    Psycho-Emotional test: FRSC to partner public health institutions in Anambra

    The Federal Road Safety Commission (FRSC), Anambra Command, says it will partner public health institutions for the implementation of its psychological and emotional test policy.

    Mr Sunday Ajayi, the Sector Commander in the state, told the News Agency of Nigeria (NAN) on Wednesday in Awka that discussions were under way with the state government for effective synergy, to ensure the success of the policy.

    NAN reports that the new policy came into effect on July 1.

    Ajayi said that the Anambra command, which has six units across the state, would work with the nearest government hospitals in each of the units as examination points.

    He said it was imperative for motorists to prepare their minds before setting out on journeys and avoid being arrested for such behaviours that could endanger their lives and those of others.

    “We don’t have any alternative than to follow suit; the instruction has been passed and the modus operandi released; we have put our strategy in place.

    “We are working with public health institutions in the state so that when arrest is made, we move them to these hospitals for examination.

    “We have taken note of the spread of government hospitals in the state; the arrangement will work with the nearest health facility in each of the units of the command.

    “This effort is good because it will serve as a reminder to road users that they must prepare their minds for any journey.

    “Some of the irrational behaviour motorists exhibit on the roads is a pointer to the fact that they do not think ahead of their journeys.”

    Ajayi said some of the offences that could attract the medical examination included route violation, overloading, speeding and use of phone while driving.

    On the activities of the command in the last six months, the sector commander said there was significant reduction in the number of crashes and fatalities but did not provide statistics.

    He said that public enlightenment, advocacy, stakeholders’ engagement and enforcement were intense during the period, adding that they were substantially responsible for the successes.

    “I want to say that the first two quarters of the year have been very eventful; we have been active and visible on the high ways in line with the 2017 strategic goals of the Corps.

    “So, looking back, you will agree with me that it has been a successful year. To the glory of God we have had a reduction in the type of crashes that result in deaths like we had in the corresponding period last year.

    “It means that our aim of reducing fatality by 25 per cent and crash by 15 per cent is being achieved.

    “Other sister agencies have been collaborative in our enforcement and the media has helped in our awareness campaigns.

    “Also, fleet operators, driving schools, educational institutions and churches helped our operations,” Ajayi said.

    FRSC to enforce emotional, mental evaluation of traffic offenders

    Mr. Kehinde Adeleye, the Zonal Commander, Federal Road Safety Corps (FRSC) RS5, Benin, says the organisation will enforce emotional and mental evaluation of traffic offenders.

    Adeleye made the assertion during his second quarter inspection of the Anambra Command Headquarters in Awka on Wednesday.

    The zonal commander said the FRSC would carry out the tests to check offenders’ level of stability.

    He advised motorists in the zone to change their attitude and avoid being caught in the web of the new policy.

    The News Agency of Nigeria (NAN) reports that RS5, Benin comprises Anambra, Delta and Edo states.

    Adeleye said the enforcement of the new traffic management policy would be comprehensive, adding that it had become expedient to check recklessness and enhance safety.

    The zonal commander said that so many lives had been lost on the highways, noting that some of the offences that would attract tests include use of phones, route violation and speeding.

    Adeleye, however, said that there was improvement on some of FRSC’s activities in the second quarter of 2016, adding that the corps should not relent in its efforts.

    “The FRSC has come up with a project to address the anomalies in the behaviour of road users; people using phone while driving and people engaging in excessive speeding.

    “It will also address those who fail to install speed limiter in their vehicles and people who drive against traffic.

    “With the good roads and no gridlock, we observe that people still chose to drive against traffic,” the zonal commander said.

    “Motorists caught committing these offences will be subjected to emotional and mental evaluation to check their level of stability and we are going to enforce that seriously.

    “I am using this opportunity to appeal to road users to be conscious of their safety and do everything possible to promote their safety.

    “Across the zone, there has been tremendous improvement over the first quarter in the areas of enforcement, public enlightenment and stakeholders’ engagement.”

    According to him, our response time to crash scenes has also improved to about five to six minutes.

    Adeleye commended the Anambra Command of the FRSC, headed by Mr. Sunday Ajayi, for a good job in keeping the corridor safe.

    He also thanked the state government for donating three motorcycles to the command to enhance its operations.

    “The Anambra Government came to our aid with three motorcycles to enhance our patrol monitoring; and we intend to monitor the whole routes,” he said.

    Contributing, Ajayi said the visit of the zonal commander was re-energising and would motivate them to do more for the safety of the people.

    “We cannot assess ourselves. The important thing is that we have not lost track in our duty to reduce crash and death.

    “The zonal commander is here to evaluate the situation in Anambra and with his coming we have been directed again on what to do.

    “We shall leverage on that to ensure that roads in Anambra become the safest in Nigeria,”

    Mixed grill as APC holds councillorship primaries in Lagos

    Councillorship candidates of the All Progressives Congress (APC) for the upcoming local council poll in Lagos emerged in many areas on Monday, but disagreements led to postponement in some areas.

    The party had on Sunday announced that the councillorship primaries in the 377 Wards of its 57 local government areas would hold on Monday.

    Senator Tokunbo Afikuyomi, chairman of the APC  Local Government Electoral Committee, who announced this on Sunday, had called on party members at the ward levels to make themselves available at the designated centres where the councillorship elections will hold.

    In some areas visited by the News Agency of Nigeria (NAN) correspondents, the elections went on smoothly, though delegates had to wait for long awaiting arrival of electoral officers.

    There were, however, some disagreements in some other areas.

    At Ward G in Oriade Local Council Development Area (LCDA) of Lagos, Mr Segun Lawson emerged winner of the primary election, polling 18 votes to defeat Ramon Aladega and Saidi Ayinde who got a vote each.

    The News Agency of Nigeria (NAN) reports that 20 party members had voted at the election held at Satellite Town Primary School.

    Lawson expressed joy at his election and thanked members of the party for the confidence reposed him.

    “This is victory for the party and all the people of the ward.

    “I thank party members for the confidence in me and I promise not disappoint them” he said.

    It was however an easy victory for Mr Jamiu Abiodun in the election as he emerged unopposed as councillorship candidate of Ward F in the area.

    Abiodun and his supporters went in wild jubilation as soon as his candidacy was endorsed by party members at the primary.

    NAN reports though the primary started several hours behind schedule, it was conducted peacefully.

    Security officials manned the gate and thoroughly screened party members before voting.

    The Sole Administrator of the LCDA, Mr Habeeb Aileru, together with some officials were around to ensure peaceful conduct.

    At Ward C, Isheri- Osun in Igando/Ikotun Local Council Development Area (LDCA), the election, which was scheduled to hold at 9 a.m., did start until 3.45 pm.

    Mr Gbenga Bankole, a consensus candidate, was eventually declared winner at the ward, where policemen and Lagos State Neighborhood Safety Corps were present to maintain order.

    At Ward E, in Orile-Agege LCDA, after initial skirmishes, an Electoral Officer, who came to the venue at 2:p.m. relayed the guidelines and conducted the primary election.

    However, Prince Sunday Ajayi, Chairman, All Progressives Congress (APC) in Orile-Agege Local Council Development Area (LCDA) told NAN that as far as he was concerned, there was no councillorship primaries in the council.

    The APC primary election did not hold at Ward C, Amuwo Odofin Local Government Area,  following conflict in the register sent by the state and the one from the ward.

    A chieftain of the party in the ward and former Secretary of the local government, Mr Abayomi Omisore, said that APC members in the ward were not ready to entertain imposition of a candidate through whatever means.

    He said also that the postponement was necessary to ensure that only the wish of the people prevailed.

    According to him, all stakeholders, including the Amuwo Odofin Divisional Police Officer, Mr Obong Okon, endorsed the  postponement.

    Omisore told NAN that the primary election would hold on Wednesday or Thursday.

    Security personnel had been on ground at the ward’s secretariat located on F Close, 41 Road, Festac Town.

    Seven persons are contesting for the councillorship seat in the ward.

    While some members hailed the postponement, others frowned at it.

    A member who pleaded anonymity said that the postponement prevented violence as some of the members of the party were ready to fight if their candidates would not win.

    However another member of the party said that he was disappointed by the postponement, adding that he had been waiting for the election.

    At Ward K in Amuwo Odofin, the election took place peacefully after a long delay at the secretariat located on House 1, 11 Road, Festac Town.

    At Ojo LGA, many party members were seen waiting for officials to conduct the primary when NAN visited.

    Efforts to get reactions from Sen. Afikuyomi were unsuccessful as he could not be reached on phone.

    The Senator had, however, appealed to any aggrieved member to take advantage of the conflict resolution mechanisms provided by the party in the Sunday statement.

  • Osun: Teenage boy remanded for assault

    A teenage boy, Nuhu Abdullahi, who allegedly assaulted a man and injured him, was on Thursday remanded in Ilesa Prison on the orders of an Osogbo Magistrates’ Court.

    The 18-year-old Abdullahi is facing a two-count charge of assault and conspiracy.

    The Magistrate , Mrs Fatimoh Sodamade, who gave the ruling, said the accused should be kept behind bars because of the injury he inflicted on the complainant, Bashiru Muhammad.

    Police Prosecutor Sunday Ajayi told the court that the accused committed the offences on April 24 at about 10. 30 a.m. at Sabo area of Osogbo.

    Ajayi said the accused conspired with another man still at large to beat Muhammad and injured him.

    The offences contravened Sections 355 and 516(a) of the Criminal Code, Laws of Osun, 2003.

    The accused, however, denied the charges.

    The case was adjourned until July 27 for mention.

    The Federal Road Safety Corps in Anambra on Friday advised tippers owners in the state against putting too much financial burden on their drivers.

    Mr Sunday Ajayi, the FRSC Commander in Anambra, gave the advice in an interview with the News Agency of Nigeria (NAN) on Friday in Awka.

    He said that many erring commercial tipper drivers in the state had blamed truck owners for putting too much financial burden on them in terms of daily financial delivery.

    “Some of the erring tipper drivers, who overloaded their trucks, have always complained about the pressure to meet up their daily financial delivery to their bosses.

    “This, according to the drivers, forced them to overload their trucks, speed and disobey traffic rules.

    “With this situation, the drivers try to keep their jobs, forgetting the implication of involving in road crash.

    “So, FRSC is now begging the owners of tippers not to give hard financial conditions to their drivers as lives of other people on the road were valuable’’.

    Ajayi said tipper drivers had been specifically advised about the importance of obeying traffic rules, but this category of drivers were still dangerous on the road.

    According to him, many enlightenment campaigns were organised with emphasis on the need to avoid overloading and speeding.

    He said that the activities of tipper drivers called for urgent attention to stop them from turning roads to death traps.

    “We have carried out a lot of sensitisation to educate them against overloading, reckless driving and installation of the speed limiting device, among others, but all to no avail,” he said.

    Ajayi said that the command would continue to organise sensitisation programmes for motorists until sanity prevailed in the state.

    He advised motorists, particularly tipper drivers, to adhere to safety and traffic rules to ensure sanity and crash-free trips.

    Ajayi said that tipper drivers had become threats on roads in spite of series of sensitisation and awareness programmes on safe motoring.

    He said that the command would henceforth arrest erring tipper drivers as the command began to enforce sanity on roads to save lives

     

  • Man docked over theft of Blackberry phone

    A 28-year-old man, John Stephen, was on Wednesday arraigned in an Osogbo Magistrates’ Court over alleged theft of Blackberry Z30.

    The prosecutor, Sgt. Sunday Ajayi, told the court that the defendant committed the offence on March 9 at about 11 a.m. at 18 Ajegunle Spare Parts Market area of Osogbo.

    Ajayi said that the accused collected a Blackberry Z30 from one Shina Kamarudeen, with intent to help him fix the damaged parts.

    He said the accused refused to repair the phone and converted it to his personal property before he was apprehended.

    The prosecutor said that the offence contravened Section 390(9) of the Criminal Code Cap 34 Vol. 11 Laws of Osun, 2003.

    The accused pleaded not guilty to the count charge preferred against him.

    The Magistrate, Mrs Habibatu Bashiru, granted the accused bail in the sum of N50,000 and two sureties in like sum and adjourned the case till May 3 for mention.

    FRSC decries commercial motorcycle related accidents, emphasizes training

    The Federal Road Safety Commission (FRSC) in Anambra has described accidents and injuries involving commercial motorcyclists  as alarming.

    Mr Sunday Ajayi, the Sector Commander in the state, expressed the view when he  addressed some 800 motorcyclists during a sensitisation programme in Awka on Sunday.

    He said the operators were lucky that Anambra government had not outlawed their operations in the state capital as was the case in many states.

    Ajayi said the motorcyclists should not use the opportunity granted them by the state government to kill e themselves and other road users.

    The commander who said the state recorded 115 commercial motorcycle accidents in  2014, 74 in 2015, 65 in 2016 and 13 in the current year with four resulting in deaths.

    He blamed the accidents on the lack of training, use of drugs and intoxicants, route violation and overloading.

    Ajayi urged the motorcyclists  not to see themselves as frustrated but as crucial stakeholders in road transport business who had better reach with speed.

    “We are worried because you people are killing yourselves and other road users because of recklessness, all these are avoidable if you are properly trained and not just moving your bikes.

    “In most state capitals, Okada business is banned but Gov. Willie Obiano still accommodates you because of his concern for the common man, but that should not be a licence to kill yourselves.

    “This sensitisation is to keep you abreast with some of the safety standards we have for Okada operators because we shall intensify our enforcement which borders on licence, use of crash helmet, overloading, speed,  among others,” he said.

    Ajayi urged the motorcyclists’ union to ensure that members passed the minimum requirements before they were admitted as members.

    In his remark, the Chairman of Motorcycle Transport Union of Nigeria (MTUN), Awka South Branch, Mr Ajuluchukwu Nwozor, said they would continue to partner FRSC to   sensitise the members.

    Nwozor said the union was equally worried by accidents involving its members, adding that the sensitisation campaign was part of the efforts of MTUN to make  the roads safe.

     

  • Woman docked over burglary

    A 41-year-old woman, Rachael Agboola, was on Friday arraigned at an Osogbo Chief Magistrates’ Court over alleged burglary.

    Agboola is facing a three-count charge of burglary, conspiracy and theft.

    The Prosecutor, Sgt. Sunday Ajayi, told the court that the accused committed the offence on Dec. 26, 2016 at about 2.30 p.m. at Kunle Adeyemi Avenue, G.R.A, Oke fia, Osogbo.

    Ajayi said that the accused conspired with one person now at large to break into the apartment of one Atoyebi Adeyinka and carted away some household items before they were traced and apprehended.

    He said that the items stolen included one Plasma television set worth N45, 000, one Ecobank ATM card, one Access Bank ATM card, one Wema Bank ATM card and two wrist watches valued about N53, 000.

    He said the offences contravened Sections 516, 411, and 390(9) of the Criminal Code cap. 34 vol.11 laws of Osun, 2003.

    The accused pleaded not guilty to the charges.

    Mr. Ibrahim Abdullateef, counsel to the accused, prayed the court to grant his client bail in the most liberal terms.

    The Magistrate, Mr Olusola Aluko, granted bail to the accused in the sum of N50, 000 and two sureties in like sum.

    Aluko ordered that the sureties must reside within the court’s jurisdiction and should produce evidence of tax payment and two passport photographs, attached with an affidavit of means.

    He adjourned the case to April 18.

    FRSC arrests 657 over non-installation of speed limiting device

    The Federal Road Safety Corps (FRSC) in Anambra said it has arrested no fewer than 657 motorists for non installation of Speed Limiting Device in their vehicles in February.

    Mr Sunday Ajayi, the FRSC Sector Commander made the disclosure in an interview with the News agency of Nigeria (NAN) in Awka on Monday.

    Ajayi said that 107 offenders were tried by a mobile court of which 102 were convicted.

    According to him, 51 of the convictions were in relation to non installation of the device while others were due to other offenses including route violation, speeding, overloading and dangerous driving.

    “In the month of February we arrested not less than 657 offenders for non installation of speed limiting device in their vehicles.

    “Apart from that, we arranged mobile courts where some offenders that failed to comply with the installation of speed limiting device in their vehicles were taken before a magistrate.

    “About 107 were arraigned during this period and 102 were convicted, and among the 102 convicted 51 were as a result of failure to install speed limiting device.

    We have been able to drive home to road users, fleet operators that on Nigerian roads today, you cannot drive without installing the device,” he said.

    The sector commander pointed out that the enforcement had resulted to increased demand for the device by motorists.

    He said the command was determined to reduce crashes by 15 percent and fatality by 25 percent in 2017.

    Ajayi said that the FRSC would focus on major risk factors including speeding,  intensify advocacy and effective engagement of stakeholders to bring down the figure and ensure safe roads.

  • FRSC confirms three dead in Anambra auto crash

    The Federal Road Safety Commission (FRSC), Anambra Command, said three persons died on Monday night in an accident involving a commercial bus and a Hilux truck in Awgbu, Orumba Local Government Area.

    The FRSC Sector Commander in the state, Mr. Sunday Ajayi, told newsmen that the incident was caused by speeding and wrong overtaking.

    Ajayi said the number of accidents and deaths on the road since the beginning of the year was disturbing.

    According to him, it is an indication that the drivers are not cautious of the enormity of the responsibilities on them.

    He said the accidents would have been drastically reduced during the period if people had embraced the Speed Limiting Device which the Federal Government introduced through the FRSC, and was already being enforced.

    “The unfortunate accident at Awgbu occurred between 7.30 p.m. and 8 p.m. and from the information we gathered, it was caused by speeding and wrong overtaking.

    “By our account, it was a multiple fatal accident involving a Toyota Hiace and Hilux truck; three people died on the spot, and those injured have been taken to hospital for treatment,” the sector commander said.
