    Speaker of the House of Representatives, Hon. Abbas Tajudeen, has charged reporters covering the National Assembly to engage in accurate, fair, and balanced reporting of activities of the House.

    Speaking while inaugurating the newly renovated media centre in the House and the new Executive of the House of Representatives Press Corps, the speaker said the efforts of the media to keep the public informed about the work of the parliament is invaluable.

    He assured that the leadership of the House will continue to provide a conducive environment for the media to carry out its assignment of holding the lawmakers accountable to the Nigerian people.

    He said: “The role of the media within a democracy cannot be overstated. As the fourth estate, the media plays a pivotal role in fostering public engagement and upholding democratic values.

    “The cooperation and collaboration between the media and the legislature, as outlined in our House Legislative Agenda, are essential for promoting transparency, accountability, and effective governance. By working together, we can ensure that the public remains well-informed and actively engaged in the democratic process.

    “A well-resourced Press Centre within parliament is crucial for enabling the media to perform its duties effectively. This renovated Press Centre is yet another evidence of our commitment to providing you with a conducive work environment.

    While assuring continuous capacity building for the press corps covering the National Assembly, the Speaker said the House was committed to supporting the professional development of members of the press covering the House.

    Chairman of the House Committee on Media and Public Affairs, Hon. Akintunde Rotimi appeals to the Speaker to Institute an Insurance policy for Journalists covering the activities of the House.

    Rotimi also spoke of the need for leaders of the House standing committees to carry members of the press corps along in their oversight assignments rather than engaging consultants.

    Speaker Abbas pushes for Diaspora voting, protection of govt entities during procurement

    Speaker of the House of Representatives, Tajudeen Abbas, has canvassed a constitutional amendment to allow Nigerians in the Diaspora to vote in all general elections in the country. 

    A bill sponsored by the speaker to allow diaspora voting recieved an overwhelming support of members of the House on Tuesday, July 9, as it scaled second reading in the floor. 

    The House also passed for second reading another bill by the Speaker Abbas seeking protection for government entities from failure by contractors to deliver a contract within a targeted period.

    While Hon. Sadiq Ango Abdullahi who co-sponsored the Bill on Diaspora voting moved the motion for the second reading of the bill on behalf of the Speaker, Hon. Marcus Onobun co-sponsored the amendment of the Public Procurement Act moved for its second reading. 

    Leading the debate on the general principles of the bill on diaspora voting, Hon. Sadiq Ango Abdullahi said Section 39 of the 1999 Constitution (as amended) grants citizens the fundamental right of freedom of expression and opinion. 

    He said: “All citizens therefore irrespective of their location anywhere in the globe should be given that right and freedom to express themselves in our country’s general election”.

    He said since Nigerians abroad meet their financial obligations to the country through remittances, it is fair and proper that they are given the right to carry out their civic responsibility of expressing their leadership preferences during elections.

    He said: “It is widely believed that diaspora remittances have contributed remarkably to the development of Nigeria. Nigerians in diaspora make considerable contribution to the Nigerian economy through huge financial inflow to the country. Sadly, existing laws in Nigeria have not made any provision granting voting rights to Nigerians in diaspora.

    “Consequently, the agitation for voting rights for Nigerian in diaspora has continued to gain momentum. It is a practice that allows for holistic inclusiveness in a democratic society,” he said.

    The Speaker said: “Section 1 of the bill guarantees the voting rights of Nigerian citizens living outside Nigeria. The section provides that elections to be conducted under this Act if passed shall include elections which the Commission is empowered by law.

    “Section 4 provides that this Act if passed shall not invalidate existing laws in Nigeria. It only provides a platform for Nigerians in diaspora to participate in elections conducted in Nigeria.

    He added that the benefit of such a law if passed will be that it allows Nigerians in their respective countries of residence to vote in Nigerian general elections without the rigors and logistic challenges of travelling to Nigeria to exercise their voting rights among others.

    Leading the debate on the second bill which seeks to amend the Public Procurement Act, Hon. Onobun, who spoke on behalf of the Speaker, said the draft legislation would to provide better protection for procuring government entities, who often find themselves at the receiving end whenever contractors fail to deliver on their contractual agreements.

    He said: “A community reading of the objectives, powers, and functions of the Bureau of Public Procurement under the Act establishes the fact that the intendment of the Act is to protect the interest of stakeholders, particularly the procuring entity, and the contractors in the procurement process to ensure transparency, timeous and quality delivery of goods and services among others.”

    He, however, observed that, “The gap in the Act, which the Bill, if passed, seeks to remedy is contained in Section 37 of the Act as the section seems to make provisions for the protection of contractors in the event of delay of payment to the contractors without any requisite provisions for the protection of the procuring entity in the event that a contractor fails to deliver a contract within the targeted period.

    “For ease of reference, the existing section 37 provides as follows: “S.37 (1) Payment for the procurement of goods, works, and services shall be settled promptly and diligently.

    “(2)Any payment due to more than sixty days from the date Of the submission of the invoice, valuation certificate or confirmation or authentication by the Ministry, Extra-Ministerial Office, government agency, parastatal or corporation shall be deemed a delayed payment.

    “(3) All delayed payments shall attract interest at the rate specified in the contract document. 

    “(4)All contracts shall include terms, specifying the interest for late payment of more than sixty days.

    “It is clear from the above that there has to be a contract document that must make provisions for payment of specified interest to contractors in the event their payment is delayed.

    “The new section 37A under this bill is to make a requisite provision to protect the procuring entity in the event that the contractors fail to deliver a contract within the targeted date. The new provisions state as follows:

    “S.37A-Nothwithstanding any provisions in the contract of agreement, where a contractor fails to deliver a contract within the targeted period with express permission from the relevant authority, the contractor shall be entitled to a grace of ninety (90) days after which the contractor shall be liable to pay damages not exceeding five(5) percent of the contract sum.”

    He said the purpose of the new provisions is “to reduce corruption, contract abandonment, waste of resources and generally to forestall a situation where contractors treat government contracts with levity and disdain to the detriment of the society.”

    Speaker Abbas Tajudeen has reaffirmed the commitment of the parliament to transparency, accountability, good governance and citizens engagement.

    Speaking at a dinner to mark the end of the end of the first ever Legislative Open Week, the Speaker announced in response to calls for grassroots engagement, the House will soon roll out citizens’ engagement town hall meetings across the six geopolitical zones in collaboration with the Ford Foundation. 

    The Speaker stressed that in the face of declining interest and trust in democracy, transparency and regular citizens’ engagement have become more crucial than ever as transparency ensures that government actions are open to public scrutiny and fostering accountability. 

    He argued that regular engagements with citizens empowers them to voice their concerns, participate in decision-making processes, and feel a sense of ownership over their governance as such mutual interaction strengthens the social contract, rebuilds trust, and revitalizes democratic values.

    He said “over the past twenty-five years, there have been challenges in ensuring accountability and engagement from leaders and democratic institutions, resulting in a sense of disconnection, cynicism and even distrust among the populace. 

    “However, through activities like the Open Week, we have a unique opportunity to strengthen our commitment to good governance and re-establish a robust connection with the citizens.

    “In the face of declining interest and trust in democracy, transparency and regular citizens’ engagement are more crucial than ever. We strongly believe that transparency ensures that government actions are open to public scrutiny and fostering accountability. 

    “Regular engagements with citizens, such as we have witnessed this week, empowers them to voice their concerns, participate in decision-making processes, and feel a sense of ownership over their governance. This mutual interaction strengthens the social contract, rebuilds trust, and revitalizes democratic values.

    “Our constitutional amendment process will also adopt a citizen-inclusive approach. The onus is now on citizens to actively engage with their representatives. I urge everyone to seize this opportunity to ask questions about governance, participate in public hearings, constituency engagements, town halls, and other forums for engagement. As the saying goes, eternal vigilance is the price of freedom.

    “As we look ahead, let us reaffirm our commitment to transparency, accountability, and good governance. The spirit of openness and engagement that defined this week must continue to guide us in all our endeavors”.

    Speaker Abbas said the open week has vividly demonstrated the vibrancy and strength of the nation’s evolving democracy and reaffirmed the commitment of the House if Representatives to uphold transparency and accountability.

    He described citizens’ engagement as the cornerstone of any effective legislature, adding that the 10th Assembly has embraced the ‘OPEN NASS‘ Project, which enhances not only oversight and law-making, but also the transparency of the National Assembly itself, saying “as we hold other branches of government accountable, we must equally welcome scrutiny from the public”. 

    He maintained that through the House Open Week, the House is reclaiming the legislature for its rightful owners, namely, the citizens and the constituents.

    The Speaker said “Over the past few days, in line with the commitments of the House, we have opened our doors to the public, inviting them to witness the workings of the House firsthand. We have engaged in meaningful discussions, welcome feedback, and showcased our dedication to serving the Nigerian people.

    As the 10th National Assembly marks its first anniversary, a Coalition of Society Organisations has applauded Speaker Tajudeen Abbas and Kabiru Bichi for standing out with their performance. 

    The groups said Abbas and Bichi have made significant strides in legislation, oversight, and representation, aligning with the principles of democracy and the welfare of Nigerians.

    The Africa Centre for Human Rights and Justice, Centre for Social Justice, Equity and Transparency (CESJET) and Democracy Watch Foundation made this known at a briefing on Thursday.

    Speaking on behalf of the groups, Comrade Okwa Dan hailed Abbas for the passage of key bills, successful oversight of executive agencies, and effective representation of constituents’ interests, among other notable achievements. 

    Dan also acknowledged Bichi’s innovative approach to budgetary process as the chairman Appropriations Committee, adding this he has reshaped public engagement by emphasizing the inclusive nature of the legislative process.

    It said: “In setting the course for progress, Tajudeen Abass, being a visionary and transformative leader, has precipitated a paradigm shift in the legislative agenda of the parliament, reinvigorating its purpose and direction. His resolute commitment to addressing the most pressing and pervasive societal issues has shaped a legislative agenda that is supremely responsive to the needs, aspirations, and expectations of the citizenry,” the statement said.

    Speaker Abbas efforts to resolve NLC strike commendable-Ideato Rep

    The member representing Ideato North/South Federal Constituency of Imo State Hon. Ikenga Ugochinyere has said the efforts of Speaker Abbas Tajudeen to help resolve the ongoing strike by Nigerian Labour Congress (NLC) as a commendable public interest move.

    Ugochinyere, in a statement, noted  that Speaker with Senate President, Godswill Akpabio jettisoned other engagements on Sunday which was not working day to meet with Labour and Federal Government to avert the strike.

    The Chairman, House Committee on Petroleum (Downstream) also said that the commitment, passion and importance Speaker Abbas attached to the resolution of the labour dispute to forestall strike which is detrimental to the economy and general polity made him to shelve his two-day official assignment in Lagos State to lead several principal officers and members of the chambers to the emergency meeting at the National Assembly Complex in Abuja on Sunday.

    He said the passion in the Speaker’s voice when he addressed Labour at the comment of the meeting conveyed a strong feeling of patriotism for one’s country though the unions proceeded with the strike.

    Speaker Abbas said: “We are on the side of the government, and we are on the side of the people. That is why we call ourselves ‘The People’s Parliament.’ Whatever affects the common man affects us, too.

    “I am sure someone would recall what I said during the independence anniversary lecture, that one thing that this government and this country can do to eliminate corruption in the long-run is to embrace a ‘living wage.’ There are no two ways about it. But we should also be mindful that the issues of numerous decades cannot be repaired within one day. It will be a gradual process.

    “We have to start (from) somewhere and then agree to a plan of what we can do to reach that level where every Nigerian worker can beat their chest and say ‘I am earning enough to put food on the table; enough to take care of my basics.

    “So, my take-home for all of us here is to say thank you to the organised labour for even accepting to come to this National Assembly; to give Nigerians and the government the hope that all is not lost; that we can be able to continue interacting, and we can continue to dialogue on this critical subject.”

    The Inter-Tribal Youth Associations of Nigeria has applauded Speaker Tajudeen Abbas for his tireless efforts in fostering unity and promoting national cohesion through legislation and disposition.

    The group, representing various ethnic and cultural organisations across the country, made this known in a report on its one-year assessment of the 10th National Assembly.

    In a statement by its leader, Dr. Jack Sunday Itodo, the youths said its conclusion was drawn from the opinion of over 50 lawmakers who unanimously described the Speaker as a detribalized Nigerian.

    Itodo said Abbas’s unwavering commitment to nationalism and nation-building has been a beacon of hope and inspiration to every Nigerian.

    Under his leadership, Itodo added that the House has become a symbol of unity and progress, where the voices of all citizens are heard and valued.

    …says Tinubu deserves support of northwest

    Speaker of the House of Representatives, Hon. Abbas Tajudeen has asked the leadership of the All Progressives Congress (APC) to begin a process of reconciling all aggrieved members of the party to ensure the ultimate performance of the APC government.

    Speaker Abbas also told the party leadership to put in place a policy that will ensure that the huge turnover rate of members of the National Assembly is eliminated, with members who have performed very well allowing returning to parliament.

    Special Adviser to the speaker, Musa Abdullahi Krishi quoted the Speaker as making the call at an APC, North West stakeholders’ meeting in Kaduna on Sunday.

    He quoted the speaker saying that such reconciliatory action would bring more success to the APC as one big political family and asked Dr. Abdullahi Umar Ganduje led National Working Community to constitute reconciliation committees that would unite the members of the party nationwide.

    The speaker said some members of the APC were aggrieved after the last elections hence need to reconcile and make peace with them.

    He said: “I want to call on the national chairman and our party executive to ensure peaceful coexistence among all party members. As previous speakers have said, we are bedeviled with many issues in different states, and in every local government.

    “It is time to draw a line. Elections are over; this is the time for governance. We should forget what has happened; let’s forgive one another; let’s embrace one another.

    “I want to suggest to the national chairman, and by extension, the National Vice Chairman, to, as a matter of urgency, constitute reconciliation committees for the zone and for every state to constitute the same reconciliation committees so that we can make peace and bring those that we may have offended back to the party.”

    The Speaker said Ganduje should use his position as National Chairman to address the high turnover rate of members of the National Assembly, saying APC members who perform well should be allowed to return in 2027.

    “On the issue of the high turnover of members of the National Assembly, this is a golden opportunity under your tenure to ensure that you do everything humanly possible for current (APC) members of the National Assembly and States Houses of Assembly to return in 2027.

    “Some people may say others are waiting. But I need to emphatically mention that the National Assembly is an institution where the older you are in the system, the better you become.

    “Today, the Northwest, based on the 2023 elections, is worse off. That is the reason, perhaps, we did not get the kind of prominence we should have gotten. So, let’s ensure that only the worst of us do not get reelected. We should allow the competent ones to return to the National Assembly.”

    While commending President Bola Ahmed Tinubu for giving some key positions to the Northwest, Speaker Abbas said the zone should appreciate him by redoubling its efforts in 2027.

    “We thank Mr. President for finding the Northwest worthy of many important positions. This is the first time that we have the speaker, the deputy president of the Senate, and the national chairman of our party emerging from the zone.

    “To whom much is given, much is expected. It is our turn to appreciate Mr. President, to appreciate our party by ensuring that we do everything humanly possible to bring dividends of democracy to our people; to ensure that the insecurity that has bedeviled our zone is brought to its logical conclusion; to also ensure that in 2027, we redouble our efforts for the APC to do better in every ward, every local government, every state and the country as a whole.”

    He called on party leaders at different levels to support the party structures, saying, “What I observed is that attention is given to the party when elections are near. After elections, nothing moves, nothing happens.

    “I want to implore us, the leaders, to support our party not only during elections but at all times. That’s the only way we can guarantee success for our party.

    “On our part at the National Assembly, we’ll sit with the leadership of the party in the Northwest to come up with some measures of support. I’ve already briefed the National Chairman during our last meeting that we would reach out to every member to ensure that every month, something is sent to the party to support it. We expect that all members of state caucuses will replicate the same.”

    Speaking On the ongoing constitution amendment, speaker Abbas said, “This is an opportunity for us in the Northwest to sit down and bring up the areas that we can do better as a country.

    “We want to see if we can replicate what we did in the 8th Assembly by empowering all our senators and Honourable members to go back to their constituencies on an appointed date to interact with the people, giving them the areas of priority so that by the time we come back, every member will vote based on the mandate given by his people.”

    At a time the country faces critical challenges that threaten the very fabric of its existence; at a time Nigerians battle with economic hardship that leaves many households in pains; at a time the people in some parts of the country cannot go to their farms or go to sleep with their eyes closed, they need some form of reassurance from their leaders to keep hope alive. They need to see concrete actions taken by those they entrusted with power.

    That exactly was what Speaker Abbas Tajudeen, Ph.D did when he took the bull by the horn to address a world press conference on Thursday, February 8, 2024, the first of its kind by any sitting Speaker, in solidarity with the Nigerian masses, to show his concern and that of the House on the current situation in the country and reassure the citizens that the Parliament would take all the necessary legislative actions in collaboration with the Executive arm to ameliorate their plight.

    On January 30, when the House reconvened from its Christmas and New Year break, the Speaker, in his address to his colleagues, said the Green Chamber would prioritize the economy and security in the year 2024.

    While acknowledging the concerns of Nigerians on the current state of the economy, security and other issues during Thursday’s press conference, Speaker Abbas assured of doubled efforts towards addressing them.

    First, the Speaker recognized the fact that as representatives of the Nigerian people, members of the House could not afford to pay lip service to the plight of the same individuals who elected them into office to protect their interests.

    The press conference, in the words of the Speaker, was “to address some pressing challenges we face as a nation. The very fabric of our society is being tested, our resilience strained, and our unity challenged. However, amidst these trials, our spirit remains unbroken, and our resolve to overcome and thrive grows stronger.”

    Speaker Abbas reckoned that the House was “acutely” aware of the rising security challenges affecting different parts of the country, noting that as elected representatives, the House also acknowledged the pain and suffering of every family that had been a victim of “brutal crimes and needless violence.”

    The cries of Nigerians have not fallen on deaf ears, and their tears have not gone unseen, the Speaker assured, noting “We stand in solidarity with every Nigerian affected and commit to deploying robust legislative measures to empower our security agencies, ensure justice, and restore peace and order in our communities.”

    The Speaker noted how President Bola Ahmad Tinubu demonstrated an unwavering commitment to improving the security situation and enhancing the capability of the armed forces. One of the steps taken was the acquisition and induction of the T-129 ATAK helicopter and the King Air 360i aircraft into the Nigeria Air Force. This action was an indication of the government’s dedication to investing in the security infrastructure of our nation.

    He said the president also signed the 2023 supplementary budget of N2.176 trillion on November 8, 2023 to strengthen Nigeria’s security architecture and address critical infrastructure deficit, amongst other considerations. These investments, in the face of global economic downturn and budgetary constraints, attest to the government’s determination to end insecurity in Nigeria.

    Speaker Abbas also recognised and commended the patriotic and courageous efforts of Nigeria’s security agencies. However, the Speaker said “the time has come for us to demand greater transparency from our security agencies and full accountability for all the funds spent and earmarked for spending in the sector. We kick-started our sectoral debates in November last year with the Service Chiefs and the Inspector General of Police to demonstrate the seriousness we attach to security.”

    Perhaps, the biggest legislative intervention to be provided by the House to address insecurity is the planned security summit, which the Speaker had announced since January and reiterated at the press conference. The summit, the Speaker said,  comes up in a matter of weeks, and will, among others, allow the House to hear directly from the key stakeholders in the security sector and suggest legislative measures to modernise the country’s security system and improve its operational efficiency and effectiveness.

    The Speaker equally paid ample attention during the press conference to the economic woes Nigerians currently face. Of particular concern to the House is the high inflation rates, particularly the rate at which prices of foodstuffs skyrocket daily. It is noteworthy that the president has taken rapid and decisive response on the issue of food security. Particularly, there was a provision of N200 billion in the 2023 Supplementary Budget for palliative package, mainly for grains, seeds, agricultural inputs and equipment for farmers. The momentum is sustained in the 2024 Budget, which has significantly improved budgetary allocations to all critical sectors of the economy, especially defense, healthcare, education and infrastructure.

    Other measures the president took included the declaration of a state of emergency on food security, focusing on improving both availability and affordability; approving the release of fertilisers and grains to farmers and households; boosting the national strategic food reserve and introducing a price stabilisation mechanism, especially for critical food items. Only a few days ago, the president constituted a special presidential committee headed by the Chief of Staff to take immediate steps to arrest the worsening food situation.

    The Speaker then assured that the National Assembly would continue to support the government’s efforts in finding effective solutions to these challenges. A critical step the House took in that direction was the creation of the Committee on Nutrition and Food Security with a mandate to strengthen the legislative framework for nutrition governance in Nigeria, advocate for the inclusion of nutrition in government priority programmes, and monitor resource allocation to nutrition in the annual budget estimates.

    He also reassured Nigerians that the House would prioritise funding for programmes and initiatives to alleviate hunger and enhance security.

    In this regard, the House engaged key economic and financial sector actors in the sectoral debates on Tuesday, February 6. Present at the sectoral debates was the Minister of Finance and Coordinating Minister for the Economy, his counterpart at the Ministry of Budget and Economic Planning, the governor of the Central Bank of Nigeria (CBN) and his deputies, as well as the chairman of the Federal Inland Revenue Service (FIRS). They briefed the House on the country’s current economic crisis and immediate remedial measures to improve the situation.

    Speaker Abbas also vowed that, the House would support import and export policies that stabilise food prices and ensure adequate supply of essential food items at affordable rates, especially for Nigerians living in rural areas, in addition to proposing legislation to enable swift government response to tackle food shortages, including emergency food aid and support for affected populations.

    To achieve results, the Speaker harped on the need for synergy among the three arms of government – executive, legislative, and judiciary – so as to function not as isolated entities but as a cohesive unit with a common goal, which is the welfare and progress of our dear country. He lauded the president’s disposition to collaborate with the National Assembly while respecting its independence.

    Instructively, the Speaker encouraged constructive citizens-government engagement, which is the cornerstone of democratic governance, facilitating transparency, responsiveness, and inclusive decision-making. Notwithstanding the freedom of expression and constructive dialogue, the Speaker cautioned that Nigerians must also be wary of the dangers of fake news and campaigns of slander and defamation, especially against the president and senior government officials.

    Specifically, the Speaker cautioned against the defamation campaigns on social media against government officials such as the immediate past Speaker and Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila, whom Speaker Abbas noted “is just one of millions of Nigerians who suffer cyberbullying and coordinated campaigns of defamation daily. Too many victims are not as powerful as him to defend themselves.”

    In view of such ugly developments, the Speaker announced the intention of the House to strengthen libel, slander, and defamation legislation, stressing that “the House has no intention to stifle free speech. Instead, our objective is to protect the dignity of individuals and the integrity of public discourse.”

    In the end, Speaker Abbas enjoined Nigerians to be patient as measures taken by the government take effect. He equally urged the citizens to join hands in solidarity and support the government’s policies, and work together toward the common goal of a better, stronger, and more unified Nigeria.

    The central message in the Speaker’s historic press conference was to give Nigerians hope and assure them that the 10th House of Representatives is with them. The citizens should expect more of this kind of intervention from the Speaker in the life of the 10th Assembly.

    Speaker of the House of Representatives, Hon Tajudeen Abbas, on Sunday, December 31, said the N28.78 trillion 2024 Appropriation Bill, after it must have been signed into law by President Bola Tinubu, will define his administration as people-centric.

    Speaker Abbas, who spoke to journalists after paying Christmas homage to President Tinubu at his residence in Lagos, asked Nigerians to expect a notable difference in budget implementation.

    Both the Senate and the House of Representatives had on Saturday, December 30, passed the 2024 Budget, after topping the initial N27.50 trillion estimates presented to them by the President with an additional N1.27 trillion, to arrive at the final figure of N28.78 trillion.

    However, speaking after his homage to the president, Abbas said: ”After we received the budget proposal, we worked extra hours, no weekends, no breaks, even during Christmas we had to work to ensure that we’re able to deliver on our promise to Mr. President that the budget will be passed before the end of the year.

    ”It’s a lot of sacrifice put into this work but to God be the glory, we’re able to deliver and we delivered well,” he said.

    On the adjustments made in the budget from N27.50 trillion presented by the President to N28.78 trillion passed by the House and the Senate, the speaker noted that the lawmakers diligently scrutinized every aspect of the budget.

    ”We expect the budget to deliver because there’s no sector that we did not cross check, scrutinize and make enquiries as to what is required to make the desired impact to the economy and to the people.

    ”I assure you that by the time the 2024 appropriation is signed into law, and we start implementing it, Nigerians will see the difference.

    ”This is a budget that is going to define the Tinubu administration’s commitment to the people of this country.”

    Deputy Spokesperson, House of Representatives, Hon. Philip Agbese, has lauded the Speaker, Tajudeen Abbas; the Deputy Speaker, Benjamin Kalu; Chairman of the House Appropriation Committee, Hon. Abubakar Bichi; and the entire members of the 10th House, for delivering on the promise on the 2024 budget.

    The legislators had, during the special plenary on Saturday, passed a record N28.7 trillion as the budget for 2024, with the appropriation increasing by N1.27 trillion — from the N27.5 trillion proposed by President Bola Tinubu.

    Out of the N28.7 trillion, the sum of N1, 742, 786, 788,150 was allocated for statutory transfers; recurrent expenditure amounts to N8, 768, 513, 380, 852; capital expenditure stands at N9, 995,143, 298, 028 and debt service was set at N8, 270, 960, 606, 831.

    Chairman of the House Committee on Appropriation, Hon. Bichi, had, while presenting the report at Saturday’s plenary, explained the rationale behind increasing the estimates of the appropriation Bill, saying revenue-generating agencies and Government Owned Enterprises (GOEs) had a meeting with the Committee and have pledged a substantial revenue increase in 2024 to support the budget.

    While reacting Saturday night, Hon. Agbese lauded the painstaking efforts of his colleagues, especially the leadership of the House and the Appropriation Committee, at ensuring the 2024 Appropriation Bill was passed as promised.

    This sacrifice, Agbese said, “Nigerians will not take this for granted”, adding that, “the 10th House is known for creating discomfort for its Members, in other to make Nigerians comfortable. This is the People’s House and I’m glad the People are better off with the kind of leadership being provided here”.

    Agbese recalled how the House adjourned its plenary for three weeks to enable various Committees interfaced with relevant agencies and scrutinized the 2024 budget estimates.

    He said, “at a point, we were almost going to spend our Christmas celebrations in the office. We had to suspend the House rules and were coming to the National Assembly on non-working days (weekends) and many times staying back at non-office hours.

    “Today that is Saturday and at a time when everyone is out of his station preparing for new year celebration with his family, we came all out for the budget to be passed. I thank God we fulfilled our promise. The 10th House under His Excellency, RT. Hon. Tajudeen Abbas must be commended for this.

    “I’m sure too, that the executive would be glad that the legislative arm lived up to its mandate and expectations. We are in alignment with the manifestos contained in the ‘Renewed Hope Agenda’ of President Bola Ahmed Tinubu and with the resolve of all of us to sustain Nigeria on the pedestral of January-December budget circle”.

    Hon. Agbese, who represents Ado/Okpokwu/Ogbadibo Federal Constituency of Benue State, also hailed the decision of Hon. Bichi-led Appropriation Committee for allocating the differential N1.27 trillion to the capital component rather than recurrent expenditure.

    “This is a good decision. This is the first time the capital component of the nation’s budget is bigger than recurrent”, he added.

    It would be recalled that, President Tinubu presented a budget of N27.5 trillion to a joint section of the National Assembly on November 29 in Abuja.

    The Speaker, RT. Hon. Abbas, had during the budget presentation, said President Tinubu’s government could not afford to fail Nigerians by changing the rots and charting a new course for the masses.

    According to the Speaker, it is well-known that millions of citizens are living through difficult times.

    “For this reason, they also look to the Tinubu-led government to provide quick and sustainable solutions. The antecedents of the President and your track record in governance inspire a lot of hope in Nigerians, and it is for this reason that we cannot afford to fail Nigerians”, Abbas stated.

    Also, during a resumed plenary session of Tuesday, 19th December, 2023; following the resumption of the green chamber after a brief recess to allow committees to scrutinise the budget estimates submitted by the President; Speaker Abbas had assured Nigerians that the 2024 budget would be passed on Saturday, 30th December, 2023.
