of Yobe State a condolence visit.

    The resolutions of the Senate followed a motion on the demise of Senator Ibrahim moved by former Senate President Ahmad Lawan during plenary on Tuesday, February 6.

    Lawan in his lead debate, said Senator Ibrahim was a committed leader, dedicated politician, and public servant who contributed immensely to the development of Yobe state and Nigeria.

    He said the passing of Senator Ibrahim was a great loss not only to his family, but to the people of Yobe State and, indeed, Nigeria as a whole.

    Lawan said: “During his tenure as Governor between 1999 and 2007, Yobe State witnessed significant progress in various sectors, including education, infrastructure, healthcare, and agriculture.

    “He introduced a free education programme in Yobe State in 2004, which provided free education to primary and secondary school students in the state. This program helped to increase school enrollment and reduce the illiteracy rate in the state.

    “After completing his 8-year stint as Governor of Yobe State, he contested to represent Yobe East Senatorial District in the National Assembly during the 2007 General Elections, under the platform of the ANPP. He was re-elected in 2011 and 2015, respectively.

    “During the 2015 General Elections, he contested under the platform of the All Progressives Congress, the APC. As a three-time Senator, he served as Chairman and member of several Senate standing committees.

    “In recognition of his meritorious service and outstanding academic accomplishments, the late Sen. Bukar Ibrahim was inducted as a Fellow of the Nigeria Institute of Quantity Surveyors (FNIQS); Fellow, of Nigerian Institute of Agricultural Engineers; and a member of the Institute of Directors.”

    Senate seeks increased revenue target for Customs

    The Chairman, Senate Committee on Customs, Excise and Tariff, Senator Isah Jibrin yesterday told the Nigeria Customs Service (NCS) that the N5.079 trillion 2024 revenue target of the agency will be reviewed upwards from the second half of the year to save the country from further borrowings.

    Jibrin made this assertion at a meeting with the Comptroller-General, NCS, Adewale Adeniyi and top management of the revenue agency in Abuja.

    Jibrin said: “First of all, Nigeria is saddled with lot of debt obligations and we need to wriggle ourselves out of that trap and one of the ways to do that is Internally Generated Revenue (IGR).

    “Customs is one of the major providers of internally generated revenue and as it is today, we expect them to play one of the major roles in this drive to reduce our debt burden.

    “We need to pay off what we are owing now and minimize additional loans we are going to take.

    “Customs is in a very good position, if they are able to block all perceived leakages, they should be able to generate significant amount of income that will enable Nigeria get out of debt, at least partially.”

    On concessions given to some sectors of the economy for example, agriculture, the Kogi East senator said it is for those who are into agricultural services, those who are into solid minerals and those whose services have direct impact on the economy.

    He said: “If somebody is bringing agricultural equipment into the economy and you try to take something out of that person in a way of import duty, that will discourage the person and that is what we are saying.

    “It is not that any body took that money or custom compromised in the course of their services.

    “Concessions were in the interest of Nigeria to encourage importers who are going into specific areas in the economy.

    “There is a tradeoff here between importers and the country, particularly the things you think you are generating.”

    On the rate of unemployment in Nigeria, which he described as “very high”, the Kogi East lawmaker said: “Customs is not the only employer of Labour.  They can only employ the number they believe they can adequately take care of and we are putting them under pressure to exceed the 1,600 benchmark.

    “We may not get beyond 2000, but for sure, we will get 1,600 and like we all know, there are so many unemployed Nigerians out there, I will always say, it is difficult for the Nigeria Customs Service to absorb all unemployed Nigerians, but they can only employ those they can.”

    While responding to questions from the lawmakers, the NCS boss disclosed that the service is seeking approval from government to allow them give waivers to owners of smuggled cars to allow them regularise their  payment of Customs duties.

    This he said will be done after adequate publicity so that those who find themselves in such situation can get their vehicles regularised through payment of duties.

    On the naira exchange rate, Adeniyi said he is equally pained by the volatility in the exchange rate regime.

    “In fact, even if it  stays high and people can predict that this is what it will take me to clear, perhaps it is not particularly too bad, but when it is so volatile, today it is X, tomorrow it is X+10, X+20, it does not make for adequate planning and things like that.

    “Currently, it is the mandate of the Central Bank of Nigeria (CBN) to fix the rate, either the one we use during Medium Term Expenditure Framework (MTEF) or the one we use for importation or the one used for payment of Customs duties.

    “I have been in discussions with my minister. Perhaps, what you are going to advocate is that there would be a meeting point between authorities of government that are in charge of monetary policy and those in charge of fiscal policy.

    “Personally, what I think we can do is to get a spot rate for a period of time. We can agree that for Q,Y 2024 this will be the spot rate for payment of Customs duties; we could  say for the first half of the year,” he said.

    Senate assures speedy passage of Agric extension bill

    The Senate has assured the speedy passage of agricultural extension services delivery revitalisation bill.

    Chairman of Senate Committee on Agriculture, Production Services and Rural Development, Sen. Saliu Mustapha, stated this in Abuja at a one-day technical session on the draft agricultural extension service delivery revitalisation bill organised by Women Farmers Advancement Network and country representatives (WOFAN-ICON2).

    Mustapha said the bill, which aims at ensuring effective implementation of a national agricultural extension policy and strategy sustainable agricultural extension service in the country, said it would promote human resource development, career progression, and professionalism in agricultural extension and encourage women and youth to actively participate and invest in agriculture.

    He said the legislation on the bill would improve the lives of farmers, especially in the rural areas.

    He reiterated the need to expand the scope of the technical committee by enriching the draft bill with other jurisdictions in order to have a wider application and stand the test of time.

    “With the advancement in technology and global development of agricultural extension service around the world, it is my expectation that the draft bill should as much as practicable incorporate digital agriculture essential service as it is done in other countries.

    “We’re also looking at opportunities because the most important thing is adding value and making sure it is practicable and works.

    “So, the most important thing is the value addition to make sure because for me we should start thinking of how agriculture should be a means of livelihood. With the insecurity we have in the country today, if agriculture is working the way it ought to, it will have reduced the problem by 70 to 80 percent of it,” Mustapha said.

    Also, the Founder, WOFAN-ICON2, Dr Salamatu Garba, said the bill will go a long way to increase food production in Nigeria and further reduce food will not be expensive anymore.

    She noted that the aim for pushing the bill was to grow the agricultural sector.

    “We’re pushing it from just a policy document to make sure that the Senate and the National Assembly understand and absorb it so that it can be translated into a bill and later may become an act. She said if the bill was passed, it meant that the federal government would have a particular percentage dedicated to agriculture, which is the backbone of the economy.

    “The agricultural extension system in Nigeria needs a lot of reawakening and this bill will help push the process forward, ” she said.

    The Chairman, WOFAN Technical Advisory Board on Policy Change and Advisory Services, Prof. Sani Miko, explained that the bill had a lot of offers for both the youths and women, which would open the horizon for the sector.

    BREAKING: Senate summons CBN governor, Cardoso, over free fall of Naira

    The Senate on Wednesday, January 31, summoned the Governor of the Central Bank of Nigeria (CBN), Dr. Olayemi Cardoso, to appear before it on Tuesday next week over the state of the economy and free fall of the Naira.

    The Chairman of the Senate Committee on Banking, Insurance, and Other Financial Institutions, Senator Tokunbo Abiru (APC- Lagos East), handed down the summon after the panel met in Abuja.

    Speaking with reporters after the emergency meeting of the Committee held behind closed doors, Abiru said the state of the nation’s economy, especially the inflation index was of great concern to the Senate.

    Abiru said: “We have held a meeting this afternoon essentially to focus on the direction of the Nigerian economy.

    “We are all living witnesses of what is going on. Underlining the major issue of the economy is the way the inflation index has been and of course, it is a major concern to us.

    “We have deliberated among ourselves. Critical issues were addressed and we believe that the next line of action is to summon the Governor of the Central Bank of Nigeria on Tuesday at 3 pm to brief us properly on the state of the economy.

    “That we have resolved and will communicate to the Governor of the Central Bank after which we will have further communication with members of the press.”

    The Naira was said to have plummeted to about N1,500.00 to the US dollar as at the time of filing this report.

    The Senate on Tuesday, January 30, said it will meet President Bola Tinubu next week concerning the spate of insecurity in the country after its planned meeting with the nation’s security chiefs.

    Senate President Godswill Akpabio disclosed this in his contribution to a motion on the spate of insecurity in the country during plenary.

    Akpabio said the meeting with the president has become necessary to discuss the outcome of its proposed meeting with the top echelon of the nation’s security agencies and make possible suggestions on the way out of the quagmire.

    Also, on Tuesday, the Red Chamber adjourned the plenary session till the 6th of February 2024, to enable lawmakers to partake in campaigns ahead of the scheduled rerun and bye-elections across the country scheduled by the Independent National Electoral Commission (INEC) for this weekend.

    The Senate had upon resumption of plenary after its Yuletide break resolved into a closed-door session that lasted for over two hours.

    Upon reversion to the plenary, the Senate took a motion on the spate of insecurity in the country and adjourned other items on the Order Paper to the next legislative day.

    The motion on the spate of insecurity in the country was sponsored by the entire 109 senators.

    The Senate leader, Opeyemi Bamidele, in his lead debate, said: “The Senate notes with sadness the rising spate of killings, kidnappings, banditry, and other criminal activities in the nation.

    “Senate further notes the recent killings in Agatu local government area of Benue state, which led to the loss of lives, including security personnel and wanton destruction of properties as well as the brutal killings of 11 residents of Logo Local Government Area of Benue State.

    “Senate equally notes the various kidnappings in the Federal Capital Territory where victims have been killed after collecting ransom. Senate is also aware of several cases of kidnappings all over the country where huge ransom had been paid and several of the victims still got killed.

    “Senate is also aware that the recent killings of two traditional rulers in Ekiti State and the abduction of primary school pupils in Ekiti had further aggravated the level of insecurity in the country.

    “Senate notes the unfortunate bomb explosion at Bodija in Ibadan Oyo State where no less than five lives were lost and several residential houses, schools, hotels, and religious centres were destroyed.

    “The Senate equally notes the killing of several residents of Mangu, Bokkos, and Barkin Ladi communities in Plateau state.”

    The two prayers of the motion which reads: “That the Senate do invoke its earlier resolutions to invite the security chiefs for an interactive session with the Senate with a view to resolving the insecurity that is plaguing the country.

    “That the Senate do observe a minute silence in honour of the departed,” were adopted by the Senate when they were put to voice vote by Senate President Akpabio.

    Akpabio in his contribution said: “After the interactive session with the security chiefs, which we agreed that it should be next week, we would also fix a time to discuss the outcome with Mr President.

    “We have a responsibility to collaborate with the executive and contribute our ideas to ensure that our constituents and ourselves, including our children, can sleep with their two eyes closed.

    “Security is everybody’s business, and without security, we cannot have progress. We are very determined to make laws and pass resolutions aimed at ensuring rapid progress of the country and the immediate improvement of the Nigerian economy.

    “This will not be possible without a secured nation. We will take this up with Mr. President after interaction with security chiefs.”

    On adjournment of plenary, Akpabio said: “In view of the elections in about 36 constituencies in the country, coming up on Saturday, both houses, the House of Representatives and the distinguished chamber of the Senate, we have agreed that we have less than 48 hours to partake in the campaigns which will close on Thursday by 12 midnight. And therefore, this Senate stands adjourned to the 6th day of February 2024 at 11 a.m, prompt.”

    Senate panel pays tribute to fallen heroes

    The Chairman Senate Committee on Army, Senator Abdulaziz Yar’Adua, on Monday, January 15, paid tribute to the nation’s fallen heroes.

    Yar’Adua in a statement in Abuja said the tireless efforts of the Armed Forces in restoring peace to the country will always be appreciated.

    He said the National Assembly will continue to champion legislation that will improve the welfare of the military.

    He said: “Today, I join all citizens of the Federal Republic of Nigeria, particularly, members of the Armed Forces as our dear nation celebrates the sacrifices and selflessness of our fallen heroes.

    “The heroic sacrifice in defence of our Nation will always be remembered. I join you all in paying tribute to our heroes past, who put their lives and comfort on the line for us to live in peace.

    “Your tireless effort at restoring peace all over the country will not go unappreciated.  Nigerian soldiers still rank among the very best in Africa and the World as they are constantly sought after year in, year out for global peace missions.

    The Chairman Senate Committee on Media and Public Affairs, Adeyemi Adaramodu has denied media reports that senators received rice worth N200million from President Bola Tinubu for distribution to their constituents as palliatives during the Yuletide.

    However, a Senate source confirmed the development, saying some of the rice palliatives are yet to reach senators.

    The Special Assistant to President Bola Ahmed Tinubu on on Social Media, Olusegun Dada on his official X handle on Thursday, confirmed the distribution of palliative items worth N200 million to senators and palliative items worth N100 million to House of Representatives members.

    He said: “After initial logistics delay, I can now confirm that Senators and members of the House of Representatives have started taking stock of the Federal Government’s palliative items for their constituents as part of efforts to ease life for all Nigerians. Each HoR member received items worth N100m while Senatorial constituencies got palliative items worth N200m.”

    Although Adaramodu could not be reached by our correspendent for comment despite spirited efforts, Premium Times in a report quoted him to have debunked the insinuation by saying that neither him nor his colleagues from other states in the southwest have received any palliative items from the federal government.

    He revealed that he distributed food items and money to his constituents for the celebration of Christmas and New Year but that the purchase was paid for by him and not the federal government.

    He was quoted to have said: “Was it the minister that said that or the president because as for me I have not seen anything.

    “If they had handed it over to us, you would see trailers loaded with food items across all constituencies in Ekiti State, Ondo and Oyo states and other states. Our people will even be happy to get the items from the federal government.

    “As for me, Yemi Adaramodu, I have not received any food items from the federal government. The food I distributed to my people across my constituency was funded personally by me and that has been my tradition every year even while I was the Chief of Staff, before I got elected to the House of Representatives.

    “I have read all these things on the internet too, many people are just saying a lot of things but for me, Yemi Adaramodu, I have not received any food items from the Federal Government, maybe when they give us, I will tell you.”

    He insisted that it has been his tradition annually to distribute food items to his constituents since he was the Chief of Staff to the Ekiti State Government before he was elected into the House of Representatives and then the Senate.

    “It is my tradition to distribute rice and money to my constituent members every year, I have done that this year independently and it is not from the federal government, I have not seen anything from the government.”

    However, a source close to the Senate leadership confirmed that the allocation of rice to senators for onward distribution to their constituents is ongoing.

    He however said while some may have received their, other are yet to get the consignment.

    “I know that there is a provision to give Senators rice for their constituents. For instance my Senator has not received his and I believe there are many senators that have not received the rice. But am aware that something like that is going on, the source said.

    The Senate on Saturday, December 30, called on all service chiefs to appear before it to explain the events that led to the deaths of nearly 200 Nigerians on the Plateau on Christmas Eve.

    The Nation reports that the house minority caucus had raised an alarm three days ago demanding for a halt on the bloodlettings in the state.

    The caucus recommended that NASS employ every legislative tool at its disposal to stop the drift in the state of North Central.

    The chiefs summoned are Chief of Army Staff, Chief of Defence Staff, Chief of Air Staff, Director-General DSS, Inspector General of Police, and National Security Adviser.

    Godswill Akpabio, the president of the Senate, has announced that the invited chiefs will meet behind closed doors with the Senate to provide an explanation for the strike in Plateau State.
