    Club honours Enugu Speaker

    Enugu-based social club, Cordial Friends Association of Nike, Enugu has honoured one of their distinguished members, Speaker of the state House of Assembly, Edward Uchenna Ubosi.

    Ubosi was the pioneer president of the club which was inugurated in the year 1997. The club organised a gala night which it called, Dinner Reception for Hon. Ubosi and his wife, Akunna at the prestigious Nike Lake Resort Hotel to celebrate his Speaker role at the House.

    Prominent personalities from Nike land as well as other places witnessed the epoch making event that will remain fresh in the mind of Hon. Ubosi and his household. 

    Dignitaries that graced the occasion include the Vice Chancellor Enugu State University of Science and Technology (ESUT), Professor Luke Agboanike; the chairman of ALGON and chairman Enugu East Local Government Area, Hon. Cornelius Nnaji; President Umuchigbo Iji-Nike Development Assembly, Chief Patrick Anike; Administrator, Enugu East Development Centre, Hon. Peace Patrick -Nnaji as well as the PDP chairman, Enugu East Local Government, Chief Chijoke Ugwueze.

    His colleagues from the House of Assembly were also there to identify with their him. They are Hon. SKE Ude-Okoye, representing Awgu North Constituency; Hon. Paul Nnajiofor, Nkanu East; Hon Philip Nnamani, Enugu North and Hon. Paul Obinna Okenwa, Enugu South Urban.

    The occasion was colourful spiced with the rendition of beautiful praise songs by a choir from St. Mary’s Catholic Church Nike.ý

    President of the club, Godwin Ike Ochu said: “We are here to give honour to whom honour is due. We are here to advice him that getting to such height calls for sober reflection. He should carry others along and think before he talks.

    “If God is lifting you up, it is a challenge. He should use his office to impact on the people positively. He should use his position to the glory of God”.

    Ochu said that it has been the culture of the association to celebrate any of their own that excels in his area of jurisdiction.

    His words: “Distinguished Speaker Sir, you would recall that we paid you a courtesy call when you were appointed as Administrator, Enugu Central Development Authority as well as when you were elected as member Enugu State House of Assembly in the last dispensation, the 5th Assembly.

    “It has been our culture to celebrate our members who have excelled in various fields of human endeavour. My humble self standing here before you was equally celebrated when I was appointed as Chairman, Caretaker Committee, Enugu East Local Government in 2007.”

    Ochu said that one of the major objectives of the association, “is to encourage, promote and foster the spirit of oneness and enterprising spirit among members. It is in view of this aspiration that nature has made it possible for us to navigate the stormy oceans of life together and thus brought us to various positions in life in the area of politics, business, enterpreneurship, academics to mention but a few.

    “In recognition of God’s goodness in the life of our dear distinguished speaker, who is the first Cordial Friends of Nike indigene and probably Nkanuland ever to hold the office of speaker, Enugu State House of Assembly, we have marked today of remarkable day in the history of our association to celebrate success and excellence epitomised on the person of Rt. Hon. Edward Uchenna Ubosi. Equally we are celebrating God’s glory and love upon the family of our member and pioneer president who by God’s Divine providence is the Speaker of Enugu State House of Assembly.”

    Ochu described Ubosi as hard working, humble and wished him more success in life.

    “Rt. Hon. Edward Uchenna Ubosi is a hard working, humble, visionary, articulate and pragmatic leader. No wonder Aristotle said that excellence is never an accident. It is always the result of high intention since effort and intelligent execution represents the wise choice of many alternatives – choice not chance and power to determine your destiny in life.

    “Distinguished speaker sir, we are bold to say that the next ladder which you shall climb is between you and your creator. We are highly convinced that you are a man of destiny. The sky is your starting point.

    “Our prayer is that the Almighty shall continuously favour you with His abundant grace of good health, give you wisdom like Solomon, protect you from the eyes of the evil ones and above all give you human heart that impacts positively on the lives of humanity because to whom much is given, much is expected.”

    Ochu further advised the speaker: “Always carry your members along in day to day activities of the House; avoid sycophants and their stock in trade by verifying fact before acting and to cooperate with the executive arm of government and never engage the executive in unnecessary confrontations.”

    Reps mandate Speaker to meet Buhari over Saraki’s trial

    In what seem to an interesting political development, the leadership of the House of Representatives is set to meet President Muhamadu Buhari over the perceived travails of the President of the Senate, Bukola Saraki, who is currently standing trial before the Code of Conduct Tribunal.

    The decision of the House followed a motion brought before the House under matters of urgent Public Importance by a member, Hon. Raphael Igbokwe with the title: “a motion on Nigeria’s 55 years of independence: need for vigilance.”

    The President recently said he has no hand in the trial of Saraki who is facing a 13-count charge, bordering on corruption and false assets declaration before the Code of Conduct tribunal, and that the case will run its course .

    The lawmakers in their resolution passed “a vote of confidence on the leadership the National Assembly, urged all institutions of government to be guided by the rule of law and due process and avoid being used to undermine any arm of government.”

    Sequel to an amendment by the Minority Leader, Leo Ogor, and Hon. Patrick Asadu, members at plenary yesterday mandated the leadership of the House to meet with the President ” with a view to politically resolve all outstanding issues relating to National Assembly in the interest of Nigerians”

    His amendment to the original motion, which was also granted included mandating the Speaker “to intervene in the issues and challenges being faced by the Chairman of the National Assembly ( Saraki) with a view to finding a political solution and protecting the institution of the National Assembly as a whole for the interest of our democracy.”

    Members while congratulating Nigerians on the 55 years of independence, urged Nigerians to continue to live in peace, harmony and charity to one another.

  • Speaker hails Ortom’s victory at tribunal

    The Speaker, Benue State House of Assembly, Mr. Terkimbi Ikyange, has hailed the judgment of the Governorship Election Petition Tribunal, which affirmed Governor Samuel Ortom’s victory.

    The News Agency of Nigeria (NAN) reports that the tribunal upheld the election of Ortom on Monday.

    Ikyange, yesterday in Makurdi, in a congratulatory letter by his Chief Press Secretary, Mr. Bem Abunde, described the judgment as “very sound.”

    He said: “The judgment has affirmed the mandate the Benue people gave Ortom and the All Progressives Congress (APC) during the general election.”

    According to him, the coast was clear for the governor to settle down and provide good governance anchored on change, as desired by the electorate.

    The APC Chairman, Comrade Abba Yaro, said he had been vindicated.

    Speaking on the phone with The Nation, he said he had noted that the petition by the Peoples Democratic Party (PDP) standard-bearer, Terhemen Tarzoor, was an exercise in futility and an unnecessary distraction.

    Yaro said he wondered why the PDP did not contest the result of the election, but questioned the nomination of Ortom, expecting victory through the back door.

    He said the days of judicial impunity were over.

    The APC chairman said the governor’s victories at the polls and tribunal were a divine intervention to end the suffering of civil servants and pensioners and ensure good governance.

    He advised the opposition to support Ortom, as his victory was a confirmation of his mandate given at the polls.

    Unpaid Salary: Osun Speaker defends Aregbesola’s integrity

    The Speaker of Osun State House of Assembly, Hon. Najeem Salam, has defended the integrity of the State Governor, Rauf Aregbesola, saying the governor remains a man of strong character, honesty and integrity.

    The Speaker absolved the governor from blame on the financial status of the state, stressing that it was the openness of the governor that exposed the financial predicaments of other states in the country.

    He assured that the 34 billion naira bailout loan obtained by the state from the Central Bank of Nigeria, CBN, would go a long way to address the challenges facing the state and called on the workers to cooperate with the government to move the state forward.

    The Speaker made the remarks in Abuja Tuesday at the opening ceremony of a workshop organised by the Anti-Corruption Academy for members of states Houses of Assembly from the South-West Zone of the country.

    The Speaker who spoke through his Deputy, Hon. Akintunde Adegboye said transparency and honesty go together and this has remained the watchwords of the present political leadership of Osun state.

    He dismissed insinuations that the problem over unpaid salary in the state had to do with corruption, insisting that there was no iota of truth in the allegation.

    The law-maker said the capacity building workshop for legislators was timely as it would update their skill and fine tuned their knowledge on transparency, probity and accountability in governance.

    The Provost of the Anti-Corruption Academy, Professor Sola Akinrinade said the fight against corruption in the country cannot be undertaken by President Muhammadu Buhari alone and called on all law-makers, civil servants, members of the private sector and ordinary Nigerians to join in the crusade against corruption.

    “The agenda for the next three days is sensitization and capacity building to ensure that legislators are aware of the requirements of the law in relation to probity, accountability, integrity and transparency and the need for them to thses values in the performances of their official duties,” he said.

    Professor Akinrinade added that ” the other part of it is the forewarning of what lies ahead for those who choose to pursue the path of perfidy, that there is the long arm of the law waiting to bring to justice all those who are caught perverting the process and helping themselves to unfair proportion of the national cake, especially the portions that do not belong to them.”

  • Kwara Governor Ahmed, Speaker shocked

    Kwara State Governor Abdulfatah Ahmed and Speaker of the House of Assembly, Dr. Ali Ahmad, have commiserated with the government and people of Borno State on the death of the Deputy Governor, Alhaji Zanna Umar Mustapha.

    Ahmed, in a condolence message by the Chief Press Secretary, Abdulwahaab Oba, described the death of the Borno deputy governor as a shocking and painful loss to the progressive forces and the country at large.

    The governor prayed Allah to give the deceased’s family the fortitude to bear the loss and the late deputy governor eternal rest.

    Ahmad said the death of Zanna was a great loss to democrats.

    He said the deceased died at a time the nation needed his service to enhance the well-being of the internally-displaced persons (IDPs).

    Dr. Ahmad described the late deputy governor as the pillar of support to the IDPs, adding that he was a loyal public officer, who committed his life towards the restoration of peace in the Northeast.

    He noted that his service to humanity would be missed by the people of Borno State.

  • Nigerians in South Africa laud Speaker

    Following by the peaceful resolution of the leadership crisis in the House of Representatives, some Nigerians resident in South Africa have lauded Speaker Yakubu Dogara for not sacrificing the national interest on the altar of ambition.

    They made the remark at their meeting under the auspices Forum of Nigerian Stakeholders in South Africa (FANSA) in Pretoria.

    In a communique signed by FANSA’s Chairman Dr. Ufuoma Omakara, the group described as commendable the way the Green Chamber ended the crisis.

    The group noted that the crisis could have lingered, if the Speaker had rejected the suggestion of the ruling All Progressives Congress (APC) on the selection of principal officers.

    It urged the legislators to, in the spirit of sportsmanship, settle down to the business of law-making, the purpose for which they were elected by their constituencies.

    According to the group, by yielding ground to the party, the Speaker has demonstrated that he is equipped with the experience and competence to lead a virile Eighth House of Representatives.

    The National Coordinator of the All Progressive Congress (APC) in Scandinavia, Ayoola Lawal, has called on the camps of Senator Yakubu Dogara, Speaker, House of Representatives and Senator Femi Gbajabiamila, House Majority Leader to sustain the peace and harmony of the party after the crisis that recently rocked the National Assembly.  Lawal, who made the call in a statement signed by the National Secretary, Kenneth Oguzie, noted that the resolution is a symbol marking the end of the crisis at the NASS and ‘another testimony that APC is truly committed to dialogue and peaceful resolution of issues’. In furtherance to that, he said: “In the last few months, we witnessed the crisis that almost crippled activities at the NASS and affected the Nation as a whole. “However, as promised by President Muhammadu Buhari and based on the APC mandate, any misunderstanding between various stakeholders would be resolved internally under the purview of the constitution.” The national Coordinator also observed that the APC leadership and party stalwarts led by Asiwaju Bola Tinubu were instrumental in creating a common ground for a peaceful resolution of the crisis, which goes to show the quality of leadership existing in the party. Lawal further commended Dogara for eventually allowing party interest to supersede personal interest by agreeing to promote best of legislative business forward. Similarly, he noted that Gbajabiamila also should be given credit for allowing the party to resolve the crisis by remaining civil all through the process. “It is a welcome development for NASS and is truly in line with the saying that without crisis, there would be no positive development. “Our great party would continue to remain pacesetters and will champion quality and inclusive leadership that ensures the promotion of peace, improvement of lives for citizens and sustainable development in our dear Nation,” he summed.     Dogara rues non-listing of telecom, oil firms on NSE

    [dropcap]T[/dropcap]he Nigerian Stock Exchange (NSE) would have been more vibrant if multinational oil and gas and telecommunication companies were listed, the Speaker, Yakubu Dogara has said.

    Dogara who spoke yesterday while receiving members of the Nigeria-United Kingdom Capital Market Project in his office applauded the Memoranda of Understanding (MoU) between the stock exchanges of both Nigeria and the United Kingdom.

    The Speaker while lamenting the refusal of the multinational oil and gas and telecoms companies to list on the stock exchange, said there was no justification for such.

    According to him,  big companies in these two major sectors must have to list on the capital market to make capital available for investors, create employment and deepen the market.

    He said the House may consider passing a law that will compel multinationals in oil, gas and telecommunication sectors to list certain percentage of their value on the stock exchange.

    His said: “Apart from capital inflow sought, the market needs to be deepened, as most of the big international companies in Nigeria are not participating in the NSE. This is sad because these companies account for a huge percentage of revenues in oil, communication and energy.”

    Dogara assured that all areas of value-added partnership aimed at wealth increase and redistribution, as well as the creation of employment and economic diversification, will have legislative interventions.

    Osun not ready for renegades’ summit, says Speaker

    Osun State House of Assembly Speaker Nasim Salaam spoke with reporters in Osogbo, the state capital, on the wage crisis and allegations of financial recklessness by Justice Olamide Oloyode against Governor Rauf Aregbesola.

    THERE appears to have been at a standstill now for lack of fund to pay workers’ salaries and complete the abandoned projects, what is your take on this?

    Osun, is passing through a phase, not standstill, and it is so, because Osun just like others, is a constituent unit of a troubled nation which was raped badly by the ousted Peoples Democratic Party (PDP) regime. And if President Muhammadu Buhari could describe the country as at present as Augean stable that must be cleaned up for forward march, what do you expect Osun as an integral part to do?

    Look, let us face the reality, the predicament we are in is not about the making of an individual, governor or poor economic planning; it is a structural problem and not until the top gets it right, the federating units would still be contending with epileptic mode of economy and financial topsy-turvy. Because the kind of federalism we practise is what I call ‘feeding bottle’ federalism. For no state could access her resources to surge up her finance. Everything belongs to the Federal Government, and the federal government may not be ready to tap your own resources now, because there is one laying the golden eggs already.

    For instance, the entire Ilesa township is sitting on gold of South Africa quantity according to experts  who came visiting of recently. Yet we, as a state cannot mine it, because it is considered a national asset, just the way Ondo State could not tap its bitumen anyhow. So, each state of the federation must defer to the centre for ecological fund, education tax fund and so on and so forth. So, we you are not a friend f the centre and the sitting President is vindictive, then you are in for a big trouble.

    As for Osun, we are one of the least paid in the federal allocation and now that our allocation has fallen short of what can be used to defray salaries of workers alone, what can we do. Strategise on how to wriggle out and that is what is going on now. Yes, it takes time, but we have to do it.

    However, some people believe that the governor has bitten more than he could chew in terms of capital projects and that the state has been dragged to heavy debts in the process, that is why no amount of allocation could solve the problem at hand, what can you say to this?

    People outside the government have the right to their own opinions, but it would be unfair to hold the position of the bitter opposition as statement of facts, because their insinuations are full of fallacies and innuendoes. One, let it be known that executive could not do anything without the knowledge of the legislature. Two, we have to endorse any borrowing; three, we have the power to oversight the projects captured in the budget. So, when some people say the governor has don this, has done that, the impression is that the governor has the power of death and life without being questioned. No, democracy does not work like that.

    The true picture is, Governor Rauf Aregbesola came to Osun and was dissatisfied with the state of under-development he inherited and he vowed to remove the state from a sleeping mode, change the sedentary life of the people and reawakening its commerce and position the state among the comity of performing states. Do not forget that Osun used to be a civil service state before the emergence of Aregbesola and that made the civil servants to dictate everything then, ranging from who should be the governor; how should the economy of the state be run and so on, making Osun to be revolving with  funds that is less than what obtained in a branch of a commercial bank in Lagos.

    So, he began with infrastructure, education, agriculture and youth engagement. Look, we should be careful not to make crime out of the zeal to serve the people, because it is convenient for Aregbesola to pay salaries and flashes some substandard projects, and introduce the media the media blitz to them and keep the rest of the accruals to himself, but he chose to work and the lazy opposition are talking. Unfortunately, the media that ought to be investigative and place proper judgment in the court of public opinion seem to be  playing along.

    On the debt issue. Tell me of any atomic individual moral agent who intends to be great that would not incur debt. When I wanted to build my house, I took a loan from  the bank. That is debt and I suffered to pay back. When an industrialist wants to inaugurate an industry, he approaches bank or a consortium of banks for fund; when an investor is ready to invest, he approaches banks. Then, what is the fuss in approaching financial institutions  for funds to finance public infrastructure. America with its might has a debt ceiling of over $17 trillion and it is a country the same critics want to go and access health, education, and holiday. We have to be fair to ourselves while criticising a government. Of course, it could have been a different ball game if the those monies were borrowed to finance consumption.

    See, it saddened me that these days we have to resort to borrowing to offset pension and pay salaries. But for the fact that the banks  could not lend us for now as a result of vindictive directive given to the banks by the ousted Dr Goodluck Jonathan administration. The noise is everywhere that the state could not pay salaries. Yes, it is painful that we have to find ourselves in this situation and it is disturbing to see our workers suffering, but what can an individual do when the entire country with the same connective rod is in trouble?

    Besides, what you called abandoned projects are not abandoned, they are only on a halt for want of funds. Immediately the state rebound, the contractors will be back o the sites and the work will be done.

    A serving judge in the state judiciary has just petitioned the legislature to investigate financial recklessness of Governor Rauf Aregbesola and his deputy, urging  the parliament to begin impeachment process against them. How far?

    We have more than one petition for and against the governor and we have inaugurated an investigative panel headed by my deputy, who is a lawyer, an engineer with journalistic background to work on the petitions. So, wait for the report.

    But the minority leader has expressed his opposition to the composition of the committee, protesting the exclusion of an opposition member from it, would that not question the credibility of the report?

    Those who wrote the petitions knew the House of Assembly under my watch is credible and they have faith in the process. Besides, it is my prerogative to constitute a panel that could do the job as the Speaker. As the Speaker, I see all, members as honourable men, but all of them could not be appointed into a seven man committee. Moreso, ranking and experience count in the legislative business. The chairman is in the House for more than six years now, and he is a lawyer and journalist. There are accountants, administrator economist and individual with security background among them. So, it is a committee that is carefully woven to search everywhere to serve the interest of the  people. As for the minority leader, he is playing his role and he does not have to agree with us on everything. And I appreciate that, but at least he must have his say not necessarily his way.

    Meanwhile, the report will be submitted to the House for debate and the minority leader will have his say on it, but if he is part of the committee, he would be barred as a matter of rule, to speak on it when the report is presented. So, he must know that we have done him a favour by reserving a room for him on the floor when the report is ready. I chose to toe that part to starve off the tyranny of the majority.

    When do we expect the report?

    When the committee is ready. But not less than two weeks.

    There is a feeling out there that this parliament is in the armpit of the governor, how true is this?

    I am glad you said a feeling”. Look, if there is any mindset like that, I think anarchy is attributed to it. I was the Speaker for four  years and we engaged the executive without rancour. I don’t believe in negotiating a course with violence, I believe in constructive engagement and in fairness to Aregbesola, he has never disrespected us as a parliament. Even, while his deputy, Mrs. Titi-Laoye Tomori was supervising education ministry, she had appeared before the education committee for explanation. So, why do we need to take a fight to the pages of newspapers in order to assert independence? That was the culture when we were evolving, but the world has moved on.

    Are you going to be part of the stakeholders’ summit that is being packaged by Yinka Odumakin and Muyiwa Oladimeji group, for you have been advocating for it?

    Smile. I can’t be part of a summit whose report is predetermined to smear the personality of an individual who the promoters believe would forever constitute a clog to their plan to hijack power in the state for their selfish interest. I think the profiles of those who are calling the summit suggests the coming together of renegades who hate Rauf Aregbesola’s gut, and right here I can tell you their three cardinal objectives: one, to hijack power in 2018 having lost out disgracefully in 2014; two, to wage a campaign of calumny against the person of the governor; three, to sex up fictitious figures as our debt profile, expenditure and income arbitrarily. So, you need to place the objective of Odumakins in proper perspective.

    If you care to know the grouse of Odumakins, read what Chief Ayo Opadokun said about him. For Muyiwa Oladimeji, I think some of my friends in Osogbo have given me the graphic of his person, and what do you expect from a man who chose to be an incurable reactionary? And I can’t belabour the obvious about their friends, who were given a bloody nose by Aregbesola at the last governorship election. Simply call it a summit of the renegades. Meanwhile, Osun is not ready for the summit of renegades.

    A stakeholders’ summit will be called when the governor is ready, because he is the one to implement the resolutions, but the parliament desires to spearhead it because we are to back it up with a piece of legislation.

    Can we then say that Osun is bankrupt now?

    Bankruptcy is declared when a state or an institution has gone under, and Osun has not gone under. Yes, we have financial challenges and as I said earlier, the challenges are meant for temporary phase. We are working around it and we are progressing gradually. I must acknowledge the unalloyed support of the people and a section of the workers who could think beyond the box.

    What can you say is the mood of the state now?

    Mixed feelings- mixed feelings because majority of the people were unhappy that a governor with uncommon courage and zeal to serve is being hampered by financial constraint. Some are happy that workers are not paid, because they think that will relaunch themselves back to power in 2018. The workers felt bad because they could not meet their obligations and we on the corridor of power feel the pain the more that we are compelled by extenuating circumstances to meet our obligations. But, I have once said we are tough contenders of  time now. And tough time never last, but tough people do. We shall soon put the situation behind us.

    If the report of the committee indicts the governor, would it be impeached?  That is subjudice,  let the report be ready first?

    If the governor is exonerated, would the serving judge be sanctioned?

    Again, I would not be dragged into preempting the outcome of the investigation. If the report is ready and the debate is conducted, then the resolution of the house will be made public.

    Does the parliament under your watch has the tooth to bite the governor?

    You seem to have locked your mind up about us. Look, only a governor without emotional intelligence will try to toy with any parliament. However, a tiger will not profess its tigritude, you and I know that an average viper has its venom.

    What can you say about the bailout packaged by the Federal Government for the states that are broke?

    What obtained with the restructure of indebted states by the Debt Management Office and N250 billion facility that can be tapped is a relief package not a bailout, because the obligations would still be met in the future. But, the immediate result is to liquidate outstanding salaries and other obligations. So, the media should help us to educate the masses better. You see, I suspect a big conspiracy against Osun in the media, because no fewer than 18 states owed salaries of their workers and pensioners and more than 10 states have worst case scenario, but only Osun is made to be the face of defaulting states. But, I take consolation from the submission of Simeon Kolawole in one of his write-up in Thidsay newspaper that when we were bubbling with inauguration of one projects or the other, when Aregbesola was being celebrated around the world for his feat in education and O’ meal, we enjoyed positive media limelight, and what we are witnessing now is a bye product of limelight as well.

    The All Progressives Congress (APC) in Ondo State has urged the Inspector General of Police (IGP), Solomon Arase, to arrest the Speaker, Princess Jumoke Akindele and the Clerk for swearing in two Peoples Democratic Party (PDP) candidates without certificates of return.

    A statement by its Publicity Secretary, Abayomi Adesanya, said: “It is illegal for Abayomi Akinruntan and Coker Malachi (Ilaje l and II) to be sworn in as members of the House of Assembly without certificates of return from the Independent National Electoral Commission (INEC).

    “When a candidate is elected as a member of any assembly, a certificate of return is issued in his/her name by INEC, which the Clerk of the Assembly will confirm before performing the oath of office and allegiance. In the case of these two gentlemen, due process was not followed.

    “After the April 11 House of Assembly election, the Resident Electoral Commissioner (REC), Segun Agbaje, in a statement, said the elections in Ilaje I and II were inconclusive and that a later date would be announced for the supplementary elections in the two constituencies.

    “Till date, the supplementary elections have not been conducted. We, therefore, call on the IG to arrest the Speaker and Clerk for their complicity in this illegality.

    “This is impunity and this is how government is being run in Ondo State in the last six years under the leadership of Olusegun Mimiko. Impunity must stop during this era of President Muhammadu Buhari.”
