  • Our legacies in tourism, by Lagos

Transactions in tourism exceeded N50 billion last Decmber, says Commissioner for Tourism Arts and Culture Steve Ayorinde, who speaks on the strategic policies, enabling infrastructure, tourism master plan and tourism promotion bill, among others, that make the state a preferred destination. Assistant Editor Arts Ozolua Uhakheme reports.

Lagos State Commissioner for Tourism, Arts and Culture Mr Steve Ayorinde  is upbeat about the Tourism Master-plan Governor Akinwunmi Ambode-led administration will bequeathe to the in-coming government.

He said the master-plan covers six sectors: Culture and Heritage; Films, Arts and Entertainment; Business Tourism; Nature and Adventure; Medical and wellness and Beach and Leisure.

He noted that another legacy that the outgoing government would bequeathe to its successor is the Tourism Promotions Agency Law, adding that with the law, tourism promotions subsector would grow.

Ayorinde, who spoke at the Third Nigerian Travel Awards, organised by Jumia Travels in Lagos, said it was the resolution of the Ambode-led administration to leave the legacy of a solid tourism-driven economy by conceiving a master plan as a blueprint document that would drive development and investment for the next 15 to 20 years.

He said at the Ministry of Tourism, Arts and Culture, that the last four years were committed to the governor’s growth agenda on the creative economy through Project T.H.E.S.E (Tourism, Hospitality, Entertainment and Sports for Excellence).

According to him, this informs the investment in human capital and infrastructure with impact on the creative industry, which has lived up to its promise in the last three and half years.

“It should be noted that this strategic intervention did not happen by accident, it has been a deliberate plan derived from a visionary study of the state, its demography and analysis of the creative sector, which has the capacity to absorb the teeming youth population, reduce poverty and crime as well as create jobs with multiplier effects on other sector,’’ he added.

Continuing, Ayorinde said: “The last three and half years in the state have been eventful in terms of tourism infrastructure development as well as arts and cultural promotion, which we believe, will lay the long-term foundation to make Lagos State a sustainable tourism-driven economy and a leading haven for business and leisure in Africa.

“In Lagos as you know, we relish in saying Eko For Show, but at the ministry, we see Travel and Tourism beyond the show part. We equally focus on the business and entrepreneurial component of it. We see, and we do our best to create enormous opportunities for stakeholders to further harness the tremendous economic and socio-cultural benefits of marketing a 21-million city-state and one of Africa’s Top 10 economies to domestic, regional and international visitors.

“Between June 2015 and now, our goal of making Lagos State the preferred destination for tourism, leisure and business travel in Africa as well as promoting sustainable tourism development through enabling environment for both domestic and international tourists has been largely achieved. We have forged a new alliance with critical stakeholders. We constituted a Board for the Lagos State Council for Arts and Culture to advise and assist in repositioning the culture and artistic image of the state and we executed in phases the most defining attempt in our country to beautify a state’s landscape with public art installations through indigenous artists,” he said.

According to him, a new Lagos experience that is arty and chic has been created and is being enhanced daily as government continues to facilitate an enduring infrastructural and security architecture for the business of tourism and cultural arts to thrive.

He identified the ongoing expansion and reconstruction of the Oshodi-Murtala Muhammed International Airport Road, the entry point into the state, as a major infrastructure with strong impact on tourism.  He said by May, a stunning 10-lane world-class road and a multi-purpose bus-terminal that is, arguably, the biggest of its type in Africa will be completed.

Ayorinde stressed that to put the state ahead in terms of ideas, long-term investments, top-notch infrastructure and human capacity development that are necessary for the expected competition among tourism destinations in Africa requires a long term strategic plan.

According to him, other facilities, such as the Freedom Park on Broad Street, has been a shining example of a public-private sector arrangement that works.

“So also is the Amusement Park, which with the plan to create access through waterways will definitely rise in value and patronage.

“With Badagry as arguabley the leading attraction for slave-trade tourism, among others, the Badagry Heritage Museum and Vlekete Slave Market museum are just about to be re-equipped and furnished after their massive renovation. The completed ‘Point of No Return’ monument, too, is simply waiting for a major development into a theme park that can stun the world as captured in the Tourism Masterplan.”

He added that as part of efforts to encourage tourism-driven initiatives and promote Lagos as a top destination that offers variety of contents to visitors, the state provided sponsorship and/or institutional support to organisers of major international entertainment and art events, such as the Africa Movie Academy Awards (AMAA), All Africa Music Awards (AFRIMA), AKWABAA Travel Market as well as other indigenous festivals.

Ayorinde noted that the colourful lifestyle, rich culture and the energy of Lagosians as always showcased at these events are a selling point to drive tourism traffic for economic growth.

To him, these events provide a platform for airlines, hotels and restaurants, tour operators, travel agents, tourism boards, foreign trade missions, tourism sector travel professionals, the media and general public to interact and exchange experiences.

On the preservation of peoples’ heritage, he said the state has continued to erect new and maintain all existing heritage and historical monuments in the state. Some of the monuments that depict these and received attentions are  the renovation of Tinubu Square Fountain, Statue of King Ado, the First Crown King of Lagos, Statue of Prince Olofin Atekoye. He added that the state also erected 23 new statues and monuments in parks and major public spaces across the city.

“The state government’s effort at preserving cultural heritage of the people of Lagos State and its enormous historical values also received a boost with a grant of $600,000.00 (Six Hundred Thousand Dollars) from Ford Foundation towards the architectural design of the proposed Lagos Museum to be sited at the Onikan-Marina arts district, just like the ongoing redevelopment of the J.K Randle Centre for Yoruba History and Culture within the same zone.

This project, which is due for completion soon, is the reason Lagos State has formally written the British Museum for the release of the historic Lander Stool, a sculptural work that is believed to have been taken out of Nigeria in 1863 and is presently in storage at the British Museum in London,” he said.

According to the commissioner, the state is also very mindful of culture infrastructure investments, which informed the ongoing construction of Six Eko Theatres across the state. This, he said, is a project conceived by this administration to encourage creativity and create more spaces for theatrical and musical productions and offer platforms for upcoming artistes across arts and culture sector.

Four of the six theatres located at Opebi, Badagry, Igando and Epe are almost completed and will be delivered by the contractors in May.

Interestingly, the age-old Glover Memorial Hall in the heart of Lagos is ready to wear a new look by May as restoration work is currently ongoing there. This is where the first film screening was done in Lagos State in 1903 and that iconic structure will roar back to life like a new bride courtesy of the art-loving Governor Ambode.

The Lagos State participation at the festival is being led by the Commissioner for Tourism, Arts and Culture, Mr. Steve Ayorinde.

As part of the programmes for the festival this year, filmmaker Kunle Afolayan will be on hand with a special documentary on ‘Nollywood in Lagos’ which will be screened to guests, before the unveiling of the 2018 edition of Cinema in Lagos magazine, edited by Olumide Iyanda, at the weekend.

Lagos begins four-year channelisation of ferry routes

The Lagos State Government says it has embarked on the channelisation of 30 routes on the waterways as part of efforts to boost transportation in the state.

The Commissioner for Water Infrastructure, Mr Ade Adesanya, made this known on Tuesday during an inspection tour of the Marina-Ebute-Ojo ferry routes in Lagos.

Akinsanya said the channelisation would be carried out over a four-year period.

He said that work had begun on four of the channels, explaining that the move was aimed at ensuring smooth journeys on the waterways and ultimately boost the state’s economy.

In his remarks, Mr Steve Ayorinde, the Commissioner for Information and Strategy, said that the government embarked on the project to further attract investment in water transportation and boost tourism potentials in the sector.

Ayorinde expressed optimism that the move would also enable those engaged in ferry business to generate more income and in turn pay their taxes to the state.

  • Lagos moves against tax defaulters

    Lagos moves against tax defaulters

The Lagos State Government says it is going all out to enforce tax laws and payment by all defaulters, as only about 600,000 are up to date in terms of compliance.

The state’s Commissioner for Information and Strategy, Mr Steve Ayorinde, in a statement on Monday, said the move against defaulters was commencing immediately.

Ayorinde lamented that many residents were not fulfilling their civic obligation of paying their taxes.

Lagos has a population of over 22 million.

According to Ayorinde, the prevailing situation will adversely affect government’s infrastructure renewal drive across the state.

“The government has directed all its revenue agencies to ensure prompt payment of taxes and also commence enforcement of payment by all tax defaulters with immediate effect,” he said.

Ayorinde said the government remained committed to completing all ongoing projects on schedule, but this was largely dependent on prompt payment of taxes by residents.

He listed some of the major ongoing projects to include the Oshodi Transport Interchange, reconstruction of the Oshodi International Airport Road, network of roads in Epe to link Ijebu Ode, construction of Bus Rapid Transit lane from Abule-Egba to Oshodi as well as the construction of the Pen Cinema flyover.

He also said the government had commenced the construction of over 20 network of roads within the boundaries of Lagos and Ogun States to ease movement and enhance business activities between the two states.

“These projects have already begun in earnest.

“The construction of the 181 roads earmarked across the 57 local councils, which is now an annual ritual of this government, will commence anytime soon and many more too numerous to mention,” Ayorinde said.

He said the will and commitment of the government is to ensure that all these project are completed before 2019.

Ayorinde said the state government appreciated those who had supported it, particularly in the discharge of their civic responsibility through payment of taxes.

  • Present Nigerian structure unworkable – Horsfall

Present Nigerian structure unworkable – Horsfall

The urgent need to restructure Nigeria for rapid economic growth and progress took centre stage at the public presentations of two books on the Niger Delta region.

The book launch/symposium were part of activities marking the 10th year anniversary of the National Point newspaper, held at the Lagos Country Club, Ikeja, Lagos recently, with the theme: ‘Niger Delta Next Decade: Away From Oil, A Way With Oil”.

The books, written by Ibiba Don Pedro,  journalist, publisher, entrepreneur and the Executive Director of National Point newspaper, explore the injustice perpetrated on a region that produces the wealth of the nation while the people live in abject poverty.

The books include- ‘The Oil in Water: Crude power and militancy in the Niger Delta’,  Scavengers and real Avengers of Niger Delta,  and ‘Out of a bleak landscape: Oil, repression and agony in Niger Delta’.

Speaking at the event, the chairman of the occasion, Chief A.K Horsfall OFR, noted that the system of government the country operates presently was unworkable in a multicultural state like Nigeria, hence the need to return the founding fathers dream, a true federalism, where every region works autonomously and allowed to develop at its own space. He also called on every Nigerian to forget who is at fault, “and put ourselves together to utilise what we have.”

In her remarks, the author, while throwing her weight behind restructuring, noted that it should not be politicised.

“Restructuring of Nigeria must not be in the blight tone of politicians who will soon move on to another pet issue or slogan,” Don Pedro said.

She said that Nigeria must return to true federalism, the only system that recognises the country’s diversity and the reality that no part of the country is a conquered territory or playground for lazy persons living a lie.

Ibiba also called on the Nigerian government to immediately commence the process to end the practice of donating Niger Delta’s land and the resources in them as oil blocs to persons who used the proceeds for their own selfish purposes rather for the development of the nation and of inclusive governance, while the people of the region live in abject poverty.

On the newspaper, she said: “National Point Newspaper, with a larger dominance in the Niger Delta region, is about the agony, injustice, and exploitation of the region.

The Newspaper started in 2007 as a result of the non-election in River State that year and the crisis that greeted it. The paper was established to keep the issues of the Niger Delta alive and seek resolution and justice for the people.”

Also speaking at the event, Prof. D.D Moro, in his paper, ‘Niger Delta’s Next Decade: Confronting The Challenges Through Restructuring,’ lamented the degrading environmental condition of the Niger Delta region caused by oil spillage and gas flaring due to oil exploration and production in the region.

He said that the Niger Delta constituted the most battered, destabilized and degraded habitats in the whole of Africa. He insisted that restructuring of Nigeria will help to put an end to the Niger Delta’s crisis, as more revenue would be accrued to the region, the goose that lays the golden egg, which would be used to clean up the almost completely degraded environment.

Dignitaries at the event include Chief Ayo Adebanjo, Mr Steve Ayorinde, Hon Commissioner, Information and Strategy Lagos State, Mr Ken Etete, CEO, Century Group and others
  • Apapa gridlock: Lagos bars truck drivers

Apapa gridlock: Lagos bars truck drivers

The Lagos State Government on Friday directed owners and operators of articulated vehicles/trailers and petroleum tankers to stay away from Lagos for now in order to address the recent traffic bottleneck that has taken over Apapa expressway and its environs.

In a press conference jointly addressed by officials of the State as well as members of the Association of Maritime Truck Owners (AMATO) at the Bagauda Kaltho Press Centre in Alausa, the government regretted that the incessant traffic bottleneck had impacted negatively on the commercial activities of the citizenry, adding that the directive would be enforced to eliminate the current hardship being faced by motorists.

Related: Urgent vacancies in Lagos LG Service

Addressing the briefing, the State’s Acting Commissioner for Transportation, Prince Olanrewaju Elegushi said investigations revealed that the traffic lockdown was a direct result of the challenges being faced by operators of the ports’ which had made it impossible for them to load the articulated vehicles/trailers that have come from the hinterland to evacuate imported items from the ports.

He said the gridlock was worsened by the current rehabilitation of some major roads and other minor roads which necessitated the closure of some roads in Apapa, noting that the situation had led to the traffic bottleneck and backflow of the articulated vehicles to as far as Ojuelegba on the Funsho Williams Avenue, Surulere.

Explaining the reason for the State’s directive, Commissioner for Information and Strategy, Mr Steve Ayorinde, said the Apapa gridlock had also become a reoccurring problem due to the constant breakdown of operations at the Ports.

“Clearly, it is the breakdown of operations at the Port that is the monster causing this reoccurring issue. We keep having this issue of gridlock in Apapa because issues that the Ports Authorities and the concessionaires are dealing with are recurrent and the spillover effect of those issues are causing all these.

“If the Ports can’t determine how many trucks they are able to deal with on a daily basis; how they are informed about coming in and going out, then it will be a problem to deal with.

“What we need to do is to keep on engaging with them, we keep on engaging with other states and so on. I mean people who have trucks in other states and already know that there is a logjam in Lagos, why send other trucks to Lagos? While clearing the mess that the Lagos State Government did not cause, can people not consider it logical to wait for few days for us to clear this and this is the reason why we are saying that trucks should stay away from Lagos in the interim.

“The idea is not to say don’t come into Lagos. It is part of what makes the economy of Lagos what it is but we are saying let us deal with the logjam that we have presently and there is no way we can deal with it, we can only deal with the effect because the causes essentially have to do with the operations at the Ports and that is why we are appealing to them,” Ayorinde said.

Ayorinde also said that the Nigeria National Petroleum Corporation (NNPC) had been unable to load product from its Mosimi Depot in Ogun State due to vandalisation, noting that tankers hoping to get fuel across to the South West States are stranded in Lagos.

In the interim, the Government, however, urged the operators to utilise the Ogere Trailer Park and other parks outside the State to avoid further hardship for motorists on the road, assuring that all measures would be deployed to ensure quick resolution of the situation.

On his part, General Manager of the Lagos State Emergency Management Agency (LASEMA0, Mr. Adesina Tiamiyu, said the State Government has already instructed the Agency alongside Rapid Response Squad (RRS) of the Nigeria Police and the Lagos State Traffic Management Authority (LASTMA) to enforce the order restricting trucks from entering Lagos for now, noting that the enforcement will subsist pending when the spillover of traffic is cleared.

He urged residents not to hesitate to immediately alert State authorities through the 112 and 767 toll-free lines in the eventuality of any danger lurking.

Also speaking President of AMATO, Chief Remi Ogungbemi said the present situation was worrisome as it is a time bomb waiting to explode if unchecked.

He urged the Federal Government to take a cue from the Lagos State Government and collaborate to resolve the crisis as soon as possible.

While pledging the readiness of members of his association to support efforts geared to restore sanity, Ogungbemi also called for a regulatory system in place to manage call-up of trucks through technology.

  • Lagos orders transporters to vacate Ikorodu road

Lagos orders transporters to vacate Ikorodu road

The Lagos State Government on Wednesday issued a seven-day ultimatum to inter-state transport operators to vacate Ikorodu Road.

Mr Steve Ayorinde, the Commissioner for Information and Strategy, disclosed this during the inspection of inter-state bus terminals on Ikorodu road.

He said that Gov. Akinwunmi Ambode toured the area on Tuesday night and was very displeased with the manner in which the inter- state transport operators were using the main town.

“We are, however, saying that henceforth, we will no longer allow inter-state buses to operate along Ikorodu Road; they will have to move to Ojota and Ojodu-Berger bus terminals designated for them by the state government.

“And there is a seven-day ultimatum for them to move, starting from today. It is for the benefit of the residents because their operations here are not decent and tidy.

“Take a look at the iron barricades mounted on our roads with tax-payers money, they are being destroyed by these bus operators. It goes to show how people abuse and disrespect the tax payers’ money, in spite of repeated warnings by government.

“ We can no longer condone it and in the interest of the residents, what is decent, tidy and civilised is to move them to where they really belong, so that we can free the cities.

“You can see what we are doing with the state city plan, more bus terminals are springing up in Yaba, TBS, Ikeja and other areas. The whole essence is to protect the sanctity of the environment and the public, ‘’ Ayorinde said.
Also speaking to journalists, Mr Anofi Elegushi, Special Adviser to the Governor on Transport, said that arrangements had been made for the relocation and quit notice served.

Elegusi said the relocation was to better utilise the flyovers for better purposes, such as beautification and security.
He said that the government had been meeting with the stakeholders and spaces provided at Ojota and Ojodu- Berger could accommodate the inter-state transport operators from the Ikorodu Road axis.

“The seven-day ultimatum is to allow them to organise themselves and come to us for allocation of spaces at the terminals and if by the end of seven days they refuse to comply, enforcement will commence.

“We urge the operators to cooperate with government as the relocation will not affect their businesses or livelihood.

Mrs Bilkiss Adebiyi-Abiola, General Manager, Lagos Parks and Gardens, said there was a beautification plan to the government’s city plan.

Adebiyi- Abiola said that the agency had started working on the designs for the beautification of the reclaimed flyovers at Ikorodu Road, Mile-2, Festac and Lagos Island.

According to her, the agency will be starting with these areas and later extend to other areas of the state.
“This fits into the general Greener Lagos Initiative – we are going to introduce greenery, trees and plants that will help the environment and add value to the health of residents,’’ she added.

Lagos urges youths to shun cyber crime

Lagos State Government has charged youths in the country to shun cyber crime and channel their energy into profitable ventures.

The state Commissioner for Information and Strategy, Steve Ayorinde, gave this charge on Sunday at the launch of a book, titled: “It’s your time, make it count,” written by Adeniran Bamisaye.

He lamented that many youths waste away their time on unprofitable ventures, saying as the future belonged to the youths and they must make it count through pragmatic approach.

The commissioner, who was represented by the Director, Public Affairs, Mrs. Oladapo Toro, also charged youths to identify their talents and use them for the benefits of the nation.

He said: “You must take advantage of the opportunity you have now and utilize it. Don’t waste your talents, use them. We have so many challenges confronting the youths, you need to take your rightful position.

“You have great roles to play, shun internet fraud and don’t be carried away by crime in the society.”

The Commissioner for Youth and Social Development, Uzamat Akinbile-Yusuf, commended the author for a job well done.

Represented by a Director in the ministry, Julius Olukosi, the commissioner appealed to the youths to utilize their time and opportunities well so that they could have a better future.
