Anambra NLC to Soludo: address our welfare within 7 days

The Anambra chapter of the Nigeria Labour Congress (NLC) has given Governor Chukwuma Soludo a seven-day ultimatum to address workers’ welfare in the state.

The NLC and Trade Union Congress (TUC), however, stated that if Soludo fails to address their welfare concerns within the specified timeframe, they will commence a strike.

This ultimatum was outlined in a joint statement issued in Awka on Wednesday, signed by the Labour leaders of NLC, Humphrey Nwafor, and Chris Ogbonna of TUC.

The unions also urged Soludo to establish a ministry of labour or appoint a special adviser to facilitate communication between the government and labour unions in the state.

They criticized the contributory pension scheme in the state as fraudulent (‘419’), noting that workers’ salaries were being deducted without corresponding remittance from the government.

The unions, therefore, called for the immediate suspension of the deductions and immediate refund of the monies deducted from workers’ salaries, calling for the immediate dissolution of the Ndi-olu microfinance board.

They alleged that the Microfinance bank had been engaged in inhuman treatment of workers and other ridiculous activities.

The workers advised Soludo to set up a panel to investigate the activities of the bank.

They said the non-constitution of the Civil Service Commission and Judicial Service Commission among others was a deliberate act by the government to destabilise the system and prevent workers from being promoted and having access to other entitlements.

It, however, advised the government to immediately constitute boards that were due for reconstitution to enable workers to have access to their rights and privileges.

They also called for the immediate appointment of permanent secretaries for the smooth running and administration of civil service.

Soludo’s administration had only three permanent secretaries that oversee all the ministries in the state

They insisted that the non-appointment of permanent secretaries for two years and the use of three permanent secretaries in running the 22 MDAs were acts of insensitivity on the part of the government to the advancement of workers’ welfare.

Soludo shuts market, summons fleeing leader over alleged IGR diversion

Anambra State Government has sealed off Odera Shopping Complex/Market, Awka, following alleged disappearance of the Chairman, Emmanuel Nwonwu, who is being quizzed to explain allegations of non-remittance of market levies to the government coffers.

The shutting was at the instance of tax/revenue compliance enforcement team of Anambra Internal Revenue Service (AIRS), operating through a task force called Unified Hybrid Enforcement Team (UHBET), Anambra Central Zone, led by Evaristus Offor.

The government officials were reportedly shocked by some of the traders’ demands for the unsealing of the market, who claimed to be faithful to paying their fees/levies to the government through their chairman.

The Nation gathered that trouble started when government enforcement team demanded to see the market chairman to ascertain the veracity of the traders’ claims that they did not owe, but Nwonwu was not seen at the market.

While the chairman’s phone was said to have rung out after several calls were placed to him by government officials, his deputy, Chief Ikechukwu Ugwuoke, reportedly assembled some stakeholders and traders for a chat with the officials.

Our correspondent learnt the meeting yielded fruits, with decision of temporary unsealing of the market, while the chairman should be given up till Monday (today), to appear before government officials at AIRS (Revenue House) with receipts of purportedly-made payments, failing which the market would be re-sealed.

Speaking to reporters, Ugwuoke described the market closure as double tragedy, which he attributed to “insensitive” attitude of Nwonwu to the traders’ plight who, he said, had been witnessing business decline, occasioned by prevailing harsh economic conditions.

He thanked government officials for un-sealing the market, stressing that time had come for stakeholders and traders to take their destinies in their hands.

Secretary of Odera Market, Emeka Nwagbala, confirmed that some traders paid, but were not given receipts. He said the development was not in line with the provisions of market’s constitution and accounting principle.

The pioneer Chairman of the market, Ozo Chinweze Ijomah, accused Nwonwu of running the market as a private entity and frustrating efforts to hold election over two years after expiration of his tenure.

He sought Governor Chukwumah Soludo’s intervention, including setting up of an audit panel to examine administrative and financial condition of the market for the 10 years Nwonwu held sway.

A stakeholder at the market, Humphrey Onuorah, alleged that Nwonwu had been accused of running the market without bank account and signatories, as provided by the constitution.

Onuorah, one-time chairman of Task Force on Security Fee Collection, confirming he paid for 2023, showed the paper issued to him by Nwonwu as evidence of payment receipt, pending issuance of official receipt, but it was rejected by government officials as unacceptable.

He accused Nwonwu of high-handedness, divide-and-rule-tactics, arms-twisting running illegal administration, corrupt tendencies, arbitrary collection of revenue without issuance of receipts and failure to account for his stewardship, threats to opponents’ lives, among others.

He called on the government to set up a caretaker committee to run the market and set machinery in motion for the conduct of election at the market.

    • ’He’s saving money for us through roads

No fewer than 300 tricycle operators in Anambra State yesterday embarked on a road show in solidarity with Governor Chukwuma Soludo’s road infrastructure across the state.

The operators, under the aegis of Anambra Keke Drivers Forum (AKDF), said they were satisfied with the ongoing road construction across the state, describing it as proof of accountability of their tax payment.

Speaking to reporters, the group’s spokesman, Amos Nweke, said although they had not received any physical cash from the governor, they had saved so much by not frequently visiting mechanic workshops.

He said: “We want to move round Awka and see for ourselves massive road construction being carried out by Soludo across the state.

“During his campaign, the governor promised us he would transform Anambra to African Dubai. We’re very happy he’s keeping to his promise. We call on him to continue.

“With this massive road building across the state, we believe other promises, including eradication of touts, is a sure bet.

“Although Governor Soludo did not give us any money to carry out this rally, if I say he has given us money, I won’t be lying, because of the money he has saved for us.

“Before he became the governor, we paid through our nose in the hands of touts and union members. We also visited mechanics regularly because of bad roads.

“But as soon as he became governor, he stopped payment of the money. Before now, I used to visit mechanic every week. But the story has changed. The last time I visited mechanic was in January. I only visited to change oil.

“Although some mechanics are ignorantly boasting that the reason we’ve not been frequenting their workshops is because of their expertise, we know it’s because of the good roads.

“I ply St. Faith to Agulu Awka. Before now, especially during the rainy season, we usually struggled with flood. But now, the road is passable.”

Another member, Peter Umemadufo, described Governor Soludo as a man of his words, saying he is different from his predecessors.

Said he: “Honestly, the governor has done well. During his campaign, he promised to declare state of emergency on Anambra roads. That promise he’s keeping.

“I’m happy with him. Soludo has no competitor as far as 2025 election in the state is concerned. We’re telling our people to get their permanent voter cards (PVCs) ready.

“The devil you know is better than the angel you don’t know. What he’s done in less than two years, I don’t think any other governor before him has done that. He has done over 400km roads across local governments in the state.”

Coordinator of the group, Comrade Osita Obi, said the rally had no political colouration.

He said: “The essence of the road show being carried out by over 300 ‘Keke’ drivers is to see what the governor is doing, what the tax they’re paying is used for.

“We praise the governor where he’s doing well and ask him to continue. We also want more ‘Keke’ drivers to come into government tax rate so government will have more money to embark on more roads.

“This exercise is not politically motivated. I’m not swayed by any political party, but totally dependent. I praise what is good and criticise what is bad.

“This is my brain child. I’m the sponsor, originator, financier and facilitator. Go and check my pedigree. I started this project over 40 years ago.”

Soludo: unbundle gas from Exclusive List to fix electricity

Anambra State Governor Chukwuma Soludo yesterday urged the Federal Government to remove gas from the Exclusive Legislative List to enable states to generate electricity.

He spoke during the Southeast Business Roundtable for the Light up Nigeria project.

It was held in Enugu by the Niger Delta Power Holding Company Limited (NDPHC) for its partners.

Soludo believes unbundling gas from the Exclusive List would help solve the problem in the power sector.

The event was to launch an initiative to ensure dedicated power supply to industrial clusters across the country, with Southeast as a major hub.

Soludo hailed the National Assembly and all who participated in removing electricity from the Exclusive Legislative List to the Concurrent List.

This, he said, has given states the opportunity to create viable electricity markets.

The governor said: “Enough of the lamentations. Let’s move from lamentations to solutions now. That’s why we are here to come out with actionable solutions to solve the power problem in the Southeast and the country at large…

“Having electricity removed from the Exclusive Legislative List without gas doesn’t solve so much problem.

“The Federal Government still has a stranglehold on gas.

“So, the Federal Government should also unbundle gas from the exclusive legislative list like it did to electricity.”

Also yesterday, Imo State Governor Hope Uzodimma called for a comprehensive audit of the billions of dollars spent on power since 1999.

Speaking at the same event, he said: “In 1998, Nigeria was generating about 6000 megawatts of electricity.

“From 1999 to 2007, over $13 billion was spent by the Federal Government to boost power.

“In 2024, over 78 per cent of homes and industries in Nigeria do not have access to power.

“The impediment of power supply in the Southeast is also down to poor infrastructure.

“The people of Southeast are very hard working. But over 75 per cent of industries are shut in the Southeast due to lack of power.”

Group carpets Soludo on sack of vendors

A group, Forum of Labour Party 2023 House of Assembly Candidates, has berated Anambra State Governor Chukwuma Soludo over what it described as ‘dictatorial’ tendencies of his two-year-old administration.

The group, in a statement by its spokesperson, Humphrey Iloh, advised the Soludo-led government to desist from further humiliating, in timidating and impoverishing people in state.

It said the advice followed recent destruction of newspaper stands and beating of vendors in Awka as well as alleged brutal killing of Mr. Arinze Obuladike, a drug dealer at Ogbo-ogwu, Onitsha, by Special Anambra State Anti-Touting Squad (SASA).

Soludo under fire over sack of vendors, destruction of newspapers

A group, Forum of Labour Party 2023 House of Assembly candidates, has berated Anambra Governor Chukwuma Soludo over what it described as dictatorial’ tendencies of his two-years administration.

The group, in a statement by its spokesperson, Hon. Humphrey Iloh, advised Soludo’s  administration to desist from further humiliating, intimidating, impoverishing and killing of people of the State.

It said the advice followed recent destruction of newspaper stands and beating of newspaper vendors in Awka as well as alleged brutal killing of one Mr. Arinze Obuladike, at Ogbo-ogwu, Onitsha by Special Anambra State Anti-Touting Squad (SASA).

The group threatened to compel the House of Assembly to commence impeachment process on the Governor if the ugly trend continues.

The statement reads: “We the members of the Forum Of Labour Party 2023 House of Assembly Candidates condemn in its entirety these double tragic and unfortunate acts by Prof. Soludo-led Government and other previous actions, which is a clear indication that Anambra State is now under a DICTATORIAL REGIME.

“The Anambra State of today was not the friendly and peaceful Anambra that the previous Governments left for Prof. Chukwuma Soludo.

“His current style of governance is totally against Section 14(2) (b) of the Constitution of the Federal Republic of Nigeria 1999, which declares that the security and welfare of the people shall be the primary purpose of Government.

“We advise the Soludo-led Government to desist from further humiliating, Intimidating, Impoverishing and Killing of Ndi-Anambra.

“Otherwise, we would be left with no option than to approach the court and seek for an Order to compel the House of Assembly to commence impeachment process on the Governor, to rescue Ndi-Anambra from this Dictatorial regime.”

Reacting, spokesman for the All Progressives Grand Alliance (APGA), Tony Olisa, dismissed the allegations as fallacious and targeted at discrediting Soludo-led administration.

“The claims of the destruction of newspaper stands and beating of vendors in Awka on February 15, 2024, are entirely false. Our government upholds the freedom of the press and respects the rights of all individuals to conduct their businesses without fear of reprisal.

“The incident in Ogbo-ogwu, Onitsha, on February 16, 2024, involving the alleged killing of one Mr Arinze Obuladike by the Special Anambra State Anti-Touting Squad, is baseless. The SASA, which the Labour Party Forum acknowledged does not bear arms, couldn’t have shot a stray bullet killing the said drug dealer.

“SASA operates within the confines of the law and does not engage in extrajudicial activities. The Labour Party Forum should desist from politicising the incident. We condemn the spread of misinformation and the attempt to discredit our government with unfounded allegations,” he said.

Stakeholders carpet Soludo for not conducting council poll

Stakeholders, including political parties and civil society organisations in Anambra State, have lamented non-conduct of local government elections by Governor Chukwuma Soludo, two years into his administration.

They regretted that for the past 10 years, elections had not been conducted at that tier of government, noting that the 21 local governments had been run by Caretaker Committee chairmen, which they described as an aberration.

The stakeholders spoke yesterday in Awka during a dialogue with political parties and civil society organisations on ‘Strengthening Transparency, Accountability in Governance and Electoral Process (STAGE) Project’.

It was organised by the African Centre for Leadership and Development, in collaboration with International Peace and Civic Responsibility Centre.

Director, Strategies, at the African Centre for Leadership and Development, Itia Otabor, said the government was losing hugely over non-conduct of the election, including funding by development partners and lovers of democracy.

He, however, hoped that the current Transition Caretaker Committee would be the last to be constituted to govern the local governments.

He disclosed plans for advocacy visit by stakeholders to key institutions in the state, to further press home the importance of conducting the poll.

He said: “Major opportunities are waiting to open up with the conduct of the election. The state is missing out hugely. Funds will definitely come from development partners and lovers of democracy.

“Within the content of our very deepest aspirations, we believe the renewal of the tenure of caretaker committee chairmen done recently will be the last to be constituted to govern councils.

“We’re also hoping that the governor, being a progressive and who publicly commits himself to conducting local government election, will see the transition committee as the last under his administration.

“Most residents are desirous of seeing the local government elections conducted to stop the use of caretaker committees, which is unconstitutional.

“This is why we’re disheartened that rather than moving in the trajectory of hearing plans of constituting Anambra State Electoral Commission (ANSIEC), we’re hearing of recourse to Caretaker Committee. It’s really a setback.”

The President, International Peace and Civic Responsibility Centre, Chris Azor, described the push for the immediate conduct of the local government election as a collective responsibility of stakeholders.

He noted that the conduct of the poll would be to the governor’s advantage, saying the structure would further strengthen his base and popularity.

“It’s our collective responsibility both as media and civil society organisations to hold government to account, especially on its promises, and part of that is this engagement with stakeholders.

“We need to keep reminding the governor of his promises. Though brilliant, he’s human. There are signs he’s going to keep to his promise. We expect to have a policy brief after this conversation.

“The world is waiting for Anambra State over the conduct of local government elections. Development partners are also waiting with a promise of supporting the government if the ANSIEC is constituted.

“It’s unfortunate that ANSIEC workers, for the past 10 years, have been idling away, yet receiving salaries and other entitlements due to absence of local government elections. Is that good governance?

“It’s only necessary to ensure the election is conducted so the office will come alive again with heavy traffic, which will also boast the state’s GDP. It will also be to the governor’s advantage, as he needs the structure to strengthen his base,” Azor said.
